いや、被ばくと発症の相当因果関係を認めたから、労災が認められているんですよ。相当因果関係は、確かに科学的な因果関係の立証ではありませんが、法律的には因果関係があります。国は因果関係を認めたことになります。

これ、被曝は確率的影響なので厳密な因果関係証明(今の科学では不可能)がなくても救済しましょうってことです。喫煙や飲酒などの交絡因子と違い、被曝は他者からの作用なので責任が発生するんですね。同じことは小児甲状腺がんでもできます。被曝による相当因果と被曝回避の過失で賠償すべきです。

労災について菊池誠らが必死に「因果関係が証明されたわけではない」と言ってますが、当たり前なんですね。ほかに同じ結果を導く因子のある「確率」なんですから。原子力ムラはこの確率的影響の責任は絶対に一切認めようとしません。ここを変えないと被害者は泣き寝入りです。

原子力ムラが唯一認めたのがチェルノブイリの甲状腺がんですが、これは自然発症がほとんどなく交絡因子がなかったからですね。それでも風土病などいろいろ交絡をでっちあげようとしました。今の福島は「過剰診断」ですね。菊池誠が熱心に否定する鼻血や低線量もこの一環です。

Russia is not involved in Skripal case at any level – Kremlin
Russia has nothing to do with the Skripal poisoning case at any level, Kremlin spokesman Dmitry Peskov has said, slamming “unacceptable” British allegations.

“Neither Russia’s top leadership nor those with lower ranks, and no country’s officials, have had anything to do with the events in Salisbury,” Peskov said. He rebuffed UK Prime Minister Theresa May’s claim that the attack on the ex-double agent Sergei Skripal and his daughter was approved at “senior level of the Russian state.”

“Any accusations against Russian leadership are unacceptable,” the spokesman added.

On Wednesday, UK prosecutors named two “Russians” whom they accuse of poisoning the Skripals. May later claimed that the duo were officers of the Russian military intelligence agency GRU.

Firing back, the Russian Foreign Ministry said the names and photos of the two men ‘do not mean anything’ to Moscow and called on London “to abandon making public accusations and media manipulations.”

Speaking to Parliament on Wednesday, May reiterated her previous accusation that the Russian government was involved in the Skripal poisoning case. “We were right to say in March that the Russian state is responsible,” she said.

While British police investigators said earlier they had no evidence linking the Russian government with the suspects, May insisted that British intelligence services provided evidence, which identifies them as officers of Russian military intelligence, the GRU. She said she would update party leaders on why her government came to that conclusion behind closed doors.

"Based on the body of intelligence, the government has concluded that the two individuals named by the police and the CPS (Crown Prosecution Service) are officers from the Russian military intelligence service also known as the GRU," May said.

May stated that if the two individuals ever travel outside of Russia, the UK would act to have them arrested and extradited to be tried on British soil.

She reiterated that her government will continue putting pressure on Russia, exposing what she called a “pattern of bad behavior”, with particular focus on the GRU.

BRITISH PROSECUTORS NAME THE TWO RUSSIANS SUSPECTED OF POISONING SKRIPALS
UK prosecutors named two Russians they suspect of poisoning the Skripals – Alexander Petrov and Ruslan Boshirov – charging them with the attempted murder of the ex-double agent and his daughter along with a police officer.

British police said the suspects were traveling on authentic Russian passports and had arrived in the UK days before the incident.

Neil Basu, the head of Counter Terrorism policing, said the two suspects were traveling under aliases but were around 40 years old and had Russian passports.

Basu noted that traces of Novichok contamination were found in the London hotel room where the two men had stayed. He said they arrived in Britain on March 2 and left on March 4.

“Tests were carried out in the hotel room where the suspects had stayed. Two swabs showed contamination of Novichok of levels below that which would cause concern for public health,” Basu added.

Asked if the suspects were ‘Russian agents’, the UK counter-terrorism chief did not directly answer, rather he appealed to the worldwide public to help identify them. "We would like to hear from anyone who knows them," Basu said.

In response, Russia's foreign ministry said the names given by Britain did not mean anything to them, urging the UK to cooperate with them in the Skripal case.

The Crown Prosecution Service (CPS) has announced that they have enough evidence to charge the two men on conspiracy to murder Sergei Skripal and the attempted murder of Skripal, his daughter and Nick Bailey, a British police officer who was taken ill while attending to the Skripals.

The pair are also charged with use and possession of Novichok, contrary to the Chemical Weapons Act.

Beyond identifying them as Russian nationals, the CPS gave no indication as to who the men were.

“Prosecutors from CPS counter terrorism division have considered the evidence and have concluded there is sufficient evidence to provide a realistic prospect of conviction and it is clearly in the public interest to charge Alexander Petrov and Ruslan Boshirov, who are Russian nationals,” Sue Hemming, CPS director of legal services, said.

“A realistic prospect of conviction means the CPS is satisfied on an objective assessment that the evidence can be used in court and that an objective, impartial and reasonable jury hearing the case, properly directed and acting in accordance with the law, is more likely than not to convict these two individuals of the charges,” Hemming added.

The prosecutor stated that they "will not be applying to Russia for the extradition of these men as the Russian constitution does not permit extradition of its own nationals."

Hemming noted that a European arrest warrant (EAW) had been obtained for the suspects, stating "if either man travels to a country where an EAW is valid, they will be arrested and face extradition on these charges for which there is no statute of limitations.”

Former Russian double agent Sergei Skripal and his daughter Yulia were poisoned in Salisbury this March. The poisoning ignited a diplomatic row between the UK and Russia, with the British government blaming Moscow. Russia has consistently denied any involvement in the incident.

冷蔵庫が止まったらあるものを片っ端から食べる。

卓上コンロでナンを焼く。水は7年前のセシウム入りトイレ用備蓄水を飲む。トイレの始末さえきちんとやれば1か月は大丈夫だと思う。

洗濯はせずある限りのものを季節を問わずに着る。用意と心構えは万端だ。

金があれば小型発電機を買いたいがインターネットが使えなければパソコンを使うこともないだろう。

だが、原発過酷事故だったら何もしないというわけにはいかないな。

Tokyo admits 1st death from Fukushima radiation exposure
The Japanese authorities have acknowledged for the first time that a man died from cancer resulting from acute radiation poisoning at the Fukushima nuclear plant that went into meltdown following an earthquake back in 2011.

A Japanese man in his 50s, who previously worked at the crippled Fukushima power plant, has recently died of a lung cancer. Japan’s Health, Labour and Welfare Ministry then acknowledged that his death was in fact triggered by a radiation poisoning and recognized his family as eligible for compensation in the first such case since the disaster.

According to the ministry, the diseased worked mainly at the Fukushima plant, which was hit by an earthquake and tsunami in 2011 as well as at some other nuclear power station for more than 28 years until 2015. Notably, he was in charge of measuring radiation levels at the plant and its premises immediately after the incident, the Japanese media report.

It is said he was exposed to a total radiation dose of some 195 millisieverts – a dose that is about 4 times higher than the one that leads to a serious risk of developing cancer.

So far, the ministry also admitted that a total of four Fukushima plant workers developed various types of cancer, including leukemia and thyroid cancer, triggered by radiation poisoning. However, this was the first case involving death.

On the afternoon of March 11, 2011, a magnitude 9 earthquake struck northeastern Japan, unleashing a deadly tsunami. The disaster caused meltdown of three out of six nuclear reactors at the Fukushima plant. More than 160,000 people were forced from their homes after the catastrophe.

Japan saw rising death rates among the evacuees but the issue was attributed to the chaos of evacuations and mental traumas. Meanwhile, decontamination works at the crippled plant continue as the power station operator, the Tokyo Electric Power Company (TEPCO) says that it might take as long as four decades to fully decommission the site.

In mid-August, the UN raised alarm over what it called “exploitation” of the homeless and migrant workers during the Fukushima clean-up works. The Radiation Worker Central Registration Centre of Japan showed that up to 76,951 decontamination workers were hired between 2011 and 2016. The UN said, citing some “detailed reports”, that people were granted decontamination contracts without relevant work experience. About 5,000 people on average continue to work at the Fukushima plant per day, according to the Japanese NHK broadcaster.

Russian Air Force steps up attack despite large Turkish Army presence in Idlib
BEIRUT, LEBANON (4:00 P.M.) – The Russian Air Force has stepped up their aerial assault in the Idlib Governorate this afternoon, following a series of powerful airstrikes earlier today.
Using their Sukhoi jets, the Russian Air Force has launched another another two dozen airstrikes over the southwestern countryside of the Idlib Governorate, a military source told Al-Masdar News.
The Russian jets primarily concentrated these strikes on the Jisr Al-Shughour District, which is controlled by the jihadist rebels of Hay’at Tahrir Al-Sham and the Turkestan Islamic Party.
With these latest airstrikes, the Russian Air Force has now launched over 70 airstrikes above the Idlib Governorate today.
This latest campaign by the Syrian and Russian air forces is the largest aerial bombardment of any part of Syria this year.
While the Russian Air Force continues to bombardment the jihadist rebels, the Turkish military has responded by increasing the size of their forces around the Idlib and Hama governorates.
It appears that a major showdown might take place between the Syrian Arab Army and Turkish military, if the latter does not withdraw from certain observation posts near the jihadist rebels.

Breaking: Syrian Air Force begins attack on west Idlib
BEIRUT, LEBANON (11:30 A.M.) – The Syrian Arab Air Force (SyAAF) has begun their massive aerial campaign over the Idlib Governorate this morning.

Syrian jets flying out of the Latakia and Homs governorates began their air campaign, by heavily bombing the western part of the Idlib Governorate.

According to a military communique, the Syrian Air Force launched several airstrikes over the Jisr Al-Shughour District, targeting a number of towns controlled by the jihadist rebels of Hay’at Tahrir Al-Sham and the Turkestan Islamic Party.

The Syrian Air Force also heavily bombarded the town of Jadariya, which is believed to have a large presence of Hay’at Tahrir Al-Sham.

This new aerial bombardment of the Idlib Governorate marks the first time since the ‘Eid Al-Adha holiday that the Syrian Air Force has heavily bombarded this province.

With this new aerial bombardment, it appears that the Syrian Arab Army’s (SAA) offensive is bound to commence in the next few days.

According to the source, at least ten Russian Sukhoi jets launched dozens of airstrikes over the southern and western parts of the Idlib Governorate.

The source said the Russian Air Force specifically targeted the Jisr Al-Shughour District, including the towns of Al-Shughour, Mahambel, Basnqoul, Zayzooun, Ziyarah, Jadariyah, Kafrdeen, Al-Sahn, Saraseef, and dozen others.

The source added that the Russian airstrikes numbered over 50 thus far.

With the large Russian bombardment, the Syrian Arab Army’s (SAA) long-awaited offensive is bound to start in the next few days.

Drones launched by jihadists in Idlib threaten Russian bases – Kremlin
Presidential spokesman Dmitry Peskov has told reporters that the situation surrounding the militant-controlled Syrian province of Idlib will be one of the main items on the agenda at the talks between the Russian, Turkish and Iranian presidents in Tehran later this week.

Speaking to reporters on Tuesday, Peskov said that the unmanned aerial vehicles launched by terrorists in Idlib pose a danger to Russia’s bases in Syria.

“This represents a significant threat to our temporary bases, and the Russian president has spoken about this. It is from [Idlib] that various unmanned aerial vehicles are being sent which pose a threat to our temporary bases,” he said.

According to Peskov, Idlib today serves as a ‘hotbed of terrorism’ which destabilizes Syria as a whole.

“The situation in Idlib continues to be a subject of particular concern to Moscow, Damascus, Ankara, and Tehran. The fact is that there is a hotbed of terrorism there, a fairly large group of terrorists has settled there. Of course, this leads to general destabilization. This undermines attempts to re-introduce political and diplomatic regulation,” Peskov told reporters.

Moscow, Peskov said, is confident that the situation in Idlib must be dealt with. “It’s undoubtedly necessary to deal with this problem [of terrorists in Idlib]. We know that the Syrian Armed Forces are preparing to solve this problem,” he noted.

Commenting on President Trump’s recent tweet warning Damascus and its allies not to “recklessly attack Idlib Province,” Peskov commented that “making some warnings without paying attention to the very dangerous, negative potential for the situation in Syria in general is probably not a complete, not a comprehensive approach.”

The looming assault on Syria that the US-led coalition intends to carry out will not affect plans to liberate Idlib, Syrian Foreign Minister Walid Muallem told the Rossiya-24 TV channel.

“This is not the first time that the United States, Great Britain and France have cooked up a scheme for a chemical weapons incident. However, the Syrian people manned up to and scoffed off that aggression. They celebrated as they watched Syrian rockets down missiles launched by the aggressors,” Muallem pointed out.

According to him, the entire international community is already aware of the flimsy excuse for the imminent aggression against Syria.

“They [the US and its allies] are providing the White Helmets with tools to stage a false flag chemical weapons incident and shoot it in a village in the Idlib province,” the Syrian top diplomat said, adding, “this video footage is planned to be used as an excuse for a future aggression.”

De Mistura begs Putin and Erdogan to stop conflict in Idlib
BEIRUT, LEBANON (9:20 P.M.) – United Nations Special Envoy for Syria Staffan de Mistura asked the Russian President Vladimir Putin and the Turkish president Recep Tayyip Erdogan to talk and find a ‘soft solution’ for Idlib, at a press conference in Geneva on Tuesday.

“Our appeal, if I may to President Putin and to President Erdogan, to talk and go beyond perhaps technical discussions, and find a solution which can be a soft solution to this crisis,” stressed De Mistura.

The UN envoy also warned against a bombardment against Idlib, the last militant stronghold in Syria. He echoed an earlier statement by US President Donald Trump warning that an assault on Idlib would be “a grave humanitarian mistake”.

The Syrian Arab Army (SAA) has recently advanced into areas surrounding Idlib Governorate, in preparation for a final offensive on militant-held positions.
