"Eight hundred million dollars - this is how much <...> [worth] of weapons will be sent to Kiev from Washington. That’s a huge amount, and that does not contribute to any search for a diplomatic solution, or any settlement. Did we file a note? Yes, we stressed that the US plying Ukraine with weapons was unacceptable, and we demanded that these kinds of practices be stopped," he said.
The US has been "striving to push the stakes up and escalate the situation," Antonov said. "The goal is to prevent Russia, as [American] senators have been saying openly, from standing firm on its feet, and to bar Russia’s interests from being respected or Russia’s voice from being heard," the diplomat said.

The lives of all those who lay down their arms will be spared," the statement said.

Volodymyr Zelensky, who recently expressed his alleged readiness to discuss the Crimean issue and Ukraine's refusal to join NATO with Russia, actually wants to buy time, while turning to NATO for military assistance, the chairman of the Russian parliament's lower house, Vyacheslav Volodin, said on Sunday.
Volodin recalled that Zelenskyy had said the same before the talks in Turkey, when Russian forces had almost reached Kiev. Volodin also stressed that Zelenskyy must withdraw Ukrainian troops from the Donetsk and Luhansk people's republics, recognize Russia's sovereignty over Crimea and make a commitment not to join NATO if he really cares about Ukrainian citizens.

US ready to accept neutral Ukraine
US Secretary of State Antony Blinken told the Senate that neutrality or NATO is Kiev’s choice to make
Washington would not oppose Ukraine declaring itself a non-aligned, neutral country, according to US Secretary of State Antony Blinken’s testimony in the Senate on Tuesday. The US seeks to arm Ukraine to strengthen its hand at the negotiating table, but can’t be “more Ukrainian than the Ukrainians” and the ultimate decision will be up to Kiev, Blinken said.

The crisis in Ukraine, which Blinken visited over the weekend with Defense Secretary Lloyd Austin, dominated Tuesday’s hearing before the Senate Foreign Relations Committee on the State Department’s 2023 budget.

At one point, Senator Rand Paul (R-Kentucky) voiced his concern that Ukrainians were “being pushed and goaded by half the members of the Senate who want them in NATO,” and that they might have otherwise agreed to neutrality, as Moscow had asked.

Asked by Paul whether the US would accept Ukraine becoming a neutral state and not a NATO member, Blinken implied that Washington just might.

“We, senator, are not going to be more Ukrainian than the Ukrainians. These are decisions for them to make,” he told Paul. The purpose of the current US military aid to Ukraine is to give Kiev the ability to “repel the Russian aggression” and “strengthen their hand at an eventual negotiating table,” Blinken added.

Claiming that the US has “seen no sign to date” that Russian President Vladimir Putin is “serious about meaningful negotiations,” Blinken said that “If he is, and if the Ukrainians engage, we’ll support them.”

Some in Moscow believe the US and the UK have influenced Kiev to backtrack from the talks with promises of support, Russian Foreign Minister Sergey Lavrov said in a TV interview on Monday. He also said that trying to negotiate directly with the US and NATO did not give results, as they listened to Russian concerns and then ignored them, “rather impolitely” making it clear that it was not up to Moscow to decide its own security.

On Tuesday, Blinken claimed the US had taken Russia’s security concerns “very seriously” and “sought to engage” with Moscow, and denied that talk of Kiev joining NATO may have played any role in the escalation of hostilities in Ukraine.

“This was never about Ukraine being potentially a part of NATO, and it was always about [Putin’s] belief that Ukraine does not deserve to be a sovereign, independent country, that it must be reassumed [sic] to Russia in one form or another,” Blinken insisted.

If the West continued “pumping Ukraine with weapons” there was little chance of the peace talks succeeding, Lavrov said on Tuesday.

While the State Department head was talking to the Senate, Defense Secretary Lloyd Austin was in Germany organizing US allies to ship more weapons to Kiev. Speaking with reporters after the meeting at Ramstein, Austin said he could see Ukraine eventually joining NATO.

“I do believe that in the future, if the possibility exists, I think Ukraine will seek to once again apply to be a member of NATO, but that’s probably a bit down the road and speculation at this point,” he said.

US Defense Chief Explains Goal to ‘Weaken Russia’

Lloyd Austin has expanded on Washington’s stated goal to ‘weaken Russia’ during its military action in Ukraine.

According to Austin, Moscow’s capabilities are less than they were prior to the start of the conflict due to casualties and equipment destroyed. The economic sanctions are then supposed to prevent Russia from reinforcing.

The official also added that he still expects Ukraine to at some point apply for NATO membership, an issue the Kremlin cited as a key reason for its ongoing military involvement.

Western supply lines in Ukraine destroyed – Russia
Russia claims it has struck six railway hubs in the West of the country

Russian troops have destroyed six traction substations, – units that power the railways – which are being used for delivery of “foreign weapons and military hardware to the Ukrainian forces in the Donbass,” Defense Ministry spokesman Major General Igor Konashenkov announced on Monday.

He added that the stations were located at the Krasnoye, Zdolbunov, Zhmerinka, Berdichev, Kovel, and Korosten railway hubs, all in western Ukraine.

According to Konashenkov, 27 military targets were also destroyed by airstrikes, including four command centers.

Defense Minister Sergey Shoigu said last month that pushing Ukrainian troops from the territory of the Donbass republics had become Moscow’s top priority at this stage of the campaign.

Ukraine’s Western backers have not disclosed the exact routes they use to ship weapons to Kiev, but reports said that many of them are being delivered through neighboring Poland.

In its fresh statement, the Defense Ministry pointed out that the offer to surrender to those inside the facility remained in place. “At any given moment, Russia is ready to introduce a ceasefire and announce a humanitarian pause in order to stage the evacuation of civilians (if they’re really staying in the underground structures of the steel plant) and troops of the Ukrainian armed forces and nationalist battalions.”

The commander of the Ukrainian marines, holed up at the plant, had earlier claimed that “hundreds” of civilians were trapped in there. He didn’t explain why the people would voluntarily decide to hide out together with Ukrainian troops, who are targeted by Russian forces.
The Ukrainian fighters and foreign mercenaries only need to raise white flags along the perimeter of Azovstal to be able to surrender. “This humanitarian offer by Russia remains in force 24/7,” according to the statement.

Ukraine talks stalled – Russia
Kiev’s statements show it does not need negotiations, Russian Foreign Minister Sergey Lavrov has said
Moscow has not received any answers from Kiev to its proposals, Russian Foreign Minister Sergey Lavrov said on Friday, adding that Kiev’s position looks as if Ukraine does not need the peace talks at all.

His words came two days after Moscow said it forwarded Ukraine a “draft document” on a peace agreement with concrete wording. Kiev then confirmed it did receive the document and was reviewing it. However, at the time, President Volodymyr Zelensky stated he had not seen any documents containing proposals from Moscow.

The Russian foreign minister questioned Kiev’s position on the talks during a joint press-conference with his Kazakh counterpart, Mukhtar Tileuberdi. It was “very strange” for him to hear statements from Kiev, including those by aides to Ukrainian President Volodymyr Zelensky, that “suggest they do not need these talks at all,” Lavrov said, describing the process of negotiations.

Earlier this week, Ukrainian presidential adviser Alexey Arestovich warned that peace talks with Moscow could be halted if Russian troops seized Mariupol, a strategically valuable port city on the Black Sea. On Tuesday, Zelensky’s aide, Mikhail Podolyak, revealed there was no set date for the resumption of the talks.

When asked to comment on these statements, Lavrov said Russia sees any “ultimatums” as unacceptable.

On Thursday, Russian Defense Minister Sergey Shoigu informed President Vladimir Putin that the Russian forces and the Donbass republics’ militias have seized all of Mariupol except for the Azovstal steel plant, which has been turned into a fortress by some 2,000 Ukrainian soldiers and nationalist militants, including the neo-Nazi Azov regiment.

Meanwhile, Russian and Ukrainian top negotiators held several “lengthy conversations” on Friday, the head of the Russian delegation, Vladimir Medinsky, has confirmed. He has not elaborated on the details of the talks.

Russia has previously accused Ukraine of “constantly moving away from their words, constantly changing them," adding that the lack of “consistency” negatively affects the “effectiveness” of the negotiations.

MOSCOW, April 21. /TASS/. Russian-Ukrainian talks continue in video format almost every day, the head of the Russian Foreign Ministry's second CIS department Alexey Polishchuk said in an interview with TASS.

"Direct Russian-Ukrainian negotiations are currently ongoing. Interdepartmental delegations of the sides are discussing possible agreements on the settlement of the situation in Ukraine, its future neutral, non-aligned status, and other issues," he said, "Three face-to-face rounds were held in Belarus, which is the main venue, one in Turkey. Now the negotiations are taking place in video format almost every day".

Russian-Ukrainian talks have been held since February 28, with the Moscow delegation headed by Presidential aide Vladimir Medinsky. Several meetings were held in Belarus, and then the sides continued communicating via video-link. On March 29, a face-to-face round of negotiations took place in Istanbul. On April 12, Russian President Vladimir Putin told journalists that Kiev, having walked away from the agreements reached during negotiations in Istanbul, had sent the process into a stalemate.

Zelensky aide issues peace-talks warning
A top advisor to Ukraine’s leader said negotiations could be cut off if Russian troops capture a key coastal city
A senior adviser to Ukrainian President Volodymyr Zelensky has warned that peace talks with Moscow could be halted should Russian troops seize Mariupol, a strategically valuable port city on the Black Sea.

Speaking during a Tuesday briefing, presidential adviser Alexey Arestovich discussed developments in the conflict, namely Russia’s latest push to liberate the entire territory claimed by the Donetsk and Lugansk People's Republics as their sovereign territory, as well as the prospect of a negotiated settlement to end the fighting.

However, if Russian troops succeed in fully taking Mariupol – a key port and the second-largest city in the Donetsk Oblast – “there may be no peace talks,” Arestovych said.

“Then our main course of action will be the complete destruction of the enemy, relying on Western aid and the fact that the Russians have no one to get the aid from,” the adviser continued.
Having seen some of the heaviest fighting throughout the conflict between Russia and Ukraine, Mariupol is now largely under the control of Russian forces, with one of the last major pockets of Ukrainian troops holed up at the city’s Azovstal steel plant.

Earlier on Tuesday, the Russian military said it would allow those soldiers to surrender if they laid down their weapons – including fighters with “nationalist battalions” and “foreign mercenaries” – suggesting they exit the facility at noon Moscow time. It later issued another offer, pushing back the deadline while stating that the troops would be permitted to leave along a specified “humanitarian corridor,” but received no response from Ukrainian officials.

In late March, the Russian Defense Ministry declared that the first stage of its military operation in Ukraine had ended, noting that its forces would pull back from the Kiev region and focus on the “liberation of the Donbass.” Mariupol is located in the region’s southern extremity.

Arestovych, however, insisted “the battle will not go in Russia’s favor,” claiming the Donbass offensive “will fail” thanks in no small part to military assistance provided by outside powers.

In a national address on Tuesday, President Zelensky repeated demands on Western nations to step up their support, arguing “If we had access to all the weapons we need… we would have already ended this war.” He noted that he held discussions with leaders in the Netherlands and the European Union earlier in the day about providing additional assistance.

To date, the United States and allies in the NATO alliance have offered Kiev billions of dollars in arms and other military aid, including $2.6 billion from the US alone since Russia launched its offensive in late February. The latest shipments included heavy artillery, drones, military helicopters, as well as additional anti-armor and anti-aircraft munitions.

Commenting on the stalled negotiations between Russia and Ukraine, President Putin’s spokesperson, Dmitry Peskov, has told journalists that Russia forwarded to Ukraine a “draft document” with concrete wording.

“The ball is in their court, we are awaiting their response,” Peskov said on Wednesday. When asked if there was a deadline for Ukraine to respond, the Russian official indicated that it was up to Kiev. He noted, however, that the “Ukrainians are not showing much inclination toward intensifying the negotiating process.”

On top of that, Peskov accused Ukraine of “constantly moving away from their words, constantly changing them.” The Kremlin spokesperson concluded that this supposed lack of consistency “is having very bad consequences in terms of the negotiations’ effectiveness.”

Peskov’s remarks echo those made earlier on Wednesday by Russia’s Foreign Ministry’s spokeswoman, Maria Zakharova, who said that Russia had lost trust in the Ukrainian negotiators. Speaking to Russia’s Rossiya 24 news channel, she used a Russian proverb ‘trust, but verify’ shortening it to just ‘verify,’ “because we haven’t had any trust in these people for a long time.”

Zakharova went on to suggest that the Ukrainian government was not acting independently but was rather controlled from outside. She described the “Kiev regime’s” handling of the talks as a “circus,” saying that the Ukrainian authorities kept changing their position. Moreover, Zakharova suggested that Kiev’s participation in the negotiations could be nothing more than a diversionary tactic. She added, however, that Moscow was “ready for that,” having seen where the Minsk agreement ended up.

US seeks 'weakened' Russia – Pentagon
US Secretary of Defense Lloyd Austin wants Russia too weak to fight another war
The US wants the conflict in Ukraine to leave Russia too “weakened” to "invade" a neighboring state, Defense Secretary Lloyd Austin told reporters on Monday, the day after traveling to Kiev to meet with President Volodymyr Zelensky and members of his cabinet.

Asked how he would define “America’s goals for success” in Ukraine, Austin stated Washington wants it to “remain a sovereign territory, a democratic country, able to protect its sovereign territory.” However, he didn't mention that President Volodomyr Zelensky has banned the largest opposition party and had its leader, Viktor Medvedchuk, placed under arrest.

He then added that the US would want to see Russia “weakened” by the ongoing conflict with Ukraine.

“It has already lost a lot of military capability and a lot of its troops,” Austin claimed, explaining that Washington “want[s] to see them not have the capability to very quickly reproduce that capacity.”

US Secretary of State Antony Blinken echoed Austin’s sentiments, declaring that Moscow had already “failed” in its supposed objective “to totally subjugate Ukraine, to take away its sovereignty, to take away its independence.” However, Russia has not expressed a desire to occupy or “subjugate” Ukraine militarily or otherwise.

A neo-Nazi group that was allegedly instructed by Kiev to kill TV anchor Vladimir Solovyov had several other targets, including RT Editor-in-Chief Margarita Simonyan, according to video footage released by Russia’s Federal Security Service (FSB).

Amid the ongoing Russian military offensive in Ukraine aimed at the “denazification” of the country, the FSB claimed that it had detained a group of neo-Nazis. According to the service, the group had been instructed by the Security Service of Ukraine (SBU) to kill popular Russian TV host and journalist Vladimir Solovyov. The FSB later released a video of what they said was the detention, search, and questioning of the suspects.

One of the detainees said that the group had been discussing the potential assassinations of the director general of the Sputnik news agency, Dmitry Kiselyov, the editor-in-chief of Sputnik and RT, Margarita Simonyan, and her husband, the prominent film director and TV presenter Tigran Keosayan, as well as TV hosts Olga Skabeeva and Evgeny Popov.

Zelensky reveals details of top-level US visit
The Ukrainian president says he presented a plan to intensify sanctions on Russia

Ukrainian President Volodymyr Zelensky has said he presented a plan to impose more sanctions on Russia and discussed extra military aid with US Secretary of State Antony Blinken and Secretary of Defense Lloyd Austin in Kiev on Sunday.

Zelensky outlined that the talks lasted for more than three hours and described them as “reassuring and, what’s also important, efficient.”

The president said the sides agreed on “further steps to strengthen the Ukrainian Armed Forces,” and discussed sanctions on Russia.

“We must block all of Russia’s capabilities to bypass sanctions. We provided our partners with a plan to increase sanctions against the Russian Federation,” Zelensky said. He added that the proposal was devised by a group led by Andrey Yermak, the head of Zelensky’s office, and former US Ambassador to Russia Michael McFaul.

Zelensky also said that international security guarantees for Ukraine were discussed. “I’m confident that the US can become the leader among the states that will be future guarantors of Ukraine's security,” he said.

Blinken and Austin told reporters that they pledged additional military aid to Ukraine and continued diplomatic support. On Monday, President Joe Biden named Bridget Brink, who currently serves as the US ambassador to Slovakia, the next ambassador to Ukraine. There has not been a confirmed US ambassador to Ukraine since 2019.

The State Department said diplomats will return to the city of Lviv in western Ukraine this week before moving back to Kiev “as soon as possible.”

Russia opens humanitarian corridor for civilians from Mariupol’s Azovstal plant
Soldiers will observe a ceasefire to let civilians exit in all directions, the Ministry of Defense has announced

Russian and Donbass forces will observe a ceasefire around the besieged Azovstal steel mill in Mariupol starting from 2pm Moscow time on Monday, allowing civilians to evacuate to safety, the Russian Defense Ministry has said.

Colonel General Mikhail Mizintsev, the head of Russia’s National Defense Management Center, said that armed units will “withdraw to a safe distance and maintain the exit of civilians from the said area in any direction they choose.”

Russian and Donbass troops mainly control the city, but a number of Ukrainian soldiers have been holed up in Azovstal. Ukrainian President Volodymyr Zelensky, however, claimed last week that roughly 1,000 civilians remained in the mill as well.

Mizintsev said there were “no obstacles” for civilians to leave the Azovstal plant, other than “the decision of Kiev and the commanders of nationalist units to use civilians as a human shield.”

Russia previously offered the Ukrainian fighters the opportunity to lay down their arms and surrender, but they refused.

On Thursday, Russian President Vladimir Putin called off the assault on the mill, opting for a blockade instead.

According to Mizintsev, a safe passage from Azovstal has remained open since March 21. However, Ukrainian Deputy Prime Minister Iryna Vereshchuk accused Russia on Sunday of failing to guarantee a ceasefire in the area.

Mizintsev said that Russia would notify Vereshchuk on the matter. According to the MOD, information about the ceasefire and safe passage will be transmitted to the Ukrainians by radio every 30 minutes.

The battle for Mariupol has been raging for nearly two months, as Russian and Donbass forces completely surrounded the city.

Humanitarian corridor for civilians from Mariupol sabotaged by Kiev – Russia
A new attempt to set up a humanitarian corridor to evacuate civilians allegedly trapped at the besieged Azovstal steel mill in Mariupol has failed, the Russian military admitted late on Monday. Moscow and Kiev have blamed one another for the evacuation attempt yielding no result.

“The Kiev authorities today again cynically disrupted this humanitarian operation. As of April 25, 2022, at 8pm (MSK), no one has used the proposed humanitarian corridor,” Colonel General Mikhail Mizintsev, the head of Russia’s National Defense Management Center, said in a statement.

The official squarely pinned the blame for the failure of the new evacuation attempt on the Kiev authorities. Despite repeatedly bemoaning the fate of the civilians said to be holed up alongside Ukrainian fighters at the plant, Kiev has not taken any “practical steps” to facilitate their evacuation, Mizintsev pointed out.

“Such absolutely illogical and inconsistent behavior of the Kiev authorities once again confirms their blatant indifference to the fate of individual people – to the citizens of their own country,” he stressed.

Earlier in the day – shortly after the corridor was supposed to open at 2pm MSK – Ukrainian Deputy Prime Minister Iryna Vereshchuk pinned the blame for the evacuation failure on Moscow. While she first told the Ukrainian media that Kiev was ready to do “everything” to make it work, shortly afterwards she claimed the corridor was not set up properly and did not work.

“It is important to understand that the humanitarian corridor is opened by agreement of both parties. The corridor announced unilaterally does not provide security, and therefore, in fact, is not a humanitarian corridor,” Vereshchuk claimed in a Telegram statement. “I declare officially and publicly: unfortunately, there are no agreements on humanitarian corridors from Azovstal today.”

The battle for Mariupol has been raging for almost two months, as Russian and Donetsk forces completely surrounded the city. The Azovstal steel plant remains the last stronghold under Ukrainian control there, with the fighters of the notorious neo-Nazi Azov regiment and other units holed up at the sprawling industrial facility. Russia had previously offered the Ukrainian fighters an opportunity to lay down their arms and surrender, but they refused, demanding to be evacuated into an unspecified “third country” instead.
