Activist ‘raising awareness’ for Syria on Twitter used photos from Gaza & Mosul
A US-based activist’s post, ostensibly meant to “raise awareness” about Syrian civilians, turned out to be a complete fabrication. Twitterati found the photos he used were actually from Gaza and Mosul.

A Cleveland-based user who goes by the name of Sami Sharbek has posted two photos on his Twitter account – one showing Middle Eastern-looking residential blocks being bombed from the air; the other depicting a man carrying a crying child. “This is not a movie. This is Syria,” he wrote in the caption.

The post was widely retweeted and liked. As of Wednesday morning, it had racked up over 125,000 shares and 154,000 likes. However, what many people failed to notice is that the photos portraying the perils of war were shot outside Syria.

Some users have shared the links to news stories featuring the original photos. “Wrong,” John Mangun, BusinessMirror Columnist, tweeted, sharing a link to a 2014 Independent story covering Israeli air raids on Palestine.

This photo shows the same airstrike featured in the photo tweeted by Sharbek. It comes from Reuters' coverage of an Israeli strike on eastern Gaza city.

In a subsequent post, he continued jabbing Sharbek with photo proofs, posting a Reuters image of the US-backed Mosul siege; an event which became notorious for its high civilian death toll and the all-round destruction of Iraq’s second-largest city.

Shortly after, Sharbek acknowledged the post was a fake and apologized for the error. “I wasn’t aware that the images came from Gaza and Mosul,” he wrote. “My only intention was to show awareness for my country.”

Regardless, he still asked users to make donations, sharing a link to a non-profit organization called the Syrian American Medical Society. What’s more, he again posted a series of photos whose credibility is doubtful – at least in the case of the infamous image of a little boy allegedly pulled from the rubble after an air strike on Aleppo.

Bogus photos on the horrors of war in Syria have surfaced on more than one occasion. In 2016, Egypt’s Interior Ministry said it had arrested a group of five people caught producing images purportedly depicting scenes of suffering in Aleppo.

One particular photo that they had planned to pass off as a real picture from Syria featured a small girl holding a teddy bear in a white dress marked by splotches of blood, with the ‘ruins of Aleppo’ behind her.

The ministry said that the residents of Port Said, a city on the Suez Canal, were caught in the middle of their photo shoot as the 12-year-old girl, Ragd, was posing for 21-year-old Mustafa, who told the authorities that he “normally photographed weddings and ceremonies, but had an idea for something else.”

Russia ‘threatens our ability to dominate’ – US general to Congress

RT2018/2/28
US training Europe to use tactical nukes against Russia is threat to non-proliferation – Lavrov
US programs which train non-nuclear powers on how to use American tactical nuclear weapons violate the Nuclear Non-Proliferation Treaty, Russian Foreign Minister Sergey Lavrov said.

Lavrov’s comments reiterate Russia’s critical stance regarding the US and its training of NATO allies. The US is training European states who do not possess nuclear arsenals of their own on how to use American nuclear weapons stationed there. Moscow considers it a breach of the NTP, the cornerstone of the current non-proliferation regime.

Lavrov criticized the US deployment of tactical nuclear weapons on European soil as well as the involvement of non-nuclear states in training programs, at a session of the UN Conference on Disarmament in Geneva on Wednesday.

“Everybody should understand that the US military are preparing the militaries of European states to use tactical nuclear weapons against Russia,” he stressed.

The US stores an estimated 200 of its B61 nuclear bombs in countries including Germany, Belgium, Italy, the Netherlands and Turkey as part of NATO’s nuclear-sharing program. Russia considers the presence of American nuclear weapons in other nations as a hostile gesture. The US is currently upgrading the B61, making the weapon more flexible in use, claiming it is necessary to counter Russia’s arsenal of tactical nuclear weapons. Russia says its arsenal is necessary to protect it from NATO’s overwhelming superiority in terms of conventional arms.

Russia ‘threatens our ability to dominate’ – US general to Congress
The US is seeking to contain Iran’s rising influence in the Middle East and fend off challenges to Washington’s hegemony posed by Russia and China, the top general commanding US forces in the region told Congress.

General Joseph Votel, head of the US Central Command (CENTCOM), briefed the House Armed Services Committee (HASC) on Tuesday on the efforts against Islamic State (IS, formerly ISIS/ISIL) and the wars in Syria, Afghanistan, and Yemen. All of which fall under the purview of CENTCOM, “the only geographic combatant command executing active combat operations,” Votel pointed out.

The US has partitioned the globe into six combatant commands. Under this arrangement, CENTCOM’s area of responsibility extends from the Libyan border with Egypt to Pakistan’s border with India, and from Kazakhstan’s border with Russia to Sudan.

From Votel’s 45-page prepared testimony, it was apparent that the US regards Iran as the biggest challenge in the region, followed by Russian and Chinese efforts to chip away at Washington’s hegemony.

“An increase in Russian surface-to-air missile systems in the region threatens our access and ability to dominate the airspace,” Votel complained at one point, discussing Syria.

Unlike the US forces present in that country, Russian forces are in Syria at the invitation of the government in Damascus. Votel argued that the legal basis for the presence of US troops was the “collective self-defense of Iraq” from IS.

“The principle reason we are in Syria is to defeat ISIS, and that remains our sole and single task,” Votel told the lawmakers, echoing last week’s remarks by President Donald Trump.

Declaring the IS largely defeated, Votel cautioned that “Sunni populations remain vulnerable to identity-based recruitment” into terrorist groups, adding that “impressionable youth in this tumultuous region, seeking community and justice, are highly susceptible to extremists’ teachings.”

Votel made no acknowledgment of any role Russia’s intervention in Syria has played in the demise of IS. Rather, the general had some harsh words for Moscow, accusing Russia of playing “arsonist and firefighter,” fueling the conflict in Syria and then “claiming to serve as an arbiter to resolve the dispute.” As Votel explained, Moscow was offering diplomatic alternatives to “Western-led political negotiations” in Syria and Afghanistan.

Russia’s influence in the Central Asian countries that were formerly parts of the Soviet Union is “problematic,” as that could “limit US engagement options” and endanger NATO’s supply lines into Afghanistan, Votel said.

The general described Russia and Iran as “historic rivals” who nonetheless share interests, “including an overarching desire to sideline, if not expel, the US from the region.” The Russian and Persian empires did fight a series of wars over the Caucasus from 1651 to 1828. Iran was an ally of Washington from the 1953 CIA coup to the 1979 Islamic revolution, at which point the two countries became bitter enemies.

This is reflected in Votel’s testimony, in which he refers to common Washington tropes about Iranian imperialism and the “Shia crescent” from Iran to Lebanon. However, the CENTCOM chief seemed to backtrack from the previous narrative about the war in Yemen being instigated by Iran, choosing to describe it as a civil war in which Iran intervened to harm its regional rival Saudi Arabia.

“The conflict in Yemen has opened opportunities for Iran, which continues to provide support to the Houthis with the aim of building a proxy to pressure the Saudi-led coalition and expand its sphere of influence,” Votel said. He also revealed that the US has increased the number of advisers to the Saudi military over the past year, which should “help mitigate incidents of avoidable civilian casualties in Yemen.”
The Saudi-led coalition has been fighting in Yemen since March 2015, without much success.

Though Votel explicitly denied that Washington’s mission in Syria is to counter Iran, he said that the US should “build [a] strong relationship” with the Iraqi military and the Syrian Democratic Forces (SDF) “to impede Iran’s objectives in establishing lines of communications in these critical areas.”

Intervention by the US-led coalition and “regional powers” – by which Votel presumably meant Turkey – has already “blocked Assad’s ability to recapture major portions of northern Syria,” the general said, referring to Syrian President Bashar Assad.

He also talked about “ad-hoc democratic organizations” that have been established in territories liberated from IS by the SDF, which rely on US and coalition funding for survival. Continued funding would “help them maintain popular support and set conditions for enduring, stable governance,” said Votel.

However, US efforts to work with the Kurds in northern Syria have been threatened by the recent Turkish military incursion into the Kurdish-held district of Afrin. While the Kurdish militia that are there are not part of the US-backed SDF, there are family and tribal ties between them.

“Our alliance with Turkey is paramount,” Votel said, “but we must continue to urge restraint as their actions have clearly increased risk to our campaign to defeat ISIS.“

The CENTCOM chief also argued that Moscow and Tehran are seeking an end to the Syrian war because they are pouring “billions of dollars” in aid into Damascus.

Yet, in the same hearing, he argued that Russia “has to admit it is not capable or that it doesn’t want to play a role in ending the Syrian conflict,” and that Moscow’s role was “incredibly destabilizing.” No explanation was offered for the discrepancy.

Feed the world: Russia beats US and even USSR in wheat exports
About half of the world's 194 countries buy their wheat from Russia. This was reported by Bloomberg, adding that the total food exports from Russia amounted to a record $19 billion last year. The growth was 25 percent, the best figure since 2012.

The largest buyer of Russian food was Egypt (1.74 billion dollars), mainly buying wheat. In second place - China with 1.72 billion. Among the main consumers are also South Korea, Turkey and Kazakhstan.

In the 2016-2017 agricultural year, which ended June 30, Russia sold a record 35.5 million tons of grain on world markets, including 27.1 million tons of wheat.

According to the US Department of Agriculture, in the past season, the United States exported 28.1 million tons of wheat. Russia, following the results of the grain year 2017-2018, exported 36.6 million tons of wheat, which is the maximum indicator for any country in the world over the past 25 years. In comparison with the previous season, the growth is more than 30 percent, or about 9 million tons.

In 2017, Russia, for the first time, broke the absolute record of the USSR for volumes of grain crop harvested, which was established in 1978 and amounted to 127.4 million tons. For Russia, the volume of grain yield was 132 million tons.

US Set to Open Fresh Nuclear Talks With Saudis to Secure Lucrative Reactor Deal

TEHRAN (FNA)- The US is reportedly set to resume talks with Saudi Arabia to secure a lucrative deal for the construction of nuclear reactors in the Kingdom, under which Washington may pave the way for Riyadh to develop nuclear weapons by allowing it to enrich uranium.

The talks were frozen under the former US administration after the Saudis refused to accept Washington’s non-proliferation “gold standard” for civil nuclear cooperation deals, presstv reported.

The standard prohibits the recipient of the technology from enriching uranium and reprocessing plutonium, which could be used to produce fuel for nuclear weapons.

Under US President Donald Trump, however, the two sides have resumed discussing nuclear cooperation, despite Riyadh’s continued insistence on bypassing that standard.

US Energy Secretary Rick Perry will meet with Saudi Arabia’s Minister of Energy and Industry Khalid Bin Abdulaziz al-Falih in London on Friday in “a crucial step” in the Trump-era nuclear discussions, Bloomberg reported on Tuesday.

The report said Washington is considering whether to give into Riyadh’s demand in return for the regime to pick US contractors for building reactors in Saudi Arabia.

The Kingdom seeks to set up 16 nuclear power reactors over the next 20 to 25 years at a cost of more than $80 billion.

Analysts said the US may be ready to give up the “gold standard” in an attempt to prevent the profitable agreement from going to other potential contractors, including Russia and China.

However, some US congressmen have protested the absence of transparency in the issue.

“Congress remains in the dark about what exactly is being considered, why we may be re-evaluating our non-proliferation objectives and standards, and how and when this information is being conveyed to Saudi Arabia and other countries around the world,” Senator Edward J. Markey said in a letter to Perry and Secretary of State Rex Tillerson.

On Sunday, The New York Times warned in an opinion piece about the prospect of the emergence of a nuclear Saudi Arabia.

“There are growing signs that the Saudis want the option of building nuclear weapons to hedge against their archrival, Iran,” the paper added.

In 2015, Iran and the world countries, including the US, reached a landmark nuclear deal, which put limits on Iran’s domestic nuclear program in exchange for the lifting of nuclear-related sanctions against the country.

The agreement has been invariably hailed as a pillar of regional and international stability.

While apparently trying to turn a blind eye to what Riyadh could do with its unbridled nuclear program, Washington under Trump has been viciously pushing to kill the accord or withdraw from it, citing it as “the worst deal ever negotiated.”

Trump visited Saudi Arabia on his first foreign trip last year, signing a deal with the Kingdom to provide it with $110 billion worth of weapons. Washington has been a major supporter of the Riyadh regime in its deadly war against Yemen.

IRGC Quds Force Official Stresses US Failure in Assassinating General Soleimani

FARSNEWS2018/2/27
IRGC Quds Force Official Stresses US Failure in Assassinating General Soleimani
TEHRAN (FNA)- A top official at the Islamic Revolution Guards Corps (IRGC) Quds Force said the US has failed in its frequent attempts to assassinate Quds Force Commander Major General Qassem Soleimani in Iraq and Syria.

"The Americans would assassinate General Soleimani in the Syria and Iraq wars if they could in a bid to prevent the Islamic Republic from meeting its objectives, but they couldn’t," Iranian Supreme Leader's representative at the IRGC Quds Force Ali Shirazi said on Tuesday.

He said that anyone, including General Soleimani, who stands against the bullying powers will be threatened by them, adding that the Iranian General mobilized forces in Iraq and Syria to confront the ISIL terrorist group.

Former Iranian Ambassador to Jordan Mostafa Moslehzadeh revealed in late December that the US has been hatching plots for 14 years to assassinate General Soleimani.

"Based on US documents, the Americans have been seeking to assassinate him (General Soleimani) since 2003. This plot has been officially raised at the US Congress. It has also been said that abduction of a number of Iranian diplomats in foreign countries had been conducted because abductors had thought that General Soleimani was among them," Moslehzadeh, now a university lecturer, said, addressing a forum in Tehran.

He noted that the US considers General Soleimani as the cause of its defeats and failures in the region.

CIA Director Mike Pompeo acknowledged early in December that he had written a letter to General Soleimani to warn him about the US interests in Iraq, but the general refused to read it.

“I sent a note. I sent it because he had indicated that forces under his control might in fact threaten the US interests in Iraq,” Pompeo made the announcement at a defense forum at the Ronald Reagan Presidential Foundation and Institute in Simi Valley, California.

"He refused to open the letter-didn’t break my heart to be honest with you," Pompeo added.

Battered by foreign-backed terrorist groups such as the ISIL, Iraq's central government has sought the assistance of its Muslim neighbor, Iran, to defend its borders and bring security back to the country.

"What we were communicating to him (General Soleimani) in that letter was that we will hold him and Iran accountable ... and we wanted to make sure that he and the leadership of Iran understood that in a way that was crystal clear.”

In a recent congratulatory message to Supreme Leader of the Islamic Revolution Ayatollah Seyed Ali Khamenei, General Soleimani hailed the “great victory” over the ISIL terrorists.

General Soleimani in his message in November blamed the US for all crimes committed by the ISIL terrorist group in the regional states, and said the Iraqi and Syrian governments and armies as well as the Hashd al-Shaabi (Iraqi popular forces) and the Lebanese resistance group led by Seyed Hassan Nasrallah certainly played a decisive role in defeating the ISIL.

"Definitely, the valuable role of the nation and servant government of the Islamic Republic, specially the honorable president, parliament, the defense ministry and the military, law enforcement police and security organizations of our country in supporting the aforementioned governments and nations is appreciable," he added, stressing the important role of the wise leadership of Ayatollah Khamenei and senior Iraqi Shiite cleric Ayatollah Ali Sistani in the victory over the ISIL terrorist group.

"...Having accomplished the Albu Kamal liberation operation, the ISIL's last stronghold (in Syria), pulling down the US-Zionist (ISIL) group's flag and hoisting the Syrian flag, I declare the end of" ISIL control, General Soleimani concluded.

US Continues Bombing Raids against Syria Gov't Forces

US Continues Bombing Raids against Syria Gov't Forces
TEHRAN (FNA)- Local sources in Eastern Deir Ezzur reported on Tuesday that the US-led coalition warplanes carried out several bombardments against the Syrian Army troop's strongholds.

The sources said that the fighter jets pounded the army positions at the Northern entrance of Deir Ezzur city near al-Salehiyeh settlement, adding that the Syrian air-defense units opened fire at invading American jets.

The officials in Damascus and Washington have yet to comment on the incident.

Other sources, which preferred to remain anonymous, said that the pro-government forces have reportedly captured 22 areas in a bid to take back energy resources in the rebel-held regions in Deir Ezzur province, but they had to retreat, however, following the US heavy airstrikes.

A media outlet reported earlier this month that a US Army attack drone destroyed a Syrian Army tank in Eastern Deir Ezzur to become the second raid in a week by the US air force on the Syrian army.

The Arabic-language website of Reuters quoted a US official as reporting that an MQ-9 drone of the US forces destroyed a Russia-made T-72 tank of the Syrian Army in Deir Ezzur.

Also, the US army announced that it destroyed a tank that had entered the fire range of the US-backed militants.

In the meantime, a US official, who requested anonymity, disclosed that at least two pro-Syrian government forces were killed in that attack.

The drone attack on the Syrian tank was the second US attack on Damascus forces in last week.

The US-led coalition carried out several airstrikes on Syrian forces in Deir Ezzur province in early February.

The US military claimed that so-called anti-ISIL coalition forces repelled a threatening Syrian Army-led attack consisting of five hundred troops – backed by artillery, tanks, multiple-launch rocket systems and mortars against positions of Arab and Kurdish militias at energy fields near the town of Khasham on the Eastern bank of the Euphrates River in Deir Ezzur province.

According to reports, more than 100 pro-government forces were killed in the airstrikes carried out by the US-led coalition in Syria's Deir Ezzur.

Iran Blasts US, Britain, France for Massacre of Yemeni Women, Children

FARSNEWS2018/2/27
Iran Blasts US, Britain, France for Massacre of Yemeni Women, Children
TEHRAN (FNA)- Iranian Foreign Ministry Spokesman Bahram Qassemi slammed the US, Britain and France for escalating war in Yemen through their arms shipments and supports for the Saudi-led coalition, saying the three UN Security Council member states are responsible for the pains, sufferings and massacre of women and children in Yemen.

Qassemi blasted the US and Britain for their unconstructive role in the UN Security Council in the past three years and their attempts to legitimize the aggressors in the Yemen war, stressing the need for ending the Saudi-led aggression against the poor Arab country.

"All those who play a destructive role by selling modern weapons, enlarging the arsenals of aggressive countries and intensifying the crisis and instability in the region have the responsibility to defend and protect the defenseless Yemeni women and children who are facing a humanitarian crisis that has been brought about by devastating war and sanctions imposed on the country," he underlined.

Qassemi also referred to the US, Britain and France's failure in their attempts at the Monday meeting of the UN Security Council to condemn Iran for alleged supply of missiles to Yemen, and said they should account for the crimes committed against the oppressed Yemeni people as main supporters of the aggressors and suppliers of deadly arms to them.

His remarks came after Russia vetoed a UNSC resolution based on a UN report condemning Iran for what it called as violating an arms embargo by sending weapons to Yemen.

Backed by the United States and France, the British-drafted resolution was supported with 11 votes in favor on Monday, before Russia used its veto and other member states abstained from voting.

The US had repeatedly called for the imposition of a renewed embargo on Iran, claiming it was sending Iranian manufactured missiles to Yemen.

It also claimed that these missiles were used to launch an attack on neighboring Saudi Arabia - which along with several Sunni Arab countries – has launched a war against its poor neighbor since 2015.

In relevant remarks earlier today, Iranian Ambassador to London Hamid Baeidinejad underlined that Washington experienced a complete failure in the Monday meeting of the UN Security Council which was due to condemn Iran for the alleged supply of missiles to Yemen, adding that even the western states didn’t fully support the US.

"In the resolution on Yemen, the US didn’t pay any attention to Yemen (at all) and it pursued three goals: to declare Iran as a state that has breached sanctions against Yemen, to link the Yemen resolution and implementation of Resolution 2231 in connection with missile issues and bring up Iran's missiles (power) issue on the UNSC agenda, and finally, to pave the ground for the imposition of new UNSC sanctions against Iran by introducing Iran as a violator," Baeidinejad wrote on his Telegram account.

He noted that the US didn’t even have the full support of the western countries. So the text underwent many changes and its condemnations changed into concerns, he added.

"But these changes were not so much to meet Russia's concerns and therefore, the resolution was vetoed and the US and Nikki Haley (the US ambassador to the UN), in person, faced a complete fiasco," Baeidinejad said.

At least 15,700 people have been killed since the onset of Saudi Arabia’s military campaign against Yemen in 2015. Much of the country's infrastructure, including hospitals, schools and factories, has been reduced to rubble due to the war.

The Saudi-led war has also triggered a deadly cholera epidemic across Yemen.

According to the World Health Organization’s latest tally, the cholera outbreak has killed 2,167 people since the end of April 2017 and is suspected to have infected 841,906.

Damascus Demands UNSC to Stop US-Led Coalition's War Crimes against Syrians

Damascus Demands UNSC to Stop US-Led Coalition's War Crimes against Syrians
TEHRAN (FNA)- The Syrian Foreign Ministry asserted that the international alliance’s persistence in committing massacres against the Syrian people and supporting the remnants of ISIL and restructuring them confirms that the alliance’s only goal is to undermine Syria’s sovereignty, unity, and territorial integrity and to prolong the crisis.

In a letter addressed on Tuesday to the UN Secretary-General and the head of the Security Council, the Ministry said that the letter follows up on tens of letters detailing the massacres committed by the so-called international alliance against Syrians, the most recent dated February 21st, SANA reported.

The letter said that the US-led alliance committed two new massacres against Syrian civilians on Sunday February 25th, 2018, when its warplanes bombarded the homes of civilians in the villages of al-Shaafa and Dhahret Alouni villages in Eastern Deir Ezzur, killing 29 civilians and inflicting severe injuries on tens of others, most of them women and children, in addition to causing damage to civilians’ homes, properties, and infrastructure in the villages.

“The Syrian Arab Republic demands that the Security Council to shoulder its responsibility of preserving international peace and security and act immediately to stop the war crimes and the crimes against humanity committed by this alliance’s against the Syrian people and ensure that they do not reoccur,” the Ministry said.

The letter concluded by asserting that Syria demands ending the illegal presence of US forces on Syrian soil and preventing the US from implementing its suspicious plans that seek to divide Syria and plunder its resources, saying that this most recent crime and the crime of demolishing Raqqa city uncover the true face of the US administration’s policies, policies that must be condemned and exposed.

Democracy Now & guest slammed for backing ‘neocon project of regime change in Syria’

RT2018/2/26
Democracy Now & guest slammed for backing ‘neocon project of regime change in Syria’
Journalist Max Blumenthal called out Democracy Now for pushing for regime change in Syria. The move sparked a war of words between guest Wendy Pearlman and others on Twitter.

Tweeting footage from a Democracy Now discussion about Syria, Blumenthal questioned the news outlet’s apparent backing of “the neocon project of regime change in Syria.” He also pointed to guest Pearlman’s earlier calls for the US to provide air cover to extremist groups in Syria, highlighting just how poorly that strategy worked in Libya.

In his critique of Democracy Now’s coverage, Blumenthal also invoked Pearlman’s 2014 call for the US to further arm the Free Syrian Army. Her article dismissed 12 common arguments against US intervention, including fears arms would end up in the hands of other extremists or that Syria would end up like Iraq and Afghanistan.

Indeed, it has since been revealed that those US weapons given to Syrian rebels did end up in Islamic State (IS, formerly ISIS) hands. The same thing happened when the US approved arming rebels in Libya in 2011 – the arms fell into extremist hands, and Libya remains a failed state.

The Twitter argument then switched to Palestine. A professor at Northwestern University and advocate of Palestinian non-violence, Pearlman has written two books on the Palestinian struggle for statehood. “Of course, she would never even think about calling for the US military to protect Palestinians or give them arms,” Blumenthal added to his criticism.

Pearlman is also a former fellow of the US Institute of Peace which, as RT journalist Dan Cohen noted, is a federally-funded organization to “promote international peace and the resolution of conflicts,” and whose board is appointed by the president. Pearlman replied that she received a dissertation grant from USIP with “zero political input or strings attached.” A 2016 article by former USIP vice president Daniel Serwer calling for the US to bomb Hezbollah if it didn’t follow its order to leave Syria was quickly shared by Blumenthal in response.

Pearlman was soon met with social media users pointing to the presence of Al-Qaeda and IS fighting Syrian government forces, while Blumenthal and others were accused of being Russian trolls for even questioning calls to arm militants.

外国語も日本語の方言も言語の多様性という面で変わりがないだろうに。

Daily 5-hour humanitarian pause introduced in E. Ghouta starting Feb 27

RT2018/2/26
Daily 5-hour humanitarian pause introduced in E. Ghouta starting Feb 27 – Russian MoD
A daily humanitarian pause will be established in East Ghouta, Syria, starting from February 27, the Russian Defense Ministry has said. That will give civilians an opportunity to flee the fighting areas.

“As ordered by the Russian president, a daily humanitarian pause from 09:00 to 14:00 (local time) is being introduced starting February 27 to avoid civilian casualties in East Ghouta,” the ministry said in a statement. It also said that a special humanitarian corridor would be established for the civilians to leave the area. Coordinates for the corridor have already been prepared, the ministry added.

The Russian military then suggested introducing similar measures for some other Syrian regions that remain “hotspots of tensions.” They particularly said that another humanitarian corridor could be created for the refugees, who are currently living in the Rukban camp near the town of Al-Tanf, which is controlled by the US-led coalition. Such measure would allow the people to “freely return to their homes and to peaceful life,” the statement notes.

The Syrian city of Raqqa, which once was the de facto capital of Islamic State (IS, former ISIS/ISIL), also still suffers from a dire humanitarian situation following its liberation by the Syrian Democratic Forces (SDF) backed by the US-led coalition, the Russian ministry said as it called for the creation of a special humanitarian commission under the auspices of the UN to assess the situation on the ground.

Raqqa is still in ruins and is full of dead bodies, the ministry said, adding that some districts of the city are filled with unexploded ordnance. Yet, the relief and reconstruction work in the city has not started as no humanitarian organizations are apparently allowed into the city, it added.

On Saturday, the UN Security Council unanimously adopted a resolution on 30-day ceasefire in Syria. The resolution does not apply to IS, Al-Nusra Front or any other terrorist organization.

シリア政府にとって東グータの奪還は至上命題

RT2018/2/26
‘Syrian ceasefire problematic because of sponsors fueling violence’
Terrorist groups have instructions to escalate violence in Syria, and are so desperate that they could resort to using chemical weapons, political science professor Maged Botros told RT.

Syria's ceasefire agreed upon by the UN Security Council on Saturday appears already to be unraveling with reports of violations in the Damascus suburb of Eastern Ghouta.

The Western media was quick to point the finger at the Assad government. Damascus has been bombing Eastern Ghouta for a week, targeting Al-Nusra Front terrorists – something which is allowed under the UN resolution.

However, according to the Russian Defense Ministry, it was militants in Eastern Ghouta who violated the truce. Moscow says Damascus was shelled several times after the ceasefire came into force.

Political science professor Maged Botros says the violence is unlikely to end soon.

In his view, while the ceasefire could break the “vicious circle of seven years of human atrocities,” no government would “allow its capital to be shelled all the time.” Besides that, he told RT, the Syrian government is alleging that the terrorists are using human shields in Ghouta.

He is also skeptical that the truce will work “simply because there are sponsors of violence, they are fueling violence: you have Qatar, you have Turkey, you have other states, they have interests in Syria.”

Following the vote, Russian Ambassador to the UN Vassily Nebenzia said that “it would be naive to think that internal Syrian questions can be solved by a resolution.” He added that Moscow had “supported the intentions” behind the document, but that no ceasefire was possible “without agreement from warring parties.”

According to Botros, “all the parties involved have interest to continue on with this violence.

In a joint telephone call with the Kremlin on Sunday, Germany’s Angela Merkel and France’s Emmanuel Macron urged Russian President Vladimir Putin to ensure the ceasefire was fully implemented as soon as possible.

Botros argues though that it is not in Russia's hands as Moscow cannot put pressure on terrorist groups.

“Terrorist groups have instructions to escalate violence. Terrorist groups are in the state of desperation. They are so desperate that I can believe that they use chemical weapons as the last card on the table,” he told RT.

‘It is imperative for the Syrian govt to take over Eastern Ghouta’

Dr. Jamal Wakeem, professor of history and international relations at Lebanese University in Beirut, told RT that “the US thinks that the ceasefire was meant not for the Syrian government to take control of Eastern Ghouta, which should remain a region to direct a threat to the capital, to Damascus.”

RT: Do you think this ceasefire will be possible to implement?
Jamal Wakeem: I believe that the ceasefire is conditional and this is noted in the UN resolution because the Syrian government and its Russian ally will continue its operation against Al-Nusra and ISIS (Islamic State/IS) which are on the terrorist lists. This is on the one hand. And on the other hand, I believe that we need to see what would be the reaction of the US because the US was the one to call for the UN resolution, for the ceasefire at the beginning. However, the Russian intervention amended this ceasefire to fit the needs for fighting terrorism in Syria. While the US thinks that the ceasefire was meant not for the Syrian government to take control of Eastern Ghouta, which should remain a region to direct a threat to the capital, to Damascus. And there were plans to link Eastern Ghouta to Al-Tanf region controlled by the US, to open a corridor that would allow US troops and US-backed terrorists to reach the outskirts of Damascus. I don’t trust the American intentions.

RT: Turkey claims the resolution doesn’t affect its operation against Kurdish groups in Afrin. Is this a fair interpretation of the ceasefire agreement?

JW: The Turks are manipulating the resolution the way they want because so far after one month of military operation they didn’t achieve tangible results in the outskirts of Afrin. They couldn’t take hold of the city. The Kurdish parties mended fences with the Syrian government. And the city went back to government control in Syria. Erdogan wanted that a certain situation would be imposed in northern Syria that could fit his own interests and that he could present it as a gain to the Turkish public. And that is why the Turkish government declared that… it will continue its military operation.

RT: With parts of Eastern Ghouta occupied by terrorist groups that are not party to the ceasefire, how can any safe humanitarian access be guaranteed?

JW: I believe that the humanitarian aid that the US called for is a mere pretext for it to open the corridor to the terrorists and to supply them with ammunition and with other logistics. I believe that this was the true intention of the US. That is why I believe that Russians has to intervene and to amend the resolution as to fit the strategy of fighting terrorism, mainly ISIS and Al-Nusra. We need to admit the fact that the US is using terrorist groups as tools for its war by proxy on the Syrian government and on Syria and also on the Iraqi government to control these two countries that are highly strategic for American geopolitical strategy in the region.

Eastern Ghouta is the last stronghold for the terrorists to direct attacks on the Syrian capital. The insurgents or the terrorists are launching continuous attacks on civilians in the eastern part of the city. And many civilians have died so far. That is why for the Syrian government it is imperative to take over Eastern Ghouta.
