Japan, Australia Sign Memorandum on Cooperation in Defense Research

Japan, Australia Sign Memorandum on Cooperation in Defense Research
MOSCOW (Sputnik) - Japan and Australia on Sunday signed a memorandum to simplify the procedures for joint technical research in the defense sector, the Japanese Defense Ministry said.
The document was signed during a meeting between Japanese Defense Minister Yasukazu Hamada and his Australian counterpart, Richard Marles.
"The Ministers noted the importance of maintaining a technological edge and committed to working ever closer in defense science and technology. They welcomed the signing of the bilateral Research, Development, Test and Evaluation (RDT&E) Arrangement as an enduring framework to streamline and elevate cooperation," the ministry said in a statement.

Both sides expressed hope for the early implementation of the Australia-Japan Reciprocal Access Agreement (RAA), which was signed at the meeting of the two countries' leaders in October last year and will facilitate conditions for joint exercises and maneuvers, especially air-to-air refueling drills between the Japanese air self-defense force and the Australian air force.
The ministers also exchanged their views on the issues of regional security and reaffirmed their commitment to free and open Indo-Pacific, the statement read.

US Debt Ceiling Deal: Upcoming Sales of Treasury Bonds ‘Could Wreak Havoc’
A bill to suspend the US debt ceiling was inked by President Joe Biden on Saturday, a much-criticized document that was clinched amid POTUS’ months-long standoff with Republican House Speaker Kevin McCarthy.
The US Treasury’s drive to start the massive sale of government bonds after the signing of the debt ceiling deal by POTUS “could wreak havoc,” an American media outlet has reported.

The sales, due to kick off on Monday, are necessary to replenish the cash the Treasury burned through during the period of the debt ceiling-related emergency measures when it could not borrow more money.
The news outlet quoted JPMorgan Chase & Co. strategist Nikolaos Panigirtzoglou as saying that the Treasury-bill auctions, which total more than $170 billion, may complicate the effect of quantitative tightening (QT) on stocks and bonds.
According to Panigirtzoglou, the Federal Reserve’s program of QT has already “eroded bank reserves, while money managers have been hoarding cash in anticipation of a recession.”
QT is related to the Treasury’s monetary policies that contract or reduce the Fed’s balance sheet. The process is also known as the Fed’s balance sheet normalization.
The JPMorgan Chase & Co. strategist estimated in this regard that as a result of the bond sales, a broad measure of liquidity may fall $1.1 trillion from about $25 trillion at the beginning of 2023.
“This is a very big liquidity drain. We have rarely seen something like that. It’s only in severe crashes like the Lehman crisis where you see something like that contraction,” Panigirtzoglou pointed out.
He was referring to the 2008 collapse of Lehman Brothers, the fourth-largest investment bank in the US after Goldman Sachs, Morgan Stanley, and Merrill Lynch.

The remarks followed US President Joe Biden signing the Fiscal Responsibility Act, known colloquially as the "debt ceiling deal," into law on Saturday, in a move to avert a potential government default that was expected in the coming week.
The final agreement, which was passed by the House on Wednesday and the Senate on Thursday, suspends the debt limit until 2025 – after the next presidential election – and restricts government spending.

When the debt ceiling was hit earlier this year, the US Treasury introduced “extraordinary measures” to pay the government’s obligations, warning at the time that those measures would only last until sometime in the summer. As the summer neared, the Treasury department started giving more specific deadlines, first stating June and then specifying June 5 specifically.
Biden refused to negotiate with Republican Speaker Kevin McCarthy for more than a month, demanding that GOP members pass a debt ceiling increase without preconditions. The two finally started to communicate in mid-May.

Almost all Republican presidential candidates lined up against the bill, with Florida Governor Ron DeSantis insisting that the US "was careening towards bankruptcy before the debt deal, and it will still be careening towards bankruptcy after this debt deal." He argued that the agreement will not “solve our nation’s fiscal problems."

Russia strikes Ukrainian airfields – Defense Ministry
Kiev’s aircraft, radar installations and ammo depots have been hit, the Russian military says
Russia conducted airstrikes overnight targeting Ukrainian military airfields, and delivering significant damage to aircraft and facilities, Moscow’s Defense Ministry has said.

The attack, which carried with the use of “long-range precision-guided air-launched weapons,” achieved its goal, the ministry said in a statement on Sunday.

“Command posts, a radar installation, Ukrainian aviation equipment, and storage facilities with weapons and ammunition were hit,” the statement read.

In another strike, near the city of Dnepropetrovsk on the Dnepr River, a Ukrainian drone assembly workshop was destroyed, the ministry said.

In recent months, the West has warned of an imminent Ukrainian ‘spring offensive’ to defeat Russian forces beyond Crimea. This alleged attack, said to involve tens of thousands of troops equipped with advanced weaponry and backed by western intelligence and logistic support, has been a topic of discussion for several months. However, recent events suggest that this so-called ‘attack’ may be a series of covert sabotage operations, assassinations, drone strikes and targeted killings of Russian officers in Russia and various parts of the world, carried out by unknown secret special forces.

According to security sources in the Syrian capital Damascus, “an attack occurred in the Khan Shaykhun area of Maarat al-Numan, Idlib, in the last week of last month of May. A group of highly trained and unknown special forces broke through the barbed wire …

perimeter protecting Russian troops. The attackers successfully infiltrated the compound, targeting and killing several Russian officers. The attacking force, estimated to consist of six Special Forces members, quickly withdrew after being covered by four other members who stayed behind to detonate explosives, diverting attention from the primary objective of carrying out the targeted killing and ensuring the safe escape of the attackers.”

Sources in Syria indicate that “the attackers disabled surveillance cameras before entering the compound, allowing them to carry out their operation with precision and leave without suffering any casualties. They then fled to eastern Syria in vehicles waiting near the site.”

The sources believe such operations are aimed at sowing confusion among Russian forces and sending a message that they can be targeted worldwide. These incidents are intended to demonstrate that their adversaries have advanced intelligence capabilities, the audacity to monitor Russian movements and the ability to carry out missions against them, including assassinating their officers.

Despite the lack of multiple sources confirming this specific operation, various pieces of information converge to indicate a significant event in the Khan Shaykhun area in that particular week, leading to heightened alert and confusion among Russian forces. It is important to note that Syrian society comprises individuals with different affiliations, including pro-Damascus and opposition forces. The United States and Israel have used many individuals as an integral part of their national security apparatus, enabling them to conduct security operations against targets inside Syria. This use of Syrians was exemplified by the relocation of specific individuals, including the White Helmets, to Israel in 2018 before the Syrian army’s incursion into the south.

Syria has witnessed several security incidents throughout the war targeting the pre-conflict Lebanese militant group Hezbollah and Iranian Revolutionary Guard officers. These target-killing attacks have involved sophisticated explosive devices, sniper attacks and groups trained and equipped with bladed weapons and silencers. Some of these groups have even managed to infiltrate Israel, causing alarm and forcing a shift of operations to southern Syria.

Russia has also experienced sabotage operations, such as suicide drones targeting Moscow, the Kremlin and the border city of Belgorod, and attempts to infiltrate armed groups into Russian territory. These operations appear designed to distract and confuse the Kremlin and expose its alleged inability to protect the country while its forces are engaged in Ukraine.

In the absence of credible evidence, the lack of preparations commensurate with a large-scale military operation such as the one Ukraine is discussing, involving tens of thousands of troops, casts doubt on the feasibility and immediacy of such an attack. The build-up of forces, the establishment of logistics and the transport of troops and ammunition to the front lines all leave traces that intelligence services can detect through human and electronic surveillance. However, there is no concrete evidence or indication of the necessary preparations, including preliminary bombings, road construction or the removal of obstacles to the passage of troops. This suggests that the likelihood of an imminent large-scale attack is either unrealistic or at least not close.

Consequently, the ongoing covert war being waged by the United States against Russia abroad and on Russian territory may be unfolding through these covert operations. This sabotage and targeted assassinations may represent the promised war that America has openly supported and prepared alongside Ukraine. President Vladimir Putin has refrained from using non-conventional weapons that could have devastating consequences for Russia’s friends and trigger a coup against Moscow.

Without clean wars, all conflicts are inherently dirty and destructive. But this ongoing war has overstepped previous boundaries, crossed established red lines and is constantly teetering on the brink. It shows no signs of de-escalating, making it more dangerous than any previous conflict.

As these covert operations continue, the alleged Ukrainian attack appears to morph into sabotage operations against Russia. While hard evidence is scarce, the pattern of assassinations, drone strikes and targeted killings of Russian officers in various corners of the globe suggests a calculated effort to destabilise and unsettle Russian forces. These actions challenge the Kremlin’s ability to protect its interests while remaining engaged in Ukraine. Whether this covert war will escalate further or whether there are prospects for de-escalation remains uncertain, leaving the international community on edge as it closely monitors these unfolding events.

Ukraine lacks weapons to launch counteroffensive – Zelensky’s aide
Igor Zhovkva urges EU countries to do more to help Kiev in the fight against Moscow
Ukraine needs more weapons and ammunition to be able to carry out a successful counteroffensive against the Russian forces, the deputy head of President Vladimir Zelensky’s office has said.

In an interview with British newspaper The Times on Saturday, Igor Zhovkva was asked why the much-anticipated operation by Ukraine, aimed at retaking land lost to Russia, still hasn’t been launched.

“If you want to start a successful counteroffensive you need everything at your disposal, including artillery, armored vehicles and tanks, so probably we don’t have enough,” he replied.

“More weapons is the No 1 topic in each and every conversation” that Zelensky had during his numerous foreign trips over the past month, Zhovkva, who is also the Ukrainian president’s top foreign affairs adviser, stressed.

“Every country knows what kind of weapons we need from them, to protect our territory, stop the rockets,” the official added.

He also suggested that Russia has intensified its missile and drone campaign across Ukraine in recent months in a bid to deter the offensive by Kiev’s troops, which was expected to begin in spring.

The UK “now is one of the leading countries in showing real incentive and courage in how to really bring victory to my country,” he stated, adding that other nations need to do more to assist Kiev.

“Sorry, but the European countries are still too slow and not doing enough with sanctions” against Russia, Zhovkva insisted.

Zelensky told the Wall Street Journal on Saturday that the Ukrainian military was “ready” for the counteroffensive, but did not say when exactly it will start.

He also pointed out that Kiev would have wanted to see more weapons provided by the West, but that “we can’t wait for months” to launch the assault.

Among other things, Ukraine needs 50 US-made Patriot air defense batteries to sufficiently protect its cities and troops on the battlefield ahead of the counteroffensive, Zelensky said.

With the price of a single Patriot battery estimated at $1.1 billion, the overall cost of the demand would be around $55 billion, which is more than the total amount of American military aid allocated to Kiev since the start of the conflict.

The Ukrainian leader acknowledged that Russia’s air superiority would leave Kiev’s troops exposed and “a large number of soldiers will die” during the counteroffensive.

Moscow has repeatedly warned that deliveries of weapons, including sophisticated ones, to Ukraine by the US and its allies could cross “red lines,” leading to a major escalation in the hostilities. Russia argues that the provision of arms, intelligence sharing, and training to Kiev’s troops already means that Western nations are de facto parties to the conflict.

US military spending may drop to lowest level since Cold War era – WSJ
Inflation will wipe out the effect of a recent increase in the defense budget in real terms, the newspaper claims
The share of US spending on defense may drop below 3% for the first time since the Cold War era, the Wall Street Journal reports, citing the latest debt ceiling agreement as a major reason for the decline.

The deal reached by the White House and Republicans last week boosts defense spending to around $885 billion next year, an 11% increase on the $800 billion allocated in the current budget. In 2025, the country’s military spending is expected to see a further increase to $895 billion.

However, the number represents a reduction in the defense budget in real terms after inflation, according to an editorial piece published by the WSJ shortly after President Joe Biden signed the bill into law on Friday.

The bipartisan debt bill passed the Senate on Thursday after moving through the House of Representatives the day before.

The legislation lifted the debt ceiling through January 1, 2025 and helped the nation to avert what would have been a first-ever default, just days before the deadline that had previously been extended to June 5.

The US was on the verge of defaulting on its massive sovereign debt of $31.4 trillion. A default would considerably narrow the government’s options for borrowing more or paying state bills. It could also cause financial chaos overseas, creating a negative impact on prices and mortgage rates in other countries.

Seoul pushes back on Borrell’s claim about Ukraine weapons
The EU foreign policy chief highlighted the need for ammo shipments but did so unilaterally, South Korea’s defense ministry says
South Korean Defense Minister Lee Jong-Sup never discussed ammunition shipments to Ukraine with EU foreign policy chief Josep Borrell, the ministry told journalists on Sunday.

It was referring to Borrell’s since-deleted tweet saying he had “a good meeting” with Lee on the sidelines of Shangri-La Dialogue security summit in Singapore. “Shared alarm at continued [North Korean] provocations and discussed Ukraine’s needs for ammunition,” he wrote at the time.

The South Korean Ministry of Defense contradicted this statement, however, claiming it was “not true” that Lee Jong-Sup and Borrell had a “discussion about ammunition support” for Kiev.

It went on to elaborate that the EU diplomat had “mentioned that various weapon systems and other support means are needed to improve Ukraine’s situation against Russia, but there was only a unilateral position that ammunition was important.”

Following the backlash from Seoul, Borrell’s tweet was deleted and replaced with another one, with the last phrase reading “I explained Ukraine’s needs for ammunition.”

Since the start of the Ukraine conflict in February 2022, South Korea has provided Kiev hundreds of millions of dollars in financial and humanitarian assistance, but has insisted on not sending lethal aid. However, in April, South Korean President Yoon Suk Yeol signaled that Seoul might change its stance on the matter should a “serious violation of the laws of war” in Ukraine take place.

Last week, the Wall Street Journal reported, citing a “confidential arrangement” with the US, that South Korea had agreed to supply Ukraine with hundreds of thousands of artillery shells. Commenting on the report, Seoul’s officials said it contained “inaccurate parts,” but would not elaborate further.

Russia has repeatedly condemned the West for sending weapons to Ukraine, claiming that it only prolongs the conflict. In late April, Russian Foreign Ministry spokeswoman Maria Zakharova warned South Korea against following this path, noting that Moscow would interpret it as “an openly hostile anti-Russian move.”

Wave of defaults looming – Deutsche Bank
Aggressive monetary tightening by central banks threatens the global economy, according to strategists
A cycle of boom and bust will return this year and a wave of corporate debt defaults is imminent, particularly in the US and Europe, Deutsche Bank has warned.

According to the bank’s annual study released on Wednesday, defaults by companies will become more commonplace compared with the last 20 years.

Deutsche expects default rates to peak in the fourth quarter of 2024. The bank projected peak default rates to reach 9% for US high-yield debt, 11.3% for US loans, 4.4% for European high-yield bonds, and 7.3% for European loans.

The estimated US loan peak default rate is a near all-time high, compared to a peak of 12% during the 2007-2008 global financial crisis and 7.7% during the dot-com bubble in the late 1990s, the study showed.

“Our cycle indicators signal a default wave is imminent,” Deutsche economists wrote. “The tightest Fed and ECB policy in 15 years is colliding with high leverage built upon stretched margins. And tactically, our US credit cycle gauge is producing its highest non-pandemic warning signal to investors, since before the GFC [Global Financial Crisis].”

Strategists noted that the magnitude and length of the cycle could come as a surprise. “Although our forecasts just presume a return of the Boom Bust cycle, not a GFC-style shock,” they added.

Aggressive interest rate hikes by central banks, including the US Federal Reserve and the European Central Bank as they continue to fight runaway inflation, have raised global recession risks, Deutsche warned. The EU’s largest economy, Germany, has already entered recession.

“We suspect the next recession will be the first since the US tech bubble to inflict more pain on credit markets than the real economy,” experts cautioned. “Corporate leverage is elevated. And global credit markets derive more of their revenue from manufacturing and the sale of physical goods than the real economy at large,” they concluded.

Top spies convene in Singapore for secret meeting – Reuters
The agenda revolved around issues including the Ukraine conflict and transnational crime, the agency’s sources said
Senior intelligence officials from two dozen countries have held a secretive meeting in Singapore to discuss topics including the Ukraine conflict in an informal environment, Reuters reported on Sunday, citing sources.

According to five unidentified people interviewed by the agency, the talks took place on the sidelines of the Shangri-La Dialogue security forum, and were facilitated by the Singapore government. Similar meetings are said to have been held for several years, but went unreported until now.

While the exact list of countries in attendance is unclear, the gathering’s participants reportedly included Director of US National Intelligence Avril Haines, as well as Indian and Chinese officials.

A Reuters source noted that no Russian representative was present, while Ukraine’s deputy defense minister Vladimir Gavrilov said he was at the Shangri-La Dialogue summit, but never attended the meeting.

Although the agenda details are sketchy, the intelligence chiefs also reportedly discussed efforts to counter transnational crime.

“The meeting is an important fixture on the international shadow agenda,” one Reuters source stated, describing the gathering as “not a festival of tradecraft, but rather a way of promoting a deeper understanding of intentions and bottom lines”.

The source added that “there is an unspoken code among intelligence services that they can talk when more formal and open diplomacy is harder.” Another Reuters source described the tone of the meeting as cooperative, and not confrontational.

The Shangri-La Dialogue security summit has been organized by the International Institute for Strategic Studies, an independent UK-based think tank, on a regular basis since 2002. It serves as a platform for debating Asia-Pacific’s security issues and promoting dialogue.

The previously unreported spy chiefs’ meeting comes after the Financial Times alleged on Friday that CIA director Bill Burns traveled to China last month to signal that Washington is extremely concerned about deteriorating Sino-American ties. Around the time of the reported visit, President Joe Biden said he expected to see a “thaw” in US relations with China.

China reacts to Russia’s accusations of US spying
Moscow’s Federal Security Service (FSB) earlier said it had uncovered a major American surveillance operation exploiting Apple devices
The Chinese Foreign Ministry has expressed concern over Moscow’s revelation that US intelligence agencies hacked iPhones to spy on foreign diplomats working in Russia, including those from Beijing.

The ministry claimed that the US has long relied on its technological advantages to indiscriminately carry out international surveillance operations. “This calls for heightened vigilance from all countries everywhere in the world,” it stressed, when asked to comment on the issue by Russia’s RIA Novosti news agency.

On Thursday, Russia’s Federal Security Service (FSB) said several thousand iPhones that had been used in Russia were found to have been infected with malware that allowed US intelligence agencies to spy on users of the devices.

Among those affected were “foreign phone numbers and subscribers that use SIM cards registered with diplomatic missions and embassies inside Russia, including countries from the NATO bloc and the post-Soviet space, as well Israel, Syria and China,” the agency said.

The malicious program exploited vulnerabilities that were deliberately created in the system by Apple, the FSB stressed. It accused the US tech giant of “providing the American intelligence services with a wide range of opportunities to survey any persons of interest to the White House, including their partners in anti-Russian activities, as well as their own citizens.”

Scholz branded ‘warmonger’ at rally held by his own party
The German Chancellor was booed and heckled over his Ukraine policy
German chancellor, Olaf Scholz, received an icy welcome at a ‘European Festival’ organized by his own Social Democratic Party (SPD) on Friday. Scholz was booed and whistled at as he sought to address a festival held in the town of Falkensee, in the German state of Brandenburg, near Berlin.

Footage published by the Ruptly video agency shows event attendees criticizing Scholz for being a "people’s traitor" and a "warmonger." Few supporters are seen cheering for the chancellor. A group was also heard shouting "liar" and "bandit" while demanding "peace without weapons" and urging Scholz to "go away."

According to the German tabloid Bild, some of the chancellor’s critics are associated with the country's right-wing scene and were wearing clothes bearing symbols of Russia and the anti-vaccination movement.

Scholz defended his government’s policies amid the chilly reception, insisting that Russian President Vladimir Putin was a "warmonger" for ordering the military operation in Ukraine. He also dismissed his critics as "loudmouths," adding that had they had "any sense in [their] brains" they would criticize the Russian leadership instead of him.

Indonesia unveils Ukraine peace plan
The multi-point initiative includes a ceasefire and a UN-monitored demilitarized zone
Indonesia’s defense minister presented a new peace initiative on Saturday aimed at resolving the conflict in Ukraine. Prabowo Subianto urged military officials from around the world to issue a declaration calling for a cessation of hostilities.

Speaking at the Shangri-La Dialogue defense meeting in Singapore, Prabowo shared his multi-point plan, which would include a ceasefire and the establishment of a demilitarized zone, with both Russia and Ukraine withdrawing 15km (nearly 10 miles) from their respective forward positions.

The defense minister emphasized that the demilitarized zone should be monitored by a United Nations peacekeeping force. Additionally, he suggested conducting a UN-sponsored referendum in the disputed territory to objectively determine the wishes of the majority of the inhabitants. He didn’t specify the regions to which he was referring.

“I propose that the Shangri-La Dialogue find a mode of... voluntary declaration urging both Ukraine and Russia to immediately start negotiations for peace,” Prabowo said.

During the same panel discussion, Josep Borrell, the high representative and vice president of the European Commission, acknowledged that ending military support for Ukraine would lead to a swift conclusion of the war. However, he cautioned against such a move, as it could result in the country’s sovereignty being compromised by external force.

“We need to bring peace to Ukraine,” but it must be a “just peace, not a peace of surrender,” Borrell said, commenting on the Indonesian proposal.

Indonesia’s peace initiative follows President Joko Widodo’s visit to Moscow and Kiev last year, during which he offered to mediate peace talks between the two leaders. President Widodo, who was chairing the G20 group of major economies at the time, expressed his willingness to act as a peace broker.

Despite voting in favor of a United Nations resolution denouncing Russia’s offensive in Ukraine, Indonesia has refrained from imposing economic sanctions on Moscow.

In February this year, China also put forward a 12-point peace plan for Ukraine. The document largely restated Beijing’s stated positions on the conflict in Ukraine, emphasizing the importance of dialogue, respect for territorial sovereignty of all nations, and the cessation of economic sanctions. The plan urged all parties involved to avoid any escalation involving nuclear weapons. Notably, however, it did not propose or suggest the withdrawal of Russian forces from the region.

Ukraine ‘ready’ to launch counteroffensive – Zelensky
The upcoming military operation will come at a tremendous cost, and many soldiers will die, the Ukrainian president has warned
Ukraine is ready to launch its long-awaited offensive, President Vladimir Zelensky told the Wall Street Journal (WSJ) in an interview published on Saturday. He did not reveal the exact date, but said Kiev can no longer “wait for months.”

The operation is likely to inflict heavy losses on the Ukrainian troops, and might not go exactly as planned, Zelensky admitted, adding that Russia retaining air superiority would inevitably mean Kiev's forces will be exposed to enemy fire.

“I don’t know how long it will take,” Zelensky said, commenting on the operation’s potential timeframe. He added that “it can go a variety of ways, completely different.”

The president admitted that the military equipment and weapons supplied to Ukraine by its Western backers are still not enough. “We would like to have certain things, but we can’t wait for months,” he said.

Zelensky also highlighted the need for stronger air defences, and claimed that the US-made Patriot systems are virtually the only ones in the world capable of countering certain Russian missile types. He said Ukraine would need as many as 50 Patriot batteries to ensure sufficient air defenses. The lack of such protection means “a large number of soldiers will die,” during the offensive, he added.

In May, Kiev claimed that its forces had managed to intercept a Russian hypersonic Kinzhal missile, using a Patriot air defense system. Moscow denied the claim, and accused Ukraine of routinely exaggerating the effectiveness of its air defenses.

Ukraine has long been discussing a counteroffensive against Russia to reclaim territories that Kiev considers as its own. It has postponed the operation several times, citing a lack of ammunition, weapons, and even adverse weather conditions. Back in mid-May Zelensky claimed Kiev was ready to launch the offensive, while maintaining it needed more Western weapons.

Ukrainian troops have suffered massive casualties since the start of the conflict, according to various estimates. A Pentagon document leaked earlier this year and cited by The Washington Post said that between 124,000 and 131,000 Ukrainian soldiers had been killed or wounded since the start of the hostilities.

Ukrainian Defense Minister Aleksey Reznikov has rejected this assessment, saying the number of his troops killed in the conflict was less than the death toll from the earthquakes that hit Türkiye and Syria in February. The combined estimated fatalities in the two countries amounted to more than 55,000. Reznikov later apologized for the comparison, deemed insensitive by some people in the affected areas.

In May, Russian Defense Minister Sergey Shoigu said the Ukrainian armed forces had sustained over 15,000 battlefield casualties in April alone. And in April, Ukrainian Brigadier General Sergey Melnik, deputy commander of the Ukrainian force grouping stationed in the northeastern Kharkov Region, admitted to Spanish newspaper El Pais that Ukraine had already lost most of its experienced troops to deaths and injuries. “The problem is that we have a lack of people and equipment,” he said at the time, adding that Kiev had to rely on “people without military experience.”
