Japan, US ‘to Pressure North Korea’ Amid Inter-Korean Rapprochement

Japan, US ‘to Pressure North Korea’ Amid Inter-Korean Rapprochement
TEHRAN (FNA)- Japanese Prime Minister Shinzo Abe and United States President Donald Trump reportedly agreed to continue to pressure North Korea over its weapons programs even as Pyongyang engages in nascent dialog with its main rival Seoul.

Abe and Trump agreed in a telephone conversation that there would be “no meaningful dialog” unless North Korea agreed on “complete, verifiable, and irreversible denuclearization”, according to a statement by the Japanese Foreign Ministry on Thursday, presstv reported.

After the phone conversation, which reportedly lasted over an hour, Abe told reporters that he and the US President had affirmed they would keep up the pressure on North Korea until it entered into negotiations and abandoned its nuclear program.

“Dialog for the sake of dialog would be meaningless,” the Japanese Prime Minister said, adding that “We talked thoroughly about what we should do from here on to make the denuclearization of North Korea a reality.”

North Korea has been engaging in a rapprochement with the South since January this year. The Winter Olympics 2018, which are being hosted by the South, have provided an opportunity for the two sides to put aside long-running hostilities; and there is hope that the thaw would continue after the Games.

By courting Seoul, Pyongyang has sidelined the US − which has long portrayed itself as a major player in the dispute on the Korean Peninsula − and Japan, a close follower of US policy.

Abe said he and Trump had reaffirmed the Tokyo-Washington alliance against Pyongyang. Since defeat in World War II, Japan has been reliant on the US for its security.

South Korea hosted a high-ranking delegation from the North, including the North Korean leader’s sister, after Pyongyang expressed willingness to participate in the Olympic Games early in January.

North Korea’s leader Kim Jong-un, who thanked the South for its hospitality during the Games, then invited South Korean President Moon Jae-in to Pyongyang for a summit later this year, pledging efforts to continue the reconciliation process.

Abe held talks with President Moon prior to the opening ceremony of the Winter Olympic Games and said the two countries would continue to work with the US in maximizing pressure on North Korea.

ロシアとサウジの経済協力に関する既往報道

次の記事にあるようなロシアとサウジの経済協力は着実に進んでいたということなんですね。

RT2018/2/14
Saudi Arabia boosts investment in Russian economy
Saudi investments in Russian projects has exceeded $2 billion, according to the head of the Russian Direct Investment Fund, Kirill Dmitriev.

“More and more Russian companies are investing in Saudi Arabia, and Saudi Arabia is investing in Russia. Saudi Arabia's investment in Russia has already reached more than $2 billion,” Dmitriev said.

A Sovereign Fund of Saudi Arabia, Public Investment Fund (PIF), announced in 2015 its intention to invest $10 billion in the Russian economy through partnership with the Russian fund.

The funds have invested in petrochemicals, energy, transport infrastructure and retail. Saudi Arabia also expressed interest in working with Russia in the railway industry, space exploration and peaceful nuclear energy.

Russian banks and a joint Russia-China investment fund are eager to participate in Saudi company Aramco’s initial public offering (IPO). Riyadh plans to sell about a 5 percent stake in its national oil company in a record listing.

“We have a Russia-China investment fund, and through that Russia-China investment fund we see a major interest in the Aramco IPO from a number of leading Chinese institutions,” Dmitriev said.

“We see significant interest to invest in the Aramco IPO from Russia, from China, and we believe that this is very good for, once again, thinking jointly about oil.”

The RDIF and Aramco also plan to invest up to $1 billion in Russia’s largest independent driller, Eurasia Drilling.

Russia bidding to construct 16 nuclear power plants in Saudi Arabia
Russian state corporation Rosatom is interested in building Saudi Arabia's nuclear infrastructure, according to Russian Energy Minister Aleksandr Novak.

“The nuclear industry is an important part of our cooperation,” said Novak at a meeting of the intergovernmental commission, adding “Rosatom could take part in the creation of a nuclear cluster in Saudi Arabia, including the construction of 16 modern nuclear reactors.”

Moscow and Riyadh have inked an agreement on energy and climate and a memorandum of understanding and cooperation in the energy sector.

The Russian Direct Investment Fund (RDIF) and Saudi Arabia’s Public Investment Fund (PIF) are considering investing in more than 20 projects worth over $10 billion, Novak said. As of now more than $1 billion has been spent on nine joint projects.

Russian Railways is negotiating the construction of two railroads in Saudi Arabia. The company is actively developing cooperation with Middle Eastern countries, having already agreed to electrify Iranian rail track.

The two countries are also discussing supplies of Russia’s Kamaz trucks as Riyadh has expressed an interest. Kamaz is Russia’s largest truck maker and plans to increase exports by almost five percent to 6,500 vehicles. The company ranks 16th among the world's top heavy truck manufacturers.

Russia could host Palestine-Israel talks as US can no longer be the sole broker – Palestine FM
Russia could provide platform for a potential meeting between Mahmoud Abbas and Benjamin Netanyahu, the Palestinian foreign minister said, voicing Palestine's readiness to sit down for direct talks with Israel.

“Absolutely, [we are ready for direct talks] through a third party, of course,” Palestinian Foreign Minister Riyad al-Maliki said Tuesday, as quoted by RIA. “We don’t think a 15-minute meeting in Jerusalem would help us,” the minister went on, noting that “coming to Sochi or Moscow would be a good decision, if [Israeli Prime Minister Benjamin] Netanyahu is willing to.”

“The flight is no longer than three hours, and [Netanyahu] would enjoy hospitality of [Russian President Vladimir] Putin and the Russian people,” al-Maliki said, calling on the Israeli side to consider the option, according to RIA.

As for the part US has in the peace process, al-Maliki reiterated Washington can no longer be the only mediator.

However, the conflict settlement can’t go on entirely without US participation. Palestine “clearly stated that the US can no longer be the sole broker in the Israeli-Palestinian talks,” as Washington sides with Israel “against the Palestinian position.”

“We can’t ignore the US completely, that’s why we agreed for the US to participate,” the minister said.

Al-Maliki’s words echo Palestinian leader Mahmoud Abbas’ remark, made during his delegation's stay in Moscow. While the Palestinian side doesn’t reject the US joining the mediation attempts, it wants multilateral talks.

Meeting the Russian president on Monday, Abbas told Putin that Palestinians have ruled out cooperating with Washington as a sole mediator due to Donald Trump’s shift to recognize Jerusalem as the Israeli capital and to move the US embassy from Tel Aviv to the holy city.

Following the US announcement, that drew backlash across the Arab world, the Palestinian president initially declared that Palestinians would not accept Washington in any role in the political process.

Russia inks huge energy deals with Saudi Arabia, challenging US dominance in Gulf region

Hidden by the fog of the ongoing oil market volatility and the Turkish adventures in Syria, OPEC leader Saudi Arabia has been cementing its geopolitical position for years.

In Riyadh meetings this week between Saudi and Russian officials, major energy deals were sealed, changing the regional constellation dramatically. At the same time, the geopolitical shift of the century now starts to bear fruit.

Russia has directly offered to invest in the upcoming Aramco IPO, supporting the efforts of Saudi Crown Prince Mohammed bin Salman (MBS) to diversify the economy of the kingdom. During the meetings, not only new Saudi investment deals in Russia were sealed, but also the commitment of several Russian investment parties in the Aramco IPO.

After weeks of receiving a hell of a beating in the press (analysts started to doubt that it would ever happen), not only positive news has come from the NYSE and LSE, but also − as expected − from Russian institutions.

Kirill Dmitriev, CEO of the main Russian sovereign wealth fund, Russian Direct Investment Fund (RDIF), stated in Riyadh that he expects that a Russian and Chinese joint investment fund, working in conjunction with several major Russian banks, will be part of the Aramco IPO. He also indicated that other Russian financial institutions and investors are very interested to take a part of the 5 percent of Aramco being offered in the IPO.

These statements are a significant boost for MBS and his IPO advisors, as the participation of a Russia-China investment fund also shows the interest of Chinese parties in the stakes. While Chinese parties are expected to be willing to hand over tens of billions, Dmitriev’s statements have widened the scope. Russian and Chinese parties will not only involve the expected oil and gas companies, but others as well.

In addition to the Aramco IPO, the warm relationship between Moscow and Riyadh, already displayed in the current production cut agreement between OPEC and non-OPEC, now also reaches a level targeted by Putin and MBS last year: a full-fledged investment relationship focusing on the Russian oil and gas sectors, including LNG. The latter has been likely to happen since mid-2017.

Russian sources close to the Kremlin stated to the press that Saudi Aramco, which was already invited before to take part in LNG projects in Russia, will enter into a major investment scheme for Arctic LNG-2. Last year, Saudi Energy Minister Khalid al-Falih said that Aramco was invited to invest in the Novatek-led venture. It could be a slip of the tongue, but al-Falih stated at the same time that [this investment deal] would become a part of Aramco’s gas strategy. With a targeted capacity of 18 million tons per year, the project is expected to be onstream in 2023.

The IPO and Artic LNG-2 news partly overshadowed the fact that other major energy deals were also made. Dmitriev told the press that the RDIF, Saudi sovereign wealth fund Public Investment Fund (PIF) and Aramco will soon sign other investment deals.

One of these other deals is investment in Russia’s Eurasia Drilling, a major independent driller. It’s a dream come true for Russian drillers, as they’ve been vying for on- and offshore drilling projects in Saudi Arabia for years, but without success. Even attempts by Putin-linked Gazprom Drilling to enter the Saudi market haven’t been successful until now.

Investment streams aren’t just flowing one way, as Russian parties want to enter the Saudi downstream sector. Russia’s largest petrochemicals giant, Sibur, has a $1 billon deal in the kingdom. In October 2017, Riyadh and Moscow set up an $1 billion energy investment fund.

The creeping-yet-steady cooperation between the former adversaries should be continuously assessed. Even though several Russian oil oligarchs have said that they see Russia soon leaving the OPEC deal, current investment discussions block any hasty decisions.

Russia and Riyadh also have other common interests, mainly related to regional Gulf-based issues, such as Syria, Iran and Iraq. The opening offered by the young Saud Crown Prince MBS is valued by Putin, as it gives Moscow a direct inroad to oil and gas market price setters, while also undermining the historical US dominance in the region.

Since oil and gas are linked to stability or war, the current Russian-Saudi cooperation is also based on these different angles. Energy cooperation will be linked or intertwined with future security arrangements and defense contracts. Aramco’s IPO, LNG and OPEC are paving the way for a possible bearish position in the Kingdom of Oil.

Putin & Saudi King Salman discuss Syria, Qatar by phone

Russian President Vladimir Putin and Saudi King Salman have discussed the situation in Syria following the National Dialogue Congress in Sochi, as well as cooperation between the two countries on the world oil market.

The two leaders talked over the phone on Wednesday, the Kremlin’s press service said.

The Syrian National Dialogue Congress was held in Sochi, Russia, late in January, bringing together over 1,300 delegates representing different parts of Syrian society. The Saudi Arabia-based High Negotiations Committee (HNC), an umbrella body created back in 2016 to represent some of the Syrian rebel groups at the Geneva talks, however, boycotted the event, claiming they would stick solely to “credible political transition” in the UN-sponsored Geneva format instead.

The Congress agreed to create a 150-strong committee to draft a new Constitution for the war-torn country. UN special envoy to Syria Staffan De Mistura, who took part in the Congress, praised this achievement, while Moscow expressed hopes it would “stimulate” and revitalise the Geneva peace process, which has been stalling for years.

The two sides also discussed the situation in the Middle East as a whole, including the ongoing tension between Qatar and other states in the region. “The Russian side stressed that the existing crisis is not conducive to joint efforts in battling the terrorism threat and bringing stability to the Middle East,” the press service stated.

Last June, Qatar found itself at odds with its neighbors, including Saudi Arabia, Bahrain, the United Arab Emirates, Egypt and Yemen. The Saudi-led block accused Doha of supporting terrorism and cut diplomatic ties, imposing travel restrictions and an economic blockade on the small-yet-wealthy Gulf state. Qatar denounced the accusations as “lies” and the situation reached a stalemate.

Regional issues aside, the two leaders discussed prospects for cooperation between Russia and Saudi Arabia, including coordinating their activities on oil market and defense sales.

The cooperation will lie within the boundaries of the agreements reached during King Salman’s visit to Russia last October, when Russia and Saudi Arabia-led OPEC have reached a landmark deal on joint oil production cuts. The policy appeared to be fruitful, contributing to bringing the oil price nosedive to a stop and stabilizing the world market.

Russia’s President and the Saudi King expressed “readiness to expand fruitful coordination on the world’s hydrocarbon markets,” according to the Kremlin’s press service, which did not provide any further details.

Russia Blasts US, French ‘Dishonest’ Claims of Not Having Sent Delegates to Sochi Congress

Russia Blasts US, French ‘Dishonest’ Claims of Not Having Sent Delegates to Sochi Congress
TEHRAN (FNA)- Russian Foreign Minister Sergey Lavrov said following talks with his Belgian counterpart Didier Reynders on Tuesday that Washington and Paris were disingenuous when they claimed that they had not sent their representatives to the Syrian National Dialogue Congress held in Sochi.

Invitations to attend the Sochi Congress as observers were sent to the permanent members of the United Nations Security Council (the United States, the United Kingdom, France and China), as well as to Jordan, Lebanon, Iraq, Saudi Arabia and Egypt, TASS reported.

"All the invited (countries), except for our western counterparts, sent their high-ranking representatives to attend the event," the Russian top diplomat noted.

At the same time, in Lavrov’s words, "the United States, France and the United Kingdom were disingenuous when they claimed that they had not sent their representatives."

"All the three countries sent diplomats from their embassies, though they said they would not attend the event as observers but would just work on the sidelines," the Russian Foreign Minister said.

"Nevertheless, a reasonable circle of players was present in Sochi, which means that the event encouraged our counterparts. Further developments depend on [United Nations Special Envoy for Syria] Staffan de Mistura. We are grateful to him for taking part in the Congress, he seems to have gained momentum to continue his efforts," Lavrov stressed.

Participants in the Syrian National Dialogue Congress, held in the Russian Black Sea resort of Sochi in late January, adopted a 12-point statement outlining their positions on their country’s future. The document stipulates that Syria should maintain its sovereignty and territorial integrity, at the same time pointing out that the Syrian people hold the prerogative to determine the country’s future through elections

The Syrians also requested United Nations Secretary General Antonio Guterres to assist them in setting up a constitutional commission, the mandate of which will be specified at the Geneva talks.

According to the organizers, the Sochi Syrian Congress brought together 1,511 delegates representing all strata of Syrian society. Most of the participants (94.5%) were Arabs but there were also Kurds, Yazidis, Assyrians, Armenians, Circassians, Chechens, Dagestanis, Abkhazians, Turkomans and the Druze. Key regional and global players had been invited to attend the event as observers.

US President Threatens Retaliatory Actions Against China, South Korea

FARSNEWS2018/2/14
US President Threatens Retaliatory Actions Against China, South Korea
TEHRAN (FNA)- US President Donald Trump threatened to impose sanctions on China while vowing to scrap a free trade deal with South Korea.

His threat of action against the two major Asian trading partners came on Tuesday in a speech to a group of Republican and Democratic lawmakers at the White House, Middle East News reported.

Trump accused Beijing of undermining US steel and aluminum industries, saying he was “considering all options,” including tariffs and quotas.

This comes after Trump received two Commerce Department reports about alleged Chinese subsidies for steel and aluminum exports, materials that are essential for industries such as construction, autos and the like.

Meanwhile, China, which produces nearly half of the world’s steel, is accused of flooding the market in order to keep its economy robust at home.

“I will make a decision that reflects the best interests of the United States, including the need to address overproduction in China and other countries,” Trump said.

“They’re dumping and destroying our industry, and destroying the families of workers, and we can’t let that happen,” he added.

Although the president has another two months to make a decision on possible penalizing action, he strongly indicated that he wants to punish Beijing.

Experts, however, say that any such action will prompt China to do the same, raising the specter of a trade war between the world’s two largest economies.

Trump is under pressure at home as he has not been able to deliver on his campaign promise of being a champion of America’s Rust Belt.

Also, he has done nothing to fix the national trade deficit, which has widened even further during his first year in office, up 12 percent to $566 billion.

On Tuesday, there were members among the group who expressed support for the president, but also others who warned that action against China could increase prices and hurt US manufacturing outside the steel and aluminum sectors.

“Mr. President, I think we do need to be careful here, that we don’t start a reciprocal battle on tariffs,” Republican Senator Roy Blunt said.

“You know, we make aluminum and we make steel” he said, adding that “But we buy a lot of aluminum and we buy a lot of steel as well.”

Trump also took a shot at South Korea amid anger at signs of improvement in relations between Seoul and Pyongyang.

He described the 2012 free trade deal with South Korea as “a disaster,” saying that Washington would renegotiate a “fair deal” or scrap it altogether.

The Trump administration began talks to renegotiate the United States-Korea (KORUS) trade agreement in July, asserting that it was lopsided as America’s bilateral trade deficit had ballooned under it.

“We have a very, very bad trade deal with Korea,” Trump said, adding that “For us it produced nothing but losses.”

弁護士がトランプと性的な関係にあったアダルト映画女優に13万ドルの支払いを認める

FARSNEWS2018/2/14
US President Lawyer Admits He Paid $130,000 to Adult Film Actress
TEHRAN (FNA)- US President Donald Trump’s personal lawyer confirmed he paid $130,000 to an adult film actress who allegedly had a sexual relationship with the President.

Michael Cohen, who worked as a counsel to the Trump Organization for more than a decade, said in a statement to The New York Times that he paid the money to Stephanie Clifford out of his own pocket.

“Neither the Trump Organization nor the Trump campaign was a party to the transaction with Ms. Clifford, and neither reimbursed me for the payment, either directly or indirectly,” Cohen added.

“The payment to Ms. Clifford was lawful, and was not a campaign contribution or a campaign expenditure by anyone,” he stressed.

However, Cohen refused to answer several follow-up questions, including whether Trump had known that he made the payment, or why he paid such money or whether he had made similar payments to other people.

The news, which was initially rebutted by Cohen, first broke last month by The Wall Street Journal which said the lawyer brokered payment to Clifford, who Trump met at a golf event in 2006, a year after his marriage to Melania.

In the fall of 2016, Clifford began talking with ABC News for a story involving an extramarital affair with Trump, but Cohen arranged to pay her to stop her from going public.

Following his acknowledgement of the news, officials with Common Cause tried to determine whether the Trump Organization or someone else made the payment.

“The complaint alleges that I somehow violated campaign finance laws by facilitating an excess, in-kind contribution,” Cohen said in his statement, adding that “The allegations in the complaint are factually unsupported and without legal merit, and my counsel has submitted a response to the F.E.C.”

So far, at least 16 women have accused Trump of unwanted sexual advances, allegations Trump dismisses.

Weeks before the presidential election last November, The Washington Post released a tape in which Trump boasted about how he sexually assaulted women because he was powerful.

Iraq's Security Cooperation with Iran, Russia, Syria

Hashd Al-Shaabi Official Stresses Iraq's Security Cooperation with Iran, Russia, Syria
TEHRAN (FNA)- Head of Hashd al-Shaabi (Iraqi popular forces) Committee Faleh al-Fayyad announced that his country is collaborating with Iran, Russia and Syria in security issues.

"Iraq has security cooperation with the Islamic Republic of Iran, Russia and Syria thorough a coordination center," Fayyad said, addressing a press conference in Iraq on Wednesday.

"The security center coordinates cooperation among the four countries in intelligence and security fields and establishment of security," he added.

His remarks came days after the Quadrilateral Intelligence Center of Iran, Russia, Iraq and Syria held a meeting in Baghdad to broaden cooperation in the fight against terrorism.

During the meeting in the capital city earlier this month, the participants discussed activities of the four countries in the security and intelligence fields and presented security reports on countering terrorism.

Tehran, Moscow, Baghdad and Damascus also stressed the need to expand cooperation between the four countries in the fight against the ISIL terrorists and other terrorist groups.

During the meeting, Head of Iraq’s Military Intelligence Organization Major General Saad Mezher Al-Alaq described as effective the role of this center in fighting against the ISIL terrorist group.

General Al-Alaq, meantime, warned about the new measures of the ISIL terrorist group and other terrorist groups within the framework of new terrorist groups.

Meantime, Iran's military attaché Mostafa Moradian said that one of the center's most important activities is presenting information about the ISIL and other terrorists’ bases in Iraq and Syria to Iraqi forces.

The Quadrilateral Intelligence Center with members of the military attachés of Iran, Russia, Iraq and Syria, is headed by the Iraqi Military Information Organization since its foundation in 2015.
