In India, religion, as is its habit, imposes itself over the state, and the state backs down.
In China, the state imposes itself over religion, and religion is FORCED to back down (it'll never do it voluntarily of course).
The practical implications of this were seen when India passed the Right to Education (RTE) Act. Organizations such as the All India Muslim Personal Law Board and Darul Uloom Deoband opposed it, saying it infringes on the "rights of minorities".
