TEHRAN (FNA)- Russian President Vladimir Putin said in his annual State of the Nation Address to the Federal Assembly on Thursday that any attempt to use nuclear weapons against Russia and its allies will be regarded by Moscow as a nuclear attack and its retaliation will be instant.

"I believe it as my duty to say this: any use of nuclear weapons of any yield - small, medium or whatever - against Russia or its allies will be regarded as a nuclear attack against our country. Retaliation will be instant with all the ensuing consequences," Putin said to draw loud applause from the audience, TASS reported.

He warned that "Nobody should have any doubts on that score."

At the same time Putin cautioned against creating new threats to the world "But on the contrary to come to the negotiating table to give thought to an updated, future system of international security and the civilization’s sustainable development."

"We’ve talked about that all the way. These proposals remain in effect. Russia is prepared for that," he concluded.

Russia is concerned about lowering the threshold for the use of nuclear weapons in the new US doctrine, Putin added.

"Some of the provisions of the updated US nuclear strategy review, which reduces the threshold for using nuclear weapons, trigger tremendous concern. One can try to calm down anyone behind the scenes as one chooses, but we read what has been written. It is written in such a way that it can be used in response to a conventional weapon strike or even in response to a cyberthreat," the President noted.

The new US nuclear posture allows a nuclear strike in response to a conventional attack. President Vladimir Putin said Russia, if attacked with nuclear weapons, would not hesitate to respond in kind.

The warning came during a state of the nation address delivered by the Russian president on Thursday, in which he presented a number of new advanced strategic weapon systems which, he said, would render all anti-missile capabilities that the US currently has powerless. Putin also mentioned the new American nuclear posture, which has relaxed some rules on when the US is prepared to use its nuclear weapons.

“We are greatly concerned by some parts of the new nuclear posture, which reduces the benchmark for the use of nuclear weapons. Whatever soothing words one may try to use behind closed doors, we can read what was written. And it says that these weapons can be used in response to a conventional attack or even a cyber-threat,” he said.

“Our nuclear doctrine says Russia reserves the right to use nuclear weapons only in response to a nuclear attack or an attack with other weapons of mass destruction against her or her allies, or a conventional attack against us that threatens the very existence of the state.”

“It is my duty to state this: Any use of nuclear weapons against Russia or its allies, be it small-scale, medium-scale or any other scale, will be treated as a nuclear attack on our country. The response will be instant and with all the relevant consequences,” Putin warned.

Russian President Declares Creation of Nuclear-Powered Missile Invulnerable to Any Missile Defense
TEHRAN (FNA)- Russian President Vladimir Putin said in his annual State of the Nation Address to the Federal Assembly that Moscow has created a small-size super-powerful nuclear power plant that can be installed on a cruise missile, which will ensure an unlimited flight range and invulnerability to missile and air defense systems.

He declared creation of what he described as a "small-size super-powerful power plant that can be placed inside the hull of a cruise missile and guarantee a range of flight ten times greater than that of other missiles", TASS reported.

"A low-flying low-visibility cruise missile armed with a nuclear warhead and possessing a practically unlimited range, unpredictable flight path and the capability to impregnate practically all interception lines is invulnerable to all existing and future missile and air defenses," Putin added.

On a large screen Putin showed a video modelling the flight of a nuclear power plant-equipped cruise missile circumventing missile defenses.

Putin also announced on Thursday that Russia possesses hypersonic weapons, stressing that all countries with a high level of scientific potential "are actively developing hypersonic weapons".

"Russia already possesses such weapons," the President added, saying Moscow has created modern and compact hi-tech Armed Forces.

The Russian leader is certain demonstrating capabilities of Russian armed forces will bring any aggressor down to earth.

Russia has launched tests of new perspective missile complex Sarmat, Russian President Vladimir Putin said, adding that "We have launched the development of the new generation of missiles, and, in particular, the Defense Ministry jointly with the missile and space industry launched the active phase of tests of a new missile complex equipped with a heavy intercontinental missile. We called it Sarmat".

He demonstrated the lawmakers and the senators from both houses of the Russian parliament a video showing the main characteristics of the Sarmat missile complex, which in particular has an unlimited flight distance.

Putin also declared creation of new strategic weapons, adding that "Over the years since the United States’ unilateral withdrawal from the ABM treaty we kept working intensively on new generation hardware and weapons. This allowed for making a rapid headway in creating new strategic armaments".

The West’s arms race policy and attempts to restrain Russia have failed, Russian President Vladimir Putin said in his State of the Nation Address to the Federal Assembly.

"Those who for the past 15 years have been fueling arms race, seeking advantages over Russia, imposing restrictions and sanctions, which are illegal from the standpoint of international law, in order to hinder our country’s development, particularly in the defense field, must hear this: all that you have been trying to prevent by this policy has happened. Attempts to restrain Russia have failed," Putin said.

Russia will provide its partners in the West with information on new weapons that are produced within the framework of the international treaties in force, he added.

"Anyway, we are to brief our partners on what has been said today, in line with the earlier assumed international commitments," Putin said. "Specialists from the Foreign Ministry and the Defense Ministry will discuss these issues with them more than once, at proper time and in the necessary amounts, if, of course, our partners will wish that," the President stressed.

Russian President said on March 1 that his State of the Nation Address to the Federal Assembly was a landmark event.

"Respected members of the Federation Council and deputies of the State Duma, today’s address bears a special, landmark aspect, just like the time, in which we are living, when the significance of our choice, the significance of each step and each deed are exceptionally high," the President said. According to Putin, such steps determine the country’s destiny for decades to come and at such turning points Russia has more than once proven its ability to develop.

The address is traditionally delivered at the Kremlin’s St George Hall where the president gives his speech to members of both houses of the parliament.

Russian MoD: Terrorists Open Fire on 100s of Civilians Trying to Flee Eastern Ghouta in Syria

TEHRAN (FNA)- The Russian Center for Reconciliation in Syria said militants holed up in the Eastern Ghouta suburb of Damascus opened fire on hundreds of civilians who were trying to flee the area via a humanitarian corridor.

“Today, the Jeish al-Islam militants have dispersed more than 300 civilians who wanted to pass [out of Eastern Ghouta] through the humanitarian corridor in the Northeastern outskirts of the city of Douma,” Major General Yury Yevtushenko, the head of the Reconciliation Center, said on Wednesday, RT reported.

“The people were fired upon,” he stressed, adding that there has not been any information on the number of casualties among the civilians so far.

According to the Reconciliation Center, the militants are denying the people exit from the combat zone for the second day in a row, threatening anyone who attempts to flee with death.

Jeish al-Islam, which is the largest group operating in Eastern Ghouta and Douma, have used inmates from a local prison and civilians in order to erect firing positions outside the humanitarian corridor, Yevtushenko said.

According to the Russian military, the terrorists fired 13 mortar shells at residential areas of Damascus on Wednesday, causing injuries and destruction.

“Nine people, including three children, were wounded” in the Syrian capital, Yevtushenko added.

The actions of the terrorists operating in Eastern Ghouta, which is a current hotspot in the Syrian conflict, indicate their unwillingness to follow resolutions and their desire to continue warfare, the head of the Reconciliation Center stressed.

On Saturday, the UN Security Council unanimously adopted a resolution on a 30-day ceasefire in Syria. However, it was ignored by Jeish al-Islam and other groups in Eastern Ghouta, who continued shelling Damascus.

遠い未来を考える? それは難しいと思います

こんばんは。
子育て世代です。
当時2才だった子供と西に逃げてきて、はや6年。
東京に置いてきた夫とは早々に離婚となりました。
内部被曝を避けて、極力加工品は食べないようにしています。外食もほとんどしません。
放射能をきっかけに他の事も気になりはじめ、マイノリティな暮らしです。
西日本に住んでても空気や海は他国からの影響もあり、魚を口にする機会が減りました。
それでも魚料理は月に1度くらい作っていましたが、沖縄の沖の船の衝突事故で油流出があり、いよいよ魚は食べれないかなと思っています。

野菜も高いですが、子供に食べさせるべく母は必死です。
将来病気にならない体を作るべく、母子家庭の我が家の食費は家賃並みです。(元々家賃も高くはないのですが)

子供のために生きていますが、たまに人生に迷います。
遠い未来を考えて、親も年老いてきたのでいっそ実家の近くに帰ろうかとも思いますが、実家は東北なので、更なる内部被曝が心配です。

子供が自立する前に定住しないと、西日本で育った子供は西日本に残り、私と一緒には移らない可能性もあります。
子供はいつか離れて行くものですがね。
生涯のパートナーがいれば、違うのでしょうね。

東京のマンションを売って、パートナーもいなくなり、
子供だけがすべての、マイノリティ生活な今の私は、311前の私からは全く想像もつきません。

今人生のベクトルの方向が少し揺れているのでまとまりのない文ですみません。

もう終わった結婚を振り返り続けるのは止めましょう。2017/12の全国の婚姻数は56,102件、離婚は18,375件です。いろいろな事情で離別しなければならない人は多く、今は離婚は当たり前の社会の出来事です。あなただけが特別なことを経験されたわけではないのです。

もちろん、成人の男女はもともとお互いに引き合うように作られていますから、パートナーが欲しいと思えば、新しいパートナーを探す努力をしましょう。管理人は、読者から初婚、再婚を問わず複数の結婚の例を伺っています。記事に投稿を紹介したとおりです。

「沖縄の沖の船の衝突事故で油流出があり、いよいよ魚は食べれない」とのお考えは、よくわかります。私は、前にコメントでアルゼンチンのエビとアフリカ沖のタコに言及しましたが、ノルウェーのさばを食べています。イトーヨーカドーのストアブランドの塩サバはノルウェー産で価格も安いです。インド洋産のビンチョウとか安いマグロも食べることがあります。

世界地図を頭に入れて、いろいろ探してみましょう。最近甘みそピーナツの原料でアルゼンチン産のものがあることを知りました。探せばきっと加工度の低いものもあるはずと見ています。

アボガドやアスパラに基本的に産地偽装はありません。アボガドはNZ産や米国産もありますからメキシコ産が米国産になることがあるか? でも産地偽装しても価格はほとんど変わりませんからそんなことはしないでしょう。商社が契約栽培しているはずですし。

「遠い未来を考えて、親も年老いてきたのでいっそ実家の近くに帰ろうかとも思います」、「子供が自立する前に定住しないと」と書いておられますが、今お考えの「遠い未来のこと」今から考えることができますか? 「子供が自立する前に定住しないと」というのは逆ではありませんか? 子供が自立したら親が定住できるのです。子供は自分の人生を歩みます。経済的には子供が自立するまで子供にくっついて移動する方がメリットがあります。

近くに親せきがなくても、昔からの知った人がいなくても、そこに定住している人はたくさんいます。

まだお若いから理解できないかもしれませんが、花や木を楽しむ、野菜を作ってみるなどの趣味も楽しいです。外国語を勉強して子供とともに海外のことを知る等の時間の使い方もあります。

子供がいる方は、私のような地域社会と隔絶した生活はできないでしょうが、いくら知り合いがいても、親せきがいてもどこまで頼れるでしょうか。その思い込みを、その幻想を打ち砕いたのが福島第一原発事故です。

そしてカサブランカさんは、ご自分で信じる道を歩み始めたのです。

戦争志向の政府のもと、原発の再稼働が続きます。原発事故は福島第一原発で終わりではありません。下北半島の放射性物質放出はしばしば記事にしていますが、次はどこ?、明日はどこ?というのが、私の日々の意識です。

日本で定住するとしたら、そのために犠牲にしなければならないものが多いのです。

西日本の方には、避難は今回で終わりではないと、強調することにしています。西日本でもいろいろリスクはあります。夫婦間の話し合いで避難先から関東に帰るのも私の考えは「それもアリ」です。遠い先のことは分かりません。

「子供だけがすべての、マイノリティ生活な今の私」のカサブランカさんは、福島第一原発事故前はマジョリティの生活をされていたんですね。それなら、マジョリティの生活も十分経験して、その軽さも良くご存じなのではありませんか?

「子供だけがすべて」と思うことがあったら自分のためにも時間を使って下さい。今何をしたいのか、自分の胸に手を当てて聞いてみましょう。

そして、それを押さえつけず、その声に従って行動する、生活を工夫していくことが良いのではないかと考えます。

その気持ち、よくわかります。
私も20代半ばで1度目の結婚、翌年長男が生まれましたが30歳を超えて間もなく離婚。
誰の助けも借りずに一人で子育てしていたころはいつも肩に力が入っていて、必死でした。

「男の子には男親が必要よ」と言われて再婚を考えはじめ息子が10歳のころに再婚。
この再婚が失敗で、息子は再婚相手にひどい虐待を受けました。
夫は私が息子に愛情を注ぐことに嫉妬したのです。
大人になりきれてないのでしょうね。

私の知る限り、連れ子で再婚した人で子どもを可愛がってもらっているケースは皆無です。
男の子も女の子も性的虐待を受けたり、暴力をふるわれたりしています。
知人は小学生の女の子を連れて再婚、再婚相手は「綺麗な裸を写真に撮っておきたい」と言って嫌がる女の子を裸にして写真を撮るそうで、その子の気持ちを思うと・・・
男の人は血のつながっていない子どもを愛することができないのではないかと思っています。
「男の子には男親が必要」というのは間違いで
「男の子であれ女の子であれ愛情を注いでくれる良い親なら必要、
そうでないなら不必要」だと思います。

カサブランカさんは放射能汚染のことにしてもなんにしても話せる人が身近にいないので、余計に気持ちが揺れるんだと思います。
お住まいの地域に「避難移住者の会」のような助け合いのグループがあればそこに参加されることをお勧めします。
そこなら安全な食材の入手方法や、甲状腺検査を受けられる医療機関の情報、日々の生活で困っていることや子育ての不安を話すこともできるでしょう。

マイノリティ、おおいに結構じゃないですか。
人は結局はひとりなんです。
どこに住んでいようと、子どもがいようといなかろうと
結婚していようといまいと、ひとりなんです。

寂しさから男の人にふらふらと近づかないように。
あるいは甘い言葉に惑わされないようにしてください。
お子さんに何かあったら、一生後悔しますから。

311以来のご苦労が感じられる文章で、いろいろ考えさせられました。

選択や努力の結果は、すぐに見える部分と、遠い未来にならないと見えない部分があります。いま明らかになりつつある事実や変化を心の支えにしつつ、長期的にはもっと大事なものを守っている可能性があることを考えて、日々を何とか乗りきっていく必要があるのかもしれません。

先が見えない苦しい日々でも、日常のなかにちょっとした潤い、ちょっとした幸せを見つけることはできます。私自身の経験からも、本当に苦しい時に助けてもらった経験、にっちもさっちも行かない時にかけてもらった一言というのは、記憶に残ります。

お子さんのために頑張りつつ、お子さんと過ごす貴重な時間を楽しんでください。お子さんはお子さんで、お母さんの幸せを願っているものですから。

そのうち、支えてくれたり、守ってくれたり、甘えさせてくれたりする人ではなく、同じベクトルで協力して大事ものを守ろうとする、戦友が現れるかもしれません。それは、パートナーかもしれないし、友人かもしれないし、グループかもしれない。

でも、何しろ1以上の人たちで集まらないと、どうしてもマイナスになってしまいます。1.2×1.2=1.44ですが、 0.8×0.8=0.64ですね。相手をサポートして育てる、という意思があれば別ですが。

まあ、1と言っても、その意味するところは難しくて、形としての経済的自立や精神的自立だけでなく、むしろ、困難や不幸のなかで発揮される底力みたいなものを見るべきかもしれません。

何しろ今は先が見えない状況であり、また結果もはっきりとは見えず、様々な隠蔽や過小評価の努力が効いている状況とも言えます。しかし、ずくなしさんやかにちゃんと世界線さんの情報のように、マクロ的にもミクロ的にも、結果は露わになりつつあります。

そういうなかで、淡々と自分の信じる道を進み、その道を共有し、共に歩むことのできる人たちとつながる。生きる動機、選択の動機が、自分や家族を含めて、みんなが健康で幸せであるように、という願いにあるなら、今は歩む人の少ない道でも、いつかはみんなが合流して、大きな道になるんじゃないかな?

US Senators Launch Bid to End US Support for Saudi in Yemen War
TEHRAN (FNA)- US lawmakers submitted a draft resolution calling for an end to US military support for the Saudi-led coalition in Yemen's war.

The draft resolution, unveiled on Wednesday, is being pushed forward by Senators Bernie Sanders, Mike Lee and Chris Murphy, Al-Jazeera reported.

The bill intends to exploit a powerful but rarely activated provision in a 1973 law - the War Powers Act - that gives Congress the authority to over-rule the President and withdraw troops if the former believes the conflict is not authorised.

"We believe that, as Congress has not declared war or authorised military force in this conflict, the US involvement in Yemen is unconstitutional and unauthorised and US military support of the Saudi coalition must end," Sanders said at a news conference on Wednesday.

Sanders stressed that under the US Constitution, Congress is the only authority that can declcare war, alluding to divisions in the US government between congressional power and the President's role as commander-in-chief of the armed forces.

A similar bid to end US support for the war in Yemen was launched in November 2017 in a draft resolution sponsored by Congressman Ro Khanna, and while the resolution was passed, it was not implemented.

"Many Americans are unaware that the people of Yemen are suffering today from a devastating civil war with Saudi Arabia and their allies on one side and Houthi rebels on the other," Sanders added.

"Many Americans are also not aware that US forces have been actively involved in support of the Saudis in this war, providing intelligence and aerial refuelling of planes, whose bombs have killed thousands of people and made this crisis far worse," he stressed.

Thousands of people, most of them civilians, have been killed since Saudis launched the aggression in March 2015. Much of the Arabian Peninsula country's infrastructure, including hospitals, schools and factories, has been reduced to rubble due to the war while hundreds of thousands have also been displaced as a result of the military operation, many of them now in dire humanitarian situation. The United Nations says a record 22.2 million people across Yemen are in need of food aid, including 8.4 million threatened by severe hunger.

‘Nuclear war between Russia and US will bring end to civilization’
By training its European allies to use their nuclear arms, the US is moving towards an atomic war with Russia, forgetting that it would mean the end of the human civilization, retired Lieutenant General Evgeny Buzhinsky told RT.

The US military is preparing the armed forces of the European countries for the use of tactical nukes against Russia, Sergey Lavrov, the Russian Foreign Minister, said on Wednesday. He added that the presence of American non-strategic nuclear weapons in Europe is a major stumbling block in the path of disarmament.

“No one can say how serious the threat really is” from the US actions, Buzhinsky, the Chairman of the Executive Board of the PIR-Center, said. However, he pointed out that “the military people are getting ready. The Russian military is preparing and the American military does the same. And it’s for the politicians to warn the public that such preparations are being made.”

The Americans keep toying with nuclear arms in Europe as if they are forgetting that “there’ll be no one left on Earth” if such weapons are employed, the retired Lieutenant General said. The events will develop rapidly and have disastrous consequences for everybody if one of the sides carries out a nuclear attack against another, he warmed.

If Russia “will be hit with nuclear weapons, we’ll deliver a counterstrike,” the expert for the PIR-Center, which researches international security and nonproliferation of weapons of mass destruction, said. “Russian and American strategic forces kicking into action would mean hundreds of megatons of nuclear munitions striking the territory of the US and Russia.”

“We are located on the Eurasian Plate, which gives us (Russia) a slight tectonic advantage. As for the North American continent, it will surely crack” as a result of a Russian nuclear counterstrike. “It’ll be the end of civilization. There can be no doubt about that,” he added.

Buzhinsky assured that Russia wouldn’t be caught by surprise if the US uses its nuclear arsenal against it.
“The Armed Forces are ready for everything. President Putin spoke about it on numerous occasions and everybody is aware of it,” he said.

An estimated 200 of the US B61 nuclear bombs are hosted by Germany, Belgium, Italy, the Netherlands, Turkey and other European countries as part of NATO’s nuclear-sharing program. Moscow views the presence of American nuclear arms and anti-missile defense on the European continent as a threat to its national security.

千葉市にはF1起源のセシウムが降り続いている



次は毎回の検出値を2011/3/15時点に減衰補正したもの。


分かりやすく言うと、2011/3/15に降下したセシウムを一定量(例えば134、137ともに100bq/kgずつ)取り分けておき密閉保存していた場合に、それぞれの検査時点でそれが何ベクレルに減衰しているかを実測し(実測は手間がかかるので計算で済ませる)、その減衰率を用いてそれぞれの検査時点で検出されたセシウムのベクレル数が、2011/3/15には何ベクレルを示していたかを逆算する。

これにより、検出されたセシウムの発する放射線量が物理学的減衰以外の要因で増減しているか否かが分かる。



山武市は千葉市の中央部から離れていますが、やはり日平均の線量率がときどき上がっています。

TEHRAN (FNA)- A large number of people in Raqqa city poured into the streets to display their strong opposition to the US forces' deployment in the region.

A large number of people in the Northeastern city of Raqqa took to the streets in opposition to the US troops' buildup in their city, accusing the US military forces and their allied militants of destroying their city and also executing large groups of civilians.

The protestors vowed not to cooperate with the US troops, and warned that they will continue to show their disagreement with the US forces' occupation and disintegration of Syria in demonstrations and strikes.

In a relevant development earlier this month, Syrian permanent representative to the United Nations Bashar al-Jaafari told the UN Security Council that the US-led Coalition's so-called campaign against the ISIL terrorist group intentionally destroyed 90 percent of Syria’s town of Raqqa.

"This coalition has deliberately destroyed 90 percent of the city of Raqqa," Jaafari said, adding that this coalition has not felt to uphold its commitment to neutralize the mines left behind by the ISIL.

The statement follows the February 12 press release by the advocacy group Human Rights Watch, saying that landmines planted by the ISIL terrorist group in Raqqa killed or wounded hundreds of civilians, including more than 150 children.

The actual number of victims was surely higher, as many people died before reaching medical assistance and those deaths were not necessarily reported, the release added.

As the release defined, the ISIL planted scores of antipersonnel mines in Raqqa before US-led forces liberated the city, including mines, booby traps or improvised explosive devices (IEDs), and most appeared to be victim-activated and therefore banned under international law.

'US lost foothold in Syria & tries to put blame for truce failure on Russia'
All sides should come together for humanitarian purposes in Syria, says specialist attorney Jennifer Breedon. Such an approach is more constructive than taking the US State Department podium to say Russia should have done more.

Shortly after a Russia-sponsored humanitarian pause came into force in Syria’s Eastern Ghouta, the US State Department threw accusations at Moscow and the Syrian government. The US State Department claims Russia isn’t sticking to the UN-backed ceasefire. In Tuesday’s press briefing, spokeswoman Heather Nauert blamed Moscow for continuing to support President Bashar Assad.

“Russia supported the ceasefire. Russia is certainly not adhering to the ceasefire. They’re not adhering to the ceasefire because they continue to sponsor and back [Assad’s] government. That is tragic.”

Jennifer Breedon, an attorney specializing in foreign policy, international law and religious terrorism, commented on the charges Nauert levelled at Russia. Breedon said that we are seeing a continuing pattern of the US State Department trying to find others to blame.

“The truth is the US has actually made a very specific and strategic failure in Syria, and it lost a lot of the ability to speak about that,” she told RT. She went on to say that rather than trying to make this ceasefire work, the US is saying Russia is now in charge of Syria.

In Breedon’s view, this is not up to Russia or any one nation but “it is up to all of the nations that are in Syria to agree to the ceasefire.”

Breedon reiterated that it is unfortunate to see this continued pattern of rather immature behavior on behalf of the US State Department “that is trying to blame Russia or some other power when they really have lost their ability to do anything [in Syria], even if it’s to protect people.”

“Of course, there is an issue that there are some people in Eastern Ghouta that do not want to leave because they are afraid that there are going to lose their foothold. But this has nothing to do with Russia, or with any sort of power that Russia would have on the Assad regime,” she explained.

She added that “if the shelling is going on, that means that the countries like the US, Russia and others [need] to come together and say ‘this is for humanitarian purposes regardless of our sides,’ rather than taking the US State Department podium to say Russia should have done more.”
'We don’t accept blame for humanitarian situation in Syria’ – Russian envoy to UK

Also on Tuesday the British Foreign Office invited Russian Ambassador to the UK Alexander Yakovenko to discuss the humanitarian situation in Eastern Ghouta. During the meeting with FCO Minister of State Alan Duncan, where the key question was the fulfillment of UN Security Council Resolution 2401, Yakovenko expressed his “categorical disagreement with Foreign Secretary Boris Johnson’s recent attempts to put all the responsibility for the humanitarian situation in this area on Russia.”

“We were disappointed with the statements of Secretary Johnson when he spoke yesterday at the parliament and he blamed Russia for the humanitarian situation and we said this directly to minister Duncan,” Yakovenko told RT.

The key point of the discussion though was the situation on the ground in Syria and the implementation of the resolution. He noted that in just two days some 70 strikes were launched from Eastern Ghouta against Damascus, killing 30 people and injuring 200.

“These where the attacks by Jihadists or terrorists, whatever you call them and of course Damascus has to react,” he said. Another problem, the ambassador went on to say, is delivering humanitarian aid to the region.

“The UN is waiting to send the humanitarian aid to Eastern Ghouta, but how to get it there? Because the routes are full of mines, you cannot go there,” Yakovenko explained.

He added that the terrorists are also using people as live shields and not letting them out. According to the ambassador, the Russian and the Syrian sides tried to agree a safe passage for civilians from eastern Ghouta but that attempt “failed.”

During the London meeting, Yakovenko and Duncan discussed “what the British could do in practical terms to support the resolution and what kind of signals they could send to the military opposition, or whatever, to the armed people, in order to save lives.”

Yakovenko described the meeting as a very pragmatic conversation: “Minister Duncan promised to send the right signals to the people with whom they are connecting on the ground in order to have this ceasefire and to fulfill the resolution.”

“We need the British on board, but we don’t accept the statements like ‘the Russians are guilty for the humanitarian situation.’ We are in the same boat. We are trying to do our best in order to release Syria from the terrorists,” the ambassador concluded.

Putin: Shelling from E. Ghouta which hit Russian embassy in Syria ‘won’t be tolerated forever’

Moscow is not going to keep tolerating the daily shelling of Damascus by eastern Ghouta militants that recently hit the Russian embassy in Syria, President Vladimir Putin said after meeting Austrian Chancellor Sebastian Kurz.

The current hotspot of the Syrian crisis – Eastern Ghouta on the outskirts of Damascus – is being used by numerous terrorist groups as a base, from which they launch attacks on the capital and other areas in the country, Putin said, responding to a Russian media journalist’s question on the situation there. Damascus is being shelled up to 70 times a day from the besieged area.

Putin particularly stressed that the Russian embassy in Damascus has come under mortar fire. The building has been shelled and suffered damage on numerous occasions during the Syrian conflict. On February 6, the Russian trade mission in the Syrian capital was also targeted. Luckily, the building was unoccupied, but civilians were injured in the attack.

“It’s well-known – at least, we know this well in Russia – that shells land even on the territory of the Russian embassy and trade mission. Are we going to tolerate this forever?” the president wondered.

Kurz urged Russia to influence the Syrian government and the situation in the country in order to facilitate a diplomatic resolution of the conflict.

“I appeal to Russia, as it has influence there [in Syria] and has a responsibility. Being a superpower, it can influence the regime [of President Bashar Assad], the situation in Syria. Therefore, we hope that everyone will return to the negotiating table and swiftly stop this war,” Kurz said.

“The situation is difficult [in Syria], the prospects of the peaceful settlement depend on the warring parties – on their internal desire to achieve this settlement and preserve the territorial integrity and unity of their country,” Putin said, adding that “the influence of regional countries and key international players is very important.”

According to the Russian leader, Moscow will “strive to establish political dialogue” and ensure the beginning of the work on the new Syrian constitution. Russia will also work to turn the de-escalation zones in Syria into “areas of cooperation between Damascus and the opposition,” he added.

Russia is ready to negotiate options for jihadists currently controlling eastern Ghouta to leave the Damascus neighborhood, Foreign Minister Sergey Lavrov said. The same approach allowed the conflict in Aleppo to be resolved.

Russia is willing to consider various scenarios on how the hostilities in eastern Ghouta could be ended, Lavrov told journalists on Wednesday. “We are prepared for various outcomes. We tried the approach which involves allowing militants and their families to leave, when the problem of liberating eastern Aleppo was being settled,” he said.

“We would discuss any option leading to neutralizing the terrorists, stopping their activities. If it requires transporting them out somewhere, we would not object to it, but it would require discussion. We are willing to discuss any scenario allowing to save human lives,” Lavrov added.

Aleppo was once divided into two parts – controlled by the Syrian government and several militant groups – and was consequently gripped in a cycle of violence. Through a combination of military power and offers to the militants of safe passage out of the city, Aleppo was fully recaptured by the government.

Speaking earlier at the UN Human Rights Council, Lavrov denounced the practice of labeling militant groups in Syria either ‘good’ or ‘bad’ based on their utility. “Some members of the council are defiantly reluctant to condemn international terrorism in all its forms, using freedom of speech as pretext.

“We consider it unacceptable to divide terrorists into ‘good’ and ‘bad,’ especially when it is done based on the goals of those extremists and the sources of their funding,” the Russian minister said. “Russia will continue to vigorously fight against this practice of double standards, including through assisting the Syrian Army in the final elimination of the terrorist threat.”

Lavrov said the humanitarian suffering in eastern Ghouta, a suburb of Damascus, where fighting continues despite a UN Security Council resolution calling for a ceasefire, should be blamed on militant forces.

“Russia and the government of Syria have declared the establishment of humanitarian corridors in eastern Ghouta. The ball is in the court of the militants entrenched there and their sponsors, who prevent the delivery of humanitarian aid and the evacuation of people wishing to leave this area, while continuing to shell Damascus,” he explained.

According to the Russian Reconciliation Center in Syria, an estimated 300 civilians would like to leave the neighborhood, but were stopped by the militant faction Jaysh al-Islam, which controls a large portion of Ghouta. Civilians had gathered near one end of a humanitarian corridor designated by the Syrian forces, but mortar strikes from the militants targeted the corridor, making it unsafe, the center reported on Wednesday.

Lavrov also said the US must allow humanitarian access to parts of southern Syria currently occupied by American troops. The US holds an area of Syrian territory near the Jordanian border.

“We call on the members of the so-called American coalition to allow humanitarian access to the areas of Syria under its control, including the Rukban refugee camp and the entire Al-Tanf area,” Lavrov told the UN body. Moscow says the Rukban camp is used by jihadist fighters to recover between battles and seek new recruits, while the Americans turn a blind eye to their presence.

The diplomat also said the UN and the International Committee of the Red Cross should launch a mission in the northern city of Raqqa to assess the situation there, saying the city was “bombed by the [US-led] coalition and left in the cold among hazardous mine fields and totally destroyed infrastructure.” Raqqa was the Syrian capital of the terrorist group Islamic State (IS, formerly ISIS) before predominantly Kurdish militias with captured the city with US support. During the siege, Raqqa was ruined by heavy artillery shelling and airstrikes.
