日本の中東研究者はイスラム国とのつながりを持とうとしていた

管理人がシリア問題を調べ始めたのは3年前からで今の時点で過去の研究者の発言を論ずるのは、後出しじゃんけんになるが、3年前にシリア関係、ISIS関係の情報を求めて日本の中東研究者の発言を探し、その多くの人がイスラム国に好意的なのではないかとの印象を受けて不可解に思ったことがある。ISISのキーホールダーを持っていてイラクでISIS関係者と疑われた人もいた。

中田氏もIWJのインタビューを読んでとても不可解に思えた人の一人。

いや、まったく関係ない。詳しくは書けませんが私は2016年4月以降は安田さんの救出に関してはまったく手立てを失っており、それ以降は何もしていませんので。おそらく日本の外務省も含め今回の解放には日本人(解放を訴えていたジャーナリストたちも勿論)は誰も役に立っていないはずです。

 日本人2人を人質にとって身代金2億ドルを要求したイスラム過激派組織「イスラム国」との人脈を持つ同志社大学の中田考元教授(イスラム法学・神学)は2015年1月22日、外国特派員協会で記者会見し、人質救出に向けた方策を提案した。中田氏は、身代金の代わりにトルコ政府と国際赤十字・赤新月社連盟を通じてイスラム国支配地域内の難民を対象に人道支援を行うのが唯一の解決策だと強調。また、中東訪問中に安倍晋三首相が、イスラム国との戦いを前提に表明した2億ドルの難民人道支援は「バランスを欠いている」と批判した。(時事通信社・舟橋良治)

 〔中田考・元教授とイスラム国との関わり〕
 イスラム法学者、イスラム教徒として、十数回シリアを訪問。イスラム国司令官、ウマル・グラバー氏から湯川遥菜氏の裁判を行いたいため、イスラム法、日本語、アラビア語ができる人を紹介してほしい、またジャーナリストを連れてきてほしいという要請を中田元教授が受ける。
この時、お金の話は一切なく、基本的に司法を通じて救出できるとの見通しをウマル氏から言われ、シリアに入国した。この時、(日本の)外務省から自己責任で行くことを確認された。また、アメリカの空爆が始まり、人質を預かっている人と連絡が取れなくなり、救出できなくなった。その後、イスラム国に行きたいという学生を助けたとして被疑者になり、コンタクトを控えていた。

Q:今回の人質事件とイスラムは直接、本当は関係ないと思う。私のムスリム教徒の友人が、彼らは傭兵ばっかりだし、敗者ばっかり。遠隔操作されているような人ばかりで、人間的な価値が全くないと、強く非難していたが、どう思うか。
私はカリフ制というものを信じている。カリフ制というのは本来、イスラムが担っていく体制。その不在は、ある意味では間違っているということになる。当然、イスラム国もその一つであると、私自身は考える。

私の今までのイスラム国の訪問は、私の友人たちを訪ねて行ったもので、私の友人たちは、そういう方ではない。イスラム国に加入する前は、普通の人よりも正直で教養も高い人たちだった。

日本人の人質2人がいることが分かっている中で「イスラム国と戦う」ことを発言するのは不用意と言わざるを得ない。

 テロリストの要求を飲む必要はないが、交渉のパイプを持たないことは全く別。無条件の解放を要求するとしても、実際に人質2人を解放するため安全が確保できるか、その間、空爆を止めることができるか、誰が人質を受け取りに行くのか、どこへ受け取りに行くのか。正しい相手と正しく話をするパイプがなくては、話にならない。

 現在のイスラム国の前身は、イラクのスンニ派のイスラム運動。彼らは、アメリカによって攻撃されたことを体験として覚えている。彼らを含めてほとんどのイラク人はサダム政権が倒れた時、アメリカを歓迎していた。それが、数カ月で反アメリカに変わった。

 それは、空爆その他でたくさんの人々、女性と子どもが殺され、これに対して全く補償がされていないためだ。現在、それが繰り返され、イスラム国が行政の責任を持っている地域で、多くの人が殺されている。

難民といった場合、国外難民と国内難民がいる。今回の提言は、トルコ、赤新月社を通じて、あくまでもイスラム国の支配地域にということ。国内難民の話になる。イスラム国での生活は非常に苦しいものがある。それは、私自身も見てきた。

しかし、イスラム国の前身が出現したのは、アメリカの空爆によって難民化した人たちに対する補償がなかった(ことが要因)。その意味で、間接的には(テロを)減らすことになるとも言えると思う。具体的には、食糧、医薬品、および、シリアも冬は非常に厳しいので、暖房器具、毛布。こういった人道支援以外には使えない物資を配るのが具体的な方法として思い浮かぶ。

 ウマル・グラバー氏はイスラム国の中で唯一、表に出ている人。フェイスブックとツイッターの公式アカウントを持ち、今でも発言を続けている。それと、本人自身が特定できる。顔もあがっているし、日本人ジャーナリスト2人がインタビューをしている。2回とも、私自身、その場に立ち会った。イスラム国の中で、どこまで指導的な立場にいるかは私もはっきりとは申し上げられないが、イスラム国の行政機関の中で働いている。

 あくまでも彼らの要求は、日本政府がアメリカの同盟国を通じて人道援助を行ったので、われわれ(イスラム国)を通じて同じような人道援助をしてほしいということだと理解している。

興味深い記述がいくつかあります。

1 「イスラム国に加入する前は、普通の人よりも正直で教養も高い人たちだった。」
 イスラム国が勃興し、資金出所が不明ながら豊富な資金でいろいろな物品調達や工事の発注で潤う人が出てきて、世の中の風向きの変化に敏感な人たちがイスラム国に引き付けられていったことがわかります。

2 イスラム国の起源について、「現在のイスラム国の前身は、イラクのスンニ派のイスラム運動」とされており、米国のマケインらの動きが認識されていないようです。

3 ISISの運営費用についての認識は述べられていませんが、銀行を略奪したり、石油を盗掘してトルコに運んだりしたこと、さらに湾岸諸国などから資金・物資の援助を得ていることについてどうとらえていたのか疑問が残ります。

4 「空爆その他でたくさんの人々、女性と子どもが殺され、これに対して全く補償がされていないためだ。現在、それが繰り返され、イスラム国が行政の責任を持っている地域で、多くの人が殺されている。」、「今回の提言は、トルコ、赤新月社を通じて、あくまでもイスラム国の支配地域にということ。国内難民の話になる。イスラム国での生活は非常に苦しいものがある。」とあります。ここで「空爆」は米軍によるものを指します。基本的な構図は、望ましいカリフ国、空爆する米軍、市民の犠牲者、国内の難民、です。

欧米やロシアのジャーナリストや研究者の分析やレポートとは全く違う基本的構図を前提とした論旨になっており、理解が困難な面があったのは無理からぬことだったと今振り返ります。

ピンクフロイドのロジャーウォーターがブラジルでの公演で大統領選挙の最有力候補で右派の元陸軍将校ジャイル・ボウソナロに反対する発言を繰り返し、当局から選挙前日10/27の午後10時以降に選挙について語ったら選挙違反で逮捕されるとの警告を受けました。主催者側が冷や冷やしながら見守る中、ロジャーウォーターは2分前に語りを止め会場暗転、大きなディスプレイに文字が表示され、10時ジャストにそれが消えたと伝えられています。75歳、信条、行動に見合う風貌です。

Despite the 30-year decline in interest rates, US debt has been climbing almost exponentially faster with the latest budget deficit swelling by nearly a trillion dollars.

Max and Stacy look at the ever-rising amount of interest the US is paying on its huge debt.

“America is like a guy who won a lottery and blows it. After World War II we ruled the world, we had the soundest currency, low interest rates. We were American Century ready to go,” says Max Keiser.

“Here we are in 2018 having kind of blown it. We have too much debt, over $21 trillion, and the interest on that debt is now $500 billion annually which is more than the annual budget deficit.”

Max explains when the interest on the debt gets to a point where the money printing Ponzi scheme that is the Federal Reserve Bank fails, the country enters a hyperinflationary Venezuelan-type currency collapse.

“Of course, the American ego will tell you that it’s impossible here in the land of the free home of the brave. But you know, empires come and go,” he says.

Gold demand up 42% as countries abandon US dollar in expectation of geopolitical shift
Central banks around the world are turning to gold as an alternative to the US dollar, which they see as being undermined by America’s aggressive trade policy and geopolitical uncertainty.

Demand for gold was up 42 percent year on year in the first quarter of 2018 among central banks, the World Gold Council (WGC) statistics say. Russia and Turkey are the largest net buyers.

Central banks added a net total of 193.3 tons of bullion in the half of 2018, an 8 percent increase from the 178.6 tons bought in the same period last year. This marks the strongest six months for central bank gold buying since 2015, the WGC notes.

As of the first half of 2018 central banks increased their gold holdings to $1.36 trillion, around 10 percent of global foreign exchange reserves, the WGC said. An analyst has told RT that the reason behind the move is a wish to diversify from the greenback.

“The United States has long used the dollar to put pressure on competitors. This has always caused anger in the world community. And now the fight against the dollar has reached Europe,” said Eldiyar Muratov, President at Singapore Castle Family Office.

“Russia has stepped up buying gold in its reserves in the face of new US sanctions and a possible disconnection from the dollar system,” added the analyst.

According to Muratov, a similar strategy is now being observed in many countries in Europe and Asia. China, Turkey, Venezuela, Iran, Qatar and Indonesia, are aimed at de-dollarization of economies and foreign trade. All these countries are significantly increasing their gold reserves, the expert says.

As the WGC notes in its report, gold buying is not only about hedging currency risks. “In an environment of heightened geopolitical tensions, gold is an attractive asset because it is not anyone else's liability and does not carry any counterparty risk,” the report says.

“Gold is already a familiar asset class for central banks, but the changing nature of the gold market – with ever-growing consumption coming from developing economies – means that gold is increasingly aligned with emerging market economic patterns. Central banks may increasingly recognize that the rules of the game are changing.”

Arab Analyst: Israeli-Arab Sheikhdoms Exchanges Prelude to Deal of Century
TEHRAN (FNA)- Abdel Bari Atwan, the editor-in-chief of Rai al-Youm newspaper, voiced regret over the recent moves by the Persian Gulf Arab states in normalizing ties with Israel, describing them as a prelude to the US-plotted deal of century.

"Three painful blows have been hit on the Arab countries' dignity in the past three days. First, by the Israeli delegation's participation in Qatar's sports games, second, by another Israeli sport delegation's visit to the UAE, headed by the Israeli sports minister who is a racist, and third, by Israeli Prime Minister Benjamin Netanyahu's trip to Oman and his meeting with Omani King Sultan Qaboos," Atwan wrote on Sunday.

He added that this coordinated campaign underway with the US pressures is not related to peace between the Palestinians and Israel, but it is a move to start peace between Israel and the Arab states and a prelude to impose the deal of century.

Atwan believes that the deal of century means using the unstable situation of the Arab states to degrade the Palestinian issue and recognize Israel as a friendly country in the Middle-East.

The so-called deal of century, a backchannel plan to allegedly reach a peace settlement between Israel and the Palestinians, was proposed by the US administration late last year. Although the plan has not been released, leaks signal it will consist of the same tried and failed ideas.

Palestinians believe that the deal suggests building their own Jerusalem al-Quds from areas surrounding the existing city and forget about the historic place. They also believe that the US-drafted plan calls for keeping borders and security under Israeli control, while it keeps Israeli settlements’ final borders to be discussed in later negotiations.

イスタンブール4首脳会談

イスタンブールでのトルコ、ロシア、独、仏4首脳会談の結果が注目されます。ロシアのこれまでの主張のラインでまとまっています。問題解決はあくまでも政治的過程による&憲法改正草案作成委員会の作業早期開始・・・これは既定事項です。

シリアの国境線は戦争前のものを維持・・・トルコはシリア北部の実効支配を通じてこの地域を編入する意欲があるとされていましたが、エルドアンは諦めた?

停戦維持とテロリストの打倒、人道援助の増強・・・これも文句のないところ。ロシアの主張を基本線としています。特に目新しいものはありませんが、それは当然なのでしょう。その前提で独、仏は会議に参加しました。

独、仏は難民問題の鎮静化が第一、シリアの戦後復興への関心もあるでしょう。

ですが、独、仏が参加し、英国が参加しなかったことの意義は大きいです。米国・英国がテロリスト育成・支援、シリアの国土破壊を進めてきたこと、そして両国はまだその方針を捨てていないことを暗黙のうちに示すこととなりました。

エルドアンが、シリア北部に送り込んだ軍の撤退やアンカラ傘下のテロリストの支援停止をいつやるのか、どう進めるのか全く見えません。トルコの成果は何か? シリアから何らかの特別条件を引き出そうとしているのではないかとみられますが、いつのタイミングで持ち出すのか。カショギ事件で意気盛んなエルドアン、動きが注目されます。

Common ground on Syria: What France, Germany, Turkey & Russia agreed in Istanbul
Despite years of disagreements on Syria, the leaders of Turkey, France, Germany, and Russia worked out a common vision for the steps to reconciliation in the war-torn country when they met in Istanbul. Here’s a summary of it.

Turkey’s President Recep Tayyip Erdogan, who hosted the talks, was joined by Russia’s Vladimir Putin and France’s Emmanuel Macron, as well as German Chancellor Angela Merkel. Following the summit, the four leaders held a joint press conference and released a communique, highlighting what common ground they had found during the four-way talks.

Only political solution for Syria
The leaders have “expressed their support for an inclusive, Syrian-led and Syrian-owned political process that is facilitated by the United Nations.”

Need to start work on constitution in Geneva
A committee tasked with drafting a new constitution for Syria should begin its work as soon as possible, preferably before the end of this year.

No to division of Syria
Syria must continue to exist within its pre-war borders. Any separatist movements or desires of foreign powers to occupy parts of the country are therefore firmly rejected.

The four countries have expressed their support for the Idlib ceasefire deal, brokered earlier by Russia and Turkey. At the same time, they emphasized the importance of fighting terrorism and condemned the use of chemical weapons.

Boost humanitarian aid
The United Nations and other international organizations should bolster aid deliveries to the war-torn country. “Swift, safe and unhindered” flow of humanitarian aid will provide much-needed relief to the sufferings of the Syrian people.

Help return of refugees
The four leaders stressed the importance of “safe and voluntary” return of refugees to Syria. To facilitate the process, appropriate housing and social care facilities must be constructed in the country.

Internationally observed elections
The ultimate goal of the political settlement process is holding transparent, internationally observed elections, the statement reads. All Syrians, including those who had to flee the country, must be able to participate.

The slaying of journalist Jamal Khashoggi may have far-reaching consequences for Saudi Arabia, French and German leaders have agreed; these include a possible weapon sales ban and other sanctions at European Union level.

The EU will make a joint decision on how to punish Saudi Arabia for the gruesome murder of the journalist, Chancellor Angela Merkel said on Saturday, speaking in Istanbul after the Russia-Turkey-France-Germany summit on Syria. The decision, including a potential weapons sales ban, will depend on the results of the murder investigation, she added.

"We agreed that when we have more clarity, and we are counting on that, when we know who was behind this then we will try to find a unified European solution or reaction from all member states of the European Union to show that we negotiate on the basis of common values," Merkel said.

A similar statement was made by French President Emmanuel Macron, who insisted that any punitive measures against Riyadh must be taken only after the investigation into Khashoggi’s murder is complete.

“It’s crucial that the killing of the journalist is fully investigated, that the perpetrators are found,” Macron said. “Potential sanctions should correspond with the investigation and be proportionate.”

Host of the talks, Turkish President Recep Tayyip Erdogan, warned that Ankara was ready to spearhead the investigation into the Khashoggi affair, if Riyadh tried to stall it for any reason.

“The crime was committed in Istanbul. If [Saudi Arabia] won’t continue this process, Turkey’s judiciary is ready to begin it,” Erdogan warned, adding that the country’s security and intelligence agencies have been actively digging into the scandalous incident.

スマホデビューを音楽隊が祝ってくれた日

2018/10/28は、バラマキスマホをもって出かけました。カメラの性能を試すのとオフラインでどの機能がどれだけ使えるか試すためです。

目的地の駅で下車して歩き出すと、ほどなくブラスバンドが演奏を始めました。船橋市消防局音楽隊が、私のスマホデビューを祝うために待ち受けていてくれたのです。(私は日々の行動予定を公表していないのによくわかったと感心感激しきりでした。)



あまり楽しくないコースでした。結局白井駅に抜けて帰ってきましたが、船橋市が散策コースなどと称しているコースは道は狭く、歩道もなく、危険極まりません。

車の通行の多い道を避けるためにGoogle mapを使いました。昨晩下調べした時のキャッシュが残っていたらしく縮尺の大きい地図はオフラインでも見ることはできました。

とても便利です。アンドロイドバラマキケータイで見るとGoogle mapはオンラインではかなり細部まで表示されます。

でも、こういうものを使うのは、私に取っては邪道なのです。私の原則は、「道がわからなければ人に尋ねる」なのです。

いつも的確に教えてもらえるとは限りません。ですが、その地域の人が通りすがりの者にどう対応するかを調べるのはこれが一番なのです。それによって、いろいろなことがわかります。壮年男性、中年女性、若い男性、若い女性。

私の長い経験からすると、道を教えてもらうことに関しては、若い男性が一番です。女性は概して主観的な説明をします。自分の日ごろの体験の範囲を超えませんから、車を使っている人は歩くとどれくらいの時間がかかるかは、答えられません。

高校生以下の女性に道を聞くことは、もともと無理なんだと思います。彼らは、地理なんかには関心がない。

年寄りもこれまただめです。出歩いておらず、家族の運転で送り迎えしてもらっていますから新しい道や街路を覚えるはずがない。

道を尋ねたあと、世間話に発展することがありますが、これがとても有益なことが多いです。ですが、これは完全に相手次第。世の中を観察していない人とは話が発展しません。

ゼロSIMで外出時にもアンドロイドスマホでネットを使えるようにするか、アイフォンで表示される程度の詳しさの地図で我慢するか、考えます。

帰路、電車の中でスマホを取り出して、いじっていたら反対側にいた若い男性が目を丸くしてみていました。ホームレスと見まがう白髭のデブ爺がウィンドブレーカーのポケットからタブレットスマホを無造作に取り出していじったりするのが、その若い方には新鮮だったのでしょう。

ギャラリーというアイコンをタップしたら今日撮った画像を見ることができたので、画像チェックをしていただけなのです。文字入力はしていません。

あまりにその人のびっくり具合が大きかったので、アイフォンも取り出していじって見せればよかったかな、今日はもっていなかったが測定器付きのWindowsタブレットパソコンも出したりしまったりしたら、もっと楽しんでもらえたかもしれないと思ったところです。

往路では、タブレットパソコンを出していると隣の若い女性が覗き込んできました。今度から、そういう時はこのブログの英語記事を呼び出して読んで見たり・・・、タブレットパソコンで若い人を挑発する楽しみが増えました。

過去記事の検索

先日、息子の一人に食べ物とか生活行動に気をつけろと注意喚起したら、自分のことは心配しないでよいからと返事が来たので、「心配してもらわなくてよいじゃない! (年老いた親を)心配させないようにするのが子のありかただ!」と返しました。

この息子には、ようやく職を得られたのに、被爆回避に気を付けないと若くして職業能力を失うぞとの脅しで波状攻撃。もう顔も見せないでしょうね。

子供のいる息子家族が京都に旅行するような話を聞いたので、京都では最近食中毒が多いから、生ものは幼児には食べさせない、海産物は避けたほうが良い、と伝えました。

娘にメロメロなので、すんなり理解。このような機会をとらえて少しずつ吹き込んでいく作戦です。

こんな時に過去に書いた記事から情報を選んで書き添えますが、過去記事から狙いのものを探し出すのが難しくなっています。

現在このブログの記事は、1万3千件あります。自分でも過去記事をすつかり忘れていることもあります。

ただ、キーワードを覚えていれば右上の検索窓にキーワードを入れて探すことができます。

「介護夫」なら一発で出てきます。「食中毒」や「京都」ですと複数の記事がヒットするでしょう。

この検索窓は、複数の単語による複合検索は使えません。

複数の単語で検索をかける場合は、Googleの検索ページで「ずくなしの冷や水、京都、食中毒」で出てきます。新しい記事も早ければ30分も経つと検索結果に出てきます。

このブログの最も頻度の高い読者はきっと検索エンジンだと思います。

カショギ事件にロシアは距離を置いている

【モスクワ大前仁】サウジアラビアが自国記者の殺害事件を巡り国際的な非難を浴びる中、ロシアによるサウジの擁護姿勢が鮮明になっている。共に資源大国である両国はこれまでも政策面で協調してきたが、ロシアには欧米諸国との関係悪化を避けられなくなったサウジに手を差し伸べて、中東での影響力拡大を狙う側面もありそうだ。
 ロシアのプーチン大統領は25日、サウジのサルマン国王と電話で協議した。国王はプーチン氏をサウジに招いたほか、サウジ人記者のジャマル・カショギ氏殺害事件についても説明したという。
 一方、両国の経済面の関係拡大も目立つ。サウジの首都リヤドでは23〜25日に国際投資会議が開かれたが、事件の影響で欧米の招待客の欠席が相次いだ。しかし、ロシア政府系の「ロシア直接投資基金」のドミトリエフ理事長は席上、「サウジは偉大なパートナーだ」と唱えた。

管理人は、ロシアによるサウジの擁護姿勢が鮮明だとまでは言えないのではないかと考えます。ロシアはサウジに武器を売っていません。武器の売却を継続するとするカナダやフランスのほうがよほど擁護姿勢でしょう。
サウジ国王は1年前にモスクワを訪問して経済協力案件をまとめています。ミルクカウと見て絞れるだけ絞ろうとする米国との違いを少なくとも国王は認識しています。
10/25の電話会談もサウジ側からの求めによるものとされています。サウジ国王の狙いは一つ、国際的な制裁決議などの事態になったときにそれを阻止してもらうことを期待しています。
ロシア側は、カショギ事件についてトルコがリークを続ける中で、事実関係が確定しないまま発言することを控えています。

カショギ事件はRTやスプートニクが報じていますが、いつも出てくるロシアの中東専門家などのコメントが見られません。いつも不思議に思いますが、このような場合には専門家や議会人もぴたりと口を閉ざします。彼らが言及すべきでないと自ら判断するのか、それともどこかから意向が伝えられるのかわかりませんが、前者でなければこれほど徹底しない。

ロシアから見ればカショギは米国居住者、MSMの寄稿者、問題にしているのは米国の議員、窮地にあるのはトランプなわけですから何も発言しなくてまったくおかしくない。ロシアは人権運動国家ではありません。

電話会談の後ペスコフがサウジが言っていることを受け入れるとの趣旨の発言をしていますが、否定する根拠も利害もないわけですからそれが当然です。

ただ、カショギ事件についての情報収集とその影響の分析はしっかりとやっているでしょう。MBSはプーチンと会った際にロシアが大きな国際スポーツイベントをする際にテロリストを送り込むこともできると述べたのに対して、プーチンはそういう動きがあることは知っていると応じたとされます。

シリア軍が全面崩壊に近くなり、シリア政府が支援を求めるまでロシアは動きませんでした。武器も供与しなかった。それが支援決定から3年でシリア軍を復活させました。政権交代についてもあくまでもシリア国民の選択によるとの姿勢を貫いています。

中東諸国はこのロシアの姿勢と実績を見ていますから、何かあったときに頼れるのはロシアとの認識です。すでに中東についてはロシアは「部屋の中の一人の大人」状態です。

ロシアがサウジに少なくとも積極的に「手を差し伸べて助ける」ことはしないでしょう。それによって中東での影響力拡大を狙うことはないと思いますが、米国とサウジ、トルコのせめぎあいの中で結果的にロシアの影響力が高まるのはありうるでしょう。

TEHRAN (FNA)- The European Union plans to invite Russia and China to join a future alternative payment network to the global financial service provider SWIFT to circumvent the US sanctions on Iran, Russian Ambassador to the European Union Vladimir Chizhov said.

"The future transaction system will be open to an even broader set of parties after its initial launch," Chizhov said.

He reiterated that there is an understanding that they will create it on their own, put it into practice and then open it for third states, and said, "The project to create a special mechanism for financial transactions with Iran bypassing the US sanctions is now in full swing."

Chizhov reiterated that the EU's is prioritizes for maintaining financial trade with Iran.

The basis for the anticipated alternative financial system was formally set in a joint statement issued in September by the remaining signatories to the Iran nuclear deal, promising to establish a ‘special purpose vehicle’ to facilitate payments related to Iran’s exports as part of efforts to salvage the JCPOA after the US withdrawal and subsequent roll-back of sanctions.

European and Iranian politicians have called for European states to ensure continued dedication to the JCPOA by guaranteeing continued trade, withstanding US pressure.

On October 3, the International Court of Justice (ICJ), the UN’s top court issued a ruling reprimanding the US over its re-imposition of sanctions on Iran and ordering Washington to lift restrictive measures linked to humanitarian trade, food, medicine and civil aviation.

European Union Foreign Policy Chief Federica Mogherini said last month that a so-called Special Purpose Vehicle (SPV) would facilitate trade with Iran and it would go into force before November.

The SPV aims to keep trade flowing even if possible US sanctions hit Tehran.

European diplomats have previously described the SPV proposal as a means to create a barter system, similar to one used by the Soviet Union during the Cold War, to exchange Iranian oil for European goods without money changing hands.

CBI Chief: EU's Financial Mechanism to Act as Monetary Agreement
TEHRAN (FNA)- Governor of the Central Bank of Iran (CBI) Abdolnasser Hemmati underlined that the European Union's proposed system of payment will pave the way for Iranian exports to receive their foreign exchange earnings in an appropriate way.

"The EU’s financial mechanism to ease trade transactions with Iran will act as a bilateral monetary agreement, allowing exporters to receive their foreign exchange earnings through it," Hemmati wrote on his Twitter account on Friday.

The CBI chief recalled that the details of a new EU mechanism to facilitate payments for Iranian exports have been discussed during meeting with EU officials in Brussels last week.

"The establishment of such payments channel is based on this common understanding that both Iranian and European companies and businesses are eager to maintain and continue trade ties with one another despite the US’ unilateral withdrawal from the JCPOA," Hemmati added.

Iran's CBI governor maintained that the EU financial mechanism is designed to bypass issues related to financial transactions, adding that such mechanism would make it possible for Iranian and European exporters to receive the foreign exchange earnings from their exports.

“The payments channel will act as a bilateral monetary agreement between Iran and the European Union, therefore both sides are pressing for its implementation as soon as possible,” Hemmati said.

The CBI governor said the details of the payments channel and the way to operate it are expected to be disclosed to the public and businesspeople in the near future.

Dollar Demise? China, Japan Ink Bilateral Currency Swap Deal Worth up to $30bln
TEHRAN (FNA)- Beijing and Tokyo sealed a multi-billion dollar currency swap arrangement on Friday, aimed at enhancing financial stability and spurring business activity in both countries.

According to the Bank of Japan (BOJ), the arrangement which will last until October 25, 2021, will allow the exchange of local currencies between the two central banks for up to 200 billion yuan or 3.4 trillion yen ($30 billion), RT reported.

The agreement was sealed during Japanese Prime Minister Shinzo Abe’s visit to Beijing for the first formal Sino-Japanese summit in seven years. The meeting comes as Asia’s two biggest economies look to strengthen relations against a backdrop of trade friction with the United States.

The two main holders of the US Treasury securities, China and Japan have trimmed their ownership of notes and bonds in August.

“With the strengthening of economic and financial linkages between Japan and China, Japanese financial institutions have been expanding their renminbi-based businesses,” the BOJ noted.

It added that would be prepared to provide liquidity in the yuan currency, should Japanese financial institutions face unexpected difficulties in yuan settlements, and if the bank judges the liquidity provision to be necessary for ensuring the stability of Japan’s financial system.

China has been actively seeking to boost the use of its currency in mutual trade settlements with partners, bypassing the US dollar. The idea of moving away from the dollar in global trade has become a trend lately among countries like Russia, China, Japan, Iran, Turkey, Venezuela, and others.

Russian President Vladimir Putin has recently supported weaning the country’s financial sector off the greenback, saying the dollar monopoly was unsafe and dangerous for the global economy.

Japan's Okinawa to Hold Referendum on Moving US Base
TEHRAN (FNA)- Local politicians in Japan's Okinawa Island decided to hold a referendum on a government plan to relocate a US military base away from its present urban location.

Following the Friday decision, new Okinawa governor Denny Tamaki, who is a vocal opponent of the base's relocation, is due to set a date for the vote, with local media speculating that it will be held before next spring, Asia News reported.

The original central government-backed plan would move the base to a remote area in the island a bid to appease local anger and address negative sentiments towards the US presence. Construction at the new site has, however, been cancelled since August, after the new local government retracted approval for the base's transfer.

The suspension reflected local concerns, which disapproved of the military base but feared that the relocation may potentially result in a long-lasting US presence on the land. Subsequently, a civil group in Okinawa collected 93,000 signatures asking the government to hold the referendum.

A popular no-vote, however legally non-binding, would put further pressure on the central government's approach towards US forces in Okinawa.

Okinawa Island rests more than 600 km south of mainland Japan and was the site of a bloody World War II battle that was followed by a 27-year US occupation of the island. The US has, however, insisted to keep a heavy presence on the Island due to its strategic position facing Asia, positioning half its approximately 47,000 strong Japan force on the island.

Tokyo believes the base is necessary. Since defeat in WWII, it has been heavily dependent on US military protection against perceived threats. Many ordinary citizens in Okinawa, however, regard the base as a burden.

Multiple cases of misconduct by US forces, including several rape cases and the rape and murder of a 20-year-old woman in 2016, have increasingly raised anti-American sentiments among the pacifist islanders. The controversies regarding the base have also led to other parts of the country objecting any base relocation near their communities.

サウジ国王が各国首脳に電話をかけています。名目はカショギ殺人事件の調査結果の報告ということですから、サウジは、MBSの知らないところで側近が殺人を犯したという経過説明で押し通すことを決めたのでしょう。

エルドアン、メイ、プーチンに電話をしたということは伝えられていますし、もちろんトランプとは何度も話しているでしょう。

サウジ国王は、80歳を超えて精神的にも衰えがあるとされていますが、息子の大失策の尻ぬぐいをさせられています。

ですが、カショギが殺される前にMBSが本人と電話あるいはスカイプで話をしたということが事実なら、MBSが主導したという事実は消えません。

サウジが側近の忖度犯行で通しても、サウジの統治者はそういう人たちだという認識は世界に広まっています。そして、サウジの統治者がカショギの息子を宮殿に呼んでMBSと握手をさせたこと自体、なんという常識外れの人道に反したことをやるのかという驚きを世界に与えてしまいました。

エルドアンは、政府・警察が得た情報をいずれ公表するとしており、この後トルコとサウジの外相が電話会談を行っています。米国は、ポンペオが行っても音声記録を聞かせてもらえなかったようで、拷問の専門家がトルコに派遣されて音声記録を確認することになったのもとても興味深いです。

サウジがいずれ消えていく国だとしても、この事件は世界史に残ります。事件の最初から関係情報を追ってきて、こんなに興味深い、ホラー・スリラーの物語はないと感じました。ネット時代は世界の隅で発信された情報でも、集める気になればそれなりに収集できますし、今回のように国威発揚を狙う国が情報をリークすれば、そのリアリティは圧倒的な迫力で迫ります。

Saudi King Briefs Putin on Khashoggi Murder Investigation
TEHRAN (FNA)- Saudi Arabia’s King Salman bin Abdulaziz Al Saud briefed Russian President Vladimir Putin on the investigation into the murder of dissident Saudi journalist, Jamal Khashoggi, as the two leaders spoke on the phone.

The official Saudi Press Agency reported that the King told Putin that the Saudi government was determined to make sure that those responsible will receive their punishment.

The Kremlin website confirmed that the conversation took place, adding that it was initiated by the Saudi side.

After weeks of denial, Saudi Arabia acknowledged that Khashoggi was killed in the Saudi consulate in Istanbul.

Riyadh claimed that the Washington Post columnist died during an interrogation gone wrong, but unnamed officials cited by the Turkish media said that a team of Saudi assassins came for the 59-year-old and dismembered him while he was still alive.

Turkish Driver: Saudi Hitmen Were ‘Cheerful, Drinking Alcohol’ After Khashoggi Killing
TEHRAN (FNA)- Some members of the Saudi hit squad who killed journalist Jamal Khashoggi in the kingdom’s consulate in Istanbul appeared “cheerful” and were drinking alcohol when they were on their way back home, the Turkish driver of the team’s leader said, as Ankara asked Riyadh to extradite the 18 suspects.

Speaking to private broadcaster A Haber on October 26, the Turkish driver stated that he was hired to transport members of the hit squad between Istanbul’s airport and their hotels on October 2, hours before and after they killed Khashoggi, Hurriyet Daily News reported.

“At 3:20 am, nine people landed [at Istanbul's Atatürk Airport], hiring three of our cars. The three people in the car I drove included Maher Abdulaziz Mutreb. They wanted me to take them to their hotel and then be back there at 8:00 am to bring them to the consulate,” the driver added.

The New York Times had reported on October 16 that at least nine of 15 suspects identified by Turkish authorities worked for the Saudi security services, military or other government ministries. Mutreb, the alleged leader of the team, traveled extensively with Saudi Crown Prince Mohammad bin Salman (MbS), according to the report.

Reuters reported on October 23 that Mutreb is a senior intelligence officer, who is part of the security team of MbS.

The Turkish driver said he returned to the Istanbul hotel in the morning and picked the Saudis including Mutreb to the consulate, where the barricades were opened for the car by the Saudi security forces.

The driver added that he saw three consulate vehicles leaving the building one hour after the group entered, and a black van had “heavily tinted glass".

“I remember seeing Khashoggi’s Turkish fiancee in front of the consulate because she waited there for a long time as I did. During that time, the consulate’s security personnel refused to let anyone enter, telling them that there was 'inspection' inside. Khashoggi did not come out and a member of the Saudi group called me after two hours to tell me to go to their hotel,” the driver said.

When he went to the hotel, this time not Mutreb but another three from the Saudi group wanted the driver to take them back to the airport.

“They asked me for a place to eat and I brought them to a döner restaurant. They were very cheerful. They smoked and drank alcohol in the car,” he added.

After a weeks-long denial, Saudi Arabia admitted on October 25 that Khashoggi fell victim to a premeditated killing in the building and stated that it arrested all members of the 15-men group, as well as three others linked to the murder.

Turkey officially filed an extradition request for the 18 suspects as the whereabouts of the Saudi journalist’s body remained unclear.

Employees at the Hanford Vit Plant – one of the US largest nuclear waste processing facilities – have been told to “take cover.” The alert was issued in a form of a text message, the US media report.

The employees at the waste treatment plant were allegedly told to “go to the closest Take Cover facility” and avoid “eating or drinking until further notice,” according to the text message published by the people on social media. No official comments have been provided by the facility media department so far.

The Hanford Nuclear Reservation is located in the US state of Washington, not far from the town of Richland. It was built in the 1950s and for decades produced plutonium for the US nuclear weapons arsenal. In 1988, production stopped and the site became a burial ground for radioactive waste.

The facility contains roughly 53 million gallons – over 2,600 rail cars – of high-level nuclear waste, left over from the production of plutonium. In May, one of the underground tunnels filled with radioactive waste collapsed, prompting the Department of Energy to declare an emergency at Hanford. Some 3,000 workers sought shelter and were advised to temporarily refrain from eating and drinking.

No workers were injured in the collapse, and officials detected no release of radiation at that time. However, a month later, the US Department of Energy warned that another waste-filled tunnel was at high risk of collapsing as well.

Following the 2017 tunnel collapse at the Hanford site, an RT crew visited the area to get an insight into what was happening on the ground. “The Hanford nuclear waste site in the state of Washington is called America’s most toxic place,” RT’s Aleksey Yaroshevsky said at that time, adding that “it is one of the biggest nuclear waste facilities not only in North America but in the world.” He also said that numerous workers have been hospitalized after inhaling radioactive fumes since the cleanup of the facility began in 1989.

Under the 2010 agreement signed by the US Department of Energy, the US Environmental Protection Agency, and the state Department of Ecology, what was described as the world's largest vitrification plant was planned to be built at the Hanford site.

The facility – the Hanford Vit Plant – designed to encase the most highly radioactive waste in borosilicate glass was scheduled to become fully operational by 2019. All the waste is supposed to be treated by 2047.

More than 500 workers in the center of the Hanford nuclear reservation were ordered to take cover indoors Friday morning after steam was spotted rising from a radioactive waste storage tunnel.

The order was issued at 6:03 a.m. and lifted more than four hours later after Hanford officials confirmed that there was no release of radioactive material into the air.

On a typical work day about 3,300 workers would have been in the 300 East Area. But Friday was a day off for many employees who work 10-hour days from Monday through Thursday.

Some workers scheduled to work Friday had not arrived on site yet when the take cover order was declared.

Shortly before 6 a.m. a worker saw steam coming from a building at the end of the second PUREX processing plant storage tunnel.

The tunnel is being filled with thin layers of concrete-like grout after the 1,700-foot-long tunnel was declared at risk of a collapse.

It holds 28 rail cars loaded with obsolete and failed equipment that is heavily contaminated with radioactive waste.

The last layer of concrete added was curing early Friday morning and work had yet to begin to pump the next layer of grout into the tunnel when the steam was noticed.

The take cover order was issued as a precaution for workers in the 200 East Area in the center of the site, said Mark Heeter, Department of Energy spokesman.

An emergency was not declared and the Emergency Operations Center in the Richland Federal Building was not activated.

A crew, wearing protective gear and outfitted with filtered-air respirators was sent into the work area around the tunnel later in the morning to investigate and check for radioactive contamination.

No evidence of any radioactive release was found, said officials.

They also started generators to power lights and cameras inside the tunnel and air sampling equipment.

The cameras showed steam inside the tunnel as grout cured. The curing process generates heat and moisture, and steam inside the tunnel was expected.

But it was not expected to escape into the atmosphere through an undetected opening in the building at the end of the tunnel. It was visible as the warm air from the tunnel hit the cool outdoor morning air.

問題は、日本の学校制度において、高校まで履修しても法律的な常識つかないというのが問題。三段論法的に大前提の法規範と小前提の事実のあてはめによって法的判断という結論を導く、という思考法ね。

また、厚労省のデータを見ていますと、野生の、山菜・キノコ類・タケノコ・川魚などは、100Bq /kg以下であれど、数十Bq /kg検出されるものもたまにあり(福島県に限らず隣県でも)それは、個々人の判断だと伝えています。重要なのは、それぞれが調べて判断することだと常々思っているので。

Saudi Arabian prosecutors have said evidence supplied by Turkey indicates that the killing of journalist Jamal Khashoggi was premeditated, suggesting a change from Riyadh’s earlier claim that his death had been accidental.

The announcement was made by the kingdom’s attorney general and released through the official Saudi Press Agency. Prosecutors are now interrogating suspects on the basis of the information provided earlier by Ankara.

“Public prosecution received information from the Turkish side through the Joint Working Group between the Kingdom of Saudi Arabia and Turkey that indicates that the suspects in that incident had done their act with a prior intention,” the statement said.

Khashoggi, a self-exiled, opposition Saudi journalist, was last seen on October 2 entering Saudi Arabia’s consulate in Istanbul. The kingdom had initially denied anything had happened to the prominent writer while in the consulate, but later admitted that he had died following an apparent “fistfight.”

The international response on how best deal with Saudi Arabia as details of the murder become clearer has been mixed.

Calling Khashoggi’s death a “monstrosity,” German Chancellor Angela Merkel has suspended all German arms sales to Saudi Arabia while an investigation is underway.

France said it would back sanctions against those found guilty of Khashoggi’s death, with French President Emmanuel Macron saying he had not ruled out “punitive measures” against Riyadh if the kingdom was found responsible.

Canada and Spain have both condemned the killing, but have said their controversial arms deals with Riyadh will remain in place.

Merkel & Macron’s presence at Syria talks will seal Putin’s diplomatic triumph – on one condition
By coming to Saturday’s summit in Istanbul, European leaders are admitting that Russia is now dictating the terms on Syria. But Vladimir Putin’s 3-year gambit won’t be vindicated until a resolution comes in Idlib and beyond.

While all parties in the so-called quadrilateral talks have been given equal billing, Angela Merkel and Emmanuel Macron’s role will be to salvage the best deal for Europe from the accord that was struck without them by Putin and Recep Tayyip Erdogan last month.

In 2018, sitting at the table headed by the Russian and Turkish presidents seems like pragmatism, as Europe outspokenly quakes in fear of a new wave of refugees in the aftermath of the inevitable government assault on Idlib, the last substantial rebel stronghold in Syria. But did such a scenario seem plausible after the Syrian conflict broke out in 2011, and the West demanded nothing but Bashar Assad’s removal, in the summer of 2015 when the Syrian president’s forces reached a point of depletion, or November the same year, when Turkish forces shot down a Russian Su-24, setting off a 9-month diplomatic rift between the countries?

This much “give” from Europe is unprecedented. Often lectured and castigated by those sitting across them, Erdogan and Putin can allow themselves a moment of self-congratulation, more so the latter, whose ally Assad looks poised to take back control of his country.

In Syria, the past three years have served as proof of concept for Russia’s foreign policy for the future. Crimea may have galvanized Putin’s domestic audience more, but it is Syria that gave Moscow its new-found international standing, and created a reputation for its leader as some multi-dimensional chess master.

Yet Russia’s recipe has been simple. Its military support, intended not to signal help, but to provide it, tipped the scale of what was already a festering conflict towards a way out, however undesirable by some of the outside players. In parallel, Moscow’s initial diplomatic efforts – bringing together Tehran and Ankara – were perceived as showy window dressing for the falling bombs, lacking participation from many of the key actors on the ground. But backed by genuine power ten rounds of Astana and Sochi have actually laid the foundations for actionable proposals, including the Idlib agreement. As France and Germany’s participation indicates, this diplomatic track has now overtaken the stalled but ongoing UN-backed Geneva process.

Just as important as who sit down in Istanbul, are those that have been left by the wayside, no longer considered powerful or essential enough to the peace settlement. Saudi Arabia’s designs on turning Syria into another Sunni-dominated outpost have sputtered, and while it continues to fund rebels, and counteract Iran, with its domestic reforms, multiple parallel conflicts, and the Khashoggi crisis that has pitted it against Ankara, Riyadh has more pressing matters on its hands.

Meanwhile the US has bungled its way out of any serious diplomatic consideration. From the empty posturing and red lines of the Obama era, to the half-hearted support of the purported moderates, the US has struggled to articulate its aims, particularly in the wake of the demolition of Islamic State, which offered it a straightforward adversary. Unlike Iran, where Donald Trump has been tenacious and focused, in Syria, the US leader has been reactive, and prone to flip flops, such as over the future role of its troops on Syrian land. Washington continues to be present in the country, and is supporting another faction in the conflict, the Kurds, but rather than serving American policy interest this seems to merely be aggravating Ankara, which views them as the terrorists, and turning it towards Moscow.

Russia will be pleased at its outmaneuvering of the US in this theater, and as with energy cooperation and the Iran deal, Putin will enjoy driving a wedge between Europe and the US, by bringing in the former, while leaving Washington on the margins.

But the gloating amid the geopolitical games will ring hollow for as long as the war, which has taken around half a million lives, continues.

Idlib, located in the north-west of the country, between Latakia on the Mediterranean coast, and Aleppo to the east, has become the drain pit into which the anti-government forces have collected after a series of defeats through the course of the last two years. Controlled by Islamist factions of varying radicalism, including a powerful Al Qaeda affiliate, Tahrir Al-Sham, it is also home for up to 3 million civilians, many of them refugees from elsewhere in the country. A direct confrontation between government forces engaged in a final assault, and militants making a last stand would be gory.

The Idlib memorandum was a last-ditch attempt to avert what the UN predicted would be a humanitarian catastrophe, but it remains complex and ambiguous in its aims and potential outcomes, and there is little surprise it was delayed beyond its original October 15 implementation date.

It proposes a 15 to 20 km de-escalation zone around the rebel-controlled area, which could become a safe haven for civilians, and a means of testing compliance from the group inside that would be forced to leave or face destruction. Communication and trade with the outside world is set to be restored by the end of the year.

But the plan contains no actual proposal for a long-term cessation of hostilities, and does not in any case neatly fit any of the sides’ agendas.

The Syrian army wants to simply retake the area, as is its right, but is wary of sustaining heavy casualties against a force that is not in an enclave, but directly connected to supply lines behind the border.

Turkey desires to maintain its foothold in Syria, and in the longer term, perhaps to convert the area into an occupied territory, weakening Damascus, giving Ankara a launching ground for its conflict with the Kurds, as well as a location for refugee camps. But what it doesn’t want is more than its current 3.4 million refugees that would inevitably result from an all-out assault, so it benefits from prolonging the status quo.

Meanwhile, Moscow has a tough balancing act, as it supports Assad’s campaign, but will not want to aggravate Turkey, without whose cooperation a full-scale conflict would resume. Russia has encouraged Turkey to defuse the situation by encouraging the fighters it has funded to pull out, ensuring that the ones left are legitimate targets.

Within Idlib itself, there are splinter groups, some of which would surrender or escape, while others are determined to fight to the death. So far none of them have moved from the buffer zones, and worse still, they could begin an internecine factional battle that could be every bit the humanitarian disaster of any external assault.

Can anyone on Saturday do anything to break this deadlock? Is Turkey prepared to sacrifice some of its ambitions on the wrong side of its border? Will Putin promise Erdogan to hold back the Syrian forces, and for how long? And can Europe offer anything more than platitudes about civilians, and bribes for Turkey not to send more asylum seekers?

The optics of Istanbul will likely be promising, but this does not appear like an issue that can be solved by four leaders in an afternoon, and Kremlin has already attempted to lower expectations, saying that the summit will be about “comparing notes” and not “breakthroughs.”

The Czech Republic will recall an official from its embassy in Saudi Arabia, the first such move against the kingdom since the killing of journalist Jamal Khashoggi in its Istanbul consulate was revealed.

Calling attacks on journalists "unacceptable," Czech Minister of Foreign Affairs Tomas Petricek said he had made Prague's position on the gruesome death clear to the Saudi Arabian Ambassador when the two met to discuss the issue on Wednesday.

"In the diplomatic response," Petricek tweeted, "the Czech Republic will withdraw one diplomat from Saudi Arabia."

A spokeswoman for the ministry clarified to media that the diplomat in question will be the liaison posted to the embassy by the Czech Agriculture Ministry.

In addition to the recall, Petricek demanded a "transparent investigation" into Khashoggi's tragic death, adding that he now expected a debate among fellow EU member states on what restrictions could be placed on Saudi Arabia, including a block on the export of military materials.

He added that Prague's military exports to Saudi Arabia were mainly limited to "non-lethal material," such as equipment, gear, and vehicles.

The Czech condemnation follows growing international outrage over Khashoggi's death. While Saudi officials have since acknowledged that the kingdom's operatives were responsible for the journalist's killing, explanations for the exact cause and circumstances of his death have varied widely.

Prague's diplomatic recall has so far been the strongest act of condemnation taken by an EU state against Saudi Arabia since Khashoggi was last seen alive on October 2.

While many in the Western political establishment have expressed shock that Saudi Arabia would target one of its journalists, the prospect of imposing economic sanctions or cancelling multi-million arms deals has been mixed.

Most outspoken has been Germany's Angela Merkel, who has halted Germany's arms exports to Saudi while the killing is being investigated, calling Khashoggi's death a "monstrosity".

Meanwhile, the UK, France, and Spain have shied away from the pressure to halt arms sales to Saudi Arabia, having already resisted similar calls over allegations that the Saudi military was committing war crimes in Yemen.

Across the Atlantic, the US and Canada too have resisted the call to put the pause on arms sales, despite the growing evidence that suggests Khashoggi's death was premeditated.
