元トルコ首相 再選挙でも野党の対立候補に敗れる

ビナリ・ユルドゥルム氏は、エルドアンとの話し合いによって辞任したアフメト・ダウトオール首相の後にトルコの首相を務めました。任期中に議院内閣制を廃止することなどを定めた憲法改正案が2017年4月16日の国民投票で承認されたことに伴い首相職が2018年7月9日に廃止されました。エルドアンの大統領としての権限強化です。ユルドゥルム氏の任期は、2016年5月24日〜2018年7月9日。
ユルドゥルム氏は、その後国会議長を務めていました(2018年7月12日から)が、今年になってイスタンブール市長選挙に出ていたようです。一回目の投票で敗れ、再選挙になったのですが、今回も敗れました。写真で見ると気の毒なほどに疲れているようです。エルドアンがユルドゥルム氏をつぶしておきたいと考えておかしくありません。

Opposition candidate beats Erdogan’s ally Yildirim in rerun of Istanbul mayoral election
Turkey’s ruling AK party runner-up Binali Yildirim has congratulated his rival, Ekrem Imamoglu, on his victory in the rerun of Istanbul’s mayoral election. The results of the initial vote in March were annulled over violations.

The former Turkish Prime Minister, who had received full backing from President Recep Tayyip Erdogan during the campaign, expressed hope that Imamoglu “would serve the city well.”

Yildirim conceded defeat after it was reported that the opposition candidate, a member of the Republican People’s Party (CHP) had 53.6 percent of the votes after nearly 95 percent of the ballots were counted.

The repeat election in the country’s largest city, with a population of over 15 million, was seen as a true test of Turkish democracy.

The initial vote on March 31 was also won by Imamoglu by a narrow margin, but Turkey’s High Election Board annulled its results under pressure from the AK Party, which filed numerous complaints about it.

Over the last 25 years, all mayors of Istanbul were from the AK party, including Erdogan himself, between 1994 and 1994. The President famously said that “whoever wins Istanbul wins Turkey.”

Imamoglu said that, despite differences in their political views, he was ready to “work in harmony” with Erdogan for the sake of Istanbul and promised “a new beginning” for the city.

米国がイランにサイバー攻撃

米国がイランにサイバー攻撃をしたというニュースが米国のMSMから流れています。
イラン軍のシステムがストップしたとか書かれていますが、そんなに無防備ではないはず。軍のシステムは一般のネットとは接続されていないはずです。

トランプは、ツイートで米国がイランに求めるのは核爆弾を作らないことだと述べています。その約束をしろということのようです。

ですが、小国が大国の侵略を抑止するために最も有効な軍事戦略は、核爆弾と大陸間弾道ミサイルを持つことです。

イランがそのような約束をし、定期的な査察を受けることは完全に米国の足元にひれ伏すことになります。

イランがやるはずがありません。
米国とイランの対立は、続くでしょう。出口が見えない。

やはり成功しませんでした。

‘They tried hard, but failed’: Iran foiled all US attempts to carry out cyber-attacks
Iran successfully prevented US cyber-attacks that targeted its infrastructure, the country’s information minister said after Washington was reported to have crippled Tehran’s missile control sites with a retaliatory cyber-strike.

Minister for Information and Communication Technology Mohammad Javad Azari-Jahromi appeared to deny reports in the US media that a massive cyber-offensive had disabled Iranian computer systems that control rocket and missile launches on Thursday

Neither the Pentagon nor the White House commented on the reports, which claimed that the strike had been carried out by US Cyber Command in cooperation with US Central Command to avenge the downing of an unmanned US Navy drone by Iran on Thursday morning.

Stopping short of directly addressing rumors that the attack had taken place, Jahromi said that Iran has vast experience of thwarting these kind of assaults, having foiled some “33 million attacks with the [national] firewall, only within the last year.”

He specifically referred to Stuxnet, a computer worm jointly developed by the US and Israel, which was used to infiltrate Iran’s nuclear facility networks in 2009-2010.

They try hard, but have not carried out a successful attack

The Washington Post reported earlier that the alleged cyber-strike had incapacitated Iran’s military command posts and control systems.

The Trump administration has been pursuing a hawkish cyber-strategy. Signed by Trump last September, the document rolled up many of the constraints that limited the usage of offensive cyber-operations in retaliation against foreign actors.

Unveiling the strategy, Trump’s national security adviser, John Bolton, who has been rallying behind a military option in Iran, announced that Washington’s “hands are not tied” anymore.

Meanwhile, Iran has exercised caution, warning that the US military should carefully assess the risks before going to war with Tehran. A senior Iranian general warned that if a conflict breaks out, “no country would be able to manage its scope and timing.”

European Drone Expert: Shooting Down of US Drone Viewed As Milestone
TEHRAN (FNA)- A senior fellow expert at the European Council on Foreign Relations (ECFR) and a drone expert stressed that shooting down of a US Triton Global Hawk drone by Iran was a landmark event as it inflicted heavy damage to Washington.

"The GH (Global Hawk) is the world's biggest drone system. We are talking about a flying data hoover, filled with high tech equipment. This is a hugely expensive system," Ulrike E Franke, an expert in German foreign and defense Policy, UAVs/drones, revolutions in military affairs and military technology, wrote on her twitter page on Thursday.

"Of course, losing an expensive drone is not the same as losing the pilot(s) of a manned system. But this isn't a throwaway drone whose loss the US will just shrug off," she added.

Franke added that the drone was specifically designed to be largely invulnerable - because it flies to extremely high, noting, "Losing this Triton/Global Hawk hence hurts the US quite a lot. And (again, speaking as drone scholar, not geopolitical commentator here) depending on the exact circumstances, this incident may also hurt exports of the system."

The Islamic Revolution Guards Corps (IRGC) in a statement on Thursday disclosed details about the shooting down of a US spy drone near the Strait of Hormuz, stressing that it was downed after violating Iranian airspace over the Southern coasts.

"The Global Hawk spy drone took off from one of the US forces' bases South of the Persian Gulf at 00:14 am today and turned off all its Identification (Identification Friend or Foe) equipment and continued flight from the Strait of Hormuz to Chabahar port in a full stealth mode," the statement said at Thursday noon after the IRGC declared in an earlier statement that it had shot down the drone at dawn.


"The drone started collecting intel in a spying operation when it was returning towards the Western parts of the region near the Strait of Hormuz and it violated the airspace over the Islamic Republic of Iran's territory," it added.

"The IRGC Aerospace Force's air defense system targeted and destroyed the hostile aircraft which had entered Iran's territorial airspace at 04:05 am," the statement said.

The RQ-4 Global Hawk unmanned aircraft system (UAS) can fly at high altitudes for more than 30 hours, gathering near-real-time, high-resolution imagery of large areas of land in all types of weather.

US officials confirmed the report that one of its drones was shot down by Iranian surface-to-air missile, but said the aircraft was a US Navy MQ-4C Triton high-altitude drone. Both types of aircraft are among highly advanced US-made unmanned planes, but the MQ series is reportedly the state-of-the-art and the best and most equipped drone ever made by the US.(略)

ステルスが売り物のグローバルホークが全然ステルスではなかった。すべての動き、位置が把握されていた。位置を把握されないよう識別情報の発信まで止めていたのに。

イランがどうやって動きを把握したのかは不明。ロシアの助けがあった? S-300システムで把握できた?

ロシアは本件についてインテリジェンス情報を持っていないと述べていますから、S-300システムで把握できたとなると、すごいことです。

ロシアのS-400は、米国が言うステルス機でも捕捉できることになる。
となると、各国が防空手段としてS-400を導入しようと競っているように見えるのは無理からぬことです。

シリアのフメイミム基地にS-400が搬入された時のRTの記事で、管理人はレーダー施設に目を引かれました。大きな長い筒に入ったミサイルも印象的ですが、このレーダー施設のデータは、他の伝統的な防空施設でも使えるのですね。まあ、当然といえば当然なのですが。

今回イランがグローバルホークを打ち落としましたが、イランがステルス機を捕捉できる高性能のレーダー網を開発したのか? それもあり得ますがより確実なのは、S-300のレーダー機能を活用しているケースです。

S-300からさらに進んだS-400システムがあれば敵国からの攻撃の多くを無力化できるのです。偵察機でも戦闘機でもミサイルでも多くが撃ち落とせる。S-400のミサイルは逃げる戦闘機を追跡して撃墜できるとされています。航続距離も長い。

なるほど、そういうことなんですね。世界の軍事関係者はS-400の性能を熟知している。ロシアがS-400が防衛用の装備だと繰り返して主張していますが、自国内にレーダーがある限りではそのとおりです。

グローバルホークは高空を飛ぶので地対空ミサイルでは撃ち落としにくいというのが定説だったが、高空では偵察の成果が得られない。低く飛ぶことも当然ある。イランは弾道ミサイルだけではなく、誘導ミサイル、あるいは追尾式ミサイルでも技術的な開発に成功していたことがわかる。
イランは、ロシアのS-300と同等な技術を開発したとしている。リバースエンジニアリングを得意としている。

米国が予定通りイランを攻撃していたら、艦載機がイラン国境を越えたところでことごとく撃墜される。米軍が打ったミサイルが次々に撃墜される、さらには航空母艦に向けてミサイルが発射されるというすごい戦争シーンが見られたのかもしれません。

最近、シリアがイスラエルによる空爆に防空力を発揮してミサイルの多くを撃墜したり、戦闘機を落としたりする例が増えているように感じます。主に使っているミサイルはソ連時代の古いもののようですが、それでも成果を上げている。

イスラエルはシリア国境の間近からあるいは国境を越えてミサイルを打っていますからシリア側は対処する時間がほとんどありません。それでも効果が出ている。そういうことだったんですね。

振り返って極東でみると、北朝鮮のミサイル開発戦術は極めて妥当だったことがわかります。大国の侵略を抑止するにはリソースの少ない国では核とミサイルが最も有効です。

今は戦闘機は限定的な用途しかありません。最も有効に使われているのがシリアのテロリストに対する空爆です。戦闘機同士の空中戦は当事国の暗黙の合意がなければ行われません。インドとパキスタンはその例でしょうか。

日本にとって戦闘機を使うのはどんな場合でしょうか。領空を侵犯した外国偵察機や戦闘機を追い払うような時だけでしょう。しかも操縦性能が悪くパイロットが酸素不足で気を失うような欠陥戦闘機など出る幕は全くありません。もし相手国に攻め込もうとしてもその国がS-400で防空体制を敷いていれば、次々と迎撃されるということになります。

中国もS-400を装備しました。国土が広いためいくつものシステムが必要なはずで順次設置数を増やしていくでしょう。ロシアは極東にS-400を設置しています。

S-400は防衛のためのシステムです。自衛隊こそS-400をロシアから購入して設置すべき? そんな風に思えますが。

Saudi Airlines Diverts Flights From Gulf of Oman, Strait of Hormuz Airspace - Reports
The US Federal Aviation Administration (FAA) announced earlier that it had banned the US-owned airlines from flying over Iranian waters in the Persian Gulf and the Gulf of Oman, citing increased military activities and risks of miscalculations in the region.

According to media reports, following the FAA's decision over a dozen non-US air carriers have restricted or altered commercial jet flight routes in the areas surrounding Iran.

On Sunday, Saudi Arabian Airlines altered the path of its international flights away from the Gulf of Oman and the Strait of Hormuz, Reuters reported, citing the state-run Saudi Al-Arabiya broadcaster.

The news comes after the Iranian Revolutionary Guards Corps (IRGC) on Thursday downed a US spy drone over the coastal Hormozgan province, facing the Persian Gulf, for entering its national airspace. The US military confirmed that the aircraft had been shot down, but said it was flying in international airspace. US President Donald Trump said Iran had made a "big mistake" but later told reporters that he thought that perhaps the downing was not intentional.

The downing of the unmanned Global Hawk surveillance drone was the latest in a series of incidents in the Gulf region that have included sabotage attacks on six oil tankers.

The United States blamed the attacks on Iran and significantly boosted its military presence in the region, while Tehran dismissed the claim that it had a role in the incidents.

In a reversal of US policy, Trump announced in May 2018 that he would pull the United States out of the 2015 international agreement on Iran's nuclear program, the Joint Comprehensive Plan of Action. Since then, Washington has begun reimposing sanctions that were lifted as a result of the historic agreement.

The US also declared the IRGC a terrorist organization, to which Iran responded by recognizing the US Central Command as a terrorist group and the United States as a "state sponsor of terrorism".

Trump said Friday that the US military was ready to strike targets in Iran in response to the downing of a US Navy drone, but noted that he had called off the attacks at the last minute because they were not proportionate.

Iran’s Ambassador to the United Nations, Majid Takht Ravanchi, in a letter to UN Secretary-General Antonio Guterres, has encouraged the international community to call on the United States to end its unlawful and destabilizing measures in the Persian Gulf.

Leaked Audio Shows Saudi-MKO Collusion over Tanker Attacks
TEHRAN (FNA)- A leaked audio of a phone conversation between two members of the anti-Iran terrorist group, the Mujahedin-e-Khalq Organization, revealed Saudi Arabia has colluded with the MKO elements to frame Iran for the recent tanker attacks in the Persian Gulf.

In the audio, which is being released by the Iran Front Page for the first time, Shahram Fakhteh, an official member and the person in charge of MKO’s cyber operations, is heard talking with a US-based MKO sympathizer named Daei-ul-Eslam in Persian, IFP news reported.

In this conversation, the two elements discuss the MKO’s efforts to introduce Iran as the culprit behind the recent tanker attacks in the Persian Gulf, and how the Saudis contacted them to pursue the issue.

“In the past week we did our best to blame the [Iranian] regime for the [oil tanker] blasts. Saudis have called Sister Maryam [Rajavi]’s office to follow up on the results, [to get] a conclusion of what has been done, and the possible consequences,” Fakhteh is heard saying.

“I guess this can have different consequences. It can send the case to the UN Security Council or even result in military intervention. It can have any consequence,” Daei-ul-Eslam says.

Attacks on two commercial oil tankers in the Gulf of Oman on June 13, and an earlier attack on four oil tankers off the UAE’s Fujairah port on May 12, have escalated tensions in the Middle East and raised the prospect of a military confrontation between Iran and the United States.

The US, Saudi Arabia, and the UAE have rushed to blame Iran for the incidents, with the US military releasing a grainy video it claimed shows Iranian forces in a patrol boat removing an unexploded mine from the side of a Japanese-owned tanker which caught fire earlier this month.

It later released some images of the purported Iranian operation after the video was seriously challenged by experts and Washington’s own allies.

The MKO which has assassinated over 17,000 Iranians receives support from the US and its allies in the region, including Saudi Arabia.

The MKO which is said to be a cult which turns humans into obedient robots, turned against Iran after the 1979 Revolution and has carried out several terrorist attacks killing senior officials in Iran; yet the West which says cultism is wrong and claims to be against terrorism, supports this terrorist group officially.

After the Islamic Revolution in 1979, the MKO began its enmity against Iran by killings and terrorist activities.

US will not ‘stumble into’ war with Iran by mistake. If it happens, it will be by design
There are men in Washington intent on going to war with Iran – and very few people doubt this fact. Why then, does the media keep warning us that conflict could break out “accidentally”? The US does not go to war by mistake.

Last week, Donald Trump pinned the blame for the attack on two oil tankers in the Gulf of Oman squarely on Iran. US Secretary of State Mike Pompeo, who has been running around provoking Iran in word and deed for months, called the attacks an “unacceptable escalation of tension.” The so-called proof came in the form of a grainy video that presented more questions than answers.

The version of events offered by the US was quickly challenged by the Japanese shipping company which owns one of the tankers damaged in the attack – and the German foreign minister threw another spanner in the works, saying that Washington’s footage was “not enough” to prove Iranian culpability. Britain, as could only be expected, took the Pompeo narrative at face value, with Foreign Secretary Jeremy Hunt explaining that it was his “instinct” to believe the US “because they are our closest ally.” Solid reasoning, as ever, from London.

However, for every irredeemable neocon who believes this sketchy story, there appear to be 10 more who doubt it – because with such a long history of using false-flag attacks to begin wars, only someone with their head buried very deep in the sand could not feel at least a little skeptical about recent events.

There is ample evidence to suggest that central figures within the Trump administration are itching for a war with Iran and willing to go to great lengths to get one. Despite this, there are repeated suggestions from the media that the US could “stumble” into a war with Iran “accidentally” or “by mistake” – despite purportedly wanting to avoid entanglement in another military conflict.

If they are not careful, “the two arch foes could stumble into a conflict,” one Reuters report warned. The UK Telegraph explained British concerns about the risks of “stumbling into an unwanted war.” Foreign Policy magazine published a piece about how Washington and Tehran could prevent an “accidental war.”

Let’s get one thing straight. Washington does not get into wars “by mistake.”

Between Pompeo and National Security Advisor John Bolton, Trump filled two of the most crucial positions in his administration with men who have demonstrated a psychopathic appetite for war with Iran – and not just in the last few months, but over many, many years. Bolton penned an op-ed for the New York Times in 2015 openly advocating for the US to bomb Iran. The US, he wrote “could do a thorough job of destruction” while offering “vigorous” support to the Iranian opposition. With positions in four Republican administrations, he has been impatiently making the case for Iranian regime change for decades.

The Trump administration itself has been taunting and provoking Iran from day one. For Mike “we lied, we cheated, we stole” Pompeo, who has been the most public face of Trump’s anti-Iran campaign, a conflict would certainly be no mistake, either. Trump himself appears less enthusiastic and there are rumors that he is unhappy with Bolton’s bloodlust and constant attempts to steer him toward wars. One can only hope rumors of his looming firing prove true.

The language of the “accidental war,” the conflicts that somehow manage to come looking for the US but never the other way around, is an obfuscation. It ignores years of US provocation against Iran.

This strange terminology is not reserved for Iran, either. As I have written before, the media often frames US military action as something that happened while good men fell asleep at the wheel. Media reports have had the US “drifting,” “sliding” and “sleepwalking” into wars all over the place. When it is not drowsily stumbling into conflicts, it is being “dragged into” or “sucked into” them. This language intentionally removes the agency from the most powerful and trigger-happy country on Earth, recasting it as the victim.

Incredibly, some print media have been willing to question the US narrative on the Gulf of Oman attacks – far more, at least, than they have done when it comes to other recent regime-change efforts from Syria to Venezuela. Perhaps we can actually thank Pompeo and Bolton for this sudden splash of skepticism. Their eagerness for war has been so transparent, it would be almost criminal for supposedly serious newspapers not to question their statements.

US launched cyber-strike against Iran while backing away from military attack – report
Offensive cyber-strikes against Iran reportedly disabled its computer systems that control rocket and missile launches on Thursday night, when the military attack was called off by President Donald Trump.

President Trump approved the cyber offensive against the Islamic Revolutionary Guard Corps, the Washington Post reported, citing people familiar with the matter. Although the attack came after Iran had shot down an American surveillance drone, it had reportedly been months in the making. The strike was conducted by US Cyber Command in coordination with Central Command, which is in charge of US military activity in the Middle East.

A week before the attack, John Bolton, the hawkish presidential adviser and arguably the major cheerleader in the feud with Iran, revealed that the US is ramping up offensive cyber operations against its adversaries. The list included the usual suspects of Russia, Iran, China and North Korea.

The cyber-attack reportedly crippled Iran’s military command and control systems, although there were no comments from Tehran either confirming or denying it. The White House also warned about possible cyber-attacks in retaliation. US media have reported that Iranian hackers are threatening US computer systems this week, citing companies that had previously warned about seemingly ubiquitous Russian hackers.

Trump said on Friday that he had called off a planned military strike against Iranian targets, as it could have resulted in 150 casualties. The US president threatened Tehran with more crippling sanctions, saying it was not about oil, but preventing the country from developing nuclear weapons. Top Washington officials say a military strike is still on the table, but they are in favor of talks or a deal if Tehran behaves the way US wants.

However, this is something highly unlikely to happen.

"Regardless of any decision [US officials] make... we will not allow any of Iran's borders to be violated. Iran will firmly confront any aggression or threat by America," Foreign Ministry spokesman Abbas Mousavi said on Saturday.

Zarif: Proofs Piled Up Disclose Conspiracy Against Iran
TEHRAN (FNA)- The US president hawkish advisor along with the top leaders in Tel Aviv, Riyadh and Abu Dhabi have sought to set up false-flag operations to push Washington into a war with Tehran, Foreign Minister Mohammad Javad Zarif stated on Sunday.

The Iranian top diplomat noted a US spy drone's intrusion into Iranian airspace in late May as well as "speedboat purchases and phone calls planning" as some pieces of evidence already available to disclose a B-Team's set-up to defame Iran through the tankers attacks false-flag operation in the Persian Gulf and Sea of Oman.

Zarif said President Donald Trump was too close to see himself in a war with the Islamic Republic as his anti-Tehran aide and his team set several different scenarios, including US spy drone and oil tankers incidents, to lay the blame at Tehran.

The B-Team is a reference to US National Security Adviser John Bolton, Israeli Prime Minister Benjamin Netanyahu, Saudi Crown Prince Mohammad bin Salman (MbS) and Abu Dhabi Crown Prince Mohammad bin Zayed Al Nahyan (MbZ).

Washington has recently claimed that Tehran is responsible for the attacks on two oil tankers near the Strait of Hormuz, without providing any reliable proof. In responce, Zarif stated that Washington’s claim is unsurprising, warning that the United States has resorted to “Plan B” to sabotage the Islamic Republic’s diplomatic efforts.

“I warned of exactly this scenario a few months ago, not because I’m clairvoyant, but because I recognize where the B Team is coming from,” Zarif noted, warning that Trump’s “B Team” was now moving to “Plan B: Sabotage diplomacy” in an attempt to “cover up its economic terrorism” against Iran.

On Thursday, the Islamic Revolution Guards Corps (IRGC) Aerospace Force announced it used the Iran-made short-range and mid-altitude 'Third of Khordad' missile defense shield to bring down the US spy drone over the country's Southern coasts. The incident marked the first direct Iranian attack on US assets and came amid heightened tensions between Washington and Tehran.

The United States has confirmed that one of its reconnaissance drones was shot down by Iraniain air defenses, but denied that it intruded into Tehran’s airspace at the time.

Iran, but, announced that the country will complain to the UN Security Council as the United States has violated its airspace and claimed that its drone was in international airspace when it was shot down by Iran. The Islamic Republic has also retrieved parts of the US Global Hawk from the country's territorial waters, rejecting Washington's claim that the aircraft was targeted in international waters.

Tensions around Iran have been rising since Trump torpedoed the landmark 2015 nuclear deal and re-imposed sweeping sanctions targeting large swathes of Iran’s economy. Recently, Washington raised the stakes in the standoff, sending additional military assets – including a carrier strike group, a bomber task force, and Patriot missiles – to countries bordering Iran.

ルクバン難民キャンプから難民がようやく脱出

2019年4月にヨルダン国境に近いルクバン難民キャンプから難民がのがれる動きが始まっていました。

シリア政府がバスを用意して迎えに行っても米軍が妨害して難民を運べなかったこともありました。アルタンフに米軍の基地があり、そこではテロリストの訓練もしていたのです。

ルクバン難民キャンプの場所は★印。オムス州は東に広がっています。

この場所を確認しようとしますが、どの報道も

こんな環境で難民は何年も暮らしていました。医療設備もない、清浄な水も食料も入手困難な砂漠で。


砂漠というより土漠です。砂ではなく細かい土です。


こんな砂漠でもそこに住んでいる人はいます。


シリア軍の兵士が難民を輸送する登録手続きを進めています。


★印の上にタドミールとあります。遺跡のあるパルミアです。今は砂漠の中ですが、古代には作物を栽培できたでしょう。そうでなければ神殿を作るだけの人を養えない。気候変動が環境を一変させてしまったのです。

日本のニュースサイトでは全く見かけない情報が!!

管理人は、最近、よく居眠りをしています。日の出が早まり、明るくて寝ていられないことから起床が早くなっていることに加えて、読む記事のほとんどが英語になっていて目も疲れるし、頭もしびれるのです。

放射能関係の記事はウエイトが落ちています。さらにこの傾向は進むでしょう。

それにしても、海外情報の幅、詳しさまで中国に負けてしまうとは!

Iran on the Table When Russia, U.S. and Israel Gather for Summitbloo
When top national security officials from Russia, Israel and the U.S. gather for a rare summit starting Monday, the focus will be on the country not in the room: Iran.

Amid rising regional tensions, the meeting is a critical opportunity to hash out how they view the future of Iran’s presence in Syria as an eight-year-long civil war there winds down.

Russia wants to project power across the Middle East through its ally Syrian President Bashar al-Assad, and would like to limit Iran’s competing influence in the country. That’s much less than what Israel and the U.S. want when it comes to combating Iran, complicating efforts to reach a broad agreement.

“If we’re talking about Syria, definitely there are some areas where Russia would like to see the Iranian role decrease -- that’s where it can help the U.S.,” said Nikolay Kozhanov, a Middle East expert at the European University at St. Petersburg who served as a Russian diplomat in Tehran from 2006-2009. “The problem is the extent to which Moscow is willing to go is probably not going to satisfy the Americans, who want the Iranians completely out.”

The talks in Israel will include U.S.-Russia negotiations on Monday and a three-way meeting Tuesday, according to a U.S. National Security Council spokesman.

Bolton’s Accusations

The parties have been broadcasting their positions in the lead-up to the summit. Speaking alongside Israeli Prime Minister Benjamin Netanyahu, U.S. National Security Adviser John Bolton accused Iran of stepping up aggressive efforts throughout the Middle East and pursuing nuclear weapons.

“Neither Iran, nor any other hostile actor, should mistake U.S. prudence and discretion for weakness,” he said, just days after President Donald Trump called off air-strikes last week after Iran shot down an American drone.

Instead, Trump promised to impose more sanctions on Iran as soon as this Monday. The U.S. exited the international nuclear deal with Iran last year and began reimposing economic sanctions.

‘Iran’s Interests’

Russia has taken a different tack, saying the talks will focus on stabilizing Syria, including through postwar reconstruction. The head of Russia’s Security Council, Nikolai Patrushev, said it will push for Iran’s interests to be respected.

“Iran is in Syria at the invitation of the legitimate government and is actively involved in fighting terrorism, so of course we should take Iran’s interests into account” at the summit, Patrushev said June 20, a day after meeting his Iranian counterpart Ali Shamkhani at a security conference, state news service RIA Novosti reported.

Ahead of the meeting, speculation has swirled that a broad agreement could be reached that would see some combination of U.S. concessions -- such as recognizing Assad’s legitimacy or lifting sanctions on Russia -- in exchange for Russia clamping down on Iran’s influence in Syria.

Israel has been striking Iranian targets in Syria over the past few years and is likely more interested in seeing Iran gone from its northern doorstep than in ousting Assad.

Grand Bargain?

But Russia’s foreign ministry, in a statement on its website, dismissed reports of a “deal or trade-off” as unhelpful to negotiations.

In place of a broader compromise, the meeting could lead to minimal results like improved communication channels or Russia continuing to allow Israeli air raids.

“Israel is hoping for this grand bargain where basically the U.S. will come to terms with Assad staying somehow and the Russians will compel Iran to roll back its military presence from Syria,” said Ofer Zalzberg, senior analyst at the International Crisis Group research center. “That strikes me as wishful thinking.”

Russia, US & Israel hold security talks as Middle East turns into ‘battlefield’ against Iran
Blaming Iran for all the problems of the Middle East is just bad policy, Moscow has said as the national security advisers from Russia, Israel and the US meet in Jerusalem to discuss escalating tensions in the region.

“Just like us, Iran is legitimately present on Syrian territory to help fight terrorists, invited by the legitimate Syrian government,” Russian Foreign Minister Sergey Lavrov told reporters in Moscow on Monday, after a meeting with his Egyptian colleague Sameh Shoukry. Much of their press conference was dedicated to another meeting, however, as Russian Security Council Secretary Nikolai Patrushev was in Jerusalem for talks with his Israeli counterpart Meir Ben-Shabbat and US national security advisor John Bolton.

Further meetings between Patrushev, Bolton and Ben-Shabbat are scheduled for Tuesday, and the three are supposed to produce a joint statement.

Bolton was dispatched to Israel while Secretary of State Mike Pompeo flew to the United Arab Emirates and Saudi Arabia, after US President Donald Trump decided not to launch an attack on Iran last week. Pompeo’s officially published agenda includes discussions of “dangers posed by Iranian destabilizing activity.”

This focus on Iran to the exclusion of everything else was “counterproductive,” Lavrov said. "Israel and the Americans are above all concerned with Iran, not just when it comes to Syria but also this region in general, and maybe even in a much wider geographical area."

"We consider it very, very dangerous how the situation is developing in [the Persian Gulf] as well as in Syria,” the top Russian diplomat added.

There are attempts to turn the territory of Syria into a battlefield between Israel and Iran, between Sunnis and Shia. This is bad and only aggravates the crisis.

He did not name any particular country as the culprit, but the thrust of the remark was perfectly clear. Earlier in the day, Washington announced additional sanctions against Iran, including Supreme Leader Ayatollah Ali Khamenei personally.

In his talks with Shoukry, Lavrov expressed concern about the rumored US peace plan for the Israeli-Palestinian question, saying that “secretly developed ideas” that reject the two-state solution were a departure from the framework of UN resolutions and other internationally agreed principles.

UN resolutions should also be the basis of resolving the conflict in Syria, Lavrov said, condemning attempts to “encourage separatist tendencies in this or that part of Syria” and interfere with the legitimate government – once again indirectly pointing to the US.

Trump’s refusal to escalate the military confrontation with Tehran – going so far as to question the massive US military presence in the Persian Gulf in a series of tweets on Monday – even as he went along with sanctions and threats, seems to have left Iran hawks such as Bolton and Pompeo painted into a corner.

Netanyahu is in a similar position. He can’t accuse Trump of insufficient support for Israel after such explicit evidence to the contrary as relocating the US embassy to Jerusalem and recognizing the Israeli claim to the occupied Golan Heights. He is also in political limbo at home, after failing to form a coalition government and having to call a new general election for September.

This has reduced the Israeli leader to hosting “a Russian victory lap” in Jerusalem while the “emasculated” Bolton looks on, the liberal daily Haaretz noted on Monday. Describing Russia as the rising power in the Middle East due to Washington’s reluctance to launch wars against Syria and Iran, Haaretz argued that Israel and the US have “little choice but to do business” with Moscow.

Bolton is Trump’s “third national security adviser in two and a half years, and could well be out of a job very soon,” the paper noted.
