Washington wants to take revenge on the Taliban for its defeat, the Russian Foreign Ministry says
The US has been reaching out to armed groups that oppose the Taliban and secretly giving money to Islamic State (IS, formerly ISIS), Zamir Kabulov, Russia’s presidential envoy for Afghanistan, has said.

When asked if the US is in contact with the Afghan opposition in an interview with Russia 24 TV on Friday, Kabulov said, “Yes, there is such data.”

The Americans have been acting this way “because they really want to avenge their shameful military-political defeat in Afghanistan, and in retaliation they do everything so that peace isn’t established in this troubled land,” he claimed.

“But worst of all is that, in addition to contacts with the armed opposition in Afghanistan, the Anglo-Saxons are covertly sponsoring Islamic State, who are aimed at undermining not only the stability of our Central Asian partners… but also the security of Russia,” Kabulov added.

The US and its allies pulled out of Afghanistan in August 2021 after a two-decade intervention. The chaotic withdrawal, which saw billions of dollars’ worth of American military equipment left behind, was carried out after the Taliban swept through the country and captured the capital, Kabul in a matter of weeks, facing little resistance from the Afghan military – which US forces had trained to resist the militants.

The sanctions and the withdrawal of US and other foreign aid to Afghanistan after the Taliban takeover have further deepened the humanitarian crisis in the country. Under previous US-backed administrations, this aid accounted for around 75% of the Afghan budget. According to the UN, around 24.4 million people, or more than half of the country’s population, are currently in need of humanitarian assistance.

In December, US Secretary of State Antony Blinken defended the Biden administration’s decision to leave Afghanistan, saying that if the American forces remained there, “it would have, I think, made much more complicated the support that we’ve been able to give and that others have been able to give Ukraine” amid the conflict with Russia.

The US-based Brown University estimated that the invasion of Afghanistan cost Washington more than $2.1 trillion overall. The US Department of Defense said on Thursday that military aid provided to Kiev since the start of the conflict with Moscow last February has surpassed $26.7 billion.

キエフが北京に手紙を出して接触するらしい　仲介の依頼か

The Sirius Report氏の次のツイートの着眼は注目されます。報道では、北京がロシアのプーチンに対する影響力を行使することを期待して、習近平と接触しようとしたとゼレンスキーのダボス会議での演説から指摘されています。

トルコでもインドでもなく、仲介役として中国に期待したのはいささか唐突です。そもそも米国や欧州がウクライナのそのような意向、決定を受け入れるでしょうか。

CIA長官が先週末にゼレンスキーと会談していますから、ウクライナ側から中国の名前が出されて米国が受け入れる意向を示した可能性はあります。米国にしてみればウクライナ戦争完全敗北となります。

ただ、バフムートをめぐる戦いでウクライナ側は大量の死者を出しています。物資補給経路も断たれました。米国などから武器の支援を受けても、戦力的には微々たるもの。

戦況の悪化に伴い、ゼレンスキー政権の内部でも対立や相克が発生しています。キエフの近郊で発生したヘリコプターの墜落で内務大臣他が死亡した事件は、ウクライナ軍がやったとの説もあります。ゼレンスキーの顧問アレストビッチはウクライナ軍からの怒りを買い辞任しました。

キエフ政権は、もはや持たない状況であり、ゼレンスキーが仲介者を探すのはもっともなことです。

春にトルコで行われた停戦交渉は、米英によって封じられてしまいました。中国を仲介者として停戦交渉をすることになっても、米国とNATOに伺いを立てながらやらなければならないでしょう。

まだまだ流動的ですが、これまでは話題にもならなかった「仲介者」が出てくるようになったことは、大きな変化です。

Ukrainian President Volodymyr Zelensky urged his Western allies to take quicker decisions to help his war-struck country on Wednesday, warning that “tyranny is outpacing democracies”.

In an address to the World Economic Forum in Davos by video link, the Ukrainian leader issued a “call for speed” in a barely veiled reference to hesitations in Germany about whether to supply heavy Leopard tanks to the country.

“The time the Free World uses to think is used by the terrorist state to kill,” Zelensky said ahead of a meeting of Ukraine’s Western arms suppliers in Germany on Friday.

“The world must not hesitate today or ever,” he added. “The mobilisation of the world must outpace the next military mobilisation of our joint enemy.”

CIA Director William Burns quietly visited the Ukrainian capital for a classified meeting with President Vladimir Zelensky and his intelligence apparatus, multiple outlets reported on Thursday. Besides sharing Washington's intelligence analysis, the official also allegedly warned that US military aid could wane in the coming months amid opposition from Republicans, who recently took control of Congress.

Burns arrived in Kiev sometime late last week and discussed “his expectations for what Russia is planning militarily in the coming weeks and months,” emphasizing “the urgency of the moment on the battlefield” for Ukrainian forces, according to the Washington Post.

“Director Burns traveled to Kiev where he met with Ukrainian intelligence counterparts as well as President Zelensky and reinforced our continued support for Ukraine in its defense against Russian aggression,” an unnamed US official confirmed in a statement to Reuters.

During the talks, Ukrainian officials reportedly raised concerns about US support and asked how long they could expect the aid to continue. Burns allegedly acknowledged that “at some point assistance would be harder to come by” with Republicans again holding a majority in the House, as a number of conservative lawmakers have grown increasingly critical of the American largesse. 

Since taking office, President Joe Biden has authorized more than $27 billion in direct military assistance to Kiev, with the latest $2.5 billion aid package approved on Thursday.

Last week’s trip was not Burns’ only visit to Ukraine over the last year, having met with Zelensky in January 2022 – weeks before Russia sent troops into the neighboring state – and again in November. He is said to be a “respected figure” among officials in Kiev due to his intelligence briefings, which have included warnings about plots to assassinate the Ukrainian leader and information about Russia’s military plans.

According to Russian Foreign Minister Sergey Lavrov, Burns also met with the head of Moscow’s Foreign Intelligence Service (SVR), Sergey Naryshkin, in Turkey last November, around the same time he visited Kiev. While Lavrov said “no revelations” were made during the talks, he noted that the sit-down came at Biden’s request. Naryshkin, meanwhile, said he is ready for another round of talks with Burns earlier this week, provided the two sides can agree on the details.

A career-long diplomat before becoming CIA director, Burns previously served as the US envoy to the Russian Federation under President Barack Obama. As ambassador, he issued warnings behind the scenes about NATO’s continued expansion toward Russia’s borders, penning a 2008 memo obtained by WikiLeaks which discusses the subject in detail. Nonetheless, Burns remains vocally critical of Moscow in public comments, telling PBS last month that Russia is not “serious” about “real negotiation” to end the conflict with Ukraine.

Polish general proposes ‘mobilizing’ Ukrainian refugees
Even 100 Western-made tanks would not help Kiev defeat Moscow’s forces, the former Land Forces commander believes

Western nations should “mobilize” Ukrainians who have fled the conflict against Russia, train them, and send them to the frontlines, retired Polish General Waldemar Skrzypczak said on Thursday. The former commander of the Polish Land Forces expressed doubt, however, about whether there is anything the West can do to help Kiev achieve victory.

NATO should start raising a Ukrainian “army” in Poland, Germany, and France, Skrzypczak told Polish media outlet Wpolityce, adding that the West should not even ask the Ukrainians if they want to fight or not. “You have to mobilize, conscript [them] into the army and that’s it,” he said.

However, the general, who once served as an adviser to the Polish Defense Ministry and as deputy defense minister, painted a rather grim picture of Kiev’s prospects.

“There is no military chance for Ukraine to win this war,” he said, adding that the only way to beat Russia is to “suffocate” it politically and economically. Skrzypczak believes that even supplying modern, Western-made tanks will have little effect on the battlefield.

“Even 100 tanks will not change the situation, in which the Russians are building a multifold advantage over the Ukrainian army. The Ukrainians will not defeat the Russians with a hundred Leopards,” the general said.

Earlier, Warsaw and Helsinki considered sending German-made Leopard 2 battle tanks to Ukraine. London also promised a dozen of its Challenger 2 tanks. Berlin, which has long resisted the idea, warned that sending any German-made military equipment to Ukraine without its consent would be illegal.

Skrzypczak maintained that control over Donbass is well within Moscow’s grasp, and the loss of the region would turn Ukraine into an “agricultural country.” He also expressed doubt that Russia plans to occupy all of Ukraine, saying it is unfeasible.

Western military aid only enables Ukrainians “to fight but not win,” the general said, raising the question of whether “all Ukrainians are to die on the battlefield.”

Moscow launched its military operation in Ukraine last February, citing the need to protect the people of Donbass, as well as Kiev’s failure to implement the 2014-15 Minsk accords. Kiev has maintained that the attack was completely unprovoked.

Moscow has repeatedly warned the West that sending weapons to Kiev only prolongs the fighting and increases the risk of a direct confrontation between Russia and NATO.

Negotiations regarding further sanctions on Russia with Ukrainian President Vladimir Zelensky are becoming increasingly complicated with each new round, European Council President Charles Michel said during a trip to Kiev on Thursday. The statement came after Zelensky urged the EU to impose even tighter restrictions on Moscow.

“Each debate on sanctions is much more difficult than the previous one,” Michel told reporters, as quoted by Bloomberg. “We have good debates with President Zelensky, and I will brief my colleagues on what are the Ukrainian proposals and we will consult. I’m confident we will be able to strengthen the pressure on the Kremlin.”

Michel added that the EU will adopt a tenth sanctions package on Moscow. “We have to see which additional sectors can be targeted in the future,” he said.

The EU imposed sweeping restrictions on Russia after Moscow launched its military operation in Ukraine in late February. Zelensky called on Brussels on Thursday to target Russia’s nuclear industry, including “all entities involved in the Russian missile program.” He also asked for a full ban on Russian energy exports.

The bloc’s efforts to completely relinquish Russian oil and gas have been met with resistance from countries such as Hungary, whose economy is heavily dependent on Russian energy. Budapest has managed to gain several carve-outs that allow it to continue receiving supplies from Moscow. “Russian [energy] accounts for 85% of Hungary’s gas consumption and 65% of oil demand. This cannot be changed overnight,” Tamas Menczer, the state secretary for foreign affairs, explained last week.

The Hungarian government shared survey results this month indicating that “97% of Hungarians reject sanctions that cause serious damage.” It added that “the message is clear: the Brussels sanctions policy must be reviewed.”

The Kremlin stated last month that the Russian economy has adapted to the sanctions and that it is impossible to deny that the restrictions are hurting the EU countries as well. Russian Foreign Minister Sergey Lavrov accused the West on Wednesday of trying to use sanctions to incite “a revolution” in Russia and assert “the dominance of the US by all means.”

Those who fled the conflict to Finland are being severely underpaid, a builder’s union inspection has found
An investigation conducted by a Finnish builder’s union has revealed that Ukrainian refugees working on a construction site in the northern city of Tampere were being significantly underpaid and mistreated by the contractor in charge.

According to a report released by the Finnish Construction Trade Union (Rakennusliito) on Wednesday, Ukrainian builders working on the Sulkavuori wastewater treatment plant were forced to apply as self-employed entrepreneurs instead of entering an employment contract. Because of this, the union says the workers were paid less than half of the appropriate rates for the job.

Rakennusliito found that experienced steel fixers at the Sulkavuori site, who were pulling 10-hour shifts on weekdays and six-hour shifts on Saturdays, were being paid less than half of the amount that would allow them to work as actual entrepreneurs – around 14 euros per hour. However, after service fees, insurance fees and pension contributions, their net salary came to just ten euros per hour. Moreover, the inspection also found that salaries for the month of November were only paid out in mid-January.

It was also unclear who was even supposed to pay for their work, the union’s contracts expert, Toni Malmstrom, said in a statement. “Management on-site and the workers themselves had different information about who pays their wages,” according to Malmstrom.

The site managers explained to the union that the Ukrainian workers arrived at the Sulkavuori plant via a Latvian charity. However, the union claims it has discovered that the organization is in reality an employment agency called SIA UNA R. 

“Disguising the exploitation of foreign labor, in this case Ukrainian war refugees, as charity crosses all boundaries,” said Kimmo Palonen, the vice chair of the union. “It’s about the gray economy and the exploitation of people. It is clear that the main contractor of the construction site bears a heavy responsibility for the way a public construction site financed with tax funds treats the workforce.”

60年前　飛行機事故で水素爆弾が落下した現場

中国政府、シリアでの米軍の石油略奪を非難

American “occupation troops” stationed in Syria are “looting” the country’s resources, Beijing said
China has blasted the United States for its “banditry” in Syria, claiming that Washington’s years-long military occupation and the “plundering” of Syrian resources have placed the country on the brink of a “humanitarian disaster.”

Addressing reporters during a press briefing on Tuesday, Chinese Foreign Ministry spokesman Wang Wenbin was asked to comment on recent reports in Syrian media that US forces had transported a large quantity of “looted oil” from Syria to Iraq earlier this month. 

“We are struck by the blatancy and egregiousness of the US’s plundering of Syria… Such banditry is aggravating the energy crisis and humanitarian disaster in Syria,” he said, citing Syrian government statistics purporting that “over 80% of Syria’s daily oil output was smuggled out of the country by US occupation troops” in the first half of 2022.

On January 14, Damascus’ state-run Syrian Arab News Agency (SANA) reported that “a convoy consisting of 53 tanks loaded with stolen Syrian oil” were brought from the country’s Hasakah province to US “bases in Iraqi territory,” noting the operation was carried out alongside local Kurdish militants which have long received American backing. The outlet also stated that 60 additional trucks smuggled stolen oil and wheat into Iraq earlier this month.

“The Syrian people’s right to life is being ruthlessly trampled on by the US. With little oil and food to go by, the Syrian people are struggling even harder to get through the bitter winter,” Wang added, demanding that “the US must answer for its oil theft.”

US forces were first sent to Syria in 2014, beginning with a contingent of special operators followed by more conventional ground troops the next year, most embedded with Kurdish fighters in the country’s oil-rich northeast. Though then-President Barack Obama maintained the deployment was focused only on combating Islamic State (IS, formerly ISIS) terrorists, Washington had long intervened in Syria’s war against jihadist groups, sending and overseeing countless arms shipments to rebels seeking to overthrow the government in Damascus beginning as early as 2013.

Though American involvement in the conflict slowed under the next administration, in 2019 President Donald Trump said some US troops would remain in Syria “for the oil,” openly suggesting Washington would simply “keep” the energy resources. 

Subsequent reporting in 2020 would later reveal that the Trump administration had approved a deal between a US energy firm and Kurdish authorities controlling northeast Syria to “develop and export the region’s crude oil” – a contract immediately condemned as “illegal” by Damascus. However, while that particular deal would later fall through after President Joe Biden took office, Syrian authorities have continued to accuse Washington of plundering its resources and some 900 US troops remain in the country illegally.

After putting a bullet in the back of Denis Kireev’s head, the Ukrainian government now says he “saved Kiev”
The extrajudicial execution of Denis Kireev in March 2022 was due to a lack of coordination between security services, a top aide to Ukrainian President Vladimir Zelensky said on Thursday. Mikhail Podoliak was responding to a Wall Street Journal feature describing the 45-year-old banker as an asset of Ukrainian military intelligence, who supposedly helped save Kiev from Russian attack.

Kireev was killed on March 2 last year. His body was dumped on a Kiev sidewalk “with a bullet hole in the back of the skull,” according to the WSJ. Ukrainian media reported at the time that the country’s security service, the SBU, had “clear” evidence Kireev had committed high treason. The military intelligence, however, said he “died protecting Ukraine.” 

The 45-year-old banker’s violent end was brought into the spotlight again by the WSJ, which interviewed Kireev’s relatives and associates, as well as the man he died working for – General Kirill Budanov, the head of Ukraine’s military intelligence (GUR).

The banker was loyal to Kiev, raising funds for Ukrainian “volunteer brigades” fighting in Donbass after 2014, and “enjoyed playing the 007 role,” according to his friends and associates. Budanov said he had recruited Kireev in 2021 because of his business contacts with Russia, and received useful information from him for months before the conflict escalated. 

“If it were not for Mr. Kireev, most likely Kiev would have been taken,” Budanov told the WSJ.

Kireev came to Budanov on February 23 and said Russia would “invade” the following day, with the primary objective to seize the Antonov Airport in Gostomel, near Kiev. The tip “gave Ukraine a precious few hours to shift troops to counter the Russian assault” and ultimately disabled the airport, saving the capital, according to the general. 

Budanov said he had asked Kireev to attend ceasefire talks in Belarus, because he personally knew two members of the Russian delegation. He was photographed at the talks, and the SBU got suspicious. The night before the second round of talks, Kireev received a call from the SBU’s top counterintelligence officer, Alexander Poklad. Poklad had asked for a meeting, Kireev’s security detail told the WSJ.

Kireev had told his bodyguards he might be arrested and instructed them to not intervene. They dutifully disarmed when the SBU surrounded them outside St. Sophia Cathedral. Kireev was bundled off into a SBU minivan. His corpse was found about 90 minutes later.

The GUR arranged for a hero’s burial and Zelensky posthumously gave Kireev a medal for “exceptional duty.” The WSJ also noted that the SBU leadership was purged in July 2022. During an interview with an Estonian outlet on Thursday, Podoliak commented on the WSJ story by blaming Kireev’s death on miscommunication.

“Those were the first days of the war. His killing is due to the fact that there was no unified coordination between security structures. There were certain claims against him, they did not have time to settle these claims in a dialogue format,” Zelensky’s aide said.

“ISIS are little children compared to the Kiev regime,” said Russian Foreign Ministry spokeswoman Maria Zakharova, commenting on Podoliak’s explanation and referring to Islamic State terrorists.
