ポテトサラダ中毒で死者 急性腎不全などを伴う溶血性尿毒症で意識不明の女児も

ポテトサラダ食中毒事件については、2017/9/13午後3時から保健所が会見しています。死亡した女児は炒め物を食べたとのこと、感染経路は分かっていません。

感染経路も汚染原因も明らかになっていないので、なんとも対応を検討しようがないのですが、現時点では次のように考えています。

@ 食材に含まれる放射性物質が食中毒の原因の可能性は残りますが、溶血性尿毒症症候群(HUS)発症の方もおられますからO157への感染であることは間違いないようです。

管理人は、O157への感染ではなくおそらく放射性物質が原因で、腎臓に障害を生じた例を伺っていますが、今回の食中毒で放射性物質が原因だとすると、原因となりうる特定の食材の量が少ないこと、溶血性尿毒症症候群(HUS)発症までの期間が短いことから、その可能性は低いのではないかと考えています。

A 食材の固有の汚染が食中毒の原因でなければ、O157などの食中毒の原因となる微生物(とそれが作る毒物)をいかにして排除、殺菌するかという通常の食中毒防止対策の問題になります。

B 家庭で調理する場合は、洗浄と過熱です。O157は75度で死滅するとされていますからきちんと加熱することで防止できます。

そして作り置きを避けること、必要に応じ再加熱することなどが対策になります。

C 調理品の購入は、O157に関しては再加熱で感染を防止できます。生物はもちろんだめです。

ポテトサラダは昔からよく食中毒がありました。生もの調理品を買ってきて食する家庭は今でも多いのでしょうね。

外食する場合は、必ず過熱品。まあ、店が汚くとも加熱品だけを食べていれば、そんなに食中毒はない。怖ければ外食しない、ということなのではないでしょうか。

D 今回の食品事故で、家庭で調理する食材を特に選定し直さなければならないか、その判断材料はこれまでの報道を見る限り、特にないと考えています。

総菜食べた子供が死亡 9人感染の系列店で購入

群馬、埼玉両県の総菜店で購入したポテトサラダなどを食べた客が病原性大腸菌O157に感染した問題で、前橋市の「でりしゃす六供(ろっく)店」で購入した食品を食べた人で新たに患者2人が判明し、うち子供1人が死亡したことが13日、分かった。一連の問題で死者が確認されたのは初めて。同店ではこれまで9人の感染者が明らかになっている。
 この問題は、フレッシュコーポレーション(群馬県太田市)が運営する埼玉県と群馬県の「でりしゃす」系列店でポテトサラダなどを購入して食べた人がO157に感染した。ポテトサラダを製造した群馬県高崎市の食品会社に保管されていた食品サンプルなどからO157は検出されておらず、感染経路は明らかになっていない。
 でりしゃすの運営会社は全系列店で自主休業していたが、前橋市などの調査で再開に支障はないとして、今月7日に営業を再開した。六供店は13日から再び休業した。でりしゃす六供店は、衛生管理に不備があったとして、前橋市保健所が先月、改善を指示していた。【山本有紀】

5歳女児重体 O157、総菜サラダが原因 埼玉
埼玉県は21日、熊谷市のスーパー「食彩館マルシェ籠原店」に入る総菜店「でりしゃす籠原店」で購入したポテトサラダを食べた4〜60歳の男女8人が下痢などの症状を訴え、うち6人から病原性大腸菌O157を検出したと発表した。3人が入院し、うち女児(5)が意識不明の重体、他の2人は快方に向かっている。
熊谷保健所はポテトサラダを原因とする食中毒と断定し、食品衛生法に基づき総菜店を21日から3日間の営業停止処分とした。
 県によると、ポテトサラダは総菜店が県外の食品会社から仕入れ、ハムやリンゴなどを加えて7、8日に販売した。意識不明の女児は急性腎不全などを伴う溶血性尿毒症症候群(HUS)を発症している。【森有正】

ISIL Terrorists Mass Fleeing to Turkey After Heavy Defeats in Syria
TEHRAN (FNA)- Hundreds of terrorists who have defected the ISIL after the terrorist group's heavy defeat in Syria crossed the borders to Southern Turkey as a first step to return to their countries in the Middle East, North Africa and Europe.

"The former extremist terrorists are now rallying in several towns and villages in Southern Turkey after making it through the borders," local media reported.

The ISIL has experienced heavy defeats in Homs, Hama and Deir Ezzur provinces in recent weeks.

Throughout the year, the Turkish border guards have shot dead scores of both civilians and the terrorists who were trying to cross the borders into Turkey.

In a relevant development on Tuesday, the Syrian army forces ambushed a large group ISIL terrorists who were escaping from a besieged area in Central Syria towards Idlib, and held them captive.

The ISIL terrorists sought to run away from an army-controlled region through al-Sa'an-Ithriya road towards areas controlled by al-Nusra Front (Tahrir al-Sham Hay'at or the Levant Liberation Board) in Idlib but they faced an ambush by the army units.

During the operation, 25 ISIL militants were held captive.

A military source said that 3 ISIL commanders are among the captives.

The Syrian army is now steamrolling through ISIL's last positions in Central Syria, liberating town after town around in the Eastern countryside of Homs and Hama.

The Syrian army troops hit ISIL terrorists' defense lines hard in Eastern Hama and imposed control over several villages.

The army units engaged in fierce clashes with ISIL in remaining regions that are still under the control of the terrorists in Eastern Hama.

Armed Dissidents, Russia, Turkey Likely to Attack Tahrir Al-Sham in Idlib
TEHRAN (FNA)- Media sources reported that the foreign media workers are hurriedly fleeing Idlib towards Turkey as armed dissidents, Moscow and Ankara declared operations against Tahrir al-Sham Hay'at (the Levant Liberation Board or the Al-Nusra Front).

Media activists in Idlib reported that reporters of different international news agencies are leaving Idlib after reports said that agreements have been made for attacks against Tahrir al-Sham Hay'at by other militant groups, backed by the Russian and Turkish air forces.

Earlier reports said today that a Saudi commander of Tahrir al-Sham Hay'at was assassinated in the Eastern parts of Idlib province.

News websites affiliated to the terrorists reported that Abu Mohammad al-Share'i was killed by unknown assailants in Saraqib city in Eastern Idlib.

They added that he was formerly a commander of Jund al-Aqsa terrorist group.

TEHRAN (FNA)- The US-led coalition fighter jets bombed a region in Raqqa city, killing and wounding several more civilians.

The coalition warplanes hit hard al-Badu region in Raqqa city on Wednesday, killing at least 11 civilians.

In a relevant development in early July, a monitoring group reported that the total number of the civilians killed or wounded in the US-led Coalition airstrikes in Raqqa city in Northeastern Syria is much higher than the figures declared by the US Army officials.

Airwars, a UK-based group that monitors airstrikes and civilian casualties in Iraq, Libya and Syria, reported it has tracked 119 alleged civilian casualty events at Raqqa, claiming up to 770 deaths, between June 6-29.

The United Nations Commissioner for Human Rights warned at least 173 civilians have been killed by air and ground strikes in Raqqa since June 1, saying this is “likely a conservative estimate and the real death toll may be much higher.”

In June, the UN’s chair of the Independent International Commission of Inquiry on Syria, Paulo Pinheiro, warned the UN Human Rights Council that the fight in Raqqa shouldn’t be “at the expense of civilians,” saying it is “gravely concerned with the mounting number of civilians who perish during airstrikes.”

Pinheiro said the airstrikes had resulted in a “staggering loss of life.”

Russian air strikes kill 34 civilians near Deir Az Zor

Raids targeted civilians fleeing violence on ferries across the Euphrates River, UK-based monitoring group alleged.

At least 34 civilians, including nine children, have been killed in a Russian air raid on Euphrates River ferries near Syria's Deir Az Zor city, according to a monitoring group.

Rami Abdel Rahman, head of the UK-based Syrian Observatory for Human Rights, said the air strikes on Sunday targeted "more than 40 ferries" that left al-Boulil town southwest of Deir Az Zor for the eastern shore of the Euphrates.

No immediate response from Russian authorities was available.

Sunday's attack came as Syrian troops pressed an offensive against Islamic State of Iraq and the Levant (ISIL) across Deir Az Zor province with Russian air cover.

According to the War Media channel operated by Syrian government ally Hezbollah, Syrian troops seized full control of the 450km road linking the capital, Damascus, to Deir Az Zor for the first time in four years.

"The Syrian army and its allies now control the entire international highway between Deir Az Zor and Damascus, through the cities of al-Sukhna and Palmyra," it said, referring to other central Syrian cities recaptured from ISIL (also known as ISIS).

Seoul detects radioactive gas from N. Korea nuke test

A radioactive gas, xenon-133, has been detected from the recent North Korean nuclear test, the South’s nuclear watchdog said, adding that it is still unclear whether it was from a hydrogen bomb test as Pyongyang claimed.

Traces of the xenon isotope were detected in the north-eastern part of the country on nine occasions, the South Korean Nuclear Safety and Security Commission said. The Commission’s mobile detectors also found traces of xenon off the country's east coast four times.

“It was difficult to find out how powerful the nuclear test was with the amount of xenon detected, but we can say the xenon was from North Korea,” executive commissioner Choi Jongbae told a news conference in Seoul on Wednesday.

Earlier in September Pyongyang claimed that it had successfully tested a hydrogen bomb which can be mounted on an Intercontinental Ballistic Missile (ICBM).

Seoul started collecting radioactive nuclides and increased its radiation monitoring level following Pyongyang’s nuclear test, according to numerous reports from the Nuclear Safety and Security Commission.

Xenon was first detected in the sample collected by “the stationery capturing equipment installed on land”, the commission’s report said September 8. However, at that time it wasn’t clear whether the xenon level was linked to the North’s test.

The amount of the radioactive gas detected is some 0.43 milibecquerel per cubic meter, the commission said, as cited by Yonhap news agency.

This amount would not have any effects on public health as South Korea's radiation levels remain normal, the commission added.

Xenon, a colorless and odorless gas, occurs naturally and can be found in mineral springs, asteroids and the Earth’s atmosphere. It is often used in the manufacture of lighting. However, its isotope xenon-133 does not occur naturally. Small amounts of it is used in medicine for diagnostic inhalation only, according to medical websites.

Exposure can cause nausea, convulsions and a potentially fatal coma, according to the Lantheus medical website. It has been known to cause cancer and adverse reproductive effects.

The test aggravated the already tense situation on the Korean peninsula even further. In response to North Korea’s actions, South Korea and the US began discussions on the deployment of an aircraft carrier and strategic bombers in the region.

韓国がキセノン133を検出としていますが、キセノンは稼働中の原発からも放出されています。特に韓国の原発は放射性物質の漏れが多いとの説もあります。韓国は甲状腺がん発生率が世界でトップだったことも。

北朝鮮が水爆実験をやったと言っている訳ですからキセノンなどが検出されても当然。検出されてもその量は、原発から放出される分と比較すれば、極少なかったと言うことでしょう。

管理人は、韓国の原発が稼動していることのほうが環境への放射性物質の放出がよほど多いのではないかと皮肉な見方をせざるを得ません。

韓国には、米軍に核兵器の再配備を要請する声もあります。

中東諸国や第三世界がこれをどう見ているか、言うまでもありません。

復興を急ぐのは、シリア国内の反乱分子に一定の仕事を与え、戦闘行為から遠ざけると言う点でも大きな効果があります。テロリストは出稼ぎ労働者です。他に仕事があれば、日々死に直面するにもかかわらず1日100ドルの仕事をする人はいません。

復興を急げば、戦闘継続の構えを続けるクルドにも戦略見直しの声が出るでしょう。

この後の事実展開が、この会談の意図を示すでしょう。

Iran signs deals to repair Syrian power grid
Tehran has signed deals worth "several hundred million euros" with Damascus to repair Syria’s power grid in the Aleppo city and the provinces of Latakia and Dayr al-Zawr.

Syrian Electricity Minister Mohammad Zuhair Kharboutli traveled to Tehran as his country is looking to friendly states to help rebuild the country after more than six years of war with foreign-backed terrorists.

Syria’s civilian infrastructure has been battered under the ferocious conflict but Kharboutli said Tuesday the government is working relentlessly to restore the power system and that Iranian companies will have a role in rebuilding Syria.

The reconstruction of the country comes amid the Syrian army making steady advances in recent months and taking back cities and towns from terrorists.

"We are glad that good news is coming out about the situation in Syria theses days, and the terrorists are facing defeat and complete elimination," Sattar Mahmoudi, Iran’s caretaker energy minister, said during the signing ceremony.

The contracts include building a power plant in the coastal province of Latakia with a capacity of 540 megawatts and restoring the main control center for Syria’s electricity grid in the capital Damascus.

Iranian companies will also rehabilitate a 90-megawatt power station in Dayr al-Zawr province, where the Syrian army has made swift advances against Daesh terrorists in recent days.

Two contracts were signed, including for Iran to supply power to Aleppo city, which the Syrian military and its allies fully regained last year in a major blow to terrorists.

Tehran has already assured Syria to expand its cooperation to construct water and sewerage facilities in the Arab country.

Mahmoudi said the capacities of Iranian companies in production, distribution and transmission of power and power plant equipment are unique in the region and many Iranian products are able to compete with the world's leading brands.

"The message of Iran's Ministry of Energy is to restore light to the houses of the Syrian people, while the terrorists and their supporters have had no message other than darkness and terror for the Syrian people in the past few years," he said.

In May 2013, Iran agreed to provide Syria with a $3.6 billion credit line for imports of goods and commodities and implementing civilian projects.

Iranian firms are already involved in a series of electricity generation projects worth $660 million in Syria, according to Energy Ministry officials.

A plan has been mooted for exports of Iranian electricity to Syria which would hook up Iran’s national grid with those of Iraq and Lebanon, creating the biggest power network in the Islamic world.

Damascus was a major ally of Tehran during eight years of the former Iraqi dictator Saddam Hussein’s war on the Islamic Republic in the 1980s and Iran now feels obliged to return the favor.

"During these years, the Iranian nation and the government have stood with the Syrian people in the worst conditions, and we certainly will not leave the Syrians alone in the difficult conditions of reconstruction," Mahmoudi said.

In January, the two countries signed several agreements during a visit by Syrian Prime Minister Imad Khamis to Tehran, under which the Islamic Republic would build a mobile service operator in the Arab country.

Under the deals, Syria would grant a license to Iran to operate the Arab country’s third mobile service provider and allow the Islamic Republic to set up a petrol terminal on 5,000 hectares of land.

Syria would also give Iran 5,000 hectares of farmland and commission the operation of phosphate mines in Sharqiya and a port in the Arab country to Iranian companies, IRNA reported then.

Khamis traveled to Tehran with a large business delegation, with Iran’s Vice President Es’haq Jahangiri saying the visit marked "a new page for economic activities between the two countries."

‘Ready for jihad’: Afghans protest near Bagram Airbase to denounce ‘offensive’ US leaflets (VIDEO)

Hundreds of Afghans have protested against the US military’s distribution of "offensive" leaflets near Bagram Airfield which showed a passage from the Korean on a dog – an animal considered impure in Islam.

The demonstrators gathered in the Qarabagh district in Kabul province, near Bagram Airfield, Tuesday, with some setting tires on fire and others waving placards which depicted US President Donald Trump as a dog.

One of the protesters told RT's Ruptly video news agency that Afghans are "very sad and angry" about the flyers which were dropped by the US military earlier this month.

"The US has been bombarding our people and they are killing our women and children everywhere in Afghanistan," the protester continued. “So we are ready [men, women and children] for anti-American jihad. They did not come to help us, but they came to make problems for the Muslims in Afghanistan and around the world. We don’t want the US to be in Afghanistan."

The flyers, which sparked outrage across the country and the wider Muslim world, showed a passage from the Koran which appears on the flags used by the Taliban. That passage was superimposed on a dog – an impure animal in Islam – which was being chased by a lion, the leaflets showed.

"Take back your freedom from the terrorist dogs and cooperate with coalition forces so they can target your enemy and eliminate them," the leaflets said, according to Reuters.

Russia, US discuss extending nuclear arms reduction treaty – Russian deputy FM
Senior Russian and US diplomats have discussed the possible extension of the 2010 Strategic Arms Reduction Treaty, also known as ‘New START,’ during a meeting between Russia's Deputy Foreign Minister and US Undersecretary of State in Helsinki, Finland.

Sergey Ryabkov and Thomas Shannon discussed the issue in context of the present situation in US-Russian relations, Ryabkov told Russian media. He added that the consultations were particularly focused on the prospects of completely fulfilling both sides' obligations under the treaty as set by the deadlines in the document.

Russia and the US “agreed that there could be no deviation from requirements of the agreement,” the Russian deputy foreign minister emphasized, adding that the US considered the issue in a “serious and responsible manner.”

Moscow and Washington also started consultations on the extension of the treaty at a higher level, Ryabkov added. Russia's second most senior top diplomat said another meeting of the US-Russian bilateral commission on implementing the ‘New START’ would take place “in the near future” so that the two sides could continue their discussion of the “technical aspects of implementation of the treaty.”

The ‘New START’ treaty was signed by former Russian President Dmitry Medvedev and the then US President Barack Obama in April 2010. It came into force on February 5, 2011. The treaty obliges Russia and the US to reduce their nuclear arsenals over the course of seven years. It expires on February 5, 2018.

Under the treaty each side is allowed to possess no more than 800 intercontinental ballistic missiles, submarine launched ballistic missiles and strategic bombers in total, while the designated number of deployed nuclear warheads is limited to 1550 for each side. The treaty also obliges Moscow and Washington to exchange information about their nuclear weapon stockpiles.

水道の蛇口から下水処理水、東京
都施設の違法改修が原因
 東京都は12日、足立区内で下水処理水が上水道管に流れ込み、付近の住宅で蛇口から臭いと濁りのある水が出る事故があったと発表した。都下水道局の施設で違法な設備改修がされていたのが原因で、最大で27世帯に影響があった。都によると、把握している限り、下水処理水の上水道への混入事故は全国でも例がないという。
 この水を飲んだり、ご飯を炊いたりした住民もいたが、都は「塩素消毒した水なので、安全性は問題ない」と説明。住民に謝罪した。
 10日午後、足立区の住民から「水が臭い」と通報があり、都が水道水に臭いと濁りがあるのを確認、調査していた。
