The Organisation for the Prohibition of Chemical Weapons (OPCW) said Tuesday that it’s found evidence of a poisonous substance from the Novichok group in blood and urine samples of Russian anti-corruption activist Alexey Navalny.

As a result, the German government – which requested the study – says it intends to work out a response in collaboration with other European Union members. It looks likely that the situation will lead to a new front opening in the sanctions war. On Saturday, German Foreign Minister Heiko Maas said he expected the EU to impose penalties against Russia if the presence of Novichok in Navalny's system is confirmed.

“The results of the analysis... confirm that the biomarkers of the cholinesterase inhibitor found in Navalny’s blood and urine samples have similar structural characteristics as the toxic chemicals belonging to [the Novichok family],” the OPCW said in a statement published on its website. According to the organization, these substances were produced and stockpiled exclusively as chemical weapons and they have little or no other use other than as chemical warfare agents.

OPCW Director General Fernando Arias Gonzalez expressed his gratitude to the laboratories involved in the study and said that their findings were of significant concern. “State Parties to the Chemical Weapons Convention have declared the use of chemical weapons by anyone under any circumstances as reprehensible and wholly contrary to the legal norms established by the international community,” he explained. “It is therefore important now for State Parties to uphold the norm they have decided to adhere to more than 25 years ago.”

The Kremlin has no information about the OPCW report, spokesman Dmitry Peskov said. He explained that "there needs to be some time to hand it over through diplomatic channels and for us to receive this information." "It seems like there will be all information required there," Peskov explained.

Earlier on Tuesday, the OPCW revealed it was ready to send experts to Russia to establish the facts in the Navalny case, at Moscow's invitation, which was issued last week.

Russian Foreign Minister Sergey Lavrov sharply criticized the OPCW the day before the report was published, insinuating that it had allowed itself to become a tool of Western governments. He noted in particular the unsatisfactory work of the organization during its investigation of the 2017 chemical attack in the Syrian city of Khan Sheikhun. According to Lavrov, the OPCW should have sent its own experts to Syria to collect samples, but instead relied on ones provided by Britain and France.

The bombshell allegation comes just hours after Navalny claimed Putin was behind his alleged poisoning in August. He told Germany's Der Spiegel magazine that he had “no other explanation for what happened."

Peskov took umbrage at the activist's comments alleging Putin's involvement in the incident, dismissing them as "baseless" and "insulting." He told reporters "we believe that such accusations against the Russian president are absolutely unfounded and unacceptable."

German officials alleged, last month, that Navalny had been targeted with a nerve agent from the 'Novichok' family. "We want to investigate the case of the Berlin patient [Navalny] and establish the cause of what happened," Peskov explained, expressing doubt about the veracity of the German analysis. "For this, we need to get information from those who found traces of poisoning."

The Kremlin has previously complained that Berlin has been uncooperative in providing evidence that the Moscow protest leader had indeed been attacked with Novichok.

Peskov also commented on Navalny's intention to return to Russia, as expressed to Der Spiegel, observing that he saw no heroism in his declaration. "Any citizen of Russia can return to his homeland at any time," the spokesman outlined. "Treatment can take place in our country, in fact, almost all people avail of this. Lives are saved in our country, and the life of this patient was also saved in Russia." This refers to when Navalny had initially been hospitalized in Siberia

Alexei Navalny was in a coma from August 20 to September 7, after falling ill during a flight to Moscow from Tomsk. First, he was hospitalized in Omsk, after an emergency landing, before being transported to Berlin's Charité clinic days later. After making a speedy recovery (taking into account the alleged lethality of Novichok), the anti-corruption activist was discharged last week.

A dramatic day of verbal hostility has led to Russian opposition figure Alexey Navalny announcing his intent to sue President Vladimir Putin's spokesman. The threat came after the Kremlin accused Navalny of working with the CIA.

Germany's Der Spiegel magazine published a sensational interview with Navalny on Thursday, in which the anti-corruption activist, who is recovering in Berlin from a suspected poisoning, says “I assert that Putin is behind [the crime], I don’t see any other explanation.”

In response to these comments, Putin's press secretary Dmitry Peskov dropped a bombshell, telling reporters the Moscow protest leader was connected to foreign spooks.

“Probably, it is not the patient [Navalny] who works for the Western special services, but that the Western intelligence services who work with him – this would be more correct [to say]. I can even be specific: these days, specialists from the Central Intelligence Agency (CIA) of the United States of America are working with [Navalny].”

Navalny immediately fired back on his blog: “This is a direct allegation from a government official. Therefore, first of all, I am taking legal action against Peskov. And secondly, I demand that the proof and facts that suggest I am ‘working with specialists from the CIA’ are published. Put it straight on television, in prime time. You have my permission”.

In the same press call on Thursday when Peskov linked the anti-corruption campaigner to the CIA, he responded to Navalny's interview by saying: “We believe that such accusations against the Russian president are absolutely unfounded and unacceptable, and furthermore, we find a host of these statements completely offensive and inexcusable”.

As tensions mounted, members of Russia’s State Duma continued to throw their weight behind Peskov. According to its website, speaker Vyacheslav Volodin called Alexey Navalny a collaborator of Western intelligence agencies. “Navalny is a shameless person and a skunk. Putin saved his life. If what happened to him had been orchestrated by the intelligence services of Western countries, then his statement fits perfectly into the scheme of things.”

“Everyone genuinely worked to save him – from the pilots and doctors to the president. And only an ingrate could make such statements.” The head of the legal team at Alexey Navalny’s Anti-Corruption Foundation, Vyacheslav Gimadi, confirmed that the lawsuit would be addressed to Dmitry Peskov’s home address, and would fall under the jurisdiction of the Presnensky district court in Moscow.

‘CBS interpreted my remarks incorrectly,’ Taliban spokesman says, as report claims the militant group endorsed Trump
Taliban spokesman Zabihullah Mujahid has rubbished the CBS News interpretation of his words. The network provoked uproar claiming that the militant group wants Trump to win the election and withdraw troops from Afghanistan.

The “clarification” from the Taliban spokesman came hours after a report that the militant group threw its weight behind Trump set Twitter alight, with the president's detractors seizing upon the unusual endorsement to tear into the Trump administration.

“US news outlet @CBSNews has interpreted & published my remarks incorrectly. Nothing of the sort has been communicated as publicized by them,” Mujahid tweeted.

In its report on Saturday, CBS News claimed that Mujahid told them in a “phone interview” that he hopes Trump would prevail over his Democratic rival, Joe Biden, in November, and stick to the withdrawal plan, agreed as part of the deal with the Taliban earlier this year.

"We hope he will win the election and wind up U.S. military presence in Afghanistan,” CBS News cited Mujahid as saying.

In another quote, CBS News attributed to Mujahid, the Taliban spokesman was cited praising Trump’s “America first” motto. "It is the slogan of Trump from the start that they are not cops for the world and don't want a single flag and anthem for the globe, but their priority is America," Mujahid allegedly said.

Apart from Mujahid, CBS News also cited another unnamed “senior Taliban member” praising the US leader.

It’s unclear what exactly in the CBS News “bombshell” prompted Majahid to accuse the channel of twisting his words, since he has not elaborated further.

While the alleged Taliban’s endorsement has seen Trump’s critics declaring an open season on the president, his own campaign was quick to reject the apparent accolade.

"The Taliban should know that the president will always protect American interests by any means necessary," Trump’s campaign spokesman Tim Murtaugh said.

Under a deal with the militant group, the US agreed to a complete withdrawal of combat troops by spring 2021, pulling out forces in stages as the Afghan government works toward a long-term ceasefire with the Taliban. Trump has always rallied behind a full withdrawal of forces, saying as recently as Wednesday that all US soldiers in Afghanistan could be home by Christmas, although this timeline appears to be at odds with that of the US military brass.

Presidential candidate Svetlana Tikhanovskaya was provided with $15,000 by the Belarusian authorities right before she left the country for Lithuania after the August 9 election, President Alexander Lukashenko said.

Speaking at a government meeting on Friday, Lukashenko revealed that shortly after the election the opposition candidate requested a meeting with the country’s Interior Minister Yuri Karayev, asking him to allow her to leave Belarus.

The president had said before that he tasked the country's special services with safeguarding Tikhanovskaya, as she perfectly fit the role of a potential “sacrificial lamb” to fuel the anti-government protests. The candidate herself apparently shared a similar sentiment and feared for her life.

“All in all, there was only one request: ‘Please tell the president that I want to leave Belarus, bad things will happen.’ We understood that there could be trouble indeed,” the president said, adding that he then ordered that Tikhanovskaya be provided with an escort to ensure her safe departure for Lithuania.

Tikhanovskaya then claimed she was short of money to live there and to support her children, Lukashenko revealed. After that, he ordered one of the “state enterprises” to allocate a lump sum of $15,000 to support the politician. Tikhanovskaya was immensely grateful for the support and was “crying,” Lukashenko added.

So far, Tikhanovskaya has not reacted to Lukashenko’s claims.

The ongoing turmoil in Belarus erupted after the contested August 9 presidential election. The country’s long-term leader Lukashenko secured a solid win, scoring more than 80 percent of votes, yet the opposition challenged the result alleging it was grossly falsified. Tikhanovskaya, the main opposition candidate, who got some 10 percent of votes, fled the country shortly after the election, claiming to have won it.

The election triggered a wave of mass protests which have been met with a heavy-handed police response, especially violent in the first few days after the polls. The protests have continued across Belarus each weekend since then, but they’ve seemingly lost momentum and the number of people taking to the streets are dwindling.

Tikhanovskaya’s supposed ‘gratefulness’ for Lukashenko’s material support did not last that long though, as she maintains the president should step down and even describes herself as “the only leader elected by the Belarusian people.” Minsk, in turn, opened a criminal investigation against the former candidate and placed her on the wanted list over her calls to seize power.

The Danish Parliament has revealed that a supposed online meeting featuring leading Belarusian opposition figure Svetlana Tikhanovskaya actually involved an unknown prankster, who spoke to them about “animal brothels.”

In an embarrassing turn of events for Copenhagen, on Tuesday, a group of the country’s MPs were taken for a ride for an entire 40 minutes before they realized something was wrong. And that was despite the obvious giveaway that the fake Tikhanovskaya could not appear on camera, citing technical difficulties.

According to local media, reality dawned after over half an hour of questioning, when ‘Tikhanovskaya’ asked a question about “brothels with animals.” This ‘news story’ has been traced back as far as 2014, and was later spread by Russian politician Alexey Zhuravlev on TV.

In response, the Danish parliament has stressed that “nothing was said that could compromise the foreign policy of Denmark,” with Foreign Policy Committee Chairman Martin Lidegaard now deciding to make use of a camera a mandatory requirement for video conferences, going forward.

“I hope this was just a rude joke,” Lidegaard said.

Tikhanovskaya has been conducting a tour of Europe since she fled Belarus in August. In the past two weeks, she has met German Chancellor Angela Merkel in Berlin, French President Emmanuel Macron in Vilnius, and Slovakian President Zuzana Čaputová in Bratislava.

On August 9, Alexander Lukashenko was elected for a sixth term as Belarusian president, in an election many consider to have been rigged. According to the official results, he received 80.10 percent of the vote, with opposition candidate Tikhanovskaya receiving just 10.12 percent. After the polling stations closed, mass protests began against the alleged falsification of the results. In the weeks since, the demonstrations have become less frequent and less violent, but still attract thousands of Belarusian citizens.

VILNIUS, October 13. /TASS/. Former Belarusian presidential candidate Svetlana Tikhanovskaya announced that the Belarusian opposition intends to move to active actions in two weeks’ time if its demands are not met.

"We declare a national ultimatum on October 25," she wrote on her Telegram channel. Tikhanovksaya added that the opposition expects the national authorities to comply with all their demands before this date, including incumbent President Alexander Lukashenko’s resignation, while law enforcement agencies should stop dispersing protests and release all arrested opposition figures.

Tikhanovskaya claims that if the authorities fail to meet these demands, the opposition will organize strikes, block off roads and will call on their supporters to stop purchasing goods in state shops.

各地で集団感染ぞくぞく 江戸川区は特に注意

東京第16区江戸川区では、2020/8に超過死亡が発生しています。


江戸川区葛西では食品加工企業で集団感染が発生していますが、これは9月下旬です。8月中の新規感染者は、7月より少し高い水準で推移していましたが、特に多いとは言えないかもしれません。特に大きな集団感染も見当たりません。


感染者の職業分布。集団感染ではこの欄に同じ書き込みがなされます。面白いのは区外に勤める会社員が最も多いことです。主婦もいます。飲食店勤務あるいは飲食業がやはり多い。


8月の死亡者の増加が熱中症などではなく、新コロナウィルスに関連したものであるとすれば、9月の新規感染者の発生状況からして9月にも超過死亡が発生している恐れがあります。

人口動態2020/8 あなたの街でもそのうち超過死亡が

上田市で2020/8に集団感染があったとされますが、上田市の住民に関して見れば、それぞれの集団の規模は大きくありません。大学生の集団で9人。



千葉県に比べて疫学調査が詳しいように感じます。8月、9月共に超過死亡が発生していないのは、世間との接触の少ない学生の感染者が多いこと、感染者の拾い上げが丁寧に行われていることが原因かとみられます。

一般人の集団感染2件でスプレッダーがともに若い女性です。若い人の中には感染症に関する基本的な素養を欠く人もいるので注意が必要です。

千葉1区、東京23区 依然としてワーストワンを争う

2020/8までの人口動態統計で千葉1区が総合指数ワーストワン、次いで東京23区となっています。


上に見る死亡率の傾向的な上昇は、基本的に住民の高齢化の進行によるものですが、他の地域よりも上昇が大きい地域はそれに加えて別の要因があると見られます。

東京23区の人口動態の悪化は他の地域に先駆けて始まり、それが9年も続いていることになります。

一方、千葉1区も福島第一原発事故による住民の被ばくは多かったと見られますが、茨城3区などの指標が大きく回復しているのに対し、千葉1区の回復はわずかです。

千葉1区については、福島浜通りからの風が流れ込む気流の通り道となっていますが、どうもそれでもって人口動態の悪化を説明するのは難しいと考えています。別の要因があるとすれば、千葉市の埋め立て地の工場です。

人口動態の総合指数で測ると、この地域は若い人にとっても不健康なのではないかと懸念される地域がワースト上位に上がっています。
