The mission will not improve the security situation in the region, it added.

“It is not the first time that we see the desire of the EU and the West... to gain a foothold in Armenia... at all costs,” the ministry said, calling Yerevan Moscow’s “ally.” Russia considers these moves to be geopolitical actions that have nothing to do with the peace process in the region.

The West “does everything to push Russia out of the region and weaken its historical role as a major security guarantor,” the statement added. The ministry also cast doubt on the EU mission’s ability to ensure peace and stability in the South Caucasus, pointing to the fact that a similar EU mission in Serbia’s breakaway region of Kosovo failed to prevent a major flareup of tensions between Belgrade and Pristina last year.

Brussels also ignored Baku’s criticism of the initiative. Last week, the head of the Azerbaijani parliament, Sakhiba Gafarova, warned that the mission could “impede the process of normalization” of relations between Yerevan and Baku.

The EU announced on Sunday that it would send what it calls a “civilian mission” to Armenia’s border with Azerbaijan to “contribute to stability in the border areas of Armenia, build confidence and human security in conflict-affected areas,” and support the process of normalizing relations between the two neighbors.

The mission will involve around 100 civilian staff members, including 50 “unarmed observers,” the EU said. According to Brussels, the mission, which was first announced by the bloc’s top diplomat, Josep Borrell, in January, was established at Yerevan’s request.

Moscow insists that only the trilateral agreements reached by Russia, Armenia, and Azerbaijan can serve as a basis for normalizing the situation in the region. The agreements include the delimitation of the two neighbors’ borders, the opening of transportation routes, and the establishment of contacts between civilian groups, lawmakers, and religious leaders from the two countries. Russia stands ready to contribute to this process, the ministry added.

Armenia and Azerbaijan have a decades-old dispute over the region of Nagorno-Karabakh, a part of Azerbaijan with a predominantly ethnic Armenian population, which declared independence from Baku. In 2020, the two nations fought a 44-day war, which ended in a Russian-brokered truce.

In September 2022, tensions on the border between the two neighbors flared up again, leading to a series of border skirmishes that reportedly claimed the lives of dozens of soldiers on both sides.

全死亡数は前年比＋13％程度で推移するか

2/19日曜の朝、私の団地に救急車が来ていました。音もなく来て、音もなく出ていきました。最近救急車の音を聞かないのはこのようなサイレンの扱いだからなんですね。決して救急搬送が減っているわけではない。

都市別の人口動態1月分が月末にかけて公表されますが、住民基本台帳による集計値を出している船橋市は2023/1の死亡数総数が＋13％。2022年は1年を通じて前年比＋10％程度でしたから、やはり増加度合いが大きくなっています。

2023年は、1年を通じて13％程度の増加にとどまるのか、さらに上振れするのか、注目しています。

なお、船橋市のここ1週間ほどの新規感染者数は大きく減っています。これに伴い、コロナ関連の死亡数の発表も少なくなっています。

“It is the US, not China, that has been pouring weapons into the battlefield,” the diplomat said at a regular press briefing on Monday. He added that, unlike Washington, Beijing had been “supporting talks for peace” since the beginning of the Ukraine conflict.

“The international community is fully aware who is calling for dialogue and striving for peace, and who is fanning the flames and stoking confrontation. We urge the US side to seriously reflect on the role it has played, do something to actually help de-escalate the situation and promote peace talks, and stop deflecting the blame and spreading disinformation.”

On Sunday, US Secretary of State Antony Blinken claimed in an interview with CBS that Washington had information that China was “considering providing lethal support” to Russia. He emphasized that such a decision would have “serious consequences” for relations with Beijing.

That was followed by a comment from US envoy to the UN, Linda Thomas-Greenfield, who told CNN that Washington would view China sending weapons to Russia as a “red line.”

The US, meanwhile, has sent Kiev billions of dollars worth of military aid, including main battle tanks.

Last week, Chinese Foreign Minister Wang Yi told the Munich Security Conference that his country had been working on a peace proposal for the Ukrainian conflict – one which “some forces” might oppose, he added. Those calling for continued fighting “don’t care about the life and death of Ukrainians,” he warned.

Wang Wenbin added on Monday that Beijing stood by its principles and is “committed to promoting peace talks” in a “constructive role.”

Relations between Beijing and Washington have declined significantly since the US shot down what it claimed to be a Chinese “surveillance balloon” in American airspace on February 4. China – which labeled the reaction as “absurd” and “hysterical” – denied the allegations, insisting the balloon was a civilian craft mainly used for meteorological purposes, which had been blown off course by strong winds.

Taiwan remains a hot-button issue between Washington and Beijing, with both sides conducting regular and gradually bigger military exercises in the region. The commander of all US military forces in the Indo-Pacific, Admiral John Aquilino, told the Washington Post on Sunday that the situation in the South China Sea was “probably the most dangerous in 30 years.”

According to AFP, the alarm was heard when Biden and Ukrainian President Vladimir Zelensky, flanked by armed security, were exiting St Michael’s Cathedral where the leaders had a meeting. The siren did not cause any panic, the news agency said.

Biden's trip to Ukraine is his first since Russia launched a military operation in the neighboring state nearly a year ago.

He promised to announce more weapons deliveries to Kiev and additional sanctions against Moscow, according to the White House.

The visit comes as NATO members are ramping up military aid to Kiev. The US, Britain and Germany are among the countries that pledged last month to transfer modern main battle tanks to Ukraine.

Former Russian President Dmitry Medvedev, who is deputy chairman of the Security Council, confirmed via his Telegram channel that Biden had received “safety guarantees” from Moscow for his visit. In the same post, Medvedev called Washington’s aid to Kiev a way for “NATO countries’ military industries to profit,” and referred to the US president as an “old man from across the ocean.”

Biden made the surprise trip to Kiev on Monday, in his first visit to the country as president. He met his Ukrainian counterpart Vladimir Zelensky and the pair visited the Mikhailovsky Cathedral. Despite the forewarning and apparent guarantees from Russia, air raid sirens were heard in the city. However, there were no reports of Russian strikes and the sirens did not cause alarm to Biden or Zelensky, according to AFP.

Türkiye was struck by two earthquakes on Monday evening, local media have reported, citing emergency services. The disaster struck just two weeks after Türkiye and Syria were devastated by another set of powerful tremors.

The country’s Anadolu agency reported that several buildings collapsed as a result of the new quakes. The Turkish Disaster and Emergency Management Presidency (AFAD) called on locals to avoid coastal areas, warning about a risk of a rising sea level on the Mediterranean coast.

At least three people died and 213 were injured in the fresh earthquakes, Interior Minister Suleyman Soylu said. Two weeks ago, two major quakes with a magnitude of 7.7 and 7.6 respectively hit as many as ten Turkish provinces, claiming at least 41,000 lives and affecting more than 13 million people in total.

Monday’s quakes were also felt in Syria, which was also hit by the natural disaster two weeks ago, as well as in Jordan, Egypt and Israel.

スレイマン・ソユ内務大臣は、今回の地震で少なくとも3人が死亡し、213人が負傷したと発表した。2週間前、マグニチュード7.7と7.6の2つの大地震がそれぞれトルコの10もの州を襲い、少なくとも41,000人の命を奪い、総計1300万人以上に影響を及ぼした。

月曜日の地震は、2週間前に同じく自然災害に見舞われたシリアや、ヨルダン、エジプト、イスラエルでも感じられたという。
