空間線量率測定値の記録・グラフ化では GMCLogger : ガイガーカウンタ・データロガー の安定性・応用性が群を抜く

この3か月ほど、空間線量率測定値の記録・グラフ化の試みに時間を費やしてきました。

試した測定器とソフトの組み合わせは、次の表のとおりです。グラフ化して遠隔地から管理人が閲覧・監視できるようネットに掲載するのが目的です。

この目的に沿って作られたGM-10の付属ソフトの完成度が高いです。データを蓄積し、グラフを描いてそれをPNGで画像化し、FTPでサーバー送信まで一気通貫でやってくれます。



管理人はスティックパソコンにGM-10のコードをつないで24時間連続運転しています。オートサインイン、スタートアップにソフトを置いてあるためWindowsソフトの更新があっても自動で再起動して復帰し、稼働を続けます。

その他のソフトにはFTPの機能がありませんので、ShareXを併用しています。この組み合わせですとShareXでどの部分をキャプチャーするか指定しなければならず、自動で再起動しても一手間かかります。

グラフの表示期間、データの保存、ソフトの安定性、データを取れる測定器の幅広さなどどれをとっても、フリーソフトのGMCLoggerが優れています。

GMCLoggerの画面、MAZURのパルス信号を使ってグラフを描かせています。334cpmを1μSv/hと置いていますが、330cpm=1μSv/hが適当なところでしょう。


前回よりも試用した測定器が一つ増えています。あまり知られていないRDS20Aです。GM管まで国産のユニークな測定器で発売当初2万円もしました。最近になってようやく手の出せる価格まで低下してきました。

この器械はとても面白いです。何台か並べておくとテンデンバラバラの値を示します。GM管が小さく検出する放射線数が少ないからでしょうか。

他の測定グラフ作画関係のフリーソフトもそうですが、日本では測定したデータを一般向けに公開するという意識が薄いんですね。測定器を持っている人は自分のために持っているのであって他人の被ばく回避のためではない。

自分が持っている測定器だけでは、その人を取り巻く広域の空間線量率の変化が分からなく、防御のための情報としては不足なのですが。

リアルタイム測定の花形は、これまではGM-10でした。ですが、これは高価で一般の人には手が出ません。しかし、上に書いたように様々な測定器を使って測定値のグラフを描かせることができます。

測定器の発するピッというパルス音を拾うのに感度の低い格安のマイクと音を遮るビニール袋を使います。これは実用新案!だと自分では考えているのです。

運悪く不幸で可哀想な私になった

2018年02月09日 2018/1人口動態速報 横浜が大変なことになっているに寄せられたぷうさんとSYさんのコメント。週末の夜、見識ある大人はグラスを片手にこんな風に語り合うのです。私も一杯飲もう! 女性もどうぞ参加してください。

問題は、内部被曝が存在しないγ世界線において、どう見ても初期被曝か内部被曝の影響によると思われる疾病の増加、人口動態の悪化が見られはじめた時に、これをどう処理するのか? ということです。

不安なもの、不快なものを、無意識下に抑圧することによって精神の平衡を保とうとすると、神経症になりますよ! ということは、100年前にフロイトというエロい人が指摘しています。さらに、そうした個人的な無意識の問題が、社会全体の集合的意識に拡大して、国家レベルでの問題になる、ということは、弟子のエロい人、ユングさんが指摘しています。

不安や不快に対しては、それを明らかにして、理解し、直面して、合理的な対処を行うべし! というのが、フロイトさんやユングさんの処方箋になるわけです。

というわけで、結局、どこかでγ世界線からα+β世界線へリープするしかないんですよね。連続的に、徐々に理解して、世界線を移動することは不可能で、どこかで内部被曝の存在を作業仮説として受け入れるか? あるいは、死ぬまでγ世界線のなかで、「なんでだろう?」と思いながら、内部被曝以外の病因を探し続けて、対処療法に終始しながら、最後は火葬場の煙突から離脱するか?

いや、「内部被曝という言葉を使用しないで無視すれば、内部被曝は存在しなくなる」というのであれば、どんなに楽か? でも、自分の視界から消えると、認知的にもそれが存在しなくなる、というのは、「いないいないばあ」遊びが成立する乳児の発達レベルなんですよね。

日本の科学者、医者、教師って、認知的には乳児レベルの発達段階なのか? というのが、最近になって思い知った驚きの事実です。

SYさん:
気にしない人の認識は、基本的に他人事です。ガンが増えても、突然死があっても、葬式が増えても、せいぜい気をつけなくっちゃ(何を?どう?)ぐらいのことです。全ては運、確率の問題で、自分は確率の大きい方の一人であって、小さい方の事象が自分に確定的に降りかかることは想定していません。たとえそうなっても因果関係には気づきません。ただ運悪く不幸で可哀想な私になったという認識です。

実際、無意識下に入ってさえいないレベルだと思います。普通とか常識という認識の範囲に(大きめに?)括られているのです。統計の数字もたいした意味をなさないでしょう。人口が半減しても、何も起こらない、普段どおりの生活認識が続くのです、たぶん。(ふと新井素子の「大きな壁の中と外」を思い出した。結末は真逆だが)

それは昔も今も変らないと思います。矛盾に何となくでも気がついて苦しくなり、フロイトやユングが治療対象とした人たちがいったどれだけいたのか、全体から見れば極僅かだと思います。α+βの世界は元々とても狭いのです。

日本の知性を担っているはずの人たちが、職業上いないいないバーの世界の住人であることは明らかです。プライベートなところは分かりません。たぶん使い分けて、神経症レベルの苦痛を日々味わっていると思いますが、一応それで飯を食っているのですから、表には出しにくいでしょうね。

ぷうさんやSYさんのおっしゃること、本当にごもっともです。

放射能の怖さを訴えたら、「お前は精神病か新興宗教!」と言った家族がいよいよ深刻な腰痛と治療済だった歯が何本かだめになることが続いても食べ物に気をつけようという気がサラサラ無いのは、私には理解できない世界です。

原爆で生き残った人たちが、ケガなどせずに元気だった人が突然死んでいくことが続いたら「次は自分かもしれない・・」といつも不安に思いながら生きてきたのに、今の日本人は「自分は絶対大丈夫」と思って生きている。

いつの頃からか朝目が覚めたと思っているこの世界が夢の中なのではないか?思いながら暮らしています。

自分のまわりを見ると、放射能が他人事と思える人は、北朝鮮や韓国をバカにしたり・・という層とも重なるのではないかと思われます。

あともう少し、何とか生きる努力をしていけば、放射能他人事の人や、ヘイトスピーチ礼賛の人が随分淘汰されてすこ〜し良い世の中になってくれればと思います。

家族が全員無事なんていう人は、初期に海外に移住された方々くらいしかいなくなるのでしょうね。

一人ひとり、気をたしかに持って生き残っていきましょう。
それが、残された時間で少しずつマシな世の中を作る第一歩かと。

内部被曝と外部被曝を比較するのはナンセンスです。胸部レントゲン撮影のX線は一瞬で体内を通り抜けます。ストロンチウム90が出す放射線はベータ線で細胞に及ぼす作用が異なりますし、体内に残って放射線を出し続けることもあります。

ストロンチウム90が崩壊した後のイットリウムは特に強いベータ線を出し、特定の内蔵に集まり疾病を引き起こすとされています。

イスラエル 戦闘機を撃墜されて動揺

イスラエルは何度もシリア領に侵入しては爆撃を加え、すぐに逃げ去っていましたが、今回は帰路にあったF-16戦闘機1機がロシアがシリアに供与したS-200で撃墜されてしまいました。

戦闘機が発射したロケット弾も相当数が撃ち落とされたとのことです。

イスラエルは攻撃は終わったと表明、一時ベン・ガーオン空港を閉鎖、そしてワシントンとモスクワに状況の管理のための介入を求めました。イスラエルは、シリアからの更なる攻撃を恐れています。

先に攻撃したのはイスラエルです。なんとも虫の良い。

プーチンとネタニヤフが電話会談。ネタニヤフはプーチンにシリア支援を止めさせたいのですが、プーチンはネタニヤフにさらなる敵対拡大にならないようにすべきと述べています。

1960年代に作られたというS200の性能が実証されました。S400の引き合いが急増しているそうです。米国が欲しがれば売ってもいいよとメーカーの関係者が述べています。相当な自信であり、それだけの性能は持っているということなのでしょう。

イスラエルは、ISISなどのテロリストを全面的に支援してきました。それが敗退を続けイスラエルはテロリスト支援の責任を問われることは分かっています。この撃墜事件は、居丈高で無法なイスラエルの近隣国への侵略・攻撃政策に大きな影響を与えるでしょう。

Former Qaeda leader in Syria ‘welcomes’ Israeli airstrikes

Saleh Al-Hamwi tweets rare public support for Jerusalem, but contends Iran succeeded in creating deterrence over Syrian skies

In a rare public expression of support for Israel by a radical Islamist figure in Syria, a former leader in al-Qaeda’s Syrian militia on Saturday welcomed Israeli airstrikes against Syrian and Iranian targets in the country after an Iranian drone infiltrated Israeli airspace, and called on the Jewish state to quickly “uproot” Iran from its northern neighbor.

“We welcome any Israeli aerial or naval bombardment against the [Syrian] regime and Iran in Syria. We urge them to do more. And we say to Israel: Your silence over Iran’s intervention in Syria will turn against you. It’s inevitable. Act with haste to uproot them,” Saleh Al-Hamwi wrote on Twitter.

Hamwi was a founder of the Nusra Front in 2012. In July 2015, the jihadist group said it dismissed him for not falling in line with the group’s internal politics.

He is now reportedly affiliated with the hardline Islamist group Ahrar il-Sham.

On Saturday, tensions flared on the Israeli-Syrian border, after the IDF intercepted an Iranian drone that entered Israeli airspace from Jordan and an Israeli F-16 was apparently hit while flying over Syria during a retaliatory raid. The Israeli plane managed to return to Israel, where its two pilots ejected. One of the airmen was severely injured, while the second was lightly wounded.

In response, the Israeli Air Force quickly conducted a series of reprisal strikes in Syria.

Hamwi contended that Iran had intentionally sent the drone into Israeli airspace in order to draw Israeli planes into the range of anti-aircraft weaponry stationed at the base where the UAV had taken off from.

“[Iran] sent a drone and penetrated Israeli airspace with the prior knowledge that Israel would respond and bomb the launch site of the UAV,” he tweeted.

Hezbollah: Downed Israeli Jet Marks New Strategic Phase
TEHRAN (FNA)- The Lebanese Hezbollah resistance movement strongly condemned the Israeli regime’s continued acts of aggression against Syria’s military and civilian structures, saying the downing of an Israeli F-16 jet by the Syrian air defense systems marks the “start of a new strategic phase” which would limit Israeli violations of the Syrian airspace.

Hezbollah, in a statement released on Saturday evening, praised “the vigilance of the Syrian army and its valiant response to shoot down the hostile Israeli aircraft”, presstv reported.

“Today's developments mean the old equations have categorically ended,” the statement noted, adding that the Lebanese resistance movement firmly and strongly supported the Syrian people in defending their land, sovereignty and legitimate rights.

Earlier on Saturday, Syria’s state television, citing an unnamed Syrian military official, reported that air defense systems had struck at least one intruding Israeli F-16 fighter aircraft.

The official added that the aircraft had targeted a Syrian army base in the central region of the country, and that more than one Israeli warplane had been shot down.

A pro-government military alliance in Syria said in a statement that Israel would see a severe and serious response to its "terrorism" from now on.

Russian President Calls on Israeli Authorities to Avoid Escalation Following Aggression on Syria
TEHRAN (FNA)- Russian President Vladimir Putin called on the Israeli authorities to avoid escalating the situation in the region following their recent attack on Syrian territory.

The Kremlin said in a statement on Saturday evening that Putin called on the Israeli Prime Minister Benjamin Netanyahu during a phone call to avoid any step that could result in a new cycle of confrontation in the region, SANA reported.

“They discussed the situation around the actions of the Israeli air force, which carried our missile strikes on targets in Syria,” Interfax quoted the Kremlin as saying.

"The Russian side called for any steps, which might trigger a new spiral of dangerous confrontations for all in the region, to be avoided," the Kremlin press service added.

On Saturday, the Syrian military downed an intruding Israeli fighter jet returning from a bombing raid on an army base in central Syria. The Israeli military confirmed that one F-16 had gone down in Northern Israel, and that its two pilots had ejected and had been located and transferred to hospital. It later announced that one of the pilots was in serious condition.

The Israeli military claimed that it had attacked positions inside the Syrian territory after it intercepted a drone launched from Syria on Saturday. A pro-Syrian military alliance said later in the day that the Israeli claim about a drone intrusion was bogus, noting that Israel had targeted a drone base in Syria whose unmanned aircraft were used against the Daesh (ISIS or ISIL) terrorist group.

Over the past years, Israel has frequently attacked targets in Syria, often claiming that it hit positions or convoys belonging to Iran. This is while Iran has no military presence in Syrian territory, only offering advisory military assistance to the Syrian government fighting an all-out foreign-sponsored militancy.

Israel ‘dealt heavy blow’ to Iran & Syria – Netanyahu
Israeli airstrikes against Iranian and Syrian targets have dealt a “serious blow” to Tehran and Damascus, Israeli Prime Minister Benjamin Netanyahu said. Israel will continue to “strike back,” he added.

“Yesterday we dealt a serious blow to the armies of Iran and Syria,” the prime minister said, referring to the airstrikes conducted by the Israeli Defense Forces (IDF) against targets on Syrian territory on Saturday. “We will continue to strike back at any attempt to harm us,” he told ministers at his weekly cabinet meeting, as cited by Israeli media.

“We made it unequivocally clear to everyone that our rules of engagement have not changed in any way,” Netanyahu said. “This has been our policy and will remain our policy,” he added, apparently indicating that Tel Aviv does not intend to change its stance on Syria.

Israeli President Reuven Rivlin also praised the airstrikes, saying they proved “we are capable of dealing with Iran.” He also pointed out that Israel is ready to respond to any kind of threat and would not hesitate to do so. “Everyone needs to understand that Israel will not stand idly when someone tries to disrupt our state and our citizens’ daily lives,” the president said, as cited by the Times of Israel.

In the meantime, the head of the IDF Northern Command, Major General Yoel Strick, said the Israeli military would not allow Iran to secure a foothold in Syria. “Iran wants to establish a forward operating base in Syria whose goal is attacking Israel. We will not allow it. We will not allow Israeli citizens to be threatened. We will not allow Iran to threaten the stability of the entire region,” the general said.

Damascus and Tehran, however, dismissed Israeli claims about the scale of the damage inflicted on their forces. The two states said the attacks were repelled and that Israeli air superiority was challenged, thus shifting the balance of power in the region.

Following the Israeli attacks on Saturday, Syrian government forces said their air defense units successfully confronted and “thwarted” Israel’s “aggression” in the Syrian central regions and the area near Damascus, as reported by the Syrian SANA news agency. On Sunday, the Syrian al-Watan newspaper said the Syrian air defense forces effectively “destroyed the myth of Israeli air superiority in the region,” thus dealing a “blow” to Tel Aviv and creating a deterrent to further actions.

Tehran also rejected Israel’s statements. “The claim [made] by the Zionists [that they had carried out sorties] to damage Iranian bases in Syria is a lie,” Ali Shamkhani, secretary of Iran’s Supreme National Security Council, told Iranian media on Sunday.

“The Syrian nation proved this time that it will respond to any act of aggression, as the era of hit and run is over,” he added. Israel, Iran and Syria engaged in a war of words following a series of incidents on Saturday that have led to a rapid escalation of tensions in the region.

On Saturday, Israel first reported that the IDF had intercepted an Iranian unmanned aerial vehicle (UAV) over its territory. The Israeli forces then launched a series of airstrikes against Iranian and Syrian government forces’ positions on Syrian territory. The move prompted heavy anti-aircraft fire by the Syrian Army. One Israeli F-16 crashed during the operation.

Israel Deploys Anti-Missile System on Syria Border
TEHRAN (FNA)- An agitated Israeli military has reportedly deployed anti-missile systems to the Syrian border, a day after it lost an advanced F-16 warplane in Syria's first serious air defense operation to confront Israeli violations of its airspace.

The Jerusalem Post on Sunday cited witnesses as saying that they had seen convoys of "missile defense batteries" North-bound near the city of Baka al-Gharbiya. It said others had posted photos of "trucks carrying the batteries on central highways in Northern Israel". The report added that the Israeli army had "refused to comment".

Early on Saturday morning, reportedly eight Israeli warplanes were deployed to target positions inside Syria. The Syrian military, which has previously absorbed occasional Israeli strikes, activated its air defense systems and shot down at least one Israeli F-16.

Israel claimed that it had earlier intercepted an "Iranian" drone, and that the warplanes had been dispatched to hit the site where the drone had been launched from, only to face Syrian anti-aircraft fire. Tehran rejected the claim about an Iranian drone as "too ludicrous to warrant a response". And the Syrian military said it had responded to Israeli "aggression" and had hit more than one aircraft.

More than 24 hours after the incident, however, Israeli accounts of the developments were varied and confused. One Israeli report quoted the pilots of the downed F-16 − who parachuted out of the warplane − as saying that they realized they had been "hit" only after hearing an explosion.

"[We heard] an explosion and realized we were hit," Israeli Channel 2 cited them as saying.

Another said the pilots ejected "when they recognized that one of the missiles had locked onto their jet."

Some Israeli reports claimed that a direct hit had not occurred and that shrapnel from an exploding missile had pierced through the warplane.

The Israeli military has long boasted of superior aerial power. Before Saturday's crash, the Tel Aviv regime had not lost a warplane in 35 years − since the first Israeli war on Lebanon, in 1982.

The downing by Syria of the Israeli jet worked to deflate that narrative, particularly since it was only the first time Syria was actively confronting intruding Israeli aircraft.

Various Israeli news articles and analyses reflected the sentiment that the self-proclaimed Israeli "invincibility" had been shattered. Reports spoke of "cracks" in Israeli "arrogance", and "a blow to the pride" of the Israeli regime.

A flood of Israeli trash talk against Iran also followed. One Israeli minister, Yisrael Katz, took to a telling podium to speak, namely Saudi Arabia-linked outlet Elaph.

“The Syrian army will find itself under fire if it continues to cooperate and allow Iran to position itself on Syrian soil,” Katz said, repeating a paranoiac Israeli mantra about Iranian activity in Syria.

Iran has said it has no military presence in Syria and is only offering Damascus advisory military help.

Observers say that the downing of the Israeli jet sent Tel Aviv the message that Syria and other countries whose airspace is violated by Israel are now ready to stop those violations.

On Sunday, Israeli Prime Minister Benjamin Netanyahu suggested that the Israeli attacks against positions in Syria would continue.

He said the regime had conducted strikes after the downing of the F-16, which he said showed " that our modus operandi has not changed one bit."

イラク民衆軍が米軍にイラクから出て行かなければ攻撃すると最後通牒

いやー、すごいことになってきました。2018年は米国のウソに塗り固められた中東政策が破綻した年として現代史のターニングポイントになるでしょう。

イラクの対ISIS掃討作戦に途中から参加したボランティアフォースは、彼らを戦闘に参加させるなとサウジに言わしめ、米軍も隙あらば空爆することを狙っていたとされる果敢・有能な部隊です。

イラク軍には、米国と通じている者も多く、軍だけでなく納入業者や政治家にも腐敗が伝えられていました。

次はイラクの副大統領です。身辺警護をしているのは明らかにイラク人ではありません。彼が恐れているのはISISの攻撃ではありません。

Obeidi insisted that he was being challenged in retribution for his rejection of corruption, accusing the parliamentarians of seeking to blackmail him in order to pass several corrupt deals.

こんな状況ですから米軍が甘い汁を吸わせれば、何でも言うとおりにさせることができたのです。ですが、ボランティアフォースは軍と別組織ですし、若い人が多いので汚職や横領などの腐敗と縁がなく、ISIS掃討の邪魔になるものは米軍でも何とでも対立してきました。

そのボランティアフォースのスポークスマンが、次のようにはっきりと述べています。
"It was the Americans who brought the ISIL to Iraq to have a pretext to return."

Al-Hosseini described the ISIL and the US as two sides of the same coin, and said the Americans' presence in Mosul is not aimed at uprooting ISIL as they plan to make sure of their deployment in the region after expulsion of the ISIL.

これまでもボランティアフォースは同じような立場での主張を続けてきましたが、今回はイラクからの退去を求め、退去しなければ戦うと宣言したのです。

Iraqi Popular Forces Give Last Ultimatum to US Army
TEHRAN (FNA)- Spokesman and a senior commander of Iraq's Kata'ib Hezbollah (Hezbollah Battalions) popular forces Jafar al-Hosseini warned that the chances are more than ever that clashes break out between them and the US military men deployed in the Arab country.

"Clashes may break out with the Americans at any time, and this time no mediation will help the Americans and it is not like the past," al-Hosseini was quoted by the Arabic-language al-Mayadeen news channel as saying on Tuesday.

He described the US military deployment as occupation of Iraq, and said, "It was the Americans who brought the ISIL to Iraq to have a pretext to return."

Al-Hosseini said that the weapons and equipment seized from the ISIL terrorists in the town of Tikrit in Iraq were the ones used merely by the American forces.


In relevant remarks last September, al-Hosseini had warned the US to withdraw its military men from Iraq once the ISIL is fully defeated in the country..

He described the American forces' presence as the biggest obstacle to Iraq's anti-terrorism fight, and called for the withdrawal of all US troops from Iraq after the ISIL will be defeated.

Also, last March, al-Hosseini warned that his forces will target the US forces if they don’t leave the Iraqi territories after annihilation of the ISIL terrorists.

"If the US forces refrain from leaving the Iraqi territories after annihilation of the ISIL terrorist group, the Islamic resistance of Iraq will target them," al-Hosseini said.

Noting that the US forces are protecting rather than fighting against the ISIL terrorists in Iraq, he said that the Americans have increased their activities in Iraq in recent days through their military advisors, the number of their flights and want to open some space for themselves in the anti-ISIL campaign to be able to render more support to the terrorist group.

Al-Hosseini described the ISIL and the US as two sides of the same coin, and said the Americans' presence in Mosul is not aimed at uprooting ISIL as they plan to make sure of their deployment in the region after expulsion of the ISIL.

He said that the ISIL has been created and nurtured by the US, and added that Washington wants to fool the world again and introduce itself as a partner in the anti-ISIL war.

Popular Forces Voice Firm Opposition to US Continued Deployment in Iraq
TEHRAN (FNA)- Qais Khazali, a leader of Asaib Ahl al-Haq (AAH), an Iraqi Shiite paramilitary group, underlined the necessity for the withdrawal of all US military forces from Iraq.

"We firmly dismiss the US military presence in our country after annihilation of the ISIL to safeguard Iraq's national sovereignty and security against the disintegration plots which serve the Zionist regime," Khazali was quoted as saying by the Arabic-language al-Mayadeen news channel on Monday.

He said that the Iraqi air force which is equipped with F16 fighter jets doesn’t need the US warplanes and helicopters.

Spokesman and a senior commander of Iraq's Kata'ib Hezbollah (Hezbollah Battalions) popular forces Jafar al-Hosseini warned earlier this month that the chances are more than ever that clashes break out between them and the US military men deployed in the Arab country.

"Clashes may break out with the Americans at any time, and this time no mediation will help the Americans and it is not like the past," al-Hosseini was quoted by the Arabic-language al-Mayadeen news channel as saying.

He described the US military deployment as occupation of Iraq, and said, "It was the Americans who brought the ISIL to Iraq to have a pretext to return."

Al-Hosseini said that the weapons and equipment seized from the ISIL terrorists in the town of Tikrit in Iraq were the ones used merely by the American forces.

Also, in September, al-Hosseini had warned the US to withdraw its military men from Iraq once the ISIL is fully defeated in the country..

He described the American forces' presence as the biggest obstacle to Iraq's anti-terrorism fight, and called for the withdrawal of all US troops from Iraq after the ISIL will be defeated.

The head of an Iran-backed Iraqi Shi'ite militia has visited Lebanon's border with Israel accompanied by Hezbollah fighters, a video released on Saturday showed, in a show of Iranian influence that Lebanon's prime minister called illegal.

Qais al-Khazali, leader of the Iraqi paramilitary group Asaib Ahl al-Haq, declared his readiness "to stand together with the Lebanese people and the Palestinian cause", in the video footage widely circulating on social media.

His appearance at the frontier is likely to be seen in the Middle East as an example of Tehran demonstrating its reach, and could add to tension in Lebanon, caught in a regional tussle between Iran and Saudi Arabia.

Baghdad should audit its employees too, says KRG DPM Talabani
ERBIL, Kurdistan Region – The central government should also do an audit of its civil servant employees, said Deputy KRG Prime Minister Qubad Talabani, who has spearheaded the Kurdistan Region’s biometric system that is now being used in Baghdad’s review of the KRG’s payroll.

“Auditing the list of employees and salary-takers of the Kurdistan Region by the central government is a normal thing. The biometric record of the regional government facilitates it,” Talabani stated in a Facebook post on Monday.

“We also hope that the same procedure is carried out in every department and bureau of the central government,” he wrote.

He expressed hope that political interests and goals will not obstruct paying the salaries of the KRG’s employees.

The Iraqi government has formed ten sub-committees to look into the payroll records of the KRG. The first ministries being audited are the health and education ministries. Iraqi Prime Minister has said that the essential-service sectors should be paid first.

Last week, a financial watchdog from Baghdad arrived in Erbil to audit the KRG’s biometric records, a program introduced in 2016 as a part of the KRG’s reforms.

Abadi has on more than one occasion promised to pay the salaries of Kurdistan Region civil servants, but has insisted an audit must first be done because of concerns about the KRG’s bloated payroll. He is worried about corruption and wants to ensure payments actually go to deserving employees.

Some Kurdish citizens have expressed doubt about Abadi’s sincerity. Teachers at a recent protest in Sulaimani said Abadi’s promises are false, just like the KRG’s.

The Central Bank of Iraq sent $210 million to its branch in Erbil on January 29, but the KRG does not have authority over the funds and does not know what it is for.

Next bear market will be ‘worst in our lifetime’ – Jim Rogers
This week’s dramatic stock market sell-off has raised concerns of an impending bear market, which, according to legendary investor Jim Rogers, will be more catastrophic than any other market downturn that he has lived through.

“When we have a bear market again, and we are going to have a bear market again, it will be the worst in our lifetime,” Rogers told Bloomberg.

According to the veteran investor, that will happen because even more debt has accumulated in the global economy since the financial crisis, especially in the US.

“Debt is everywhere, and it’s much, much higher now,” he said, adding that he expects the current stock market rout to continue. Rogers, however, added that he wouldn’t go so far as to say this was the start of a bear market, which is typically defined as a drop of 20 percent or more from a significant peak.

The market may sputter for the next several weeks, according to the Quantum Fund co-founder, who says it will rally only after the Fed raises interest rates in March, as is expected.

Rogers has already witnessed several bear markets, including the crash of 1987 (a 36 percent decline), the bursting of the dot-com bubble of 2000-2002 (a 38 percent drop) and the Great Recession of 2007-2009 (a 54 percent fall).

In November, Rogers told MarketWatch the US was “overdue” for a bear market, predicting stock turmoil within the next two years. He said he was light on US stocks due to expectations of a forming bubble, and that Japan, China and Russia offered better investment opportunities.

Rogers also warned investors to stay away from bitcoin as “it looks and smells like all the bubbles I have seen throughout history.”

‘US attempting to wash its hands of Iraq smacks of historical irresponsibility’
As Iraq recovers from a long series of horrific wars, starting with the US invasion of 2003, the US has to take on the responsibility for destroying the Iraqi nation, analysts have told RT.

The government of Iraq needs $88 billion in reconstruction funds for areas devastated by war, Iraqi officials claimed at the international donors’ conference in Kuwait on Monday.

Around $22 billion will be required in the short term and another $66 billion in the medium term, said the director-general of the Iraqi Planning Ministry, Qusay Abdulfattah. However the US, which is expected to attend the conference, says it has no plans to contribute any money.

RT discussed Iraq’s plans to rebuild economy and infrastructure after devastating conflicts with Sreeram Chaulia, professor and Dean of Jindal School of International Affairs.

As to who should be paying, morally, and where it can realistically come from, in Chaulia’s view, the US is now attempting to wash its hands of responsibility for the destruction of Iraq.

“It is clear that post-war long-term reconstruction requires significant financial support from abroad for a country that is just recovering from what has been a horrific long series of wars starting with the US invasion of 2003. I think it smacks of historical irresponsibility on the part of the US, which began this slide towards state collapse and state failure by overthrowing Saddam Hussein in 2003 to now wash their hands of and say ‘You know, we are going to just leave it to the private sector and we will ask our allies Saudi Arabia to come and pitch in the money.’ I think the US needs to own up for the some of the destruction that it has done in the process of this series of wars,” he said.

As for the likelihood of Gulf countries investing money into rebuilding of Iraq – which the US is counting on – Chaulia said that Washington “have an ability to bring together loners…And they should be using all these levers if at all they are concerned.”

However, he said, “[the US] have more strategic goals – which is simply to work for Saudi Arabia and counter Iran in the region.”

“So, they are not thinking in a very long vision for Iraq itself or for Syria itself. They see these as battlefields. Not as opportunities to rebuild. And this is an unfortunate myopic view which is going to lead to the long-term suffering because these towns and cities have been so devastated that they need all support, including the US,” he said.

Abdullah Khan, managing director at Pakistan Institute for Conflict and Security studies, underlined to RT that it is important to say acknowledge that “American occupation of Iraq was illegal because there were no WMDs present in Iraq.” In his opinion, the US now has to take part in rebuilding the country that it has destroyed.

“They have destroyed the Iraqi nation, the Iraqi country. Not just Iraq. We are seeing the threat of [Islamic State or IS, formerly] ISIS, not just inside Iraq, but around Iraq and in the whole world. And that is just because of America. If the Americans do not play the role of rebuilding of Iraq, we can foresee the reemergence of ISIS in Iraq and surrounding areas,” he said.

However, what the Trump administration are trying to do now is “pushing their Arab allies, like Saudi Arabia, Kuwait and others to pour in money into Iraq,” Khan said. In his opinion though, these countries are unlikely to offer aid unless there is a pro-Iran government in Baghdad.

Moscow invites BRICS partners to invest in rebuilding post-war Syria

Russia has invited its partners among the BRICS nations (Brazil, India, China and South Africa) to establish a foothold in the promising Syrian market, according to the Russian Ambassador to the country, Alexander Kinshchak.

“According to Syrian estimates, losses in the real sector of the economy topped $75 billion,” the ambassador told TASS news agency. “UN experts believe that it will take nearly $200 billion to achieve the pre-crisis GDP growth rate,” he added.

“We are aware that the Syrian government will find it difficult to obtain a huge amount of money required for the post-crisis recovery,” Kinshchak explained.

“Therefore, Russia suggested that the international community, first of all, the nations friendly to Syria, should join efforts in order to work out a complex program for its revival,” he added.

Kinshchak said Russia was looking to BRICS and allies like Iran and other states that have independent foreign policies and are motivated to gain a foothold in the promising Syrian market.

In 2016, Damascus and Moscow signed nearly a billion dollars’ worth of agreements to rebuild war-torn Syria. Russia was offered a chance to participate in exploring and developing oil and gas on land and offshore. In particular, it was invited to upgrade the Baniyas refinery and construct a refinery with Iran and Venezuela.

Syria has begun agricultural exports to Russia. The countries also intend to open a bank to facilitate transfers. The bank would be controlled 50-50 by the countries’ central banks.
