For the first time since the Cold War, conflict with a nuclear-armed peer is “no longer theoretical,” Admiral Charles Richard said

Navy Admiral Charles Richard, commander of US Strategic Command, declared on Wednesday that for the first time since the end of the Cold War, the US faces the possibility of nuclear war with a peer-level opponent.

Speaking at an Air Force-organized conference in Maryland, Richard claimed that the US would have to prepare to escalate quickly against possible opponents, and to protect its homeland.

"All of us in this room are back in the business of contemplating…direct armed conflict with a nuclear-capable peer," he said, according to a Pentagon summary of his comments. "We have not had to do that in over 30 years."

This is no longer theoretical.

"Russia and China can escalate to any level of violence that they choose in any domain with any instrument of power worldwide," he continued. "We just haven't faced competitors and opponents like that in a long time."

In the eyes of Moscow, the US is currently locked in a proxy conflict with Russia in Ukraine, and has steadily escalated its commitment of weapons, intelligence and financial assistance to Kiev since Russian troops entered Ukraine in February.

Russia’s current nuclear doctrine allows for the use of nuclear weapons in the event of a first nuclear strike on its territory or infrastructure, or if the existence of the Russian state is threatened by either nuclear or conventional weapons. American doctrine allows for a nuclear first strike in “extreme circumstances to defend the vital interests of the United States or its allies and partners.”

Russian President Vladimir Putin reiterated this position on Wednesday, declaring that the Kremlin would “without a doubt use all available means to protect Russia and our people,” should Russian territory be threatened. Russian Foreign Minister Sergey Lavrov also warned that the US was “teetering on the brink” of becoming a direct party in the Ukraine conflict, with Washington risking “a direct collision between nuclear powers.”

Similar warnings have come from within the US too, most notably from former President Donald Trump, who declared on Wednesday that the conflict, which he said “should have never happened,” could “end up being World War III.”

NATOはいかにして世界を第3次世界大戦の瀬戸際に追いやったのか?

War is never a solution; there are always alternatives that could have − and should have −been pursued by those entrusted with the fate of global society before the order was given to send the youth of a nation to go off to fight and die. Any national leader worth his or her salt should seek to exhaust every other possibility to resolve issues confronting their respective countries.

If viewed in a vacuum, the announcement of Russian President Vladimir Putin Wednesday, in a televised address to the Russian people, that he was ordering the partial mobilization of 300,000 military reservists to supplement some 200,000 Russian personnel currently engaged in combat operations on the soil of Ukraine would appear to be the antithesis of seeking an alternative to war.

This announcement was made in parallel with one that authorized referendums to take place on the territory of Ukraine currently occupied by Russian forces regarding the question of joining these territories with the Russian Federation.

Seen in isolation, these actions would appear to represent a frontal assault on international law as defined by the United Nations Charter, which prohibits acts of aggression by one nation against another for the purpose of seizing territory by force of arms. This was the case made by U.S. President Joe Biden when speaking at the United Nations General Assembly hours after Putin’s announcement.

“A permanent member of the United Nations Security Council invaded its neighbor, attempted to erase a sovereign state from the map,” Biden said. “Russia has shamelessly violated the core tenets of the United Nations Charter.”

History, however, is a harsh mistress, where facts become inconvenient to perception. When viewed through the prism of historical fact, the narrative being promulgated by Biden becomes flipped. The reality is that since the collapse of the Soviet Union at the end of 1991, the U.S. and its European allies have been conspiring to subjugate Russia in an effort to ensure that the Russian people are never again able to mount a geopolitical challenge to an American hegemony defined by a “rules based international order” that had been foisted on the world in the aftermath of the Second World War.

For decades, the Soviet Union had represented such a threat. With its demise, the U.S. and its allies were determined to never again allow the Russian people − the Russian nation − to manifest themselves in a similar manner.

しかし、歴史とは、事実が認識にとって不都合なものになる、厳しい愛人である。歴史的事実というプリズムを通して見ると、バイデンが広めている物語が反転してくる。1991年末のソ連崩壊以来、アメリカとヨーロッパの同盟国は、第二次世界大戦後に世界に押し付けられた「ルールに基づく国際秩序」によって定義されたアメリカの覇権に対して、ロシア国民が二度と地政学的挑戦をすることができないようにするために、ロシア征服を企んできたというのが現実である。

ソ連は何十年もの間、そのような脅威の象徴であった。ソ連の崩壊により、アメリカとその同盟国は、ロシア人、つまりロシア民族が同じような形で姿を現すことを二度と許さないという決意を固めた。

JPMorgan Chase CEO Jamie Dimon has explicitly rejected Democratic congresswoman Rashida Tlaib’s demand that his bank swear off financing future oil and gas projects, arguing the move would send the country into a death spiral during a House Financial Services Committee hearing on Wednesday.

Tlaib reminded Dimon that JP Morgan, along with the other six largest banks in the US, had committed to wind down their emissions from “lending and investment activities” in order to “align with pathways to net-zero in 2050.” The only way to get there, she claimed, was to veto all fossil fuel projects going forward.

“Please answer with a simple yes or no: does your bank have any policy against funding new oil and gas projects?” the Minnesota representative asked.

“Absolutely not – and that would be the road to hell for America,” Dimon retorted.

Tlaib called on student loan debt holders to pull their deposits in retaliation, referencing Dimon’s opposition to President Joe Biden’s controversial student loan forgiveness plan, which he had called "badly done" earlier in the six-hour marathon hearing. The bank executive wasn't just failing to help to “relieve” these customers by canceling their debts – he didn't “care about working-class people and front-line communities like ours that are facing huge amounts of high rates of asthma, respiratory issues, and so much more,” she claimed.

Three other CEOs present at the hearing followed Dimon’s lead, refusing to close the door on their oil and gas lending businesses, but added that they were also investing in renewable energy projects.

This was not enough for Tlaib, who declared: “We are living through a climate crisis today and a commitment to net zero requires a commitment to ending fossil fuel financing.”

“At the end we’re going to pay the cost of the public health impact,” she warned.

While mainstream climate science holds that averting the worst effects of climate change requires keeping global temperature under 1.5 degrees Celsius above "pre-industrial" levels, "net zero" is criticized for implying that merely offsetting emissions can keep the temperature down, allowing the producers of those emissions to continue business as usual so long as they pay their dues to the climate authorities.

Meanwhile, NATO Secretary General Jens Stoltenberg also branded the upcoming polls “sham referendums” on Twitter, where he called on the international community to “condemn this blatant violation of international law.” The NATO chief described the development as a “further escalation” of the ongoing conflict in Ukraine.

The French leader was speaking to journalists on Tuesday, on the sidelines of the UN General Assembly, soon after the Donetsk and Lugansk People’s Republics, as well as Zaporozhye and Kherson Regions, announced that they would hold a vote on joining Russia on September 23-27.

In Macron’s opinion, holding referendums in a region “that has been bombed, where people have had to flee” is a “signature of cynicism.”

“If it weren't tragic, we could laugh about it,” Macron said.

As the upcoming plebiscites, in the president’s opinion, are nothing more than “an imitation of democratic form or democratic legitimacy,” they would not have any legal power, Macron said. Accordingly, he said, they would not be recognized by the international community.


Ukrainian attack may be imminent – DPR
The situation in the north of the republic is “extremely difficult” as Kiev is gathering troops

Ukrainian forces may attempt an advance in the north of Donetsk People’s Republic (DPR) “in the very near future,” its head Denis Pushilin said on Thursday.

In a video address posted on Telegram, Pushilin described the situation in the area as “extremely difficult.”

“There are alarming signs, the enemy has concentrated quite serious forces, and it is possible that in the very near future it will try to change the situation and go on the counteroffensive,” Pushilin said.

He reassured everyone that the DPR and Russian forces were “doing everything possible” and that he was closely following developments at the front.

On Thursday morning, Donetsk authorities reported that the artillery strikes of Ukrainian forces on the city had left six people dead and seven injured.

Ukrainian forces have recently advanced to the Donetsk border, taking the towns of Balakleya and Izium and threatening Krasny Liman. Russian Defense Minister Sergei Shoigu said on Wednesday that his general staff had decided to redeploy Russian forces from the Kharkov Region in order “to strengthen the strike capabilities of Russian forces in Donbass.”

Shoigu also said that all of the Ukrainian military’s attempts to advance on the Kherson front, between Nikolaev and Krivoy Rog, were thwarted with “significant losses.”

According to Shoigu, Kiev had planned its operations “solely to create the illusion before Western backers that the Ukrainian military is able to conduct an offensive.”

Meanwhile, the Ukrainian government and its supporters have declared the recent advance a “turning point” in the conflict with Russia. President Vladimir Zelensky has vowed to “liberate” all of Donbass and parts of the Zaporozhye and Kherson regions currently controlled by Russian and allies forces – as well as Crimea, which voted to rejoin Russian in 2014.

Aleksandar Vucic sees only escalation ahead for the West’s relations with Russia and China

The world is approaching a major conflict unseen since 1945, Serbian President Aleksandar Vucic warned on Tuesday, after the first day of the UN General Assembly session in New York. Small countries can’t expect any good news going forward, Vucic added.

“You see a crisis in every part of the world,” Vucic told the Serbian state broadcaster RTS, noting that the UN Secretary-General Antonio Guterres made gloomy predictions in his keynote speech at the UNGA.

“I think realistic predictions ought to be even darker,” Vucic said. “Our position is even worse, since the UN has been weakened and the great powers have taken over and practically destroyed the UN order over the past several decades.”

Asked about the upcoming speech by Russian President Vladimir Putin, Vucic said it’s not difficult to predict its general outline.

I assume that we’re leaving the phase of the special military operation and approaching a major armed conflict, and now the question becomes where is the line, and whether after a certain time – maybe a month or two, even – we will enter a great world conflict not seen since the Second World War.

“For all of us small [countries] who only want to be secure and provide safety to our citizens, there is no good or easy news. I expect everything going forward to involve more complicated relations between the West and Russia, but also between the West and China,” the Serbian president added.

Vucic himself intends to address the nation next week, to inform Serbians of “important decisions” his government intends to make.

Serbia has been under tremendous pressure from the EU and NATO to impose sanctions against Russia and side with the West, but Vucic has persisted in maintaining neutrality while insisting that Belgrade aims to join the EU at some point in the future. Brussels has already told Belgrade that a prerequisite for that would be recognizing the breakaway province of Kosovo, however, which Vucic has vowed never to do.

Russia and China are among half the world’s governments that have not recognized Kosovo, occupied by NATO in 1999 and proclaimed a state in 2008 with US backing.

According to a survey conducted by the firm on July 29 and 30, before the new price cap was announced, the figure is even higher for parents with children under 18.

The study shows that 23% of those polled (more than 2,000 adults) said they will not turn their heating on at all. Seven in ten (69%) indicated they would switch their heating on less, and one in ten (11%) said they would take out a loan, with the latter figure rising for those with children under 18 (17%).

The research comes amid warnings of a dire winter, as the energy price cap is set to rise 80% by October, pushing the average household’s yearly bill up from £1,971 to £3,549 ($2,300 to $4,150).

According to The Independent, the Liberal Democrats, which commissioned the survey, warned that British families are being forced to make difficult choices, with the country “on the brink of the worst cost-of living-crisis in a century.”

“Families and pensioners across the country are making heartbreaking decisions because the Government has failed to save them,” the Liberal Democrats’ Cabinet Office spokesperson, Christine Jardine, said, adding, “It is a national scandal that parents are having to choose between heating their homes and feeding their children. It shouldn’t be like this.”

Jardine warned that an “economic catastrophe” is “just a month away,” placing the blame on the “zombie Government in Westminster, and two leadership contenders living on another planet.”

The EU could suffer “terrible” winters in the years ahead if the bloc’s leaders don’t take immediate steps to impose a price cap on uncontrolled gas prices, according to Belgian Energy Minister Tinne Van der Straeten.

“The next 5 to 10 winters will be terrible if nothing is done,” the minister tweeted. “We must act at the source, at European level, and work on freezing gas prices.”

A price cap could help cut soaring energy bills by €770 ($770), according to Van der Straeten, who said the link between gas prices and electricity prices needs urgent reform.

The comments come as EU leaders plan an emergency intervention to combat skyrocketing energy bills for businesses and consumers across the 27-nation bloc.

“The European energy market is failing and urgently needs reform,” Van der Straeten stated. “This is no longer tenable for many families and companies. Electricity is produced as cheaply as last year but sold at record prices. By reforming, we are tackling exuberant excess profits.”

“The time for talking is over, now it is time to decide,” the minister said.

ヴァン・デア・シュトラエテンは、ガス価格と電気料金の関連性を早急に改革する必要があるとし、価格の上限を設けることで、高騰するエネルギー料金を770ユーロ(約7万円)削減できるとしている。

この発言は、EUの指導者たちが、27カ国からなるEU圏内の企業や消費者のエネルギー料金の高騰に対抗するための緊急介入を計画している中で飛び出したものである。

ヴァン・デア・シュトラエテンは、「欧州のエネルギー市場は破綻しており、早急に改革が必要である」と述べた。「多くの家庭や企業にとって、もはや耐えられるものではありません。電気は昨年と同じくらい安く生産されているが、記録的な高値で売られている。改革することで、私たちは行き過ぎた過剰利潤に取り組むことになるのです。

"話し合う時間は終わった。今こそ決断する時だ。"と大臣は述べた。
