新コロナウィルスの起源は解明されるか

新コロナウィルスの起源について、WHOの調査団が武漢の研究所からの流出の可能性は低いとの判断を示しています。武漢での感染拡大以前に欧州などで新コロナウィルスに感染していた人がいたことが明らかになっており、米国でも抗体を持っている人がいたとされています。

米国では2019年に正体不明の肺炎で亡くなる方が増えていたこと、米国の軍の研究所で排水の処理施設が故障していた事実なども指摘されており、この研究所との関連があるのではないかとの指摘が早くからなされていました。

この1年の新コロナウィルスの変異株発生の経過を見ると、武漢で流行した新コロナウィルスがそもそも変異株であった可能性もあるわけで、新コロナウィルスがどのような経過をたどったかはまだわかっていません。

中国はWHOの調査に協力しましたが、他の国がどこまで新コロナウィルスの経過把握のための調査に協力するのか疑問が残ります。特に米国。

もし米国国内に由来を解明するカギがあるとすれば、途中で解明努力は挫折するでしょう。ですが、ロシアは新コロナウィルスの起源について一定の事実をつかんでいるようです。

[15日 ロイター] - 米国で初めて新型コロナウイルスの感染が報告される数週間前の2019年12月に、米国の5つの州で少なくとも7人が新型コロナに感染していたことが米政府の最新の研究で明らかになった。

MOSCOW, April 6. /TASS/. Russia is set to continue its cooperation with the World Health Organization (WHO) in investigating origins of the novel coronavirus, Russian Foreign Ministry spokeswoman Maria Zakharova said in a statement, released in the wake of the latest WHO report on the matter.

"The final report is a result of the entire team’s meticulous work. It reflects various opinions and approaches regarding origins of the novel coronavirus infection. It reflects our point of view as well," Zakharova said.

"Importantly, the document outlines the path of further work and international cooperation in studying causes of COVID-19, such as joint studies of environment, zoonoses, genetics and immunology. We are ready to cooperate with our partners in those areas," she added.

The final report of an international mission of experts on their visit to China in January-February in order to establish the origin of the COVID-19 agent was published last week. Experts have not reached a definitive conclusion on the origins of COVID-19.
According to the final report published in Geneva on Tuesday, the most likely scenario is the transmission of the coronavirus from one animal to another and then to humans and the least likely one - the laboratory origin of SARS-CoV-2.

Almost exactly one year has passed since the World Health Organization announced the first confirmed cases of the new coronavirus.

Yet the virus' origin and the true timeline of its worldwide spread remain a mystery. A growing body of evidence now suggests it was circulating months before the first cases captured global attention in Wuhan, China.

A study from Milan's National Cancer Institute found that four of Italy's coronavirus cases dated back to October 2019. Research from China shows people were getting sick in Wuhan in November and early December: One analysis, based on satellite images of Wuhan hospitals and online searches for COVID-19 symptoms in the area, suggested the virus may have started circulating there as early as late summer.

Although pinpointing the exact date of the virus's first jump from animals to people is impossible without more data, many studies suggest the pandemic's December anniversary is arbitrary.

"It is perfectly possible that the initial cross-species transmission event did not happen in or around Wuhan itself," Edward Holmes, a virologist at the University of Sydney, told The Guardian.

By rejecting WHO’s conclusion the virus came from animals, the US is politicizing the pandemic to further its geopolitical, anti-China agenda. No theory will ever be good enough for Washington unless it declares Beijing guilty.

How did Covid-19 originate? Where did it come from? We’ll probably never know, the World Health Organization (WHO) has said, in a much-anticipated report following a field trip to Wuhan, China, where the virus first presented itself to the world just over a year ago.

The study, carried out by WHO and Chinese experts, concluded that the claim it may have leaked from a laboratory was highly unlikely and said the virus had probably jumped from bats to humans via another intermediary animal.

Predictably, not all were satisfied with these results. The United States, as part of its new “coalition building” efforts against China, gathered together a group of 12 other countries and issued a joint statement criticizing the report for a lack of transparency, accusing Beijing of depriving the WHO researchers of access to important data and demanding a “full-independent inquiry” into the virus’s origins.

Under pressure, Tedros Adhanom Ghebreyesus, the head of WHO, said that although a lab leak was the least likely cause, more research was needed.

While the Biden administration has dropped former president Trump’s racially charged rhetoric of “the China virus,” the fundamental mode of its approach on Covid-19 continues to be politicized for geopolitical gain. It merely represents a nicer, “mask on” version of Trump and, as with most of Washington’s foreign policy, a rebranding of it as opposed to a clear break.

With politics taking precedence above sanctions, and the obvious conclusion that an “independent” inquiry never will happen, nor would Beijing agree to it, one must conclude that these calls are meaningless posturing and that the US and its allies will never be satisfied with any other outcome other than one which places China in the dock and declares her guilty of pandemic crimes against humanity

The anti-China narrative surrounding the pandemic believes that Beijing ultimately has something grave to hide about its origins, and covered it up. Therefore, it ought to be subject to a “blame game” and held geopolitically accountable for it; all of which conveniently advances US foreign policy goals.

It is, of course, a simplistic take, one which deliberately obscures the fact that China was confronted with an unknown virus, spreading asymptomatically and discreetly. Yet the pushers of the “China guilty” conspiracy assume that the country had complete knowledge of it in advance and understood its severity.

This has led to a proliferation of unproven theories about the origin of the virus in order to sustain the idea that Beijing ought to be “responsible” for the global disaster. The Trump administration pushed this idea to the max, claiming without evidence that the virus was the product of a leak from a Wuhan laboratory.

Even with him no longer in the White House, this idea has stubbornly persisted in the mainstream media. And, while the Biden administration is not being so direct, the repeated and pre-emptive dismissals of the WHO’s report are designed to tactfully play to the public imagination, casting doubt and uncertainty. This is bad-faith politics.

In light of such, it has been widely ignored by just about everyone that the WHO observed that its report was botched not so much by political pressures within China, but from outside it too.

The WHO has repeatedly been attacked for being favourable towards Beijing, which creates a climate of distrust and dismissal towards any scientific findings which do not reflect a mood of guilt, cover up and deceit. It has been made a venting point for public anger.

Thus, even for Biden, the theory that Covid-19 most likely has a zoonotic origin falls on deaf ears, because it fails to satisfy the need for smearing China’s reputation and advancing US foreign policy. The strategy is to cast doubt for the sake of doubt as opposed to looking at the facts to reach scientific conclusions, especially if they exonerate Beijing.

So, what now? Nothing, most likely. After a year of being subject to non-stop hatred and scapegoating, why would Beijing trust a US-led initiative to investigate it further? China called for a probe into the origins of Covid-19 to shift its focus to other countries – including to a US military laboratory, at Fort Detrick, Maryland, that it has repeatedly blamed for earlier outbreaks.

This is not so much about “having something to hide” as it is a proportional response to the times we live in. There will be no “independent inquiry” and those calling for it know that, which is why the emphasis is on rhetoric alone, to blame, to discredit and to insinuate.

The world subsequently stands in confusion and frustration as the search for scientific answers over this excoriating pandemic are muddied by a continual political football between China and the West, a vicious fight over the notion that someone must be “accountable” for a pandemic which, in reality, the world ought to be working together to solve.

Authorities in Harbin, China have imposed a slew of restrictions and ordered a range of venues – including spas, cinemas and mahjong salons – to temporarily close after detecting a Covid case in the Northeastern city.

On Tuesday, local officials urged residents to stay put in the capital of the Heilongjiang province to stop the virus from spreading elsewhere. In case of essential travel people are required to show a green health-code pass to prove they are safe.

Public spaces, such as entertainment venues including karaoke halls, dance and game venues, as well as pedicure and massage salons, were instructed to halt their services to stop Covid spreading in closed spaces.

Religious sites, as well as large-scale conferences and events, have also been subject to close. Tourist attractions are required to work at half capacity and stagger the flows of people.

President of Russia Vladimir Putin: Mr President, I am glad to once again welcome you to Moscow. First of all, please accept my best wishes on your recent birthday.

President of the Syrian Arab Republic Bashar al-Assad (in Russian): Spasibo.

Vladimir Putin: And of course, on a personal note, congratulations on your solid performance in the presidential election. The result shows that you enjoy popular trust despite all the challenges and tragedies of the past years, which means that it is you that people view as the driver of recovery and a return to normal life.

I know that you are doing a great deal along these lines, including efforts to establish a dialogue with your political opponents. I really hope that this process continues. It is only by consolidating all the forces in Syria that the country can rebound and generate positive momentum in its development.

Much has been done to this effect. By working together, we have liberated most of the territory of the Syrian Republic, dealing the terrorists a heavy, damaging blow. The Syrian government now controls 90 percent of the country’s territory.

I believe that the main problem lies in the presence in some parts of the country of foreign armed forces without any mandate from the United Nations or your permission, which clearly runs counter to international law and undermines your ability to use your best efforts to consolidate the country and promote recovery at a pace that would have been possible, if the legitimate government controlled the entire country.

Regrettably, there are still some pockets of resistance, where the terrorists not only control part of the territory but also continue to terrorise peaceful civilians. Nevertheless, refugees are actively returning to the liberated areas. I actually saw during my visit, which I made at your invitation, that people are working hard to rebuild their houses and resume a peaceful life in every sense of the word.

Our joint efforts are producing a result. I am talking now not only about Russia’s humanitarian assistance to the Syrian people, but also about the development of our trade and economic ties. During the first six months of this year, our trade increased by 250 percent.

We are also working together to deal with the biggest problem humankind has come across – the battle against the coronavirus infection. The first batches of Sputnik V and Sputnik Light have been delivered to Syria. I hope that our joint efforts will help the Syrian people get back on their feet in every sense of the word, will help them restore the economy, the social sphere and healthcare, first of all as regards the current challenges.

Mr President, I am very glad to see you. Welcome.

It is a great honour for me to be in Moscow today, to meet with you and to discuss the issues that have to do with our common tasks, towards which we have been working and, while doing so, have attained positive results in the fight against international terrorism.

Our two armies, the Russian and Syrian armed forces, have been striving for and have achieved considerable results not only in the liberation of the territories occupied by the militants and in wiping away terrorism, but they have also facilitated the return of the refugees, who had to flee from their homes and their country.

Since international terrorism knows no borders and is spreading around the world like a virus, I can testify that our two armies have made a huge contribution to the protection of humankind from this evil.

Of course, our political initiatives and events, as well as the processes that we launched, be it in Sochi or in Astana, also helped bring life back to normal in the Syrian Arab Republic.

It must be noted, however, that the political processes that we carried out, have been in a state of stagnation for the past three years. Of course, there are reasons for this. There are countries that have been going to great lengths to undermine these political processes. There are other factors as well, and we are aware of them and are doing everything we can to address these urgent matters.

Some countries have imposed sanctions on the Syrian people, and these measures are clearly inhumane, directed against the state and are illegitimate. Despite all this, these sanctions are still in force.

Nevertheless, even in the current environment the Syrian Arab Republic is engaged in a whole range of processes, undertakes actions and contributes to various initiatives that must be carried through, be it to promote political dialogue or other processes.

Taking this opportunity, I would like to discuss the issues that I have already mentioned, as well as other aspects of our bilateral cooperation within working groups or as will be decided today.

Once again, I would like to take this opportunity and convey through you our gratitude to the Russian state, the Russian people and every citizen in person for the humanitarian aid that the Russian Federation has been generously providing to the Syrian Arab Republic that has been suffering for so long, including the medicine for treating and preventing the spread of the coronavirus, as well as other kinds of assistance, including food and other essential supplies that Russia has been sending to Syria. Thank you for this help.

In addition to this, a special thank you to the [Russian] Foreign Ministry for its clear and firm position and policy line on the international stage to stand up for the legitimate, universally recognised international principles and norms. The right of every people to self-determination and to determine its future on its own based on the national law is an inalienable and essential right. Sahrawi: The top Sahel jihadist killed in French 'opportunistic hit'
A French military operation in August killed Adnan Abou Walid al-Sahrawi, the head of the jihadist group Islamic State in the Greater Sahara (ISGS), it was revealed on Thursday. FRANCE 24 takes a closer look at this terrorist leader whom France had branded its “major enemy” in the Sahel.
French President Emmanuel Macron tweeted that the operation was a “major success in the fight against terrorist groups in the Sahel”.

Defence Minister Florence Parly said that French military forces had tracked Sahrawi and used a drone to take him out while he was riding his motorbike in August. Sahrawi’s death was a “decisive blow to ISGS and its cohesion”, Parly continued.

The killing was near the “border between Mali and Niger”, said FRANCE 24 jihadism expert Wassim Nasr – noting that this is a “zone of activity of Islamic State group militants”.

“There was no crew sent after the hit to verify who was killed, which means this was an opportunistic hit; a drone was flying in the zone, they targeted a motorbike with two armed people on it,” Nasr said. “So they fitted into the criteria of jihadis in an area of jihadi activity and they were hit.”

[10日 ロイター] - 米国に本拠を置く国際人権団体「ヒューマン・ライツ・ウォッチ」は10日、シリア政府が8月21日に、反体制側に対して毒ガスによる攻撃を行ったことを強く示唆する証拠があるとの調査結果を公表した。
同団体はニューヨークで公表した報告書の中で、証言内容や攻撃した側とみられる関係者の情報、使用された兵器の残余物、被害者の医療記録を分析し、こうした結論に至ったと明らかにした。
米国は、シリアの反体制派が支配する地域への毒ガス攻撃によって1400人以上が死亡したとしている。

シリアにおける毒ガスあるいは化学物質による大量殺戮については、テロリスト側による偽旗事件も含めて議論があるところですが、内藤氏はアサド政権による化学兵器使用を断言しています。ここは違和感が否定できないところ。
