pic.twitter.com/yKiRhnRHf4

Moscow has ‘irrefutable’ evidence chem attack in Syria’s Douma was staged – Russia’s envoy to OPCW
Moscow has “irrefutable proof” that the alleged chemical incident in Syria’s Douma was a “false-flag attack,” orchestrated by UK security services with support from the United States, the Russian envoy to the OPCW said.

“We have not just a ‘high level of confidence,’ as our Western partners uniformly put it; we have irrefutable proof that there was no chemical attack in Douma on April 7,” Russia’s Ambassador to the Organization for the Prohibition of the Chemical Weapons Aleksandr Shulgin said at a special meeting of the UN chemical watchdog’s executive council. The diplomat added that the incident had been a “pre-planned false-flag attack by the British security services, which could have also been aided by their allies in Washington.”

“Things unfolded according to the pre-written scenario prepared by Washington. There’s no doubt, the Americans play ‘first fiddle’ in all of this,” Shulgin said, adding that “attack” was staged by “pseudo-humanitarian NGOs,” which are under the patronage of the Syrian government’s foreign adversaries.

Ex-Pink Floyd singer denounces White Helmets as propaganda tool during Barcelona concert
English singer Roger Waters, a member of Pink Floyd and now a solo performer, denounced the controversial Syrian group White Helmets during a concert, saying they “exist only to create propaganda for jihadists and terrorists.”

The tirade came from Waters on Friday during a gig in Barcelona, which took place just as the US, the UK and France were preparing an attack against Syria based on reports provided by the White Helmets. A week before that, the group produced photos and footage of what they claimed to be aftermath of a chemical-weapons attack by the Syrian government on the town of Douma near Damascus, which was held by an armed group called Army of Islam.

Addressing the audience, Waters said someone had asked him for the stage to speak about Douma and the alleged chemical attack. The singer said that person and he had very different opinions about the situation in Syria.

“The White Helmets is a fake organization that exists only to create propaganda for jihadists and terrorists. That’s my belief. We have opposing beliefs,” he explained, as seen in a video shot from the cheering crowd.

Waters explained why he didn’t support the cause furthered by the White Helmets. “If we were to listen to the propaganda of the White Helmets and others, we would be encouraged to encourage our governments to start dropping bombs on people in Syria. This would be a mistake of monumental proportions for us as human beings,” he said.

“What we should do is go and persuade our governments not to go and drop bombs on people. And certainly not until we have done all the research that is necessary so that we would have a clear idea of what is really going on,” he added. “Because we live in the world where propaganda seems to be more important than the reality of what is really going on.”

Waters called on people to “reach across boundaries and religions and nationalities” and together make Earth a better place.

The White Helmets purports to be a civil defense organization operating in parts of Syria under the control of various armed groups, including hardcore Islamists, opposing the central government in Damascus. It receives funding from several Western nations, including the US and the UK. The group has received widespread praise from Western media, and a documentary about it even won an Academy Award.

On several occasions, White Helmets employees have been caught doing questionable things, like assisting in public executions or staging fake rescue operations. Critics say its rescue operations are just a cover for their true purpose: producing photos and footage favorable to opponents of Damascus and providing justification for military action against the Syrian government forces. People in areas, which were taken by the government from the jihadists, support such claims.

‘Where’s the legal basis?’ Corbyn challenges legality of Syria missile strikes

RT2018/4/16
‘Where’s the legal basis?’ Corbyn challenges legality of Syria missile strikes
UK opposition leader Jeremy Corbyn has challenged the British government’s legal basis for carrying out missile strikes on Syria, labelling the “humanitarian” justification “legally debatable.”

The Labour leader said Prime Minister Theresa May decided to participate in the US-led strikes sometime last week and should have recalled Parliament to have a debate and vote on the issue. Speaking on the Andrew Marr Show on the BBC, Corbyn then hit out at the government citing humanitarian reasons to launch the missiles describing the argument as a “legally debatable concept.”

“It looked awfully to me as though the prime minister was more interested in following Donald Trump's lead than anything else. This is policy made up by Twitter.”

Corbyn also said he can only countenance involvement in Syria if there is a United Nations authority behind it and urged Trump to engage with Russian President Vladimir Putin to find a diplomatic solution to the crisis.

Also appearing on the program, UK Foreign Secretary Boris Johnson said he hoped Saturday’s airstrike could push actors in the Syrian civil war towards the negotiating table and “alleviate further humanitarian suffering.”

“This is not going to turn the tide of the conflict in Syria. One can hope that it encourages Assad to get to the negotiating table in Geneva, to get a political process properly going but that is an extra. The primary purpose is to say no to the use of barbaric chemical weapons,” he said.

"There is no proposal on the table at the moment for further attacks because so far, thank heavens, the Assad regime have not been so foolish as to launch another chemical weapons attack,” Johnson added.

Britain published its legal position for carrying out the strikes on Saturday. It says that three conditions have to be met to justify the intervention.

First, there has to be convincing evidence of extreme humanitarian distress on a large scale. This must also be “generally accepted by the international community as a whole.”

It also must be objectively clear that there is “no practicable alternative” to the use of force if lives are to be saved. Finally, the use of force must be “necessary and proportionate” to the proposed relief of humanitarian suffering.

Corbyn challenged the justification and accused May of being chiefly concerned with following the lead of US President Donald Trump. “I say to the foreign secretary, I say to the prime minister, where is the legal basis for this? The legal basis would have to be self defence or the authority of the UN Security Council. The humanitarian intervention is a legally debatable concept at the present time,” he said.

Numerous others have also raised questions about the UK using humanitarian reasons to justify the attack. First Minister of Scotland Nicola Sturgeon described the legal position as “thin,” while BBC political editor Laura Kuenssberg noted that the UK is one of the few countries that tries to use humanitarian arguments to justify military action and most international lawyers don’t accept the contention.

Actions similar to coalition strikes in Syria will lead to chaos in international relations – Putin

Actions similar to coalition strikes in Syria will lead to chaos in international relations – Putin
The strikes launched by the US and its allies against Syria have seriously damaged the Syrian peace process, Russian President Vladimir Putin said. If such actions continue, it would have grave consequences for the world, he said.

“If such actions that are carried out in violation of the UN Charter continue that would inevitably lead to chaos in the international relations,” the Kremlin said in a statement, citing the Russian leader. Putin made his statements during a phone conversation with his Iranian counterpart, Hassan Rouhani.

The two leaders exchanged their views on the situation in Syria, following the massive missile strike launched by the US, the UK and France that targeted Syria's military and civilian infrastructure. Both presidents denounced the actions of the Western states by calling them an “illegal” act that was deleterious to the Syrian peace process.

Earlier, the Russian president condemned the strikes by saying that Washington launched “an aggression against a sovereign state which is at the forefront of the fight against terrorism.” At that time, Putin said that the attack was carried out in violation of the “principles of international law,” as it was not authorized by the UN Security Council.

Washington and its allies unleashed the bombardment in the early hours of Saturday morning in retaliation for the alleged chemical attack in the Syrian city of Douma, located some 10 kilometers from Damascus. The Western countries immediately pinned the blame for the incident on the Syrian government and conducted the strike even before a team of investigators from the Organization for the Prohibition of Chemical Weapons (OPCW) was able to reach the scene of the alleged attack to determine whether it had indeed taken place.

The US, the UK and France launched 103 cruise missiles during the attack. At least 71 of them were intercepted by Syrian air defense forces, according to the data from the Russian Defense Ministry. Following the attack, Russia called an emergency meeting of the UN Security Council to discuss the aggressive actions of the US and its allies.

During the meeting, Russian Envoy to the UN Vassily Nebenzia denounced the strikes by calling them "hooliganism" in international relations and “an aggression against a sovereign state.” The US and its allies maintained that their actions were “justified, legitimate and proportionate.”

The Russian draft resolution that called on Washington and its allies to stop their aggression against Syria and “refrain from further aggressive acts in violation of the international law and the UN Charter” was rejected by the UNSC.

The US, the UK and France then prepared their own resolution. On Sunday, Russian Deputy Foreign Minister Sergey Ryabkov said that Moscow would study this draft “with a critical eye,” adding that Russia has its own “red lines” regarding UNSC resolutions on Syria.

Trump wants to pull troops from Syria 'as quickly as possible,' but it won't be very quick

RT2018/4/16
Trump wants to pull troops from Syria 'as quickly as possible,' but it won't be very quick
US President Donald Trump wants to bring troops back from Syria as soon as possible, the White House said, but not before their goals are fulfilled. Earlier, the French president said he had convinced Trump the troops had to stay.

"The US mission has not changed – the president has been clear that he wants US forces to come home as quickly as possible," White House spokeswoman Sarah Huckabee Sanders said in a statement cited by Reuters. The US has some 2,000 troops and a number of military contractors acting in Syria. Before they go home, though, their mission has to be fulfilled.

"We are determined to completely crush ISIS and create the conditions that will prevent its return. In addition, we expect our regional allies and partners to take greater responsibility both militarily and financially for securing the region," Sanders said.

The goals outlined by Sanders were earlier mentioned by the US envoy to the UN, Nikki Haley, in a Fox News interview. Haley's list was somewhat broader, though, adding monitoring Iran's activity and ensuring American interests are safe from Syrian President Bashar Assad's purported chemical weapons. The somewhat vague objectives, combined with Washington's refusal to hold any direct talks with Damascus and numerous demands for Assad to step down or be toppled, could effectively extend "as quickly as possible" to a nearly indefinite stretch.

Indeed, French President Emmanuel Macron, one of Trump's allies in the recent joint strikes on Syria, said he had convinced Trump to keep the troops in place for the unspecific "long term."

"Ten days ago, President Trump was saying 'the United States should withdraw from Syria'. We convinced him it was necessary to stay," Macron said.

In late March, Trump said the US would be "coming out of Syria very soon" and letting "other people take care of it now," which went against previously-outlined plans by the Pentagon and the State Department to keep troops in Syria to "support our partners," "prevent the return of terrorist groups" and transition to a "post-Assad leadership."

Soon after that, Syrian anti-government activists, including the White Helmets, claimed Assad launched a chemical attack that killed an injured dozens of civilians in Douma, a suburb of Damascus that he was close to decisively re-taking from militants. Russian forces, who are on the ground to assist Damascus in fighting terrorists and de-escalating the conflict, said they had not found any evidence or victims of the alleged attack, and accused the White Helmets of faking it. Presently, Trump boasted that "nice and 'smart'" American missiles would soon fly to Syria.

After a week of UN Security Council meetings and failed resolutions, and before a fact-finding mission by the Organization of the Prohibition of Chemical Weapons (OPCW) could arrive at the site of the alleged attack, Trump, together with Macron and UK Prime Minister Theresa May, launched about a hundred missiles into Syria. Their stated goal was to cripple Assad's purported chemical weapons facilities and stockpiles, but one of the targets they hit was reportedly a civilian facility that specialized in medicine.

Now, Haley says at the UN Security Council that America remains "locked and loaded" for more strikes should new "chemical attacks" come, and uses an if-clause when talking to Fox about the prospects of withdrawal from Syria. And while Trump's people say he wants a withdrawal "as quickly as possible," it's highly likely that it will not be very quick at all.

a total of 71 cruise missiles out of 103 had been intercepted by Syria

"Syria's means of air defense: S-125, S-200 air defense systems, [as well as] Buk and Kvadrat units were used in the repelling the missile strike,"

Abdel Bari Atwan(the editor-in-chief of Rai al-Youm newspaper)は、
US-Led Aggression Likely to End Washington's Presence in Region

Danger of miscalculation: Escalation over Syria could lead to major conflict – Israeli Air Force vet

Danger of miscalculation: Escalation over Syria could lead to major conflict – Israeli Air Force vet
Even though the continued escalation of tensions over the situation in Syria is unlikely to spiral into a full-scale world war, it can still lead to a major regional conflict, Reuven Ben-Shalom, an Israeli Air Force veteran, said.

The conflict in Syria remains a source of a major international security concerns as “global powers are at play” there, and some regional actors, such as Israel, who also pursue their own aims in this situation, Ben-Shalom, an Israeli Lieutenant Colonel in Reserve and a columnist for the Jerusalem Post, told RT’s Oksana Boyko.

With so many interests intertwined, the possibility of a “miscalculation” in the policy of one of the players is growing, which, in turn, could make the situation quickly “deteriorate into a regional war,” he said. At the same time, he called the fears of a potentially looming global conflict exaggerated, adding that the possibility of a world war over Syria is unlikely.

The Israeli Air Force veteran also justified his county’s violation of its neighbors’ sovereignty, and particularly strikes against facilities in Syria, by saying that Israel just has no other choice. “The only reason to enter the Syrian airspace would be to take specific targets threatening us,” he said.

“With all due respect, at the end of the day, we have sometimes to go and do what needs to be done because there is an imminent threat,” Ben-Shalom said while justifying the Israeli actions. “At that time we have to act and diplomacy must be put aside,” he added.

Mapping international buyers of Russian agricultural equipment
Exports of Russian-made agricultural machinery and equipment have been growing slowly but steadily in recent years. Russia’s farming machinery has reportedly managed to win 47 international markets so far.

The latest data from the country’s Trade Ministry shows that exports of agricultural machinery and equipment from Russia increased by 3.5 percent within the first quarter of the current year against the same period a year ago.

The growth was reportedly triggered by significant quality improvement of farming equipment and extending production range. Russian manufacturers also started selling farming machinery to South American, southern African and Middle East countries.

It’s a sad day for the world, to know that these countries (US、UK、France)are so cynical and callous

RT2018/4/14
‘Cynical and illegal’: Journalists, activists slam US-led missile strike against Syria
The US-led missile attack against Syria demonstrates Washington’s complete disregard for international law, and its timing, before a proper investigation was conducted, raises serious questions, experts told RT.

Describing Saturday morning’s missile attack as illegal, Joe Lauria, an independent journalist and former Wall Street Journal correspondent, told RT that the strike was shocking – but not surprising.

“They did not prove that they were acting under Article 51 of the UN Charter, which is self-defense – the US was not acting in self-defense,” Lauria told RT. “They did not get Security Council authorization, and the US Congress did not weigh in on this, so it’s illegal internationally and under US law.”

The decision to launch the missiles just hours before inspectors from the Organization for the Prohibition of Chemical Weapons (OPCW) were scheduled to begin a fact-finding mission at the site of the alleged gas attack in Douma on Saturday represents “quite an extraordinary moment,” Lauria told RT. “But I should say it’s not unusual. The United States has done this kind of thing before,” he added.

Rick Sterling, an investigative journalist and member of the Syria Solidarity Movement, agreed, telling RT that the missile attacks on Syria by the United States, France and the UK were nothing less than an “attack on international law.” According to Sterling, “There is no justification for three countries taking it upon [themselves] to become the judge, jury and executioner of whether or not chemical weapons have been used. There is a process that should be followed.”

Malik Ayub Sumbal, a political analyst and broadcaster, said the strikes “violated all international laws, all international rules” as well as being a direct affront to the UN Charter.

“This is a cynical act. It’s illegal under international law, it’s illegal under US law. The administration and its supporters have no plausible story that this act will make anything better,” Robert Naiman, policy director at Just Foreign Policy, told RT.

Even the New York Times dismissed this act before it happened as a feel-good, limited strike, a symbolic act for domestic consumption. So what can we say about the United States, the United Kingdom, and France? These are cynical actors. They’re not interested in what happens to civilians in Syria, or in Yemen, or anywhere else in the Middle East. It’s a sad day for the world, to know that these countries are so cynical and callous.”

F. Michael Maloof, a former Pentagon security analyst, said that the timing of the strikes clearly showed that the US and its western allies “didn’t really care” about a proper investigation into the April 7 incident. Finding out who is actually behind the alleged gas attack is “not really their motivation,” Maloof said.

The OPCW said on Saturday that their fact-finding mission will continue despite the airstrikes.

“They will make their decision, and if it aligns with what Russia said, that there was no chemical attack – we don’t even know if there was one, let alone if it was chlorine or Sarin – you can be sure it won’t be broadcast or printed pretty much in the US media,” Lauria told RT. “We don’t even hear very much here in the US about the inspectors arriving. That was buried here.”

Asked if he thought the US would strike Syria again if more cases of alleged chemical weapon usage emerged, Lauria pointed out that “we don’t even know that [Syrian President Bashar al-Assad] used chemical weapons this time. Or the last time. So they’re talking about ‘if he does it again.’ Well, how about waiting to find out whether he did it this time? So in other words, they don’t need proof. That is clear,” he said.

Ultimately, the humanitarian pretext behind the strikes, coupled with Washington’s disinterest in waiting for a proper investigation into the Douma incident, should raise alarm bells, Naiman told RT.

These are the same three governments who are arming, and facilitating, and participating in the Saudi war in Yemen. The cause of the worst humanitarian crisis in the world. Millions of human beings on the brink of famine, worst cholera outbreak in human history, millions of human beings suffering from the blockade of fuel, medicine and fuel. These are the governments that [would] have us believe that this bombing has something to do with protecting civilians,” Naiman said.

“Does anybody in the world actually believe this military action has anything to do with protecting civilians? I can’t imagine anyone would be so foolish to believe such an assertion.”

Former head of Britain's special forces says Assad 'doesn't need to use gas' because he's 'already won the war' but give May 'benefit of the doubt' over intelligence

Major General Jonathan Shaw made remarks speaking to The Mail on Sunday
His views were echoed by Admiral Lord West, former head of the Royal Navy
But ex-commander of the Army's chemical weapons regiment, Colonel Hamish de Bretton-Gordon, said: 'A sophisticated nerve agent was used at Douma'

A former head of Britain's Special Forces has challenged Theresa May's claim that President Assad was behind the chemical attack in Douma.

Major General Jonathan Shaw said: 'Why would Assad use chemical weapons at this time? He's won the war.

'That's not just my opinion, it is shared by senior commanders in the US military. There is no rationale behind Assad's involvement whatsoever.

'He's convinced the rebels to leave occupied areas in buses. He's gained their territory. So why would he be bothering gassing them?

Speaking exclusively to The Mail on Sunday, the ex-SAS and Parachute Regiment commander added: 'The jihadists and the various opposition groups who've been fighting against Assad have much greater motivation to launch a chemical weapons attack and make it look like Assad was responsible.

'Their motivation being that they want to keep the Americans involved in the war – following Trump saying the US was going to leave Syria for other people to sort out.'

His views were echoed by Admiral Lord West, former head of the Royal Navy, who said: 'If I was advising President Assad, why would I say use chemical weapons at this point? It doesn't make any sense. But for the jihadist opposition groups I can see why they would.

US not to pull out troops from Syria until goals accomplished

US not to pull out troops from Syria until goals accomplished - UN envoy Haley
The US will not pull its troops out of Syria until its goals are accomplished there, ambassador to UN Nikki Haley said. This comes after Washington carried out airstrikes in Syria in response for an alleged chemical attack.

US currently has over 2,000 troops in Syria and a number of contractors.

DoD report confirms US contractors in Syria for 1st time under Trump administration
A newly released Department of Defense (DoD) report has confirmed the presence of US contractors in Syria. It appears to be the first time this has been done under the Trump administration.

The report provides Department of Defense contractor personnel numbers for the second quarter of fiscal year 2018. It includes personnel in Syria, along with those deployed to Iraq, Operation Inherent Resolve (OIR), Afghanistan, Operation Freedom’s Sentinel (OFS), and the US Central Command area of responsibility.

Syria is grouped together with Iraq, which means the exact number of contractors there remains unknown. However, the report does acknowledge that the overall numbers in the category went up by 11.7 percent “in part due to the inclusion of Syria reports in this quarter.”

There are over 11,000 contractors “supporting US government operations” in Iraq and Syria, the report states. Of those, approximately 5,508 contractors are “directly supporting DoD funded contracts.” The majority of those (19%) work in base support. The report does not indicate which companies the contractors work for.

It appears to be the first time that any such report has included Syria. The January report, for example, excluded it entirely. However, Defense Secretary Jim Mattis did state earlier this year that Washington was planning to send contractors to Syria. The Pentagon first indicated that it would be hiring military contractors for operations in Syria in a 2016 report.

Meanwhile, it was reported earlier this month that the US military is potentially working on plans to send an additional contingent to Syria to secure a foothold in the north of the country, even as US President Donald Trump reiterates his intention to withdraw troops.

One of the places where the troops may be based is Manbij, with local Kurds saying that US soldiers had arrived to the city. Speaking to RT’s Ruptly agency, they said the number of US patrols has increased in the area. There are reportedly 2,000 US troops in Syria.

The DoD report comes as President Trump considers military action in Syria following an alleged chemical attack in Douma. He tweeted on Wednesday that Russia should “get ready” for missiles to fly towards Syria, though his administration has since maintained that no decision has been made regarding military action, stating only that “all options are on the table.”
Trump’s tweet came despite the fact that an official probe into the alleged incident by the Organization for the Prohibition of Chemical Weapons (OPCW) has not yet been launched, and despite the fact that the Russian military found no trace of such an attack after traveling to Douma.

Earlier on Friday, Russian Foreign Minister Sergey Lavrov stated that Russia has “irrefutable” data which shows that the incident was staged by a state which promotes Russophobia.

‘We have our own red line’: Russian deputy FM on Western-sponsored UNSC draft resolution on Syria

Russia has its own ‘red lines’ regarding a UN Security Council resolution on Syria, Russian Deputy Foreign Minister Sergey Ryabkov said, adding that Moscow is going to study the draft by the US, UK, and France with a critical eye.

It is going to be “very difficult” for the Security Council member states to find a compromise on the Syrian resolution, Ryabkov warned.

The deputy foreign minister added that Moscow will use all possible means to pull relations with the West out of a dangerous “political nosedive.” The channels of communication between Moscow and Washington are still open, he said.

Arab Analyst: US-Led Aggression Likely to End Washington's Presence in Region

Arab Analyst: US-Led Aggression Likely to End Washington's Presence in Region
TEHRAN (FNA)- Abdel Bari Atwan, the editor-in-chief of Rai al-Youm newspaper, underlined Washington's failure in attaining its objectives through the Saturday missile strikes on Syria, and said the attack could display the end of the US role in the region.

"It should be understood from the remnants of the missiles fired during the tripartite (the US, Britain and France) aggression against Syria (many of them were intercepted) that the aggression didn’t attain its goals and fully backfired," Atwan wrote on Sunday.

"The aggression increased US President Bashar al-Assad's popularity in and outside the country as well as the might of his coalition with Russia, Iran and Lebanon. It displayed the Syrian army's power and strength and weakened US President Donald Trump," he added.

Atwan underlined that the aggression is likely to be a start for the US withdrawal from the region after admitting its failure, the Syrian government's sovereignty over the entire parts of the country.

US, British and French forces launched over 100 missiles on Syria early Saturday morning, and Russia said Damascus managed to dodge 71.

In a televised address to the nation, US President Donald Trump said the three nations partnered in the missile launch.

The strikes were the biggest overt attack by the three Western powers against Syria in the country's seven-year-old civil war, which has pitted the US and its allies against Russia.

Other NATO members refrained from partnership in the attack, although NATO secretary general voiced his support for the move.

Israel was also absent from the strike, fearing Iran's response. After a recent missile strike on Syria's T4 base that killed 12, including 7 Iranian military advisors, Tel Aviv has been on guard in anticipation of Iran's tough reprisal.

Reports coming out of a national security meeting in the White House two days ago said Defense Secretary James Mattis opposed striking targets that would provoke Tehran and Moscow's response, urging Trump and National Security Advisor John Bolton to think wisely and narrow down the scope of the attack.

The Pentagon claimed the strikes targeted a research center in greater Damascus and a chemical weapons storage facility and a command post west of Homs, while the Organization for the Prohibition of Chemical Weapons has officially stated complete disarmament of Syria since two years ago.

The missile strikes took place as a team of OPCW is in Damascus to probe the alleged chemical incident in Douma last week, but the trio western allies didn't wait for the result of their work for somehow unknown reasons.

Following the attack, Iran's Supreme Leader Ayatollah Seyed Ali Khamenei voiced strong condemnation for the aggression, and described the American, British and French heads of state as war criminals.

"This early morning strike against Syria is a crime. I clearly declare that the US, French and British heads of state are criminals and committed a crime," Ayatollah Khamenei said.

Meantime, the Iranian foreign ministry also strongly condemned the attack, warning that the aggression would entail dire repercussions in the region and beyond.

Also, Iranian President Hassan Rouhani condemned the missile strikes, stressing that the attacks were the result of Washington and its allies' anger and desperation at the recent defeats sustained by the western-backed terrorists in Eastern Ghouta of Damascus.

"The US aggression on the region will lead to nothing but annihilation and destruction," Rouhani said, asking whether the US, the Zionist regime of Israel and their allies, specially the UK and France, have not learned a lesson from the incidents in the past 17 years.

Also in a phone conversation with President Assad, Rouhani vowed to continue support for Syria after the Saturday morning strikes.

During the phone conversation on Saturday, President Rouhani told Assad that Tehran will stand by Damascus, and voiced confidence that "this aggression would not weaken the determination of the Syrian people in its war against terrorism".

Meantime, Iranian Foreign Minister Mohammad Javad Zarif in a phone conversation with his Syrian counterpart Walid al-Muallem deplored strikes against Syria, describing the move as "criminal and illegal".

Also, Deputy Commander of Iran's Islamic Revolution Guards Corps (IRGC) Brigadier General Yadollah Javani also warned the US to "wait for the repercussions of its attack on Syria", saying that the Saturday offensive "gave the Resistance Front a more open hand for showing reaction to such moves by the US and its allies".

Russia's Ambassador to the US Anatoly Antonov said in a statement that Russia had warned that "such actions will not be left without consequences".

Syrian state TV said the attacks wounded six people in Damascus and three others in Homs.

Later in the day, the Russian Defense Ministry declared in a statement that the Syrian air defense units have intercepted 71 of the 103 missiles fired at the country.

Several explosions were heard in the Eastern and Southern parts of the capital of Damascus. Al-Alam Arabic TV displayed scenes of public gathering in support of the government in the streets of Warzah in Damascus near an attack site.

Footage coming from Syria showed that people were waving flags of Syria, Iran and Russia in the streets of Damascus, in a show of appreciation.

Witness accounts said nearly 20 Cruise missiles flew towards targets around the capital, but nearly half of them were intercepted.

The Syrian state-run news agency also said that "many missiles missed their targets or were intercepted thanks to the Syrian air defense".

A senior commander of the coalition supporting Syria in the war on terrorism said Damascus had already evacuated the targeted sites after it had been alarmed by the Russian intelligence services few days ago.

The Russian defense ministry said none of its bases and sites in Syria have been targeted. But the Arabic service of Russia's state news agency Russia Today said the attack by the trio western states "sparked a major war that will herald World War III".

The Russian Defense Ministry stated that most missiles launched by the Western states on Syria had been downed by the Arab Republic's air defenses, when approaching targets.

"The Syrian air defense system has been conducting an anti-air fight," the Ministry added.

According to the Russian Defense Ministry, Syria repelled the Western attack by air defense complexes made in the USSR over 30 years ago.

"Syrian means of air defense: S-125, S-200 air defense systems, Buk and Kvadrat were used in the repelling the missile strike," it noted.

Russia's air defenses haven't been used to repell the missile strike on the territory of the Syrian Arab Republic, the Military underlined.

"None of cruise missiles launched by the US and its allies did not enter the zone of responsibility of the Russian air defenses, covering objects in Tartus [naval facility] and Hmeymim [airbase located in the Lattakia province]," the Russian Defense Ministry explained.

According to the Russian military, the massive missile strike on objects of military and civilian infrastructure was conducted by US warships jointly with the UK and French air forces.

Hezbollah of Lebanon also issued a statement, vowing to stay beside Syria.

Russian oil producers to make money from China’s yuan-backed crude futures – analysts

Russian oil producers to make money from China’s yuan-backed crude futures – analysts
Crude oil exports implemented via Eastern Siberia–Pacific Ocean (ESPO) oil pipeline may substantially benefit from yuan-denominated oil futures launched by China last month, according to industry experts.

If the new product manages to succeed, price pegging of the Russian ESPO export blend to the China contract will favorably influence the Russian oil blend price. The new futures contract may reportedly boost Russian producers’ annual revenues by extra $440 million.

Last year, China topped the US as the biggest oil importer with nearly a million barrels of crude being purchased every day. Chinese oil demand could increase by 2.1 million barrels per day by 2023, according to Wood Mackenzie consulting firm, as quoted by TASS. The analysts stress that Chinese authorities are clearly seeking to exert more influence on oil pricing in this regard.

“Certainly, it is more beneficial for China to make settlements in the national currency. The national futures launch is a step in this direction. This instrument will make possible to form contracts on its basis and perform hedging,” Darya Kozlova from Vygon Consulting told the agency.

“At current import volumes, the contract grades could account for trade of about 200 billion yuan ($31.9 billion). This will help the Chinese government in its efforts to internationalize renminbi,” said Wood Mackenzie's research director Sushant Gupta.

The new product encourages foreign investment in Chinese assets. China’s Finance Ministry even pledged to exempt nonresidents investing into the contract from taxes for up to three years.

“However, if the government continues market interventions, while control measures over capital flow will be tightened, this will only discourage investors,” notes Ekaterina Grushevenko, an expert from the Skolkovo Business School.

Analysts say that Beijing is on its way to creating its own oil benchmark as seven different blends accounting for just 20 percent of total imported volumes are currently authorized for trading.

“Creation of liquid futures is a lengthy and complex yet feasible process, as Dubai’s experience shows. A fairly liquid exchange market is an advantage for China, which is important for benchmark forming” said Kozlova.

Death by a thousand cuts: China’s yuan-priced crude benchmark chips away at petrodollar
China finally launched last month its yuan-denominated crude oil futures that have been in the works for years, after several delays.

The start of the new contract trading was successful, attracting interest from institutional and retail investors, and major commodity trading houses Glencore and Trafigura.

Yet, it’s too soon to call the less-than-a-month-old contract a total success, because it still faces a long road toward building reputation and history, analysts say. They have also identified the single biggest risk factor for western investors−the extent to which China could meddle with government regulation in the yuan crude futures, as Beijing is known for little tolerance toward wild price swings in its markets and has a history of intervening.

This is also the conclusion of China’s biggest crude oil supplier, OPEC. In its April Monthly Oil Market Report, the cartel−which accounts for close to 60 percent of China’s crude oil imports−said that “the extent to which the INE contract is independent from government interference is currently the main risk factor facing western investors, which is in addition to a currency risk, given that the INE is settled in yuan.”

According to Reuters’ John Kemp, possible Chinese intervention on the yuan crude future market could be one of the three elements that could doom the new contract. Citing the paper ‘Why Some Futures Contracts Succeed and Others Fail’, Kemp argues that the third key element to a successful futures contract−public policy should not be too adverse to futures trading−could be the stumbling block to the Chinese crude futures, while the new contract could easily meet the other two criteria for success. These are 1) a commercial need for hedging and 2) a pool of speculators must be attracted to a market.

OPEC, especially its Middle Eastern producers, will be closely watching the futures contract because once established, the Chinese reference crude price could act as a regional benchmark for negotiations of spot or term crude oil prices. The contract is made up of seven medium-sour crudes prevalent in the Chinese market−six freely traded Middle East grades (Basrah Light, Dubai, Masila, Oman, Qatar Marine, and Upper Zakum), and China’s Shengli crude.

“At this level of imports from OPEC, Middle Eastern producing nations will be watching closely as they could, in time, face pressure from their Chinese buyers to adopt this benchmark for pricing their physical crude contracts,” the cartel said in its monthly report.
