イランの資金を凍結した韓国に対する交渉材料か イランが韓国タンカーを港へ連行

韓国は、イランの巨額の資金を米国の指示によって凍結したと伝えられており、新コロナウィルス対策などで外貨が必要なイランの怒りを買っているとみられます。
韓国が凍結した資金がいかなるものか情報が不足ですが、米国の経済制裁があるからという理由では正当化されない。
イランが外国船舶を押さえるときは、海洋環境汚染が名目としてよく使われます。この事件はイランの韓国に対する交渉手段であることは明白。それに対して軍を派遣するなど事態を悪化させるだけです。米国はこのような機会に乗じてイランを攻撃しようとしているのに、韓国が緊張激化に一役買ってしまいました。今後の展開に注目です。

さすがに韓国も米国とイランのさらなる対立に引きずり込まれかねないことに気付いたのか、二国間の交渉で解決を目指すと言い出しました。

South Korea moves warship from key strait to mollify Iran: Yonhap

South Korea has moved its naval unit operating near the Strait of Hormuz away from the waterway "to foster a positive mood" ahead of negotiations with Iran over a detained oil tanker, Yonhap news agency reports.

Seoul dispatched the 4,400-tonne Choi Young destroyer to the region after Iran’s Islamic Revolution Guards Corps (IRGC) Navy impounded MT Hankuk Chemi on January 4 for endangering the marine ecosystem.

South Korea later sent its First Vice Foreign Minister Choi Jong-kun to Tehran, but was told by Iranian officials that the detention was a prerogative of the Islamic Republic's judicial system.

Iran's Foreign Ministry spokesman Saeed Khatibi said at the time that the matter was moving along its legal path and did not require a diplomatic trip.

“The Korean government’s behavior in this regard is incomprehensible. ... We urge them to approach this technical issue rationally and responsibly,” Khatibzadeh said.

CBI Chief Urges Seoul’s Serious Action on Iran’s Frozen Funds
TEHRAN (FNA)- Central Bank of Iran (CBI) Governor Abdolnasser Hemmati called on South Korea to make a serious move and opt for independent decision-making on Iran’s frozen assets, warning that if the country does not release Iran’s crude revenues, it should expect consequences.

“Seoul must immediately release some $7 billion worth of funds it owes to Iran over crude imports in the past,” Hemmati said after meeting South Korea’s Deputy Foreign Minister Choi Jong-kun in Tehran on Monday, adding, “I reminded the Koreans and emphasized that Iran’s blocked funds belong to the Iranian nation and no one is allowed to play tricks on them.”

He said Seoul has been acting reluctantly by repeatedly promising that the money would be released.

“For almost one and a half year, the Koreans have sent numerous correspondences and announced that they would solve the problem today, tomorrow or a month later,” the CBI governor said, adding that Choi had shown serious determination to tackle the case for good.

In relevant remarks, Iranian Foreign Minister Mohammad Javad Zarif described freezing of Iran's assets by South Korean banks as a stumbling block to the further expansion of bilateral ties, and stressed the need for Seoul to unblock his nation's crude revenues.

“The freezing of Iran’s money by the South Korean banks has created the biggest obstacle on development of Iran-South Korea relations,” Zarif said on Monday in his meeting with the visiting South Korean Deputy Foreign Minister, Choi Jong-kun.

He added that Seoul should immediately release Iran’s financial resources.

Zarif stated that the illegal action of South Korean banks has caused the Iranian parliamentarians to stress that the problem should be resolved as soon as possible.

Jong-kun, for his part, stressed South Korea's will to resolve the problem, noting that Seoul will make every effort to provide Iran’s access to the blocked revenues.

 アラグチ氏は会談で拿捕について「タンカーが海を汚染したため」として凍結問題と関係ないと強調したが、実際には韓国に資金凍結を解除させるために拿捕で圧力をかけたとの見方が強まっている。
 アラグチ氏は「イランと韓国の関係発展は(資金凍結)問題の解決にかかっている」と強調した。

South Korean delegation will head to Iran over tanker seized by Revolutionary Guard
A South Korean delegation is set to depart for Iran over a chemical tanker that was seized, along with the 20 crew members, by the country’s Revolutionary Guard.

Iran’s military seized the South Korean-flagged Hankuk Chemi, a tanker reportedly carrying some 7,200 tons of chemicals, in the Strait of Hormuz during its journey from Saudi Arabia to the United Arab Emirates. Iranian Foreign Ministry spokesman Saeed Khatibzadeh claimed via state television that it was “purely a technical matter and the ship was taken to shore for polluting the sea.”

Tehran also denied the seizure was related to a financial spat with Seoul, as it has accused South Korea of having frozen seven billion dollars in Iranian money and refusing to transfer it under the pretext of complying with US sanctions.

On Tuesday, South Korea’s Foreign Ministry spokesman Choi Young-sam told reporters: “In the earliest possible time, a working-level delegation led by the regional director will be dispatched to Iran to try to resolve the issue on the ground through bilateral negotiations.”

Additionally, South Korea’s Vice Foreign Minister Choi Jong-kun is expected to proceed with a previously scheduled visit to Tehran to discuss issues between the two countries.

The United States waded into the situation on Tuesday, calling on Iran to release the tanker and claiming that the country “continues to threaten navigational rights and freedoms in the Persian Gulf as part of a clear attempt to extort the international community into relieving the pressure of sanctions.”

Other countries are stepping up security around their vessels in light of recent events, with Japan’s Ministry of Land, Infrastructure, Transport and Tourism warning its flagged vessels to use extra caution if they have to travel through the region.

BEIRUT, LEBANON (1:30 P.M.) A South Korean-flagged oil tanker that was bound for the United Arab Emirates on Monday was last tracked entering Iranian territorial waters, the maritime tracking site, Marine Traffic, reported.

According to the Associated Press, who cited the U.K. security firm Ambrey, the MT Hankuk Chemi was seen off the coast of Bandar Abbas, but provided no explanation for why it entered the Islamic Republic’s territorial waters.

While there has been no comment from Iran, some maritime observers fear that the South Korean oil tanker was seized by the Islamic Republic

The United Kingdom Marine Trade Operations, an information service about global shipping, said that the merchant vessel changed course after an “interaction” between the ship and Iranian authorities, but did not provide any other details.

The US Navy’s 5th Fleet, in turn, stated that the authorities were aware of the situation and are closely monitoring it.

Iran is currently in a state of high alert over fears of a possible escalation between its armed forces and the United States, as a recent report revealed that the U.S.S. Nimitz aircraft carrier group would remain in the Persian Gulf as a deterrent to the Islamic Republic.

The reason for the heightened tensions on both sides is due to the one year anniversary of the assassination of Qassem Soleimani by the U.S. Armed Forces, which some believed would trigger a retaliatory attack from Iran.

Furthermore, with U.S. President Donald Trump’s tenure ending on January 20th, American newspapers reported that the outgoing leader was looking at options to weaken the nuclear program of the Islamic Republic.

Seoul dispatches anti-piracy unit to Persian Gulf after South Korean-flagged tanker seized by Iran
The South Korean Defense Ministry has said that it will send its anti-piracy Cheonghae unit, normally based in the Gulf of Aden, along with helicopters to the Persian Gulf where a South Korean vessel was seized by Iran.

“The defence ministry immediately dispatched the Cheonghae unit to waters near the Strait of Hormuz shortly after receiving a report on the situation of Iran's seizure of our commercial vessel,” South Korea’s Defense Ministry said in a statement on Monday, cited by the AFP.

According to South Korea’s 2018 defense white paper, the 302-strong Cheonghae unit operates a 4,500-ton destroyer, a Lynx anti-submarine helicopter and three speed boats.

The Cheonghae unit has been stationed in the Gulf of Aden since 2009, but in 2019 and 2020 conducted operations in the Strait of Hormuz following attacks on oil tankers off the coast of Iran.

A South Korean-flagged tanker, the Hankuk Chemi, was seized by Iran's Revolutionary Guards in Gulf waters earlier on Monday, “due to a series violations of maritime environmental laws.”

Photos released by Iranian media appear to show the vessel being escorted into Iranian waters by three speedboats and a patrol boat, while the country’s Islamic Revolutionary Guard Corps said it had brought the vessel to an Iranian port.

The vessel is reportedly carrying 7,200 tons of oil chemical products.
