Terrorists' Chemical Weapons Expert Escapes from Northwestern Syria to Turkey
TEHRAN (FNA)- A notorious commander and expert of Tahrir al-Sham Hay'at (the Levant Liberation Board or the Al-Nusra Front) terrorist group's chemical warfare has left Idlib province for Turkey as the terrorist group and pro-militant White Helmets are preparing to stage a fake chemical attack in the province, a media outlet reported on Sunday.

The Arabic-language al-Mayadeen TV Channel quoted a well-informed source as disclosing that one of the commanders of Tahrir al-Sham that supervises chemical-armed missiles has escaped Jisr al-Shughour to Turkey.

It went on to say that the commander has left the terrorist group's missile unit for Turkey, but said the missiles are still stored in the village of Halouz in Jisr al-Shughour.

The TV channel said that the missiles have been armed with chemical warheads with a high degree of lethality.

Tahrir al-Sham, White Helmets and their foreign backers are preparing to stage a false-flag chemical attack in Northwestern Syria to later accuse the Damascus forces and pave the ground for the US-led coalition forces' raid on Syria ahead of the government forces' major operation in Idlib province.

Russian Defense Ministry’s Spokesperson Igor Konashenkov said on Saturday that the military obtained “irrefutable” data that terrorist groups, including Al-Nusra Front and the infamous White Helmets met in Idlib province last week.

The Russian military revealed that the militants plotted the final scenarios for the chemical attacks that the Syrian army expected to make in the cities of Jisr al-Shughour, Saraqib, Taftnaz and Sarmin.

“Full readiness of all participants involved in the staging of the provocations is be ensured by the evening of September 8,” Konashenkov stated, adding that the terrorists are to receive a “special” signal from some “foreign friends of Syrian revolution” to launch the operation.

The statement comes after earlier warnings from Moscow’s that militants are preparing to stage a chemical attack in the Syrian province to give the Western coalition a pretext to strike Syria. In August, the Defense Ministry said that eight canisters of chlorine had been delivered to a village near Jisr al-Shughour city, and that a foreign-trained group of militants had also arrived in the area to simulate a rescue operation after the staged attack.

The US and its allies have repeatedly stressed its readiness to strike Syria if any attack takes place, ignoring all Russia’s warnings. Washington’s envoy to the UN Nikki Haley recently stated that she already knows the perpetrators in case a chemical incident takes place in Syria.

TEHRAN (FNA)- Chairman of the Iranian parliament's National Security and Foreign Policy Commission Heshmatollah Falahatpisheh said that the remnants of the dissolved Ba'ath party who are angry with the friendly ties between Tehran and Baghdad have spearheaded the recent attack on Iran's consulate in Basra.

"The attack on the Iranian consulate in Basra was a political move headed by the Ba'athis who can be identified and of course, the Iraqi government should compensate for this attack in spiritual and material dimensions," Falahatpisheh said on Sunday.

He underlined that the attack on Iran's consulate was against the international rules and conventions, and added, "Naturally, the Iraqi government is responsible to protect the Iranian consulate and embassy."

"Under such circumstances that Iran and Iraq enjoy special ties, the extremist forces have attempted to harm the relations through widening differences and therefore, both sides should be vigilant," Falahatpisheh said.

Iraqis in Southern areas of the country are demonstrating against lack of public services in poor areas and the angry protestors have set many government buildings and diplomatic missions in Basra on fire.

Protesters stormed the Iranian consulate in Southern Iraq's city of Basra on Friday, setting it on fire as part of demonstrations against lack of services and jobs in which several government buildings have been ransacked and torched.

Demonstrators on Friday broke into the consulate building in Basra which was empty when the crowd burst in.

Iraqi security officials announced a citywide curfew in Basra, a city of two million people, warning that "anyone present in the street" would be arrested.

Hashd Al-Shaabi Commander Blames US for Basra Unrests
TEHRAN (FNA)- Abu Mahdi al-Muhandis, the second-in-command of the forces commonly known by the Arabic name Hashd al-Shaabi (popular forces), took the US embassy in Baghdad and its consulate for the recent unrests and attacks against the government buildings in Basra.

"We have complete information and documents showing that the US embassy and consulate should be blamed for unrests in Basra," al-Muhandis told reporters in a press conference on Sunday.

He added that the unrests have political roots, specially with regard to the change in government and formation of the new cabinet, noting that some interest groups behind the unrests intended to stir panic among people and foment differences among political parties.

Addressing the American officials, al-Muhandis said that the Iraqis will never enter an internal war and will prepare a proper response to the Basra incidents.

Breaking: Protesters burn down Kataeb Hezbollah’s HQ in Basra
Angry protesters in the Iraqi city of Basra reportedly set fire to the Kataeb Hezbollah headquarters this evening, local activists posted via social media.

This move comes as a large wave of protesters demonstrated across Iraq over a number of economic issues.

No one was reportedly harmed after the Kataeb Hezbollah building was set on fire, the local activists said.

Below is the video of the angry protesters setting the building on fire tonight:

Kataeb Hezbollah was one of the major Iraqi units that fought against the so-called Islamic State during the three-year long war from 2014-2017.

The Iraqi group also participated in the Syrian conflict on the side of the government; they would help seal the Iraqi-Syrian border earlier this year.

Several rockets target Basra Airport, close to where US Consulate is located - reports
Numerous rockets were fired at Iraq’s Basra airport on Saturday morning following violent protests in the city. Officials said the sudden attack did not disrupt flights in or out of the city.
A local official at Basra International Airport said three rockets were fired at the facility, AP reported on Saturday. He told the news agency that no casualties had been reported and added that the attack did not disrupt air traffic.

Basra airport, the second largest in Iraq, is situated close to the US consulate in the city. Home to some 2.5 million people, Basra is located in the oil-rich Shiite heartland, which saw violent protests overnight.

Thousands of protesters flooded the streets of Basra on Friday, targeting major government buildings and setting them on fire. People in the city expressed anger about endemic corruption, rising unemployment, and a lack of basic utilities, such as drinking water.

Later in the day, rioters attacked and torched the Iranian consulate in downtown Basra. Bahram Qassemi, spokesman for Iran’s Foreign Ministry, condemned the “agitated” attack, saying it caused “considerable material damage.”

Violent protests in Basra erupted earlier this week and have since resulted in the deaths of 11 people, killed in clashes with local security forces.

Iraqi Prime Minister Haider al-Abadi, has ordered an inquiry into the violence, while the parliament announced it will hold an emergency session on Saturday.

Meanwhile in Baghdad, three mortar shells landed inside the capital’s heavily fortified Green Zone just after midnight on Friday, the Iraqi military said. The projectiles hit an “abandoned lot,” resulting in “no casualties or physical damage,” it added.

A security source inside the Green Zone told Reuters the shells landed near the Egyptian embassy. Iraqi security forces launched a search operation to try to determine the spot from which the mortars were fired. As with Basra airport attack, there was no immediate claim of responsibility for the shelling.

Iraqi protesters break into Russian Lukoil-managed facility, briefly take employees hostage
The protests that turned into riots in Iraq’s Basra have spilled out into the nearby oilfield, in which Russian oil giant Lukoil is a major stakeholder. Protesters stormed it and took two hostages, later freeing them unharmed.

The crowd forced its way into a water treatment facility linked to the West Qurna-2 oilfield managed by Lukoil, a source within the Russian energy company and local police source told Reuters. The protesters took two local employees hostage. However, less than an hour later the agency reported that the protesters left the facility peacefully and set both employees free.

No Lukoil employees were injured in the incident, a source told Russian news agency RIA Novosti.

This comes as the Iraqi government has reportedly imposed a state of emergency in the Basra province in connection with the riots.

Located 65 kilometers north-west of the southern city of Basra, West Qurna-2 oilfield is one of Iraq’s – and the world’s – largest. Lukoil was awarded a contract for the development of the field back in 2009. Just two days ago, the company signed a new development plan for West Qurna-2.

A continued disruption of the facility work for just three days could reportedly be enough to completely shut down the oilfield.

Violent protests in Basra erupted early this week and since then have left at least 11 people dead. The rioters express their discontent over the shortages of water, electricity and jobs. They have been storming government buildings, as well as the headquarters of political parties with links to Iran.

The Iranian consulate in Basra was stormed and set on fire earlier on Friday. In response to the riots, the Iraqi security officials have imposed a citywide curfew.

Meanwhile, the leaders of the protests reportedly announced a halt to the demonstrations in the region, according to Al Arabiya.

神輿担ぎに加えて、もう一つ多くの発電機が繋がった交流送電網の例えをあげるとすれば、タンデム自転車が良いですね。
ペダルの回転数が周波数、ペダルのアームの角度が位相です。人よりペダルの角度を先に、つまり位相を進めようとすると、自分の負荷がより大きくなる。

 9月6日03時08分 胆振地方中部で地震が発生。その地震に伴い道内の火力発電所が緊急停止し、電気の使用量と発電量のバランスが崩れたことで、周波数が乱れ、北海道内の全域で停電が発生しました。

この北海道電力の説明は、まあ正しいのでしょうが、ちょっとよく分からないと思いませんか?

特に、周波数が乱れるとなぜいけないのか?悪いことのように聞こえますが、自明ではないと思います。最近の家電など、周波数がずれても別にほとんど影響がないものがほとんどです。

なので、一応「電子回路基礎」というのを教えている身としては、何か言いたいと思ったので以下。
最近、ちゃんとは調べていないし、工学部電気系の学生レベルの理解でしかないので、間違いがあれば指摘してください。

A2: ぼくの説明:

電力会社は交流で発送電していますので、送電網で繋がった全部の発電所の全発電機は、全く同じ周波数の電気を作り(つまり、発電機が同型なら同じ回転数で回って)、同じタイミング(位相)で+,ー に変化しなければなりません。今回の広域停電の原因は、一つ(苫東厚真発電所、厚真町)の火力発電所が突然緊急停止して、この同期が乱れたからです。

直感的理解は、例えば、神輿を多人数で担いでいる様子をイメージしてください。一人が転んだり、足並みが一人だけずれたりすると、隣の人と足がもつれて、それが波及して全員が転ぶイメージで良いかと思います。

ですから、発電機を送電網に繋いだり、切り離したりするには、実は単にスイッチを入れたり切ったりする以上の、かなり複雑な手順が必要です。神輿で言えば、一人加わったり抜けたりする場合は、チームの足並みを見ながら合わせてやらないと、全員転倒の可能性があります。

実際、発電機を送電網に繋ぐためには、繋ぐ前に発電機の周波数(回転数)を送電網のそれに合わせ、次に位相を微調整で合わせてから、送電網に繋ぎます。この時点で、発電機と送電網の電圧、周波数、位相が完全に同期していれば、その発電機から電流は出て行かず、まだ負荷を受け持ちません。(神輿に触っていてみんなと歩調はあっていても、力を出していない状態。)

ここで、発電機に負荷を持たせるためには、発電機の位相を微調整でちょっとだけ、送電網のそれより進めてやります。すると、位相ずれに応じて、その発電機に負荷がかかってきます。(神輿で言えば、ちょっと肩を上げて力を徐々に出すとか前傾姿勢をとって力を出すことに相当します。)

こういう調整をやらずに、何も考えずに、回っている発電機を送電網に繋いだり、送電網から切り離したりすると、大変なことが起こります。

今回は、ある発電所が突然止まった場合です。通常、発電所が送電網から抜ける場合には、代わりに負荷をになう発電所(複数)と調整しながら徐々に負荷を他に移動させて、自分の負荷をゼロにしてから切り離します。今回のような緊急停止により、頼っていた発電所に突然予告なしに抜けられると、残った発電所たちが、慌ててできる範囲の調整をしたものの、負荷を負いきれなかった、ということでしょう。

それに、負荷の重さそのものが、周波数と位相の正確な同期とその上での微調整の上に成り立っているので、制御できない形でこの関係が乱れると全体が崩壊します。

全停電状態から復旧するのにも、すぐに全部の発電所を再起動して送電網に繋ぐことはできなくて、上のような手順で負荷の分担を調整しながら、発電所を順番に稼働させていかなければなりません。なので、完全な復旧までには時間がかかります。

ここまで、ウン十年前、大学の学部時代にいわゆる「強電」の授業と学生実験でやりました。結構迫力がある実験装置でした。

各家庭にあるソーラーパネルからの売電では、パネル本体は直流出力を出しますが、引き込み線を通して、送電網に繋がった発電機の一つになることに、変わりはありません。ですから、機械的に回転する発電機はどこにもありませんが、電子的に同じことを自動的にやります。

つまり、送電網の周波数と位相を装置が計測して、それに合わせるようにインバーター(直流→交流の変換を行う装置)出力の電圧、周波数、位相パラメーターを、売電量に応じて調整しているはずです。

オーストラリアで昨年末に、同様の火力発電所の緊急停止がありましたが、そのとき完成したばかりのTesla社の大規模バッテリーシステムが、ミリ秒(1000分の1秒)オーダーで立ち上がって、代わって負荷を受け持ち、今回のようなネットワークの撹乱による停電を防いだ、とニュースになったことがありました。ソーラーと同じように、瞬時に負荷を制御しながら短時間、発電所の代わりを受け持つシステムは、これからの傾向になると思います。

こんなシステムがあれば、今回の停電は防げたかもしれません。

【デマ アラート】
おバカな人が、泊原発が稼働していれば、今回のような停電にはならなかったと、デマを流したようです。ウソで、全く逆に危険が高まることになるので注意してください。

火力であろうと、原発であろうと、停電の原因は、単純な供給容量が足りないという問題ではなく、動的な微妙なバランスの上に成り立っている大規模な交流送電のバランスが崩壊したことにあるのですから、原発も真っ先に止まります。

全システムがブラックアウトした場合、他の発電所は特に問題を起こさないですが、原発だけが冷却のためだけのディーゼル発電機でポンプを回し続けなければなりません。さもなければメルトダウンです。
