Kiev had plans to use pathogens

Russia makes new allegations about US-funded biolabs in Ukraine
Kiev had plans to use pathogens developed in Pentagon-funded biolabs to attack the Donbass and Russia, Moscow says
Documents and other evidence from US-funded laboratories in Ukraine suggest that Kiev was planning to use drones to deploy pathogens against the Donbass, as well as Russia itself, Moscow claimed on Wednesday.

The Defense Ministry also alleged that it has identified specific US officials involved in the development of bioweapons in the East European country. No direct evidence was provided to back up the assertion.

Of particular interest to Russian investigators are “documents testifying to the plans of the Kiev regime to use unmanned aerial vehicles capable of carrying and spraying deadly substances,” military spokesman Major General Igor Konashenkov outlined during a briefing.

Facts in the possession of the Russian military “prove that the Kiev regime was seriously considering the possibility of using biological weapons against the population of the Donbass and the Russian Federation,” Konashenkov added.

Russia has also identified “specific officials who took part in the creation of components of biological weapons,” the general went on to reveal. He did not name any of them, however, saying only they were “the heads of divisions and employees of the US Department of Defense, as well as its main contractors.”

These campaigns were “directly related to the son of the current US president, Hunter Biden,” Konashenkov added, citing investigations in the Western media. Last week, the Daily Mail published emails showing Biden’s ties to the Pentagon contractor Metabiota, which specialized in researching potential pandemic-causing pathogens that could be used as bioweapons.

Biden’s involvement in the US funding of Ukrainian biolabs was brought up by Lieutenant General Igor Kirillov, commander of the Russian Nuclear, Biological and Chemical Protection Forces, in a briefing last Thursday.

The results of the further analysis of documents and other evidence obtained from Ukrainian biolabs will be shared in more detail “in the near future at a special briefing,” Konashenkov promised.

Washington has long claimed that allegations about Pentagon-funded biolaboratories in Ukraine were “Russian disinformation.” Earlier this month, however, US diplomat Victoria Nuland testified before the Senate that there were “biological research laboratories in Ukraine” and the US was working with Kiev “to ensure that the materials of biological research do not fall into the hands of Russian forces.”

Russia to ‘drastically’ cut military activity near Ukrainian capital
Moscow said the move was for the sake of successful peace negotiations

Highlights from Russia-Ukraine peace talks in Turkey
After a month of hostilities, Kiev has come up with a written proposal for what it wants from a peace treaty
On Tuesday, Turkey hosted the latest round of peace talks between Russia and Ukraine. The Ukrainian side has come up with a written proposal for a peace treaty between the two nations, Russia’s top negotiator Vladimir Medinsky told the media after the session, which he described as “substantive.”

The proposal will now be relayed to Russian President Vladimir Putin for consideration, he added. Here is what else emerged after the talks.

Russian offensive scaled down
An immediate practical effect of the talks will be a de-escalation of military activities in some parts of Ukraine, the Russian Defense Ministry announced. In particular, it pledged to “dramatically” reduce its operations near the cities of Chernigov and the capital, Kiev.

NATO-like security guarantees
David Arakhamia, Medinsky’s opposite number in the Ukrainian delegation, said Kiev had sought a security guarantee similar to that contained in Article 5 of the North Atlantic Treaty. He named Russia, the UK, China, the US, Turkey, France, Canada, Italy, Poland and Israel as possible providers. Some of them have given their preliminary agreement, he said.

No military blocs and non-nuclear Ukraine

In the proposal, Ukraine pledged not to join any military alliance, not to host foreign military bases or foreign troops, Medinsky said. Even military exercises would require prior approval from guarantors, according to the proposal. Kiev also pledged not to seek to obtain weapons of mass destruction, including nuclear weapons, the official added. But in return Ukraine wants Russia not to object to its joining the EU one day.
Crimea, Donbass unresolved

According to Medinsky, Kiev offered a 15-year moratorium on the status of Crimea, during which its fate would be negotiated and both sides would pledge not to use military force to resolve it. This is not compatible with Russia’s position that Crimea is part of its territory and Kiev needs to recognize it as such.
Ukraine also sought to include “parts” of the Donetsk and Lugansk regions into the definition of its territory for the purpose of security guarantees, the Russian envoy said. Moscow officially recognized the Donetsk and Lugansk People’s Republics as sovereign states – in their full regional boundaries – just days before sending troops into Ukraine last month.
Borders in question

Medinsky said Kiev did not state whether it would relinquish its territorial claim to Donetsk and Lugansk. Prior to February, Ukraine controlled a large portion of both Donetsk and Lugansk and considers the regions to be its own territory.
Arakhamia made it clear that Kiev will assert sovereignty over the entire territory that Ukraine had when it declared independence in 1991, saying there could be no compromise on this point.
New conditions for Zelensky-Putin meeting

Moscow has agreed to organize a meeting between Putin and his Ukrainian counterpart Volodymyr Zelensky as part of the final phase of negotiations over the future peace treaty. The Kremlin had previously said that such a meeting could only be scheduled once the document was finalized and inked by the respective foreign ministers.

Kiev sends new arms ‘wish list’ to US – media
US was reportedly asked to send drones, radars, anti-drone systems and Soviet ground attack planes
Ukraine this week has sent to Washington its latest list of things it wants to get to continue fighting against Russia, CNN reported after obtaining the document. Kiev is said to have requested reconnaissance and attack drones, tactical radars, electronic warfare anti-drone systems and close-air support aircraft.

Ukraine has delivered several wish lists to the Americans over the past few weeks. One of them, revealed last week, requested 1,000 man-portable anti-aircraft and anti-tank missiles per day.

The new bid outlines 17 priority items, including Switchblade kamikaze drones. The drones were included in President Joe Biden’s $800 million military aid package for Ukraine announced on March 16.

The military planes requested by Ukraine are Sukhoi Su-25s – jets originally produced by the USSR and later Russia. Ukraine inherited dozens of that type of aircraft during the collapse of the Soviet Union, but reportedly had just 17 still operational as of last year.

CNN said, among other things, Kiev is now seeking artillery systems, anti-ship missiles, optical surveillance equipment and planes to transport weapons. It also wants neighboring countries to provide logistical support to its armed forces by treating its wounded and repairing its damaged military hardware.

Moscow attacked its neighbor in late February, following Ukraine’s failure to implement the terms of the Minsk agreements signed in 2014, and Russia’s eventual recognition of the Donbass republics in Donetsk and Lugansk. The German and French brokered protocols had been designed to regularize the status of those regions within the Ukrainian state.

Russia has now demanded that Ukraine officially declare itself a neutral country that will never join the US-led NATO military bloc. Kiev insists the Russian offensive was completely unprovoked and has denied claims it was planning to retake the two republics by force.

Azov fighters are Ukraine's greatest weapon and may be its greatest threat
This article is more than 7 years old
The battalion's far-right volunteers' desire to 'bring the fight to Kiev' is a danger to post-conflict stability
"I have nothing against Russian nationalists, or a great Russia," said Dmitry, as we sped through the dark Mariupol night in a pickup truck, a machine gunner positioned in the back. "But Putin's not even a Russian. Putin's a Jew."

Dmitry – which he said is not his real name – is a native of east Ukraine and a member of the Azov battalion, a volunteer grouping that has been doing much of the frontline fighting in Ukraine's war with pro-Russia separatists. The Azov, one of many volunteer brigades to fight alongside the Ukrainian army in the east of the country, has developed a reputation for fearlessness in battle.

But there is an increasing worry that while the Azov and other volunteer battalions might be Ukraine's most potent and reliable force on the battlefield against the separatists, they also pose the most serious threat to the Ukrainian government, and perhaps even the state, when the conflict in the east is over. The Azov causes particular concern due to the far right, even neo-Nazi, leanings of many of its members.

‘Up to 180 foreign mercenaries’ dead in
Ukraine after precision strike – Moscow

Local authorities earlier reported that 35 people had been killed during the overnight shelling of a military base
An air strike on Ukrainian military training facilities in the early hours of Sunday has resulted in the liquidation of “up to 180 foreign mercenaries,” the Russian Ministry of Defense has announced.

The strike, conducted with use of “high-precision long-range weapons,” targeted “the training centers of the Armed Forces of Ukraine” in the village of Starichi and at Yavoriv polygon.

According to the ministry’s spokesman Igor Konashenkov, these facilities served as “a base for the training and combat coordination of foreign mercenaries before they were sent to the combat zones to fight against Russian military personnel.” The sites were also being used to store, as Konashenkov put it, “weapons and military equipment coming from foreign countries.”

“As a result of the strike, up to 180 foreign mercenaries and a large quantity of foreign weapons were destroyed,” Konashenkov said.

He went on to warn that the destruction of foreign mercenaries arriving in Ukraine “would continue.”

Konashenkov’s claims were dismissed by Ukraine as “propaganda.”

“This is not the truth. Pure Russian propaganda,” Ukrainian Defense Ministry spokesperson Markiyan Lubkivsky told CNN.

In a message to the US TV channel, Lubkivsky said there were no foreigners confirmed among those killed at the Yavoriv base.

Earlier on Sunday the head of the Lviv regional military administration Maxim Kozitsky claimed that at least 35 people had been killed and more than 130 injured during overnight shelling of the Yavoriv military range, also known as the International Center for Peacekeeping and Security.

He claimed that around 30 missiles had been fired, with some “shot down in the air” by Ukrainian forces.

Ukraine’s Minister of Defense Alexey Reznikov confirmed there were some foreign instructors working at the center.

US veteran who volunteered to fight for Ukraine describes ‘suicide mission’
An American volunteer for Ukraine tells The Grayzone how his foreign legion tried to use him as cannon fodder.

A decade after Henry Hoeft joined the US Army at age 18, he was back on the battlefield, but this time as a volunteer for a foreign military engaged in a proxy war against a powerful foe. After answering the Ukrainian government’s call for foreign fighters this February, however, the American veteran quickly decided he was being sent on a “suicide mission” against the Russian military.

After escaping with his life, claiming his own allies had threatened to shoot him in the back, Hoeft posted a viral message advising other Westerners against joining the fight in Ukraine. Within days, he was at the center of a global information war, with the military for which he had volunteered publicly branding him a Russian agent.

It was not the first time Hoeft had placed himself in the middle of controversy. Years before his ill-fated mission in Ukraine, his passion for guns and the Second Amendment led him into the ranks the Boogaloo Boys, an enigmatic militia-style organization that confounds even self-styled extremism experts.

Germany triggers gas emergency plan

Germany triggers gas emergency plan
Berlin has declared an ‘early warning’ ahead of Russia’s ruble deadline
Germany triggered its gas emergency plan on Tuesday. The measure is intended to serve an ‘early warning’ for the potential disruption or stoppage of energy supplies from Russia.

The move was made ahead of March 31 – Russia’s deadline for “unfriendly countries,” which includes Germany and the rest of the EU – to begin paying for gas in rubles instead of dollars and euros. Berlin’s move is the first in a three-stage maneuver that includes early warning, alert, and emergency levels.

German Economy Minister Robert Habeck said that gas supplies are safeguarded for now, but stressed the need to “increase precautionary measures to be prepared for an escalation from the Russian side.”

A special ‘crisis team’ of representatives of the ministry and industry has convened to closely monitor the situation, “so that – if necessary – further measures can be taken to increase supply security,” he said in a statement.

Moscow said it has no use for foreign currencies anymore after its central bank reserves were frozen in the West as part of draconian sanctions in response to the military attack on Ukraine.

The EU and G7 have rejected the idea of paying in rubles, with Habeck reiterating this stance on Wednesday. “We won’t accept a [unilateral] breach of contracts,” he told the journalist, adding that German companies are also opposed to using the ruble.

On Tuesday, Kremlin spokesman Dmitry Peskov made it clear that Russia has no intention of supplying gas to Europe for free.

The same day, Germany’s top industrial unions, IG Metall, IGBCE, and IG Bau, gathered at a press conference to warn that the fallout from the stoppage of Russian gas will “not only be reduced work hours and job losses, but also the rapid collapse of the industrial production chains in Europe – with worldwide consequences.”

Germany currently buys more than half of its fossil fuels from Russia. But in the wake of Moscow’s military operation in Ukraine, Berlin announced plans to cut its dependence on Russian energy. Habeck earlier said that Germany will be able to cope without oil and coal from Russia by the end of 2022, and without gas by 2024.

What happens if Russia turns off the gas taps to Europe
Deadline approaches for switching payments to rubles

Russia's Putin and Germany's Scholz talk gas for rubles
Vladimir Putin assured his German counterpart that gas contracts wouldn’t be affected by the switch to Russian currency

Russian President Vladimir Putin and German Chancellor Olaf Scholz spoke by phone on Wednesday to discuss Moscow's demand that Berlin pay for Russian gas with rubles, rather than in euros or dollars.

According to the German version of events, Putin agreed that payments would continue for the moment in either of the two Western currencies, with the Kremlin stating that these payments would then be converted into the Russian currency.
Moscow claimed that Putin explained to Scholz that his government is now demanding payment in rubles “due to the fact that, in violation of international law, the foreign exchange reserves of the Bank of Russia were frozen by the EU member states.” However, Putin told Scholz that the switchover would not result in less advantageous contract conditions for German importers.

According to Berlin, Putin told Scholz that payments could still be made in euros or dollars to Russia’s Gazprombank, which is not subject to EU sanctions. Gazprombank would then convert the payments into rubles.

“Scholz did not agree to this procedure in the conversation, but asked for written information to better understand the procedure,” said a German spokesperson.

Moscow wants US to comment on Hunter Biden’s alleged link with Ukrainian biolabs
The US should come clean about the suspected involvement of President Joe Biden’s son in shady research in Ukraine

Russia wants to hear comments from the US government on the alleged involvement of Hunter Biden into financing a network of biolabs in Ukraine, which Moscow suspects of conducting bioweapons research, Kremlin spokesman Dmitry Peskov said on Friday. The embattled presidential son was financially linked to the Ukrainian labs by the Russian military this week.

“We will certainly demand explanations. And not us alone. You know that China has asked for explanations, demanded transparency over this program and this situation,” Peskov said.

He was commenting on a connection, which the Russian military claimed to have discovered between the embattled son of President Joe Biden and biolabs in Ukraine.

Hunter Biden used to head the now-defunct DC-based Rosemont Seneca Partners LLC, a branch of the Rosemont Seneca investment fund. The Russian military claimed that the fund had close ties to the Pentagon and helped finance bioresearch in Ukraine.

The labs drew public attention after US Undersecretary of State for Political Affairs Victoria Nuland said under oath this month that Washington didn’t want research materials from the facilities to fall into the hands of Russia.

Washington denied that facilities in Ukraine – and other parts of the world – which the Pentagon funds through its Defense Threat Reduction Agency, had anything to do with germ research. Russia and China complained that the operation was shrouded in secrecy and called on the US to open the labs to international inspections.

Peskov dismissed statements coming from the White House, which alleged that Russia was talking about the biolabs to pave the ground for a false flag attack in Ukraine with weapons of mass destruction.

“The Americans are trying to switch attention … from the unfolding scandal,” the Russian official assessed.

Hunter Biden remains under a broad federal investigation in the US over his shady business practices, the New York Times reported earlier this month. He is suspected of cashing in on his family name while not paying due taxes and failing to register as a foreign agent.

His behavior became a campaign issue in 2020, after the New York Post published allegations of personal corruption based on emails recovered from a laptop Hunter left for repair. The story was largely dismissed as a likely Russian plant by the Joe Biden-friendly media and censored by US Big Tech. Investigators from the Department of Justice had confirmed the authenticity of the emails, Times reported.

Hunter Biden emails back up Ukraine biolab claims – Daily Mail
Claims that had been dismissed as "Russian propaganda" appear to be corroborated by correspondence, according to British newspaper

Hunter Biden’s abandoned laptop has reared its ugly head again, as it reportedly contains emails that appear to back up Russian claims that the US president’s son was involved in financing military research into dangerous pathogens at biolabs in Ukraine.

Biden helped arrange millions of dollars in financing for Metabiota, a Pentagon contractor that specialized in researching pandemic-causing pathogens that could be used as bioweapons, the UK’s Daily Mail outlined on Friday, citing newly obtained emails and letters from the computer. The president’s son and his partners in a firm called Rosemont Seneca also invested $500,000 in the contractor.

At least one of the documents suggested that Metabiota’s interest in Ukraine went beyond research and money-making. An executive with the contractor, Mary Guttieri, explained in an April 2014 memo to Hunter Biden of “how we can potentially leverage our team, networks and concepts to assert Ukraine’s cultural and economic independence from Russia and continued integration into Western society.”

Another memo showed that Biden had pitched a “science project” involving Metabiota and Burisma, the Ukrainian natural gas company where Biden made millions of dollars as a board member. His pay was cut by half after his father’s stint as US vice president ended in January 2017.

The revelations come one day after Russian military officials alleged that US agencies and high-level Democrats, including Hunter Biden, have been involved in backing bioweapons research in Ukraine. The officials cited documents that had been seized by Russian soldiers in the former Soviet republic.

However, some Western media outlets dismissed the claims as Russian propaganda meant to justify Moscow’s military attack on Ukraine. In many cases, the allegations were brushed off or ridiculed without even taking them seriously enough to include a US government response. For instance, the Daily Beast declared in a headline, “Russia ramps up the crazy,” while state-funded NPR and other outlets referred to the accusations as “false” or “propaganda” without any apparent probing of the facts. Even the Daily Mail itself, before obtaining the latest Biden emails, said Russia had ramped up its “wild propaganda campaign” by making its bioweapons claims.

The reaction echoed the response in October 2020, when the New York Post broke a story alleging overseas influence-peddling by the Biden family, citing emails obtained from a laptop that Hunter had abandoned at a Delaware repair shop. Spreading the report was blocked on social media, where the Post was censored, and mainstream media outlets suggested that the scandal was the result of a Russian disinformation campaign.

Thus, the original scoop was essentially buried just weeks before Biden was elected president, in an extraordinary case of media bias. However, last week, the New York Times admitted that the laptop and its contents were authentic.

Government records show that Metabiota was awarded an $18.4 million contract by the Pentagon, the Daily Mail added. Emails showed that Hunter Biden claimed to be helping the contractor “get new customers,” including government agencies.

Reality bytes: Hunter Biden’s laptop repairman harassed, nearly bankrupt
He’s between a rock and a hard drive.

The Delaware computer repair shop owner who alerted the FBI to Hunter Biden’s infamous laptop before ultimately taking it to Rudy Giuliani says he’s faced harassment from Big Tech, the IRS and other government agencies ever since, and now faces bankruptcy.

“I was getting a lot of death threats,” John Paul Mac Isaac said. “I had to have a Wilmington trooper parked in front of my shop all the time.

“There were multiple situations where people came in and you could tell they were not there to have a computer fixed. And if there were not other people in the shop, I don’t know what would have happened,” he told The Post. “I was having vegetables, eggs, dog s–t thrown at the shop every morning.”

Mac Isaac, 45, said his life was completely upended after the laptop contents became public in a series of reports by The New York Post in October 2020.

The laptop came into Mac Isaac’s possession after the future president’s son dropped it off for repairs in April 2019 and never came back. The hard drive contained a trove of emails, text messages, photos and financial documents between Hunter Biden and his family and business associates. The files show a laundry list of shady business deals around the world with Hunter Biden looking to cash in on his family and connections.

Russia investigates alleged footage of Ukrainian troops torturing POWs
Unverified graphic footage purports to show Ukrainian servicemen shooting Russians at point-blank range

Russia has launched a probe after graphic video emerged online, purporting to show the torture of prisoners of war at the hands of Ukrainian servicemen.

“The video circulating online shows captured soldiers being shot in the legs with medical assistance,” the country’s Investigative Committee said in a statement on Sunday.

The head of the body, Alexander Bastrykin, has ordered “investigators to establish all the circumstances of the incident, collect and record evidence and identify all the persons involved in it to subsequently bring them to justice.” While it was not immediately clear where or when the disturbing videos were shot, some reports indicate the incident unfolded at a military compound located in the eastern Ukrainian region of Kharkov, which is used by “nationalist” units, the committee added.

Multiple disturbing clips apparently filmed at the same unknown facility, emerged online over the weekend. The videos are so extremely graphic that RT is unable to share them.

The footage shows multiple people, apparently Russian prisoners of war, lying on the ground. All of the servicemen appear to be heavily beaten and have leg wounds.

The injured soldiers are interrogated by armed men, many of whom are wearing blue armbands commonly used by Ukrainian units. Some of the wounded personnel apparently died during the interrogation. Footage also shows three other prisoners ordered out of a van and shotin their legs at a point-blank range.

The extreme cruelty displayed in the videos has garnered condemnation, even from pro-Ukrainian figures. The founder of the US-government funded Bellingcat “investigative journalism” outlet Eliot Higgins, for instance, has described it as “very serious incident” and called for a “further investigation” of the disturbing imagery.

Top civilian commander at US air base led child sex abuse ring

Top civilian commander at US air base led child sex abuse ring
The army employee, who’s currently serving 17 years, may have been open to blackmail, says a former FBI chief, as a civil case looms

The US Army and the State of Arizona missed multiple red flags that allowed a senior civilian commander at an air base in Afghanistan to lead a child sex abuse ring over the course of a decade, according to records reviewed by AP.

The news agency has interviewed one of the alleged victims, who is suing the state in a civil case that begins next week.

David Frodsham, who pleaded guilty to abuse charges in 2016 and is serving a 17-year-sentence, led a network that included an army sergeant who was later found guilty of posting child pornography online. One of the alleged victims of the ring was Frodsham’s adopted son.

While working in Afghanistan, Frodsham “jokingly” asked an IT technician to grant him access on his work computer to the free pornographic video-sharing website YouPorn, told one female colleague she had only been recruited because he wanted to be “surrounded by pretty women,” and regularly called others “honey,” “babe,” and “cougar.” He was ordered back to the US after the army verified multiple allegations of sexual harassment against him.

“I would not recommend placing him back into a position of authority, but rather pursuing disciplinary actions at his home station,” a commanding officer wrote in a US Army investigative file seen by AP, recommending Frodsham be returned from Bagram Airfield in Afghanistan to Fort Huachuca in Arizona.

Despite nearly 20 complaints of abuse, neglect, maltreatment, and licensing violations, Frodsham and his wife, Barbara, were allowed to retain custody of their three adopted sons. At the same time, the US Army gave Frodsham security clearances and access to sensitive information, despite his vulnerability to blackmail due to his offending behavior.

When Frodsham returned to Fort Huachuca, he rejoined the army’s Network Enterprise Technology Command (NETCOM), serving as director of personnel for a global command of 15,000 soldiers and civilians, AP has reported.

“He would have been an obvious target of foreign intelligence services because of his role and his location,” Frank Figliuzzi, a former FBI assistant director for counterintelligence, said, adding that the location in which Frodsham had worked on his return from Afghanistan was “one of the more sensitive installations in the continental United States.”

A spokesperson for the US Army at Fort Huachuca confirmed that Frodsham had worked as a program manager for NETCOM before he was arrested. They did not reveal whether the army had disciplined Frodsham after he returned from Afghanistan or had concerns that he might be a security risk.

Two of the Frodshams’ adopted children have each filed a civil suit against the State of Arizona for allowing the couple to continue parenting them despite the allegations of abuse. The third adopted child is expected to file a suit on Tuesday.

In an interview published by AP, Ryan Frodsham, one of the three young men who has filed a lawsuit, claims his adoptive father started sexually abusing him when he was 9 or 10 and later offered him to other men to be abused.

He maintains that he had informed state representatives that he was a victim of abuse. A spokesperson for Arizona’s Department of Child Safety has not publicly responded to the allegations.

Russia ditches key demands in Ukraine peace talks – Financial Times
The reported softening of Moscow’s negotiating position comes ahead of Russia-Ukraine talks in Turkey
Moscow has apparently dropped several key demands in the painstaking Ukraine peace talks, the Financial Times reported on Monday, citing “four people briefed on the discussions.”

According to the report, Moscow is now prepared to let Ukraine “join the European Union if it remains militarily non-aligned as part of ongoing ceasefire negotiations” and drops its NATO aspirations.

“The draft ceasefire document does not contain any discussion of three of Russia’s initial core demands – ‘denazification’, ‘demilitarization’, and legal protection for the Russian language in Ukraine,” the newspaper asserted, adding that its sources spoke “under the condition of anonymity because the matter is not yet finalized.”

The reported shift in Moscow’s position comes ahead of a new round of Russia-Ukraine talks scheduled to take place in Turkey on Tuesday. Moscow and Kiev have held three rounds of in-person talks and further contacts via video link, but the negotiations have failed to yield any tangible result apart from the two sides finding some common ground on humanitarian corridors and evacuation of civilians from combat zones.

In mid-March, the Financial Times reported an imminent breakthrough in the talks, claiming that the two sides had drafted a 15-point peace plan. The report, however, was refuted by both Moscow and Kiev, while no actual breakthrough occurred. The new claims by the newspaper have not prompted any official reaction so far.

The report appeared to directly contradict fresh statements by Russian Foreign Minister Sergey Lavrov, who told Serbian media that both “denazification” and “demilitarization” remain among the main goals of Moscow.

“It’s in our interest that these negotiations yield a result. A result that will meet our principal goals,” the top diplomat stated, adding that recent events in Ukraine have clearly shown that hard-line nationalist fighters “are exploring Nazi warfare style in practice.”

“If you have seen how the Nazi Ukrainians from the Azov or Aidar battalions treat Russian prisoners of war now, I think everything becomes clear to you,” Lavrov said, referring to gruesome footage, purporting to show the torture and execution of Russian POWs by the Ukrainians that emerged over the weekend.

Moscow launched a large-scale offensive against neighboring Ukraine in late February, following a seven-year standoff over Kiev’s failure to implement the terms of the Minsk agreements, and Russia’s eventual recognition of the Donbass republics of Donetsk and Lugansk. The German- and French-brokered protocols had been designed to regularize the status of those regions within the Ukrainian state.

Russia has now demanded that Ukraine officially declare itself a neutral country that will never join the US-led NATO military alliance. Kiev insists the Russian offensive was completely unprovoked and has denied claims it was planning to retake the two republics by force.

Russia’s top negotiator comments on peace-talks outcome
Moscow's envoy described conditions for Putin's talks with Zelensky
Russia has agreed to meet Kiev half-way and will allow a meeting of its leaders to be held on the same day that the final version of a peace treaty is pre-approved by the two nation’s foreign ministers, Moscow’s top negotiator said on Tuesday, after a new round of talks in Istanbul.

Previously, Moscow had insisted that a meeting between Russian President Vladimir Putin and his Ukrainian counterpart Volodymyr Zelensky could only be set after the deal would be finalized.

Vladimir Medinsky described the talks in Turkey as “constructive” and said his delegation had received a clearly outlined position on what Kiev sought to achieve. The written proposal, which includes Ukraine's pledge to remain a neutral nation and that it will not try to obtain any weapons of mass destruction, including nuclear weapons, will be relayed to Putin, he said.

Coinciding with Medinsky’s statement to the press, the Russian defense ministry announced it was drastically reducing its military operations in some parts of Ukraine, including near the capital, Kiev. The ministry cited “the talks moving into the practical dimension,” as the reason for the change.

David Arakhamia, Medinsky’s opposite number in the Ukrainian delegation, said Kiev had sought a security guarantee from a number of nations that would work not unlike NATO’s mutual self-defense commitment.
He named the UK, China, the US, Turkey, France, Canada, Italy, Poland and Israel as possible guarantors, and claimed some of them have given their preliminary agreement to serve in that capacity.
The proposed security pledge will not apply to the parts of Ukraine whose status remains in dispute, Arakhamia said. These include Crimea, which Russia considers its territory, and the breakaway Donetsk and Lugansk People’s Republics, which Russia recognized as sovereign states and whose forces are taking part in ongoing hostilities.
Turkish Foreign Minister Mevlut Cavusoglu remarked that he hoped that the outcome of the negotiation would soon lead to a ceasefire and a sustainable political resolution of the crisis.

Last month, Russia launched a military attack on Ukraine over Kiev’s failure to implement the terms of the Minsk ceasefire agreements, and Russia’s eventual recognition of the Donbass republics in Donetsk and Lugansk. The German- and French-brokered protocols had been designed to regularize the status of those regions within the Ukrainian state.

Kiev says the Russian offensive was completely unprovoked and has denied claims it was planning to retake the two republics by force.

Russia sanctions may lead to global energy crisis
International energy security should be the top priority now, IEA says
The events in Ukraine could soon lead to a global energy crisis, the head of the Paris-based International Energy Agency, Fatih Birol, said at a meeting of energy and climate ministers on Wednesday.
“Given Russia’s role in the global energy system, this humanitarian crisis could be followed by an energy one,” he said, noting that it is now crucial to determine what measures the global community can take to avoid this.
“This situation confirms the need to ensure international energy security.”

The global energy watchdog announced last week it had developed a 10-step plan aimed at reducing global oil demand by 2.7 million barrels per day within four months. The organization proposes reducing the speed limit on highways by 10kph, banning the use of cars on Sundays, reducing public transport tariffs, stimulating car-sharing, expanding remote work to three days a week, and promoting the use of high-speed and night trains instead of flights, as well as the broader use of electric vehicles.
“This would significantly reduce potential strains at a time when a large amount of Russian supplies may no longer reach the market and the peak demand season of July and August is approaching,” the IEA said in a press release. According to the organization, practical action by governments and citizens can significantly reduce the demand for oil and reduce consumer spending on automobile fuel.

The warning comes as oil supplies from Russia have been put in jeopardy amid sanctions imposed on the country over its military operation in Ukraine. Russia is the world’s largest exporter of the commodity to global markets, and the third-largest oil-producing country in the world.

The US and UK said earlier this month they would stop buying Russian oil, while the EU is still divided on the issue. The IEA estimated in its March report that Russia may lose roughly one-third of its total oil production due to economic sanctions.

Meanwhile, the anti-Russia policies have been backfiring on states that introduced them. Inflation in both the US and EU has been soaring to multiple-year highs, with the costs for energy contributing the most to rising prices.

Zelensky adviser comments on possibility of peace with Russia
Alexey Arestovich said talks with Moscow have become more “constructive”
“I believe, most likely, we’ll have a peace agreement by May, in early May, or maybe even earlier. We’ll see how it goes,” Arestovich said on Monday, while appearing on political activist Mark Feygin’s YouTube channel. He added that in the best-case scenario, a deal on the withdrawal of Russian troops could even be reached in “one to two weeks.”

The adviser said the fourth round of talks, conducted on Monday via video link, was somewhat more “constructive.” Mykhailo Podolyak, another Ukrainian presidential adviser, said negotiators had taken a “technical pause” until Tuesday for “clarification of individual definitions.”

Negotiators previously agreed on civilian evacuation routes from embattled cities such as Mariupol, a port on the Azov Sea coast completely surrounded by Russian troops and the forces of the Donetsk People’s Republic (DPR). The republic, along with the neighboring Lugansk People’s Republic (LPR), broke away from Ukraine following the 2014 coup in Kiev.

In a daily video address on Tuesday, President Zelensky claimed that during 19 days of warfare, Russia has lost 80 warplanes, as well as “hundreds of tanks and thousands of other units of equipment.” The Russian Defense Ministry, meanwhile, reported on Monday evening that it had destroyed nearly 1,300 Ukrainian tanks and other armored vehicles, nearly 600 different artillery pieces, and 145 drones.

The Russian Defense Ministry said it had continued destroying radar stations and weapons depots on Monday. The Ukrainian General Staff reported on Tuesday morning that the Russian ground offensives had “no significant success.”

Both sides have remained tight-lipped about their casualties. Zelensky acknowledged on Saturday that around 1,300 Ukrainian soldiers have been killed. Moscow released its last casualty update on March 2, saying that 498 soldiers were killed and nearly 1,600 wounded.

Ukraine proposed talks, then ‘disappeared’ – Kremlin
Kiev first agreed to talks with Russia, then went silent and placed artillery amid civilians, the Kremlin claims
Ukraine had agreed to negotiate with Russia, picking the Polish capital of Warsaw as the site for talks, then “ghosted” Moscow as it began deploying rocket artillery inside civilian neighborhoods of major cities, the Kremlin claimed on Friday.

President Volodymyr Zelensky said early in the day he was willing to talk with Russia to stop the “invasion” of Ukraine. The Kremlin had communicated Russia’s terms for ending the military operation aimed at “demilitarizing and denazifying” Kiev.

“The Ukrainian side said it had reconsidered the idea of holding talks in Minsk, chose Warsaw instead, and then disappeared,” Kremlin spokesman Dmitry Peskov told reporters on Friday evening.

Peskov pointed out that the sudden pause came as “nationalist elements” began deploying multiple rocket launcher systems in residential areas of major Ukrainian cities, which Russia warned could lead to civilian casualties that Moscow has been trying to avoid.

The Russian Foreign Ministry said earlier that it had prepared a delegation for peace talks with Kiev, which President of Belarus Alexander Lukashenko agreed to host in Minsk. Dialogue depended on the “responsible behavior of Kiev,” Foreign Ministry spokeswoman Maria Zakharova cautioned.

Moving the talks to Warsaw would present a problem, as Poland announced on Friday it would close its airspace to all Russian flights.

Meanwhile, President Vladimir Putin called on the Ukrainian military to take control and not allow the nationalists in Kiev to use their families as human shields.

“Take the power into your own hands!” the Russian president said, adding that the army would be a better negotiating partner than “a bunch of drug addicts and neo-Nazis” who he claimed have “entrenched themselves in Kiev,” and are holding the people of Ukraine “hostage.”

Zelensky agreed to talks with Kremlin, venue being discussed – Kiev

Ukrainian President Volodymyr Zelensky is ready to start negotiating a ceasefire with Russia, his spokesperson has said, claiming that Kiev has been in touch with the Kremlin about a possible venue and the date of the talks. Moscow previously said the Ukrainian leader “disappeared” after initially agreeing to negotiations.

“I have to refute the claims that we have refused to negotiate,” Zelensky spokesman Sergii Nykyforov wrote in a Facebook post on Saturday.

“Ukraine was and remains ready to talk about ceasefire and peace” he said, insisting that currently, “the parties are consulting about the place and time of the negotiation process.”

Kiev also appeared to confirm reports that the Zelensky government had asked Tel Aviv to serve as a mediator at the talks with the Kremlin.

Ukraine’s Ambassador to Israel Yevgen Korniychuk told the New York Times that Tel Aviv has yet to respond. “They didn’t say no. They are trying to figure out where they are in this chess play,” he said, adding “We do believe that Israel is the only democratic state in the world that has great relations with both Ukraine and Russia.”

Shortly before Nykyforov released his statement, Russian Foreign Ministry spokeswoman Maria Zakharova claimed that Kiev refused to hold negotiations on Friday, adding that Kiev suggested postponing the discussion of the issue till Saturday.

Zelensky had earlier suggested the Polish capital of Warsaw as a venue for the talks rather than Moscow’s proposal of Minsk, but “disappeared” soon after, Kremlin spokesman Dmitry Peskov said earlier on Friday. The Kremlin spokesman also accused “nationalist elements” within Ukraine of deploying rockets into residential areas around the same time, warning that could result in civilian casualties.

In a national address early Friday, the Ukrainian president said he is “not afraid to talk with Russia,” including about a “neutral status” for Ukraine, but demanded third-party guarantees. The Ukrainian leader also claimed that NATO and the European leaders left Ukraine to fend for itself.

Russia says it has resumed the military operation in Ukraine after Kiev refused to negotiate
Russia’s military operation in Ukraine has continued after the country’s leadership had declined to negotiate, Kremlin spokesman Dmitry Peskov said on Saturday

President Vladimir Putin previously ordered the Russian troops to halt their advance on Friday, awaiting a response from Kiev, Moscow said. It added that the offensive continued on Saturday.

Ukraine agrees to hold talks with Russia in Belarus – Moscow
Earlier, Kiev refused to conduct negotiations on Belarusian territory amid the conflict
Russia said on Sunday that, after some back-and-forth, Ukraine agreed to dispatch a team to Belarus for talks to end the Russian military campaign in the country.

Kiev “confirmed” the planned talks in Gomel Region, which is close to the borders of both Russia and Ukraine, Russian chief negotiator Vladimir Medinsky told reporters.

Medinsky, an aide to President Vladimir Putin and former culture minister, added that the parties are now deciding on the logistics and the exact location of the summit, with “maximum security” for the Ukrainians.

“We guarantee that the travel route will be 100% safe. We will be waiting for the Ukrainian delegation,” Russian chief negotiator said.

The Russian team arrived in Gomel on Sunday, where it said talks were planned with the Ukrainians. Kiev later said it wanted to negotiate on “neutral ground,” arguing that Russian troops were using Belarusian territory to stage attacks on Ukraine. Minsk, however, denied that its forces were participating in the Russian operation.

The Russians initially said their team would stay in Belarus until 3pm local time. However, Ukrainian President Volodymyr Zelensky spoke to his Belarusian counterpart, Alexander Lukashenko over the phone, asking to move the deadline, according to Lukashenko’s spokeswoman, Natalia Eismont. She said the Belarusian leader then spoke to Russian President Vladimir Putin, who agreed to move the planned negotiations to a later time.

Zelensky’s office later confirmed the call with Lukashenko. The statement said the two agreed that “the Ukrainian delegation will meet with the Russians without any preconditions on the Ukrainian-Belarusian border, near the Pripyat River.”

Moscow attacked its neighbor this week, arguing that it was defending the Donetsk and Lugansk People’s Republics, which broke off from the eastern part of Ukraine shortly after the 2014 coup in Kiev. Ukraine said the move was an act of unprovoked aggression.

Russian-Ukrainian peace talks to begin on Monday
The negotiations in Belarus are aimed at ending the Russian military operation in Ukraine
Moscow and Kiev are set to hold talks in Belarus on Monday amid Russia’s military operation in Ukraine.

Russia attacked the neighboring state early Thursday morning, arguing that it was defending the Donetsk and Lugansk People’s Republics, two regions with a sizeable portion of Russian speakers, which broke off from Ukraine shortly after the 2014 coup in Kiev. Ukraine said the move was an act of unprovoked aggression.

The talks are scheduled to begin in Belarus somewhere close to the Ukrainian border. The Belarusian Foreign Ministry published a photo of the room for the negotiations on Monday morning. The country is prepared to organize the talks “at any moment,” Anatoly Glaz, a foreign ministry spokesman, said.

Sputnik Belarus quoted a source on Monday as saying the Ukrainians have arrived in the country.

Ukraine names key points for talks with Russia
Immediate ceasefire and withdrawal of troops are crucial negotiation matters

Ukraine-Russia negotiations have reached ‘certain decisions’
Ceasefire talks hosted by Belarus adjourn for consultations
Moscow and Kiev have found certain things that could be agreed on during the ceasefire talks hosted by Belarus and will return for consultations before the next round, both delegations told reporters after the talks ended on Monday.

The main purpose of the talks was to discuss a ceasefire in Ukraine, said Mykhailo Podolyak, adviser to Ukrainian President Volodymyr Zelensky. The two sides have identified a number of priority topics, on which “certain solutions have been outlined,” he added.

The two delegations found points on which common positions could be reached, confirmed Vladimir Medinsky, aide to Russian President Vladimir Putin.

Monday’s talks, which lasted for nearly five hours, took place in Belarus near the Russian and the Ukrainian borders. The next round will take place on the border between Belarus and Poland in the coming days, Medinsky said.

Ukraine’s delegation was led by Defense Minister Alexey Reznikov, and its main demand was an immediate ceasefire and withdrawal of all Russian troops from the country.

Zelensky said on Sunday he didn’t really believe the negotiations would succeed, but thought they were “a chance, however small, to de-escalate the situation.”

While the talks were ongoing, Zelensky sent a formal request for Ukraine’s EU membership to Brussels. Meanwhile, Russia has put its nuclear deterrent forces on highest alert amid NATO moves to send weapons to Kiev.

Ukraine-Russia negotiator killed – reports
A participant in the first round of peace talks was reportedly killed during an arrest in Kiev

Sources in Ukraine have claimed that a member of the delegation Kiev sent to engage in talks with Moscow earlier this week was killed on Saturday.

The first claim about the death of Denis Kireev came from Aleksandr Dubinsky, a controversial MP and journalist. In a post on social media, he claimed Kireev had been killed by agents of the SBU, the Ukrainian security service, during an attempt to arrest him.

The assertion was later confirmed by two media outlets, Ukraina.ua and Obozrevatel, which both cited their own anonymous sources. The former published a partially blurred photo of what it claimed to be the body of the man. The image showed someone lying on the sidewalk face-up with what appeared to be blood on his face and pooling under the head. No comments by Ukrainian officials were available as of 4 pm local time on Saturday.

Moscow and Kiev may soon come to agreement – Russian negotiator
Ukraine said Russia was seeing the situation “much more adequately” than before
A member of the Russian negotiating team, Leonid Slutsky, has said he believes the “significant progress” he has observed in talks between Moscow and Kiev might soon lead the two sides in the conflict to sign an agreement.

Speaking to RT Arabic on Sunday, Slutsky – who also chairs the State Duma’s Committee on International Affairs – said, “If we compare the positions of both delegations at the talks, at the very beginning and today, we see significant progress.”

“I am happy to report that, according to my personal expectations, in the next few days, this progress may develop into a joint position of the delegations and into documents to sign.”

Slutsky stressed that signing such documents would be a matter of “paramount importance,” as it would provide a basis for de-escalation and for “saving many people who are dying today.”

Russia has consistently accused Ukrainian “nationalists” of using civilians as cover and of preventing their evacuation through humanitarian corridors. Slutsky described these alleged actions as “monstrous” in their “cynicism,” but said the crisis would be addressed “in the very near future.” Kiev has consistently denied it has obstructed the evacuation, and blamed Russian shelling for preventing the safe passage of people.

Ukraine has nonetheless apparently witnessed some progress in the negotiations, too. Presidential aide Mikhail Podolyak said in an interview with the Russian newspaper Kommersant that the two sides were approaching a compromise. He opined that the Russian side was “already seeing things much more adequately,” but noted that it would likely be some time before it “fully, 100%, understands the situation it has got into.”

Georgia rejects Kiev’s call to open ‘second front’ against Russia
The head of Ukraine’s national security council has suggested other countries should attack Moscow while it’s busy with Kiev
The Secretary of the National Security and Defense Council of Ukraine, Alexey Danilov, called for the opening of a “second front” against Russia as he appeared live on 1+1 TV station late on Saturday.

The senior official said that, should new conflicts break out between Russia and third parties, this would provide “quality support” to Ukraine trying to fend off the ongoing invasion. Georgia could become one such party to try and attack Russia while it’s busy in Ukraine, Danilov suggested, criticizing the neutral stance taken by Tbilisi. Georgian leadership has abstained from imposing anti-Russian sanctions, arguing that such a step would only harm the country’s own economy.

“Georgia is behaving not very appropriately, to put it mildly,” the official said, calling on it to try and “return” its territories. Danilov apparently referred to the breakaway republics of South Ossetia and Abkhazia, which broke away from Tbilisi in the 1990s and were recognized as independent by Russia following the brief 2008 war.

“But, what if both Pridnestrovie, and Georgia, and everyone would embark onto returning their territories today,” Danilov asked, referring to the breakaway region of Moldova, where a Russian peacekeeping force has been stationed for decades already.

“This would definitely help us, because that would make them busy with something besides destroying our cities and villages, killing our children and women.”

Danilov’s warlike calls, however, have met a cold reception in Georgia, with multiple politicians firmly rejecting such ideas. An MP with the ruling Georgian Dream party and the head of Georgia’s parliamentary foreign affairs committee, Nikoloz Samharadze, even expressed doubts such statements could have been produced by that senior official at all.

“I hope this is a lie. Does the Secretary of the Security Council of Ukraine call on Georgia and others to abandon the policy of peaceful restoration of their territorial integrity, opening a second front to destroy our cities and villages, so that Georgian women and children die too? Is this true?” Samkharadze wondered in a social media post.

A similar sentiment was expressed by another MP with the Georgian Dream party, Mikhail Sardzhveladze, who said that igniting more conflicts “will not help or become a relief for Ukraine”

Danilov also approved of the idea to claim the Kaliningrad region from Russia, voiced earlier this week by ex-commander of the Polish Land Forces, General Waldemar Skrzypczak. The general claimed that the historical German region, that ended up under Russian rule after the defeat of Nazi Germany, was, in fact, Polish land.

The remarks scored a widespread condemnation in Russia, with the governor of the region, Anton Alikhanov, warning the Polish general that his country should not raise territorial claims, given that “a very large part of land that is now Poland, in fact, was conquered, claimed from Nazi Germany and transferred as a gift from the Soviet to the Polish people.”
