€10bn vanished from ‘frozen’ Gaddafi accounts in Belgium – report

€10bn vanished from ‘frozen’ Gaddafi accounts in Belgium – report
Some €10 billion of Libyan government funds, frozen as part of sanctions against the late Muammar Gaddafi’s inner circle, has mysteriously disappeared from a Belgian bank somewhere between 2013 and 2017, according to local media.

Back in November 2013, four Euroclear Bank accounts belonging to the Libyan Investment Authority (LIA) and its subsidiary Libyan Foreign Investment Company (LFICO) in Bahrain and Luxembourg, contained some €16.1bn in frozen assets. However, when authorities tried to seize the funds in 2017, it turned out there was only just over €5bn left in those accounts, an investigation by Le Vif weekly revealed.

“There remains a little less than 5 billion euros on the four accounts opened at Euroclear Bank SA,” Denis Goeman, a spokesman from Brussels’ prosecutor’s office told the Belgian publication. The remaining funds are still subject to seizure, but so far Euroclear reportedly has refused to hand over the accounts, prompting the prosecutor to threaten the institution with “more coercive measures” unless Euroclear releases the remaining Libyan funds “within a certain period.”

Belgian judicial authorities reportedly noticed the disappearance in autumn 2017, when the investigating magistrate, Michel Claise, who was in charge of the probe into alleged money laundering by Gaddafi’s inner circle, requested the seizure of the frozen Libyan funds. Those assets have been frozen since March 2011 in accordance with the UNSC resolution 1973. Belgium, however, has never authorized the “thaw” of these assets, Florence Angelici, from the General Administration of the Treasury, told Le Vif.

According to the paper, there are many “indications” that Belgium failed to comply with UN regulations governing asset freezes on certain Libyan accounts in local banks. Before the 2011 uprising that ousted Muammar Gaddafi, Libya had been a major oil exporter. To better handle the cash flow from Africa’s largest proven reserves of oil, in 2006 the government created the Libyan Investment Authority to invest the country’s black gold wealth abroad.

However, with NATO’s intervention in 2011, the UN introduced sanctions against the Libyan government’s assets, effectively seizing roughly $67bn from the LIA, held across Europe and North America. In the EU, however, the national governments froze only the original amounts, while the interest and dividends earned after 2011 remained a liquid asset.

Last month’s investigation, by Brussels-based European affairs weekly Politico, discovered“big, regular outflows of stock dividends, bond income and interest payments,” from the €16 billion Gaddafi-linked funds kept in Belgium, suggesting a “loophole in the sanctions regime.”

“Interest flows from the fund’s assets around the world were frequent,” Politico revealed in their investigation, citing former chief executives of post-2011 LIA. Euroclear Bank also confirmed paying monthly dividends from the four frozen assets. According to an email exchange between a Euroclear employee and the Belgian finance ministry, the interest had been released once a month to an “HSBC account in Luxembourg belonging to LIA and to several other LIA accounts at the Arab Banking Corporation, a bank headquartered in Bahrain, whose main shareholder is the Libyan Central Bank,” Politico reported.

While Belgium’s finance ministry insists that the interest payments were legal, Le Vif’s investigation, published Thursday, is certain that authorities must answer several crucial questions, the biggest one being: Where did the €10 billion vanish to?

‘Urgently engage with Russia’: US senators call for dialogue after new nuclear arsenal unveiled
A group of US lawmakers have called for strategic dialogue with Moscow. They feel that the matter is “more urgent” following Russian President Vladimir Putin’s unveiling of a number of cutting-edge weapons systems.

“A US-Russia Strategic Dialogue is more urgent following President Putin’s public address on March 1st when he referred to several new nuclear weapons Russia is reportedly developing, including a cruise missile and a nuclear underwater drone,” a letter signed by US Senators Edward J. Markey (D-MA), Jeff Merkley (D-OR), Dianne Feinstein (D-CA), and Bernie Sanders (I-VT) reads.

The letter, addressed to US Secretary of State Rex Tillerson, was published on Thursday. The senators stressed that while the countries have many “significant” disagreements, including alleged Russian meddling in the 2016 US elections and the “annexation” of Crimea, Moscow and Washington need to come to the negotiation table.

“Due to these policy rifts, not in spite of them… the United States should urgently engage with Russia to avoid miscalculation and reduce the likelihood of conflict.”

The lawmakers are concerned that some of the brand-new Russian nuclear weapons are not covered by the Strategic Arms Reduction Treaty, commonly known as the New START, and thus call for the agreement to be extended. The weapons in question include a cruise missile with virtually no range limit and a nuclear-powered underwater drone.

There had been rumors that the Russian and American top diplomats, Sergey Lavrov and Rex Tillerson respectively, may meet while they are both in Africa. However, the US State Department denied that there had been any discussion of possible bilateral talks. When asked about it, the Russian Foreign Minister said the claims that such discussions never happened are “untrue.”

On March 1, the Russian leader presented a set of advanced Russian nuclear weapons, some of which are not yet named. During his state of the nation address, Putin stressed that Russia would not need all these new weapons had its legitimate concerns been heeded by the US and its allies. “Nobody wanted to talk to us about the root of the problem. Nobody listened to us; so listen to us now!” he said.

The speech drew a hysterical reaction from the Western media and accusations of saber-rattling and starting “a new arms race,” Putin told NBC Washington was in fact to blame for it. The Russian president referred to the US decision to withdraw from the 1972 Anti-Ballistic Missile Treaty (ABM Treaty) back in 2002.

MailOnline 2018/2/15
Mystery as 'highly unusual' radioactive substance enriched with the type of uranium used to make nuclear fuel and bombs is detected in Alaska
Particles enriched with uranium, used to make nuclear fuel and bombs, have been detected above Alaska - and their source remains a mystery.

The 'highly unusual' particles, containing the isotope uranium-235, were spotted in the atmosphere for the first time in 20 years of plane-based atmospheric observations.

Experts have discounted natural causes, although research suggests it originated in Asia.

They believe that the sample may have come from China, Japan or North Korea.

Scientists from the US National Oceanic and Atmospheric Administration (NOAA) detected the particles at an altitude of 4.3 miles (seven km) above Alaska's Aleutian Islands.

The atmospheric aerosol was measured by a Nasa WB-57 plane, used in high altitude research.

Uranium, the heaviest element to occur naturally on the planet, comes in the form of the slightly radioactive isotope uranium-238.

Trace amounts of uranium-235, specifically used for making nuclear fuel and bombs, do also occur naturally.

During millions of research missions using planes to capture atmospheric particles, experts have never before obtained a sample containing uranium-235.

Writing in a study on the finding, its authors said: 'The purpose of the field campaign was to obtain some of the first global cross-sections of the concentration of trace gases and of dust, smoke, and other particles in the remote troposphere over the Pacific and Atlantic Oceans.

'Analysis of wind trajectories and particle dispersion model results show that the particle could have originated from a variety of areas across Asia.'

Researchers believe the sample came from recently created reactor-grade uranium, perhaps from burnt nuclear fuel.

This rules out nuclear disasters like Chernobyl and Fukushima.

Dan Murphy, who led the study, oversees flights across the globe which sample the atmosphere for aerosols.

The tiny particles originate from fires, pollution, dust and other sources and can affect cloud formation and weather patterns.

Speaking to Gizmodo, Mr Murphy added: 'It's not a significant amount of radioactive debris by itself.

'But it's the implication that there's some very small source of uranium that we don't understand.

'One of the main motivations of this paper is to see if somebody who knows more about uranium than any of us would understand the source of the particle.'

The full findings were published in the Journal of Environmental Radioactivity.

Russian man who spied for UK ‘critically ill’ after exposure to unknown substance – reports
Two people have been treated for "suspected exposure to an unknown substance" in the city of Salisbury, England, according to police. One of them is reportedly a former Russian double agent.

Sources close to the investigation told BBC and Reuters that one of those affected was Sergey Skripal, part of a “spy swap” between the US and Russia in 2010. The Russian worked as a double agent for the UK intelligence agency MI6 and was jailed in Russia in 2006 for spying for Britain, having passed on the names of undercover Russian intelligence agents. Russia released four prisoners in exchange for 10 US spies.

Police declared a “major incident” after a man and woman were reported to be in distress at a shopping center in Salisbury, in Wiltshire in southern England on Sunday. They “were taken to Salisbury District Hospital and are being treated for suspected exposure to an unknown substance. They are currently in a critical condition,” Wiltshire Police said in a statement on Monday.

The Salisbury Journal reported that emergency services suspected fentanyl, a synthetic drug similar to heroin, only far stronger, may have been involved. It isn’t clear whether this indicates the pair had taken the drug or merely been exposed to it; because of fentanyl’s potency, it can even endanger those who come into contact with it, as it can be absorbed through the skin.

Drawing parallels to Litvinenko’s case is premature, to say the least, former MI5 intelligence officer Annie Machon said, noting that many years have passed since Skripal “had been convicted, given up everything he could have given, and been sent back to the UK, effectively on retirement.”

“The Russians would not have handed him over, this guy back to the West if they still felt he could have caused damage. There seems to be little motivation to do anything against him,” Machon told RT.
This just might be some sort of a drug incident. There have been numerous stories over the last couple of years in the UK of the spread of the synthetic cannabinoid called 'spice' which seems to create the same sort of symptoms that were reported in this case. Or indeed the spread of synthetic opioid problems, particularly across America but also in the UK too, which leads to death. Things like Fentanyl or Carfentanil which is even stronger,” she added, noting that if not for the potential ‘Russian trace’ the story, it “would have been reduced to local news reporting.”

Moscow is open to working with UK over incident with Russian ex-double agent – Kremlin
Moscow is ready to cooperate with the UK to investigate an incident which left Russian ex-double agent Sergey Skripal in critical condition. Skripal spied for UK and was part of a 2010 US-Russia “spy-swap.”

Asked if London had been in touch seeking help with the investigation, Kremlin spokesman Dmitry Peskov said that “nobody has approached” Russia “with such a request.” However, Moscow “is always open for cooperation,” he told reporters on Tuesday morning.

Moscow doesn’t have any details about what happened in Salisbury, Peskov said. “We don't have information about what this person was doing [in England],” he said, adding that Moscow doesn’t know what citizenship Skripal currently holds.

Responding to British media speculation about Moscow being implicated in Skripal’s poisoning, Peskov said: “I can’t comment. But you know as they say, it wasn’t slow to arrive.”

On Sunday, Skripal was one of two people found to have been affected by “an unknown substance” in the city of Salisbury, England, according to local media. “The two people – a man aged 66, and a 33-year-old woman – were found unconscious on a bench,” police said on Tuesday, adding that both are in critical condition. The pair “did not have any visible injuries,” police added.

Later on Tuesday, UK Foreign Secretary Boris Johnson confirmed that the victims are Skripal and his daughter, Yulia. Though it’s too early to speculate on the nature of the incident, there will be suspicions, according to the top politician. “If those suspicions prove to be well founded, then this government will take whatever measures we deem necessary to protect the lives of the people in this country, our values and our freedoms,” he added.

In the meantime, the Russian embassy in the UK asked the British Foreign Office (FCO) to clarify the situation surrounding the Salisbury incident, an official from the embassy told TASS.

The former Russian intelligence officer was a part of a “spy swap” between the US and Russia back in 2010. He had worked as a double agent for the UK intelligence agency MI6 and was jailed in Russia in 2006 for spying for Britain. Russia released four spies in exchange for 10 Russian agents back in 2010.

According to the local Salisbury Journal, the emergency services suspect fentanyl, a synthetic drug similar to heroin, only far stronger. It isn’t clear how Skripal and his female companion were exposed to the drug. Fentanyl can endanger anyone who comes into contact with it, as it can be absorbed through the skin.

British media quickly drew parallels between the recent incident and the controversial case of Alexander Litvinenko, a former Russian security officer who died from radioactive poisoning in 2006. Former MI5 intelligence officer Annie Machon told RT that it’s premature to judge. “The Russians would not have handed him over, this guy, back to the West if they still felt he could have caused damage. There seems to be little motivation to do anything against him,” Machon said.

Boris Johnson threatens sanctions before any evidence of Russian links to ex-spy’s illness

BBC

The fallout from the attempted murder of an ex-Russian double agent is risking further damaging London-Moscow relations. Despite no culprit being identified, British MPs are increasingly pointing the finger at the Kremlin.

Defence Secretary Gavin Williamson, who has previously called for British fighters for Islamic State (IS, formerly ISIS) to be killed, said the Kremlin is becoming an “ever-greater threat” following the incident. Williamson said that Moscow has shown an “increasingly aggressive stance” and that the UK must change the way it deals with the Kremlin following the “disgusting attack.”

The Russian Embassy to the UK has reiterated that it has received no information on the case from the British government.

“Unfortunately, we have so far received no details on the substance of the case, which is rather worrying,” a spokesperson for the embassy said. “Meanwhile, the Foreign Secretary’s strongly anti-Russian statement in Parliament looks more like an attempt to send the investigation upon a political track.

“Although absolutely no facts were provided to the public, we see the issue being translated into the domain of Russia-UK relations, with an active support by the media. The parliamentary debate as well as the Government stance are a testament of London’s growing unpredictability as a partner in international relations, whose policy towards Russia is inconsistent and looks rather miscalculated, not least in the eyes of the Russian public.”

Williamson’s statements were in contrast to Home Secretary Amber Rudd’s on BBC Radio 4 on Thursday. She declined to say whether or not she regarded Russia as responsible for the incident in Salisbury, telling the broadcaster it was a “very, very serious attack.” Rudd iterated that the government will put a plan in place to respond when the culprit is identified.

“We know exactly what we are doing. We are going to be waiting for the evidence, when we have it, if we attribute, we will have a plan,” she said. “If that is the case then we will have a plan in place. We need to be very methodical, keep a cool head and be based on the facts, not rumor.

“Let me be clear, we are absolutely robust about any crimes committed on these streets of the UK. There is nothing soft about the UK’s response to any sort of state activity in this country. You may not hear about it all, but when we do see that there is action to be taken, we will take it.”

Rudd’s avoidance of the UK/Russia issue follows the stance of Foreign Secretary Boris Johnson, who said on Tuesday that the UK would “respond appropriately and robustly” if a state is found to have been involved. Johnson didn't link Russia directly to the attack, but proceeded to attack the nation, stating that “in many respects a malign and disruptive force.”

He also said the UK would reconsider its participation in the upcoming World Cup, which Russia is hosting. He said it was “very difficult to see how UK representation at that event could go ahead in the normal way” if Russian state involvement was proved. Later, a Foreign Office source said that Johnson’s comments were not in reference to the England football team’s participation.

Commander of Joint Forces Command Sir Chris Deverell said Russia had the capabilities to cripple the UK with cyberattacks on power supplies, air traffic control and even air conditioning.

“What they seek to do is to steal, plant, distort, destroy our information,” he said, according to the Daily Mail. “It could have very, very serious consequences for a lot of people... They don't care about innocent people going about their lives. They are quite honestly capable of anything.”

Former FSB officer Andrey Lugovoy suggested that the poisoning of the ex-Russian double agent may be part of a British campaign to demonize Moscow.

“I don’t rule out that this is another provocation by British intelligence agencies,” Lugovoy told the Guardian.

More than 20 people injured in ‘nerve agent incident’ involving ex-Russian double-agent – police
A total of 21 people were injured and three remain in hospital after the “incident involving attempted murder” which left the former Russian double agent, Sergei Skripal, in critical condition, British police have said.

“Multiple people have been treated, around 21 people, including the man and the woman found on the bench,” the acting chief constable of Wiltshire Police, Kier Pritchard, told Sky News, referring to Skripal and his daughter. He also said that all those affected went through “the hospital treatment process” and, in particular, had blood tests.

The acting Wiltshire Police head also said an unspecified “smaller” number of the injured were police officers. He then added that only three people, including the former agent and his daughter, remain in hospital. The third person is a local police sergeant, identified as Nick Bailey.

Home Secretary Amber Rudd said earlier that the officer remains in “serious but stable” condition, adding that he “is conscious, talking and engaging.” She also added that Bailey was “one of the first responders,” who helped Skripal.
An earlier update from Pritchard posted on the Wiltshire Police YouTube channel described the Sunday events as “a major incident involving attempted murder by the administration of a nerve agent.”

The former double agent and his daughter were found slumped on a bench outside a shopping center in Wiltshire on Sunday. They remain in critical condition following the incident. The investigators are treating the incident as an attempted murder.

No further details have been revealed by police. On Wednesday, Rudd stressed that the investigation must “respond to evidence not rumor.” But the British media soon rushed to speculate on Russia’s hand in the incident without any evidence available.

Skripal worked as a double agent for the UK intelligence agency MI6 and was jailed in Russia in 2006 for spying for Britain, having passed on the names of undercover Russian intelligence agents. In 2010, he was part of a “spy swap” in which Russia released four spies in exchange for 10 Russian agents.

Syrian Officer: Mesraba Capture Kick Starts Eastern Ghouta Liberation Domino
TEHRAN (FNA)- The government troops' victory the town of Mesraba will lead to terrorists' collapse in the entire region of Eastern Ghouta in Damascus, a senior army officer said Wednesday.
"The army's control over Mesraba and Beit Sawa is like a domino which will lead to the collapse of terrorist-held bases in Ghouta," the officer was quoted by the Arabic-language Elam al-Harbi news website as saying on Wednesday.
He added that the operation fronts in Ghouta will be separated into two Northern and Southern fronts, saying that many terrorists will be forced to surrender as a result.
"The Syrian army's encircling of the terrorists in different parts of Ghouta will be completed soon," the officer said, adding that the al-Nusra Front (Tahrir al-Sham Hay'at or the Levant Liberation Board) terrorists stationed in Harasta will soon be cut off from Faylaq al-Rahman and Jeish al-Islam militants which are present in Douma, Saqaba and Hamouriyeh.
In a relevant development earlier today, the Syrian army continued to capture more territories as the battle has entered a sensitive stage after militants were expelled from almost 40% of the Eastern Ghouta region in Damascus countryside.
The army men drove terrorists out of al-Ash'ari farms West of the town of Hawsh al-Ash'ari in their night operation.
Field sources ensured that the town of Hawsh al-Ash'ari itself will be soon freed.
The army troops also seized the farmland area near the militant-held towns of Mesraba and Beit Sawa.
The sources further said that recent advances have enabled the army to liberate three strategic regions in Eastern Ghouta.
The sources added that the Syrian Army will most likely start a new phase of its military operation on Masraba, Beit Sawa and Hawsh Al-Ashari in order to exert maximum tactical pressure on militant groups.

Eastern Ghouta: Terrorists Going Under Siege in Harasta
TEHRAN (FNA)- The Syrian Army troops stormed terrorists' positions on Monday night and early Tuesday, tightening noose on terrorists in the town of Harasta in Eastern Ghouta before the start of a daily-base truce.

The army men engaged in tough battle with Ahrar al-Sham East of the town of Harasta in Eastern Ghouta and imposed control over several farms and a key point South of al-Birouni Hospital.

Also, as field source said that the army men deployed only a thousand meters away from al-Birouni petrol station that brings them very close to laying a full siege on the remaining parts of Harasta that is still under terrorists' control.

Head of the London-based Syrian Observatory for Human Rights (SOHR) Rami Abdulrahman said that the army has deployed only 2 km away from Douma, the largest terrorist-held town in Eastern Ghouta and the main stronghold of Jeish al-Islam.

In the meantime, Central network of the Russia-run Humeimim airbase in Lattakia province announced that the army units are advancing into the depth of Eastern Ghouta from the West and their comrades are doing the same from the East.

As a result of the recent advances, the Syrian Army now finds themselves within 3.5 km of splitting the East Ghouta pocket in half.

Field sources reported on Monday that the army troops purged 40 percent of Eastern Ghouta of terrorists within the framework of their night operations and after the hours of the daily ceasefire in region end.

The sources said that the army men managed to advance against terrorists in different flanks and deployed near the settlements of Mesraba and Beit Sawa, imposing control over almost 37 percent of lands in Eastern Ghouta in the last several nights.

The sources further said that other army units managed to take control over 3 percent of Eastern Ghouta in Harasta region, adding that an approximate 40 percent of Eastern Ghouta has been liberated in the operations in recent nights.

The militants' continued attacks on non-military targets have caused the Syrian Army to intensify attacks on terrorists after hours of daily truce in Eastern Ghouta.

Russia Offers Militants Safe Passage Out of Syria’s Eastern Ghouta
TEHRAN (FNA)- Russia said it has offered anti-Damascus militants safe passage out of the Eastern Ghouta region, which they have been using as a launch pad for deadly terrorist attacks on civilians in the Syrian capital.

Major-General Yuri Yevtushenko, head of the Russian peace and reconciliation center in Syria, announced in a statement on Tuesday that Moscow would provide transport and a secure corridor for those militants who agree to leave Eastern Ghouta, World News reported.

“If you do not wish to let the civilians out from the held areas, we are ready to guarantee a safe passage from Eastern Ghouta for you and your families. For that purpose there will be enough transport provided as well as security will be guaranteed along the whole route,” he stressed.

The militants leaving Eastern Ghouta with personal weapons and with their families would be guaranteed immunity from prosecution, he added.

“We call upon the leaders of all illegal armed groups to make everything possible to as soon as possible release the civilians from suffering and secure unobstructed delivery of humanitarian aid to Eastern Ghouta,” Yevtushenko stated.

From inside the region, foreign-backed militants have been launching indiscriminate mortar and rocket attacks on Damascus, which have resulted in many civilian deaths.

The Syrian army, backed by Russian air force, has launched an operation to liberate the region from a host of militant groups, the strongest of which is the Takfiri Jeish al-Islam outfit.

Syria has established humanitarian corridors to allow civilians to leave the operation zone, but the militants holed up there are blocking the exit of people, using them as human shields in the face of the government’s liberation operation.

However, Western powers and mainstream media have been trying to put the blame for the Eastern Ghouta situation on the Damascus government.

On February 24, the United Nations Security Council (UNSC) unanimously passed a resolution demanding a month-long ceasefire across Syria to allow for humanitarian aid deliveries and medical evacuations, but that has failed to reduce terrorist attacks on civilians.

The truce does not apply to operations against terror groups such as Daesh (ISIL or ISIL) and al-Nusra Front along with “individuals, groups, undertakings and entities” associated with the terror outfits.

On Monday, the Russian military said Washington was flouting the UNSC resolution by failing to prevent the militants it controls from launching daily raids on the Syrian army troops in Eastern Ghouta and shelling Damascus.

Terrorists in Eastern Ghouta Seek Help after Army's Intensified Attacks
TEHRAN (FNA)- The Syrian army's extensive attacks against the terrorists in Eastern Ghouta have made Faylaq al-Rahman and al-Nusra Front (Tahrir al-Sham Hay'at or the Levant Liberation Board) terrorists call on Turkey to save them from the region, sources said on Thursday.

Sources affiliated to Faylaq al-Rahman reported that some militant groups in Eastern Ghouta of Damascus have agreed to withdraw from the region and have started negotiations with Ankara to evacuate hundreds of al-Nusra members.

They added that the militants in Eastern Ghouta hope that Turkey would be able to pave the ground for reaching a 24-hour-long ceasefire agreement with Russia.

Meantime, Spokesman of Turkish President Recep Tayyip Erdogan, Ibrahim Kalin, told a news conference that Ankara was working to extend a five-hour daily truce in Syria’s Eastern Ghouta to 24 hours and that Erdogan would discuss the situation there with Iranian President Hassan Rouhani on Wednesday.

Based on reports, 240 terrorists whose evacuation has been proposed are affiliated to al-Nusra and they are not included in the UN Security Council's ceasefire agreement.

But the military spokesman of Jeish al-Islam terrorist group denied holding any negotiations to leave Eastern Ghouta, adding that they will remain in the region.

The Syrian and Russian armies have announced that the militants in Eastern Ghouta can leave the region along with their family members and personal weapons.

Meantime, people in Eastern Ghouta disclosed on Wednesday that the terrorists have been plundering the humanitarian aid convoys that were delivered to the war-torn region earlier in the week.

The supply of humanitarian aid to the Syrian town of Douma in Eastern Ghouta by a UN-Syrian Arab Red Crescent convoy was almost jeopardized by the two-hour talks between the convoy members and head of the local military and political councils, the sources said.

"After the convoy entered Douma, the talks between the convoy staff and leaders of the local military and political councils took place in one of the local mosques, being recorded on video, and the record was later used by the Jeish al-Islam militants for propaganda purposes," a source said.

"At the same time, due to the two-hour delay, the delivery of humanitarian aid and medicine to civilians was in fact under the threat of disruption," the source added.

The source emphasized that the humanitarian agencies were able to personally verify that militants forcibly kept civilians in the area as a "human shield".

"The residents asked the UN staff and convoy members to facilitate their evacuation from this zone, told that the militants are taking away their aid, forbidding them from leaving their homes," he stated.
