ISIL's Security Forces Escaping from Deir Ezzur in Vast Numbers
TEHRAN (FNA)- A growing number of ISIL's Hasaba (security-monitoring) forces are escaping the Eastern province of Deir Ezzur following the Syrian Army troops' advances, local sources said Friday.

The sources said that a group of ISIL's Hasaba forces has escaped from the town of Qaranij, adding that the fugitive members had been sent by ISIL to Qaranij to replace the former members that had previously escaped the same town.

The sources further said that Commander of ISIL Hasaba Abu Shima that was a Moroccan has also escaped from the town of al-Mayadeen in Southeastern Deir Ezzur.

ISIL has set up more checkpoints to monitor its non-Syrian members' activities after a large number of its foreign members fled the battlefield in Deir Ezzur.

Local sources said on Thursday that a number of foreign members of the ISIL terrorist group were killed in infightings in Deir Ezzur province.

The sources in Western Deir Ezzur confirmed that the Iraqi and French members of the ISIL engaged in heavy infighting in the town of Qaranij, adding that a number of them were killed and wounded.

They also underlined the collapse of ISIL defense lines in Deir Ezzur and intensified infighting among its members as the Syrian army is rapidly advancing in the region.

Meantime, a group of residents of the village of al-Shahil in Eastern Deir Ezzur attacked one of the ISIL bases in the region, killing a number of terrorists.

US Army Continues Rescue Operations for ISIL in Eastern Syria
TEHRAN (FNA)- Military helicopters of the US-led coalition carried out another heliborne operation in Southeastern Deir Ezzur, carrying 20 senior ISIL commanders on board, a military and diplomatic source said on Friday.

"Amid the successful operations by the Syrian government troops in the Eastern part of Syria in late August, a number of ISIL field commanders backed by US special services, had been promptly evacuated from Deir Ezzur to safer regions in order to use their experience in other directions," the source said.

The source said that the first such extraction took place on August 26, a "US Air Force helicopter" evacuated 2 European field commanders of ISIL with members of their families from a region Northwest of Deir Ezzur at night.

According to his data, two days later, US choppers transferred 20 ISIL field commanders and militants close to them from a region Southeast of Deir Ezzur city to Northern Syria.

"Militants who lost their commanders due to the Americans, usually tend to cease organized actions, leave their positions, join other (ISIL) units or flee one by one. This eventually contributes to the success of the offensive by the Syrian government troops in Eastern Syria," the source said.

Military sources confirmed on Tuesday that the Syrian Army troops entered the 137th Artillery Brigade Base in the Western outskirts of Deir Ezzur city, lifting the ISIL terrorists' siege of the city after approximately 1,100 days.

The army soldiers, backed up by the country's Air Force and Russian fighter jets, prevailed over the last strongholds of ISIL in the Western outskirts of Deir Ezzur city and reached positions of their comrades in the 137th Artillery Brigade Base, the sources said, adding that ISIL's siege of Deir Ezzur city was ended after more than three years.

The sources added that a number of the army forces and military vehicles entered the 137th Artillery Brigade Base via a newly-set corridor minutes ago.

The next phase of the Deir Ezzur military operation will include lifting the siege of the military airport in the Southern outskirts of the city, followed by taking control of the entire provincial capital.

Recapturing Deir Ezzur is of great importance for the fight against ISIL due to its strategic location. It is the largest city in Eastern Syria and the seventh-largest city in the whole country.

Deir Ezzur and the surrounding governorate of the same name are located on the Syrian border with Iraq, so, if captured by the Syrian governmental forces, they will leave ISIL militants effectively trapped in the heart of Syria in their only remaining stronghold of Raqqa.

Liberating the city would also give the government forces strategic advantage over the terrorists as it will provide Syrian armed forces and their allies with a really stable foothold in this part of Eastern Syria.

Apart from its strategic importance for the military defeat of ISIL, ending the siege of Deir Ezzur would also have a significant economic effect and would be a great relief for thousands of people currently trapped in the city surrounded by the terrorists.

Deir Ezzur is the capital of an oil-rich Eastern Syrian province and the center of the Syrian oil industry that once served as a source of wealth to ISIL as it captured the area and besieged the city. Depriving terrorists of these resources would be another significant blow to the ISIL Takfiri group.

US Army Conducts Heliborne Operation Again to Save Foreign ISIL Members in Deir Ezzur
TEHRAN (FNA)- Military helicopters of the US-led coalition carried out another heliborne operation in Deir Ezzur to evacuate a number of foreign members of the ISIL terrorist group from the region, media reports said on Thursday.

Media outlets affiliated to the terrorists reported that after the heliborne operation in Kab al-Mala region in Southeastern Deir Ezzur on Wednesday, the US-led coalition conducted a second heliborne operation near al-Rahba region in Badiyeh (desert) areas of al-Mayadeen city.

They added that the operation was carried out by several helicopters, noting that the US forces took away 8 foreign ISIL members from the region.

The US-led coalition carried out heliborne operations in Southeastern Deir Ezzur to evacuate a senior financial director of the ISIL terrorist group from the region, media reports said on Wednesday.

The Arabic-language al-Ahd news website reported that two military helicopters of the coalition carried out a heliborne operation in Kab al-Mala region near the village of Bu Leil in the Southeastern part of Deir Ezzur province, taking away a senior commander in charge of running the financial affairs of al-Tayem oilfield for ISIL from the region along with his assets.

Al-Ahd added that families of 4 non-Syrian ISIL members were also taken away from the region in the heliborne operation.

‘No military solution’: China & Pakistan slam Trump’s new Afghanistan strategy
China and Pakistan have slammed US President Donald Trump’s new policy on Afghanistan, which includes sending additional troops to the country. The nations have instead urged new talks with the Taliban.

The Pakistani and Chinese foreign ministers announced that their two countries and Afghanistan would hold a new series of three-way talks later this year, aiming to reach settlement negotiations with the Taliban.

“It's our firm view that there is no military solution in Afghanistan, the focus should be on a politically-negotiated settlement,” Pakistani Foreign Minister Khawaja Asif said during a visit to Beijing on Friday, as quoted by AP.

“China is playing a very constructive role in this regard,” he added.

That statement comes after Trump did a U-turn on his previous position of disengagement from Afghanistan, instead opting to send more troops to the country. An additional 3,500 US soldiers will soon head to Afghanistan, officials told media this week.

“My original instinct was to pull out, and historically I like following my instincts,” Trump said in a televised speech last month. “But all my life, I’ve heard that decisions are much different when you sit behind the desk in the Oval Office.”

If the deployment of 3,500 additional soldiers is confirmed, it will bring the total number of US troops in Afghanistan to around 14,500.

The Friday statement also comes after Trump angered Pakistan in August, accusing it of providing a safe haven to extremists. Last month, the Trump administration announced that $255 million in military aid for Pakistan would be withheld until Islamabad cracked down on extremists threatening neighboring Afghanistan.

“We have been paying Pakistan billions and billions of dollars at the same time they are housing the very terrorists that we are fighting. But that will have to change, and that will change immediately,” Trump said at the time.

Trump also infuriated Islamabad when he voiced the possibility of recruiting India – Pakistan's arch rival – into Washington's strategy in Afghanistan.

However, Pakistan has rejected claims that it is aiding groups including the Taliban-linked Haqqani Network, a position which China backed on Friday.

“The government and people of Pakistan have made huge sacrifices in the fight against terrorism for everyone to see and the international community should recognize that,” Chinese Foreign Minister Wang Yi said.

He added that Beijing is standing behind its “ironclad friend” even though “some countries” do not give Pakistan credit for its fight against terrorism.

Russia, for its part, has slammed Trump's Afghanistan strategy as a “dead-end approach.”

“The main emphasis in the new strategy, which was announced by Washington, is made on settlement through use of force,” Russian Foreign Minister Sergey Lavrov said at a press conference in August. “We believe that it’s a dead-end approach.”

Lavrov also noted that the new strategy allows for negotiations with the Taliban without any preconditions, which jeopardizes the joint international stance formed by the UN Security Council.

He went on to note that the UN Security Council, with the backing of the Afghan government, had ruled to allow the Taliban to enter the negotiation process under conditions that include severing ties with terrorist links, bringing armed resistance to an end and respecting Afghanistan's constitution.

“We maintain the contacts with the Taliban exactly in accordance with these criteria, urging them to comply with these UN Security Council demands,” Lavrov said.

Amnesty slams US & UK for ‘emboldening’ Bahrain amid ‘disastrous decline in human rights’
Bahrain has cracked down on government critics over the past year, torturing, beating, and sexually assaulting at least 169 people, Amnesty International said, accusing the UK and US of turning a blind eye to “horrific abuses.”

Amnesty said in a report entitled ‘No one can protect you: Bahrain’s year of crushing dissent’ that it had documented how the government arrested, tortured, threatened, or banned from travel nearly 170 activists, opponents, and their relatives from June 2016 to June 2017.
Bahrain has repeatedly refuted allegations of systematic rights abuses.

“We have heard horrific allegations of torture in Bahrain,” Amnesty International’s Research and Advocacy director for the Middle East and North Africa, Philip Luther, countered in a statement. He noted that all of the allegations should be “promptly and effectively” investigated, while those behind the abuses “brought to justice.”
US, UK prefer to keep silent over Bahrain abuses

The report accused “most governments,” notably Washington and London, of keeping silent over the human rights abuses in Bahrain, where the US Fifth Fleet is based and where Britain’s Royal Navy has a major facility.

“The failure of the UK, USA and other countries that have leverage over Bahrain to speak out in the face of the disastrous decline in human rights in the country over the past year has effectively emboldened the government to intensify its endeavor to silence the few remaining voices of dissent,” Luther noted.

The US publicly criticized Bahrain during the Obama administration, noting in September 2016 that sales to Bahrain of fighter jets would depend on “progress on human rights.” In March 2017, US President Donald Trump lifted the conditions on the sale of jets later telling Bahrain’s King Hamad “there won’t be strain with this administration.”

Amnesty said that the UK, a key strategic ally of Bahrain’s, chose to downplay the “severity of the situation in the country,” with the UK’s recent human rights country assessment on Bahrain referring to a “mixed picture,” praising Bahrain’s “progress on its reform agenda.”

“By accentuating the supposed positives, the UK is lending cover to Bahrain as it pursues a frightening and ever-intensifying crackdown on human rights,” Kate Allen, Amnesty International UK’s director, said in a statement.

“The political stance of London and Washington has direct impact on the policies of the regime,” Saeed Al-Shehabi of the Bahrain Freedom Movement told RT.

“The regime knows that without their support it cannot survive. Without the support of the British and the Americans and the Saudis the regime would have collapsed, so I think a strong stance from Washington and London would definitely lead to improvement in human rights situation and probably a political transformation towards democracy. But they don’t want that,” he added.

“What the regime of Bahrain is doing is that it is persecuting the people.”

The 43-page paper by Amnesty International said that at least six people were killed, one child among them, in the crackdowns over the past year. “They took away my humanity,” Human rights defender Ebtisam al-Saegh told the rights group. The activist claimed she was blindfolded, sexually assaulted, beaten, and kept standing for most of the seven hours she was being interrogated by the US National Security Agency (NSA).

The testimonies also featured a statement from prominent human rights advocate Nabeel Rajaab, whose fate has been closely followed by RT. The man is behind bars as a prisoner of conscience after being sentenced to two years in jail for giving interviews. He faces a further 15 years in jail for tweets, considered offensive to the Bahraini government.

The UK is building a naval base in Bahrain, and has maintained arms export sales worth £45million ($59 million) since 2011, the Guardian reported.

In March, Amnesty International urged Trump to cancel impending weapons sales to Saudi Arabia and Bahrain – a key Washington ally and home to the US Navy’s Fifth Fleet – since this could put civilians in even greater danger and implicate the US in war crimes.

The Trump administration notified Congress that it intends to waive human rights conditions placed on the sale of Lockheed Martin fighter jets to Bahrain by the previous administration, US media reported. According to the source, the sale includes 19 Lockheed Martin F-16 military aircraft, along with 23 engines, as well as radars and other avionics, air-to-air and air-to-ground ordnance, and related equipment. The anticipated price of the deal is $4.8 billion. The aircraft manufacturer has so far not released a comment on the sale, nor has the State Department.

ロシアがデリゾールの空爆でISIS幹部40人を殺害

Russian airstrike destroys bunker with senior ISIS commanders near Deir ez-Zor – MoD
Some 40 Islamic State terrorists, including the so-called “emir of Deir ez-Zor” are said to have been killed as Russian warplanes struck and wiped out an underground command center and communication unit near the city, the Russian Defense Ministry said.

Russia’s Su-34 and Su-35 fighter jets scrambled from Khmeimim Air Base in Syria’s Latakia province hit a high-profile gathering of Islamic State’s (IS, formerly ISIS/ISIL) field commanders on September 5, the ministry said. It noted that the Russian Air Force was acting upon the intelligence it received from several sources indicating that a meeting of senior IS militants was about to take place in one of the underground command centers on the outskirts of Deir ez-Zor.

The militants were set to discuss ways to fend off the offensive by the Syrian forces, which were making rapid gains toward the city, which had been besieged by IS for three years.

As result of the airstrike at least 40 IS members, including four field commanders, were killed on the spot. An underground command center and terrorist communication hub were razed to ground.

“The effective actions of the Russian Air Force speeded up the lifting of a siege from the city of Deir ez-Zor and allowed the Syrian troops to begin liberating the city,” the ministry said in a statement on Friday.

Among the senior militants killed is internationally wanted Abu-Muhammad al-Shimali (also known as Tirad Al-Jarba), the self-proclaimed “emir of Deir ez-Zor,” the Russian Defense Ministry said, adding that the militant’s death has been confirmed.

Al-Shimali, an Iraqi-born Saudi citizen and a former Al-Qaeda member, pledged his allegiance to ISIS in 2015 and later became notorious for being the one in charge of smuggling foreign fighters into its territory.

In 2015, the US State Department offered a bounty of up to $5 million for information leading to al-Shimali’s capture and arrest, while describing him “a key leader in ISIL’s Immigration and Logistics Committee” coordinating “smuggling activities, financial transfers, and the movement of supplies into Syria and Iraq from Europe, North Africa, and the Arabian Peninsula.”

Another top IS commander, Gulmurod Khalimov, IS “war minister” from Tajikistan, was either killed or heavily injured in the Russian sortie, conflicting reports indicate. It was reported that Khalimov managed to escape to an area some 20 kilometers to the southeast of Deir ez-Zor, the ministry said.

A former special forces chief in his native Tajikistan, Khalimov participated in several counterterrorism training courses organized by the US State Department in the US and Tajikistan up to 2014 before pledging his allegiance to IS the year later. In 2016, the US State Department offered a reward of up to $3 million for information on Khalimov.

It is not the first time Khalimov is reported to have been killed on the battlefield. In April, an Iraqi military source told The Times that the militant was slain in an airstrike in western Mosul.

South Korea is moving swiftly to install four new Terminal High Altitude Area Defense (THAAD) rocket launchers on its territory. They will be installed this week, despite protests from residents who have cited numerous concerns over the missile defense system.

US Forces Korea (USFK) will deploy the launchers at its new base in Seongju, some 300 kilometers (186 miles) south of Seoul, on Thursday, according to the South Korean defense ministry, cited by Yonhap news agency.

The ministry stressed the urgent need to mobilize the launchers amid growing threats from North Korea, which had its sixth and most powerful nuclear test on Sunday.

‘Helping sense of unease’: Japan runs anti-missile drills over N. Korea launches
For the second time in its history, Japan has carried out a series of anti-missile drills at a US airbase in the northern Tohoku region, as tensions mount with North Korea’s missile and nuclear weapons program.

A crew of thirty set up a Patriot Advanced Capability-3 (PAC-3) missile interceptor system capable of intercepting short- and medium-range missiles at Misawa Air Base, Aomori Prefecture, on Thursday. The aims of the exercise were to boost US-Japanese co-operation, and to ready the military for any potential attack by North Korea.

Citing “successful missile launch in North Korea,” sub-base commander Yoshichika Kawahiro told RT’s Ruptly video agency that the purpose of the drills was to improve the operation of interceptor missiles and tactics of the Air Self-Defense Force, as well as cooperation with the US Armed Forces.

"An additional reason why we are announcing the training of PAC-3 is to be able to help with the sense of unease among Japanese citizens."

According to Kawahiro, the PAC-3 set-up took about 20 minutes to complete.

This is just the second time that Japan has carried out missile interception drills. The first were held at the end of August at the Iwakuni airbase in Yamaguchi and the Yokota Air Base in western Tokyo, only hours before a North Korean missile passed over the northern island of Hokkaido.

Japan is on high alert after a series of North Korean missile and nuclear tests, including the one which passed over its territory. On Sunday, Pyongyang reportedly tested a hydrogen bomb, its most powerful weapon to date, estimated to be over ten times the size of the bombs dropped on Japan in 1945.

So far, Japan is the only country to have had two atomic bombs detonate in its territory as an act of war. On August 6, 1945, an American B-29 bomber dropped the world’s first deployed nuclear weapon over the city of Hiroshima, southern Japan, killing some 80,000 people and obliterating 90 percent of the city. This was followed three days later by another bomb dropped on the city of Nagasaki, which killed another 40,000 people. The US has justified the horrific civilian toll by saying the bombings led to Japan’s surrender and the end of the Second World War.

Tropical triple threat: Irma followed by Hurricanes Katia & Jose
Two other giant storms – Katia and Jose – have grown to hurricane levels, and now trail the calamitous Category 5 Hurricane Irma, which has battered the Caribbean and is headed toward the southern coast of Florida.

Katia, a Category 1 hurricane as of Wednesday evening, is in the Gulf of Mexico and is expected to make landfall in Mexico late Friday or early Saturday.

The storm is forecast to produce up to 10 inches of rain, with the possibility of 15 inches in northern Veracruz, according to the National Hurricane Center.

“This rainfall may cause life-threatening flash floods and mudslides, especially in areas of mountainous terrain,” NHC said.

For comparison, Hurricane Harvey unloaded over 50 inches of rain east of Houston, Texas last week.

Katia’s maximum sustained winds are 75mph (120 km/h), compared with Irma’s 185 mph (295 km/h), which makes the latter one of the strongest Atlantic hurricanes in history. Hurricane Katrina in 2005 had 175 mph winds.

Jose, like Katia, is a Category 1 hurricane with 75 mph winds. It is in the Atlantic, moving behind Category 5 Hurricane Irma, also in the northwest direction. However, Jose is unlikely to make landfall.

Florida shutting down its 2 nuclear plants ahead of Hurricane Irma
While Governor Rick Scott said Florida’s two nuclear power plants will be shutdown before Hurricane Irma hits, little has been said about over a dozen chemical plants around the state, many of which manufacture highly combustible fertilizer.

“I have been talking to Florida Power & Light, which owns these,” Scott told CNN on Thursday, when asked about the power plants, “and they will both be shut down.”

One of the plants, St. Lucie, is on Hutchinson Island, about 55 miles (88km) north of West Palm Beach. Its two reactors generate 2,000 megawatts of electricity, enough to power more than 1 million homes.

Turkey Point nuclear power station is located on the Biscayne Bay, about 24 miles from Miami. Its two reactors generate about 1,600 megawatts of electricity, or enough for about 900,000 homes.

“It is about a thirty hour process, as soon as the Category 1 winds start,” Scott said. “We have evacuation routes opened for people to get out and get back to them. But they will be completely shut down before the storm hits. They will not be re-open until afterwards.”

The St. Lucie plant has already weathered powerful storms, like Hurricane Frances in 2004 and Wilma the year after.

Turkey Point withstood 1992’s Hurricane Andrew, a Category 4 storm and one of the strongest the country has experienced. The plant sustained $90 million in damages and had to run on backup generators for more than five days, however.

Its access road was blocked, communication systems shut down, and fire protection system damaged. The exhaust stack of one of its oil-powered units cracked. The reactors, shielded by six feet of steel-reinforced concrete and 20 feet above ocean level, remained unscathed. No radioactive material leaked, according to the Federal Nuclear Regulatory Commission.

The trajectory of Hurricane Irma, a Category 5 storm with winds of 185 miles per hour (295 km/h), is uncertain but the US National Hurricane Center described it as the strongest Atlantic storm on record. The hurricane is currently passing the Dominican Republic.

The shutdown of St. Lucie and Turkey Point goes a long way to assuage fears of an incident similar to Fukushima Dai-ichi, a power plant in Japan that suffered a reactor meltdown after the March 2011 tsunami.

There has been no official word, however, on whether chemical companies dotting Florida have taken any steps to prevent a repeat of last week’s events in Crosby, Texas.

Flooding caused by Hurricane Harvey knocked out refrigeration units that were cooling chemicals stored at eight tanks at the Arkema plant in this Houston suburb. As the tanks heated up, the chemicals inside caught fire and exploded. Fifteen first responders were treated for smoke inhalation.

A dozen chemical companies are located in Florida, near Miami, Tampa and Orlando, including Gold Coast Chemical Products, Gator Chemicals, Florida Chemical Supply and Thatcher Chemicals of Florida.

Fertilizer manufacturer Helena Chemical Co has several locations in the state. RT requested a comment from its Tennessee headquarters about any precautions the company was taking, but has not received a response.

Bell Chem makes the bleaching agent sodium hypochlorite at a plant in Longwood, just north of Orlando. While the compound itself is not combustible, it is a strong oxidizer and combustible for other substances. Calls made to the plant were not returned.

FAR Chemical, located on the coast in Palm Bay, manufactures a number of chemical compounds. Florida Crystals, about 75 miles northwest of Miami, manufactures sugar, which can be combustible under the right conditions.

While there are no large chemical plants in Palm Beach County, Delray Beach Fire Rescue said the department always prepares for the worst.

“We’re constantly training for what might happen, but we really won’t know what exactly we’re going to do until something happens,” Captain Kevin Saxton told WPEC.

“I think we would be prepared. We do have a special operations team and hazardous materials. We have a bunch of other resources that we can call in,” Saxton said.

He said a large scale explosion would require help from multiple agencies, and the first thing they do is get people away from the hazard.

中国が韓国のTHAAD配備に抗議

RT2017/9/7
China lodges protest with S. Korea over deployment of THAAD launchers
China has lodged a stern protest against South Korea over the deployment of four additional Terminal High Altitude Area Defense (THAAD) launchers, according to the foreign ministry.

The comment was made by Foreign Ministry spokesman Geng Shuang during a regular press briefing on Thursday, according to Reuters.

It comes just one day after Geng said that China "expresses serious concern" over the decision to deploy the additional launchers, adding that such a move can "in no way address the security concerns of the relevant countries" involved in the North Korean standoff.

Instead, it will "only severely undermine regional strategic balance and jeopardize the strategic security interests of China and other regional countries.

"Moreover, it will exacerbate the tensions and confrontation on the Korean Peninsula and complicate the Korean Peninsula issue," he said on Wednesday.

Geng also said that China urges the US and South Korea to "immediately stop the relevant deployment and remove the relevant equipment."

South Korea deployed the four additional THAAD launchers to the US Forces Korea (USFK) base in Seongju early Thursday, just four days after Pyongyang launched its sixth and most powerful nuclear test.

The decision to deploy the launchers prompted some 400 protesters to turn up in front of the administrative building in Seongju. Thirty-eight people, including six officers, were injured during scuffles between police and demonstrators, a fire department official in Seongju told AP.

Four civilians also tried to cross the fence of the THAAD site before being arrested and taken to Kimcheon police station for investigation.

Authorities eventually managed to quash the unrest a few hours before the THAAD launchers arrived to the USFK base.

The THAAD system, designed to shoot down short- and intermediate-range ballistic missiles, has long been a source of controversy. Some South Koreans claim it will have negative health and environmental impacts. Others say the system will cause Seongju to become a prime target for North Korean attacks.

The South Korean government has called the Thursday deployment "provisional," acknowledging that an additional environmental impact assessment of the THAAD system is needed.

The decision to deploy the four additional THAAD launchers comes amid increased threats from North Korea, which shows no signs of ending its nuclear or ballistic missile tests, warning on Tuesday that more "gift packages" are on the way if the US continues its "reckless provocations."

Pyongyang's Sunday nuclear test prompted US President Trump to respond by saying that Washington was considering cutting trade with countries that do business with Pyongyang.

Russia to help Japan clean up Fukushima disaster – Putin
By year-end, Russia and Japan will start joint efforts to clean up after the accident at the Fukushima nuclear power plant. Russian President Vladimir Putin made the announcement after talks with Japanese Prime Minister Shinzo Abe in Vladivostok.

The countries’ "cooperation in the sphere of the peaceful atom has been growing, and we expect that by the end of the year we will announce joint projects to eliminate the consequences of the Fukushima meltdown," Putin
said on Thursday at the Eastern Economic Forum.

During the talks, the two leaders agreed to exchange information on experiments in getting rid of nuclear waste.

Earlier in the day, the deputy head of Russia’s Rosatom Kirill Komarov said the corporation is offering its services to Japan to assist in shutting down the Fukushima reactors.

Russian scientists have experience tackling nuclear meltdowns after the Chernobyl disaster in 1986, the worst on record.

The accident at the Fukushima nuclear power plant occurred on March 11, 2011, and became one of the largest nuclear meltdowns in history. A nine magnitude earthquake struck Japan, triggering a deadly tsunami. Flooding then caused a
cooling system failure, which led to a meltdown in three reactors.

Officials say the decommissioning of the wrecked Fukushima reactors will take several decades, and according to some estimates, the cost could reach $200 billion.

Japan plans to restart 16 out of 45 Fukushima-type reactors, while the others will be mothballed. The country intends to reduce the share of nuclear energy from 29 percent in 2011 to 21-22 percent by 2030.

The tsunami threat for Hawaii, Guam, American Samoa is probably low--but the PTWC is evaluating right now.
