フィナンシャル・タイムズ紙(電子版)(以下「FT紙」)に、プーチンインタビュー関連の追加記事が出ました。
マーチン・ウルフ氏は、FT紙のchief economics commentator の方とのことです。
題と副題が、長くて説明的なので、そういうことが言いたいのですね・・・ということは分かりやすく伝わると思います。
しかし、非常に誘導的な表現だと思います。

@プーチン大統領がどういう意味のロシア語を使ったのかは分からないが、少なくとも英訳では「obsolete(陳腐な、時代遅れの)」という単語が現在完了形で使われており(「時代遅れになってしまっている」)、「dead(死んでいる)」とは言っていない。別の箇所で、「the so-called liberal idea, which has outlived its purpose(いわゆるリベラルな思想、目的を失って生き長らえているところの)」という表現はあるので、それの意訳かも知れない。いずれにせよ、「dead」ではない。
A90分のインタビューは、現在の世界情勢についてプーチン大統領の見解を聞くという内容で、「アメリカは/中国は/北朝鮮は/ベネズエラは/シリアは/ロシアは」・・・といった具合にほとんどは個別のケースとして語られる。「西側/東側」という分断的な表現は、ほとんど出てこない。

そもそも、この「リベラリズムが〜」というやり取りは、90分のインタビューの終わりの方に出てきます。(イランFNAの記事では、順番が入れ替えられています。)

FT紙のインタビュアーが、「最初の話に戻りますが、現在の世界の『分断』について、総合的にどうお考えですか? 現代社会においては、エリートやエスタブリッシュメント(規制権力)への大衆の反発、ブレグジット、トランプのアメリカ、ドイツ、トルコ、アラブ世界、至る所に分断があります。ロシア自体も(特にソ連邦崩壊以降)、分断の問題に直面していますよね・・・」のようなことを質問します。

プーチン大統領は、「個別の『分断』には個別の理由や歴史があるので、総合的に答えることは難しい」としつつ、ソ連邦崩壊以降にロシアと旧ソ連各国が経験した、悲劇的とも言える苦難について語ります。そして、「問題は依然多くあるが、それはロシア(と旧ソ連各国)の個別の問題で、現在我々は政府の安定維持と国民生活の向上を目指して、努力を継続している。」ここまででロシアの話を終えて、アメリカやヨーロッパの国々の話に移行します。「欧米各国にも個別の問題(ブレグジット、ドイツの移民政策など)があるが、それらはエリートたちが快適なオフィスで『Liberalism(リベラリズム/自由主義思想)』や『Multiculturalism(多文化主義)』」を語っているだけで、大衆と乖離(分断)していることに原因がある。」

・・・という流れで、欧米の「分断」について説明します。この「分断」の存在自体は、インタビュアーも認識しており、質問の中で自ら言及しているとおりです。プーチン大統領は質問に答える形で、欧米でなぜ「分断」が起こっているかの説明として、「エリートたちが信じている『リベラリズム』が、現実問題を解決できていない、つまり『時代に即していない=時代遅れ』」と言っているのであって、「リベラリズムは死んだ」と言っているわけではないと思います。(繰り返しになりますが、元のロシア語の単語が分からないので、断定はできません。)

なのですが、7/10のFT紙記事の題と副題は、上のようになっていて。

更に言えば、6/28の日経新聞記事「プーチン氏単独会見 『自由主義はもう古い』(https://r.nikkei.com/article/DGXMZO46695310Y9A620C1I00000?s=3)」のリード文には、「ロシアのプーチン大統領は、欧米で国家主義的なポピュリズム(大衆迎合主義)が勢力を伸ばしていることを強調し、自由主義はもはやイデオロギーとしての力を失ったと勝ち誇った。」なんて書かれています。
・・・プーチン大統領はむしろ、トランプ大統領が「アメリカ・ファースト」なのは当たり前で、ロシアだって「ロシア・ファースト」だよ〜と言っていますし・・・強調してるのはそこじゃないし・・・「イデオロギーとしての力を失った」とか言ってないし(90分のインタビューの中で、ideologyもその類義語も一回も出てきません)・・・「勝ち誇った」とか・・・ほんとに元記事読んで書いたんでしょうか・・・。


全体を見ずに、部分だけを取り上げて、違う印象に誘導する。
「今回がたまたま」かも知れませんが、大手新聞であってもふだんから普通に行われている可能性もありますので、気をつけましょう。


ちなみに、イランFNAの報道では、ベネズエラ・シリアについての内容が記事の多くの部分を占めていますが、それは彼らの関心領域であるためで、実際のインタビューでは中国や北朝鮮の情勢についてかなりの時間が割かれています。全文は、PDFにして40ページ以上になりますので、仕方ないです。

冒頭に掲げた原資料を読んでどんな感想を持たれましたか。管理人は感じるところが大変多かったです。

1 至近距離に住んでいても原発から放射性物質が流れてくるなどということは多くの人が意識していなかった。(意識していれば住めませんね)

2 県庁は、住民の避難に関して完全に、徹底して消極的でした。
「葛尾村⻑は具体的な避難先を探しはじめていたが県側の対応は『避難は駄目だとは言わないが、県として避難指示を出すのではないのだから自治体で避難先を探してほしい』と返答」したとの記述があります。原発推進の福島県知事は、混乱が高まる中で責任を問われることを恐れていた。死者が出ても数値を隠蔽すれば世の中に知られることはないと考えていたのでしょう。

これは、原発立地県の県行政に共通する姿勢と受け止めておく必要があります。

3 市町村も被爆回避については積極的だったとは見えません。情報の提供と周知に手落ちが見られます。もともとはF1の事業主体が事態のプレイダウンを図り、情報を出さなかった、監督当局も情報開示を怠ったことによるものです。

4 避難先については、市町村の体育館やスポーツ施設が充てられています。寒い時期は凍えるでしょう。しかも、自ら施設を巡って収容してもらえるかを確かめなければなりません。

5 2011/3/11の地震の後、関東でもガソリンスタンドが機械故障やタンクローリーの配送困難でガソリン不足が生じました。災害が起きたら、まずガソリンです。

6 原発災害では、先手必勝。原発に近い人ほどすぐに逃げないと道路が渋滞し、避難先も埋まってしまいます。避難が一番早かったのは双葉町に住むF1事業主体の社員と家族のようです。2011/3/11の1号機炉心溶融開始後2時間で姿が見えなくなったそうです。住民は2011/3/12の5時過ぎにバスで、あるいはそれと前後して自家用車で避難しています。

7 しかし、バスや自家用車で避難できるのはプルームの襲来まで十分な時間的余裕がある場合です。状況がわからないときはむやみに屋外に飛び出してはなりません。2011/3/15の昼前に政府は20〜30km圏に屋内退避要請を行っています。このときF1周辺の線量率は大きく上昇し、関東には強力なプルームが襲来していました。

8 すでに線量率が上昇したら屋内退避しかありません。車両の放射線遮蔽効果は極めて弱く、また気密性がありません。建物の中に入り気密性保持のための対策を講じます。

9 福島第一原発事故の例では、原発周辺でも状況が把握できませんでした。このとき、頼りになるのは自分の放射能測定器ですが、どっちに逃げるかを判断することはできません。せいぜい風向きを調べ、風の流れる方向と直角に逃げるのが鉄則ですが、風の向きが急変することもあります。

10 それに、公設のモニタリングポストは、重大事故の場合には表示が止まります。東海第二原発のベントにより放射性物質が大量に放出された際、茨城県はMPの測定値を消し、ついでに(?)SPMのデータまで消してしまいました。

11 平常時に参照しているMPの測定値が事故時にも参照できるかはわからないのです。公的な測定システムが止まった時は、個人で測定したデータを共有して状況を判断しなければなりません。

管理人は、私設リアルタイム測定システムの整備を進めていますが、他人の測定した結果は見たいが自分で機械を置いて管理はしたくないという人が圧倒的に多いです。しかし、リアルタイム測定システムの整備は着実に進めます。(協力してもらえない方は、データの提供があるとは期待しないほうが良いです)

12 避難時のアイテムとして個人用放射能測定器を忘れることはできませんが、実際上このような機械が使えるのは、このような避難の場合だけです。通常は一般の方が使う意味はほとんどありません。

13 現金の備えを。記録の中にクレジットカードで50万円キャッシングしてその後現金が不足したようなことが書かれています。マネーカードがあればさらに引き出せたのでしょうが、持ち出さなかったのでしょうか。

14 保険証のことをどなたも書いていません。避難の際には必ず保険証を。さもないと現金が不足します。遠くへ行く場合はいざという時のためにかかっておいた病院の保険証は使えない場合が多いかもしれません。お薬手帳も持参を。持病の薬を入手しやすくなります。

15 これらの貴重品は、避難の際には体から離さないようにします。ウエストポーチやボディバッグが便利かも。ちなみに管理人のウエストポーチには、未使用マスク、ゴーグル、アイフォン、財布、小銭入れ、三文判、ボールペン、スイカ、運転免許証、クレジットカードが入っています。避難ならここに薬手帳と保険証、そしてマネーカードを加えないといけません。アイフォンではメールをやっていないので、ショートメールを使うか、メールアドレスだけを打ち込んでおくかしないといけません。

16 上の事例に上がっている福島の人たちは、夫婦ともに働いている方が多い、子供も多いと感じました。夫婦で働いて高校生の娘もコンビニでアルバイトという例。経済的に安定していた人たちも、住み慣れた土地を離れると経済基盤が根底から失われてしまうことがわかります。

17 上の例では、親戚の付き合いが濃密だと感じました。原発災害の場合は、近くの他人も遠くの親戚もともに価値があります。ただ、そういう付き合いの中で支出もそれなりに多くなっているように感じられました。

18 2011/1/1現在の相双郡(広野町、楢葉町、富岡町、川内村、大熊町、双葉町、浪江町、葛尾村)の人口は、77,661人でした。

人口規模を考えれば、病院や介護施設は整っているといえるでしょうか。原発の立地地点に近いことがなんらかのメリットになっていたのかは不明です。しかし、原発事故では、どんなに立派な病院があってもそこが汚染されれば使えなくなります。F1では、現在、けが人、急病人をいわき市まで緊急搬送しています。

19 7万7千人でも避難に多くの時間がかかっています。東海第二原発の立地を考えたら、ひたちなか市だけで16万人近い人が住んでいます。日立市、東海村、那珂市、水戸市、大洗町・・・。どんなに立派な避難計画を作っても現実性はありません。

In relevant remarks last month, Iran's Supreme Leader Ayatollah Seyed Ali Khamenei strongly rejected talks with the United States, and told the visiting Japanese premier that he(Khamenei)doesn't see Donald Trump as a party deserving to receive a message from Iran.

"I do not consider Trump, as a person, deserving to exchange messages with. We will not negotiate with the United States," Ayatollah Khamenei stressed in the meeting in Tehran on June 13.

During the meeting, Japanese Prime Minister Abe Shinzo told Ayatollah Khamenei that "I would like to give you a message from the President of the United States".

Ayatollah Khamenei responded by pointing to the US ingenuity and untrustworthiness, and argued, "We do not doubt your sincerity and goodwill. However, regarding what you mentioned about the President of the US, I do not consider Trump as a person worth exchanging any message with and I have no answer for him, nor will I respond to him in the future."

"What I am going to say is part of our talks with the Japanese Prime Minister. Because we consider Japan a friend of ours. Although, there are some complaints," he added.

Ayatollah Khamenei referred to Shinzo's remarks that the US intends to prevent Iran's production of nuclear weapons, and said, "We are opposed to the nuclear weapons and my religious Fatwa bans production of nuclear weapons but you should know that if we intended to produce nuclear weapons, the US could do nothing and its non-permission was not an obstacle."

He also described stockpiling of nuclear weapons as an unwise measure, and said, "The US is not qualified at all to say which country should have or have not nuclear weapons because the US has several thousand nuclear warheads in its arsenals."

Referring to the Japanese prime minister that Trump told him that "the United States is not after regime change in Iran", the Supreme Leader insisted, "Our problem with the United States is not about regime change. Because even if they intend to pursue that, they won’t be able to achieve it; just as previous US presidents tried to destroy the Islamic Republic of Iran during the past 40 years, and failed. What Trump says, that he is not after regime change, is a lie. For, if he could do so, he would. However, he is not capable of doing it."

Ayatollah Khamenei referred to the Japanese prime minister's remarks regarding the United States’ request to negotiate with Iran about the nuclear issue, and said, "The Islamic Republic of Iran negotiated for 5 to 6 years with the United States and the Europeans − the P 5+1 − which led to an agreement. But the United States disregarded and breached this definite agreement. So, what common sense would once again allow negotiations with a state that has thrown away everything that was agreed upon?"

He pointed to the forty years of hostility that the US has showed to the Iranian nation and its continued hostility, and said, "We believe that our problems will not be solved by negotiating with the US, and no free nation would ever accept negotiations under pressure."

Ayatollah Khamenei then responded to remarks by the Japanese Prime Minister on how the Americans have always wanted to impose their own beliefs and views on other nations, and stated, "It is good that you acknowledge this fact, and you should also know that the Americans will observe no limits in imposing their views."

The Leader of the Islamic Revolution pointed to the process of negotiations with the US that led to the formation of the 2015 nuclear deal, and said, "After the nuclear agreement, the first person to immediately breach the JCPOA was Mr. Obama himself; the same person who had asked for direct talks with Iran and had also sent a mediator."

"This is our experience, and rest assured Mr. Abe that we will not repeat it," he underlined.

Ayatollah Khamenei referred to the remarks made by the Japanese prime minister quoting Trump as saying that “negotiating with the US will help Iran progress”, and said, "By God’s grace, we will progress without negotiating with the US and despite the sanctions."

The Leader of the Revolution welcomed the Japanese prime minister’s suggestion of expanding relations between Japan and Iran, and reminded, "Japan is an important country in Asia, and if they are willing to expand relations with Iran, they should prove their sincere willingness -- just as some important countries have shown their interest."

イランが独自のアンドロイドOSを開発

Iran Nearly Done to Replace Android with Indigenous OS
TEHRAN (FNA)- Iranian Minister of Information and Communications Technology (ICT) Mohammad Javad Azari Jahromi said the country has almost completed a 100% homemade operating system for cellphones to replace the American OS, which has time and again stopped offering service to Iranian users on the pretext of Washington’s unilateral sanctions.

On the sidelines of the ceremony of opening of 11 smart bike stations in the capital city of Tehran on Tuesday morning, Azari Jahromi told reporters that the operating system is full, but has an extension and with greater autonomy than other operating systems, it does not allow a third party to interfere.

He explained that since last year a number of Iranian software has been removed from mobile phones by American companies for various reasons, which was a blow to a large number of Iranian businesses.

Azari Jahromi said the move started from Apple and Google followed it and caused the young people's business to cope with problems.

“A person or group abroad, under different pretexts, removed mobile apps from the mobile phones and they were removed from customers’ lists," the official noted.

He stressed that during this time, "We were using the Iranian youth and launched the Iranian mobile operating system."

Azeri Jahromi pointed out that during harsh economic conditions, "We should not be indifferent in this regard", and so the 10-12 base services that were used and sanctioned by the United States, such as the cloud app and the map, which were repeatedly sanctioned, were set up in Iran.

Back in September 2017, Digital service distributor Google Play followed Apple’s lead in removing Iranian apps from its store, citing US sanctions against the Islamic Republic.

Companies such as Google and Apple were hosting Iranian apps reportedly under a license issued by former President Barack Obama’s administration in 2014.

According to Tyler Cullis, an associate attorney specializing in US economic sanctions and export controls, the unilateral sanctions cover virtually all transactions between the US and Iran, “including the provision of goods, technology, and services.”

Iran has about 48 million smartphone users in the country of more than 80 million. Apple’s market in Iran is related to iPhone holders who number in the upwards of 7 million. Google is the top visited website in Iran according to Alexa ranking.

There are currently thousands of applications in Iran developed by startups which were hosted by the likes of Apple and Google.

Venezuela’s Maduro Says UN Rights Report Full of Lies
TEHRAN (FNA)- Venezuela’s President Nicolas Maduro slammed the latest United Nations report on the country’s human rights situation as full of “lies”.

Speaking in a press conference at the Miraflores presidential palace on Monday, Maduro further dismissed the UN document as “just another report” dictated by the US State Department, noting that it was drafted by people who were enemies of Venezuela and the Bolivarian Revolution, presstv reported.

The Venezuelan president also said that the UN High Commissioner for Human Rights (HCHR) and former Chilean president Michelle Bachelet − who prepared the report − had “made a wrong call”.

He added that Washington’s hawkish Special Representative for Venezuela Elliot Abrams had exerted “personal pressure on Bachelet”, noting that Venezuela’s Foreign Ministry had called for the “rectification of lies, falsehoods, and manipulations” in the report.

Maduro stated that he would forward a personal note to Bachelet − who will publish her report in Geneva within 48 hours − in which he would expose “several truths about the history of Latin America” and would ask her not to turn to “fascism, oligarchy, and interventionism”.

He added that he had welcomed the former Chilean president “with goodwill” but stressed that she had refused to listen to or see the reality of the Central American country.

The report alleges that Maduro’s government and its affiliated institutions have set in place a strategy “focused on neutralizing, repressing and criminalizing the political opposition and those who criticize the government” since 2016.

The UN says the report was prepared with 500 interviews conducted in Venezuela and in eight other countries with alleged witnesses to human rights violations between January 2018 and May 2019.

Venezuela plunged into political crisis in January, when the US-backed opposition figure Juan Guaido − who heads Venezuela’s now defunct National Assembly − abruptly proclaimed himself “interim president”. The elected government of Maduro rejected that self-proclamation. It has nevertheless been negotiating with Guaido’s representatives to resolve the political crisis in the country.

On Monday, Maduro expressed optimism about renewed negotiations with the opposition.

Delegations from the Venezuelan government and opposition resumed talks in Barbados on Monday after a previous round in Norway collapsed without a deal.

Guaido orchestrated a failed coup against the government on April 30 with backing from the US. Maduro’s government, however, has not proceeded to arrest Guaido despite the coup attempt.

 政情不安が続くベネズエラについて、国連人権高等弁務官事務所は、2018年から19年5月までの間に、「政権に反対する者」として、少なくとも6800人が殺害されたと報告書で指摘しました。
 国連人権高等弁務官事務所は、去年から今年にかけて行ったベネズエラ国内での調査や難民への聞き取りなどに基づいて、5日付けで人権状況に関する報告書をまとめました。
 それによりますと、「体制に反対する者」として、2018年に5287人、2019年1月から5月に1569人が殺害されたということで、“NGOは、殺害された人数はさらに多いと指摘している”としています。殺害の多くが法的手続きを経ない「超法規的な処刑」と示唆されると報告書では分析されています。
 また、NGOの情報として、“暗殺部隊”などと称される警察特殊部隊「FAES」が数百人の殺害に関与したとし、「FAES」は突然民家に押し入って市民を殺害した後、銃や麻薬を置くなどして、犠牲者を「政権に反対する者」などと見せるよう偽装工作をしているということです。

US-Backed SDF Steals $100m from Saudi Arabia's Financial Aid
TEHRAN (FNA)- The US-backed Syria Democratic Forces (SDF) has stolen at least $100 million from the recent financial assistance provided by Riyadh government, media reports disclosed on Wednesday.

The Arabic-language al-Watan newspaper quoted dissident sources as saying that the SDF has robbed $100 million from a hefty sum paid by Saudi Minister Samer al-Sahban during his recent visit to the Eastern regions of Syria.

It noted that Saudi Arabia had paid the sum to buy the companionship of the tribal leaders of Eastern Syria on the pretext that it was an aid to those tribes whose farms Raqqa, Deir Ezzur and Hasaka had been ruined during the recent SDF war with the ISIL.

After the SDF withheld the huge sums paid by Riyadh, it also forced the administrative employees of those regions to levy tax from the local people.

The sources pointed to people's fury over SDF's measures, and said corruption, plundering and robbery of people's assets in the occupied areas have considerably increased.

In a relevant development on Sunday, the SDF continued their pressures to force children into their ranks and train them in their secret military bases in Eastern Syria despite an agreement with the United Nations.

The al-Watan newspaper quoted dissident sources as saying that despite SDF's agreement with the UN not to forcefully recruit child soldiers in Eastern Syria, it still continues to arrest and transfer the detained children to SDF's secret military bases in Eastern Deir Ezzur.

The source noted that the SDF is arresting boys and girls aged under 18 years in areas under its control in Deir Ezzur and Raqqa and transfers them to its secret military bases, and said, "The SDF has recently arrested a 14-year-old child in the town of Ahras in Eastern Aleppo, and forced the kid to join the its ranks."

The Syrian Observatory for Human Rights (SOHR) also pointed to the SDF's forced recruitment of 130 teachers in the town of al-Darbasieh in Hasaka province, and said that the SDF's behavior has resulted in a wave of anger by civilians there.

The United Nations reported last Monday that it has reached an agreement with the SDF not to engage in forced soldier recruitment.

TEHRAN (FNA)- Iranian Foreign Minister Mohammad Javad Zarif said it was paradoxical that the IAEA Board of Governors is holding a meeting on Tehran’s compliance with the nuclear deal upon a request by the US while Washington has repetitively voiced contempt against it and breached the deal.

In a tweet on Wednesday, Zarif reminded that the US government was the first country which violated the nuclear deal of 2015 between Iran and the Sextet, five permanent members of the United Nations Security Council plus Germany, officially known as the Joint Comprehensive Plan of Action (JCPOA), adding that it was ironical that the Board of Governors of the International Atomic Energy Agency (IAEA) was holding a meeting on Iran’s compliance with the deal at the request of the US.

Referring to the remarks made by US President Donald Trump who has described time and again the JCPOA as the worst deal ever signed by the US, the Iranian diplomatic chief underlined that the “US abhors [the] JCPOA”.

He then stated that the White House not only discarded the agreement and acted in violation of its terms, but also levied sanctions on every entity trying to honor it.

According to Zarif, the White House is unfit to object any matter in regard with the JCPOA, as the US has withdrawn from the agreement and is no longer a party to it.

Zarif stressed that 15 reports by the IAEA verified and attested Tehran’s full compliance with the agreement.

He articulated that his country’s new measures were in line with the terms under the paragraph 36 of the nuclear accord.

Earlier on the day, Iranian President Hassan Rouhani derided the US move to call for an emergency meeting of the Board of Governors of the IAEA as an unprecedented event in the world, mocking at the US alleged concerns about Iran's performance under the nuclear deal.

“On one side, Americans described the JCPOA as the worst possible deal and withdrew from it without any excuse and on the other side, when Iran reduces its commitments to the deal, they all express concern; while all should concern about the US that has violated the whole deal,” said Rouhani in a Wednesday cabinet session.

“They have called for an emergency meeting of Board of Governors [of the International Atomic energy Agency (IAEA)], asking why Iran has abandoned some of its JCPOA commitments. This is a funny story that US is following and such measures are rare in the world’s political history,” he added.

Upon the US request, the IAEA Board of Governors will hold a meeting today to discuss the latest status of Joint Comprehensive Plan of Action. Iran says US request for a BoG session is a ‘sad irony’ as it was the United States who ruined the deal in the first place.

Americans say that Iran’s uranium enrichment is a bad measure but they don’t elaborate that why they do it themselves as the sole country in the world which has used nukes, Rouhani said.

“Does enrichment which leads to the construction of fuel for a power reactor, satisfies people's needs for water desalination or electricity, leads to the production of radiopharmaceuticals for the treatment of illnesses, and has thousands of other peaceful applications bad for Iran and good for others?” he framed.

Iran has announced cuts to its JCPOA commitments after other signatories to the deal failed to comply with their obligations. Iran is asking other signatories to shield its economy from US unilateral sanctions which were imposed after Washington withdrew from the deal in 2018.

Tehran says all its current measures to reduce its JCPOA commitments are according to paragraphs 26 and 36 of the deal.

Washington withdrew from the internationally-endorsed 2015 nuclear deal with Iran on May 2018, reimposed the toughest-ever sanctions against the country and started a plan to zero down Tehran's oil sales.

Under the nuclear agreement reached between Iran and six world powers in July 2015, Tehran undertook to put limits on its nuclear program in exchange for the removal of nuclear-related sanctions.

Yet, Iran continued compliance with the deal, stressing that the remaining signatories to the agreement, specially the Europeans had to work to offset the negative impacts of the US pullout for Iran if they want Tehran to remain in compliance. The Iranian officials had earlier warned that the European Union’s failure in providing the needed ground for Tehran to enjoy the economic benefits of the nuclear deal would exhaust the country's patience.

Almost a year later, however, the EU failed to provide Tehran with its promised merits. Then, the US state department announced that it had not extended two waivers, one that allowed Iran to store excess heavy water produced in the uranium enrichment process in Oman, and one that allowed Iran to swap enriched uranium for raw yellowcake with Russia.

Until May, Iran was allowed to ship low-enriched uranium produced at Natanz to Russia before it hit the 300-kg limit and the US measure leaves no way for Tehran other than exceeding the ceiling for storing the enriched uranium in violation of the 2015 nuclear deal.

Also, the United States would no longer waive sanctions that allowed Iran to ship heavy water produced at its Arak facility beyond a 300-ton limit set in the 2015 nuclear deal to Oman for storage which again forces Tehran to store it inside country in violation of the nuclear deal.

In return, Iran's Supreme National Security Council (SNSC) announced in a statement on May 8 that the country had modified two of its undertakings under the Joint Comprehensive Plan of Action in return for the US abrogation of the deal and other signatories inability to make up for the losses under the agreement, warning that modifications would continue if the world powers failed to take action in line with their promises.

"The Islamic Republic of Iran declares that at the current stage, it does not any more see itself committed to respecting the limitations on keeping enriched uranium and heavy water reserves," the statement said.

Then Iran gave Europe 60 days to either normalize economic ties with Iran or accept the modification of Tehran’s obligations under the agreement and implement the Europe's proposed Instrument in Support of Trade Exchange (INSTEX) to facilitate trade with Iran.

Iran set up and registered a counterpart to INSTEX called Special Trade and Financing Instrument between Iran and Europe (STFI) to pave the way for bilateral trade.

Then on June 28, Secretary General of the European External Action Service (EEAS) Helga Schmid announced that INSTEX has become operational.

"INSTEX now operational, first transactions being processed and more EU Members States to join. Good progress on Arak and Fordow projects," Schmid wrote on her twitter account after a meeting of the Joint Commission on JCPOA ended in Vienna following three and a half hours of talks by the remaining signatories to the deal (the EU3 and Russia and China).

It was the 12th meeting of the Joint Commission on JCPOA in Vienna.

Meantime, seven European countries--Austria, Belgium, Finland, the Netherlands, Slovenia, Spain and Sweden--in a joint statement expressed their support for the efforts for implementation of the INSTEX.

Later, Iranian Deputy Foreign Minister Seyed Abbas Araqchi described the nuclear deal joint commission meeting with the Europeans as "a step forward", but meantime, reminded that it did not meet Iran's expectations.

“It was a step forward, but it is still not enough and not meeting Iran’s expectations,” said Araqchi, who headed the Iranian delegation at the JCPOA joint commission meeting in Vienna.

Despite their non-commitment to undertakings under the JCPOA, the Europeans took a step against Iran's interests last Thursday by seizing an Iranian oil tanker by Britain at the US request.

Acting Spanish Foreign Minister Josep Borrell said Gibraltar detained the supertanker Grace 1 after a request by the United States to Britain.

Borrell was quoted by Reuters as saying that Spain was looking into the seizure of the ship and how it may affect Spanish sovereignty as it appears to have happened in Spanish waters.

Spain does not recognize the waters around Gibraltar as British.

Experts believe that the measure taken by the British government in seizing the Syria-bound Iranian tanker is illegal and can have serious consequences for the government in London as it would mean a lethal blow to the JCPOA.

Senior Iranian MP: Europe's Defiance of N. Deal Undertakings to Raise Oil Prices to $200
TEHRAN (FNA)- A senior member of the Iranian parliament's National Security and Foreign Policy Commission in a tacit warning to Europe said western consumers would have to buy each barrel of crude for US200 dollars if European states continue to defy their obligations under the nuclear deal.

"If the Europeans do not act upon their undertakings, we will take the third and fourth steps and we will withdraw from the nuclear deal in the fourth step and will adopt other measures too in that phase," Abolfazl Hassanbeigi told FNA on Wednesday.

"The Europeans should know that if they continue this trend, they should buy a barrel of oil at the price of $200, while we will also have a free hand to pull out of the NPT (Non-Proliferation Treaty)," he added.

Hassanbeigi said that Iran gave the Europeans a yearlong window of opportunity, but "they have unfortunately killed the time".

His remarks came after Secretary of Iran's Supreme National Security Council (SNSC) Ali Shamkhani on Wednesday told the French president's envoy that his nation is resolved to continue scaling down its nuclear deal undertakings if faced with the Europeans' inaction vis-a-vis it obligations.

"The present course of action will continue within the framework of paragraphs 26 and 36 of the nuclear deal until a full materialization of Iran's rights," Shamkhani said in a meeting with French president's diplomatic advisor Emmanuel Bonne in Tehran on Wednesday.

He described the US policy of maximum pressure on Iran as a failed strategy, and said, "Iran has practically proved that it enjoys the capability and capacity to manage and confront different tensions and challenges in economic, political and defense dimensions and the language of force cannot be used against a country with such features and qualities."

Shamkhani reminded that Europe had a yearlong chance to comply with its nuclear deal undertakings, but took no action, and reiterated that the era of Iran's unilateral compliance with the nuclear deal has come to an end now.

"Today, the US has taken hostage Europe's independence and the EU countries should stand against the US unilateralism to defend their identity and independence," he stated.

Bonne, for his part, denied media speculations that he is in Tehran to play a mediatory role between Tehran and Washington, saying, "I have no message from the US to Iran."

He added that French President Emanuel Macron is looking for joint initiatives to bring the US economic war against Iran to a halt, noting that Paris is interested in continued talks and cooperation with Tehran to handle the current crises in Syria, Yemen, Iraq and Lebanon given Iran's undeniable and influential role in the region.

"Despite the US will and measures, Iran's power, influence and stance have considerably grown in the regional and international equations in the past 20 years," Bonne said.

Spokesman of the Atomic Energy Organization of Iran (AEOI) Behrouz Kamalvandi told FNA on Monday that enhancing nuclear enrichment levels to 20% could well be the next move by Iran in case Europe failed to provide Tehran with the promised merits under the nuclear deal, adding that enrichment levels stood at 4.5% one day after phase two of scaling down JCPOA undertakings started.

"The level of Iran's (uranium) enrichment has exceeded 3.67% and at present the purity level of the produced materials is nearly 4.5%," Kamalvandi said.

He added that the current level of enrichment fully met Iran's needs to fuel for the nuclear power plants, explaining that they consume enriched uranium with different purity levels up to 5% or less.

He also warned that Iran’s next step within the present course of action that had seen a reduction of undertakings under the 2015 nuclear deal, officially known as the Joint Comprehensive Plan of Action (JCPOA), would be stronger, saying that 20% uranium enrichment was an option.

"Twenty percent is not needed now, but if we want we will produce it. Now that we have gone past the 3.67% enrichment, there won't be any problem with this action," Kamalvandi said.

Options for enriching at higher levels had been discussed with the SNSC, the spokesman said.

"There is the 20% option and there are options even higher than that but each in its own place. Today if our country's needs are one thing, we won't pursue something else just to scare the other side a little more. But they know it's an upward trend," he said.

Kamalvandi said increasing the number of centrifuges was an option for Iran's third step along the lines of the policy of modifying commitments to the nuclear deal, noting that restarting IR-2 and IR-2 M centrifuges was also another option.

The remaining European signatories to the nuclear deal, he said, should act quickly to fulfill their promises because Iran will continue reducing its commitments to the deal until achieving result.

Kamalvandi had announced on Sunday the start of enriching uranium to a higher purity level than 3.67% as Iran's second step to modify its nuclear deal undertakings.

"Based on an order we have received from the president and head of the Supreme National Security Council (SNSC) the second step (to modify the nuclear deal undertakings) was taken today. Now, we have presented a copy of the changes to the representative of the International Atomic Energy Agency (IAEA) and the process to enrich (uranium) over the level of 3.67% will start within the next few hours," Kamalvandi told reporters in Tehran.

He said that Iran could continue enrichment to the levels that it needs for fueling its power plants, or its research reactor like the one in Tehran University or to fuel nuclear propulsion systems, explaining that each of these needs required enriching uranium to specific levels.

He said Iran at present wanted to produce the needed fuel for its nuclear power plants, but if a new order was issued by the high-ranking officials, the AEOI could further increase the level of enrichment.

Kamalvandi, meantime, said that Iran was not in need of 20% enriched uranium for Tehran research reactor to produce radio drugs for the time being, noting, "We have the needed fuel for several years and are not concerned about the fuel."

Asked about the heavy water reactor in the Central city of Arak, he said that Iran could revive the reactor which was sealed after the nuclear deal but preferred to have a new reactor.

"A number of contracts which had been suspended for several months were signed (recently) and this has made us hopeful to have a new reactor," Kamalvandi said.

Iranian President Views US Offer for Talks as "Deceitful" Move
TEHRAN (FNA)- Iranian President Hassan Rouhani said Washington's proposal for talks with Tehran under pressures and sanctions is a deceitful measure, and stressed the need for the removal of all embargoes against Iran.

"When the US raises the issue of negotiations, it is certainly deceitful, incorrect and wrong. If they think that the solution to the current conditions is negotiations, they should set aside sanctions and return to their (nuclear deal) undertakings," Rouhani said, addressing a cabinet meeting in Tehran on Wednesday.

He addressed the American officials, and said ,"If you are honest about your words, you should remove all sanctions and apologize to the Iranian nation for the wrong and incorrect measures you have adopted and return to your undertakings."

"In that case, the conditions will be different," Rouhani said.

Tehran has several times stressed that it would never return to the negotiating table with the US under Washington’s pressures, saying that the White House sanctions had been ineffective and would not produce desired results.

In relevant remarks last month, Iran's Supreme Leader Ayatollah Seyed Ali Khamenei strongly rejected talks with the United States, and told the visiting Japanese premier that he doesn't see Donald Trump as a party deserving to receive a message from Iran.

"I do not consider Trump, as a person, deserving to exchange messages with. We will not negotiate with the United States," Ayatollah Khamenei stressed in the meeting in Tehran on June 13.

During the meeting, Japanese Prime Minister Abe Shinzo told Ayatollah Khamenei that "I would like to give you a message from the President of the United States".

Ayatollah Khamenei responded by pointing to the US ingenuity and untrustworthiness, and argued, "We do not doubt your sincerity and goodwill. However, regarding what you mentioned about the President of the US, I do not consider Trump as a person worth exchanging any message with and I have no answer for him, nor will I respond to him in the future."

"What I am going to say is part of our talks with the Japanese Prime Minister. Because we consider Japan a friend of ours. Although, there are some complaints," he added.

Ayatollah Khamenei referred to Shinzo's remarks that the US intends to prevent Iran's production of nuclear weapons, and said, "We are opposed to the nuclear weapons and my religious Fatwa bans production of nuclear weapons but you should know that if we intended to produce nuclear weapons, the US could do nothing and its non-permission was not an obstacle."

He also described stockpiling of nuclear weapons as an unwise measure, and said, "The US is not qualified at all to say which country should have or have not nuclear weapons because the US has several thousand nuclear warheads in its arsenals."

Referring to the Japanese prime minister that Trump told him that "the United States is not after regime change in Iran", the Supreme Leader insisted, "Our problem with the United States is not about regime change. Because even if they intend to pursue that, they won’t be able to achieve it; just as previous US presidents tried to destroy the Islamic Republic of Iran during the past 40 years, and failed. What Trump says, that he is not after regime change, is a lie. For, if he could do so, he would. However, he is not capable of doing it."

Ayatollah Khamenei referred to the Japanese prime minister's remarks regarding the United States’ request to negotiate with Iran about the nuclear issue, and said, "The Islamic Republic of Iran negotiated for 5 to 6 years with the United States and the Europeans − the P 5+1 − which led to an agreement. But the United States disregarded and breached this definite agreement. So, what common sense would once again allow negotiations with a state that has thrown away everything that was agreed upon?"

He pointed to the forty years of hostility that the US has showed to the Iranian nation and its continued hostility, and said, "We believe that our problems will not be solved by negotiating with the US, and no free nation would ever accept negotiations under pressure."

Ayatollah Khamenei then responded to remarks by the Japanese Prime Minister on how the Americans have always wanted to impose their own beliefs and views on other nations, and stated, "It is good that you acknowledge this fact, and you should also know that the Americans will observe no limits in imposing their views."

The Leader of the Islamic Revolution pointed to the process of negotiations with the US that led to the formation of the 2015 nuclear deal, and said, "After the nuclear agreement, the first person to immediately breach the JCPOA was Mr. Obama himself; the same person who had asked for direct talks with Iran and had also sent a mediator."

"This is our experience, and rest assured Mr. Abe that we will not repeat it," he underlined.

Ayatollah Khamenei referred to the remarks made by the Japanese prime minister quoting Trump as saying that “negotiating with the US will help Iran progress”, and said, "By God’s grace, we will progress without negotiating with the US and despite the sanctions."

The Leader of the Revolution welcomed the Japanese prime minister’s suggestion of expanding relations between Japan and Iran, and reminded, "Japan is an important country in Asia, and if they are willing to expand relations with Iran, they should prove their sincere willingness -- just as some important countries have shown their interest."

It seems like the whole Epstein thing was an elaborate professional blackmail operation intended to ensnare the rich and powerful. But who was really behind it, who was really bankrolling Epstein?

According to a series of bombshell FBI documents released on Thursday, known child predator Jeffrey Epstein had struck a deal with the FBI, which was headed by Robert Mueller in 2008.

“Epstein has also provided information to the FBI as agreed upon,” says one of the FBI documents. “Case agent advised that no federal prosecution will occur in this matter as long as Epstein continues to uphold his agreement with the state of Florida.”

Truepundit.com reports: Twitter sleuth @Techno_Fog mined an interesting gem from the files, showing that Epstein likely served as an informant to the FBI. Robert Mueller’s FBI in 2008.

This begs the question of whether there was a separate agreement - still undisclosed - with the FBI.

House Speaker Nancy Pelosi has called on Labour Secretary Alexander Acosta to resign over what she referred to as an “unconscionable agreement” with Jeffrey Epstein, who was indicted Monday on sex trafficking charges in a New York federal court.

In 2008, when Epstein first became the subject of a federal investigation and entered a plea deal that earned him freedom at the time, Acosta held the position of an attorney for the Southern District of Florida. He was among the prosecutors involved in the plea that resulted in what was deemed as a lenient 18-month prison sentence, most of which he served on the loose. The charges, meanwhile, could potentially see Epstein face a life sentence.

Pelosi claimed in a tweet late on Monday that Acosta’s agreement with the indicted financier was concealed from his “young courageous victims” and prevented them from seeking justice. Pelosi stated that Trump was aware of Acosta’s previous employment and the Epstein case when he appointed Acosta to serve as US secretary of labour – the post currently held by the official.

Hundreds, and possibly thousands, of “sexually suggestive” photographs of nude underage girls have been seized from Jeffrey Epstein’s Big Apple estate as part of an ongoing investigation into the sexual misconduct allegations brought against the 66-year-old billionaire financier, prosecutors stated Monday, adding that the cache was found around the same time the billionaire was arrested at Teterboro Airport as he arrived in the US from Paris aboard his private jet.

Earlier in the day, state prosecutors unsealed an indictment charging Epstein with sex trafficking and sex trafficking conspiracy, targeting dozens of victims, some of whom were no older than 14. If convicted, Epstein faces up to 45 years behind bars.

Separately, prosecutors appealed to other women who may potentially come forward in the case, while the hedge fund magnate issued a non-guilty plea.

Mr. Epstein “is not reformed, he is not chastened, he is not repentant,” prosecutors wrote to the judge, arguing against bail.

The indictment accuses Mr. Epstein, 66, of engaging in sex acts with dozens of vulnerable minors, some as young as 14, during naked massage sessions, before paying them hundreds of dollars in cash so that they would recruit other underage girls.

The former hedge fund manager, well known for rubbing shoulders with show biz celebs and politicians, including former President Bill Clinton and Donald Trump, as well as royalty, first became a subject of investigation in 2005 after police in Palm Beach, Florida, received reports he had sexually abused minors in his lavish mansions there. Epstein said in court filings that his encounters with alleged victims were consensual and that he believed they were over 18 when they happened.

Epstein had initially reached a controversial plea deal in Florida over the case, thereby avoiding federal prosecution on the said charges. The deal has since been challenged in court by a number of Epstein's accusers, who argued they had been denied a chance to voice their testimony in violation of the federal Crime Victims' Rights Act - a fact later confirmed by a Florida judge.

Montenegro airliner pilot faints MID-FLIGHT prompting emergency landing
The Moscow-bound passenger plane with 90 people on board was forced to change course and make an emergency landing after its pilot suddenly felt sick and fainted while the plane was descending.

The Montenegro Airlines flight YM610, carrying 85 passengers and five crew members, took off from Tivat on Wednesday morning and headed to Moscow’s Domodedovo airport. But when descending the Fokker 100 mid-size aircraft declared an emergency and was diverted to Kaluga, a city south of Moscow, some 135km away from its original destination.

The diversion was due to a health emergency among the crew. “The first pilot fainted” mid-flight, Russian media reported, citing emergency services.

Sources told TASS news agency that the incident happened after the plane started to descend as it was approaching Moscow.

The landing was a success, the airport confirmed, with all passengers and crew members bussed to the terminal. Several ambulances were rushed to the scene. The pilot regained consciousness after the landing.

Earlier reports suggested that the pilot experienced a heart attack but medical officials did not confirm this. The man “does not require hospitalization and will be sent back to the airport,” the spokesperson for the hospital said.

Iranian President Hassan Rouhani called it a “sad irony” that an International Atomic Energy Agency meeting is being held at the behest of the US despite President Trump being the main contributor to the demise of the Iran deal.

The Board of Governors of the IAEA is scheduled to meet Wednesday to discuss the current status of the Joint Comprehensive Plan of Action (JCPOA) at the request of the US, which famously withdrew from the so-called ‘Iran Deal’ before introducing a raft of new sanctions against the Middle Eastern nation in 2018.

“On one side, Americans described the JCPOA as the worst possible deal and withdraw from it without any excuse and on the other side, when Iran reduces its commitments to the deal, they all express concern; while all should concern about US that has violated the whole deal,” Rouhani said during a Wednesday cabinet session as cited by the Mehr News agency.

“They have called for an emergency meeting of [the] Board of Governors, asking why Iran has abandoned some of its JCPOA commitments. This is a funny story that US is following and such measures are rare in the world’s political history,” Rouhani added.

The president also called out what he alleged was US hypocrisy over uranium enrichment when the US is the only country in history to have ever deployed nuclear weapons in an offensive capacity.

Iran has yet to withdraw fully from the agreement but has recently announced cuts to its commitments in response to new rafts of US sanctions imposed following the US withdrawal in 2018.

Rouhani said that Iran's moves were within the framework of the deal and he rejected a warning from European parties to the pact to continue its full compliance. He called on other signatories of the deal to shield Iran from US sanctions while also issuing a stern warning to the UK over its seizure of an Iranian supertanker off the coast of Gibraltar last Thursday.

“I warn England that you are the initiator of insecurity in seas and you will later understand its repercussions,” Rouhani stated, adding that British forces had seized the vessel “unjustly,” claiming that the US had, in fact, seized the tanker “by proxy” through its ally.

US Will be Responsible for Iranian Nuke Deal Collapse, Economic Pressure Hampers IAEA Checks - Envoy
The International Atomic Energy Agency held a special session on Wednesday at Washington’s request dedicated to the situation surrounding the Iranian nuclear deal.

Russia’s envoy to the International Atomic Energy Agency, Mikhail Ulyanov, stated on Wednesday that the US sanctions on Iran are undermining the nuclear deal checks.

Ulyanov stressed that if the Iranian nuclear accord collapses, this would become Washington's fault.

The envoy also called on the members of the International Atomic Energy Agency to condemn the US destructive moves on Iran nuclear deal.

"We urge all Board Members to strongly condemn the destructive US policy", Ulyanov said in a statement published on Twitter.

Ulyanov pointed out that the nuclear deal's goal was not only to resolve nuclear issues but to normalise economic and trade relations with Iran, as sanctions were to be lifted gradually in exchange for Tehran keeping its nuclear program peaceful.

"It is obvious, however, that it is difficult to maintain the deal [with] only one of its two pillars. As a result, the US policy on the economic clampdown of Iran negatively affects the IAEA inspections in Iran", Ulyanov said.

Washington unilaterally pulled out from the JCPOA and began re-imposing sanctions on Iran in 2018. A year later, Tehran announced its decision to suspend some of its obligations under the agreement, giving the other signatories to the nuclear deal 60 days to save the accord by facilitating oil exports and trade with Iran amid US sanctions.

Iran then announced that it would reduce its obligations under the JCPOA due to the fact that the signatory states were unable to save the accord within 60 days.

Earlier this week, the International Atomic Energy Agency confirmed that Iran is enriching uranium above the level set by the 2015 nuclear agreement. Iranian President Hassan Rouhani explained that Tehran's move was an attempt to save, not to undermine, the JCPOA.

The deal was negotiated in 2015 under the administration of then US President Barack Obama. It was signed by the US, three European countries, the EU, China, Russia, and Iran. According to the deal, Washington would remove sanctions that prevent Tehran from engaging in free trade, and Iran would significantly restrict its nuclear programme.
