Moscow regards Tuesday’s incident in which an American drone crashed in the Black Sea as a provocation, Ambassador Anatoly Antonov said after being summoned to the State Department in Washington.

Antonov met with Assistant Secretary of State for European and Eurasian Affairs Karen Donfried, who protested the “unsafe and unprofessional intercept” of the drone that resulted in its loss.

“We consider this incident a provocation,” Antonov told reporters after the meeting. He said he told Donfried that US drones, planes and ships had no business being that close to Russian borders.

“Could you imagine what the reaction of the US media or the Pentagon would be, if such a drone would appear near New York or San Francisco?” he asked.

Antonov described the talks with Donfried as “constructive” and said both sides shared their concerns. The US and Russia need to be “extremely cautious” how they act, given the current situation in Eastern Europe, he added. He also told Donfried that Moscow is seeking “pragmatic relations” and not conflict with the US.

According to the US military, two Russian Su-27 interceptors flew dangerously close to the MQ-9 Reaper drone on Tuesday morning, spilling fuel on the drone and at one point damaging its propeller, causing the UAV to crash. The drone, they said, was on a peaceful surveillance mission in international waters.

In response, the Russian Defense Ministry said the UAV stalled after executing drastic maneuvers, and that the interceptors “did not come into contact with the UAV.”

Antonov had pointed out that the drone was of a type that can carry multiple missiles and bombs. The MQ-9 was developed as a “hunter-killer” variant of the MQ-1 Predator.

The US has flown drones and surveillance planes near the Russian border for over a year, providing intelligence and targeting information to the Ukrainian government – along with weapons, ammunition and money – while insisting it is not a party to the conflict.

The exact location of the incident was not provided by either government. Russian media have reported that the Reaper’s last location was about 60 kilometers southwest of the Crimean port of Sevastopol.

The US and other NATO countries have been flying spy missions just outside Russian airspace for more than a year, providing intelligence and other information to Ukraine while insisting they were not directly involved in the conflict.

Where did this happen?

Neither the US nor Russia gave any coordinates for the incident. The Americans argued the drone was “operating within international airspace” over the Black Sea. The Russians said the drone was inside the restricted airspace established for the special military operation, of which everyone was properly notified months ago. Unconfirmed reports in the Russian media put the drone’s location about 60 kilometers (37 miles) southwest of the Crimean port of Sevastopol.

What kind of drone was it?

The MQ-9 Reaper was developed from the original MQ-1 Predator. The US military described it as an “Intelligence, Surveillance, and Reconnaissance” (ISR) platform. Though it certainly can be used for ISR work, the Reaper is primarily a “hunter-killer,” capable of carrying 1,700 kg (3,747 lbs) worth of Paveway laser-guided bombs or Hellfire missiles. Developed by California-based General Dynamics, the remotely-piloted aircraft has a wingspan of 20 meters and is powered by a 950-horsepower turboprop engine, capable of cruising speeds of 280-310 km/h. The US military operated around 300 of them as of 2021.

Why was the drone there?

The US and NATO have ramped up their surveillance of Russia in both the Baltic and the Black Sea after the conflict in Ukraine escalated in February 2022. Washington has repeatedly confirmed providing Kiev with advice, intelligence and information needed to target the Russian military, as well as weapons, equipment and money – all while insisting the US is not a party to the hostilities. On Monday, a nuclear-capable B-52 bomber of the US Strategic Command deliberately flew towards St. Petersburg, turning around only after reaching the range required to launch a cruise missile.

What happened to the wreck?

The Pentagon insists that no part of the drone has been recovered by Russia, but would not provide any more details to US reporters. Moscow has not officially commented on the matter. According to open-source researchers on social media, however, the Russian navy managed to recover several parts after a search-and-rescue operation, as the US and its NATO observed from P-8A and G-550 surveillance planes.

A US Air Force MQ-9 Reaper surveillance drone was brought down on Tuesday morning over the Black Sea, after what its European Command (EUCOM) described as “an unsafe and unprofessional intercept” by two Russian jets.

The “Intelligence, Surveillance, and Reconnaissance” platform was “operating within international airspace” when the airplanes approached, EUCOM said in a statement. One of the Su-27s “struck the propeller of the MQ-9,” so the operators ditched the drone into the sea.

“Several times before the collision, the Su-27s dumped fuel on and flew in front of the MQ-9 in a reckless, environmentally unsound and unprofessional manner,” the US military complained, accusing the Russians of “a lack of competence.”

General James Hecker, the commander of US Air Forces in Europe and Africa, said the drone was “conducting routine operations in international airspace” and that the crash had resulted in a “complete loss” of the MQ-9.

EUCOM said the US “routinely” operates drone flights in international airspace to “bolster collective European defense and security” and “support Allied, partner, and US national objectives.” Hecker said the flights would continue, calling on the Russians “to conduct themselves professionally and safely.”

The Kremlin and the Russian Defense Ministry have yet to comment on the alleged incident.

The US has admitted to providing Ukraine with intelligence, surveillance and reconnaissance information in the conflict against Russia, while insisting it is not a party to the hostilities. US and NATO spy aircraft routinely fly over the Black Sea and approach Crimea, sometimes just before Ukrainian forces launch attacks on the Russian peninsula.

Last week, a US strategic bomber flew a practice run for a missile attack on St. Petersburg, while staying in international and NATO airspace.

The Pentagon routinely uses the phrase “unsafe and unprofessional” to describe incidents when interceptors chase off US drones, spy planes or fighter jets that come too close to the Russian border.

ロシア軍は最初から機体の獲得を狙っていたようです。何倍ものスピードの戦闘機で複雑な動きをして、ドローンのバランスを失わせて海に墜落させる。落ちたらすぐに機体回収。
文句を言われたら、国境近くに何の用があるのだ、何をしていたのだと逆襲する。駐米ロシア大使も呼ばれるのを待っていた感じです。実戦の技術ではロシア軍にかないませんね。
