Syria: Terrorists Declare Curfew during Truce Hours in Eastern Ghouta
TEHRAN (FNA)- The terrorist groups have declared curfew in hours of a daily-based ceasefire in Eastern Ghouta to prevent civilians' exit from the region through humanitarian corridors, Spokesman for the Russian Reconciliation Center for Syria Vladimir Zolotokhin said Sunday.

The Russian brigadier general said that the terrorists have imposed curfew on civilians on the sixth day of ceasefire in Eastern Ghouta, adding that the militants have threatened to punish those who don not obey the curfew.

He further said that only two children managed to leave Eastern Ghouta via a humanitarian corridor on the first five days of truce, adding that the terrorists prevent any kind of gathering by local residents.

Zolotokhin said that three locals have been injured by the terrorist snipers who are shooting at civilians who intend to go through the humanitarian corridor.

The spokesman said earlier today that people in Eastern Ghouta have embarked on forming armed groups to confront the terrorist groups that have blocked their exit path from the militant-held regions via a humanitarian corridor.

Zolotokhin reported that some of the civil activists in Eastern Ghouta have set up small armed groups to storm terrorists' positions and open a way towards government-controlled regions in Eastern Ghouta.

A sum of four civil activists and three terrorists were killed in clashes between civilians and the militants.

Terrorists Pull back from More Positions in Eastern Ghouta
TEHRAN (FNA)- The Syrian Army troops continued their nightly attacks on terrorists in Eastern Ghouta after termination of a daily ceasefire on Saturday, leaving Jeish al-Islam terrorists no other option but to retreat further back, the groups' spokesman said.

Hamza Beiraqdar said in a statement on Saturday that Jeish al-Islam retreated from al-Marj region after a heavy offensive of the army, the Arabic-language al-Hadath news reported on Sunday.

Al-Hadath further quoted Beiraqdar as saying that Jeish al-Islam has also lost positions to the army men in Hawsh al-Zawaherah and Logistic Battalion Base in al-Shifouniyeh region.

Field sources reported earlier today that the terrorists in Eastern Ghouta are escaping the battlefields in groups after the army men freed the small town of Otaya and its nearby regions.

Fierce clashed are underway between the terrorists and the army soldiers in al-Shifouniyeh, adding that over 63 terrorists have thus far been killed and several vehicles and a large volume of military equipment have been destroyed in the army advances.

The sources further said that tens of terrorists' tunnels and trenches have been captured by the army and a number of militants have been captured.

Syrian Army Frees 40 Percent of Eastern Ghouta
TEHRAN (FNA)- The Syrian Army troops have purged 40 percent of Eastern Ghouta of terrorists within the framework of their night operations and after the hours of the daily ceasefire in region end, field sources reported on Monday.

The sources said that the army men managed to advance against terrorists in different flanks and deployed near the settlements of Mesraba and Beit Sawa, imposing control over almost 37 percent of lands in Eastern Ghouta in the last several nights.

The sources further said that other army units managed to take control over 3 percent of Eastern Ghouta in Harasta region, adding that an approximate 40 percent of Eastern Ghouta has been liberated in the operations in recent nights.

The militants' continued attacks on non-military targets have caused the Syrian Army to intensify attacks on terrorists after hours of daily truce in Eastern Ghouta.

Spokesman for the Russian Reconciliation Center for Syria Brigadier General Vladimir Zolotokhin said Sunday that the terrorist groups carried out a heavy mortar attack on a medical center in Eastern Ghouta during the daily ceasefire in the region.

Zolotokhin reported that the terrorist groups, deployed in Eastern Ghouta, carried out mortar attack on a medical center near a checkpoint West of the village of al-Reihanah, adding that six more mortar shells landed 200 to 400 meters away from the center.

He further said that the terrorists have embarked on periodical sniper attacks at checkpoints erected at the humanitarian corridor near al-Wafedeen camp, violating the ceasefire in Eastern Ghouta.

The brigadier general said that civilians are still unable to leave Eastern Damascus via the newly-set up humanitarian corridor due to the terrorist groups' sniper and mortar attacks on the corridor, adding that the terrorists have fortified their positions in residential units, using women, children and the old as human shield.


Syria: Militants in Eastern Ghouta Promise to Free Civilians in Exchange for Aid
TEHRAN (FNA)- The Russian Reconciliation Center for Syria said citing the Syrian military that the militants in Eastern Ghouta promised to release the civilians in exchange for humanitarian aid.

The convoy of the Red Crescent humanitarian movement is planning to enter Syria’s Eastern Ghouta later on Monday, Sputnik reported.

A sum of 45 trucks with humanitarian aid and a mobile hospital lined up at the checkpoint in Muhayam-Al-Wafedin settlement on Monday morning, where the humanitarian corridor toward Eastern Ghouta begins.

The humanitarian aid includes food, medicine and basic necessities, and its weight totals 247 tons.


The delivery of humanitarian aid should take place with the support of the Russian center for Syrian reconciliation, which ensures the safety of the convoy’s passage.

The seventh daily “humanitarian pause” began on Monday at 09:00 a.m. Damascus time (07:00 GMT) in Eastern Ghouta and will last until 02:00 p.m.

Eastern Ghouta remains one of the last strongholds held by terrorists in Syria; the terrorists periodically shell local pro-Damascus militants and fire at Syria's pro-government forces. The situation has sharply escalated in recent weeks.

The UN Security Council adopted resolution 2401, which requires all parties to end the clashes and provide a humanitarian pause for at least 30 days throughout Syria. However, the militants have continued the shelling.

Russian Defense Minister Sergei Shoigu said that at the instruction of Russian President Vladimir Putin that in the Eastern Ghouta suburbs of Damascus, a daily humanitarian pause was introduced from February 27; it lasts from 9.00 to 14.00 local time.

According to the United Nations, almost 600 people had been killed in Eastern Ghouta and over 2,000 were injured.

False ‘hospital bombing’ claims in Ghouta came after Syrian troops repelled pro-US groups – Russia
The Russian military has said allegations of “hospital bombings” in Eastern Ghouta are false, in a statement issued in response to accusations from the White House that Russia is “killing innocent civilians" in Syria.

Washington’s claims came after the Syrian Army repelled an attack of the US-backed groups, the Russian Defense Ministry said.

It is the US and not Russia that is violating the UN resolution on the ceasefire in Syria, the ministry added. It accused Washington of doing nothing to constrain the militants it supports in Eastern Ghouta while they regularly shell Damascus, killing civilians.

“It was the Washington-backed armed groups that have been attacking the governmental forces’ garrison in [Eastern Ghouta] on a daily basis since the start of 2018 in attempts to redraw the de-escalation zone borders,” the ministry said.

It added that there have been no “damning statements” from the US or its allies during all the months when the militants were staging massive attacks on the government forces’ positions.

The ministry again denounced reports about the alleged chemical attacks in Eastern Ghouta as “rumors” fabricated by “propaganda outlets.” It then pointed out that the US itself has repeatedly admitted that it has no evidence of such attacks being launched by the Syrian government.

US Defense Secretary James Mattis admitted in early February that Washington has no evidence that the chemical agent sarin has ever been used by the Syrian government. Later, the Pentagon also said that it also had no evidence of recent chemical attacks in Syria taking place other than reports provided by some “groups on the ground.”

Turkish Daily Discloses Five-State Plan to Disintegrate Syria
TEHRAN (FNA)- A Turkish newspaper disclosed a plan by five countries to disintegrate Syria.

The Turkish-language Star daily claimed on Monday that representatives of the US, Britain, France, Jordan and Saudi Arabia have had a secret meeting on Syria in Washington.

The paper argued that during the meeting the representatives of these countries planned to split Syria, adding that the US representatives pressured for forming an autonomous government in Eastern and Northern Syria.

The six-step plan according to Star includes:
1- Forming a "terror state" in Eastern and Northern Syria (alluding to Kurds).
2- Helping the "terror state" reach the Mediterranean Sea.
3- Getting United Nations involved in forming and recognizing the new nation.
4- Disregarding Astana and Sochi peace talks.
5- The US will find an office for the "terror state" at the UN.
6- Persuading Turkey to accept the new plan and end military operations in Northern Syria.

According to the paper, the regions where the "terror state" will be formed will include the oil-rich areas in Deir Ezzur in Northeastern Syria.

It also added that Pentagon has accelerated plans to disintegrate Syria after Turkey started its Operation Olive Branch against the Kurds in Northern Syria and is trying to link the regions controlled by the Syrian Kurds to the Mediterranean Sea.

The newspaper also cited an earlier report by a Lebanese paper which wrote in February that it has gained access to an email from the British embassy in the US which reveals Washington's 5-paragrapth plan to disintegrate Syria.

The Arabic-language al-Akhbar newspaper wrote that the US officials along with their western allies have decided to implement a detailed plan to disintegrate Syria and prolong the war in the country by continued deployment on the Eastern banks of the Euphrates.

In a somewhat familiar but precise English, Benjamin Norman - a diplomat in charge of the Middle East at the British Embassy in Washington - reports in a confidential diplomatic telegram of the first meeting of the "Small American Group on Syria" (United States, Great Britain, France, Saudi Arabia and Jordan), held in Washington on January 11, 2018.

In this five-page TD, he reveals the details of the "Western strategy" in Syria: partition of the country, sabotage of Sochi, framing of Turkey and instructions to the UN Special Representative Staffan de Mistura who leads the negotiations of Geneva. A Non Paper (8 pages) accompanies this TD in anticipation of the second meeting of the "Small Group". It was held in Paris on January 23, mainly devoted to the use of chemical weapons and the "instructions" sent by the "Small American Group" to Staffan de Mistura.

Hugh Cleary (Head of the Near and Middle East Department of the Foreign Office ), Jérôme Bonnafont (Director ANMO / North Africa and Middle East at the Quai d'Orsay), David Satterfield (US Assistant Secretary of State for the Middle East) and Jordanian Nawaf Tell and Saudi Jamal al-Aqeel attended the January 11 meeting in Washington. The American opened the meeting, stating that a second meeting would be held in Paris on January 23.

David Satterfield confirmed that President Trump has decided to maintain a large US military presence in Syria, despite the victory over the "Islamic State Organization" (Daesh); the cost of this maintenance being set at $ 4 billion annually. He said that this US military presence should prevent any resurgence of Daesh but, above all, to prevent the Iranians from what he called as settling permanently and imposing themselves in the search for a political solution". Thirdly, he insisted that the first meeting of the "Small Group" should also provide "material and political support for Staffan de Mistura to" consolidate the Geneva process ".

All the participants welcomed this development very positively in order to "make substantial progress in Syria during the year 2018" and "respond to the propaganda of a Russian victory". Then, the participants insisted on the "Russian desire to achieve a political solution" that was to be used to make the "Small Group" objectives "more operational".

The United States noted that they would no longer participate in the Astana meetings, having reduced "their participation to a very low level, to emphasize their commitment to Geneva"; in definitive terms, it was decided to "draw a conceptual line on Astana to return to Geneva". They then felt that so far "Geneva remained a failure, despite the efforts of Staffan de Mistura". TD reports great progress "made by the opposition over the last few months," pointing out that "it will still need to be more flexible to ensure that the Regime does not leave Geneva (...) while the Americans do not support the assumption of a transitional government as provided for in UN Security Council Resolution 2254 ".

The text adds that "it would still be useful for the opposition to stop agitating this assumption all the time ...". It was also agreed that "the opposition had to be more flexible and stop agitating the bogeyman of a transitional government without changing the final goal of partitioning Syria and leaving Bashar al-Assad.

The French representative - Jérôme Bonnafont - posed the problem of a possible participation of Bashar al-Assad in future elections. David Satterfield responded that "the goal was to create conditions and institutions that would allow elections that Assad could not win."

Satterfield added that "there is no flagrant reason" to prevent Assad from being a candidate. Under these conditions, it was mainly a question of testing Russia's intentions, especially so that it could "get the regime to discuss a new constitution, free elections under the control of the United Nations, and the creation of an environment likely to favor these two processes".

Unrestricted agreement of all members of the "Small Group" meeting to "no longer be satisfied with Lavrov's honeyed words, in order to put Moscow under pressure". For Satterfield, it is about getting the Russians to let Assad go, "through meetings of the Security Council and a broad public communication campaign," believing that the announced re-election of Vladimir Putin positively undermined the Russian position.

One of the conclusions of this first meeting of the "Small Group" is perfectly clear: "to reinvigorate Geneva so that Sochi becomes irrelevant"; France demanding more "transparency on the Russian position". But it is still not to oppose "frontally" in Sochi "with the advantage of gathering a significant share of the Syrian civil society", to bring back the "most positive contributions to Geneva, to renew and relaunch this format of Geneva.

The Saudis warned of a "risk of fragmentation of the different opposition groups and asked for help to maintain the cohesion of the opposition." Satterfield replied that their representatives should "be more involved in finding a political solution rather than enjoy great salaries and long stays in pleasant hotels." France supported this remark by emphasizing "communication". In this regard, the British TD makes the following comment: "Unfortunately, the Fifth French Republic is not intended to finance this effort," British representatives recalling "that the communication of the opposition was funded in the first place by ... the United Kingdom ".

David Satterfield then explained that the Turkish opposition to the "Kurdish People's Protection Units (YPG)" prevented the Kurds from participating in Geneva. While understanding Ankara's position, he stressed that "we could not ignore a group that controlled a third of Syria (SIC) and took the largest part in the fight against Daesh ".

He explained that "Americans were seeking to establish multi-ethnic leadership in northeastern Syria to dilute the hegemony of the YPG." On the other hand, it was necessary to impose the SDF (Syrian Democratic Forces, mainly Kurdish and under American control) in the process of Geneva.

Comment from the TD author: "I understand that the United States will appoint William (Bill) Roebuck, their former ambassador to Bahrain, as the SDF Special Representative. I will follow, but it is worth remembering - according to the separate discussions we had, for example with Fiona Hill - that relations between the United States and Turkey are already bad and unlikely to improve. As a result, Americans are not in the best position to do - solo - the big job with SDF and Ankara.

The objective is clearly defined: "to get Staffan de Mistura to accept in Geneva a tripartite structure incorporating the opposition, Assad and the SDF".

Moreover, the Deputy Secretary of State indicates that a "Non-Paper - Reviving the Syrian Political Track in Geneva - will be communicated to Staffan de Mistura before the meeting of January 23 in Paris," in order to put the Russians at the foot of the Wall ". This document includes: "a political road map, the elements of a constitutional reform, the UN election supervision structure and guidelines for the establishment of a peaceful environment".

For their part, the Jordanians called the session "Small Group" of "meeting publique most secret of all time." And the author of the TD concludes: "For the moment, we must keep a group consisting only of the United States, Great Britain, France, Saudi Arabia and Jordan. The next to be invited should be Egypt and Germany (for whom we have pleaded). Turkey should also join the group, but the discussion with it may be poisoned by the Kurds, which will make it more difficult to neutralize Astana. It is therefore not urgent to integrate these last three countries."

The concluding comments of this TD speak volumes about the future of Western strategy in Syria. The three key conclusions underscore "a real reaffirmation of US leadership behind the scenes ...". The second perspective is to "keep the pressure on Russia, even if Russia can not convince Moscow to let go of the regime as we had hoped." In this regard, "we must continue - what we are already doing - to denounce the horrible humanitarian situation as well as the Russian complicity in the campaign of bombing civilian targets." Finally, concludes the author of TD, "the Americans told me how much they appreciated our contribution and our support in recent months as they were finalizing their strategy."

This does not augur a forthcoming crisis in Syria in a context marked by four major developments of the most worrying. 1) The United States has decided to strengthen and diversify their nuclear posture. The Pentagon has announced that it will develop miniaturized tactical nuclear weapons "to adapt to new international threats". Iranian President Hassan Rohani responded: "How can anyone speak of world peace and at the same time announce that he is developing new nuclear weapons for his main enemies?"

2) NATO Defense Ministers agreed on 14 and 15 February in Brussels on the outline of a new overhaul of the Atlantic Alliance command structures. This "adaptation - the largest since the end of the Cold War", according to Secretary General Jens Stoltenberg, is proposed by the US military. It aims to make the Alliance more effective in a high-intensity crisis. Clearly, it is "better to deter and respond to new threats from certain states, first and foremost Russia."

3) In the aftermath of the destruction of an Israeli fighter in Syrian airspace, and while Israeli police demand the indictment of Prime Minister Benyamin Netanyahu for corruption, Tel-Aviv accuses Iran of establishing itself in Syria and threatens to multiply its military operations. This is not the first time that the Israeli prime minister - who refuses to resign - is using the resurgence of regional tension to consolidate his personal power and his alliance with the extreme right of the country.

4) Finally, Washington's military support for the Kurds in Syria continues to provoke the Ankara era. The crisis of confidence is consumed and the Turkish-American axis is on the brink of rupture. TEHRAN (FNA)- More than 2,770 Kurdish gunmen have thus far been killed or held captive in the Turkish Army troops' operation in Afrin region in Northwestern Aleppo, the General Staff of the Turkish Army said on Monday.

The army's statement said that a sum of 2,777 Kurdish fighters have been killed or captured in Operation Olive Branch by the Turkish troops and Ankara-backed militants in Afrin region.

Russia delivering more gas to Britain to relieve cold-weather shortage
The UK is expecting another tanker of Russian liquefied natural gas (LNG), as an abnormally-cold winter causes shortages. There have also been price spikes for gas, which is needed for heating.
The Financial Times reports that the LNG cargo is coming from Russia’s Yamal plant in the far north. The bad weather conditions, dubbed the ‘Beast from the East’, has resulted in a 400-percent rise in consumer gas prices, which reached 12-year highs.

Shell is expected to deliver the Russian gas on March 6 to an LNG terminal at Milford Haven, convert it into a gaseous state and pump it into the UK network. Last week, the UK National Grid announced that, amid growing demand, the country was facing a threat of a gas shortage. The warning was the first of its kind issued in eight years.

TEHRAN (FNA)- Israeli planes sprayed toxic chemical substances and dangerous herbicides on farmlands across the besieged Gaza Strip as the Tel Aviv regime continues its acts of aggression against the impoverished Palestinian enclave.

Nizar al-Wahedi of the Palestinian Agriculture Ministry stressed that the herbicides were used along the border between the Gaza Strip and the occupied Palestinian territories on Sunday, presstv reported.

He said the Palestinian ministry was not aware of the composition of the Israeli chemicals being sprayed on Palestinian farmlands.

“Israel has no right to spray herbicides on Palestinian lands,” Wahedi added.

Palestinian farmers say Israeli troops spray weed killers to dry wild plants around security fences in order to have clear vision to watch the area, but they usually spray dozens of meters around their targeted areas, killing and damaging Palestinian crops.

The continuing Israeli blockade of the Gaza Strip is putting the lives of people at risk, taking a heavy toll on the enclave's agriculture sector.

Farmers are struggling to meet growing demands of 1.8 million Gazans who are living in the tight grip of the Israeli siege. They face many challenges due to shortages in farming equipment and more importantly, approved pesticides.

Due to the decline in production and Israel's ban on the entry of basic commodities, Gazan farmers have resorted to the use of banned chemical substances to maximize crop yield. This poses a serious health hazard to both farmers and their consumers.

The United Nations has frequently expressed concerns over the excessive use of toxic pesticides by Gaza farmers.

Many medical experts in Gaza are worried about a rise in the number of registered Gazan cancer patients, especially in the agricultural areas.

They warn that children are more susceptible to diseases such as leukemia than adults in such regions.

Gaza Strip has been under Israel’s blockade since June 2007. The crippling siege has caused a decline in living standards as well as unprecedented levels of unemployment and unrelenting poverty.

Israel launched its latest war on the Gaza Strip in early July 2014. Nearly 2,200 Palestinians, including 577 children, were killed in Israel’s 50-day onslaught. Over 11,100 others – including 3,374 children, 2,088 women and 410 elderly people – were also injured.

The sources further said that tens of terrorists' tunnels and trenches have been captured by the army and a number of militants have been captured.
In a relevant development on Saturday the Syrian military helicopters threw thousands of leaflets over the villages and towns in Eastern Ghouta to inform civilians willing to leave the area about the safe corridor designated for evacuating civilians through al-Wafideen Camp.
A military source said that the leaflets included the steps that the people should adopt to reach the corridor safely so that they could be transported to a temporary housing center in al-Dweer in Damascus Countryside.
The source added that the helicopters are throwing leaflets on daily basis over Ghouta villages and towns to make sure they reach all civilians.

この地域はテロリストが支配しており、市民が犠牲になったと騒いでおかしくないのですが、現場の状況ではそれができなかったということです。特殊な最新兵器を攻撃目標に応じて使い分け、しかも的確に実行するロシア軍の情報収集と分析能力、攻撃の能力に舌を巻きます。西側の軍事関係者は皆同じでしょう。彼らにこの能力はありません。

Assad: Ghouta op against terrorists will continue in parallel with helping civilians escape
The Syrian leader vowed to continue the operation in eastern Ghouta, underlining its importance in the fight against terrorism. He said that it would be conducted in parallel with work on allowing civilians to leave the area.

"We will continue to fight terrorism... And the Ghouta operation is a continuation of the fight against terrorism," Syrian President Bashar Assad said in broadcast comments to journalists. "There is no contradiction between a truce and combat operations. The progress achieved yesterday and the day before in Ghouta by the Syrian Arab Army was made during this truce."

"Therefore we must continue with the operation in parallel with opening the way for civilians to leave." An “overwhelming majority” of the civilian population in eastern Ghouta “wants to break out from terrorists’ hands,” Assad said.

The West remembers “humanity” only when the Syrian Army is advancing, Assad said, referring to the ongoing outcry about the eastern Ghouta operation. The Syrian leader has dismissed Western allegations of chemical weapons use by the government. Such accusations are only used as a tool of blackmail and a pretext to attack Syrian Army, he stressed.

Assad, in his turn, accused the US-led coalition of effectively operating as an air force for Islamic State (IS, formerly ISIS/ISIL) and Al-Nusra front terrorist groups.

In February, the UN Security Council adopted a resolution proposing a 30-day humanitarian ceasefire in Syria, which does not apply to members of the Islamic State (IS, formerly ISIS), Al-Nusra Front or any other terrorist organizations. In eastern Ghouta, a daily humanitarian pause was introduced on February 27 in order to help civilians leave.

The militants continue to prevent civilians from escaping eastern Ghouta, shelling the humanitarian corridor. Only two children have managed to escape the besieged area so far, according to the Russian Defense Ministry.

Gen. Soleimani Provides FM with Evidence of US-ISIL Collusion
TEHRAN (FNA)- Advisor to the Iranian Parliament Speaker Hossein Amir Abdollahian underlined that Commander of the Islamic Revolution Guards Corps (IRGC) Quds Force Major General Qassem Soleimani had provided the Foreign Ministry with documents showing that the US is in league with the ISIL Takfiri terrorist group.

"When I was at the Foreign Ministry, I had a meeting with General Soleimani; he gave me documents and told me to slap them across the face of the West and the UN," Amir Abdollahian said.

"He (General Soleimani) even asked me to tell Foreign Minister Mohammad Javad Zarif not to hold talks with the US about the region alongside the nuclear negotiations, but should the need arise, he can put the documents on the table and tell the Americans this is what you are up to," he added.

The senior parliamentary advisor said that the documents provided by General Soleimani contained precise information on the geographical position, time and exact details (of US collusion with Daesh (the ISIL),” Amir Abdollahian said.

"When Mosul in Iraq was under the Daesh occupation, an American A330 landed at Mosul Airport, American generals got off the plane and military equipment was unloaded,” General Soleimani was quoted as saying by Amir Abdollahian. "At the airport's VIP lounge, the American generals talked with Daesh leaders in Mosul for three hours and 23 minutes and then boarded the plane and returned."

Amir Abdollahian asked, "What did they (Americans) bring for Daesh? The Weapons and equipment it needed and that they had already agreed on."

"Elsewhere, three American helicopters landed and delivered military equipment to senior Daesh figures," Amir Abdollahian quoted General Soleimani as saying.

According to the official, when Daesh commanders were arrested in recent months, Americans resorted to different security and military techniques or to the UN to have most of Daesh leaders evacuated under the pretexts that people were under siege and there was need for a ceasefire.

"Later, we found out that the Americans had taken some of those evacuated to northern Afghanistan, some to Libya and others to southern Yemen," he said.

Local sources say US choppers have evacuated the ISIL commanders from Deir Ezzur to Hasakah province in Syria.

Supreme Leader of the Islamic Revolution Ayatollah Seyed Ali Khamenei recently issued a warning to the same effect about the US relocating ISIL to Afghanistan.

By transferring the ISIL from Iraq and Syria to Afghanistan, the US seeks “to justify the continuation of its presence in the region and to create security for the Zionist regime", the Supreme Leader said in late January.

The ISIL started offensives in Iraq and Syria in 2014, occupying territory in the two Arab countries and establishing a self-proclaimed “caliphate". Soon, the Iraqi and Syrian armies − both receiving advisory military help from Iran − galvanized to retake the ISIL-held territory.
