Deir Ezzur: Syrian Army Continues Operations against ISIL in Al-Baghiliya
TEHRAN (FNA)- The Syrian army managed to retake control of Jazireh University, Tal al-Maqzelah region, university residential blocks, al-Rowad school in Jamiyat al-Rowad region near the town of al-Baqiliyeh in Deir Ezzur as well as several blocks in al-Baqiliyeh on Friday. [VIDEO]

Syrian Army seizes BMP vehicle for ISIS terrorists in Tal al-Hajif, Deir Ezzor western countryside

Baghdad says won’t tolerate ‘2nd Israel’ as 1,000s of Iraqi Kurds hold pro-independence rally
Crowds filled the streets of the Iraqi Kurdistan capital, rallying ahead of an independence vote this month. While some were waving the flag of Israel, which backs the Kurds’ aspirations, Baghdad says it won’t allow the creation of a “second Israel.”

On Saturday, the city of Erbil saw thousands of protesters turning up at a pro-independence rally, ahead of the scheduled September 25 vote. Colorful Kurdish flags hovered over the crowd as participants danced and cheered at a concert in Shanidar Park, with firecrackers briskly lighting up the sky.

Alongside the Kurdish colors of red, white, yellow and green, Israeli flags could be seen flying in the crowd.

On Wednesday, Israeli Prime Minister Benjamin Netanyahu buoyed the vote, saying Israel supports the “legitimate efforts of the Kurdish people to achieve their own state."

However, Netanyahu’s remarks didn’t appeal to Baghdad, which opposes the Kurdish resolve to establish an independent state.

“We will not allow the creation of a second Israel in the north of Iraq,” Vice President Nouri al-Maliki said Sunday, as cited by AFP.

The Kurdistan regional government must “call off the referendum that is contrary to the constitution and does not serve the general interests of the Iraqi people, not even the particular interests of the Kurds,” al-Maliki said.

Earlier, Iraqi Prime Minister Haider al-Abadi also warned of a “dangerous” decision on secession, calling it “playing with fire.”

The PM went as far as to say that Baghdad “will intervene militarily” if the Iraqi population is “threatened by the use of force outside the law.”

Washington, too, urged the Kurdish region’s authorities “to call off the referendum and enter into serious and sustained dialogue with Baghdad.”

In the meantime, Moscow pinned its hopes on the will of the Kurdish people being conveyed peacefully, with geopolitical, demographic and economic aspects considered, given that “the Kurdish issue stretches far from Iraqi borders and spans neighboring countries.” Russian Foreign Minister Sergey Lavrov said“the legitimate aspirations of the Kurds, as of other people, should be implemented within international law.”

RT2017/9/17
Joint Sea-2017: Russia & China to send 11 ships, 2 subs to Pacific
A joint Russian-Chinese naval force of more than a dozen military vessels, including submarines, will participate in the upcoming second stage of the Joint Sea-2017 naval drills in the Sea of Japan and Okhotsk.

The drills will kick off Monday and continue for a week, according to the spokesman for Russia’s Pacific Fleet, Vladimir Matveev.

“The second stage of the Russian-Chinese naval exercise Joint Sea-2017 will involve 11 surface vessels, two submarines, four deep-submersible rescue vehicles, four anti-submarine planes and four deck helicopters,” Matveev told reporters Friday.

The Russian Pacific Fleet is represented by the large anti-submarine ship Admiral Tributs, cutting-edge modern corvette Sovershenny, the rescue vessel Igor Belousov equipped with deep-submersible rescue apparatus AS-40, two diesel submarines and a number of support ships. China rolled out the destroyer Shijiazhuang, the frigate Daqing, the submarine support ship Changdao with deep-submersible rescue vehicle Elar-7.

The drills will consist of two parts – on land and sea. Russian and Chinese marines will be training together at the Gornostay test grounds near Russia’s Far Eastern city of Vladivostok. The second part will be naval, taking place in the waters of the Sea of Japan and Okhotsk.

The first stage of the drills, aimed at furthering cooperation between the two fleets in countering security threats at sea, took place in July in the Baltic.

“This is the first visit of the Chinese fleet to Baltiysk in the history of the Russian-Chinese relations,” Russian Baltic Fleet spokesman Roman Martov said at the time.

The drills have been held regularly since 2012, and their goal is improving security in the world’s oceans, as well as strengthening cooperation between the navies of the two countries.

RT2017/9/17
US coalition admits Deir ez-Zor strike, promises to investigate 12 reported civilian casualties
The US-led coalition has admitted to carrying out an airstrike in Deir ez-Zor province, which reportedly killed at least 12 Syrian civilians. While the coalition did not acknowledge the casualties among locals, it promised to launch an investigation into the incident.

The airstrike near Syrian city of Mayadin, one of the last Islamic State-held strongholds, located some 40 kilometers southeast of the Deir Ez-Zor provincial capital, was reported on Syrian media on Saturday. The airstrike reportedly killed at least 12 civilians, most of them women and children, and caused significant damage to local properties and residents’ homes.

A video, purportedly showing the aftermath of the incident, has been posted online, showing destroyed and badly damaged buildings, as well as bodies of women and children. RT was not able to independently verify the authenticity of the footage.

When reached for comment by RT, the US-led coalition stated that the airstrike did take place, but it targeted a terrorist unit in the area.

“Coalition military forces conducted one strike near Mayadin, Syria that engaged an ISIS [Islamic State, IS, formerly ISIS/ISIL] tactical unit and destroyed an ISIS watercraft,” a coalition spokesperson told RT in an emailed statement.

While the coalition was not aware of any civilian casualties, it promised to launch an investigation into the allegations, as it “takes all reports of civilian casualties very seriously and assesses all incidents as thoroughly as possible.”

“We will provide this information to our civilian casualty team for further assessment,” the coalition said.

The circumstances around the strike and its apparent inaccuracy are quite familiar, the director of Gnosos think tank Ammar Waqqaf said, as they indicate a glaring lack of intelligence on part of the US-led coalition.

“Since the start of the operations in Mosul we, I think, have lost count on how many times the United States wanted to hit an ISIS target and then suddenly there’s a huge massacre taking place,” Waqqaf told RT.

“The better intelligence will prevent, or should prevent casualties. It tells you that they have less people on the ground, or, probably less and less people on the ground who are willing to cooperate with them.”

“Such inaccurate strikes, apart from inflicting heavy casualties on civilians, also hamper the US efforts to slice a part of Syria for the Kurdish forces it backs,” Waqqaf added.

“And this is really hurting and reflecting efforts of the United States to establish its own project, sort of own ‘regime’ in eastern part of Syria,” Waqqaf said.

“The issue is that the Americans are increasingly being perceived by the locals as a threat, rather than a liberator… Who inherits ISIS in the Eastern Syria now seems to be the game, and America seems to be losing.”

First VP: Baghdad Not to Allow Formation of 2nd Israel in Northern Iraq

FARSNEWS2017/9/17
TEHRAN (FNA)- Iraqi First Vice-President Nouri al-Maliki blasted the Kurdish officials for insisting on holding the independence referendum, and said Baghdad will not allow creation of a second Israel in Northern Iraq.

"We will not allow a second Israel be formed in Northern Iraq," Maliki was quoted as saying by Soumeriya news in a meeting with US Ambassador to Baghdad Douglas A. Silliman.

He also underscored the need for calling off or postponing the referendum in the Iraqi Kurdistan region, describing it as illegal.

"This referendum will have dangerous consequences for Iraq's security, sovereignty and unity," Maliki said.

In relevant remarks in August, Iraqi Prime Minister Haider al-Abadi underscored serious opposition to Kurdistan region's bid to arrange a referendum for independence, describing it as illegal and a big mistake.

"The referendum for independence of the (Kurdistan) region is a very big mistake which is not legal and will bear no positive results and instead will add to the existing problems and therefore, we are strongly opposed to it," al-Abadi said.

Stressing that the Iraqi officials should move in line with people's interests, he said that "separating from Iraq's integrated government will not be to the benefit of our Kurdish citizens".

Al-Abadi underlined that there is no opposition to the federalization of Iraq based on the constitution, and doubted if even one single problem of Kurdistan would be solved through separation from the central government.

Dilyana Gaytandzhieva: Diplomatic Flights Used as Cover for Arms Trafficking to Terrorists
TEHRAN (FNA)- Investigative journalist Dilyana Gaytandzhieva says arms manufacturers mainly from the US, Israel and the Balkans have managed to transfer hundreds of tons of weaponry to terrorists under the cover of diplomatic flights.

Bulgarian journalist Dilyana Gaytandzhieva, in an exclusive interview with FNA, said that Azerbaijani Silk Way Airlines received diplomatic clearance to transport hundreds of tons of armaments to different locations around the world which finally ended up in the hands of terrorists and rebel groups.

According to the journalist, Azerbaijani embassies requested diplomatic clearance for Silk Way Airlines’ flights to transport the military cargo.

“The requests for diplomatic clearance included information about the type and quantity of the dangerous goods – heavy weapons and ammunition. However, the responsible authorities have turned a blind eye and allowed diplomatic flights for the transport of tons of weapons,” she added.

Dilyana Gaytandzhieva is a Bulgarian investigative journalist. In December 2016, she visited liberated neighborhoods of Aleppo where she found Bulgarian-made weapons inside underground warehouses belonging to terrorists. She felt suspicious and traced those weapons to its Bulgarian manufacturer realizing that they were legally exported to Saudi Arabia, which in turn supplied them to terrorists in Syria. As a result of further investigation she discovered that this was just a small part of a bigger international scheme.

FNA has conducted an interview with Dilyana Gaytandzhieva about the result of her investigation into the use of diplomatic flights for supplying weapons to terrorists.

Below you will find the full text of the interview.

Q: You published an investigative report in July about weapons shipment to different conflict zones around the world by Azerbaijani Silk Way Airlines under the cover of diplomatic flights. Could you let us know the origin and destination of these weapons and those responsible for their supply?

According to the documents, which were leaked to me, Silk Way Airlines offered diplomatic flights to private companies and arms manufacturers from the US, Balkans, and Israel, as well as to the militaries of Saudi Arabia, UAE, and US Special Operations Command (USSOCOM), and the military forces of Germany and Denmark in Afghanistan and of Sweden in Iraq.

Diplomatic flights are exempt from checks, air bills, and taxes, meaning that Silk Way airplanes freely transported hundreds of tons of weapons to different locations around the world without regulation. They made technical landings with stays varying from a few hours to up to a day in intermediary locations without any logical reasons such as needing to refuel the planes. Among the main customers of the “diplomatic flights for weapons” service provided by Silk Way Airlines are American companies, which supply weapons to the US army and US Special Operations Command. The common element in these cases is that they all supply non-US standard weapons; hence, the weapons are not used by the US forces.

According to the register of federal contracts, over the last 3 years American companies were awarded $1 billion contracts in total under a special US government program for non-US standard weapon supplies. All of them used Silk Way Airlines for the transport of weapons. In some cases when Silk Way was short of aircraft due to a busy schedule, Azerbaijan Air Force aircraft transported the military cargo, although the weapons never reached Azerbaijan.

Q: As you mentioned, diplomatic flights are exempt from cargo checks, air bills, and taxes. How did these flights manage to receive diplomatic clearance with the military cargo on-board?

According to the documents, Azerbaijan’s Foreign Ministry has sent instructions to its embassies in Bulgaria and many other European countries to request diplomatic clearance for Silk Way Airlines’ flights. The embassies sent diplomatic notes to the foreign ministry of the relevant country to request such exemption. The foreign ministry sent back a note signed by the local civil aviation authorities giving exemption for the transportation of dangerous goods.

The requests for diplomatic clearance included information about the type and quantity of the dangerous goods – heavy weapons and ammunition. However, the responsible authorities of many countries (Bulgaria, Serbia, Romania, the Czech Republic, Hungary, Slovakia, Poland, Turkey, Germany, UK, Greece, etc.) have turned a blind eye and allowed diplomatic flights for the transport of tons of weapons, carried out by civil aircraft for military needs. Under IATA regulations, the transport of military cargo by civil aircraft is not allowed. To get around this legality, Silk Way Airlines applied for diplomatic exemption through local agencies.

Q: You yourself visited Syria’s Aleppo last year and gathered information first hand in addition to the information you obtained via documents received from your sources. Please share with us a little bit of what you observed there in Aleppo and what made you investigate further?

These weapons ended up in the hands of terrorists in Syria and Yemen. I filmed myself 9 underground warehouses full of 122 mm rockets with Bulgaria as their country of origin in Syria after Al Nusra Front (Al Qaeda affiliate in Syria) retreated from their positions in Eastern Aleppo. When I got back to my country I traced back this shipment and it turned out they are just a small part of a bigger international scheme. These weapons were transported by private American companies under a covert CIA program for armament of Syrian rebels. Those were not moderate opposition as the US government claims. Those were Al Qaeda terrorists. Besides my footage from Aleppo, Eastern European weapons can often be seen in the hands of ISIS in Syria, Iraq and Yemen in their propaganda videos and photos. This is how the weapons were transported – on diplomatic flights and I saw myself these weapons with Al Nusra Front in Syria.

Q: You were interrogated by security officials and dismissed from your job after your report was published. Why were you interrogated and were you presented with any explanation by your employer about your dismissal?

The Bulgarian National Security agency launched an investigation into the leaked documents but not into the content of the documents and my investigation. They wanted to know the source of the information I obtained. Few hours later my contract with the newspaper where I worked was suspended without explanation. Yet I have no answer. I was about to go to Syria to continue my investigation on the ground and all of a sudden, my contract was terminated without a reason. Maybe they did not want me to continue my investigation and to make further revelations.
