冬の防寒対策　講じられましたか

私は、読者のアドバイスに従って、一応防寒対策を講じました。
玄関、窓に厚手のビニールのカーテンを垂らしました。

玄関は、鉄の扉のすぐ内側に突っ張り棒を天井ぎりぎりに渡してそこからビニールカーテンを床まで垂らしました。上に少し隙間があり、ここから空気が入り込むかなと思いますが、それで結露するようなら、天井にビニールカーテン地を短く切って30cmほど突っ張り棒を隠すように垂らすつもりです。

大きな窓は、布の薄いカーテンを外してビニールカーテンをかけました。下の端が床に届いて少し余るくらいの長さです。多少結露しても水が垂れなければ良しとします。厚めの布の生地のカーテンは残してあります。

小さな窓はビニールカーテンを全体に貼り付けました。剥がすときのことを考え、養生テープを使っています。

ビニールカーテンは、ホームセンターで売っていました。白い半透明の少し厚さのあるものです。丈の長いものもありました。突っ張り棒とそこに通すわっかは別売りでしたが、カーテンをぶら下げるＳ字型の部品はビニールカーテンと一緒に入っていました。

石油ストーブの灯油を調達しました。今のところ値上がりしていません。

湯たんぽを買いました。試しに使ったら暑すぎます。厚着して寝ていますからあまり使わないかも。

湯たんぽに入れる湯を沸かすコンロは必要なら災害時用のカセット式のコンロを使います。普段、これは使うことがありません。

今年は、秋から長袖の下着を着ています。家では靴下をはきませんが、これも変更しないといけません。

とりあえずこんなところで寒さに向かいます。

停電対策で以前から電気を使わない石油ストーブを置いてあります。停電でも暖は取れます。

停電時にスマホを充電する太陽電池は、まだ見送り。スマホはそんなに使っていないので、電池が切れても1日くらいはかまわないでしょう。

サハリン2の先行きは、全く不透明というか、供給の継続は望みがたいように思える。電気、ガスの価格高騰は必至。

用心の良い知人は、湯たんぽ、ハクキンカイロを買い足して人数分揃え、カセットコンロのガスボンベ買い増し、使っていない炬燵の廃棄を見送り、せんべい布団を新品に更新。

これはいいと思ったのは、ソーラーバッテリー。停電が続くとスマホが使えなくなりますが、夜が明けるのを待って充電できます。

私は窓に断熱材を張ろうと考えていますが、梱包材ではない専用のシートがホームセンターに売っているそうです。一部使っておられて、ただのビニールシートを張るのと比べ暖かさが違うそうです。

知恵のおありの方は、教えてください。

なお、薪ストーブは、家が密集しているところでは使えないとの意見が一致しました。薪の産地によってはストーブがミニ原子炉並みの放射能を出すことがあります。



図書館や公共施設で暖をとれるようにするアイデアが現実に検討されています。

管理人は、スマホ充電用太陽電池、湯たんぽ、窓の内貼り（二重窓）、核災害時にも使える簡易石油コンロを整えていくつもりです。

It’s intended to alleviate foreign backers’ concerns about a long conflict, not to push Kiev into actual negotiations, sources say
The Biden administration is privately asking top Ukrainian officials to show openness to peace talks with Russia, the Washington Post reported on Saturday.

Kiev’s public refusal to negotiate with Moscow unless President Vladimir Putin is removed from power in Russia must be abandoned, people familiar with the discussions told the paper.

However, the encouragement isn’t aimed at pushing Ukraine to engage in actual peace talks with Moscow to put an end to the fighting, which has been underway since late February, the sources pointed out.

The move is more of a “calculated attempt” to make sure Vladimir Zelensky’s government retains the support of foreign nations in which the public have become increasingly concerned about the prospect of the conflict continuing for years, they explained.

“Ukraine fatigue is a real thing for some of our partners,” an unnamed US official told the WaPo.

Last month, Zelensky signed a decree, which officially made it “impossible” for him to hold talks with his Russian counterpart Vladimir Putin.

The move followed the official incorporation of the People’s Republics of Donetsk and Lugansk, as well as Kherson and Zaporozhye Regions, into the Russian state as a result of referendums held in those territories.

Russia, which has repeatedly invited Ukrainian authorities to come to the negotiating table in recent months, has blamed Kiev for undermining any potential for a peaceful settlement of the crisis.

“How can we discuss any possible agreements when there’s no willingness to even talk to us from the other side?” Putin said on Monday. “So, we’ll wait. Maybe the necessary conditions will come about.”

Kremlin Press Secretary Dmitry Peskov suggested last week that the negotiations should also include the US. Any peace deal with Kiev would have little credibility because it could be instantly rescinded by Ukraine’s backers in the West, he said. “The deciding vote rests with Washington,” Peskov insisted.

Ukrainian forces attempting to take the city of Kherson have failed to make further advances, a senior regional official has reported.

The frontline near the city remains “difficult but stable,” Kirill Stremousov, the deputy head of the administration of Kherson Region, stated on Wednesday. In particular, Ukrainian forces “had their ass handed to them” during fighting near the town of Snigiryovka, the official said on social media.

On Tuesday, Stremousov reported intense fighting near the settlement, which is some 50km north of Kherson. Kiev’s troops managed to seize positions to the north of the town alongside a railway, he said.

The Russian official noted that Kiev may soon exhaust its offensive capabilities due to a shortage of manpower. He claimed that the Ukrainian government had to rely on hired foreign fighters in its push toward Kherson and predicted that the funding would dwindle due to an expected power shift in Washington.

He was referring to the midterm elections in the US, in which the Republican Party is predicted to take control of the House. Its leadership expressed skepticism about pouring tens of billions of dollars into Ukraine instead of using the funds to solve domestic problems.

Kherson, which is located on the right bank of the Dnieper River, is the provincial capital of Kherson Region. Russia incorporated it last month after a referendum on the move. Kiev rejected the outcome of what it said was a “sham” ballot.

The regional administration urged civilians to leave Kherson and go to temporary shelters elsewhere in the region and other parts of Russia. The city may suffer serious damage during a likely battle, officials warned.

Russia seized Kherson in the early weeks of the conflict. The Ukrainian government described capturing it as a major military objective.

Ukraine wants to drag US into conflict with Russia – ambassador
By staging a ‘dirty bomb’ provocation, Kiev wants to pit the two nuclear powers against each other, Anatoly Antonov claims
Washington is ignoring Russia’s warnings about Ukraine’s plans to detonate a ‘dirty bomb’ to frame Moscow, the ambassador to the US, Anatoly Antonov, claimed on Wednesday, adding that this could enable Kiev to drag Washington and NATO directly into the conflict.

In an article posted on social media, Antonov said that Russia has been “making every effort to get through to the international community” to warn about a potential dirty bomb false-flag incident by Kiev to frame Russia. Ukraine, he said, is also considering an even more dangerous scenario – a provocation at a nuclear power plant which could result in “an accident comparable to the Chernobyl and Fukushima.”

“Yet Washington shies away from our warnings, calling them ‘false’ and ‘groundless,’ while using a formula of ‘look who’s talking,’” the ambassador stated.

According to Antonov, Ukraine plans to detonate a dirty bomb to make it appear that Russia used a tactical nuclear weapon, so “Kiev can pretend to be a victim and drag the United States and NATO directly into the conflict” and “pit the nuclear powers against each other,” he said.

“The US keeps pretending that it does not see these dangerous trends,” he claimed, adding that “by justifying the Kiev regime,” Washington is becoming an “accomplice of nuclear terrorism.”

Last month, Russia warned that Kiev’s forces could be planning to detonate a dirty bomb on its own territory to intimidate the local population, trigger a refugee exodus to the EU, and portray Moscow as “a nuclear terrorist.”

The US, UK, and France immediately rejected Moscow’s claims, calling them “blatantly false allegations,” saying this “should not be used as a pretext for greater escalation.”

In the wake of Russia’s warnings, the International Atomic Energy Agency (IAEA) dispatched a mission to Ukraine, claiming that its inspectors found no “undeclared” nuclear materials or activities after visiting three Ukrainian research facilities. Officials in Kiev said this was proof that Russia’s allegations regarding a dirty bomb plot were unfounded.

However, Russia had told the IAEA that Ukraine’s alleged efforts could be taking place in other facilities that had not been inspected.

“We told IAEA Director General Rafael Grossi that he must be vigilant, because these facilities are not the only ones where [a dirty bomb] can be produced,” Vassily Nebenzia, Russia’s permanent representative to the UN, said at the time.

US issues nuclear warning to ally
Washington insists that Australia will ruin its “deterrence relationship” with the US if it signs a landmark treaty
The US has urged Australia not to sign a treaty seeking to ban all nuclear weapons, claiming the agreement will reinforce “divisions” between world powers, while failing to address “prevailing security threats” around the globe.

In a statement to The Guardian on Tuesday, the US Embassy in Canberra said Australia’s signature on the treaty “would not allow for US extended deterrence relationships,” referring to the US ‘nuclear umbrella’ which vows to protect some non-nuclear states with America’s massive atomic arsenal.

“While the United States understands and shares the desire to advance nuclear disarmament goals, we do not support the Treaty on the Prohibition of Nuclear Weapons,” an embassy spokesperson told the outlet, adding that Washington “does not believe that progress toward nuclear disarmament can be decoupled from the prevailing security threats in today’s world.”

The comments come after the Australian government signaled a shift in position toward the Treaty on the Prohibition of Nuclear Weapons at the United Nations, with Canberra’s envoy choosing to abstain from a vote on the measure after previous administrations consistently voted against it.

Unlike the Non-Proliferation Treaty (NPT) of 1968, which contains only partial restrictions, the newer Treaty on the Prohibition of Nuclear Weapons seeks to create a legally binding ban on all nuclear weapons, including testing and stockpiling such arms. While a number of nuclear powers have signed the NPT, none have yet approved the latter treaty, which has only garnered non-nuclear signatories since it was introduced in 2017.

Though Canberra signed the NPT in 1970 and has since been a general proponent of nuclear disarmament, it has long been under the US nuclear umbrella – a vestige of the Cold War-era ANZUS security pact which sought to keep Australia and New Zealand away from Soviet influence. New Zealand renounced all nuclear weapons and declared itself a nuclear-free zone in the 1980s, even prohibiting some American nuclear-powered ships from docking on the island, but Australia has not taken the same steps.

Despite the evolving stance toward the prohibition treaty by the government of Prime Minister Anthony Albanese, the US is nonetheless looking to station nuclear-capable strategic bombers on Australian territory and effectively turn the country into a military hub geared against China, according to a local investigative report. Under the Pentagon proposal, six B-52 Stratofortresses would reportedly be deployed at a new US-built “squadron operations facility” near the Royal Australian Air Force military air base Tindal.

Moscow reveals how many countries want to join BRICS
The economic bloc is working to harmonize criteria and principles for admitting new members, the Russian foreign minister said
More than a dozen countries have expressed an interest in joining the BRICS group, which incorporates some of the world’s major emerging economies, as the bloc gains more global standing, Russian Foreign Minister Sergey Lavrov said on Tuesday.

Speaking at a meeting with his Indian counterpart Subrahmanyam Jaishankar, Lavrov indicated that membership of the BRICS bloc is in high demand.

“The interest in this global association is very, very high and continues to grow,” he said. He confirmed that “more than a dozen” countries are eager to join, including Algeria, Argentina, and Iran.

However, Lavrov continued, before accepting any new members, BRICS intends to reach an agreement on criteria and principles for further potential expansion.

“Given that applications are already being submitted officially, we, of course, expect that harmonization of the criteria and principles for the expansion of BRICS won’t take too long,” he said.

Republicans score first win in US midterms
The Pacific island of Guam has elected a Republican to Congress for the first time in 30 years
While the continental US is still voting in the midterms, the island of Guam in the western Pacific has already announced its election results, on Wednesday morning local time. Democrats have managed to hold onto the governor’s mansion and the legislature, but the territory’s non-voting delegate in the House of Representatives will be a Republican.

James Moylan received 52.19% of the vote, Pacific Daily News reported, citing Guam’s election authorities. He is only the second Republican to represent Guam in Congress since the delegate position was created in 1970. Vicente Tomas Garrido Blaz was the first, serving from 1985 to 1993.

Moylan defeated Democrat Judith Won Pat, who received 47.15% of the vote. Her father, Antonio Borja Won Pat, was the island’s very first congressional delegate, elected in 1972.

Democrat Michael San Nicolas, the current delegate, retired to run for governor but lost the primary to Governor Lou Leon Guerrero in August.

“The island of Guam has finally flipped after all,” Human Events editor Jack Posobiec quipped after the news of Moylan’s victory. It was a reference to a 2010 viral moment during a House hearing, when Representative Hank Johnson, a Georgia Democrat, wondered if sending more US troops to the island would cause it to “tip over and capsize.”

Ukrainian President Vladimir Zelensky on Tuesday called on American politicians to remain united in supporting Kiev, as it increasingly appeared that President Joe Biden’s Democrat might lose their majority in the US Congress in the midterm elections.

“Democracies must not stop on their way to the victory,” Zelensky said in a recorded video address to Americans. “As in any democratic society, Ukrainians have different views on life and politics. But when Russia decided to destroy our freedom and wipe Ukraine off the face of the earth, we immediately got united and we keep this unity.”

“I call on you to maintain unwavering unity, as it is now, until that very day when we all hear those important words we have been dreaming of... Until we hear that peace has finally been restored,” he added, according to AFP.

Citing the conflict, Zelensky has invoked martial law, centralized all media, and banned a total of 15 opposition parties – including the main parliamentary rival – accusing them of being “pro-Russian.”

Later in the day, Zelensky met with US ambassador to the UN Linda Thomas-Greenfield, who said that Washington had provided bipartisan support to Ukraine and that Biden “is committed to work with the US Congress so that this continues.” She also announced another $25 million in USAID funding ahead of the oncoming winter.

American and Russian diplomats will meet to discuss the New START nuclear arms reduction treaty “in the near future,” US State Department spokesman Ned Price told reporters on Tuesday. Earlier, Bloomberg and Kommersant cited sources to report that a meeting of the Bilateral Consultative Commission (BCC) may soon be held in Egypt.

“We have agreed that the BCC will meet in the near future. Under the terms of the New START treaty, the work of the BCC is confidential, but we do hope for a constructive session,” Price said at a press briefing.

The US believes in the “transformative power of diplomacy and dialogue” but is “clear-eyed and realistic” about what it can accomplish when it comes to Russia, Price added. The conversations are “focused on risk-reduction” but Washington wants to ensure that the ability to pass messages back and forth with Moscow “does not atrophy.”

“If there is, and it sounds like there will be, a meeting of the BCC, that is a good thing,” Price added, before correcting himself to say that the meeting will definitely happen.

While Price would not name the venue for the meeting, Bloomberg mentioned Cairo as the neutral location more acceptable to Russia than Geneva, since Switzerland has joined the US and EU sanctions against Moscow over the Ukraine conflict.

The New START is the last remaining nuclear arms control agreement between the US and Russia, set to expire in 2026 unless renewed. The BCC last met in October 2021.

Moscow suspended the inspection regime under the treaty in August, citing Western sanctions that have prevented Russian inspectors from doing their work in the US, thus putting Washington at an unfair advantage. The Russian Foreign Ministry said the inspections would continue once the principle of parity and equality is restored. Inspections had previously been disrupted by lockdowns in response to the Covid-19 pandemic.

「もし、BCCが開催されるなら、それは良いことだ」と、プライス氏は付け加えた。

プライス氏は会議の開催地を挙げなかったが、ブルームバーグは、スイスがウクライナ紛争をめぐる米国とEUの対モスクワ制裁に加わったため、ジュネーブよりもロシアに受け入れられる中立の場所としてカイロに言及した。

新STARTは米ロ間に残る最後の核軍備管理協定で、更新されない限り2026年に失効することになっている。BCCは2021年10月に最後の会合を開いた。

モスクワは8月、西側の制裁によりロシアの査察官が米国内で仕事をすることができず、その結果ワシントンが不当に有利になるとして、条約に基づく査察体制を中断した。ロシア外務省は、同等・平等の原則が回復されれば、査察は継続されると述べた。査察は以前、コビド19のパンデミックに対応したロックダウンによって中断されたことがあった。

Zelensky sets out conditions for talks with Moscow
The Ukrainian leader’s statement follows reports that Washington pressured Kiev to show it was ready to end hostilities
Ukrainian President Vladimir Zelensky on Monday called on world powers “to force Russia into real peace negotiations,” and set out his own conditions for resuming talks.

His remarks follow reports that US officials have been pushing Ukraine to show willingness to engage in dialogue with Moscow.

“Once again: restoration of territorial integrity, respect for the UN Charter, compensation for all war damage, punishment of every war criminal, and guarantees that this will not happen again. These are completely understandable conditions,” he said in a video address.

American media earlier claimed the White House was privately asking top Ukrainian officials to show it was open to peace talks. The Washington Post reported, citing its sources, that the US goal was not to push Ukraine to negotiate an end to the fighting, but to alleviate foreign backers’ concerns about a long conflict.

Previously, Zelensky repeatedly stated that his only goal in the conflict was to defeat Russia on the battlefield and retake control of all territories that Kiev considers to be under its sovereignty.

In October, Zelensky signed a decree, forbidding any negotiations with Russian President Vladimir Putin and declaring that Kiev will only talk to Moscow when it has a different leader.

Russia, in turn, has repeatedly said it is open for talks, since negotiations with Kiev fell through in March in Istanbul. Moscow has accused Kiev of undermining any potential for a peaceful settlement of the crisis.

Kremlin Spokesman Dmitry Peskov said recently that Moscow did not see any opportunity for talks, as Kiev has “turned non-continuation of any negotiations with the Russian side into law.”

Earlier, Peskov said that talks on the Ukraine conflict should be conducted, primarily, with the United States, as any agreements with Kiev, “based on what happened in March,” are “worthless” and can be instantly canceled “upon orders” from outside actors.
