The initial draft had proposed a “progressive” oil embargo on Pyongyang, and called for a travel ban and asset freeze against Kim, along with four other North Korean officials, as well as restrictions on the country’s exports of textiles and the hiring of its laborers abroad.

The new version, seen by Reuters, has dropped the call for blacklisting Kim, and only lists one of the four officials. The oil embargo was also excluded from the final text, which instead seeks a ban on condensates and natural gas liquids.

It also keeps the proposal for restrictive measures against textile exports, which were North Korea’s second-biggest export after coal and other minerals in 2016.

The draft resolution also no longer urges an asset freeze on the military-controlled national airline Air Koryo.

If adopted, the resolution would be the eighth against Pyongyang since 2006. So far harsh sanctions have been imposed on the North over its ballistic missile and nuclear programs.

US Republican Senator John McCain has warned North Korean leader Kim Jong-un against attacking America and its allies, saying such aggression will lead to the Eastern Asian country’s “extinction.”

Washington needs to "make sure that Kim Jong-un knows that if he acts in an aggressive fashion, the price will be extinction," McCain told CNN on Sunday.

The head of Senate Armed Services Committee said Washington should strengthen its missile defenses in South Korea while putting more pressure on China to stop the North’s development of nuclear weapons and ballistic missiles.

He also said that the administration of President Donald Trump should start considering deploying nuclear weapons on the Korean Peninsula.

"The [South] Korean defense minister just a few days ago called for nuclear weapons to be redeployed," he said, saying that the call “ought to be seriously considered."

 誤認逮捕された愛知県豊田市の専門学校生の女性(21)に成り済ましたとして詐欺容疑で書類送検された京都市の中学3年の女子生徒(15)はツイッターで、人気アイドルグループ「関ジャニ∞」のコンサートチケットの売買交渉をするなど女性と直接やりとりし、個人情報を入手、利用していたとみられることが11日、徳島県警三好署への取材で分かった。
 三好署は客観的な証拠が乏しいまま逮捕に踏み切ったと認め、西岡寿典署長は「成り済ましの可能性は考慮していなかった。捜査に慎重さを欠いていた」と話した。

三好署によると、女子中学生はツイッターで知り合った女性と8万円でチケットを購入する約束をし、女性の名前や口座番号などを入手したとみられる。同時期に自身が開設したアカウントに「チケットを譲ります」と投稿。連絡してきた徳島県内の女子高校生ら2人と、女性に成り済ましてやりとりし、架空の売買契約をして女性名義の口座に4万円ずつ計8万円を振り込むよう指示したという。
女子中学生は、チケット販売サイトに女性名義でチケットを出品。落札した別の人物からサイトを通じて約6万円を受け取り、女性にはこの人物宛てにチケットを送らせた。女性は代金の8万円が入金されていたため、疑問に思わなかったとみられる。チケットが届かなかった女子高校生が署に相談して発覚した。成り済ましに使われたアカウントは既に削除されていたという。
 女性は逮捕当初から否認しており、19日間の勾留を経て釈放された後、郵便局から取り寄せたチケット配送記録の控えを徳島地検に提出して誤認逮捕が発覚した。弁護人は共同通信の取材に「女性の弁解を精査すれば早期の釈放ができたのではないか」と批判した。

この例で疑問なのは、知らない人とツイッターでチケット売買のような話をしていながら、この方はツイッターの記録を取っていなかったのでしょうか。

ツイートは、相手を指定して送信すると相手にしか見えません。自分のタイムラインには残るでしょうが。(管理人はツイッターの仕組みが良く分かっていません。ある相手をブロックしたらその人とのやり取りが全部消えて慌てました。おおむねスクリーンショットを取ってありましたが)

このような金銭などの絡む話、第三者にかかわる話は後日問題があった場合のために全部記録しておきます。管理人が「今日の放射能」に記録しているような形でも良いし、できればスクリーンショットの方が良いでしょう。

スクリーンショットの取り方、画面キャプチャーのやり方を説明します。

A ペイントソフトを呼び出し、貼り付けます。


B 画面全体が貼り付けられますから必要な部分だけを残して整形します。


C 名前をつけて保存します。名前の中に作成した日付を入れておいたほうが良いでしょう。例えば "tickettweet20170911"などとします。

Russian Top Diplomat: Al-Nusra Front Is Shielded from Strikes
TEHRAN (FNA)- Russian Foreign Minister Sergey Lavrov said on Monday after talks with his Jordanian counterpart Ayman Al Safadi that the situation with Jabhat al-Nusra remains confusing, because it is continuously being shielded from airstrikes.

"We said today that the situation with Jabhat al-Nusra continues to remain dubious, as a number of participants in the US-led coalition for some reason are trying to shield and spare them from airstrikes," the foreign minister pointed out, TASS reported.

"This is inadmissible. Just like the ISIL (Daesh or ISIS), Jabhat al-Nusra remains a terrorist group," Lavrov stressed.

Syria has been mired in bloody war since March 2011, with Damascus forces loyal to President Bashar al-Assad fighting tens of terrorist groups, including the ISIL and Al-Nusra Front.

9月8日の検出か。スピーディーの予測みて福井県9月7日のモニタリングポストみてみたんだけどね。


上のツイートを2017/9/10の朝目にしましたが、現地調査で外出する予定でしたので時間がなく深くは調べませんでした。

現地調査のため電車の中でMAZURを確認していたところ、この1週間の自宅屋内で記録した最高値が61cpmとなっていました。屋外でも高い値のほうに属します。記録した時刻は、2017/9/10、05:06:49、今朝の5時です。0.183μSv/h相当です。

まず近くのMPを調べます。市川市、未明に高くなっています。


市原市、同じです。


東京都、同じく未明が高い。特に調布市。


茨城はそれほど高くなっていません。北からではなく西からの飛来です。富山県、高くなっています。


山口県、同じ。


九州長崎は上がっていません。長野県、上がっています。


これは、日本より西の海外で放射性物質が放出された場合のパターンです。空間線量率を上げた放射性物質はキセノンかもしれませんし、ヨウ素かもしれません。

具体的に特定できませんが、何か飛んで来ていました。体調不良の方が出ているはずですが、おられませんか?

2009年から2010年にかけてこのような形で放射性物質が西から飛来していたと推定しています。2010年は年間を通じて死亡数が大きく増えた年です。

どうぞご注意を。

次は、2017/9/8の自宅屋内での測定分です。一時空間線量率が上がったのは、太陽フレアの影響ではなく、海外から放射性物質が飛んで来ていてその影響だったのかもしれません。40cpmは3σを超えています。

Trump’s Bid to End Saudi-Qatar Stalemate Ends in Recriminations
CAIRO − An attempt by President Trump to break the stalemate that has divided the wealthiest countries in the Middle East ended in failure on Saturday, when leaders from Qatar and Saudi Arabia, after speaking by phone for the first time in months, exchanged dueling, contradictory statements.

Mr. Trump arranged the call, which took place late on Friday, and promised a breakthrough in the bitter dispute that has plunged the Persian Gulf into turmoil and has threatened American security interests.

Since June, Saudi Arabia has led the United Arab Emirates, Egypt and Bahrain in imposing a punishing trade and transport boycott against tiny, gas-rich Qatar, accusing it of financing terrorism and having overly cozy relations with Iran. Qatar has rejected the charges, countering that its rivals are seeking to curb its sovereignty and tame its influential television channel Al Jazeera.

Mr. Trump stepped into the frame this past week, offering his services as a mediator and predicting a quick victory.

“I think you’d have a deal worked out very quickly,” he said at the White House on Thursday, standing alongside the emir of Kuwait, who has led Arab efforts to end the standoff.

But Friday’s phone call between the emir of Qatar, Sheikh Tamim bin Hamad al-Thani, and the crown prince of Saudi Arabia, Mohammed bin Salman, seemed to underscore only how hard it might be to settle the angry, often petty, dispute.

Within hours of the call, Qatar’s state news agency issued a statement that said the emir “welcomed a proposal” by the young Saudi prince to appoint two peace envoys to help bridge their differences.

That language infuriated the Saudis, who appeared insulted by the suggestion that they had bowed first in the dispute. The Saudi state news service retorted with its own report, citing unnamed officials, that accused Qatar of distorting the facts and declared that dialogue between the two countries had been suspended.

In the Saudi telling, it was the Qataris who first broached the idea of peace mediators.

The exchange encapsulated the vehemence of a dispute that has worried Western countries allied with both sides. Through the summer, a series of envoys, including the United States secretary of state, Rex W. Tillerson, have traveled to the Persian Gulf for talks. Qatar and its foes have exchanged jabs through news and social media, in fake news stories and leaked emails, and on the streets of Western capitals.

An influence race has erupted in Washington, where both sides have spent huge sums on lobbyists and advertising in a bid to influence political and public opinion. On Saturday, official Saudi outlets tweeted an apparently fake Islamic State statement expressing support for Qatar.

While some analysts said that Friday’s call, even if unsuccessful, held out hope that the two sides were finally ready to talk, others viewed it as a sign of how entrenched they have become.

“The problem is as much about appearing to not capitulate to the other side as it is trying to solve any problems,” said Michael Stephens of the Royal United Services Institute in London.

“Given the hypersensitivity of both sides to appearing weak,” he said, “it makes the problem considerably harder to solve.”

Mr. Trump’s hand may be weakened by his own insistence on taking sides. After initially supporting the Saudis, he appeared to take a more balanced approach at the urging of Mr. Tillerson, who knows leaders on both sides from his previous career as an oil executive.

Qatar is home to the largest American air base in the Middle East and is the center of military operations against the Islamic State in Syria and Iraq.

But at the White House on Thursday, Mr. Trump appeared to take a new jab at Qatar when he complained of the “massive funding of terrorism by certain countries.”

He added, “If they don’t stop the funding of terrorism, I don’t want them to come together.”

Mr. Trump was standing alongside the emir of Kuwait, Sabah al-Ahmad al-Jaber al-Sabah, who has led Arab efforts to solve the crisis and quickly reached for a more conciliatory note.

“Now is the time that we have to forget all these differences,” the emir said.

ISIL statement expressing support for Qatar in the Gulf crisis is 'apparently fake', says The New York Times.

The New York Times on Sunday debunked information spread by official Saudi media outlets a day earlier claiming Islamic State of Iraq and the Levant (ISIL) expressed support for Qatar in the Gulf crisis.

The US publication said the ISIL statement aiming to link Qatar to terrorism was "apparently fake".

It was not the first time Qatar was targeted by spreading misinformation.

Last month, Dubai TV aired a false report claiming anti-government demonstrations took place in Qatar's capital, Doha, and alleged troops - including soldiers from Turkey - fired tear gas at protesters.

The media attacks come amid a dispute between Qatar and its neighbours - Saudi Arabia, the United Arab Emirates and Bahrain - as well as Egypt.

The quartet cut diplomatic ties with Doha on June 5 and imposed an air, sea and land blockade on Qatar - accusing it of supporting Iran and "extremists" in the region.

Qatar strongly denies the allegations.

Marwan Kabalan, director of policy analysis at Doha Institute for Graduate Studies, told Al Jazeera by spreading false news Saudi Arabia may be diverting attention from a story in the US media about the Saudi embassy's possible links to the September 11, 2001 attacks.

"This shows that Saudis are doing their best to divert the attention from yesterday's reports by The New York Post and The Independent saying that the Saudi embassy in Washington did in fact have ties to some of the hijackers of the 9/11 attacks," said Kabalan.

The Gulf crisis kicked off in May following the hacking of Qatar News Agency's website, when comments falsely attributed to Emir Sheikh Tamim bin Hamad Al Thani were broadcast by both UAE-based broadcasters Sky News Arabia and Al Arabiya.

The networks went big with the news, inviting guests to dissect and condemn the reported speech.

Saudi Arabia suspends ‘all dialogue’ with Doha after phone talks with Qatar emir & Trump

Riyadh is suspending all communication with Doha after Qatari media allegedly misreported the contents of the first phone talks on the crisis between the two Arab states, Saudi state media said. It comes after Donald Trump called on Gulf countries to unite against Iran.

On Friday, the Emir of Qatar contacted Saudi Arabia’s defense minister Mohammed bin Salman – recently elevated to the rank of crown prince – by phone to discuss the list of demands issued to Doha by the four Arab countries, led by the Saudis. Bahrain, Egypt, Saudi Arabia and the UAE insist Qatar comply with the ultimatum if it wants an end to the ongoing economic and travel blockade.

Initial reports said Sheikh Tamim bin Hamad al-Thani expressed his willingness to enter into negotiations with the quartet.

However, Saudi state news agency SPA soon broke the news that Riyadh was suspending all dialogue and communication with Doha and accused the Qatar News Agency (QNA) of “distorting facts” while reporting on the phone conversation.

"The Kingdom of Saudi Arabia announces the suspension of any dialogue or communication with the authority in Qatar until a clear statement is issued clarifying its position in public," the SPA reported.

QNA said the Saudi crown prince allegedly proposed to “assign two envoys to resolve the dispute in a way that respects the sovereignty of states,” while both leaders “stressed the need to resolve this crisis… to ensure the unity and stability” of the Gulf Cooperation Council (GCC), Al Jazeera reported.

The agency added that the call was coordinated with US President Donald Trump.

It was not immediately clear which part of the reporting Riyadh disputed. In the run-up to the announcement, both bin Salman and al-Thani held separate phone talks with Trump Friday after the latter expressed a willingness to mediate in the Qatari crisis. Trump also spoke to the UAE’s Crown Prince Sheikh Mohammed bin Zayed al-Nahyan.

In its statement following the talks, the White House said Trump highlighted the importance of unity among the Arab states in the battle against terrorism and as a counterweight to Iran, in particularly stressing the necessity to curb terrorism funding and to stamp out extremist ideology.

The four Gulf countries severed diplomatic ties with Doha on June 5, following the lead of Saudi Arabia and Bahrain which accused Qatar of supporting terrorist groups and interfering in the internal affairs of other countries. The bloc then imposed an economic and travel blockade on Qatar, demanding it accept a 13-point ultimatum for relations to be restored. Qatar, however, dismissed the demands, which included the withdrawal of Turkish forces from its territory, shutting down its Al Jazeera television network and cutting aid to extremist groups.

As the crisis unfolded, Trump joined the Saudi-led bloc in accusing Doha of sponsoring terrorism. Qatar hosts the largest US base in the region, the Al Udeid Air Base. Over 10,000 American service members are stationed there and Qatari soldiers regularly hold drills with US troops. The last such exercise was in June this year.

Saudi Arabia Accepts, Then Rejects Olive Branch Offered by Qatar
TEHRAN (FNA)- Saudi Arabia suspended plans to hold talks with Qatar on how to resolve the ongoing crisis between Doha and four Arab states minutes after the Saudi crown prince and the Qatari ruler discussed the planned negotiations during a phone call.

On Friday, Qatari Emir Sheikh Tamim bin Hamad Al Thani called Saudi Crown Prince Mohammed bin Salman, expressing his willingness to hold dialogue over the demands of the four Arab states from Doha, Shafaqna reported.

During the phone conversation, both leaders stressed the need to resolve the crisis through dialogue.

"During the call, the emir of Qatar expressed his desire to sit at the dialogue table and discuss the demands of the four countries to ensure the interests of all," Saudi state news agency SPA reported, adding that "the details will be announced later" after consulting with the United Arab Emirates (UAE), Bahrain and Egypt.

Qatar News Agency’s (QNA) reported that during the phone call both sides "stressed the need to resolve the crisis by sitting down to the dialogue table to ensure the unity and stability” of (Persian) Gulf Cooperation Council countries.

Sheikh Tamim welcomed the proposal of Prince Mohammed during the call "to assign two envoys to resolve controversial issues in a way that does not affect the sovereignty of the states," the Qatari news agency added.

The phone call is believed to be the first official contact between the two Arab kingdoms since the beginning of the crisis three months ago.

Minutes later, however, Saudi Arabia's state news agency cited a Saudi Foreign Ministry official as saying that Riyadh suspended plans for negotiations over QNA's failure to mention that Doha had initiated the phone call.

QNA was not accessible at the time of this report, but according to Qatari news network Al Jazeera, QNA had said that the phone call was coordinated by US President Donald Trump.

"What was published on the Qatar News Agency is a continuation of the distortion of the Qatari authority of the facts," SPA reported, citing the Saudi official.

"The Kingdom of Saudi Arabia announces the suspension of any dialogue or communication with the authority in Qatar until a clear statement is issued clarifying its position in public," it added.

Earlier on Friday, Trump held separate phone calls with the Qatari and Saudi rulers as well as UAE Crown Prince Mohammed bin Zayed Al Nahyan.

According to a White House statement, Trump told the three Persian Gulf Arab rulers that unity among Washington's Arab partners to promote regional stability and counter “the threat of Iran.”

Trump also stressed that all countries must remain committed to countering terrorism and extremist ideology and cut off funding for terrorist groups, the statement added.

Saudi Arabia, Bahrain, Egypt, and the United Arab Emirates cut their diplomatic ties with Qatar on June 5, accusing Doha of sponsoring terrorism and destabilizing the region.

The Saudi-led bloc has imposed sanctions against the tiny Persian Gulf country, including restrictions on Qatari aircraft using their airspace. Qatar’s only land border with Saudi Arabia has also been blocked as a result.

The boycotters later released a 13-point list of demands, including the closure of Al Jazeera news network and downgrade of relations with Iran, in return for the normalization of diplomatic relations with Doha.

Qatar has rejected the demands as an attack on its sovereignty.

Experts have touted the Qatar crisis as the fallout of Trump’s visit to Riyadh in early June, when he signed the largest single arms deal in US history with King Salman bin Abdulaziz Al Saud to sell Riyadh $110 billion in arms.

In the early days of the crisis, Trump took to Twitter to praise the Saudi-led bloc’s decision to cut ties with Qatar, implying that it was the fruit of his first visit to the Middle East.

However, on June 14, the US signed a $12-billion deal with Qatar to sell F-15 fighter jets to the country.
