US President Joe Biden arrived in Ukraine on Monday, making his first visit since Moscow launched its military operation in the neighboring state nearly a year ago, local media reported.

According to reports, Biden has met with Ukrainian President Vladimir Zelensky in the Mikhailovsky Cathedral in Kiev

The trip takes place as the US and other NATO members are ramping up military aid to Ukraine, having recently pledged the transfer of modern main battle tanks and other additional heavy weapons.

Biden ruled out traveling to Ukraine earlier this month, saying that he only had plans to go to Poland.

Russia sent troops to Ukraine last February, citing the need to protect the people of Donbass and Kiev’s failure to implement the 2014-2015 peace accords. The US has since then been one of Ukraine’s primary backers in the conflict.

According to the Pentagon, Washington provided Kiev with more than $27.4 billion in security aid between February 24, 2022 and January 20, 2023. The delivered weapons include HIMARS multiple rocket launchers, M777 howitzers, shoulder-fired anti-tank systems, and combat drones. The US has also pledged to transfer Bradley Fighting Vehicles and M1 Abrams tanks, and has been training Ukrainian soldiers.

Russia details claims of ‘mutilations’ by Ukrainian forces
Troops beheaded slain Polish fighters to hide their identities, top investigator Aleksandr Bastrykin said

Ukraine is attempting to cover up its use of foreign mercenaries and in some cases the bodies of dead fighters have been mutilated to make them harder to identify, a top Russian investigator has claimed.

The gruesome allegations were described by Aleksandr Bastrykin, the head of the Russian Investigative Committee, in an interview with TASS published on Monday. He said Ukrainian troops had even beheaded and cut off the hands of some foreign fighters who had already been slain.

“Several such bodies have been discovered in the zone of the special military operation,” Bastrykin stated. “Later, based on records on their mobile phones, it was established that the bodies belonged to Polish mercenaries.”

Claims of deliberately mutilated corpses were made in late January by Yevgeny Prigozhin, head of private military company the Wagner Group. He reported that several bodies without heads and hands were found on the frontline near the city of Artyomovsk, known as Bakhmut in Ukraine.

“Due to intensive fighting, the enemy could not recover the bodies and attempted to cover up their identities this way,” Prigozhin said, adding that electronic devices found on the fighters would be handed over to Russian investigators.

Kiev has urged foreign nationals with military experience to fight for its cause, and has claimed that thousands have volunteered to join its so-called International Legion. The Russian Defense Ministry has identified Poland as Kiev’s biggest source of foreign personnel.

Russia considers the fighters to be mercenaries who should be prosecuted. According to Bastrykin, Kiev typically pays foreign troops between $820 and $2,700 a month, and tries to legalize their presence in the Ukrainian military.

“It is known that foreign citizens who came [to Ukraine] as volunteers are often given a fast track to receive Ukrainian citizenship and then join the Ukrainian Army to take part in combat action,” Bastrykin said.

Zelensky changes stance on key battle in Donbass
Kiev forces will only fight for
Artyomovsk/Bakhmut while it remains reasonable, the Ukrainian leader says
The town of Artyomovsk, which Ukraine calls Bakhmut, is important to Kiev, but it won’t be defending it at any cost, Ukrainian President Vladimir Zelensky has said.

Earlier this month, Zelensky insisted that “nobody is going to surrender Bakhmut. We’ll fight as long as we can.”

However, he gave a different account when asked whether it was worth losing men to maintain control of the strategic settlement in Donbass during an interview with Italy’s Corriere della Sera newspaper on Sunday.

“For us it’s important to defend it, but not at any price and not until everybody dies. We’ll fight while it remains reasonable,” the Ukrainian leader replied.

Trying to hold on to Artyomovsk is crucial because “the Russians want to continue towards [the bigger cities of] Kramatorsk and Slavyansk, to the borders of Donbass and to Dnepr,” he explained.

“We resist and, in the meantime prepare, our next counterattack,” Zelensky said.

Artyomovsk is a major Ukrainian stronghold and logistics hub in the People’s Republic of Donetsk (DPR). The key town is now on the brink of being encircled by Russian forces after a battle that lasted for months and had been described by Zelensky himself as “hell” for the Kiev troops.

According to Western media reports, the US government, which promised to support Ukraine for “as long as it takes,” has been urging Kiev to withdraw from Artyomovsk since late January and instead prepare for future counteroffensives in other areas. However, Zelensky has been reluctant to comply with the American requests. Senior Biden administration officials told the Washington Post last week that the Ukrainian leader “attaches symbolic importance” to the town and fears a setback to morale if it’s surrendered.

Yan Gagin, an adviser to the DPR’s acting head Denis Pushiln, said on Monday that the Ukrainians were clinging onto Artyomovsk because other settlements in the area lacked proper fortifications. “They didn’t think that they would have to retreat,” he explained. The nearby town of Chasov Yar, where Ukrainian commanding officers have already been moved, is currently unprepared to resist a Russian advance, according to Gagin.

Hungary identifies EU’s ‘true’ enemy
If the bloc wants to go to war, it should fight inflation, Prime Minister Viktor Orban suggested
Western sanctions on Russia over Ukraine have failed to end the conflict, but have instead wreaked havoc on Europe’s economy and driven up inflation, Hungarian Prime Minister Viktor Orban has said.

Posting on his Facebook page on Sunday, Orban offered a scathing criticism of EU sanctions, claiming Europe is struggling to tackle inflation due to the restrictions Brussels has introduced in the energy sector. “The name of the disease is… inflation, and the virus is called the Brussels sanctions,” he said.

Orban branded the sanctions “the weapons of Brussels’ war policy,” adding that while the EU was using this tool to target Russia, it has harmed Europe instead.

“It was not so long ago that Brussels promised that these sanctions would bring an end to the war. A year has passed, and the end of the war is not getting closer, it is getting further away,” the prime minister insisted.

Orban went on to say that while the EU authorities promised that the sanctions would not be extended to the energy sector, in the end they were, sending natural gas prices up to record levels.

The premier also pointed out that gas partly dictates the cost of electricity. “The increase in gas prices is therefore immediately accompanied by an increase in the price of electricity, even if the electricity was not produced with gas turbines, but with solar energy, wind, hydropower, coal power plants or nuclear energy,” he noted.

“If Brussels wants to go to war, it should fight inflation. It doesn't,” Orban claimed, adding that the Hungarian authorities are doing their best to protect families and companies from the economic fallout.

Hungary, a country heavily dependent on Russian energy, has repeatedly spoken against the sanctions the EU has imposed on Moscow since it started its military operation against Ukraine in February 2022. Budapest has argued that the restrictions have failed to meaningfully weaken Russia, while damaging the European economy.

In late January, Orban also signaled that Hungary would veto any EU sanctions targeting Russia’s nuclear energy sector. Budapest has also resisted the bloc’s plans to completely ban oil and gas imports from Russia, receiving several exemptions on procuring fossil fuels from the country.

Beijing providing Moscow with “lethal” aid would cross it, top American officials warned
Any nation providing lethal support to Moscow in its ongoing conflict with Kiev would cross Washington’s "red line," the US envoy to the UN, Linda Thomas-Greenfield, told CNN on Sunday. Earlier the same day, US State Secretary Antony Blinken directly warned a top Chinese diplomat, Wang Yi, against considering such an option.

“We … have to be clear that if there are any thoughts and efforts by the Chinese and others to provide lethal support to the Russians in their brutal attack against Ukraine, that that is unacceptable,” Thomas-Greenfield told CNN’s ‘State of the Union,’ adding that it “would be a red line.”

Her words came as Blinken was meeting Wang Yi on the sidelines of the Munich Security Conference in Germany. There, the US diplomat told his Chinese counterpart that the US was “very concerned that China’s considering providing lethal support to Russia,” Blinken told NBC’s Chuck Todd in the wake of the meeting.

“I made clear that that would have serious consequences in our relationship,” the state secretary added. He also claimed that the US was aware of Beijing providing Moscow wit nonlethal assistance “over these past months,” adding that this aid allegedly goes “directly to aiding and abetting Russia's war effort.”

Blinken also said that Washington got some information that “indicates” China was “strongly considering providing lethal assistance to Russia” too. He did not provide any details on the nature of the information the US had obtained or the exact type of aid for Russia that China was supposedly considering. Instead, he said that some more details would be revealed in the future.

The state secretary also said that Beijing had “not crossed that line yet.”

On Sunday, the Chinese Foreign Ministry also issued a statement on the meeting between Blinken and Wang Yi. There, China called on the US to work toward a political settlement of the conflict in Ukraine instead of “fanning the flames” of this military standoff between Moscow and Kiev and “profiteering from the situation.”

China itself is “committed to promoting peace talks,” the statement said, adding that a strategic partnership between Moscow and Beijing is a “sovereign right of … two independent states.” China would “not accept the US finger-pointing or even coercion targeting China-Russia relations,” the ministry warned.

Josep Borrell claims the war in Ukraine will be over unless the bloc resolves the ammunition shortage

European Union foreign policy chief Josep Borrell has called for more weapons for Ukraine and faster shipment of ammunition. His words come amid Western promises of new armament deliveries for Kiev and growing shortages in his bloc's own stocks.

“We are in urgent war mode,” Borrell said on Sunday, during the last day of the Munich Security Conference. He added that the conflict would be over if the shortage of ammunition was not resolved in “a matter of weeks.”

The diplomat bemoaned the depletion of European stockpiles, claiming that the Union “forgot about classical wars... only engaged in expeditionary forces and technological Blitzkrieg.”

He announced that the EU defense ministers will hold a special meeting on March 8-9 to attempt to resolve this issue. Borrell said that he will also present the idea of using the 3.6 billion euros ($3.6 billion) of the European Peace Facility to jointly buy ammunition for Kiev, using the EU’s experience in joint procurements of Covid-19 vaccines.

Borrell himself was wary of the ammunition shortages back in September, saying supplies were “depleted.” This assessment was echoed by NATO Secretary General Jens Stoltenberg, who warned that the Alliance’s countries were running out of rounds they could donate to Kiev’s war effort.

Multiple EU countries and the US have pledged to send modern, Western-made tanks to Ukraine; however, the process will take months with no clear timetable. The UK and France are also mulling sending fighter jets to Kiev, with London already training pilots. However, French President Emmanuel Macron said earlier this month that sending warplanes was not something that could be done “in the coming weeks.”

Kremlin spokesman Dmitry Peskov said earlier this month that the weapons shipments to Kiev would not stop Russia from achieving the goals of the military operation, but would instead just “prolong the suffering” for Ukraine.

A government insider told The Times that staying in the bunker was a tough existence as “you don’t see the sun, you don’t know the time.”

Zelensky’s team experienced the conflict through their iPhones, according to the paper. They were always busy, with their sleep being “snatched and often disturbed,” it added.

Some Ukrainian officials were “growing weary of life in the underground bunker,” with one of them confessing that he once fled the shelter to eat at a restaurant, the paper wrote.

Due to fears that Kiev could fall to the Russian forces, the underground stay was prolonged for the country’s leadership, a government source told The Times.

According to the paper, Zelensky only emerged from the shelter from time to time to record video messages “to reassure the people that he had not fled.”

Earlier this month, former Israeli prime minister Naftali Bennett, who mediated contacts between Moscow and Kiev at that time, revealed that Zelensky had started making his addresses only after being assured that Russia’s President Vladimir Putin had no plans to eliminate him.

Bennett claimed that he secured such a promise from Putin during talks in the Russian capital, and phoned Zelensky immediately after leaving the Kremlin. Two hours later, the Ukrainian leader posted a video from his office in Kiev, explaining that he was “not hiding” and “not afraid of anyone,” he said.
