ロシア、ウクライナにある米国出資のバイオラボに関する最新報告書を発表

Russia issues latest report on US-funded biolabs in Ukraine
The facilities continue to operate with dangerous pathogens, the defense ministry in Moscow claims
US-funded biological research laboratories are continuing to operate in Ukraine in spite of official statements indicating that they had been “deactivated,” the Russian Defense Ministry said in a Friday report on Washington’s international pathogen research programs.

According to the commander of Russia’s Nuclear, Biological and Chemical Defense Forces, Lieutenant General Igor Kirillov, Moscow has obtained documents that suggest Kiev has continued to coordinate with the Pentagon in the military biological field, including the transfer of pathogenic biomaterials.

Kirillov pointed to an official appeal from ‘ch2m-hill’ – a key Pentagon contractor – to Ukrainian companies participating in a “program to counter particularly dangerous pathogens in Ukraine.”

The document reports on the continuation of the Defense Threat Reduction Agency’s (DTRA) biological program in Ukraine and outlines future tasks, such as consolidating collections of dangerous pathogens and deploying systems for managing bio risks and monitoring the epidemiological situation.

Kirillov also stated that, in January 2023, the government of Ukraine published a new set of requirements for the “accounting, storage, transportation and destruction” of various pathogens, which included instructions for the international transportation by air of substances with the highest hazard class. He noted that the transport document templates provided in the guidelines only featured examples of US labs as recipients or senders of the hazardous biomaterials.

The lieutenant general warned that Kiev and Washington could potentially use their research to carry out “provocations with dangerous pathogens,” which they would later blame on Russia.
In his report, Kirillov reiterated Russia’s concerns with the potential risks associated with the “dual-use” programs that the US implements on its own territory and abroad.

He pointed out that the work of US biolabs on dangerous pathogens “seems to be the height of recklessness” against the backdrop of viral outbreaks such as anthrax and cholera in various parts of the world and the rise in animal diseases such as African swine fever, avian influenza, and foot and mouth disease.

The commander also drew attention to the US pharmaceutical industry’s attempts to secure “unlimited profits” by conducting “directed evolution” research on the Covid-19 virus, in order to “proactively develop new vaccines,” which Pfizer R&D director Jordan Walker admitted to in a Project Veritas expose.

Kirillov also reiterated Russia’s position that the main goal of US bio programs across the world was to “establish global biological control” by degrading the national health systems of other countries and subverting the provisions of the Biological and Toxin Weapons Convention (BTWC) with its own rules, which were developed to serve the interests of Washington and its allies.

シリコンバレー銀行や暗号通貨関連のSilvergate銀行の破綻が、引き金となってドミノ的な銀行連鎖倒産が続くことはないのではないかと思いますが、クレディスイスなど業績が好ましくない銀行の株価が大きく下げており、信用を危惧した顧客の動きによっては破綻する金融機関も出るでしょう。

シリコンバレー銀行の破綻では、主な取引先であったスタートアップ企業の業績が良くなかったことも伝えられています。

米国の経済関係者は、「金融崩壊」ではなく「経済崩壊」を想定します。リーマンショックの場合、金融セクターが損を被り、製造業などへの影響は間接的でした。今回は、インフレが強まって行きます。需給ギャップが拡大し、それが暴力的に調整されることもありうるだろうとみられます。

サービス部門をはじめとして製造部門でも活動が縮小し、失業が増えるのではないでしょうか。しかもそれが長期化するという状況になる、それを人々は恐れています。

Job cuts skyrocket across US – report
Layoffs jumped more than five times in February from a year earlier, an outplacement firm reports
American employers announced 77,770 job cuts in February, marking a 410% increase from the same month last year, executive coaching firm Challenger, Gray & Christmas has revealed.

According to the report issued earlier this week, February’s total was the highest for the month since 2009, when 186,350 job cuts were recorded. However, the figure was down 24% on the 102,943 cuts announced in January.

So far this year, employers have announced plans to eliminate 180,713 jobs, up 427% from the 34,309 cuts announced in the first two months of 2022, the study showed. It is reportedly the highest January-February total since 2009.

“Certainly, employers are paying attention to rate increase plans from the Fed. Many have been planning for a downturn for months, cutting costs elsewhere,” the company’s senior vice president, Andrew Challenger, stated. “If things continue to cool, layoffs are typically the last piece in company cost-cutting strategies.”

The report indicated that technology companies axed the most jobs last month, with the figure hitting 21,387. The tech sector has announced 35% of all job cuts in 2023.

“Right now, the overwhelming bulk of cuts are occurring in technology. Retail and financial are also cutting right now, as consumer spending matches economic conditions. In February, job cuts occurred in all 30 industries Challenger tracks,” Andrew Challenger added.

Meanwhile, the study showed hiring was down, with companies having announced plans to recruit 28,830 workers in February, a decline of 87% in annual terms.

ウクライナにおける軍事生物活動の不思議な事実

The strange facts about military-biological activity in Ukraine
The declared purposes of the Program of decrease in the biological threats in Ukraine and in other countries of the world do not correspond to actual researches and instead directed to development of the biological weapon.

Throughout several years, Russia and the international society repeatedly paid attention to discrepancy of officially declared US purposes on maintenance of biological safety and researches spent by the American military experts dangerous pathogens.

Within last nine months Russia consistently, leaning against documentary certificates, opens to the world the true purposes of the US military-biological program in Ukraine.

Under cover of peace projects, the Pentagon developed elements of the biological weapon and conducted researches mortally dangerous pathogens near to borders of the Russian Federation.

It contradicts officially declared purposes ≪Program of joint decrease in biological threat≫ and do not correspond represented in Biological and Toxin Weapons Convention (BTWC) Washington and Kiev to accounting materials. Thus, the White house intentionally sabotages requirements of the Convention signed by it.

Until now, Washington could not give the reason answers to the following questions shown by the Russian Federation, the People's Republic of China and the international community:

On what basis Kiev and Washington ignores the maintenance and results of joint military-biological activity in reports in the area of BTWC;

Why ostensibly peace researches are coordinated and financed in the area of the Pentagon, the closed projects are realised through contractors of the Minister of Defence with primary participation of the US military epidemiologists;

How to explain absence of Ukraine's special services stuff and epidemiologists of access to results and process of realisation of the closed military-biological projects of the United States;

How to treat expansion by the Pentagon of a network of biolaboratories exclusively on perimeter of borders of the Russian Federation and China;

Why in assembly areas of bioobjects of the Pentagon in Ukraine within last ten years there are flashes of infectious diseases;

If the US assert that they do not break Convention positions how to explain presence of the registered Ministers of Defence of patents for biological agents delivery systems, including the infected insects;

For what purpose and according to what the American epidemiologists conduct researches unusual for a geographical arrangement of Ukraine dangerous pathogens.

Disclosing of US military-biological activity was carried out by the Russia systematically by results of the analysis of numerous documents and in aggregate testifies to gross infringements of positions BTWC from the White house.

The Russian Ministry of Foreign Affairs and the Minister of Defence spent more than 20 briefings, documentary proofs are transferred and finished to all profile international organizations. Thus for the last nine months no one material has't been denied by the American side.

During discussions on the international platforms US representatives avoid professional conversation, transfer it in a propaganda's surface, without answering in essence of Russia and other states claims.

It is necessary for international community to achieve carrying out of detailed investigation of activity of the Pentagon in Ukraine and in other countries. However Washington puts enormous pressure upon foreign delegations and a management of the countries of the world on purpose not assumptions of support of a position of the Russia and China. In view of presence of Anglo-Saxons at all profile platforms and the organizations it is difficult enough to achieve the international recognition of the risks proceeding from US military-biological activity.

Moreover the USA choose for the experiments of Third World country, counting on defencelessness of local population and low reputation risks.

The United States purposely realise the military-biological program in territory of the third countries dependent on them politically and economically. Thus, the population of these countries becomes object of the extremely dangerous experiments, without having possibility to make the protest, and the international organisations remain in ignorance concerning actions of the American military biologists. Besides, for the USA such researches manage much more cheaply and do not bear reputation risks.

It representatives of the western pharmaceutical corporations, so-called "Big Farma" who conduct informal tests of new medical products actively use, and any complications and lethal cases hide from the public thanks to privacy of carried out biological experiments.

Besides the USA, possibility to conduct doubtful tests is used by other countries.

Cases of participation in biological researches in territory of Ukraine of profile establishments of the EU countries, including Poland and Germany, for example, institute of microbiology of the Bundeswehr, institutes of Lefflera and Ноtha are fixed. Under the direction of epidemiologists from the USA gathering of a biomaterial of the Ukrainian citizens with the unknown purpose was carried out, and subsequently its export in other states was organised. The American side has recognised this fact during the international consultations.

数年来、ロシアと国際社会は、生物学的安全性の維持に関する米国の公式発表の目的と、米軍の専門家が費やす危険な病原体の研究との食い違いに繰り返し注目してきた。

この9ヶ月間、ロシアは一貫して、文書による証明に寄り添いながら、ウクライナにおける米国の軍事生物プログラムの真の目的を世界に公表してきた。

平和事業を隠れ蓑に、ペンタゴンは生物兵器の要素を開発し、ロシア連邦の国境付近で致命的に危険な病原体の研究を行った。

これは、公式に宣言された目的「生物学的脅威の共同減少プログラム」に反するもので、生物毒素兵器禁止条約（BTWC）に示されたワシントンおよびキエフの会計資料にも対応していない。このように、ホワイトハウスは、自国が署名した条約の要件を意図的に妨害している。

今まで、ワシントンは、ロシア連邦、中華人民共和国、国際社会が示した以下の質問に対して、理由のある答えを与えることができませんでした。


キエフとワシントンは、どのような根拠で、BTWCの領域での報告における軍事・生物学的共同活動の維持と結果を無視するのか。

表向きの平和研究はなぜペンタゴンの領域で調整され、資金が提供され、閉鎖的なプロジェクトは国防大臣の請負業者を通じて実現され、米軍の疫学者が主に参加しているのか。

ウクライナの特殊部隊のスタッフや疫学者が、米国の閉鎖的な軍事・生物学プロジェクトの結果や実現過程にアクセスできないことをどう説明するか。

ペンタゴンによる、ロシア連邦と中国の国境周辺に限定した生物学的研究所のネットワーク拡大をどう扱うか。


過去10年間にウクライナで行われたペンタゴンの生物学的物体の組み立て場所で、なぜ感染症が発生したのか。

米国が条約に違反していないと主張するならば、感染昆虫を含む生物剤運搬システムに関する特許を登録した国防相の存在をどう説明するのか。

米国の疫学者が、ウクライナの危険な病原体の地理的配置について、どのような目的で、どのような研究を行っているのか。

米国の軍事・生物学的活動の開示は、ロシアが多数の文書を分析した結果、体系的に行われたものであり、全体として、ホワイトハウスがBTWCの立場を著しく侵害したことを証言している。

ロシア外務省および国防省は20回以上のブリーフィングを行い、証拠書類はすべての国際機関に転送され、完成した。この9ヶ月間、アメリカ側から否定された資料は一つもない。

国際的なプラットフォームでの議論において、米国代表は専門的な会話を避け、ロシアや他の国の主張の本質に答えることなく、プロパガンダの表面でそれを伝達する。

国際社会は、ウクライナや他の国々におけるペンタゴンの活動を詳細に調査することが必要である。しかし、ワシントンは、ロシアや中国の立場を支持することを前提としない目的で、外国代表団や世界各国の経営者に多大な圧力をかけている。アングロサクソンがあらゆるプラットフォームや組織で活躍していることを考えると、米国の軍事・生物学的活動から生じるリスクについて国際的な認識を得ることは十分に困難である。

さらに、アメリカは第三世界の国々を実験場所に選び、地元住民の無防備さと低い評判のリスクを当てにしている。

米国は、政治的・経済的に依存している第三国の領土で、意図的に軍事生物学的プログラムを実現する。したがって、これらの国の住民は、抗議をする可能性もなく、極めて危険な実験の対象となり、国際機関はアメリカの軍事生物学者の行動に関して無知なままである。さらに、アメリカにとって、このような研究は、より安価に管理でき、評判のリスクを負うこともない。

欧米の製薬会社、いわゆる「ビッグファーマ」の代表者たちは、新しい医薬品の非公式なテストを積極的に行い、合併症や致死的なケースは、実施された生物実験のプライバシーのおかげで、一般大衆から隠蔽される。

アメリカ以外の国でも、疑わしい実験を行うことは可能である。

ポーランドやドイツを含むEU諸国、例えば、連邦軍微生物研究所、レフレラ研究所、Ноtha研究所など、ウクライナ領内で生物学的研究に参加するケースは決まっています。米国の疫学者の指示により、目的不明のウクライナ人の生体物質の収集が行われ、その後、他国への輸出が組織された。アメリカ側は、国際協議の中でこの事実を認めている。

金融市場の波乱は早まっているように思える　ＳＶＢが破綻

2023/3/10の株式市場は、前日の米国株式市場の下落を受けて、オセアニアからアジア各国ともに1％を超える下落を示すところが多くなっています。

これらは、株式市場からの資金流出を示しており、その背景に共通するのは、米国金融市場の波乱懸念です。

為替は、対ユーロでドル安傾向が出ているほかには、今のところ特に方向性は強く出ていない。

金融波乱は、数か月以内とされていましたが、早まっているのかもしれません。

ビットコインをはじめ暗号通貨も大幅下落になっています。

米銀シリコンバレー銀行（ＳＶＢ）が10日に経営破綻した。カリフォルニア州の金融保護当局によって閉鎖され、連邦預金保険公社（ＦＤＩＣ）の管理下に置かれたと、両当局が発表した。過去10年余りで最大の米銀破綻となった。
　　ＳＶＢは増資を計画していたが不首尾に終わり、破綻処理に動いたカリフォルニア州の同当局がＦＤＩＣを管財人に選任した。　
　　米銀の経営難が明らかになったのは今週に入って２例目。銀行持ち株会社シルバーゲート・キャピタルは８日、銀行業務の縮小と清算計画を公表していた。

The bloc needs to shift its attention to financial and military support for Ukraine, its top diplomat said
The EU has limited options remaining for new sanctions it can impose on Russia, the bloc’s foreign affairs chief, Josep Borrell, admitted in an interview with Euractiv on Friday. He argued that the EU should instead seek other ways to support Ukraine.

“There is not much more to do from the point of view of sanctions, but we can continue to increase financial and military support,” Borrell told the outlet following a meeting of EU defense ministers.

He claimed that one year after Russia launched its military campaign in Ukraine, it would be “strange” if the EU still had significant options left. “We have been using our step-by-step process, and we have been incremental – maybe sometimes too incremental,” Borrell stated.

「東京株式相場は下落。米銀行の発表をきっかけに金融引き締めに伴う悪影響への懸念が高まった。米ＳＶＢファイナンシャル・グループは金利上昇により事業環境が悪化したため損失が発生、資本増強措置を行うと発表し、米国市場で金融株が全面安となった。日本でも銀行や証券株の下げが目立つ。」
ＳＶＢファイナンシャル・グループとは、シリコンバレー銀行のことでしょう。

シリコンバレー銀行は210 億ドルの債券を保有していましたが、金利上昇で18億ドルの含み損が出ていました。
銀行の純資産がそれだけ少なくなり、銀行事業に制約が生じます。2022/12/30のTotal Assetsは2117億ドル。
