There is a global trend among countries reducing the share of the dollar in international settlements, Russian President Vladimir Putin said at the Eastern Economic Forum in Vladivostok.

“Given what we are facing when paying in dollars, more and more countries have the desire to trade in their national currencies,” Putin said Wednesday.

“Moreover, it is right for financial sustainability to develop bilateral trade in national currencies. We will move towards this gradually,” he added.

The Russian president noted that there are risks in settlements in national currencies, but they could be minimized. “Risks exist everywhere and they need to be minimized, and in order to minimize them diversification is required.”

According to Putin, the US dollar is also a risky financial tool. “US foreign debt amounts to $20 trillion. What will be next? Who knows?”

Putin added that Russia is diversifying its foreign reserves and public debt. “All this creates the stability of our financial system,” he said.

Russia has been dumping US debt securities in recent months. The latest data from the US Treasury shows that Russia’s share hit an 11-year minimum and totaled only $14.9 billion. Russia held $96.1 billion in US Treasuries in March. In 2010, Russia was among the top 10 holders of US Treasuries at $176.3 billion.

Meanwhile, Russia’s gold holdings have been steadily increasing, bringing its share of the precious metal to its highest level in nearly two decades – almost 2,200 tons.

Belongings of missing WikiLeaks associate found by fisherman in Norway
Norwegian police have found the belongings of Julian Assange’s associate, cyber security expert Arjen Kamphuis, who mysteriously went missing in late August.

The 47-year-old co-author of a handbook for investigative journalists on how to keep themselves and their work safe from government spying, has been missing since August 20. At that time, Kamphuis checked out of a hotel in the town of Bodo in northern Norway and hasn’t been seen since.
The security expert’s belongings were found on Tuesday by a man who was fishing near Bodo, police said on Wednesday, as cited by Norwegian media.

According to police inspector Bjarte Walla, the fisherman “found an object floating in the sea.”

“We can say that this item belongs to missing Arjen Kamphuis,” he said, refusing to release any information on the nature of the item or items found.

Earlier in September, Norwegian police confirmed that they had detected a signal from a Kamphuis' phone near Stavanger, some 1,000km (620 miles) from Bodo.

Police say they are working on at least three theories about Kamphuis’ disappearance. Investigators say that he might have been involved in some incident, been the victim of a criminal act, or just went into hiding.

The disappearance of the Assange's associate cyber security expert also created multiple theories on Twitter, ranging from a hiking incident to a secret assignment. Some Wikileaks supporters even suggested he might have been snatched or killed in a covert CIA operation.

Human rights campaigner Peter Tatchell believes that Kamphuis’ disappearance is certainly a “cause for concern,” because his research has been been “a matter of some considerable anxiety to government security agencies.”

“Quite clearly there are people in governments and security services around the world who would very much like to get the solution to that encryption and those cyber security measures that he's enabled journalists to use when those journalists are investigating, exposing bad things being done by governments,” Tatchell told RT.

Kamphuis has been training journalists, human rights workers and whistleblowers to defend their data from government intrusions or manipulation since 2009.

In the handbook, which he co-authored, Kamphuis advises investigative journalists and media professionals how to avoid being snooped on by the state. "Think of ‘protecting your system’ as building a house of cards – for it to work, you must build your security from the bottom up,” the handbook states.

In 2017 the security expert was interviewed by RT about the WannaCry ransomware attack. Back then he suggested that Microsoft could have left the vulnerability open on purpose at the request of the US intelligence agencies. “It could be that this particular tool for that type of crime is just slightly more effective than many of the other ones... It is using some of the vulnerabilities that were purposely built into Windows systems at the instructions of the NSA,” Kamphuis told RT.

Julian Assange's associate cyber security expert mysteriously missing in Norway
Police in Norway are looking into the disappearance of Arjien Kamphuis, a Dutch citizen with links to WikiLeaks founder Julian Assange. Versions on Twitter have ranged from a hiking incident, to a secret assignment, to a CIA hit.

Kamphuis, a cyber security expert and co-author of a handbook for investigative journalists on how to keep themselves and their work safe from government spying, has been missing since August 20th, when he checked out of a hotel in the town of Bodø in northern Norway.

The disappearance was first reported on Twitter by Ancilla Van De Leest, former Dutch Pirate Party frontrunner and privacy activist on Friday. She wrote that Kamphuis was going to board a train from Bodø to Trondheim, which usually takes 10 hours.

On August 22, Kamphuis was expected to leave Trondheim for Amsterdam. De Leest said he had already bought the plane ticket but nobody has heard from him since he left the hotel in Bodø. That means the man might have gone missing either in Bodø, in Trondheim, or somewhere in between during the train journey.

The WikiLeaks Twitter account posted an update on Kamphuis' strange disappearance on Saturday.

Norwegian police on Sunday confirmed that they have opened a probe into the 47-year-old Dutchman's disappearance, saying that at the moment they are in the dark about events that could have preceded it.

In the missing persons report disseminated on social media, Kamphuis is decribed as an "avid hiker," which prompted some commentators to suggest that the Assange associate might have gotten lost while hiking in the mountainous terrain.

Many others have assumed foul play, considering Kamphuis' connection to WikiLeaks.

One user has floated the idea that Kamphuis might have been put on a "classified assignment" by WikiLeaks and had to go undercover, cutting all communication with the world at large.

Some Wikileaks supporters have suggested the man might have been snatched or even killed in a covert CIA operation. However remote the chances of it being true, the need to even consider such an option has some people worried.

"Captured or killed by agents of the five eyes alliance?" another user wondered, referring to the intelligence-sharing alliance of Australia, Canada, New Zealand, the UK and the US.

Some argued that Kamphuis' disappearance was intended as a warning to Assange.

Unconfirmed sightings of the missing man were reported in Ribe, Denmark, on both August 28th and 29th.

In 2014, Kamphuis co-authored 'Information Security for Journalists.' The handbook, which Kamphuis said would be forever free to download, provides aspiring investigative journalists and media professionals with a thorough guide on how to avoid being snooped on by the state.

"To ensure your privacy and the safety of your sources, Information Security for Journalists will help you to make your communications indecipherable, untraceable and anonymous," the book's description states.

Kurdish Politician Reveals US Role in Recent Killing of Syrian Army Forces in Qamishli
TEHRAN (FNA)- A prominent Kurdish politician disclosed that Washington has played a role in the recent killing of the Syrian army soldiers by the Kurds in Qamishli.

The Arabic-language al-Watan newspaper quoted former media advisor of the Kurdish-led People's Protection Units (YPG) in Afrin Rizan Haddou as saying on Tuesday that the US troops were behind the Kurdish security forces' ambush on the Syrian army forces in Qamishli which killed 13.

He added that the incident was a plotted ambush operation, saying that the presence of the US forces in Qamishli and Hasaka does not benefit the Kurds.

Haddou described the US deployment in Syria as illegal, and said when the Americans were not stationed in the region, the Syrian army forces and Kurdish fighters were present in Afrin and Northern and Eastern Aleppo with no clashes.

The Kurdish militants attacked the vehicles of the Syrian army troops in Qamishli on Saturday, killing 13 forces.

The US has been rapidly sending weapons and military equipment to the Kurds in the past few weeks.

Over 150 trucks carrying weapons and military equipment were dispatched by the US army to the Syrian Democratic Forces (SDF) in Hasaka province earlier this month.

Field sources in Northeastern Syria reported that a US military convoy of more than 150 trucks was sent to the SDF and its local military councils in Eastern Syria.

They added that the convoys which consisted of tens of heavy and armored military vehicles, weapons and military and logistic equipment arrived in the town of Qamishli in Hasaka province.
