Mexican tourism falls dramatically due to rising drug cartel violence
Guests in Mexican hotels have canceled 35,000 booked nights in the coming year, as hotel occupancy tumbled 10 percent this year. The reason is an outbreak of violence near tourist hot spots.

While the Mexican peso is weak, which is usually a sign for more bookings, American tourists still prefer to stay away from Mexico. Gunmen opened fire at a Cancun nightclub in November, and an ice cooler containing two severed heads was found at the resort of Cabo San Lucas.

Murders have quadrupled in Los Cabos and doubled in Cancun this year. Authorities in Mexico recorded 2,234 homicides in June, making it the country's deadliest month in at least 20 years.

For the first six months of 2017, Mexican authorities opened 2,155 homicide investigations, 31 percent more than in the same period last year.

Homicides rose in Baja California Sur, the Gulf coast state of Veracruz and even in Mexico City, the places which had been long considered an oasis from drug cartel violence.

As a result, this August, the US State Department issued a warning, saying that “US citizens have been the victims of violent crimes, including homicide, kidnapping, carjacking, and robbery in various Mexican states.”

"Group tourism automatically went down the moment the warning hit," Carlos Gosselin, head of the hotel association for Cancun and Puerto Morelos told Bloomberg.

According to the report, hotel chains like Hilton Worldwide and Marriott International are spending millions to make guests return. However, Marriott told the media that “Mexico continues to be a desirable destination for visitors from around the world and we've had very few cancellations for the Holiday season due to this matter."

Barclays says the decline in tourism could cost Mexico half a percent of its gross domestic product. Mexico gets about $20 billion a year from tourism.

被曝問題に対する人々の姿勢が変化 次なる苛酷事故の際には阿鼻叫喚の混乱になるだろう

「危険厨」「安全厨」という分類があるらしいけど、危険厨(と見せかけていた?)アカウントが、コロッと安全厨にひっくりかえるケースが増えている。
フェーズの一貫性が取れないということは分裂しているということ。
あるいはそもそも何も考えてなかったか。

このブログ管理人は、ツイッターのフォロー先も少なく、参照しているサイトもデータ主体の公的運営主体によるものが主なので特に気付きませんでした。

ただ、このブログのアクセス実績を通じてわかるのは、平日午前中のアクセス数が数年前と比べて段違いに少なくなっていることです。この時間帯の読者は、主に主婦です。

菜っ葉大根情報は載せなくなりましたし、サプリメントなどの情報もありません。福島第一原発事故による健康被害情報は継続掲載していますが、事例的なものでも深刻度が高まっていて見たくない情報だということもありましょう。

管理人が現地調査に出かけて測定した結果は、エステーエアカウンターを使ってやっていたころはアクセスがありました。ですが、それがSOEKS、さらにMAZURと機器を高度化させてくるにつれてこういう測定結果の記事に対するアクセスが減っています。

とても不思議に思うのは、地名を伏せて深刻な被曝を受けるリスクが高い場所、つまり空間線量率が高いところ、表面汚染が強いところの記事を掲げても、全然照会などがないことです。

市原市については、年に何回も確認し、その都度場所の推定がつくような情報を加え、最後は地図まで掲げましたが1件のコメントも照会も意見もありませんでした。

鎌ヶ谷市については、放射能問題をテーマに活動している市民グループがあり、公園などで測定を行ってその結果を公表していますが、ガンマ線のみの測定では片手落ちです。道野辺小学校付近での測定結果も掲げましたが、1件のコメントも照会もありませんでした。鎌ヶ谷市では残念な事故が起きてしまいました。

松戸市新松戸近辺の測定結果については、当初から見出しを刺激的なものにしたためかそれなりのアクセスがありました。ただ、その前に掲載した高塚交差点の測定事例についてはアクセスが少なかったです。

こういう測定事例を掲載する際に、管理人はそれがどれほど危険なのか、という点については触れていません。被曝による健康障害の発生については学問的にも研究が乏しく、同じ場所に住んでいても生活行動で被曝態様が大きくことなるからです。それに最も大きな健康被害発生要因である吸気被曝は管理人の現地調査ではほとんど分かりません。

MAZURで測って地上高1m、急に65cpm(0.19μSv/h相当)が出れば放射性物質を含んだ気流が流れてきていると判断し、内部被曝回避のためにそこを退散する程度の対応しか自分自身できないわけですから。

危険度は、相対比較で見るしかありません。人口動態の指数化も地域相対比較を行って地域のリスク度合いを把握するためのものです。これは当初の狙い通りの成果を上げています。東京第23区の指数がワーストワンであることは、他にどんな要因で説明できるでしょう。

そう言えば、東京第23区に住むと言う方からのコメントも質問もほとんど記憶にありません。

放射能問題を勉強した人も知れば知るほどに事態の深刻さが分かってくる。そしてその問題がいつ終わるかも見えない。自分が死ぬまで続く。原発の再稼動が続き、更なる事態の深刻化も十分ありうる。

そこまで分かると、心因性の不整脈が出たりする人もおられるであろうことは良く理解できます。

食べ物に注意を払っていても、いつしか怪しげなものも口にするようになる。管理人もそうです。

被曝回避を社会制度的にビルトインしなければ、個人の負担が大きくなりすぎて被曝回避を長い年月にわたって維持するのは難しいのです。個人のレベルでも、近海魚は食べない、国産の乳製品は食べない、汚染地域産の農産物は産地で一律排除という割り切りをしないと、とても対応できるものではありません。それでも産地偽装もあって油断できない。

ただでも疲れきっているのに、ガンマ線以外のベータ線源やアルファ線源に気をつけろと言うサイトなどを眼にしたら、もう無理! ということになるのでしょう。

それも仕方がないと思います。それぞれの生き方です。私自身、他の模範となるほどに被曝回避を実践できているとは思いません。

ただ、そんなふうに現状を評価しつつ、次なる苛酷事故の際にはすさまじい被曝による健康被害が発生するだろう、自分の目で確かめる機会がないことを願っていますが、今は過去の被曝はさておいて次なる被曝回避をどうやって回避するか、それに関心を集中させています。

GM-10の貸出しを検討しているとあるところに書きましたが、これまでのところ反応なし。知ってどうする、もう避難のための引越しは嫌だ! どこに越したらよいか! 確かにその通りです。

The head of the Lower House Committee for Defense, a former commander of the Airborne Troops, says that by the end of 2017 the Syrian government will regain control of its eastern border and the Islamic State terrorist group will ‘cease to exist.’
“We count upon the scenario in which [Syrian] government forces restore control over the eastern border of the Syrian Arab Republic and the Islamic State ceases to exist as a military structure,” MP Vladimir Shamanov was quoted as saying by RIA Novosti. The MP was speaking at a meeting between members of the parliamentary defense committees of Russia and Kazakhstan on Monday.

Shamanov also stated that it was already clear that Russian Air Force had successfully fulfilled all major objectives of its Syrian operation.

Last week President Vladimir Putin said that Syrian government forces, supported by the Russian Air Force, had liberated over 90 percent of the country’s territory. Earlier, Defense Minister Sergey Shoigu said that before Russia sent its Air Force Group to fight the Islamic State, terrorists had controlled about 70 percent of Syrian territory.

Also on Monday Russian business daily Kommersant quoted unnamed “military-diplomatic sources” as saying that Russia planned to reduce its military presence in Syria in the nearest future, because the counter-terrorist operation was nearing its end. However, the sources noted that the anti-aircraft defense systems protecting sites used by the Russian Air Force would remain in the country.

Vladimir Putin’s press secretary Dmitry Peskov neither confirmed nor denied Kommersant’s report, saying that such decisions are never publicly announced.

Russia began its Air Force operation against the Islamic State terrorist group (IS, formerly ISIS/ISIL) in Syria on September 30, 2015, at the request of Syrian President Bashar Assad. In mid-March of this year, President Putin ordered Defense Minister Sergey Shoigu to begin the withdrawal of Russian forces from Syria, as most of the initial objectives of the operation had already been achieved by that time. However, the president also decided to maintain Russia’s military presence at the port of Tartus and at the Khmeimim airbase in order to monitor the ceasefire arrangements in Syria.

Al-Nusra terrorists may have received Syria ‘aid’ sent to rebels by Qatar, US, Saudis – Qatari ex-FM

Some of the military aid sent to the Syrian opposition by Qatar, Turkey, Saudi Arabia and the US may have ended up in the hands of Al-Qaeda-affiliated Al-Nusra terrorists, the Qatari foreign minister has admitted.

The revelations, which are the first of their kind to emerge, were contained in a statement by Hamad bin Jassim bin Jaber Al Thani, who served as Qatari foreign minister between 1992 and 2013. When the conflict started in Syria back in 2011, Hamad bin Jassim said that he went straight to the late Saudi King Abdullah, who then supported Doha’s plan on Syria.

While Qatar is now being accused by the Gulf kingdoms of backing terrorism, Hamad bin Jassim insists that when the Syrian crisis broke out, Doha, Riyadh and Washington were “in one and the same trench” in their vision on supporting anti-Assad militants. He made the comments during a television interview with Qatar TV in October.

According to the former minister, all aid destined for the Syrian rebels passed via Turkey and was coordinated with the US forces. “All aid distributed on Syrian territory was also coordinated by the US forces,” said Hamad bin Jassim who also served as Qatari prime minister between 2007 and 2013.

He did not specify who exactly was to receive the aid, but the US – together with Qatar, Saudi Arabia and Turkey – have repeatedly voiced their support for Syrian opposition and issued both humanitarian and military aid to anti-government militants.

Distributing aid wasn’t always smooth and on at least one occasion the shipment might have fallen into the hands of terrorists, which the former official suggested were from the group formerly known as Al-Nusra Front.

“Maybe there was some ‘interaction’ with Al-Nusra militants,” Hamad bin Jassim said. He did state that Islamic State (IS, formerly known as ISIS/ISIL) terrorists were not the ones who received this unspecified aid.

At the same time, he stressed that Qatar “stopped” all interactions with Al-Nusra Front after the group was formally recognized as a terrorist organization by the international community. However, he did not specify whether the group had been supported by Doha and its allies prior to this decision.

The politician apparently likened Assad and his government to “prey” that was hunted by the Gulf monarchies and their allies but eventually got away: “We’ve all focused on liberation of Syria, but we all were fighting over the prey [Syria] and now the prey is gone. And many people in Syria died,” he said.

With Syrian President Bashar Assad still in power after years of war, many countries have suggested that he should remain, the Qatari ex-minister said. He voiced his frustration that the then-allies did not coordinate their policy shift with Doha: “I don’t object to one changing his mind if he finds that he was wrong, but at least inform your partner.”

The Syrian war, which triggered a major refugee crisis, entered its sixth year last March. The Damascus government has repeatedly dubbed the US-led campaign in the region as "illegitimate.” In September, Syrian Foreign Minister Walid Muallem said that the US was enabling former Al-Nusra jihadists to subvert the Astana peace process.

According to data from Russian Defence Ministry, an offensive launched by Al-Nusra terrorists and their allies in Syria last September was orchestrated by US security services, aimed at derailing the Syrian Army operation near Deir ez-Zor.

This is not the first time that US aid has been found to have ended up in the wrong hands. In May, a declassified audit from the US Department of Defense showed that negligent accounting by the US military had resulted in the Pentagon not knowing what happened to more than $1 billion in arms and equipment meant for the Iraqi Army. The findings were made public as a result of a Freedom of Information Act (FOIA) request from human-rights group Amnesty International.

群馬県で弱視への取り組み強化

 眼鏡で矯正しても十分な視力を得られない「弱視」を3歳児健診で見逃さないよう、群馬県は今年から、健診担当者向けの講習会開催や独自の手引作成などの取り組みを始めた。50人に1人いるとされる弱視は、低年齢で治療を始めれば視力の回復を期待できるが、3歳児健診での見逃しが多いとされ、厚生労働省が今年4月、対策を求める通知を地方自治体に出していた。都道府県レベルの取り組みは珍しく、モデル事例として注目される。
専門家によると、視力は3〜5歳に急速に発達。発見・治療が遅れて6〜8歳を迎えると、脳の視覚領域が正常に発達せず、一生、弱視となる恐れがある。
 視力に関する3歳児健診の1次検査は一般的に、保護者が各家庭で専用キットを使って行うが、片目が弱視の場合などは手で目を隠しても、正常な目ですき間からのぞくことで見逃す可能性がある。家庭で「問題がある」と判断した場合に行う2次検査でも、眼科医でない医師や保健師らがチェックする自治体が多く、見逃し例があるという。
 群馬県は今年3月、県眼科医会の要請に応じて、保健師や小児科医らを加えた検討会議を発足させ、保健師らに弱視検査の注意点などを伝える講習会を開催。各家庭で行う1次検査の方法を分かりやすく解説したイラスト付きの手引(暫定版)も作成し、今夏から県内の市町村に配布した。
 日本眼科医会の2012年度の全国調査では、2次検査で「要精密検査」と判断されたにもかかわらず眼科を受診していない児童が38%もおり、県は今後、保護者への啓発にも積極的に取り組む。
 一方、県は弱視の早期発見に有効とされる「屈折検査」の必要性を強調。機器が高額で全国的に導入が進んでいない中、35市町村中、16市町村が今年度からの導入を決めた(4市町村が導入済み)。

The rise of the petro-yuan
China is aiming to overthrow the US dollar as the currency of choice for the oil market, a move that could have far-reaching consequences.
Since the 1970s, the oil trade has almost entirely been conducted in US dollars, even when buyers and producers are not American. The ramifications of the dollar-denominated oil trade are immense: Because oil is priced in dollars, there is huge demand for dollars, lending the US economic and strategic power.

Beijing hopes to challenge the dollar by setting up a futures market with its own currency, the yuan. To that end, reports indicate that China is set to introduce an oil benchmark priced in yuan in the coming months.

For China, there are a lot of upsides to this gambit. An oil futures market based in yuan will stimulate demand for the Chinese currency, which China believes will lend it strategic clout. That money is also more likely to be recycled back into the Chinese economy. The US has been able to run huge budget deficits, borrowing money at extremely low rates because of the demand for its currency. Petrodollars continuously flow back into the US economy, creating investment and economic growth that might not otherwise occur. The dollar has also long been one of the premier safe havens for investors around the world.

China hopes to replicate this dynamic. And as the largest oil importer in the world, there is a great deal of logic in having oil contracts trade in yuan.

But it won’t be easy to unseat the greenback. The plan is to launch an oil futures contract on the Shanghai International Energy Exchange (INE), but there are obstacles in convincing large oil producers and consumers in using the yuan and investing in the Shanghai benchmark. Without some major countries participating, like, say, Saudi Arabia or Russia, it will be difficult to create a market that is deep and liquid enough to make a difference.

Moreover, because the yuan does not float freely – it is fixed to the dollar and adjusted daily – major investors will be wary of trading in the Chinese currency. "My biggest reservations are the role of the Chinese central government, potential state intervention and favoritism toward Chinese companies," said John Driscoll, director of JTD Energy Services, according to CNBC.On the other hand, China has slowly loosened its grip on its currency.

"Game changer it is not − at least not yet," Gal Luft, co-director of the Institute for the Analysis of Global Security, told CNBC. "But it is another indicator of the beginning of the glacial, and I emphasize the word glacial, decline of the dollar."

Others see much more dramatic change coming from the launching of the Shanghai benchmark. Juerg Kiener, managing director and chief investment officer of asset manager Swiss Asia Capital, told CNBC that the petro-yuan is “well-advanced” and already “structurally in place.”

Up until now, there have been some transactions in yuan, but only in trade specifically with China, and typically only with some smaller countries. Iran in particular was an early adopter of yuan-based oil sales, an unsurprising fact given Tehran’s eagerness to avoid the long arm of the US Treasury department.

A more significant development was Russia agreeing to some yuan-based oil trade in 2015, also the result of US sanctions.

Many believe that key to the success of the benchmark is convincing a country like Saudi Arabia to participate. Saudi Arabia is one of the largest oil producers in the world, and sells a little more than one million barrels of oil each day to China. Russia is still the top supplier to China, exporting 1.545 mb/d in September, and in fact, Russia has been taking market share away from Saudi Arabia in China. If Riyadh wants to avoid losing more ground, the thinking goes, it may need to agree to yuan-denominated sales. Recent reports that China’s large state-owned oil companies are considering an outright purchase of five percent of Saudi Aramco, a move that Saudi Arabia is rumored to be considering in lieu of the Aramco IPO, should be seen in this context.

"I believe that yuan pricing of oil is coming and as soon as the Saudis move to accept it − as the Chinese will compel them to do − then the rest of the oil market will move along with them,” Carl Weinberg, chief economist at High Frequency Economics, said on CNBC earlier this month.

At that point, things would really start to change, and the dollar would start to lose its top status. Some see that as unlikely, as Saudi Arabia would likely be met with blowback from the US. But it would be a difficult choice for Riyadh – lose the Chinese market or spark the ire of Washington.

It may not happen right away, but the launching of the crude oil benchmark on the Shanghai exchange could mark the beginning of the end of the petrodollar.

Ultra-conservatism takes backseat? How Saudi Crown Prince could ‘fundamentally change’ kingdom
Saudi Arabia recently announced it wants to go back to “moderate Islam,” and even became the first country to grant citizenship to a humanoid robot. RT looks at how ultra-conservatism is seemingly taking a backseat under a new Crown Prince.

Mohammed bin Salman, often referred to as MbS, was officially appointed the heir of the Saudi throne in June. However, his political influence began long before the appointment as he is considered the main and most trusted adviser to his father, King Salman.

He also held a number of key positions previously, including defense minister and chief of the Royal Court. The Crown Prince is said to be behind the latest internal reforms in Saudi Arabia, some representing almost a U-turn compared to the previous decades, shaped by the strict version of Sunni Islam in the country.

“Because of his father’s retreat from the public stage, MbS has become the de-facto decision-maker in the Kingdom of late,” Assistant Professor of Political Science at Bluefield State College and expert on Gulf affairs Colin S. Cavell told RT. The political analyst believes that the young prince triggered domestic reforms that “if fully implemented, would fundamentally change the nature of the Saudi regime.”
Restrictions on ill-famed religious police

The country, like some other Muslim states, has a body to enforce and secure the strict interpretation of Islamic law – the so-called ‘religious police.’ Formally known as the Commission for the Promotion of Virtue and Prevention of Vice (or the Mutaween force), it has been making headlines with some controversial cases.

In February, several of its members allegedly assaulted a woman outside a shopping mall in Riyadh and were subsequently arrested. In 2013, two religious officers were also detained after their patrol car crashed into another vehicle during a chase which left two people dead.

In 2016, the authorities stripped the body of powers to arrest, interrogate, chase and follow people, urging the force to “kindly and gently” enforce Islamic rules. The Mutaween officers are now to display clear identification showing their names, posts, jurisdictions, and official working hours. Though bin Salman was not a Crown Prince at that time, Cavell is sure that it was exactly the new heir who “placed restrictions on the country’s notorious religious police.”

As the implementation of the measure has recently marked its one-year anniversary, Saudis took to social media to celebrate the event. Some of them said that this period proved that the force was not needed as nothing happened with their absence, according to Arab News, citing Saudi-based netizens.

Women allowed to drive. What’s next?

The kingdom is renowned for gender inequality and numerous restrictions on women. The ‘guardians,’ – represented by a husband, father, brother, or son – decide whether a woman can receive an education or take a job, undergo particular medical manipulations, get married, divorce, or even travel.

Things have recently changed, however, with Riyadh issuing a decree ordering that women be allowed to drive. The ruling is expected to come into force early next year. Here, again, Cavell told RT that in his view, King Salman issued the order after being “persuaded” by the Crown Prince.

The reform is a “major thing, because they [women] were forbidden to drive for years,” according to J. Michael Springmann, who served in the US government as a diplomat with the State Department’s Foreign Service.

Another breakthrough brought in the right for women to attend national day celebrations alongside their male counterparts. “A practice that was previously unheard of and explicitly forbidden,” Gulf affairs expert Cavell told RT. The change, however, will need some time to settle in the minds of the people in the kingdom before “any semblance of equality between the sexes is realized.”

Earlier this year, women were also permitted to get state services without their ‘guardians’ permission, according to a royal decree.

The news on the latest changes prompted even more ambitious reform expectations. This time going as far as to put the plug on the formal ban of movie theaters in Saudi Arabia. In a potentially spearheading move, the conservative state held a movie festival in the capital, Riyadh last week. Both men and women were allowed to attend, yet the visitors were segregated by gender.

Even though most Saudis have TV sets, allowing movie theaters is unprecedented, according to Springmann. The analyst recalled that dancing and other entertainment gatherings were much concealed when he was younger, and people had to attend the event under high secrecy. The reforms of the entertainment sphere have been also part of the Vision 2030 plan, introduced by the Crown Prince.

“He [Crown Prince of Saudi Arabia Mohammed bin Salman] has proposed Vision 2030, which is a reworking of the Saudi economy and restructuring of the government,” Springmann said. He added that the plan was aimed at reducing Riyadh’s dependence on oil and “trying to diversify the economy and develop the public service sector, including tourism and entertainment.”

Vision 2030 allows the creation of “professionally organized amateur clubs’ to expand culture and entertainment options in the Kingdom by 2020,” according to Dr. Courtney Freer of LSE’s Middle East Center, which specializes on the analysis of the Middle East and North Africa.

“This goal seems surprisingly cosmopolitan in a state as historically closed as Saudi Arabia,” Freer wrote. Mohammad bin Salman also set up the Entertainment Authority, which even organized a Comic Con festival in February. The event was supposed to be segregated by gender, but men and women “ended up mixing, with a few of them even dancing (an activity that Wahhabi ulama prohibit), in the same hall.”
Returning to ‘moderate Islam’ & going hi-tech

In late October, the Crown Prince made headlines as he promised to return Riyadh to “moderate Islam that is open to all religions and to the world.” He also stated that the country’s young generation is not going to “waste 30 years of our life combating extremist thoughts,” and promised their immediate destruction.

At the same time, the ambitious heir of the Saudi king toldthe Guardian it “is the time to get rid” of the heritage of the Iranian revolution as “what happened in the last 30 years is not Saudi Arabia.”

This week, Saudi Arabia has become the first state in the world to officially become a home country for a robot – and what’s more, a female robot. Citizenship to the machine named Sophia the Humanoid, designed to look like Audrey Hepburn, has been granted.

“This is historical to be the first robot in the world to be recognized with a citizenship,” Sophia, who was originally created for a Hong Kong company, commented.
Reforms met with mixed feelings

The reforms are popular among the young, who are seeing “their dreams come true” and that the prince “is leading the nation to the modern age,” according to Springmann. At the same time, there is opposition among some clerics and those who strongly support Wahhabism (an ultra-conservative branch of Islam widespread in Saudi Arabia).

The ensuing changes have “to be gradual,” according to Springmann. “I’m not saying there won’t be any change,” he added, pointing out that in the 1940s, the radio was treated as the “work of the devil,” but then such opposition dropped. On the other hand, the emerging developments may be subsequently curbed, analyst Colin S. Cavell believes.

“The mainstream media in the West have lauded the reforms of the Saudi Crown Prince, though the US government is quite aware that it is highly unlikely that MbS’s reforms will ever be fully implemented,” he told RT.

What’s more, the reforms “in truth, are acts of desperation from a regime” which relies on “protection from both the USA and the UK.” London and Washington understand that the kingdom in its current form is doomed and are unwilling to lose “regional hegemonic control,” according to Cavell.

However, despite all the recent breakthroughs and changes, Saudi Arabia remains among the counties with strict adherence to ultra-conservative norms of Islam, and with some of the most severe punishments for breaking both religious and criminal laws. It is among the world’s top five executioners, with at least 154 death sentences carried out in 2016, according to Amnesty International.

Nearly 440 executions were carried out in under four years, international NGO Reprieve said in a 2017 report on Saudi Arabia. The country often sentences protesters and activists to death, and a large number of those executed are convicted of nonviolent crimes such as drug offenses, it said.

US-led coalition celebrates Raqqa ‘liberation’ over the bodies of their victims – Damascus
The US-led coalition has cruelly destroyed civilian infrastructure and has occupied the city of Raqqa it captured from ISIS, Syria’s Foreign Ministry has said, accusing the “illegitimate alliance” of misleading the international community about its true intentions.

“Syria considers the claims of the United States and its so-called alliance about the liberation of Raqqa city from ISIS to be lies aiming to divert international public opinion from the crimes committed by this alliance in Raqqa province,” an official source in Syrian Foreign Ministry told the SANA news agency.

On October 20, after four months of heavy fighting, the US-backed Syrian Democratic Forces (SDF) established control over Raqqa, once the de facto capital of the Islamic State (IS, formerly ISIS/ISIL) terrorist group. The US command says more than 1,100 US-supported troops were killed and over 3,900 wounded in the battle for the city.

‘Hell on earth’: 80% of Raqqa destroyed, covered with mines - journalists

The liberation of the Raqqa, however, came at an extremely heavy price for civilians, with at least 1,800 casualties according to conservative estimates by Airwars, a journalist-led transparency project assessing reports of civilian casualties. It added that tens of thousands were displaced from their ravaged neighborhoods.

Some 200,000 people are estimated to have still been living in the city when the siege began in June. Most residential buildings in the city, now described by international journalists as a “ghost town” and “hell on earth,” have been rendered uninhabitable during the fighting which involved extensive airstrikes and artillery shelling.

“Raqqa’s fate calls to mind that of Dresden in 1945, leveled by the US-British bombings,” the Russian Defense Ministry said earlier, referring to the controversial WWII campaign, during which American and British bombers dropped over 3,900 tons of bombs on the Nazi-controlled German city, killing some 25,000 civilians and obliterating much of its center.

Damascus estimates that over 90 percent of Raqqa city has been destroyed by the “deliberate and barbaric bombardment” of US-led coalition airstrikes. “Yet despite the misery, the US and its allies are celebrating what they call the liberation of Raqqa over the bodies of their victims,” Syria’s Foreign Ministry’s official source said.

Touring the ravaged city, RT Ruptly’s video agency discovered the true level of destruction and anguish suffered by the locals during the US-supported SDF campaign to liberate Raqqa and its surrounding villages. One local woman claimed that around 25 families were killed when SDF tried to ‘liberate’ her neighborhood from IS terrorists on October 20.

“Those who died in that house were 25 civilian families, not 25 civilians, but 25 civilian families,” the woman, who asked not to be named due to fear of reprisals, said. Walking among the rubble, she noted that “300 people died in this building [from an air strike], some were civilians and some were from ISIS – but most of them were civilians.”

The Combined Joint Task Force – Operation Inherent Resolve (CJTF-OIR) however denied the claims when Ruptly reached out for comment. “There is no evidence to substantiate any claim that 25 families were killed in any Coalition strike during the recent operation to liberate Raqqah,” CENTCOM said in a statement. “The Coalition and our partner forces in Iraq and Syria take extraordinary care to protect the civilian population. We take all reports of civilian casualties seriously and assess all reports as thoroughly as possible.”

As the SDF continues its operations against IS around the city, Damascus insists that Raqqa remains under the occupation of US-forces and will remain so until Syrian troops enter the city. The Foreign Ministry accused the SDF of forcefully displacing locals and seizing the Syrian government's humanitarian aid destined for civilians. The US-led forces, according to the official Syrian source, also “confiscate locals’ IDs and documents and subject them to brutal torture and detainment.”

Ex-ISI Chief: US Seeking Military Presence from Pakistan in Afghanistan
TEHRAN (FNA)- The former chief of the military intelligence of Pakistan, Inter Services Intelligence (ISI), Asad Durrani said that the United States is seeking military presence in Afghanistan from Pakistan.

Durrani said US wants Pakistan to establish and maintain a military presence in Afghanistan but will not pay for the cost of such an expedition, RT reported.

He went on to claim that there has been no change in the new US policy, apparently suggesting that Washington was supposed to prioritize peace and stability in the country and region rather than opting military presence.

“Essentially the policy remains the same and that is you have to dig in Afghanistan, stay there, keep the bases, keep the military presence. That is more important than either peace there or settlement there,” he added.

He also ruled out that Pakistan is dependent to America as he was gesturing towards the recent US decisions to reduce military help to Pakistan.

“Dependence on America? That finished a long time ago. I think this is a game, one of those myths that have been created. These billions of dollars never came,” he said.

This comes as Washington has increased pressures on Pakistan regarding the safe havens of the terror groups using the Pakistani soil for the attacks, mainly in Afghanistan, carried out by the notorious Haqqani terrorist network.

The United States Secretary of State Rex Tillerson on Tuesday visited Pakistan and met with the top Pakistani officials, including Prime Minister Shahid Khaqan Abbasi and reiterated President Trump’s message regarding the increased efforts needed by Pakistan to eradicate the militants and terrorists from its country.

“The Secretary reiterated President Trump’s message that Pakistan must increase its efforts to eradicate militants and terrorists operating within the country,” the Department of State said in a statement.

The statement further added “To address those concerns, the Secretary outlined the United States’ new South Asia Strategy and the vital role that Pakistan can play in working with the United States and others to facilitate a peace process in Afghanistan that can bring stability and security to the region.”

Iraqi Commander: ISIL, Terrorist Groups in Region influenced by Wahhabism
TEHRAN (FNA)- A high-ranking commander of Iraq's Popular Mobilization Forces says ISIL and other terrorist groups in the region are influenced by Wahhabism, Saudi Arabia’s official radical ideology.

Speaking at the opening ceremony of a conference on fighting ISIL, which is underway in the Iraqi capital Baghdad, Secretary General of Badr Organization Hadi al-Ameri said intellectual work was needed to confront and eliminate the extremist ideology that inspires terror groups like ISIL and al-Qaeda, presstv reported.

He said ISIL was ideologically a deviant thought and that the 2003 US invasion of Iraq contributed to the promotion of this ideology.

Saudi Arabia is widely accused of supporting and financing ISIL terrorists.

In March, Fox News cited a senior Iraqi intelligence officer as saying that around 30 percent of ISIS terrorists in Iraq were Saudi nationals.

Back in April, Iraqi Prime Minister Haider al-Abadi also said that “every Iraqi citizen has a right to believe that Saudi Arabia is a supporter of terrorism."

ISIL launched its campaign of death and destruction in Iraq in 2014, swiftly taking towns and cities in lightning operations as the US and its allies looked on despite having a military presence in the country after years of occupation.

Last week, Jean-Pierre Chevènement, who served as French defense and interior ministers between 1988 and 2000, was quoted as saying that the two Persian Gulf wars waged by the US "which destroyed Iraq created ISIL."

UN Approves Iran-Proposed Nuclear Disarmament Resolution
TEHRAN (FNA)- A Majority of the United Nations member-states voted in favor of a resolution proposed by Iran which calls on the nuclear-armed countries to live up to their commitments in accordance with the non-proliferation treaty (NPT).

A total of 112 UN member-states approved Iran's plan in the UN Disarmament and International Security Committee.

A draft version of the resolution, entitled “Follow-up to Nuclear Disarmament Obligations Agreed to at the 1995, 2000 and 2010 NPT Review Conferences”, had been earlier submitted by the Iranian mission to the UN’s Disarmament and International Security Committee (First Committee).

Almost all member-states of the Non-Aligned Movement (NAM) voted for the resolution, which was approved despite the obstruction of the United States, Israel, the EU member-states, and some US allies.

In about one month, the resolution is expected to be sent to the UN General Assembly to be finally approved.

TEHRAN (FNA)- Former Qatari Prime Minister Sheikh Hamad bin Jassim bin Jaber al-Thani revealed that his country, alongside Saudi Arabia, Turkey and the United States, began shipping weapons to the terrorists in Syria from the very moment events started in 2011.

"Saudi Arabia had entrusted Qatar with overthrowing Assad's government, and weapons and ammunition were supplied to the armed groups (terrorists) in Syria, including al-Nusra Front (Tahrir al-Sham Hay'at or the Levant Liberation Board), in coordination with Turkey and the US army," al-Thani said in an interview with Qatari TV.

He also underlined the Arab regimes' willingness to establish friendly ties with Israel, adding that no one speaks of freedom of Quds any more and everyone just speaks of normalizing relations with Tel Aviv.

Elsewhere, al-Thani referred to the siege laid on Qatar by a Saudi-led coalition of Arab states, and said it was preplanned move and the misquote of Qatari Emir Sheikh Tamim bin Hamad al-Thani's remarks after the country's news agency was hacked was not behind the boycott.

The former Qatari premier also stressed the necessity for resolving differences between the Arab states and Iran through holding negotiations, and said, "The Arab countries shouldn’t be looking for the West's tensions with Iran."

"Sincere behavior towards Iran is better as Iran is a great country in the region and it would be better to resolve the existing differences through talks," he added.

In relevant remarks in 2015, Head of the western-backed Syrian opposition group known as Dissidents Alliance, Khaled Khoja, disclosed that Saudi Arabia and Turkey have provided wide military backup for the Al-Nusra Front to help the terrorist group make advances in Idlib and Dara'a provinces.

"Turkish President Recep Tayyip Erdogan during his recent visit to Riyadh had discussed with Al Saud officials the Saudi and Turkish help to the Al-Nusra Front," Khoja said at the time.

Also in the same year, the American defense officials said at least 400 US military trainers are in Turkey and Jordan to train over 3,000 anti-Syria militants to join fight against the government of President Bashar al-Assad.

The United States also provided the militants with weapons, trucks and tactical radios for their communication.

In Shocking, Viral Interview, Qatar Confesses Secrets Behind Syrian War
A television interview of a top Qatari official confessing the truth behind the origins of the war in Syria is going viral across Arabic social media during the same week a leaked top secret NSA document was published which confirms that the armed opposition in Syria was under the direct command of foreign governments from the early years of the conflict.

And according to a well-known Syria analyst and economic adviser with close contacts in the Syrian government, the explosive interview constitutes a high level "public admission to collusion and coordination between four countries to destabilize an independent state, [including] possible support for Nusra/al-Qaeda." Though much of this content serves to confirm what has already long been known by those who have never accepted the simplistic propaganda which has dominated mainstream media, details continue to fall in place, providing future historians with a clearer picture of the true nature of the war.

This process of clarity has been aided - as predicted - by the continued infighting among Gulf Cooperation Council (GCC) former allies Saudi Arabia and Qatar, with each side accusing the other of funding Islamic State and al-Qaeda terrorists (ironically, both true). Increasingly, the world watches as more dirty laundry is aired and the GCC implodes after years of nearly all the gulf monarchies funding jihadist movements in places like Syria, Iraq, and Libya.

TEHRAN (FNA)- Head of the Atomic Energy Organization of Iran (AEOI) Ali Akbar Salehi underlined that if the 2015 nuclear deal between Tehran and the world powers is annulled, his country will be able to resume production of uranium enriched to the 20% level within only 4 days.

"We can produce 20% (enriched uranium) in 4 days but we don’t want the nuclear deal to collapse," Salehi told reporters after a joint press conference with Director-General of the International Atomic Energy Agency (IAEA) Yukiya Amano in Tehran on Sunday.

He also referred to the section T of the 2015 nuclear deal which is related to the inspection system, and said, "We have spoken about the section T and our positions have been clearly declared. The section T does not include any peculiar inspections. When the section T was being compiled, these (Iran's) considerations were taken into account but unfortunately, the other side is after its own interpretations."

In relevant remarks on Saturday, AEOI Spokesman Behrouz Kamalvandi underlined that the issue with the inspection of his country's military sites ended forever after Tehran permitted the International Atomic Energy Agency (IAEA) to inspect Parchin in 2015.

"When there is no nuclear activity in a place, there is no reason to go there. They (the westerners) launched baseless propaganda in the international media in the past few years that certain activities were being carried out in Parchin site and finally, we were forced to end this issue once and forever and it happened and the case was closed and the IAEA's Board of Governors also confirmed it," Kamalvandi said.

Noting that inspection of military sites has been stated neither in the 2015 nuclear deal nor the Additional Protocol to the NPT and the IAEA safeguards agreement, he said that the UN nuclear watchdog can merely demand for access to the centers in which nuclear activities are being conducted.

Qatar's Emir: Military Intervention in Qatar to Stir Regional Chaos
TEHRAN (FNA)- Qatari Sheikh Tamim bin Hamad Al Thani warned that any military action against the Persian Gulf country will plunge the region into chaos as a diplomatic standoff continues between Doha and a Saudi-led group of nations.

"I'm fearful that if anything happens, any military act happens, this region will be in chaos," Sheikh Tamim said in an interview with the American television network CBS that will be broadcast Sunday night, presstv reported.

He also noted that US President Donald Trump had offered to host a meeting among warring sides in the Persian Gulf crisis at Camp David, but the Saudi-led bloc had not responded to the proposal.

Trump had “suggested that we come and I told him straightaway, 'Mr. President, we are very ready, I've been asking for dialog all along. It was supposed to be very soon this meeting, but I don't have any response from the other countries,” the Qatari emir said.

Back in June, Saudi Arabia, Egypt, Bahrain, and the UAE imposed a trade and diplomatic embargo on Qatar, accusing Doha of supporting terrorism, an allegation strongly denied by Doha.

The Saudi-led quartet presented Qatar with a list of demands and gave it an ultimatum to comply with them or face consequences. The demands included closing the Al Jazeera broadcaster, removing Turkish troops from Qatar’s soil, scaling back cooperation with Iran, and ending ties with Egypt’s Muslim Brotherhood movement.

Doha, however, refused to meet the demands and denounced them as unreasonable.

Earlier this month, Qatar's former deputy prime minister Abdullah bin Hamad al-Attiyah told the Spanish daily ABC that the UAE had planned a military invasion of Qatar with thousands of US-trained mercenaries, but failed to secure Washington’s support.

Elsewhere in his interview, Sheikh Tamim stressed that the blockade imposed on Qatar had targeted its “independence.”

Asked whether Qatar will bend to the demands from the Saudi-led bloc, he said, "Our sovereignty is a red line. We don't accept anybody interfering with our sovereignty.”

Touching on Doha’s relations with Tehran, the Qatari emir emphasized that despite differences, "Iran is our neighbor … the only way for us to provide food and medicine for our people was through Iran” during the Saudi-led siege.

Iran has taken a neutral stance in the dispute but has sent food supplies to Qatar on humanitarian grounds amid the Saudi-led siege of the country. It has also allowed Qatar’s national carrier to use its airspace.

Syrian Kurds Refuse to Reveal Number of US Bases, Volume of Supplied US Arms
TEHRAN (FNA)- Many analysts have been wondering about the Kurds' refusal to reveal any details over the scale of US support to the mostly Kurdish Syrian Democratic Forces (SDF) and the number of military facilities the US has set up in Northern Syria.

The US continues to arm the Syrian Kurds, even after the announced retaking of Raqqa from ISIL.

Nuri Mahmud, an official representative of the Kurdish People's Protection Units (YPG), the primary component of the US-backed SDF force which conducted Raqqa operation, confirmed that the US has been supplying them with arms since the liberation of Kobani in 2015, the Sputnik reported.

Mahmud, however, refused to reveal the scale of the arms provided by the US, only noting that it is relatively humble and not enough in comparison with the weaponry it supplied to the Iraqi army for the liberation of Mosul.

The Kurdish official called their relationship with Washington a "strategic alliance" and confirmed that the US is setting up military bases on territories which the Kurds take under control.

According to Nuri Mahmud, these facilities are used for the fight against ISIL. However, he refused to give the exact number of operating US bases.

"We can't discuss this issue. It is none of our business," he told Sputnik.

Abdulaziz Yunus, the SDF representative in charge of foreign affairs, also confirmed that the US continues supplying arms to SDF, and remains the only power which is supporting Kurds militarily.

The Kurdish official, however, as well as Nuri Mahmud, refused to reveal the amount of weaponry they received.

"The US is supplying us with ammunition based on our demands. Apart from coalition forces, no one else supports us with weaponry. We won't disclose the exact volume of the provided arms but hope that the deliveries will increase as it will enable us to liberate other regions from terrorists," he explained.

Abdulaziz Yunus stressed that the interests of SDF coincide with those of the US, and that they will continue their cooperation. Washington had supported the Free Syrian Army, but this didn't yield any results. That is why, after the liberation of Kobani, the US decided to support them and has been satisfied with this arrangement, he concluded.

US Trying Hard to Prevent Syrian Army from Capturing ISIL-Held Albu Kamal
TEHRAN (FNA)- The US-backed Syrian Democratic Forces (SDF) are getting ready to march towards the ISIL-held town of Albu Kamal at the border with Iraq amid the Syrian Army troops' advances to capture the strategic town.

The army men and their popular allies are now in rush towards the ISIL-held town of Albu Kamal after capturing the town of al-Mayadeen and many more regions in the Southeastern territories of Deir Ezzur province.

According to field reports, the US-backed SDF have also started to advance towards the strategic border town of Albu Kamal in the Southeastern countryside of Deir Ezzur province, as Kurdish units have reportedly expanded their control over new sites located South of the Al-Umar Fields.

Another source in Deir Ezzur who requested to remain anonymous said that the army soldiers will soon kick off the final phase of Albu Kamal liberation operation, adding that if the pro-government forces delay the launch of operation they will lose one of the most important passageways to Iraq as the ISIL and the SDF had been in secret talks over the handover of the town to the latter.

Local sources said on Friday that the army men and popular fighters captured Huweija Sakar region, adding that the region was an important stronghold of ISIL with long tunnels and a vast landmine field.

They added that the army units would put pressure on ISIL in al-Mazra'ah region which was between al-Sina'ah and Huweija Sakar.

In the meantime, the army men carried out successful operation against ISIL on the Western bank of the Euphrates River towards al-Jadideh region.

The army soldiers also destroyed ISIL's last positions near the newly-freed town of Khusham.

The Syrian Air Force, meantime, pounded ISIL's positions in the neighborhoods of al-Hamidiyeh, al-Arzi, al-Jabileh and Kanamaqt.

 施設の設計や施工を含め、稼働後の除染土の輸送、分別など幅広い分野に取り入れる。設計段階では特殊な機器を搭載した「ドローン」で上空から測量、地形データを3次元化して施設建設時の掘削作業を効率化する。仮置き場から施設に除染土などを輸送する際は、衛星利用測位システム(GPS)で車両の運行を管理する。
 さらに、除染土から草木などの廃棄物を取り除く際は土質判別システムを活用。水を含んで固くなった除染土を柔らかくする「改質材」の添加量を除染土の状態に応じて自動制御する。除染土の埋め立て時には制御機能が付いた重機を使い、地下水への流入を防ぐ遮水シートの損傷を防いだり、除染土の地固めを均一に保つ。
 中間貯蔵施設について政府は法律で「使用開始後30年以内の県外最終処分完了」と明記。2015(平成27)年3月の搬入開始に伴い、完了期限は「45年3月12日」と確定している。環境省はICT活用で作業時間の短縮や生産性、作業員の被ばく対策なども向上するとした上で「今後も多様なICTの活用を検討していく」としている。
 中間貯蔵施設は「受け入れ・分別施設」と分別後の除染土を放射性セシウム濃度に応じて保管する「土壌貯蔵施設」で構成される。大熊、双葉両町の7カ所の施設でICTを活用する予定で、このうち大熊町の1カ所が28日に本格稼働する

 環境省は28日、東京電力福島第1原発事故に伴う県内の除染で出た汚染土壌などを最大30年保管する中間貯蔵施設のうち、大熊町に先行整備した施設で土壌の貯蔵を始めた。県が建設を受け入れてから3年余りが過ぎる中で本格稼働した。原発事故から約6年7カ月を経て県内各地に仮置きされたままの状態が続く汚染土壌などの解消に向け、一歩前進した。
 稼働したのは、仮置き場から運び込まれた汚染土壌などを集めて土と草木などに振り分ける「受け入れ・分別施設」と分別後の土壌を収容する「土壌貯蔵施設」。
 大熊町の貯蔵施設が報道陣に公開された。貯蔵施設の面積は約6千平方メートル。深さ3.5メートルの穴に、盛り土のような状態に積み重ねて5万立方メートル分の土壌を貯蔵できる。地中に遮水シートを敷いており、放射性セシウム濃度が1キロ当たり8千ベクレル超の土壌でも受け入れが可能となっている。

自分よりずっと元気な人にも突然障害が発生する

昼間隣のベテランさんの携帯が何回も鳴った。親友の方からの着信と。夕方折り返したら、近くで買い物してたらいきなり多量の下血で病院に搬送され入院になると。下着も服も血だらけなので買って来て欲しくて何度も電話してたと。「私よりずっと元気な人なのに」と言いながら帰りに病院に寄ってた。。

分かりやすく管理人が書き直すと
職場で隣席の少し年上の方の携帯が何度も鳴った。親友からの着信だったが勤務中は電話できず夕方連絡したら、その職場の近くで買い物中、下血で搬送され入院した。血で汚れた下着と服の代替を買ってきて欲しいとの依頼。隣席の人は自分よりずっと元気な人なのにと言いながら病院に寄った。

どるぴん氏のこのツイートは見たままの事実を書いています。100%事実でしょう。作り話なら管理人が書いたようになります。

これからこういうことが増えると思われます。元気に見えても被曝の蓄積で、あるとき強い障害が表面化するという事例です。

こういう記事を書くと、最近はなぜかすぐに類似の事例が流れます。

 29日のTBS系「サンデー・ジャポン」(日曜・前10時)で、吉田明世アナウンサー(29)が生放送中に体調を崩した。
 コーナー紹介をしている時に、突然ろれつが回らなくなり、「ちょっと…」と不調を訴えた吉田アナ。MCの爆笑問題・田中裕二(52)が「座って、座って」と優しく介抱したところでVTRからCMに突入。CM明けにはスタジオから姿を消した。
 その後、田中は「吉田さんは大丈夫です。(ゲストの女医)西川(史子、46)さんが診てくれましたから」と現状を報告した。

Iraqi MPs Seek Halt to Transfer of Arms for Peshmerga
TEHRAN (FNA)- Iraq’s parliament called for a halt to foreign transfer of arms to Peshmerga after reports that the Kurdish militants had used German weapons to attack government forces in Kirkuk.

The legislature’s National Security and Defense Committee had sent an advisory to the country's defense ministry, calling for measures to stop such shipments, Al Hadath reported.

“The aim of stopping supply of arms to Peshmerga forces is to halt the weapons from being used against the Iraqi armed forces,” Hakem al-Zameli, the head of the committee, said as he asked countries to halt their arms sales to the fighters.

The call came after an Iraqi military statement said Kurdish militants were increasingly using US and German weapons against the army which overtook the control of the oil-rich city of of Kirkuk last week.

The statement said German rockets supplied to Peshmerga were used in Altun Kupri and Qush Tapa, causing casualties among government troops.

The clashes are getting more fierce as government forces are closing in on Erbil, the capital of the semi-autonomous Kurdistan region.

Baghdad launched the military operation after Kurdish militants did not heed a government ultimatum to withdraw from Kirkuk.

Iraqi Kurdistan leader Barzani to hand over presidential powers
Masoud Barzani, the long-time president of the autonomous Iraqi Kurdistan Region, has said he would not seek another term beyond November 1, and outlined a plan to divide presidential powers between the regional parliament, government and judiciary, Reuters reports citing a Kurdish government official. Barzani’s term was to expire in four days time along with with the local parliament’s tenure. However, the presidential and parliamentary elections that were scheduled for November 1 were delayed indefinitely because of the still ongoing crisis triggered by the Kurdish independence referendum in September.
