Officials in Kiev are afraid that the US could pursue a policy of winding down the conflict in Ukraine, Politico reported on Tuesday. US President Joe Biden has pledged publicly to support the country “for as long as it takes” to defeat Russia.

The growing reluctance by some Republican lawmakers to bankroll Ukraine could be used as an excuse to reduce military and financial aid and pressure Kiev into making concessions. The scenario was suggested by an adviser to Ukrainian President Zelensky, who spoke to Politico on condition of anonymity.

“I think both on Capitol Hill and in the administration, there are people who are looking to calibrate security assistance to incentivize the Ukrainians to cut some sort of deal, I’m afraid,” the official was quoted as saying.

Other sources in the Ukrainian government confirmed previous reports about messages that CIA Director William Burns has been delivering to Kiev. During a visit last month, he told Zelensky to make swift progress on the battlefield because US aid would soon dry out, two Ukrainian officials confirmed.

Biden made a surprise visit to the Ukrainian capital on Monday, where he reiterated unwavering support for the Zelensky government and announced a fresh package of military assistance. But behind closed doors, Washington has reportedly given Ukraine until summer to make territorial gains against Russia, before the flow of military aid runs out.

Russia perceives the conflict in Ukraine as a proxy war by the US and its allies, aimed at eliminating its power and influence for the foreseeable future. Moscow says it will not give in, claiming its national security is at stake. The Kremlin has also accused Washington of derailing a tentative peace deal which Moscow and Kiev are said to have agreed in the early months of the fighting.

歩く楽しさ歩ける喜び　2023年冬








なんと、コウヤボウキ。






2023/1/3、友人が仕事の道具を買いたいというので、ホームセンターなどのある都内の下町まで出かけました。ついでに葛西臨海公園に寄って少し歩きました。

葛西臨海公園に飾ってあった松飾。この公園の学芸員は、松飾などは今や自然破壊の象徴になっていることも意識にないようです。

葛西臨海公園は湾内にある焼却施設から放射性物質が盛んに飛んで来ていたときもまったくお構いなしで、子供を対象としたスポット探しのゲームなどをやっていました。

ここはそういう安全配慮が欠如していますので、私はくつろげません。

友人が初詣に行きたいというので出かけました。どこにお詣りするか、人混みがなく、それでいて人出があるところと思いを巡らし、市川市の駒形大神社にしました。

駅から歩きだし、梅の名所の天満天神宮に寄ってみましたが、梅のつぼみはまだ固かったです。

こんな急傾斜の階段。手すりがなければ登れません。

階段を避けて裏側から降ります。紅梅か？と見間違うマユミの実。

この辺は市川市内でも最も高い場所に当たります。道路の傾斜がきついです。

充行院。建物が立派です。

ここで大きな道路に出て、急坂を降りて平地に降ります。駒形大神社の近くにちょっと変わったものがあるのです。次の画像はグーグルストリートビューから

私が通りかかったら、年配男性が構内で何かメンテナンス作業をしておられたので、声を掛けました。

Ｑ：なかなかエキゾチックで目を引かれます、これだけ大きなものを作るには経費も相当掛かったでしょう？

Ｑ：見学したいという方もおられるでしょうから、開放すれば客が多いのではないですか。
Ａ：この前年寄りが何人か来て見せてくれと頼まれたので中に入れたが、特に何もないところで転んでいたよ。自分では、あの屋根のある場所でバーベキューでもできればと思っていたが、もう肉も食わなくなった。
Ｑ：おいくつですか。
Ａ：昭和20年生まれだよ。
Ｑ：私より少し先輩です。左官業を営んでおられれば、若い方に任せているといっても、やはり頼りにされておられるでしょう。コロナなどで倒れないように気を付けられたらいいです。
Ａ：コロナに一回かかったが、そんなに熱も上がらなかった。
Ｑ：軽症で終わっても時間が経ってからいろいろ差し障りが出てくることがあります。ワクチンは打たれていますか。
Ａ：5回打った。
Ｑ：最近の研究によると、ワクチンを打った人のほうがコロナにかかりやすいというデータも出ています。ワクチンを打っていたために軽症で終わるということも言われますが、時間が経ってからはなかなか複雑な反応を見せるようですから、気を付けるに越したことはないです。
向こうにビワの木がありますが、大きくなっていますね。
Ａ：おれが植えた。
Ｑ：葉に手が届いたら少しもらおうかと思ってみていました。実は、いま流行り始めている変異株は、喉が大変痛むのだそうです。ビワの葉を煎じて飲むと、喉の痛みが抑えられるそうで、中国の人が勧めています。私はカネを出してビワの葉のお茶を買いました。あちこちに生えていますが、ビワは馬鹿にできないようです。
Ａ：いいことを聞いた。

この方も、今日駒形大神社に詣ったそうです。そんなに混んでいませんが、人の切れ間は少ない。


参道わきには細い竹が建てられしめ縄が張られています。

境内は大きくはありませんが、整備されています。

破魔矢やおみくじを売っています。テントでは甘酒の接待があります。とっても甘い。希望すれば日本酒も飲ませてもらえます。私は、ふかし芋を少しもらいました。

1/２は、市川市の動植物園は休園で全く人の姿が見えませんでした。市川市の動植物園は、1/３から開園です。
駒形大神社は、市川市の動植物園入り口から南に行った臨時駐車場から200mほど。動植物園入り口からでは440mほど。神社の北側に駐車場もあります。

神社から臨時駐車場に向かう途中の道路わきからの遠望。中央に船橋市の法典公園の隣にあるエステシティ船橋の団地が見えています。

大きな屋敷の入り口に立派な松飾が置かれていました。太い孟宗竹を使っています。

私営のドッグランのようです。午後2時過ぎでしたが次々に犬を乗せた車が到着します。ここは松戸です。

Serbia’s military industry has ramped up production of weapons and ammunition to keep up with skyrocketing demand driven by the conflict in Ukraine, President Aleksandar Vucic said on Tuesday. Visiting the IDEX weapons fair in UAE, Vucic said the world is preparing for war.

“Everyone needs ammunition. Everyone is buying everything, anything we can make gets sold,” Vucic said. “I don’t know how some of this stuff hasn’t ended up on the battlefields of Ukraine yet.”

Demand for things like rockets for ‘Grad’ multiple launcher systems has gone up by 70%, the Serbian president added, noting that Belgrade is looking to expand some of its ammunition production, since it’s all spoken for.

“Ammunition is selling like hotcakes,” Vucic said.

He claimed Russia uses up 35,000 rounds per day, and Ukraine about 16,000, which adds up over the course of a year. Serbia is trying to hold back at least some of the hardware for its own needs, Vucic said.

“Our army and our country must come first. At least 30% of everything made in Serbia must stay in Serbia,” he told reporters. “We can only sell what we can spare. Everyone wants to fight, everyone is getting ready for war.”

Worried about its own neighborhood, Belgrade is also importing whatever it can, including a bid for Rafale fighter jets from France. According to Vucic, a contract with the Emirates for kamikaze drones should be signed later this week.

“We are surrounded by NATO countries. Bosnia-Herzegovina is not [a member], but NATO troops are there too, as well as in part of our own territory, in Kosovo,” the Serbian president said.

“The partnership between our countries is on the rise, and this positive trend is reflected in the statistics of Russian-UAE trade,” Manturov stated, adding that economic cooperation had reached new heights.

He noted that the UAE has retained first place among Arab countries in terms of trade with Russia, with Moscow’s exports to Abu Dhabi jumping by 71% to $8.5 billion dollars. Imports increased by 6% to $500 million.

The development comes as the US is stepping up pressure on the Gulf state to curb trade with Moscow.

Earlier this month, the undersecretary for terrorism and financial intelligence at the US Treasury, Brian Nelson, met with UAE officials to discuss steps to clamp down on sanctions evasion, Bloomberg reported, citing sources.

According to the outlet, Washington is concerned about Abu Dhabi’s deepening financial ties with Moscow as they hinder its efforts to isolate Russia.

国家機密を暴露した元大臣を起訴

Ex-minister charged for revealing state secrets
The case centers on joint spying operations by US and Danish intelligence agencies, which reportedly eavesdropped on Western leaders
Former Danish Defense Minister Claus Hjort Frederiksen has been charged with divulging state secrets, after claiming military intelligence worked with the US National Security Agency (NSA) to spy on a number of foreign officials, among them ex-German Chancellor Angela Merkel.

Frederiksen confirmed the charges in a Facebook post on Tuesday, saying he had been indicted for the “disclosure or passing on of state secrets.” He insisted on his innocence, however, claiming the allegations are motivated by politics

“I deny having exceeded the limits of my far-reaching freedom of speech as a politician, and I have not revealed alleged state secrets. Period,” he said, adding “I will demand a jury trial, as this is a political case.”

Danish officials declined to cite Frederiksen by name in discussing the charges, with prosecutor Jakob Berger Nielsen saying the case “includes highly classified information that cannot be presented openly.”

While the details of the state secrets indictment remain under wraps, after facing preliminary charges last year, Frederiksen suggested the case was linked to public comments he made regarding joint surveillance missions involving Denmark’s Defense Intelligence Service and the NSA. In multiple media interviews in 2020 and 2021, Frederiksen said the Danish agency helped the NSA eavesdrop on high-level officials in France, Germany, Norway, and Sweden – including Merkel and several of her political rivals.

Though the NSA’s part in the spying was revealed by whistleblower Edward Snowden – who leaked a massive trove of classified documents while working as a private contractor in 2013 – Denmark’s role only came to light in subsequent media reports, which cited a confidential Danish intelligence review carried out following the Snowden revelations.

Frederiksen served as defense minister between 2016 and 2019 and later entered politics under Denmark’s Liberal Party. He retired from public life last year, however, meaning his parliamentary immunity has lapsed and he can now be prosecuted.

No trial date has been set for the former official, who faces up to 12 years in prison if convicted.

EUの外交官トップが中国外相に、ブリュッセルは異なるルールに則っていると発言

‘Big difference’ between arming Ukraine and Russia – Borrell
The EU’s top diplomat told China’s foreign minister that Brussels holds itself to different rules
Chinese Foreign Minister Wang Yi asked the EU’s top diplomat, Josep Borrell, why he was so concerned with Beijing potentially giving weapons to Russia when Brussels is funnelling arms to Ukraine, Borrell told reporters.

Wang and Borrell met at the Munich Security Conference last week, after which the latter warned on Monday that any Chinese assistance to the Russian military would be considered a “red line” by the EU.

Speaking to reporters at a NATO meeting on Tuesday, Borrell said that he and Wang had a “frank conversation” in Munich.

During this conversation, Wang made it clear that “China doesn’t provide arms to countries at war,” and had no plans of providing arms to Russia. This, Wang said, “is the principle of China’s foreign policy,” according to Borrell’s recollection.

However, Borrell said that Wang asked him: “Why do you show concern for me maybe providing arms for Russia when you are providing arms for Ukraine?”

Borrell said that he responded by explaining the “big difference” between these scenarios, pointing out “what is at stake for us Europeans in the war in Ukraine.” However, he did not share his explanation with the press.

Borrell is not the only senior Western diplomat to caution Beijing over its alleged support for Russia’s military. US Secretary of State Antony Blinken claimed last week that Washington was already aware of China’s non-lethal support for Moscow, and threatened “serious consequences” if that support escalated to lethal weapons.

China’s foreign ministry responded to Blinken in a similar manner as Wang did to Borrell, urging the US to “seriously reflect” on its role in stoking the Ukraine conflict. “It is the US, not China, that has been pouring weapons into the battlefield,” a ministry spokesman said on Monday.

China has repeatedly called for a peaceful resolution to the conflict, and plans on releasing a peace proposal in the near future. Meanwhile, Beijing and Moscow have stepped up their bilateral trade since the beginning of Russia’s military operation in Ukraine last February, and both countries are currently taking part in trilateral naval drills with South Africa.

Ahead of a potential visit to Moscow by Chinese President Xi Jinping this spring, Wang held a meeting in the Russian capital with Russian Security Council Secretary Nikolay Patrushev on Tuesday. Sino-Russian relations are “rock solid and will withstand any test of the changing international situation,” Wang said after the meeting.

Moscow offered no security guarantees to US President Joe Biden during his surprise visit to Kiev on Monday, the head of the Russian Federal Security Service (FSB), Alexander Bortnikov, told journalists on Tuesday. Washington did tell Moscow about the visit, though, he added.

Former Russian President Dmitry Medvedev had earlier spoken about “safety guarantees” for the US leader from Russia as he commented on the visit. US National Security Advisor Jake Sullivan also told reporters on Monday that Washington had informed Russia about the visit in advance for “deconfliction purposes.” He did not provide any details about the Russian response.

“The US did inform Russia about Biden’s visit to Kiev through diplomatic means,” Bortnikov said in the wake of Russian President Vladimir Putin’s annual address to the Russian lawmakers. “We did not provide any security guarantees.”

Moscow and Washington continue to cooperate in the field of security, the FSB chief noted, adding that their contacts are mostly in the realm of fighting against international terrorism. Yet, this cooperation is “far from what it was once,” the Russian official said, stressing that “no one benefits” from this deterioration of contacts and “everyone is interested in maintaining these relations.”

Bortnikov noted that Russia faces a terrorist threat posed by the Ukrainian security services. He maintained that “it is the West that is behind the threats coming from the Ukrainian security services.” Russia is doing everything in its power to prevent such attacks, he added.

On Monday, Biden made his first visit to Ukraine as president. He pledged another $500 million in US military aid to Ukraine, saying that more “critical equipment, including artillery ammunition, anti-armor systems, and air surveillance radars” would be on the way. Air raid sirens were heard in Kiev during the visit, but there were no reports of Russian strikes at that time.

英紙フィナンシャル・タイムズ（FT）は、キール世界経済研究所（IfW）の資料を引用し、昨年末時点でウクライナは欧米諸国が約束した資金援助の半分未満しか受け取っていないと報じた。IfWによると、2022年12月時点でウクライナ財務省は欧米諸国から310億ユーロを受け取ったが、それまでに軍事支援を除いた640億ユーロの資金援助がウクライナ当局に約束されていた。米国は未だ約120億ユーロをウクライナ当局に提供しておらず、欧州連合（EU)機関は約175億ユーロをウクライナに提供する義務があるという。
