サウジ国王がモスクワ訪問 石油減産とテロ支援停止がセットか

サウジの国王は、加齢による健康状態の悪化が伝えられていました。それでもモスクワに飛びました。モスクワ到着は夜。
国王をそれに駆り立てたもの、それは国家財政の建て直しに見通しをつけたいという切実な思いに他ならないでしょう。戦争とテロ支援で新たな資源を手に入れることなど現実的ではなかったのです。

まずは財政再建となれば、テロ支援や戦争を止める、そして石油減産による価格回復で財政収入のさらなる落ち込みを食い止める。そのとき、効果ある措置を講じられるかはロシア次第。ロシアとともにイランの協力を得ることもできます。

ロシア側も、石油価格の安定は望むところ、石油で協力してテロ支援を止めさせることが出来れば、メリットは大きいです。

米国と親密でも結局は武器を売りつけられてカネをふんだくられるだけ。欧州諸国も同じです。息子に王位を渡すに当り、最後にしてやれることは何か。今の状況下での史上初の国王のモスクワ訪問。米国やイスラエルなどには衝撃でしょう。会談後の報道に注目です。

当初の記事(10/5午前2時)で上のように書きました。10/6会談が行われましたが、10/6午後10時現在、まだ会談結果が流れていません。

この会談について、 Al Jazeera News2017/10/5は、「希望に満ちたサウジ国王のモスクワ訪問だが何も変わらないだろう」との論調でした。国際石油エコノミストのMamdouh Salameh氏は、"Riyadh is trying to diversify - not only economically, but politically. That is why they have approached Russia so as not to place all of their eggs into one basket"と述べています。さて。

Saudi King’s historic visit to Moscow: Middle East, bilateral issues on table
King Salman of Saudi Arabia arrived in Moscow on Wednesday; the first such visit by a reigning Saudi monarch. He will meet Russian President Putin to discuss trade, economy, investment, and conflicts in north Africa and the Middle East.

King Salman is scheduled to meet with Putin on Thursday after arriving in the Russian capital on Wednesday.

“The leaders will consider joint steps to further develop bilateral cooperation in the trade, economic, investment and cultural-humanitarian areas,” the Kremlin’s press service said, commenting on the visit.

The two leaders are also expected to discuss defense industry cooperation, according to Kremlin spokesman Dmitry Peskov.

He said Moscow and Riyadh have “broad prospects” for cooperation as the potential of bilateral relations between Russia and Saudi Arabia is “far from being fully unlocked.”

On Friday, the Saudi King will meet with the Russian Prime Minister Dmitry Medvedev to discuss some economic issues, including major infrastructure projects.

Russian Foreign Minister Sergey Lavrov believes that the King’s visit will become “a milestone event in our relations bringing our cooperation to a totally new level,” he told Asharq Al-Awsat, an international Arabic newspaper, on Wednesday.

“Our common objective is to increase our trade turnover and expand the commodity component of it, which – we both think – has yet to correspond to the significant potential.”

The Russian diplomat also believes that the Saudi King’s visit to Moscow will contribute to the conflict resolution in the Middle East.

Lavrov’s words were partly echoed by his Saudi counterpart, Adel Jubeir, who said he expects that after the visit relations between Russia and Saudi Arabia will move from good to excellent, as reported by Interfax.

“The visit … is considered to be historic, as this is the first visit of the head of the [Saudi] Kingdom to Russia. A number of important documents are expected to be signed,” Jubeir said at a meeting with the Speaker of the Russian Federation Council, the upper chamber of the Russian parliament, Valentina Matvienko.

The Saudi diplomat also has “no doubt” that this visit will be successful.

Riyadh and Moscow are jointly working on the implementation of OPEC-Plus agreements to reduce global oil production.

OPEC and Russia are leading the effort to stabilize crude oil prices, which have more than halved since 2014. In May, they signed an agreement to cap oil production through to March 2018 due to increasing output from the United States. However, it did not stop oil prices from slumping.

On Wednesday, Putin said that he believes that the agreement on the oil cuts between OPEC and non-OPEC countries could be prolonged, so that the deal would potentially be extended beyond March 2018.

Saudi Arabia to produce iconic Russian Kalashnikovs under new deal
Russia and Saudi Arabia have reached a deal allowing the production of the iconic Kalashnikov assault rifle in the Gulf Kingdom.

The initial licensing agreement between the Russian state arms exporter Rosoboronexport and Saudi Arabian Military Industries (SAMI) was signed in Moscow on Thursday.
According to Rosoboronexport, the deal allows “production of Kalashnikov AK-103 assault rifles and cartridges for various purposes.”

SAMI also confirmed the signing of the Kalashnikov deal with Russia to Reuters.

The agreement was one of the multitude announced by Moscow and Riyadh during King Salman’s visit to the Russian capital.

Among them was a preliminary deal to purchase S-400 air defense systems and receive “cutting edge technologies” from Russia, SAMI said as cited by Arab News.

The Russian contracts are “expected to play a pivotal role in the growth and development of the military and military systems industry in Saudi Arabia,” SAMI said in a statement.

AK-103 is an offshoot of the iconic AK-47 rifle, which was designed by Mikhail Kalashnikov back in 1947.

The AK-47 has been the standard issue assault rifle of the Soviet and then Russian Army since 1949.

Its durability, low production cost, availability and ease of use promoted the AK-47 to becoming the most circulated weapon in the world.

The militaries of more than 100 nations are armed with Kalashnikovs, with an estimated 100 million working AK-47s currently in circulation.

Besides Russia, the Kalashnikov rifles are being produced in more than 30 countries, including China, India, Poland, Ukraine and the US.

However, Kalashnikov Concern has been complaining on numerous occasions that their product is being copied without proper licensing by many foreign manufacturers.

Saudi Arabia looks to Russia as counter-balance to American power & influence - analyst

Riyadh is trying to diversify - not only economically, but politically. That is why they have approached Russia so as not to place all of their eggs into one basket, Mamdouh Salameh, international oil economist & consultant to World Bank, told RT.

King of Saudi Arabia Salman bin Abdulaziz Al Saud on Thursday paid a historic first official visit to Russia. He met with Russian President Vladimir Putin to discuss “joint steps to further develop bilateral cooperation in the trade, economic, investment and cultural-humanitarian areas.”

The meeting has sparked heated speculation among observers as so many things - from the ongoing war in Syria, to oil production - are connected to Saudi Arabia and Russia.

RT: What does this visit mean for the future of Saudi-Russia relations?

Mamdouh Salameh: It is an extremely important visit, because it is the first by a Saudi monarch since the establishment of the Kingdom of Saudi Arabia in 1932. You must realize that Saudi Arabia and Russia are the only two producing oil countries, which can flood or starve the global oil market. Therefore, they have a great influence on the global economy and the price of oil.

However, the cooperation between Saudi Arabia and Russia could support the oil price, to start with, and maybe they may agree to extend the production cuts for further three months, maybe till the end of the year. President Putin has already indicated that could be the case. Here we can see also a rise in the importance of Russia in Middle Eastern and global affairs under Putin.

Such cooperation between Saud Arabia and Russia could be a positive, or could reflect positively on the conflict in Syria. Although Saudi Arabia and Russia are on opposite sides. Any cooperation between them could calm the situation. And who knows – they could reach eventually a break in the deadlock and bring peace to Syria.

RT: How significant is this meeting particularly for the oil and energy sector?

MS: It is extremely important. As I said, Saudi Arabia and Russia are the biggest oil producers. Their agreement has engineered the introduction of the production cuts. Now their cooperation could help extend the production cuts and thus bolster the oil price in coming months. The oil price has failed so far to break through the important $60 barrier, and there are many reasons for that. I think an agreement between Saudi Arabia and Russia to extend the production cuts could enable the price to break through the $60 level before the end of the year.

RT: Saudi Arabia and Russia are not exactly in line when it comes to politics. Do you think they'll be able to put their differences aside and do business together?

MS: As you realize, Saudi Arabia is on the opposite side from Russia. Saudi Arabia supports the opposition. Russia supports the regime of Bashar al-Assad of Syria. Any growing friendly relations between Saudi Arabia and Russia will reflect positively in the situation in Syria. And remember, there is a huge geopolitical shift by Saudi Arabia in trying to establish good relations with Russia – it is trying not to put all its eggs in one basket. They are trying to diversify - not only economically, but politically. That is why they approach Russia - to establish relations with them as a counter-balance to the American presence completely, and not only that, but by the fact that there is some coolness in the relations between Saudi Arabia and the US.

降雨による線量率上昇のようです。








他県と比較しても、降雨時も青森県はとりわけ線量の上昇が大きいように思われるとのモニターの所見があります。

2017/10/5夜になって九州の東側と四国、本州の南岸の一部で降雨、線量率が上がっています。



伊方原発で放射性物質大量放出の場合の拡散の基本型がこれ。大分県は人口動態が相対的に良くないときもありました。西向きの風は少ないのですが、これを見ると大分市、国東半島は影響圏であることがわかります。


福島県は24時間降水量ゼロ、それでも数箇所で線量率上昇。

定期検査中に冷却水漏れ=伊方原発、環境影響なし−四国電
 四国電力は5日、定期検査中の伊方原発3号機(愛媛県伊方町)で、放射性物質を含んだ1次冷却水が漏れるトラブルがあったと発表した。原子炉格納容器内にとどまっており、環境への影響はないという。
 四国電によると、5日午前11時半ごろ、定期検査の準備で1次冷却水を抜く作業中、配管とホースのつなぎ目から、冷却水が漏れているのを運転員が見つけた。漏水は現在、止まっている。
 漏水量は推定約530ミリリットル。放射能量は最大140万ベクレルで、国への報告基準の5分の2相当という。四国電は原因を調べる。(2017/10/05-22:50)

線量率上昇地域と降雨の地域とに違いが出ています。

ISIS carries out attacks from US-controlled ‘black-hole’ area near Al-Tanf base – Russian MoD
The 100km area around the US Al-Tanf base near the Syrian-Jordanian border has become a “black hole” which ISIS terrorists use to carry out attacks against Syrian troops and civilians, the Russian Defense Ministry said.

The base, set up by the US in April 2017 near the border town of Al-Tanf, is becoming a problem for Syrian troops combatting Islamic State (IS, formerly ISIS/ISIL) terrorists in Deir ez-Zor province, the statement says.

“Unlawful establishment by the US of this military base on Syria-Jordan border in April this year has been publicly justified by ‘the need to conduct operations against IS,’” the statement reads.

However, “there were no reports of a single American operation against Islamic State during the six months of its existence,” The Russian Defense Ministry said.

“Though the Pentagon repeatedly claimed that the base is used to train the so-called ‘New Syrian Army’ by the coalition instructors from the US, the UK and Norway,” it has become “a 100-kilometer black hole” on the Syria-Jordan border, the statement added.

The ministry also accused the US of not letting humanitarian convoys through the area to reach the Rukban refugee camp, which is located close to the base.

The camp is reportedly hosting around 60,000 women and children from Raqqa and Deir ez-Zor.

The refugees in Rukban serve as a “human shield” for the American base, the ministry’s spokesman, Major-General Igor Konashenkov, said.

FBI must work undercover with ISIS, even during attacks, to climb group's ranks - criminal attorney

Entrapment is never good, it is always harmful, and it is never a way to find the perpetrators of an attack because criminals are going to be able to carry this out, Jennifer Breedon, international criminal law attorney, told RT.

The FBI is being sued by a victim of an ISIS-inspired attack in 2015, during a controversial 'Draw Muhammad' cartoon drawing contest in Texas. The lawsuit alleges the bureau may have been complicit in the terrorist incident by not acting upon early warnings signs.

RT spoke with Jennifer Breedon, international criminal law attorney, for her take on the case.

RT: What do you think about the Garland terror attack controversy?

Jennifer Breedon: Obviously this new case that is coming out is very shocking and surprising. More details are going to be emerging, as the only security guard that was injured, besides the two terrorists that died, is now suing the FBI. It is very troubling to know that not only was the FBI aware of this attack, but likely perhaps complicit in carrying it out and even enticing the two terrorists to carry out the attack in Garland, Texas.

RT: Why, in your opinion, did the FBI fail to prevent the attack, since they knew about it?

JB: That is what the case is boiling down to. Some of the facts are indicating that they had an undercover agent that was trying to get in with ISIS – trying to find out these ISIS groups, and he wanted to make himself higher up in ISIS ranks to know more of their fighters. Apparently, he stayed in the car behind them, which came out in another case filing with the FBI. They did not prevent it because if the attack had been carried out successfully, and people died, it was likely this undercover agent and his supervisors in the FBI felt that this would promote him up to high ranks within ISIS – the undercover agent would be promoted up, because the attack was then successful. So he did not prevent it for that reason. Now, he didn’t have a legal duty to prevent it, but it is certainly is negligence at the very least, especially if he enticed the two terrorists to come all the way from Arizona over to Texas just so that he could follow them – see that they were doing, and if the attack carried out then he would be able to be further on the ISIS web.

RT: According to statistics, undercover sources are used in more than half of ISIS-related terror cases in the US. So, this is a common thing for the US now?

JB: It is. And it is very sad, because it shows a complete disconnect between lots of US investigative sources. For example, under the Obama administration, news came out under the Department of Homeland Security (DHS), it was shown that they told the (DHS) to stop looking at religious inspiration, in fact if ISIS declares that they are a radical Islamist ideology, you’re not allowed to even consider Islam; you’re not allowed to even investigate if mosques are extremist, if there is extremist preaching coming out. The DHS says law enforcement isn’t even allowed to look at that.

Because of that you have the FBI now going out needing to do these undercover operations to get inside their minds to find out, where the links are, because there is literally no other way under US laws for them to investigate, who’s going to be an extremist and who’s not, unless they pretend to be ISIS themselves and go into this, carrying out things such as the Garland Texas attack, and other things like that. So it is very troubling to see the complete disconnect and how in the DHS - specifically under the Obama era - they were trying to pass these laws to say: "You can’t do anything. You can’t even consider the religion," when ISIS themselves says: it is all about their religion, and I would just spend time in the Middle East.

Muslims in the Middle East, Muslim governments, look at the religion, they look at the mosques, the extremist teachings all the time to find ISIS affiliates. So it is very troubling to think that because we have such a disconnect here in the US between our law enforcement, our FBI agents have to go undercover and commit these egregious things to make sure there is an attack just to get evidence to find ISIS sources.

RT: What do you think about the entrapment practice as a whole? Is it doing more harm or good?

JB: I think right now it is doing more harm. Entrapment always does more harm. So legally speaking, entrapment is just a defense. So it is a defense against a criminal charge. If somebody is charged with a crime, then they can say, “Well, I was entrapped into carrying this out." Legally it just acts as a defense; it can’t be something that you would sue over per se, but entrapment is basically when the government or government affiliates come in and either coerce somebody they think might be linked to terrorism or criminal activities, coerce them into committing a crime, or encourage them to commit this crime, so that the government can then arrest them.

Entrapment is never good, it is always harmful, and it is never a way to find the perpetrators of an attack because criminals are going to be able to carry this out. What we need instead of entrapment, we need to allow investigative bodies - like the DHS and others - to look at the intention of groups like ISIS, whether that’s their religious institutions or other things like that. We need to allow them an investigative authority so that they don’t have to resort to such a dangerous practice like entrapment.

State Dept approves $113mn sale of air-to-air missiles to Japan amid N Korea tensions

The US State Department has approved the sale of $113 million-worth of US-made air-to-air missiles known as AMRAAMs to Japan, as war talk between Pyongyang and Tokyo heats up.

The weapons package is expected to include up to 56 AIM-120C-7 Advanced Medium-Range Air-to-Air Missiles (AMRAAM), manufactured by Raytheon in Tucson, Arizona. The final sale, however, has yet to be negotiated between the US and Japanese governments, Defense News reported.

This week, the Pentagon’s Defense Security Cooperation Agency notified Congress about the potential sale, DSCA said in a statement.

The AMRAAM missiles can be carried by a wide range of fighter jets to shoot down targets in the air.

“There will be no adverse impact on US defense readiness as a result of this proposed sale,” DCSA said in its statement. However, Defense News reported that Raytheon is currently struggling to fill US demands for the AMRAAM due to difficulties in refreshing components that are becoming obsolete.

The proposed sale comes as the United States and North Korea exchange threats of mutual destruction, with the latter saying it may target US allies in the region South Korea and Japan.

Japan’s campaign to put pressure on North Korea to relinquish its nuclear program is a “suicidal deed” that will bring “nuclear clouds” to the country, said a commentary released by the North’s state-controlled news agency this week, according to the Independent.

“What is needed is not dialogue, but pressure,” Japanese Prime Minister Shinzo Abe said at the UN General Assembly in September, as he urged the international community to abandon attempts at dialogue with the North. “For North Korea, dialogue was instead the best means of deceiving us and buying time,” he said.

North Korea had carried out a series of nuclear tests over the past few months, in response to which the UN Security Council imposed several rounds of biting sanctions against Pyongyang.

Having approved the sanctions and condemned the North’s nuclear tests, UNSC permanent member Russia has urged all sides to cool down their rhetoric and engage in dialogue.

“All sides must ease the rhetoric and find ways for face-to-face dialogue between the United States and North Korea, as well as between North Korea and countries in the region,” Russian President Vladimir Putin said Wednesday. “Only this will help in finding balanced and reasonable decisions.”

“We’ve been clear that now is not the time to talk,” White House spokeswoman Sarah Huckabee Sanders told reporters Tuesday.

“The only conversations that have taken place were that... would be on bringing back Americans who have been detained,” Sanders said. “Beyond that, there will be no conversations with North Korea at this time.”

As the standoff continues between the North on the one side and the US and its allies on the other, a new study estimated that up to 2.1 million people would be killed if Pyongyang launched a nuclear attack on Seoul and Tokyo.

The report’s author, Michael J. Zagurek Jr., said that “history is replete with ‘rational actors’ grossly miscalculating, especially in crisis situations,” and that another nuclear or missile test might trigger a hostile reaction from the United States, prompting a nuclear strike from the North Korean regime.
