The State Department reportedly instructed diplomats to fight Beijing’s “false information”
Washington has launched a concerted diplomatic campaign behind closed doors aimed at pressuring China over the recent balloon incident and the Ukraine conflict, Politico magazine reported on Wednesday, citing officials familiar with the matter and a diplomatic cable.

The effort was said to have been initiated after the US accused Beijing of sending “a high-altitude surveillance balloon” over its territory. The balloon first entered US airspace on January 28 and was shot down by a US fighter jet on February 4. Secretary of State Antony Blinken said later there would be “a serious problem” if China sends weapons to Russia during its conflict with Kiev.

According to the report, on February 5, the White House sent an “action request” with 28 talking points to its diplomatic posts around the world. It was said that officials were instructed to use “private diplomatic engagements” to tell their counterparts in host countries that Beijing was spreading “false information” about the balloon.

At the same time, the State Department reportedly urged diplomats to stress that Washington was “not looking to escalate the situation.” A State Department official was quoted as saying that the cables were “fact-based” and “not an effort to engage in a messaging exercise or to put spin on the ball.”

US diplomats have held more than a dozen meetings with Chinese officials since late January and have briefed allies about new intelligence, Politico said.

Beijing claimed that the balloon was a civilian weather research airship that had veered off course. The Chinese Foreign Ministry maintained that the spying accusations were part of Washington’s “information warfare.”

China also denied providing arms to Moscow. “It is the US, not China, that has been pouring weapons into the battlefield,” Foreign Ministry spokesman Wang Wenbin told reporters on Monday. “On the Ukraine issue, China’s position boils down to supporting talks for peace.”

Chinese State Councilor Wang Yi met with Russian President Vladimir Putin and Foreign Minister Sergey Lavrov in Moscow on Wednesday. Wang said Beijing was seeking to strengthen ties with Russia and continue to work together towards a “multipolar world.”

Putin said that Moscow was anticipating a visit by Chinese President Xi Jinping at a later time.

Dozens of Polish law enforcement officers operated in Ukraine for months clearing mines, with the unit now reporting back home, Jacek Siewiera, the head of Poland’s National Security Bureau, said on Wednesday.

In a Twitter post, Siewiera said that “for the last five months, a 98-person humanitarian contingent of Polish police [has been] demining in Ukraine pyro charges laid by Russian troops.”

The official claimed that the efforts of the officers, who have already returned to Poland and would receive awards from President Andrzej Duda, “have already saved the lives of hundreds of people.”

While Siewiera did not provide further details, the Wirtualna Polska newspaper offered some insight into this “secret mission.” It claimed to have known about it “for several months,” but had chosen not to report on it until now to keep the participants safe.

According to the outlet, the effort started after Ukraine asked for help from the ATLAS group, the EU’s special counter-terrorist force. At the time, Kiev wanted the bloc to dispatch pyrotechnicians to demine the areas left by Russian troops.

The paper noted that Ukraine lacked specialists for such work while NATO could not deploy its pioneers because Russia would consider it a provocation. The only option left was to deploy police pyrotechnicians, the outlet said.

However, according to the newspaper, of all the ATLAS members, only Poland answered Ukraine’s call, with other countries deeming such a mission too dangerous.

The campaign is said to have kicked off in October and was meant to last three months. In December, however, it was extended for another two, the report says. Both pyrotechnicians and paramedics could reportedly join the mission, with only volunteers being deployed to Ukraine.

During the operation, police officers removed a total of 2,000 dangerous items, with none of them suffering an injury, Wirtualna Polska says.

Last week, Polish media reported that Ukraine had approved the creation of a Polish volunteer unit, which is supposed to be used for reconnaissance and sabotage missions.

Russia has repeatedly accused the West of trying to inflict a “strategic defeat” on Moscow in Ukraine, claiming that foreign assistance to Kiev will only prolong the conflict. It has also blasted Western arms shipments to Ukraine, warning that the weapons “as well as foreign military personnel operating them are legitimate targets” for the Russian military.

Kosovo’s acting president Vjosa Osmani told the UK outlet The Telegraph last week that Wagner was working with Belgrade to “prepare situations for a possible annexation.” She claimed that Russia and Serbia were “using the same playbook” as in Crimea, smuggling weapons and uniforms to “instrumentalize” the local Serb population, create “all kinds of false flag operations” and then send in the troops.

“There is clear evidence that Serb paramilitary groups have been planning and organizing this [with Wagner]. How many were at the border or inside [Kosovo], that’s an issue that is still being investigated,” Osmani said.

“The Russian interest is to use the western Balkans, through Serbia as a Trojan horse, to attack values-based systems such as NATO and the EU,” the ethnic Albanian politician insisted.

NATO took control of Kosovo in 1999, after months of bombing Serbia on behalf of ethnic Albanian insurgents. In 2008, the province’s provisional government declared independence, which has not been recognized by Belgrade.

Osmani and prime minister Albin Kurti have sought to link the ongoing conflict in Ukraine with the situation in Kosovo, using the specter of Wagner to seek more US and NATO support for their cause. The Russian private military company has been involved in the heavy fighting in Donbass.

Some of the Western-funded media in Serbia have also accused Wagner of operating in Serbia, going so far as to claim the company’s members helped organize the February 15 protest, at which nationalists accused President Aleksandar Vucic of plotting to recognize Kosovo.

Wagner’s founder Yevgeny Prigozhin dismissed the claims as fantasy, however. “Not a single employee of Wagner PMC has ever been in Serbia,” he said in a statement on Wednesday, adding that the company’s job is “to kill, not hold rallies.”

Still, the sheriff initially stated the cause of death was suicide. “He found a tree and he pulled a table over there, and he got on that table, and he took an extension cord and put it around a limb, put it around his neck and he shot himself in the chest with a shotgun.”

Trade between Russia and China soared last year and the $200 billion turnover goal set by Moscow and Beijing for 2024 could be achieved earlier than expected, President Vladimir Putin stated on Wednesday. The Russian leader was speaking at a meeting in Moscow with China’s top diplomat, Wang Yi.

“We set a goal of reaching the level [of trade turnover] of $200 billion in 2024. Last year, it was already $185 billion, there is every reason to believe that we will reach our goals in terms of trade turnover, maybe even earlier than we planned,” Putin said, adding that the expansion of mutual trade is important for both countries.

“I would like to note that Russian-Chinese relations are developing the way we planned in previous years. Everything is progressing, developing. We are reaching new milestones,” the Russian leader stated.

Last year, trade turnover between the two nations grew by nearly a third. According to data from China’s Customs Administration, the country exported $76.1 billion worth of goods to Russia in 2022, an increase of 12.8% compared to the previous year, while shipments from Russia to China surged by 43.4% to $114.1 billion.

The figures also showed that Russia was the leader among China’s 20 largest partners in terms of trade growth in 2022. China has been competing with India as Russia’s biggest buyer of oil, and has overtaken the EU as the top importer of Russian agricultural products.

Moscow and Beijing are strong and are successfully withstanding outside pressure, while noting that crises had offered opportunities to both.

“Our relations are not aimed at third countries, are not subject to pressure from third parties. We have a strong foundation in the economy, politics, and culture… Together we support multi-polarity and democratization in international relations,” the diplomat said. Wang added that China is ready to strengthen strategic cooperation with Russia in any spheres that the two nations deem necessary.

共和党、ウクライナ支援の監視を要求

Republicans demand Ukraine aid oversight
The GOP has asked the Biden administration to prove that tens of billions of dollars worth of assistance isn’t being siphoned off
The House Oversight Committee demanded on Wednesday that the Pentagon, State Department and US Agency for International Development prove that the $113 billion in military and economic aid allocated to Ukraine isn’t being lost to “waste, fraud, and abuse.”

In a letter to Defense Secretary Lloyd Austin, Secretary of State Antony Blinken, and USAID Administrator Samantha Power, Oversight Committee Chairman James Comer urged the three officials to turn over all documents and communications regarding any economic and military assistance programs for the Ukrainian government.

Comer’s committee is also demanding documentary evidence of the Biden administration’s plans to tie aid shipments to anti-corruption initiatives, and documents detailing how the administration evaluates the success of its aid drive.

The letter gives Biden’s officials until March 8 to provide all the evidence, dating back to the launch of Russia’s military operation in Ukraine last February.

“Providing security and humanitarian assistance for warfighting and reconstruction purposes comes with an inherent risk of fraud, waste, and abuse,” Comer wrote. “The United States must identify these risks and develop oversight mechanisms to mitigate them.”

While National Security Council spokesman John Kirby claimed in January that the administration has “not seen any signs” that military or economic aid “has fallen prey to any kind of corruption in Ukraine,” a slew of reports from the country suggest otherwise.

Ukrainian President Vladimir Zelensky fired a number of top officials last month for profiteering from foreign aid, while reports from last year – backed up by Amnesty International – suggested that as little as 30% of Western weapons sent to Ukraine were actually making it to the front lines.

American and Canadian officials admitted at the time that they had no idea where most of these weapons were ending up, with one US intelligence source telling CNN that they disappear “into a big black hole” once they enter Ukraine.

Republicans in Congress have broadly supported President Joe Biden’s policy of arming Ukraine, although before his party retook control of the House of Representatives last November, House Speaker Kevin McCarthy warned that the GOP would no longer write “a blank check” for Kiev.

Comer’s letter does not call for a halt to US aid, although a minority of anti-intervention Republicans have sponsored legislation that would cut Kiev off from US funding entirely.

A fire broke out at a major US uranium processing facility in Oak Ridge, Tennessee on Wednesday. All employees have been accounted for and there is no danger to the general public, the Department of Energy officials insisted.

The “incident” happened at Building 9212 of the Y-12 National Security Complex, according to the WVLT-TV in nearby Knoxville. Emergency crews responded to “a fire involving uranium,” the outlet reported. About 200 employees who work in the building were evacuated, as emergency crews reacted to handle the blaze.

“I think if you live nearby you’d be very concerned,” a spokesperson for Y-12 told WVLT. “The situation is under control and is contained.”

The facility’s official Twitter account spoke of “an incident” that happened around 9:15 on Wednesday morning. It was later described as “a fire in a hood” that was “contained to the production building.” There were “no reports of injury or contamination,” and there was “no off-site impact to the public as a result of the incident,” Y-12 said.

By 1pm local time the complex had returned to normal operations, but Building 9212 remained off-limits and there was no confirmation that the fire had been put out.

The National Nuclear Security Administration and the contractor Consolidated Nuclear Security, LLC are in charge of the response, Y-12 officials told the local outlet.

The US Department of Energy lists the building as a uranium processing facility. Built in 1945 for the original nuclear weapons program, it serves “as one of the primary chemical processing and enriched uranium production facilities at Y-12,” but was scheduled to be decommissioned by the end of 2025. The fire involved “a compound of uranium … in a metal form,” according to WVLT.

The Y-12 website describes the National Security Complex as “a premier manufacturing facility dedicated to making our nation and the world a safer place,” that deals with storing nuclear materials, producing fuel for the US Navy’s reactors, and performs “complementary work for other government and private-sector entities.”

Oak Ridge was built by the US government in 1942, as part of the “Manhattan Project” to build the world’s first atomic bomb. The planned community of some 75,000 residents was initially shrouded in secrecy and run by the federal government, but incorporated as a city in 1959.
