US President Joe Biden on Friday directly addressed his Russian counterpart, Vladimir Putin, urging him not to “misunderstand” that Washington and NATO are ready to defend “every single inch” of NATO territory.

Biden’s remarks came as a response to a speech that Putin delivered earlier on Friday before signing treaties paving the way for four former Ukrainian regions to join Russia, a move the US and its allies condemned in the strongest of terms.

“America is fully prepared with our NATO allies to defend every single inch of NATO territory. Mr. Putin, don’t misunderstand what I’m saying. Every inch,” Biden said without elaborating about which specific statements by the Russian leader he was responding to. In his speech Putin, among other things, blamed the US for creating “a precedent” by using nuclear weapons against Japan in 1945.

スマホやネットは高齢者がもっと使えばいいのに 2

知人が人に勧められてキャッシュバック付きで新しいキャリアに乗り換えたのだそうです。キャリア(回線を持つ携帯電話会社)の店頭に行き、2軒で2時間かかり、疲れたそうです。

この知人は、1年間か1年半前にスマホを更新しています。確か11万円だと言っていました。今回残債が8万円も残っていると。まとめて払ったのかと思うと、以前のキャリアに分割払いを続けると。

電話番号の持ち運びは、新しいキャリヤーがやってくれたというのですが、すでに新しいSIMに変えたようですから、キャリヤーの店頭ではすぐにできるんですかね。

知人のスマホ使用状況を詳しく知っているわけではありませんが、そんなにサイトは見ていないはず。メールは使っているようです。電話もそんなに掛けない。結局、私とのLINE通話のデータ量が圧倒的に多いようなのです。

新型アイフォンの機能がどれだけ優れているか知りませんがおそらく新しい機能はほとんど使っていないはず。私の使っている6Sよりは画面も大きいですが、長時間サイトを眺めるのは無理です。

結局11万円の機種といっても、自己満足だけですよね。それもケースに入れてあるので脇で見ててもアイフォンかアンドロイドかはわからないのです。しかも、あまり外出しないので、ケースを外しても見せびらかす機会はごく少ない。

私がこの1年ほどの間にスマホがなければできなかった作業は、郵便局の外国郵便ラベル作りだけです。

コロナに感染して、リモート診断を受けたり、ハーシスに入力するようなこともありませんでした。

私がスマホが便利だと思っているのは、出先で地図を見られることです。郊外に出たときはもちろんですし、神奈川県下に用があるときは電車の路線が複雑化しており、地図がないと乗り換えさえ難しいです。この目的には、アンドロイドのタブレットを使っています。

最近、このタブレットにGoogle Mapが表示されなくなりました。一時空中写真のマップが表示されたりしていたのですが、今は現在地のマークだけ。ロケットモバイルの神プランでは、郊外に行くと地図などが表示されませんでしたが、その状況に戻りました。ブラウザでニュースサイトを見ることはできます。

Yahoo mapを入れてみました。インストールに時間がかかりましたが、空中写真でも表示されます。さて、これが郊外でも遅くなったりしないか。

Yahoo mapに変えてから表示が早くなりました。

知人から、IT大手との契約に関連して本人確認のメールが来るがうまく返事ができないという話を聞いていましたが、姻戚のものが処理してくれたと聞いたので、そのうち確認してみるよと先延ばしにしていました。

ところがそのIT大手のサービスが不備になったと連絡あり。どんなメールが来ているのか尋ねても要領を得ません。メールを俺に転送させようとしますが、メールの転送の仕方がわからないと。メールソフト開くと・・・だから、そのをタッチすればよいよと伝えてもわからない様子。

Europe ‘indefinitely deprived’ of key gas supply route – Gazprom
The Russian energy giant is searching for ways to get the pipelines up and running, “but the timeline cannot yet be estimated”
The damage to Russia’s Nord Stream 1 and 2 pipelines means Europe is indefinitely deprived of one of its key gas supply routes, Gazprom spokesman Sergey Kupriyanov said on Friday.

Technical data “allows [Gazprom] to say with certainty” that the sharp pressure drops were caused by physical damage, the spokesman stressed.

According to him, at the time of the incident, the pipelines were not transporting gas, but both were filled with 800 million cubic meters of gas and ready for service, equivalent to Denmark’s consumption for three months.

“Essentially, Europe is indefinitely deprived of one of the key routes for obtaining a crucial energy resource. Russia and Gazprom spent a huge amount of energy and money to build and launch these pipelines because this is the shortest and safest, as we thought, way for Russian gas to reach European consumers. Now the pipelines are standing with puncture holes,” Kupriyanov said at a UN Security Council meeting.

“Gazprom has begun searching for possible solutions to get the Nord Stream system back up and running, but the timeline cannot yet be estimated… This is a very difficult technical task,” Kupriyanov said, noting that in order to assess the situation, Gazprom will have to start with a physical inspection of the damaged areas.

The Danish authorities reported leaks on the pipelines on Monday after a local pipeline operator noted a loss of pressure on both the Nord Stream 1 and 2 pipelines earlier that day. Danish and Swedish seismologists later spoke of a series of undersea explosions in the area.

The Russian, American, and Swedish authorities said the leaks might have been the result of a deliberate attack.

European Commission head Ursula von der Leyen said the incidents were the result of sabotage, warning that any “deliberate disruption of the European energy infrastructure is unacceptable and will lead to the strongest retaliation.” Russia called the incident a “terrorist attack” and summoned a UN Security Council meeting over it.

Russia’s Gazprom has informed Italian energy company Eni that it will not be able to supply gas to the country on Saturday, due to the “impossibility of transporting it” through Austria, the Italian company said in a statement.

“Gazprom said it could not confirm the volumes of gas requested to date because of the stated impossibility of transporting gas through Austria. Therefore, today the flow of Russian gas destined for Eni through the Tarvisio crossing will be at zero,” the statement from Eni said, as cited by news agency RIA Novosti.

Eni has said it will provide further information “if supplies are resumed.”

Russian gas exports to EU via TurkStream plunge – media
The Netherlands revoked the pipeline’s export license earlier this week
Russian gas flows to the EU via the TurkStream pipeline dropped by a quarter at the end of September compared to the end of August, the Russian newspaper Vedomosti reported on Saturday.

According to the report, which cited data from the association of Europe's transmission system operators, on September 29 about 32 million cubic meters of gas were supplied to the EU through the Strandzha 2-Malkoclar entry point on the Turkish-Bulgarian border. This is about 25% less than at the end of August, when the pipeline supplied about 43 million cubic meters of gas per day.

On Thursday, the Russian-owned operator of the TurkStream pipeline, South Stream Transport, said that the Netherlands had withdrawn its gas export license due to the latest EU sanctions package against Russia, which implies a ban on the export and provision of pipes for Russia’s use. Announcing their decision to revoke the license ahead of schedule, the Dutch authorities also referred to the ban on the supply of goods and provision of services, including technical assistance and maintenance of the pipeline in Russia’s exclusive economic zone and on its continental shelf.

European gas futures spiked on the news of the license withdrawal, jumping 10% on Friday to $2,087 per thousand cubic meters, or €205.995 per megawatt hour.
However, South Stream Transport later noted that the sanctions do not expressly impose restrictions on the transportation of gas via the pipeline. The company has already applied for a renewal of its export license.

Representatives of the operator said that the gas delivered to Europe via Turkish Stream supports the region’s energy security and that the pipeline is likely to be exempted from sanctions for this reason.

TurkStream is a two-string pipeline with capacity of 31.5 billion cubic meters of gas per year. It carries Russian gas across the Black Sea to Türkiye and from there to countries of southern and southeastern Europe. With Nord Stream 1 currently out of operation due to this week’s leakage, TurkStream is the only remaining gas transmission system that bring gas to Europe besides the transit line running through Ukraine.

Russian presidential spokesman Dmitry Peskov said on Friday that the TurkStream license withdrawal would not affect its operation and that gas supplies continue.

The Chinese authorities are reportedly striving to shore up the yuan
China has told state-run financial institutions to prepare to sell off their dollar holdings while stocking up on offshore yuan, as Beijing tries to bolster the national currency, Reuters reported on Thursday, citing sources with knowledge of the matter.

The simultaneous dumping of the US dollar and purchasing of the yuan are expected to avoid further drops in the Chinese currency, which is currently on track for the biggest annual loss versus the greenback in nearly three decades. So far this year, the yuan has dropped over 11% against the dollar.

The unnamed source told the agency that the scale of this round of dollar selling to defend the weakening yuan is expected to be “rather big.”

China’s offshore yuan, which moves in lockstep with onshore yuan, saw a rebound of around 200 pips on the news. The trading volumes of offshore yuan account for about 70% of all yuan FX trades globally, dwarfing the volumes traded on the mainland.

The intervention scheme reportedly involved primarily using state lenders’ dollar reserves, while the total amount of selling is yet to be determined, since moves in the Chinese currency typically depend on dollar movements and the tightening policies pursued by the US central bank.

In 2015, the Chinese authorities burned through $1 trillion of its official FX reserves to support the yuan after a one-off devaluation of 2%, which roiled global financial markets.

Earlier this week, Beijing ordered China’s local banks to revive a yuan fixing tool that was abandoned two years ago, as the monetary authorities tried to steer and defend the weakening currency.

今週初め、北京は中国の地方銀行に2年前に放棄された人民元固定ツールを復活させるよう命じ、金融当局が弱体化する通貨の舵取りと防衛を図った。

Nicaragua severs ties with ‘neocolonial’ EU state
President Daniel Ortega accused the Dutch ambassador of disrespecting the country
Nicaragua broke off diplomatic ties with the Netherlands on Friday, accusing the Dutch envoy of a colonial attitude toward the country.

“Nicaragua, faced with the repeated meddling, interventionist and neocolonial position of the Kingdom of the Netherlands … communicates to the government of that country our decision to immediately discontinue diplomatic relations,” the Nicaraguan Foreign Ministry said in a statement.

The decision comes after President Daniel Ortega accused Christine Pirenne, the Dutch ambassador to Central America, of disrespecting the country.

“The ambassador of that country was visiting. She was received by our foreign minister. And what did she hear? The ambassador came to speak to Nicaraguans as if Nicaragua is a Dutch colony,” Ortega said.

According to AFP, Ortega claimed that, during her visit to Managua on Thursday, Pirenne told Nicaraguan Foreign Minister Denis Moncada that the Dutch government would no longer fund a hospital it had promised to build years ago.

The Netherlands does not have an embassy in Nicaragua. Pirenne is based in Costa Rica.

The Central American country has also refused to accept the newly appointed US ambassador, Hugo Rodriguez, citing his “interfering” attitude. Vice President Rosario Murillo, who is also Ortega’s wife, said on Friday that Rodriguez “will not under any circumstances be admitted into our Nicaragua.”

During his confirmation hearing in the Senate, Rodriguez said that Nicaragua was “increasingly becoming a pariah state within the region,” and described Ortega’s government as a dictatorship.

Reuters cited diplomatic sources on Wednesday as saying that the Nicaraguan Foreign Ministry summoned the EU’s ambassador, Bettina Muscheidt, and declared her persona non grata, meaning that she would have to leave the country. The reported decision came after Brussels had urged Ortega to “restore democracy.”

ウクライナのNATO加入申請でモスクワとの和平が不可能に

Ukraine will not negotiate with Moscow until Putin is replaced as president, Zelensky and his cabinet said
Ukrainian President Vladimir Zelensky has refused to negotiate a peace settlement as long as Vladimir Putin remains president of Russia, issuing a regime change demand via his official Telegram channel on Friday.

Claiming he had “always offered Russia coexistence on equal, honest, dignified and fair terms,” Zelensky blamed Russia for the failure of negotiations, insisting that it was “obvious this is impossible with this Russian president.”

“We are ready for a dialogue with Russia, but already with another president of Russia,” he wrote. Unlike the majority of his Telegram posts, this one was written only in Ukrainian, without an accompanying English translation.

Zelensky has repeatedly rejected overtures of peace from Moscow, most recently turning down Putin’s offer on Friday to resume negotiations. What made the offer a non-starter for Kiev is that Putin refused to relinquish the regions that voted this week to join Russia.

“Only the path of strengthening Ukraine and expelling the occupiers from our entire territory will restore peace,” Zelensky declared in his address.

Zelensky also confirmed that Ukraine had submitted an accelerated application to join NATO on Friday, something he previously admitted was probably never going to happen. While the Western media described the move as “more symbolic than practical,” the Ukrainian president seemed quite serious, arguing that Sweden and Finland were able to apply on an accelerated basis even without a Membership Action Plan and it was thus only “fair” that Ukraine do the same.

“De facto, we have already completed our path to NATO,” he said in another Telegram post. “De facto, we have already proven interoperability with the Alliance’s standards... We trust each other, we help each other and we protect each other.”

Zelensky has previously acknowledged Ukraine might struggle to secure the consent of all 30 NATO member nations, pushing instead for the so-called Kiev Security Compact, which would oblige NATO's core members to defend Ukraine “in case of aggression” while codifying the provision of bottomless military and financial aid as a stopgap measure.

Admitting Ukraine would draw NATO into immediate confrontation with Russia, under the Article 5 mutual defense provision. While the US is committed to the “open door” policy when it comes to NATO, now is the wrong time to consider Ukraine’s membership application, President Joe Biden’s national security adviser Jake Sullivan said on Friday. The move would also make peace with Moscow impossible, as Putin has made clear since before the special military operation began in February that Ukraine must remain a neutral country under any circumstances.
