A Chinese regional daily has published a piece advising citizens of Jilin Province, which neighbors North Korea, on what to do in the event of a nuclear attack. The guide includes colorful cartoons.

China’s state-affiliated Jilin Province daily newspaper issued a full-page report informing civilians on the effects of nuclear weapons and how to protect themselves, Chinese media reported on Wednesday. The northeastern region is close to the North Korean Punggye-ri nuclear test site and shares a vast border with it.

The report describes in detail how dangerous nuclear weapons can be and what happens following the explosion. Light radiation, blast waves, early-stage nuclear radiation, nuclear electro-magnetic pulses, and radioactive pollution can cause serious destruction and casualties, the article says. Apart from detailed descriptions of the effects, the piece also discusses wartime air raids.

The practical part instructs people caught in an attack both inside and outside to take cover once they see the flash of an explosion, feel shockwaves, and are affected by optical radiation. People who are outside during a nuclear attack should lie down or dive into water if possible. Those who are indoors should lie in a corner or hide under a table or bed, and as soon as the shock wake passes, immediately close the doors and windows to prevent radioactive dust from entering the house.

Commenting on the article, widely discussed by Chinese netizens, state-run Global Times newspaper said there is no need for panic, despite the deteriorating situation in the region and the need to “brace for the worst scenario.” It added that there is little chance that Chinese soil would come under attack, but warned that “as a powerful nuclear state, China will resolutely return like for like.”

Tensions are running high on the Korean Peninsula, with Pyongyang continuing missile and nuclear tests as the US holds drills with its regional allies near the North Korean border. 多臓器不全というのはこういうことなんだ バックアップは身代金詐欺にも有効

パソコンの不調で時間を取られています。
とりあえずサブパソコンは、電源ユニットを取り換えたので当面は凌げるのではないかと、GM-10を動かそうとしました。ところが、エラーが出てソフトが起動しません。

再インストールもやりましたがダメ。おかしいなと思っていると、HDの辺りからガリガリという音が!!

最も恐れていた事態です。少しでもファイルを救出しようとHDを外して外付けにできるというケーブルで他のパソコンにつなぎますが、認識しません。

さあーて困ったぞ。自分で作成したファイルはDVDでバックアップを取っているし、システムのバックアップもあるから完全にとはいかなくとも、だいたい復元できるはずですが、うたい文句と実態が違うのは、半ば常識。

振ってみると別にカラカラと音を立てたりしません。まだ動くかも。HDをまた元に戻してスイッチを入れるとWindowsが起動しました。いまだ!

FFTPを立ち上げてパソコンの中の自作分ファイルを片っ端からレンタルサーバーにアプロードします。サーバには十分な空きスペースがあります。コピー開始から約1時間、15,000ほどのファイルを移し替えました。

どこまで救出できるか分かりません。DVDのバックアップと合わせて使えば今後の作業にそれほど支障は出ないでしょう。

午後から始めて深夜までに35,000ほどのファイルをレンタルサーバーに移しました。18時間ほどかけて、HDのCドライブとDドライブのめぼしいファイルをレンタルサーバーにアプロードしました。ファイルの数は6万近くに上りました。

コピーが終わりHDにスキャンをかけて最終的に寿命が来たことを確認しています。新しいHDが届き次第、復旧作業に入らざるを得ないでしょう。

HDのスキャンが終わったら、画面が暗転しすぐ再起動になりました。結果はどこへ? イベントビューアーというパソコンの経歴を見れるページを開けると今年の夏ごろから警告やエラーが急激に増えています。よく持ったものです。イベントビューアーはこの5年間1回も見かなったのです。その前はしばしば開いてヒヤヒヤしていたものですが。

37,580,280バイトが修理されたということですね。これがなくてもイベントビューアーのレポートからHDの交換は避けられません。いつパタッと逝くかわからない状態だったのです。

ほんの2か月前までは、カネもないしパソコンの更新は考えていませんでした。寄付をいただいたおかげでGM-10を入手でき、それを使って試行錯誤していたら、最初にCPUの冷却に問題が疑われ、シリコングリースを塗りなおしました。次いで電源ユニットに疑いが生じ交換しました。そして今度はハードディスク。

5年もフルに使ってきたからもう寿命なのだと思います。特にこの1か月ほど酷使しましたし。もう苛酷な労働から解放してやってもいいと考えていますが、スクラップにしてしまうのは少し忍び難い気も。

電源ユニットで4千円、ハードディスクで6千円ほどかかります。まあそこまでは直してやりましょう。そして復旧できれば、苛酷な使い方をしない友人にやって余生を送らせましょう。復旧できなければ、リナックスを入れてほどほどに使います。

5年間ノートラブルであったことのありがたさを噛み締めます。

この作業の間にくしくも読者からパソコン身代金詐欺の情報が入りました。ハッキングされてカネを要求されたと。マカフィーを名乗るインド訛りの英語をしゃべる相手だったと。

会社のサーバーなどは、復旧に時間がかかりますから身代金を払うことが多くなるでしょうが、個人が家庭で使うパソコンはそもそも復旧するまでもないものが多いはずで、使用期間が長くなったものは安いパソコンに買い替えて終わりという手もありますので慌てないことです。

アンチウィルスソフトのカスペルスキーは、パソコン身代金詐欺の予防をうたっています。

予防も重要ですが、システムとデータのバックアップを取っておけば、ハードディスクを交換してバックアップしてあったシステムとデータを戻すことで元のパソコン機能を取り戻すことができます。

一般には消えたら困るデータ量は少ないでしょうから、そういういうものはUSBメモリーに入れて使うときだけパソコンに差すという使い方が良いでしょう。

そしてハッキングされてパソコンが使えなくなったらHDを取り外して誰かに初期化してもらい、バックアップデータから復旧すればよいのです。

6年以上前のHDを捨てる前にチェックしていますが、当時のHDの容量はデスクトップで60ギガとか80ギガ、ノートパソコンでは20から30ギガです。今は30ギガなら外付けHDよりもUSBメモリーのほうが段違いに扱いやすいです。新品のPCのシステムバックアップも30ギガのUSBメモリーで足りるでしょう。

HDの復旧まで含めて誰かに頼むとそれなりの時間を使わせます。タダでと言うのは虫が良い話。こういう作業をタダで頼むのは止めましょう。手間賃を払うとなれば、身代金の額との兼ね合いでしょうか。身代金の相場が高ければ、人質取り戻しの請負料も高くなるでしょう。

パソコンは標準的な機械を、使い方に応じて処理能力を考慮して買うのが一番です。日本のメーカーのものは、何かを仕込んであることが多く、汎用部品が使えなかったり、修理が困難だったりします。

友人が数か月前に買ったのは、日本製の7、8万もする器械です。着脱容易なストレージ増設の機能があると聞きましたが、修理をしながら何のファイルをそんなに何ギガも貯め込むつもりなんだろうと想像して一人笑っていました。また、国民生活センターに相談したりするんでしょうね。まあ、まだまだ意欲があるのはいいことで同慶に堪えないというべきなんでしょうね。

2017/12/6、HDが届きました。復旧作業はすんなり終わるはずと期待して作業を始めましたが、途中でエラー。やっぱりか! USB変換ケーブルにつないでフォーマットしたり手間がかかります。昔のパソコンは、HDを何個もつなぐことができましたが、今はそうではないので小道具が必要ですし、はたして成功するのかも見通しがありません。

新しいHDを追加でフォーマットして再度復元を試みたら、今度はDVDから新しいパーティションにファイルのコピーが始まりました。やれやれと他の作業をしながらDVDドライブに手が触れたらガリガリガリとものすごい音。ハードディスクがいかれたと思ったのもこの音でした。あれれ、あの音はDVDからでハードディスクではなかった?

DVDを長らく読んでいましたが読めないところがあるらしく、途中でキャンセルになりました。DVDドライブのエラーがなければ復元は成功したのかもしれません。

5年も保存していたDVD4枚、使えなくなりました。

さあどうする。よく考えると、HDにはそんなに大きな損傷はないはずです。データのバックアップも取れました。ならば、現時点のシステムでバックアップをとってはどうか。外付けで使えるHDにバックアップを取り始めます。今終わり、システム修復ディスクも作りました。復旧できるか引き続きやっていきます。

古いHDを本体から外し、新しいHDをはめます。システム修復ディスクをDVDドライブに入れ、USB接続のケーブルにイメージバックアップを入れたHDをつなぎ、電源オンで復元が始まりました。

これは成功しました。Cドライブ丸ごとコピーしましたのでシステムと普段使うファイルが新しいPCにコピーされました。

システムのファイルの一部が壊れていそうなのですが、とりあえずデフラグをして作業は終わり。後は使いながら不都合がないか見ていきます。

バックアップは、そのパソコンと同程度の容量の外付けハードディスクを用意して、Cドライブのイメージを書き込んでおくのが良いようです。システムと常用のファイルがバックアップされます。そのほかシステム修復ディスクという、PCを起動させるためのディスクが必要です。

パソコンの内部を開けたり、パーツを取り換えてみたりして感じたことは、安いパソコンは5年程度で耐用年数が来るように作ってあるということです。ぴったり5年で不調になった私のパソコン、よくできていたのかもしれません。

VDVドライブは、以前からメディア挿入時にメディアを固定するところがないために不安に感じていました。新しい機械のDVDドライブは中央の穴をパチンと固定するようになっています。

パソコンの修理はこれで終わりです。この器械のDVDドライブは使わないようにします。

明日は、スティックパソコンに挑戦です。

古いハードディスクは、3GBなどという小さな容量しかないものも残っていましたので、いくつか捨てました。

A woman who had her reproductive capacity removed under Japan’s Eugenic Protection Law plans to sue the government, demanding an apology and compensation. About 84,000 people were sterilized using the notorious legislation, which was only abolished in 1996.

“What she experienced was nothing but inhumanity and a disregard for human rights,” said the sister-in-law of the woman, who plans to file the first-ever lawsuit of this type in the Sendai District Court in January, according to the Asahi Shimbun newspaper. “Somebody should speak up to redress such suffering because the victims are getting older.”

The 1948 law was aimed at “preventing the birth of inferior offspring” and nominally intended to limit the births of children of rape victims, and those with life-threatening diseases. However, it was frequently cited to administer forced sterilizations on those with genetic disorders, psychiatric illnesses and other disabilities.

The case of the plaintiff, whose name has not been publicized, is particularly egregious. She suffered brain damage in early childhood due to the anesthesia gone wrong, and her family says that they suffer no known genetic defects.

While in most cases, family approval was necessary, the local prefecture panel that ruled on such cases could also make a unilateral decision. 16,000 people are thought to have been sterilized without consent in post-war Japan, most while under state oversight in psychiatric and disability care homes and hospitals.

Archive documents show no evidence that the woman instituting the lawsuit, who was 15 at the time, was even informed of why a tubal ligation was about to be performed on her, while reasons for the surgery are listed as “hereditary intellectual disability.”

“Authorities might have labeled her condition as ‘hereditary’ just to go ahead with the surgery. It is totally unacceptable,” said the plaintiff’s relative.

The intervention had lifelong consequences. The teenage girl suffered abdominal pain and scarring following the procedure, and later had to have her ovaries removed as a result of complications.

Attempts to find her a husband also failed, her family said, as potential suitors did not want a wife who would not be able to bear children.

“We are going to dispute the appropriateness of the Eugenic Protection Law, which we believe deprived disabled people of their right to determine whether they want to reproduce. We are also going to pursue the responsibility of the state, which still has not provided compensation for the human rights violations,” said Koji Niisato, the lawyer representing the family. He added that a helpline for other victims will be set up, with a view to launching a class action lawsuit against the government.

Both the UN and the Japan Federation of Bar Associations have recently recommended the government compensate victims of the eugenics program.The Japanese government has been slow to react, however, claiming that most procedures were legal under legislation at the time, and that illegal cases should be taken up with the individuals responsible, most of whom are long-retired or dead. It was likely fearful of engaging in a years-long and costly legal process, but with the floodgates now seemingly breached, it now appears likely.

While eugenics laws were applied to sterilize up to 400,000 people in Nazi Germany, they did not disappear even in several democratic states after World War II. Most notoriously, over 20,000 people had their reproductive capacity taken away between the 1930s and 1970s in Sweden, though there, the government has apologized for the practice, and paid out compensation to victims.

Russian President Vladimir Putin says that all major Russian companies, both state-owned and private, must be ready for a rapid transition to war-time operations, adding that the capability is crucial to national security.

According to the Kremlin press service, the Russian president made the statement on Wednesday at a conference with senior defense ministry officials and top managers of major defense companies.

The Russian leader added that he and senior defense officials already discussed the issue in 2015 and 2016, and asked those attending the meeting to report which problems of the previous years had been dealt with and which had not.

The conference concerned the results of the Zapad 2017 military exercises held by the Russian and Belarusian military forces in September. Russia sent around 3,000 troops to neighboring Belarus, where they trained at six locations, along with 7,000 soldiers and officers from the host nation. Russia accepted Belarusian troops at three of its own military sites.

Fewer than 13,000 troops took part in the exercise in total, according to figures from the defense ministries of Russia and Belarus. Around 70 aircraft, 680 armored vehicles, including 250 tanks, 200 artillery guns, and 10 warships, were deployed by the two nations.

N. Korea open to talks if recognized as nuclear power – Russian delegation to Pyongyang

Pyongyang fired the Hwasong-15 missile on Wednesday. It splashed down in the Sea of Japan, according to the South Korean, Japanese, and US militaries. North Korea claimed the missile reached an altitude of around 4,475km and flew 950km during its flight, which lasted 53 minutes.

According to a South Korean defence ministry spokesman, the missile is a new type of intercontinental ballistic missile that can fly over 13,000km. “It's assessed that the flight test was successful,” the spokesman said, as cited by Yonhap news agency. “In the case it were fired at a normal angle, it would be capable of flying over 13,000km. That means it can reach Washington DC.”

If the missile fired on Wednesday was indeed a Hwasong-15, it would represent a new development in Pyongyang’s nuclear program. The other launches that took place in 2017 are understood to have been the older Hwasong-14 ICBM, or the intermediate range (IRBM) Hwasong-12.

“Tipped with super-large heavy warhead,” the missile is “capable of striking the whole mainland of the US,” a statement from North Korea said on Wednesday, as cited by KCNA Watch. The aim of the missile is solely “to defend the sovereignty and territorial integrity of the country from the US imperialists’ nuclear blackmail policy and nuclear threat,” according to Pyongyang.

Moscow condemned the launch, calling it “a provocative act that triggers further escalation and moves us further away from crisis settlement,” Kremlin spokesman Dmitry Peskov told reporters on Wednesday. “We do condemn the launch and hope all the parties will exercise restraint which is so much needed to prevent the situation in the Korean peninsula from going the worst way.”

The US has been consciously provoking North Korea to take action, Russian Foreign Minister Sergey Lavrov alleged after Pyongyang’s latest ballistic missile test. Moscow suspects the US wants a pretext to attack North Korea, he said.

US B-1B bomber flies over Korean Peninsula in show of force – S. Korean media

An American B-1B Lancer strategic bomber and F-22 Raptor stealth fighter jets accompanied by South Korean military aircraft have conducted simulated bombing drills in the skies over South Korea amid rising tensions on the peninsula, Yonhap News Agency says.

The maneuvers are part of the unprecedented joint air force Vigilant Ace 18 drills which kicked off Monday.

The drills staged by the US and South Korea feature hundreds of warplanes conducting mock attacks on North Korean nuclear and missile objects in different war scenarios, but are claimed to be of a “defensive nature.”

On Wednesday, the US Air Force dispatched B-1B aircraft, F-22 Raptor fighter jets, as well as several F-35 stealth jets and F-16 fighter planes to take part in joint drills at the Pilsung Firing Range in Gangwon Province, Yonhap reports, citing the Joint Chiefs of Staff. Seoul sent F-15Ks and KF-16s to join the American squadron.

The total number of warplanes taking part in the maneuvers was not revealed, and there could be more than one B-1B bomber. But Washington usually sends two B-1Bs to the area.

It is the first time the fifth-generation jets joined the Vigilant Ace exercise.

The B-1B, commonly referred as the ‘Bone,’ is a heavy strategic bomber used by the US Air Force. It can deliver non-precision gravity bombs, with a maximum speed of 1,450kph and takeoff weight of up to 216,000kg.

The bombers have been deployed in combat operations in Afghanistan and Iraq since 2001. At least six such warplanes are reportedly stationed in the US base in Guam in the western Pacific Ocean, and Washington could use them for a preemptive strike on North Korea’s missile sites, according to NBC.

The US reportedly has a plan for a preemptive strike on North Korean missile sites with bombers stationed in Guam, should Donald Trump order it. It is apparently viewed as “the best of all bad options” amid mounting tensions between the states.

An attack by Rockwell B-1 Lancer supersonic heavy bombers from Andersen Air Force Base in the US territory of Guam makes up a major part of the plan, senior acting and retired military officials told NBC news.

“Of all the military options … [President Donald Trump] could consider, this would be one of the two or three that would at least have the possibility of not escalating the situation,” retired Admiral James Stavridis, former Supreme Allied Commander Europe and an NBC News analyst, said.

At least six B-1B bombers are currently at the base, which is located some 3,200km from North Korea, NBC reports.

The B-1B, manufactured by Boeing, has served in the US military since 1985, according to data from the company. Its maximum takeoff weight can reach 216,000kg.

Nicknamed “The Bone,” the plane can reach a speed of 1,450kph. The bombers have been deployed during combat operations in Afghanistan and Iraq since 2001.

Around two dozen North Korean “missile-launch sites, testing grounds and support facilities” would be apparent targets of the US military planes, according to sources cited by NBC.

However, the plan involving B-1 bombers is not the only option as an attack may also come from “land and sea − and cyber.”

While admitting that “there is no good option,” a senior intelligence official with a knowledge of the matter said bomber strikes remain “the best of a lot of bad options.”

Implementing such a strike plan, however, could trigger an escalation of the crisis, Stavridis warned. He pointed out that North Korea would respond “at a minimum against South Korea,” while in the event of larger military action, it would not spare Guam from a strike either.

Meanwhile, the website of the Defense Video & Imagery Distribution System (DVIDS), run by the US Army Department, did record any maneuvers of B-1 bombers at the Guam base.

On one occasion in July this year, the bombers took part in a 10-hour mission into Japanese airspace and over the Korean Peninsula.

Tensions between Washington and Pyongyang were exacerbated after a new round of sanctions by the UN Security Council on North Korea earlier in August, which followed fresh missile tests by Pyongyang. Apart from trading verbal punches, both parties are flexing their military muscles as well.

In July, North Korea claimed to have test-fired two intercontinental ballistic missiles (ICBM). However, Russia said that the missiles were intermediate range, not ICBMs. In response, the US and South Korea repeatedly fired surface-to-surface missiles into neutral waters close to North Korea.

In one of the latest shows of force, the US military test-launched a Minuteman III ICBM missile from a US Air Force base in California.

In another sign of mounting tensions, Pyongyang said that it was working on a plan to launch a medium-range ballistic missile at the US forces in Guam. President Donald Trump has said that North Korea “will be met with fire and fury like the world has never seen.”

US Secretary of State Rex Tillerson recently tried to calm the situation, saying that North Korea poses no “imminent threat” to the US and that “Americans should sleep well at night.”

Russia and China have repeatedly called for a political solution to the long-standing crisis and the renewal of the ‘six-party talks.’ Moscow and Beijing are opposed to any further missile launches carried out by North Korea, while they also call on the US to halt military drills in the region.

Turkey threatens to ax diplomatic ties with Israel if US recognizes Jerusalem as capital
Turkish President Recep Tayyip Erdogan said Tuesday that US recognition of Jerusalem as Israel’s capital would be a “red line” for Muslims. He also warned such a step would force Ankara to cut diplomatic ties with the Jewish state.

“This could go as far as cutting our diplomatic relations with Israel. You cannot take such a step,” Erdogan told a parliamentary group meeting of his ruling Justice and Development Party.

The Turkish president also said he would call for a meeting with the Organization for Islamic Cooperation to oppose any move recognizing Jerusalem as Israel’s capital. He said the measure would not only be a violation of international law, but also “a big blow to the conscience of the humanity.”

US President Donald Trump was expected to weigh in on the sensitive foreign policy matter Monday, but public warnings from allies and private phone calls between world leaders led to the White House delaying its decision. Turkey has been a vocal critic of the proposed move.

“If the [current] status of Jerusalem is changed and another step is taken... that would be a major catastrophe,” Deputy Prime Minister Bekir Bozdag said during a televised press conference on Monday, as quoted by AFP. “It would completely destroy the fragile peace process in the region, and lead to new conflicts, new disputes and new unrest.”

The decision has been postponed once already by the new administration. “The president has been clear on this issue… It’s not a matter of if, it’s a matter of when,” White House spokesman Hogan Gidley said. Israel regards Jerusalem as its capital, although the international consensus is that the holy city’s status should be determined in peace talks with the Palestinians. Palestinian leaders hope to claim the eastern part of the city as their own capital.

Israel has long insisted that Jerusalem is its capital, but all foreign embassies are located in Tel Aviv. In October, Trump temporarily waived a law requiring the US to relocate its embassy to Jerusalem. The Jerusalem Embassy Act was passed during Bill Clinton’s first term in 1995, but has been waived every six months by US presidents ever since.

Turkish-Israeli relations have faced setbacks in the past. In 2011, Turkey expelled the Israeli ambassador to Ankara and downgraded diplomatic relations after Israel refuses to apologize for the deaths of eight Turkish citizens and a Turkish-American during a raid on a ship carrying aid to Palestinians in Gaza. Full diplomatic relations were not restored until 2016. More recently, Erdogan threatened to cut ties with the Jewish state over its support for an independent Kurdish state.

Trump to recognize Jerusalem as Israeli capital, but delay embassy relocation – reports
US President Donald Trump is expected to announce official US recognition of Jerusalem as Israel's capital on Wednesday, according to various reports citing US and White House officials. The US Embassy, however, will not be relocated immediately.

The US Embassy move from Tel Aviv would be a symbolic and substantive shift in US policy on the Israel-Palestine question. While the US ostensibly supports a two-state solution, it could be extremely detrimental to any peace deal, as Palestinians view East Jerusalem as the rightful capital for their own future state.

Sources close to the White House told ABC News and the Associated Press that recognizing Jerusalem as Israel's capital will not be a political statement. Part of Jerusalem could still potentially be a capital for a Palestinian state, ABC News reported.

Trump is expected to sign a six-month waiver for a 1995 US law mandating the embassy move to Jerusalem. The process for opening a new embassy would take years, and US law requires the president to keep waiving the move requirement until a new embassy is ready to open.

The US has a consulate in Jerusalem, as does Hong Kong, the only other foreign consulate in the holy city. The Jerusalem Consulate serves Jerusalem and the Israeli-occupied territories in the West Bank and Gaza Strip.

Trump's Wednesday speech will reportedly balance the shift towards Israel with a renewed promise to pursue Arab and Palestinian interests in achieving peace and statehood for Palestine.

In October, Trump said he wanted to give a Middle East peace deal “a shot before I even think about moving the embassy to Jerusalem,” in an interview with Mike Huckabee on TBN.

EU warns US about ‘consequences’ of moving its embassy in Israel to Jerusalem
EU foreign policy chief Federica Mogherini has warned the US against moving the country’s embassy in Israel to Jerusalem, saying it could jeopardize the peace process in the region.

The decision, if acted upon, would threaten the “meaningful peace process” and the two-state solution, Mogherini said during a joint press conference with US Secretary of State Rex Tillerson Tuesday.

“We believe that any action that would undermine these efforts must absolutely be avoided. A way must be found, through negotiations, to resolve the status of Jerusalem as the future capital of both states, so that the aspiration of both parties can be fulfilled,” she stated.

Late Monday, Mogherini warned about the possible consequences and “repercussions” which the decision to recognize Jerusalem as Israel’s capital might trigger.

“Since early this year, the European Union was clear in its expectation that there can be reflection on the consequences that any decision or unilateral action affecting Jerusalem's status could have. It might have serious repercussions on public opinion in large parts of the world,” she said while speaking to Jordanian Foreign Minister Ayman Safadi, according to a press release.

Fears that Trump might finally move on the sensitive issue and move the US embassy to Jerusalem, effectively recognizing it as Israel’s capital escalated last week. Moving the embassy was one of his major pronouncements during Trump’s presidential campaign.

Trump was expected to make the announcement Monday, but postponed it amid a wave of public calls and private pleas from world leaders. The White House, however, made clear that the president has already made up his mind on moving the embassy, while the announcement was being held off. “The president has been clear on this issue… It’s not a matter of if, it’s a matter of when,” White House spokesman Hogan Gidley said emphatically.

While Israel regards Jerusalem as its capital, the international community insists that the status of the city should be determined in the peace talks with the Palestinians. Several UN resolutions explicitly states that no diplomatic missions be established in Jerusalem.

The US has been considering to move its embassy to Jerusalem for two decades now. While the Jerusalem Embassy Act was passed in 1995, it has been waived every six months by US presidents since then.

British spies thwart terror plot to ‘blow up & assassinate’ PM May – reports
British intelligence has allegedly foiled a terrorist plot to assassinate Prime Minister Theresa May, one of nine terrorist schemes thwarted so far by UK spies in 2017, local media are reporting.

Two men were arrested last week for plotting terrorist atrocities in the UK, British news outlets reported Tuesday. Naa’imur Zakariyah Rahman, 20, from north London, and Mohammed Aqib Imran, 21, from Birmingham, were apprehended during security raids and charged with preparing and assisting in acts of terrorism. They are due to appear before the Westminster Magistrates court Wednesday.

While no initial information about the alleged plot conceived by the two men was made public, a number of British media outlets reported that the suspects planned to assassinate the British PM at her residence at 10 Downing Street. The planned attack was reportedly revealed by Andrew Parker, head of the United Kingdom’s domestic counterintelligence and security agency (MI5), who briefed Cabinet ministers in London.

The suspects allegedly planned to detonate a homemade improvised explosive device at Downing Street before storming the building to assassinate May. The plot was foiled thanks to the joint efforts of Scotland Yard, MI5 and West Midlands Police which have pursued the suspects “over several weeks,”according to Sky News.

The alleged plot to kill May is just one of the nine deadly schemes that British intelligence had reportedly scuppered in the past 12 months, Parker told the PM and her senior ministers Tuesday, the prime minister’s official spokesman said after the meeting.

“Mr. Parker said that nine terrorist attacks had been prevented in the past year,” the spokesman said. “There have been five attacks that have got through, four of which are related to Islamist terrorism.”

Parker also warned the ministers that the threat from Islamic State (IS, formerly ISIS/ISIL) is still very real despite the terrorist group’s demise in Iraq and Syria. The danger, MI5 believes, “has spread into new areas, including trying to encourage attacks in the UK and elsewhere via propaganda on social media.”

Parker’s disclosure came hours after the publication of an independent assessment by David Anderson QC, which examined the handling of intelligence by police and security officials leading up to four Islamist-linked attacks in the UK from March to June that left a total of 36 people dead.

“Despite elevated threat levels, the fundamentals are sound and the great majority of attacks continue to be thwarted,” Anderson said. “But the shock of these incidents has prompted intensive reflection and a commitment to significant change.”

“In particular, MI5 and the police have identified the need to use data more effectively, to share knowledge more widely, to improve their own collaboration and to assess and investigate terrorist threats on a uniform basis, whatever the ideology that inspires them,” he added.

Commenting on the report’s findings, Amber Rudd, the Home Secretary, told the House of Commons Tuesday that “the pace of attacking planning had increased significantly this year.”

“Plots are developing more quickly from radicalization to attack, and threats are becoming harder to detect,” she added, according to the Independent. “We must learn all that we can from these attacks, and make sure our overall counter-terrorism response is equal to the shift we have seen in the threat.”

ドイツは、今年の春ころから米国追従一辺倒ではないとのニュアンスを強く滲ませた政権内からの発言が増えていました。NATOの演習で、対ロシア追加制裁で、対トルコでも突出した強硬意見、シリア問題でも。
今回の外相の発言は、それを確認するものです。ガブリエルはトランプが大統領になってから米国の政策が変わったと述べ、それをドイツの国際政策変更の主要事由としてあげています。
中東諸国が米国に距離を置き、ロシアに顔を向ける動きが強まっていますが、欧州でも米国離れが見られるようになったことはやはり注目されます。

米国国防総省元職員の肩書きでRTのインタビューに登場したMichael Maloof氏は、「イラン核合意問題での米国の対応によっては、同盟国が米国を貝殻追放する効果を持つこととなり、イラン問題や他の国際問題、特に中東の国際問題を扱う場合にロシアが「唯一の大人」として中心に位置することになる」と述べました。このような流れの一環とも言え、注目されます。

イエメンの元大統領でアンサルーラと協調していたとみられるサレ元大統領が裏切りだと糾弾されてサナアから逃亡の途中殺害されました。元大統領の一人はサウジにかくまわれて対イエメン戦争の推進役になっています。サレ元大統領がサウジとの交渉を進める立場を示し、それが裏切り行為だとされていますが、以前からサレの動きはよくわからないものでした。サレの支持者が武装してアンサルーラなどと戦っていますが、これらの武装兵士は日雇い労働者です。彼らの賃金がどこから来ているかを考えれば、サウジなどの連合と裏で通じていることは確実で、対立の構図ははっきりしました。イエメンがリヤドの空港に続いてバーレーンの発電所をミサイル攻撃したと伝えられています。サウジはミサイルを撃ち落ちしたとしていますし、UAEはミサイルは飛んできていないと発表していますが、正確な事実を伝えてはいないようです。

イスラエルのエルサレム首都移転にイスラム国が強く反発
トルコのエルドアンが激しく反発していますし、ヨルダンも他のイスラム国と会議を持つとしています。サウジの反応はまだ聞こえてきませんが、親米中東諸国の支配層にとっては手痛い打撃です。

シリア、イラク関係のニュースはめっきり減りました。最近注目された情報では、イランのIRGCソレイマニ将軍のイラク、シリアでの作戦指揮に対する高い評価とともに、CIAの長官がデリゾールの前線にいるソレイマニに手紙を送ったが、ソレイマニは受け取らなかったとされています。手紙には、米国の利益を損なうなとの趣旨が書かれていたとも言われています。米軍は、シリア戦争が終結に向かった際に本当の姿をあらわにしてしまいました。

シリアのクルドは、米軍から武器の供給を受け、戦闘現場では米軍の空爆援助を受けていましたが、トルコの抗議で武器供給が途絶えることになりました。終盤ではクルドのSDFはISISと入り混じって北部シリアを移動していましたし、デリゾールからのISIS兵士とその家族の大量脱出を助けたとされています。

シリア軍とSDFの衝突が近いのではないかと懸念されましたが、ユーフラテスより北の地域の部族がロシアに援助を求め、数十人の代表がロシア軍と会合を持ったとされています。ロシア軍は、このグループの要請に応じて北部シリアで空爆を重ねていたことが最近になって判明しました。

朝鮮半島問題は、ますます緊張が高まっていることは確かですが、よくわからないのが韓国の動きです。自分たちの置かれた状況を分かっているのだろうか? と感じたりします。

そんな中で日本の記事を見つけました。なかなか面白いのですが、海外のメディアが伝える情報に比べると著者の個人的な指向性が大変強く出ています。

B地点から南西方向にある浪江駅まで直線距離約5km。浪江駅前では完全防護の装備をした人が細長い棒を拾っていたとの情報があります。

先日、ウォーキングで出会ったご婦人は被曝問題にそれほど知識がありませんでした。いろいろ説明しても「一度くらい(福島に)行ってあげないと・・・」と言いますから、「ええ、(今の病気が悪くなって病院通いや入院を繰り返して)早く死にたければそうしたらよいです。ただ、そういう人がいるために福島の子供が逃げられないという声もあることはお忘れなく」とはっきり伝えました。

こういうことを言うから、ブログの読者がどんどん減っている・・・止むをえませんね。いつまでも継続できるわけでもないし。
