The conflict will conclude once Kiev is ready to negotiate, the head of the State Duma Defense Committee has said
Moscow’s military offensive in Ukraine could come to an end if Kiev agrees to negotiate, the head of Russia’s State Duma Defense Committee Andrey Kartapolov claimed on Wednesday.

The operation “will develop in accordance with the plan, and, I think, will end when the current Ukrainian leadership is ‘ripe’ for negotiations,” Kartapolov said in an interview with RIA Novosti news agency. He said the situation on the ground has changed and that Kiev’s forces are beginning to crack.

The last round of face-to-face talks between the two countries was held on March 29 in Istanbul, where Kiev proposed penning an international agreement on security guarantees for Ukraine in return for agreeing to the neutral status that Russia has been demanding since before the conflict began.

However, those talks ultimately fell through and the two sides have continued to blame each other for the lack of progress in negotiations.

On Monday, Turkish President Recep Tayyip Erdogan invited Moscow and Kiev to hold a new round of talks in Istanbul, noting that the peace process had appeared to make at least some progress before breaking down.
モスクワのウクライナでの軍事攻勢は、キエフが交渉に応じれば終了する可能性があると、ロシア下院国防委員会のアンドレイ・カルタポロフ委員長が水曜日に主張した。

カルタポロフ氏はRIAノーボスチ通信とのインタビューで、「作戦は計画通りに展開し、現在のウクライナの指導者が交渉のために『熟した』ときに終了すると思う」と述べた。彼は、現場の状況が変化し、キエフの勢力に亀裂が入り始めていると述べた。

両国間の最後の直接交渉は3月29日にイスタンブールで行われ、キエフは紛争が始まる前からロシアが要求してきた中立的地位への同意と引き換えに、ウクライナの安全保障に関する国際協定に署名することを提案した。

しかし、この会談は最終的に決裂し、両者は交渉が進展しないことを互いに非難し合う状態が続いている。

月曜日、トルコのエルドアン大統領はモスクワとキエフにイスタンブールでの新たな協議の開催を呼びかけ、和平プロセスが決裂する前に少なくとも一定の進展があったように見えたと指摘した。

ウクライナ戦争　こんな状況です

EU諸国
経済制裁の跳ね返りで経済混乱
ガスの支払いについて過半の国でルーブル支払いに同意。
ロシアからの石油禁輸については反対がありまとまらず。パイプラインで送られるものは禁止なし。
ウクライナへの武器供給は、旧式な武器の処分とみられる部分にとどまる模様。重火器の供与は戦争当事国となる恐れ（米国が止める側に回った模様）
欧州諸国は、それぞれにウクライナからの穀物の搬出を開始（米国はリトアニアからの船積みを図ったが実現せず）。資金回収の目的もある模様。EUはロシアがEU以外に売らないように制裁を科すという話も出ています。
経済制裁は、ユーロ圏の市民の生活に重荷。経済制裁がロシアよりも欧米の市民に経済敵打撃を与えているという認識が大手メディアにも広まっている。

米国
400憶ドルの資金供与は貸付。穀物を抑えようとしたが欧州が先行
キエフの政権を含めコントロール不能な状況。
コロナで緩和した金融の引き締め、物資供給網の障害、エネルギー価格上昇で経済混乱
新式の重火器を届ける姿勢を示していますが、時間がかかります。ロシアがブルガリア、ルーマニア、ハンガリー方面からの鉄道輸送のメインルートをなすベスキディトンネルを爆撃、このルートが使えなくなりました。
参謀総長のミリーは、停戦交渉はキエフとモスクワの間で決めることと述べていて、米国がキエフの動きを指図しているとの印象を与えていません。

ウクライナ
アゾフがゼレンスキーに対する不満を書いた紙をキエフで張り出し。クーデターの可能性もあるとの観測。
軍の兵士の消耗が激しい、徴兵しても訓練もなくまともには戦えないだろうとの観測
欧米による武器の補給は、現場での武器の損耗に比べて大幅に少ない。
東部戦線での敗退が続いており、キエフの政権が認めざるを得なくなっている。
ウクライナのGDPは今年は半減、1,000億ドル減少の見込み。戦争継続に1日約10億ドルを要するとされている。
セベロドネツクが解放された。各地で多人数の部隊丸ごと連絡が取れなくなる例が続いています。前線のウクライナ軍は、戦意を喪失している部隊が多い。
キエフで厳しいガソリン不足。戦車などに使うディーゼル油も当然ひっ迫しているとみられます。
降伏必至との見方が強まっていますが、アゾフの強硬姿勢をゼレンスキーが抑え込めるか疑問も。

ロシア
マリウポリでアゾフの大隊を降伏させた。ドネツクの守りを固めつつ、ヘルソンとザポロジエ地域を占領。これらの地域では、本格的な民軍政権の創設、ルーブル支払いへの切り替え、ロシアのテレビとインターネットの接続、携帯電話の接続先をロシア企業に切り替え。ロシアの車のナンバープレートが発行され、ロシアのパスポートを発行する手順が採用されている。
ウクライナ国外からの武器搬入については、鉄道施設の破壊、貯蔵庫の高精度ミサイルによる破壊で対抗。
徴兵については考えていないとしているが志願兵については年齢上限を引き上げた。
エネルギー、食糧価格の上昇でロシアの輸出代金は大幅に増加。
ルーブルは急激に戻し、ウクライナ侵攻前よりも高い５年ほど前の水準に戻りました。ロシアは為替変動が行き過ぎと見たようでいったん上げた公定歩合を引き下げ。
世界の食糧危機を引き起こすとの懸念には、制裁が解除されれば問題は解決するとの立場で対抗。アフリカ諸国などには穀物を輸出しています。
ロシア上院議長マトビエンコが、ウクライナとロシアは調印直前まで行ったが、キエフを操る外部の勢力が調印を阻んだとしています。客観的な戦況からしてもウクライナは戦力を失いつつあります。

ポーランド
ウクライナに軍を送る構えで国境に集結させているが、ベラルーシがウクライナに入ったポーランド軍を攻撃すると言明。ウクライナで100人程度の部隊がロシア軍の攻撃で連絡が取れなくなっている。

トルコ
エルドアンが2022/5/30、プーチン、ゼレンスキーとそれぞれ電話会談。ゼレンスキーとの会談結果は伝えられていない。

独仏の大統領らは、事態の改善を模索し、5/27プーチンと電話会談
ゼレンスキーと交渉を　⇔　ロシアは用意があるがウクライナがその気がない。
食糧危機の回避を　⇔　経済制裁が主因、制裁をやめれば改善する。船の安全な航路も確保した。
停戦を早く（停戦、軍撤退でないと制裁は撤回できない面子がある）　⇔　ウクライナがロシアの要求を呑むことが必要。

独仏の首脳は、EU域内の結束の乱れや経済困難で、厳しい立場に置かれている。米国にも事態の改善を求めているはずだが、米国も動きが取れない。

各国の軍事関係者からウクライナは客観的に敗北しており、交渉の席に着くべきとの意見が増えている。欧米のマスメディアにもそのような論調が始めた。

ウクライナは主権を失い、ポーランドとの合併に直面

The country is facing a “complete destruction” of its sovereignty amid the conflict with Russia, Viktor Yanukovych warned
Ukraine is facing a complete loss of its sovereignty and, potentially, a merger with Poland, former President Viktor Yanukovych has warned. The ex-president, who was ousted in the 2014 Maidan coup, released an extensive address on Friday in which he shared his thoughts about the roots of the ongoing turmoil and the potential fate of the country.

The current role of Ukraine as an instrument against Russia was outlined by the collective West long before the conflict between Moscow and Kiev broke out in late February, the ex-president believes.

“In 2014 already, Ukraine was designated by certain Western countries as a territory from which a total weakening of Russia should begin. Precisely as a territory, and not as an independent state, not as people wishing to live in peace with all its neighbors, not excluding Russia,” Yanukovych stated.

The strengthening ties will not bring Ukraine’s purported “European dream” any closer, but rather threatens a “merger” with Poland, Yanukovych warned.

The ongoing situational rapprochement with Poland threatens a situation where Ukraine may be forced to de-facto merge with it.

The Belarusian leader believes that the standoff between Zelensky and nationalist military officers may escalate due to the recent agreements between Kiev and Warsaw

MINSK, June 3. /TASS/. There is a serious standoff beginning to unfold between Ukrainian President Vladimir Zelensky and the Ukrainian military, Belarusian President Alexander Lukashenko claimed Friday.

"According to my information, a serious standoff and conflict is beginning to unfold in Ukraine already between Zelensky and the Ukrainian military. The military understand like no one else what a conflict with Russia means. They see their abilities and how long they can fight. And they can fight no longer. You see, Russia has changed its tactic," Lukashenko told reporters, according to BelTA.

Lukashenko believes that the standoff between Zelensky and nationalist military officers may escalate due to the recent agreements between Kiev and Warsaw.

"They [nationalists - TASS] saw that he provided [special] statues to the Poles. and what does that lead to? To grabbing of [Ukraine’s] western parts. And so there is this standoff between the president and the military beginning there. And I am certain that Ukrainian military can take anyone’s head off," Lukashenko said.

Lukashenko believes that Ukrainian nationalists want Ukraine to be independent.

"They don’t want not only Russians and Belarusians to be there, but Poles as well. And they will take off heads of anyone who wants to dissect Ukraine today," the Belarusian president noted.
