Russian spy chief reacts to claim by CIA Director
William Burns suggested that Sergey Naryshkin showed signs of “hubris” during talks in Ankara last November
The head of Russia’s Foreign Intelligence Service (SVR) has given a positive assessment of last November’s talks with the CIA director in Türkiye. Sergey Naryshkin’s remarks came after William Burns accused his Russian counterpart of displaying “a very defiant attitude” and “a sense of cockiness and hubris” during the negotiations.

Speaking to reporters on Monday, Naryshkin was asked to comment on the remarks made by Burns in a CBS News interview, during which he described the high-level meeting between the two as “pretty dispiriting.”

“I still positively assess the nature and results of the meeting with my colleague William Burns”, Naryshkin said, noting that the negotiations in Türkiye’s capital were substantial and proceeded “in a very comfortable atmosphere.”

Moscow’s spy chief went on to express his “great respect” for his American counterpart. Burns is “a very experienced, skilful diplomat… who, perhaps, has not yet obtained a lot of experience” as CIA Director, Naryshkin remarked.

The SVR chief noted that the negotiations went on for 2.5 hours. “This alone shows that the meeting could hardly last as long as it did if one of the sides behaved cockily, rudely, arrogantly,” he added.

Naryshkin also speculated as to why Burns may have got such an impression. “Maybe, he understood that during this conversation, during these talks, I was leaning not only on my opinion… but on the opinion of the many millions of Russian people.”

The meeting took place in Ankara in mid-November and is believed to have been the first in-person contact between top US and Russian officials since Moscow launched its military campaign in Ukraine in February 2022.

At the time, the White House said Burns was “conveying a message on the consequences of the use of nuclear weapons by Russia, and the risks of escalation to strategic stability.” Russian Foreign Minister Sergey Lavrov said the meeting was organized at the request of US President Joe Biden.

In late November, Naryshkin himself told Russian media that aside from issues of nuclear security, the meeting was dedicated to the conflict in Ukraine.

Western political leaders will no longer have the power to dictate terms to Russia, Foreign Minister Sergey Lavrov said on Monday. Speaking with the heads of the ministry’s regional offices, the diplomat stressed that Russia will now determine its own needs for development.

“Until recently, a couple of years ago, the external conditions that we needed for development were determined not by us, but by the Western minority,” said Lavrov. He added that all the foreign policy initiatives promoted by the so-called “golden billion” group serve the sole purpose of making sure that the world lives by rules that allow Western elites to continue their colonial policies and live at the expense of others.

“Therefore, we will no longer rely on someone when it comes to creating the external conditions for the development that we need,” Lavrov stressed, also pledging that Russia will not follow in the footsteps of the “selfish” West, and will take into account the interests of other independent states.

According to the diplomat, Moscow aims to create external conditions that are as favorable as possible for the development of the country, but stressed that these conditions must also reflect “the consensus of all independent states” and fully comply with the principles of the UN Charter, which have been “repeatedly violated by our former Western colleagues.”

During the meeting, Lavrov also noted that the number of countries wishing to join BRICS (Brazil, Russia, India, China, South Africa) and the Shanghai Cooperation Organization (SCO) economic blocs had increased to almost two dozen by the end of 2022. The diplomat noted that the countries wishing to join the alliances, such as Egypt, Turkey, Saudi Arabia, UAE, Indonesia, Argentina, Mexico and several African nations, “play a very prominent role in their regions.”

“Just listing the names of these states already shows the failure of attempts [of the West] to isolate our country,” Lavrov observed, adding that the opposite has happened, with independent countries now uniting with other like-minded states.

White House distances itself from Covid ‘lab-leak’ theory
A major newspaper has claimed that the US government believes the Covid-19 pandemic most likely originated in a Chinese laboratory
White House national security adviser Jake Sullivan has rejected a Wall Street Journal (WSJ) report which stated that a US Department of Energy study concluded that the Covid-19 pandemic was likely the result of a failure of safety practices at a laboratory in China, stating that there is “not a definitive answer” as to the true origins of the virus.

The paper claimed on Sunday that the Department of Energy had viewed “new intelligence” which led them to believe that Covid-19 wasn’t naturally produced in the environment, but rather the result of a so-called ‘lab-leak’ – but it added that it has “low confidence” in its findings.

Responding to the WSJ report, Sullivan said that President Joe Biden has ordered a full investigation into the potential origins of Covid-19 but he stressed the various governmental bodies looking into the matter have yet to reach a unanimous verdict.

“President Biden has directed, repeatedly, every element of our intelligence community to put effort and resources behind getting to the bottom of this question,” Sullivan told CNN on Sunday.

“If we gain any further insight or information, we will share it with Congress, and we will share it with the American people. But right now, there is not a definitive answer that has emerged from the intelligence community on this question.”

The virus was first reported to have been discovered in Wuhan, the capital of China’s Hubei province, an area which also features a prominent virology institute which is an active research center for the study of coronaviruses.

The FBI has also backed the lab-leak theory but four other US agencies have determined that natural transmission was the more likely source of the virus. Two other agencies are currently undecided, according to the WSJ.

Last year, extensive studies conducted by the peer-reviewed ‘Science’ journal determined that the initial virus was very likely transmitted to a human from an animal at one of Wuhan’s wet markets.

Further studies into the lab-leak theory are expected to take place in the US in the coming weeks and months, after several Republican lawmakers included investigations into the pandemic’s origins among the key pledges on the campaign trail ahead of last November’s midterm elections.

Iranian FM reveals nuclear 'signals' from US
Agreement with the US is possible, if Washington “behaves realistically,” Hossein Amir-Abdollahian said
The US has signaled that it’s ready to engage with Tehran with a view to reviving the landmark 2015 nuclear deal, Iranian Foreign Minister Hossein Amir-Abdollahian said on Sunday, noting that any settlement must respect the Islamic Republic’s “red lines.”

Speaking to Al-Alam TV network, Abdollahian said Iraqi Foreign Minister Fouad Hossein, who recently returned from a trip to Washington, “carried the message that the American side is ready to conclude an agreement” on the Iranian nuclear deal.

“We have always welcomed the path of diplomacy and negotiation. We are and we have not distanced ourselves from the negotiations,” the minister stated.

Abdollahian went on to say that Tehran is ready to work toward an agreement based on the results of marathon Vienna talks to revive the 2015 deal, as well as intermediary contacts between Iran and the US.

“I imagine that if the American side behaves realistically within the framework of the message it sent and does not repeat the previous hypocritical media statements, we will not be far from an agreement,” the Iranian foreign minister said, noting that it was the American side that had deviated from its obligations under the deal in the first place.

The agreement, formally known as the Joint Comprehensive Plan of Action (JCPOA), was signed by Iran, China, Russia, the US, France, Germany, the United Kingdom and the EU in 2015. It sought to place severe restrictions on Tehran’s nuclear program in exchange for lifting sanctions. However, in 2018 the US unilaterally withdrew from the agreement, with then-President Donald Trump describing the deal as flawed.

However, the administration of US President Joe Biden has repeatedly said it is ready to engage with Iran on the matter. Subsequently, negotiations on reviving the deal kicked off in April 2021 in the Austrian capital, which resulted in hammering out the so-called “final” draft text of the agreement in August 2022.

Since then, the negotiations have stalled, however, with Washington unwilling to lift all anti-Iranian sanctions and refusing to give guarantees that it would not exit the agreement again.

Earlier this month, the US also imposed new sanctions on Iran’s petroleum industry, targeting entities that sought to bypass restrictions that had already been in place. Tehran’s foreign ministry denounced the move, portraying it as further proof of “hostility and hypocrisy” toward the nuclear accord.

Ex-Russian president warns of nuclear ‘apocalypse’

The West is endangering the very existence of human civilization by threatening Moscow, former Russian president Dmitry Medvedev has claimed. Continued support for Ukraine from the US and its allies could result in a nuclear “apocalypse,” he warned.

A great achievement of the Soviet and Russian leadership in the early 1990s was that it was able to preserve the country’s nuclear potential after the collapse of the USSR, Medvedev argued in an article published in Izvestia newspaper on Monday.

The West is “delusional” if it thinks that, “after putting the Soviet Union to rest, it’ll be able to also bury modern Russia without significant problems for itself, by throwing the lives of thousands of people involved in the conflict [in Ukraine] into the furnace,” he wrote.

“Those are extremely dangerous misconceptions,” added Medvedev, who is now the deputy chair of the Russian Security Council.

“If the issue of the very existence of Russia is raised seriously, it won’t be decided on the Ukrainian front. [It’ll be decided] together with the issue of the further existence of the entire human civilization,” he warned.

The US and its allies, who continue to pump Ukraine with weapons and prevent all attempts to restore peace talks between Moscow and Kiev, “refuse to understand that their goals are bound to lead to a total fiasco; the defeat for everyone; a collapse. An apocalypse when the former life would have to be forgotten for centuries, until the smoky debris ceases to emit radiation,” the former president said.

“Russia will not allow this to happen,” Medvedev wrote. He noted that the West and its “satellites” represent only 15% of the world’s population, while the rest of the world “is greater in numbers and a lot stronger.”

“The calm power of our great country and the credibility of its partners are the key to preserving the future for the entire world,” he concluded.

During the conflict in Ukraine, Russia warned that it was ready to use its nuclear arsenal in the event it faced an existential threat from nuclear or conventional weapons. However, Moscow denied Western claims that it was planning to deploy nuclear weapons on Ukrainian territory.

WHO raises alarm over bird flu
The global health watchdog described the situation as “worrying” as news spread of a girl dying in Cambodia after contracting the virus
The World Health Organization (WHO) has issued a warning amid a recent uptick in cases of avian flu (H5N1) in Cambodia. Authorities in the Southeast Asian country recently reported that two individuals had contracted the disease, with one eventually succumbing to it.

Speaking to reporters during a virtual briefing on Friday, Dr Sylvie Briand, the WHO’s director of epidemic and pandemic preparedness and prevention, described the latest trends in the spread of the virus as “worrying.” She also said the organization was reviewing its global risk assessment.

“WHO takes the risk from this virus seriously and urges heightened vigilance from all countries,” the official noted.

According to Briand, apart from a growing number of cases in birds, a similar situation is being witnessed in mammals, including humans.

On Thursday, Cambodian authorities reported that an 11-year-old girl had died of bird flu, with her father also testing positive. Their contacts are currently being checked.

Commenting on the case, Briand pointed out that it is not yet clear whether there had actually been any human-to-human transmission or if the two individuals had contracted the virus simply due to their “exposure to the same environmental conditions,” that is, close contact with infected birds or other animals.

The WHO representative told journalists that the organization is in close contact with the Cambodian authorities for any updates.

While H5N1 has been around for more than two decades now, a new strain named clade emerged in 2020, leading to record numbers of deaths among wild birds and domestic poultry alike in recent months.

The data gathered so far indicates that the novel subtype does not typically cause significant illness in humans. To date, the WHO knows of a mere half dozen cases, most of them mild.

Earlier this month, the organization ranked the risk posed to humans by H5N1 as low.

Nevertheless, the global health watchdog is ramping up its preparedness efforts already, noting that there are several antivirals available, as well as 20 licensed vaccines, should the situation deteriorate.

According to the WHO, a total of 868 cases of human infection involving various strains of avian flu were reported between January 2003 and January 2023, with 457 of those proving fatal.

China reveals plans to counter Musk’s ‘Starlink’
Beijing has expressed national-security concerns related to the SpaceX network
Chinese researchers are preparing to launch close to 13,000 satellites into a low-earth orbit, in a move which would dwarf – and potentially monitor – Elon Musk’s SpaceX ‘Starlink’ network, which first launched in 2019 and provides satellite internet access to 50 countries.

The project, which is codenamed ‘GW’ and is being led by associate professor Xu Can of the People’s Liberation Army’s (PLA) Space Engineering University in Beijing, will see 12,992 satellites operated by the China Satellite Network Group Co launched into orbit, and is designed to improve communications efficiency.

The launch schedule remains unknown but the team led by Xu said that they plan to deploy them “before the completion of Starlink.” They added that this would “ensure that our country has a place in low orbit and prevent the Starlink constellation from excessively pre-empting low-orbit resources.”
The projected number of ‘GW’ satellites would surpass Starlink’s current total of around 3,500. SpaceX plans to have 12,000 devices in its constellation of satellites by 2027, with that figure eventually rising to 42,000.

Xu’s team elaborated that they would place their satellites into “orbits where the Starlink constellation has not yet reached” and that they would “gain opportunities and advantages at other orbital altitudes, and even suppress Starlink.”

The ‘GW’ network could also be equipped with technology to provide “long-term surveillance of Starlink satellites,” the team of researchers added.

Xu and his team also suggested that the Chinese government could form an anti-Starlink coalition with various other governments which would “demand that SpaceX publish the precise orbiting data of Starlink satellites.”

Chinese military figures have previously expressed concern at the national security implications posed by SpaceX’s satellites, and called for the development of “hard kill” technology “to destroy the constellation’s operating system” should it be necessary.

China’s efforts to counter Starlink come amid growing concerns about the potential military applications of the global satellite network. The technology has been used to bolster communications by Ukrainian military forces throughout its conflict with Russia – though SpaceX took steps earlier this month to restrict its use in controlling military drones in the country.

US' inspector general for Afghanistan warns against Ukraine aid ‘wastage’
Washington has been the largest financial contributor to Ukraine in its conflict with Russia
Robust safeguards must be in place to prevent fraud and corruption from undermining foreign aid packages to assist Ukraine in its conflict with Russia, according to John Sopko, the United States’ Special Inspector General for Afghanistan Reconstruction (SIGAR).

Sopko, who was appointed to the role of overseeing the reconstruction of Afghanistan by the Obama administration in 2012 amid the United States’ extended military presence in the country, admits that “significant mistakes” were made in Afghanistan’s rebuilding – principally due to much of the funds allocated being “diverted or stolen.”

And Sopko predicts that a failure to learn from these mistakes might severely limit the impact of foreign assistance to Ukraine.

“The very worst outcome is that the assistance gets diverted, stolen in such a way that it doesn’t accomplish its intended purpose – in this case, providing Ukrainians with the weapons and the money to win their war against the aggressor, Russia,” he said to Fox News.

“You’re bound to get wastage,” he explained. “You’re bound to get corrupt elements of not only the Ukrainian or host government, but also of US government contractors or other third-party contractors to steal the money.”

He added that without the necessary oversight “the average Ukrainian will see the waste” rather than the intended impact of the aid and this could lead to a loss of support for Kiev's and Washington's measures. He cited similar experiences in Afghanistan, where he concluded that Afghan soldiers and police officers lost confidence in their government after first-hand observations of corruption.

The United States has continued to increase its aid packages to Ukraine in recent months. On Friday, the one-year anniversary of the launch of Moscow’s military operation in the country, the US announced a further aid package of $2 billion and imposed further sanctions and tariff increases on Moscow. In 2022, the Biden administration rubber-stamped more than $112 billion in financial assistance for Kiev.

Last month, Washington revealed plans for an oversight committee to track the assets sent to Ukraine – an exercise Sopko said would be akin to “herding cats.” Figures within the US Congress have also called for a special inspector to be appointed to oversee Ukraine aid. Saudi Arabia makes Ukraine aid pledge
