Fresh claims that Rio 2016 and Tokyo 2020 Olympic bid teams bought votes

On the day that the International Olympic Committee had hoped all eyes would be on Lima and the awarding of the Paris 2024 and Los Angeles 2028 Games, it risked further embarrassment as fresh claims emerged surrounding the alleged buying of votes by bid teams for the Rio 2016 and Tokyo 2020 Olympics.

Further scrutiny is set to be applied to those decisions after investigations suggested a central figure in the corruption scandal bought expensive watches and jewellery just days after both votes, with the revelations overshadowing Wednesday’s 2024 and 2028 award ceremony.

The Guardian has seen documents which allege that Papa Massata Diack, the son of the disgraced former IOC member Lamine Diack, spent hundreds of thousands of euro in French jewellery shops around the time of the Rio and Tokyo campaigns.

The Brazilian federal prosecutors office, which compiled the documents based on French prosecutors’ investigations, drew the conclusion that payments could have been made to Massata Diack by Rio 2016 and Tokyo 2020 “with the intention to buy votes and the support of Lamine Diack, who held particular influence within the IOC”.

Last year the Guardian exclusively revealed a seven-figure payment from the Tokyo Olympic bid team to an account named Black Tidings, linked to Massata Diack, during Japan’s successful race to host the 2020 Games. Those payments were made in two instalments. The transactions, amounting to around €1.7m, occurred a few weeks before and after the city’s selection by the IOC on 7 September 2013 in Buenos Aires.

The prosecutors’ office documents based on the French investigations allege that shortly after the second payment, on 8 November 2013, Black Tidings transferred €85,000 from its account held at the Standard Chartered Bank in Singapore to a company in Paris in order to pay for the purchases of luxury goods and jewellery made in its shop by Massata Diack.

Between 2009-10 Massata Diack made eight payments ranging from €65,000 to €300,000, from several different accounts it is believed he controlled, to various shops in France and Qatar, as well as offshore companies in Monaco and New York, according to the Brazilian prosecutors office.

On 2 October 2009, the very day the Olympics were awarded to Rio, during an IOC session in Copenhagen, a payment of $78,000 was made by Pamodzi consultancy – linked to the Diacks – to a jewellery store in Paris, it is claimed.

The Black Tidings allegations were part of a parliamentary inquiry in Japan and the country’s prime minister has promised to cooperate with the French prosecutors who are leading the investigation into possible vote buying. But the new revelations from Brazil will renew the scrutiny applied to the host of the next Olympics and how exactly it won the bid.

Diack has not responded to the latest claims. He had previously robustly denied any wrongdoing, describing the allegations against him as “the biggest lie in the history of world sport”.

Russia, Iran & Turkey agree on final de-escalation zone in Idlib, Syria

Russia, Iran and Turkey have agreed on the boundaries of the final de-escalation zone in Idlib, Syria, the parties said in a joint statement. All four de-escalation zones in the war-torn country will remain in force for a period of six months.

The proposal to establish four de-escalation zones was signed by Russia, Iran and Turkey, with the approval of the Syrian government having been received in May 2017 in Kazakhstan's capital, Astana.

The de-escalation zones, proposed by Russia, are aimed at separating extremist groups, including Islamic State terrorists (IS, formerly ISIS/ISIL) and Jabhat al-Nusra (Al-Nusra Front), from the moderate opposition.

The three states “announce the creation of the de-escalation areas … in eastern Ghouta, in certain parts in the north of Homs province, in Idlib province and certain parts of the neighboring Latakia, Hama and Aleppo provinces and also in certain parts of southern Syria,” the statement, read by Kazakhstan’s Foreign Minister Kairat Abdrakhmanov, said, following the Astana-6 peace talks in the Kazakh capital on Friday.

The de-escalation zones aim to help “maintain the ceasefire, to ensure the territorial integrity of Syria and continue to fight terrorism,” the statement added.

They are “a temporary measure which will initially last 6 months and will be automatically extended on the basis of guarantors’ consensus,” according to the statement.

The initiative on the de-escalation zones does not “undermine the sovereignty, independence, unity and territorial integrity of Syria.”

The guarantor countries have decided to introduce a joint Iranian-Russian-Turkish Coordination Center “to coordinate activities in the de-escalation areas,” according to the statement.

The armed Syrian opposition taking part in the peace negotiations has welcomed the Russian-Turkish-Iranian initiative. The “de-escalation of tensions in Idlib province with a population of about 3 million, has finally been reached,” delegation member Ayman al-Asymi said, as cited by Interfax.

“We have finally reached the moment when we can protect civilians,” he said

The memorandum agreed upon in May provides that any fighting between government forces and armed opposition will cease within the safe zones.

Checkpoints and observation posts are to be positioned along the de-escalation lines within the safe zones. They will provide free movement of unarmed civilians within, and humanitarian access to, the areas under the guarantor states’ control.

UN Secretary-General António Guterres welcomed the memorandum at the time, saying that it was “crucial to see this agreement actually improve the lives of Syrians.”

Russia, Iran and Turkey will also deploy observers around Syria’s Idlib, the Turkish foreign ministry said.
“Observers from these three countries will be deployed at check and observation points in safe zones that form the borders of the de-escalation zone," the ministry said, as cited by Reuters, “The main mission of these observers has been defined as the prevention of clashes between the regime and the opposition forces, and of any violations of the truce.”

Russia has repeatedly stated that the de-escalation zones are part of a plan to curb violence in Syria. They are a temporary measure intended to pave the way for peace talks and a resolution to the six-year armed conflict in Syria.

“This is not a permanent measure and nobody among those who supported the creation of those zones has an intention to keep them forever and, in effect, create some kind of enclaves in Syrian territory for years to come,” Russian foreign minister Sergey Lavrov said earlier in September.

The violence in Syria seems to be toning down as Islamic State (IS, formerly ISIS/ISIL) is losing the last vestiges of its territory. In the latest development, the Syrian Army took control of oilfields and a gas refinery near the city of Deir ez-Zor. Syrian Army troops backed by Russian air support managed to break the three-year-long siege of the city of Deir ez-Zor on September 5, following fierce clashes with IS terrorists on its outskirts.
On Tuesday the Russian Defense Ministry said that Syria’s military had liberated around 85 percent of the country’s territory from the control of insurgent terrorists.

Pentagon falsifying paperwork to send arms worth $2bn to Syria, report finds
The Pentagon continues to ship billions of dollars of weapons to Syria, according to a damning report by two monitoring groups that also reveals the US is falsifying documents to cover its tracks.

The Organized Crime and Corruption Reporting Project (OCCRP) and the Balkan Investigative Reporting Network (BIRN) uncovered evidence revealing the Pentagon is not only shipping as much as $2 billion in weapons to Syria through shady means, it is also purposely covering up the paper trail.

The secret program began after the Pentagon’s $500 million plan to train Syrian rebels ended in failure in October 2015, with only a handful successfully trained. The Pentagon then started a new programme of arming the rebels, BIRN and OCCRP outlined in their investigation published on Balkan Insight on Tuesday.

The investigation is built on evidence from thousands of documents including procurement records, ship-tracking data, official reports and leaked emails, as well as interviews.

The reporters cite a February 2016 Pentagon budget document requesting $210,800,000 for weapons, ammunition and equipment for Vetted Syrian Opposition which outlines the need to supply the opposition with Former Soviet Bloc (FSB) weapons and ammunition because such groups already use them. It also points to an October 2015 Department of Defense press briefing detailing 50 tons of ammunition being delivered to a “friendly Syrian-Arab coalition” in Syria.

Reporters have identified over $700 million in weapons likely delivered to Syrian rebels between September 2015 to May 2017. The Department of Defense has budgeted $584 million for the Syrian arms operation for 2017 and 2018; a further $900 million will be spent on munitions between now and 2022. The investigators report the $2.2 billion figure is likely an understatement.

NETWORK

The weapons supply network stems from the Balkans, eastern Europe and the Caucasus and includes arms dealers, cargo and shipping companies and German military bases.

Before the new programme began, its spending on Eastern Bloc weaponry was “negligible,” the groups report.

US Special Operations Command runs one weapons purchase channel, which the Pentagon confirmed in a statement to investigators. According to the Pentagon, it carefully vets the recipients of the weapons.

The other shipping channel is operated by Picatinny Arsenal, a weapons manufacturing and research facility in New Jersey, which is also home to the US Army Armament Research, Development and Engineering Center.

SOCOM

United States Special Operations Command purchased $240 million in weaponry from Bulgaria, Bosnia and Herzegovina, Serbia, Poland, Romania, the Czech Republic and Kazakhstan up to May 2017, reporters found.

SOCOM also chartered four cargo ships to transport 6,300 tons of munitions from Black Sea ports to Turkey and Jordan, which reporters confirmed through procurement documents, packing lists and ship data.

In February, it made a $90 million shopping list for Syria. Seen by reporters, it includes 10,000 AK-47s, 6,000 rocket launchers and 6,000 other machine guns, Balkan Insights reports.

Picatinny Arsenal

Balkan Insights also reports that Picatinny has bought $480 million of arms and ammunition since the switch in strategy, and has $950 million slated to be spent on more Soviet-era ammunition by 2022, reporters say.

CRIMINAL SUPPLIERS

Some of the weapons suppliers have been identified as having links to organized crime, the investigation reports.

Such is the demand for Soviet-designed weapons that the manufacturers have had to increase production, with one Bulgarian ammunition factory announcing the hire of an additional 1,000 workers in 2016.

It has also caused the Pentagon to drop its standards for equipment. Older equipment carries more risk of accidents and the rule used to be less than five years old, but in February it made an exception for some equipment, the report details.

DOCUMENTS

The investigation reveals the Pentagon is fraudulently manipulating documents to cover up its actions.

It found seven contracts worth $71 million signed in September 2016 which referenced Syria, or the DoD’s internal code for the country, V7. However, as soon as reporters asked back in March about the deliveries, the files were deleted. The Pentagon declined to comment on this.

Luckily, the reporters had already made copies. The original procurement documents’ description of requirement section said, “Acquisition of non-standard ammunition for Syria and Iraq.” A later version of the document no longer had “for Syria and Iraq” written on it.

A further $408 million of equipment bought since the strategy switch has no destination on its forms.

End-user certificates are used to secure arms exports licenses and of course to detail who will be the end user of the weapons in question. Documents seen by reporters list SOCOM and US bases as the final user, even though US doesn't use such weaponry.

South Korea has been angered by Pyongyang’s latest missile launch, with president Moon Jae-in warning that further provocations could result in complete destruction. He also ruled out the possibility of opening a dialogue with the belligerent North.

“In case North Korea undertakes provocations against us or our ally, we have the power to destroy (the North) beyond recovery,” the South Korean leader said on Friday as cited by Yonhap news agency.

Moon was speaking after North Korea launched a missile earlier in the day that flew through Japanese airspace and landed in the Pacific Ocean some 2,000 km east of Japan. Seoul immediately convened a National Security Council (NSC) meeting, where Moon condemned the launch, saying the North had once again breached United Nations Security Council resolutions and “poses a grave challenge to the peace and stability of the Korean Peninsula and the global community,” according to RT’s Ruptly news agency.

“I sternly condemn and express anger at this series of provocations by the North,” Moon is quoted as saying by Yonhap.

The South Korean president also said that dialogue between the South and the North is currently impossible and called for greater pressure on the North.

“Dialogue is impossible in a situation like this,” Moon said.

“International sanctions and pressure will further tighten to force North Korea to choose no other option but to step forward on the path to genuine dialogue.”

N. Korea vows to sink Japan for ‘dancing to US tune’ & reduce US to ‘ashes and darkness’
Pyongyang says it is the time to “annihilate” the US and turn it into “ashes” for initiating the latest round of sanctions. The North has also threatened Washington’s allies in the region, vowing to “sink” Japan and “wipe out” South Korea.

North Korea made yet another threat to the US and its allies in the region, Japan and South Korea, on Wednesday, KCNA reported. The North accused the US of “cooking up” the latest restrictive measures against it and demanded that the US be beaten “to death as a stick is fit for a rabid dog.”

The 15-member United Nations Security Council (UNSC) unanimously approved a new round of sanctions on Monday, targeting North Korea’s textile exports and oil imports following Pyongyang’s sixth nuclear test.

“There's limit to patience,” the North’s state-run KCNA state news agency cited the spokesperson of the Korea Asia-Pacific Peace Committee as saying on Thursday. He accused the whole UN body of being a “tool of evil” serving Washington interests.

“Now is the time to annihilate the US imperialist aggressors. Let's reduce the US mainland into ashes and darkness,” the communist outlet reported, also vowing to resort to “all retaliation means which have been prepared till now.”

Pyongyang says that the previous intercontinental ballistic missile (ICBM) flight over Japanese territory has not brought Tokyo to its senses, and it continues “to dance to the tune of the US sanctions."

“The four islands of the [Japanese] archipelago should be sunken into the sea by the nuclear bomb of Juche. Japan is no longer needed to exist near us,” KCNA stated. Juche is the official state ideology of North Korea, which was designed by the grandfather of Kim Jong-un, President Kim Il-sung, and emphasizes national self-reliance and independence.

Tokyo blasted the North Korean statement as “extremely provocative and egregious.”

“It is something that markedly heightens regional tension and is absolutely unacceptable,” Japanese Chief Cabinet Secretary Yoshihide Suga stated on Thursday, as cited by Reuters.

At the same time, North Korea sees its southern neighbor’s support of sanctions as “treason” against “fellow countrymen” and promised to wipe “traitors and dogs of the US” out for the sake of reunification.

“The group of pro-American traitors should be severely punished and wiped out with fire attack so that they could no longer survive. Only then, the entire Korean nation can thrive in a reunified territory to be proud of in the world.”

Tensions on the Korean Peninsula are rapidly mounting with North Korea continuing its missile and nuclear tests and the US, South Korean and Japanese holding drills in the area. Pyongyang says the boosting of its missile and nuclear program is justified with defense from military maneuvers.

Moscow has repeatedly warned against the escalation of the Korean crisis and advocated a diplomatic solution. Together with China, Russia has repeatedly proposed a double-freeze plan, calling for the simultaneous suspension of Pyongyang’s nuclear and ballistic missile tests and a halt in joint US-South Korea military exercises.

Despite the plan being rejected by Washington, some of the Russian and Chinese concerns were included in the recent UNSC resolution. However, Russia doubts that sanctions are an effective tool to influence Pyongyang. US President Donald Trump has characterized the sanctions as “a small step,” which “are nothing compared to what ultimately will have to happen.”

US Air Force sprays Harvey-stricken Texas with controversial chemicals

The US Air Force is spraying 6 million acres in Texas with potentially harmful insecticides, as the state tries to rid itself of swarms of mosquitoes nesting in flooded areas after Hurricane Harvey.

The work began this past weekend with the military using low-flying C-130 cargo planes to douse three counties with Naled, an organophosphate (OP) insecticide, according to Reuters.

“Due to the large amount of standing, polluted water, populations of pest insects that can transmit diseases are increasing significantly,” Captain Jeff Kelly, Air Force spokesman said in a statement. “This poses a health risk to rescue workers and residents of Houston.”

Qatar-Gulf crisis boils over at Cairo meeting
Heated exchange of words, which erupted on live TV, is the latest chapter in the Gulf crisis, now in its fourth month.

Correction: 12/9/2017: A previous version of this article stated that Muraikhi accused Saudi Arabia of looking to replace the emir of Qatar with Sheikh Mohammed bin Abdulrahman Al Thani. This was incorrect. Muraikhi said Riyadh was seeking to replace the emir with Sheikh Abdullah bin Ali Al Thani.

Diplomats from Qatar and the four states blockading the Gulf nation have exchanged heated words at an Arab League meeting in Cairo.

Tuesday's row, which erupted on live television, is the latest chapter in the three-month-old Gulf crisis in which Saudi Arabia, the United Arab Emirates (UAE), Egypt and Bahrain are blockading Qatar.

The coalition cut diplomatic and trade links with Qatar on June 5, suspending air and shipping routes to their Gulf neighbour.

The four Arab states have accused Doha of financing "terrorism". Qatar has rejected the allegation as "baseless".

The blockading states also have accused Doha of supporting regional foe Iran.

Kuwait has been trying to mediate in the dispute.

Heated exchange
During his opening speech, Qatar's Minister of State for Foreign Affairs Sultan bin Saad al-Muraikhi referred to Iran as an "honourable country" and said ties had warmed with its neighbour since the blockade.

In response, Ahmed al-Kattan, Saudi Arabia's envoy to the Arab League, said: "Congratulations to Iran and soon, God willing, you will regret it.

"If the brethren in Qatar think they may have a benefit in their rapprochement with Iran, I'd like to say that they have this evaluation wrong in every way. The Qataris will be held responsible for such a decision."

He added that in "the coming days will prove them wrong because we know that the Qatari people will never accept the Iranians to play a role in Qatar".

UAE's Minister of State for Foreign Affairs Anwar Gargash said the Gulf crisis continued "due to Qatar's unwillingness for peace".

"Their direction needs to change and we will continue our policies until Qatar changes its policies of aggression against the four boycotting countries, as long as Doha supports and funds terrorism and intervenes in the Middle East countries' internal affairs," Gargash said.

Muraikhi, responded by saying that the crisis started when Qatar News Agency (QNA) was hacked by UAE-backed perpetrators who attributed false statement to the emir of Qatar.

"Then we saw this vicious media campaign against Qatar, waged by rabid dogs backed by some regimes," Muraiki said, adding: "Mr Anwar [Gargash] forgot to mention that the four blockading countries tried a military action against my country in 1996."
'All threats'

The Qatari diplomat lamented Kattan's tone in the exchange, saying: "[It] is all threats and I don't think he has the authority to threaten and speak like this."

The exchange then descended into a row during which Kattan and Muraikhi, with each telling the other to be quiet.

Muraikhi said Saudi Arabia was looking to depose the emir of Qatar and replace him with Sheikh Abdullah bin Ali Al Thani, a little-known Qatari sheikh who has been thrust into the limelight by the Saudi-led bloc.

"This is an improper thing to say because the kingdom of Saudi Arabia will never resort to such cheap methods and we don't want to change the regime, but you must also know that the kingdom can do anything it wants, God willing," Kattan said.

Egyptian Foreign Minister Sameh Shoukry said Muraikhi's comments were unacceptable.

"We know very well Qatar's long history in supporting terrorism and that they have provided weapons and funds in Syria, Libya, Yemen even inside Egypt that killed so many," Shoukry said.

Qatar backed a democratically-elected Muslim Brotherhood government in Egypt before it was overthrown by the military in 2013.

The Arab states have demanded Qatar sever any links with the Brotherhood and other groups they deem to be "terrorists".
