Windows10の更新で起動不能になる例も

Windows10のVer1803環境にKB4103721が入るとOSが起動しなくなる不具合がある様子。 https://answers.microsoft.com/en-us/windows/forum/windows_10-update/windows-10-cumulative-update-kb4103721-version/42d672a5-9988-4327-a5fc-b4cf9a47768a

Iranian Leader's Top Aide: US to Experience 2nd Vietnam War in Syria
TEHRAN (FNA)- Iranian Supreme Leader's top aide for international affairs Ali Akbar Velayati blasted the US forces for occupying parts of Eastern Syria, warning that Eastern Euphrates will turn into a second Vietnam for Washington.

"The Americans themselves have created the ISIL and the al-Nusra (Tahrir al-Sham Hay'at or the Levant Liberation Board) in Syria and now they have come onto the scene and occupied Eastern Euphrates," Velayati told reporters in Tehran on Wednesday.

"They should know that Syria and Eastern Euphrates will be another Vietnam for the US," he added.

His remarks came as Russian Foreign Minister Sergei Lavrov said in April that despite US President Donald Trump's claims, Washington was actively digging in the area of the Eastern bank of Euphrates River in Syria and had no intentions of leaving.

"As for economic reconstruction, this will take time and I am convinced that we should all act in the interests of the Syrian people and out of total respect of the sovereignty and territorial integrity of Syria," he stated, talking about the rebuilding of Syria.

Lavrov underscored that he said this because "a whole host of nations are deliberately aiming to disintegrate Syria".

"The US pledged that their only aim was to repel terrorists from Syria, to defeat the ISIL, but, despite all their claims, despite President Trump's claims, the US is actually positioning itself on the Eastern bank of the Euphrates and have no intention of leaving," Lavrov stressed.

US will suffer ‘another Vietnam’ in Syria, Iranian leader’s top aide warns
A senior adviser to Iran’s supreme leader has condemned the United States’ uninvited military presence in Syria, warning that the conflict in the country could become a second Vietnam War for Washington.

Ali Akbar Velayati, a top aide on international affairs for Ayatollah Ali Khamenei, blamed the United States for the creation of Islamic State (IS, formerly ISIS) and said that the US military’s continued presence in Syria would result in catastrophe.

"The Americans themselves have created [IS] and Al-Nusra in Syria and now they have come onto the scene and occupied Eastern Euphrates," Velayati said in Tehran on Wednesday, as quoted by Fars. "They should know that Syria and Eastern Euphrates will be another Vietnam for the US," he added.

Several thousand US special forces are believed to be embedded with proxy forces in eastern Syria – although the United States military has not been invited to operate inside the country, and it has no international mandate to do so. With the war against Islamic State all but over, the US-backed forces – aided by US air support – currently occupy pockets of Syrian territory.

Although the conflict’s complexity makes it a logistical nightmare for the occupying forces, experts questioned whether the United States would ever commit enough ground forces to make its Syria operations as catastrophic as the war in Vietnam.

“Iraq after 2003 was more like a Second Vietnam because the US had so many thousands of troops occupying the country and vulnerable to attack by insurgents,” Mark Almond, director of the Crisis Research Institute in the UK, told RT. “In Syria, the Americans (British and French too) have far fewer troops on the ground – special forces – and rely on proxies to do the fighting so the capacity of local forces to inflict heavy or steady casualties on them is relatively low. The US air force is willing to attack on suspicion any forces on the ground which it considers ‘threatening’ – a vague and broad category – and there is little or nothing that Syrian forces or local militias can do against the US planes.”

However, Almond noted that without more boots on the ground, the United States and its allies will not be able to control Syrian territory in the long-term. With Washington’s policy on Syria constantly changing – US President Donald Trump announced in April that he wanted to bring the troops home, but now they are apparently digging in, from Al-Tanf to Manbij – the question now becomes whether the Pentagon is considering a larger presence in Syria.

“The Iranian official speaks theoretically: If the US continues to grow its presence in Syria it could become another Vietnam for them,” said Vladimir Batyuk, head of the Political and Military Research Unit at the Russian Academy of Sciences Institute for USA and Canada Studies. “If the United States is going to grow its presence or not is a big question. There is no consensus in Washington on this matter. If US President Trump would be the only one to decide, then the US troops would leave Syria by tomorrow. But there are other powerful figures in Washington who are convinced that the US presence in Syria is necessary. At this point, the US is unlikely to grow its presence if the situation won’t change drastically.”

Batyuk said that since Syria’s stability is a top priority for Tehran, Velayati’s statement should be seen as a warning to Washington that “its ill-judged actions could have far-reaching consequences.” But for the time being, it’s unlikely that thousands of US soldiers in Syria will be going home in body bags – mostly because there’s only about 2,000 of them there to begin with.

“At this moment there are 2,000 US special forces in Syria. Of course, it isn’t enough for any military operations on the ground in Syria,” Batyuk said. “The US supports the Kurds and the so-called moderate rebels, who are actually Islamists in disguise. The US could use air support from the anti-ISIS coalition for some purposes but not much more. So, the concerns of Tehran officials are unlikely to materialize.”

Tehran’s warnings come after Russian Foreign Minister Sergei Lavrov said in April that US forces were “positioning” themselves in eastern Syria.

“The US pledged that their only aim was to repel terrorists from Syria, to defeat [IS], but, despite all their claims, despite President Trump's claims, the US is actually positioning itself on the Eastern bank of the Euphrates and have no intention of leaving,” Lavrov said.

Migrant Children Given Psychotropic Drugs in US Detention Center
TEHRAN (FNA)- Immigrant children are being routinely and forcibly given a range of psychotropic drugs at US government-funded youth shelters to manage their trauma after being detained and in some cases separated from parents, according to a lawsuit.

Children held at facilities such as the Shiloh Treatment Center in Texas are almost certain to be administered the drugs, irrespective of their condition, and without their parents' consent, according to the lawsuit filed by the Los Angeles-based Center for Human Rights & Constitutional Law, World News reported.

The Shiloh center, which specializes in services for children and youths with behavioral and emotional problems, did not respond immediately to a request for comment.

The lawsuit was filed on April 16, days after the introduction of the Trump Administration's "zero tolerance" policy to separate children from parents who crossed the US-Mexico border illegally. Trump abandoned the policy on Wednesday.

"If you’re in Shiloh then it’s almost certain you are on these medications. So if any child were placed in Shiloh after being separated from a parent, then they’re almost certainly on psychotropics," Carlos Holguin, a lawyer representing the Center for Human Rights & Constitutional Law, said.

Officials at the Office of Refugee Resettlement (ORR), which oversees such centers, were not immediately available for comment.

Taking multiple psychotropic drugs at the same time can seriously injure children, according to the filing, which highlights the need for oversight to prevent medications being used as "chemical strait jackets", rather than treat actual mental health needs.

ORR-run centers unilaterally administer the drugs to children in disregard of laws in Texas and other states that require either a parent's consent or a court order, the filing said.

The lawsuit seeks a shift in ORR policies to comply with state laws and prevent the prolonged detention of children.

Some youths at Shiloh reported being given up to nine different pills in the morning and six in the evening and said they were told they would remain detained if they refused drugs, the lawsuit said, adding that some said they had been held down and given injections when they refused to take medication.

One mother said neither she nor any other family member had been consulted about medication given to her daughter, even though Shiloh had their contact details. Another mother said her daughter received such powerful anti-anxiety medications she collapsed several times, according to the filing.

シリア軍と米国主導軍が直接応戦の恐れ イラクはイスラエルの攻撃に後退せず

US military advisers came under attack in Syria’s Al-Tanf – coalition
Unknown forces have attacked the Al-Tanf base housing US military advisers in a rebel-held area of Syria near its border with Iraq, the US-led coalition has said. The coalition forces returned fire and suffered no casualties.

“Maghawir al-Thowra fighters and coalition advisers within the deconfliction zone near Al-Tanf were engaged by an unidentified hostile force located just outside the deconfliction zone in the early evening June 21,” the coalition spokesperson told Sputnik news agency in an email.

The statement added that officials were “engaged with Russian counterparts on the deconfliction line to ensure no miscalculations.”

The skirmish was acknowledged by the US forces amid media reports of the Syrian troops “encircling” the Al-Tanf base after securing large chunks of the Badia desert region along the Iraqi border. The base near the Al-Tanf border crossing was established by the US-led coalition to train and support anti-government militias, purportedly to fight Islamic State (IS, formerly ISIS) terrorists. The major IS-held areas, however, have long been cut off from Al-Tanf by Syrian government troops, and remaining terrorists have largely been cleared from the area.

The US has drawn a 55km “deconfliction zone” around the Al-Tanf base, threatening to attack any Syrian troops that enter it. The so-called “deconfliction zone” also encompasses the Rukban refugee camp, which is believed to house families of US-backed militants alongside other civilians.

The incident came shortly after several alleged airstrikes on Syrian government troops and allied forces, which were attributed to the US-led coalition. According to Syria’s state media, at least eight people were killed in a strike on Thursday, while houses and infrastructure were also destroyed. The US-led coalition has not commented on the reports so far.

Another incident occurred on Sunday, when Syrian forces sustained a massive attack near the town of Abu Kamal close to the Syria-Iraq border. The coalition officially denied its involvement, while unnamed US officials pointed fingers at Israel.

US Coalition Bombs Damascus Army Troops in Southern Syria
TEHRAN (FNA)- The US Coalition bombed the Syrian Army’s positions in the Southern part of the country, on Thursday night, the National Defense Forces (NDF) reported.

According to the NDF report, the US Coalition bombed the Syrian Army’s outpost in the village of Al-Halba 70km away from the historical city of Palmyra (Tadmur) in Homs province, the AMN reported.

In the meantime, a Syrian army commander told Sputnik News Agency that “the combat planes of the coalition led by the United States, attacked the army positions in Jabal Ghurab, some 150 kilometers East of Palmyra near the border with Iraq.”

“One serviceman was killed and several others wounded,” he added.

The attack was allegedly carried out when the Syrian army responded to the US Coalition’s ground forces firing several shots at their troops.

Iraqi Troops not Withdrawing from Syrian Border after Alleged Israeli Attack
EHRAN (FNA)- Iraq’s Popular Mobilization Units (Hashd Al-Sha’abi) are not abandoning their posts along the Syrian border, a source from the group said.

“The news circulated on withdrawal of Hashd Al-Sha’abi from their deployment regions near the Iraqi-Syrian borders after the troops were targeted in Syria are untrue,” the source told Al-Maalomah, as quoted by Iraq News.

The source added that “the forces are deployed in the Western region of the province. No withdrawal took place there, despite the tension that resulted after Israeli fighter jets shelled the forces in Syria near borders with Iraq.”

This is the first time any Iraqi source has stated Israel was behind the attack on the Syrian and Iraqi troops in Southeastern Syria earlier this week. Earlier reports blamed the US.

The alleged Israeli attack resulted in the death of 22 Hashd Al-Sha’abi members and over 30 Syrian army soldiers.
