US President Needs Approval for Preemptive Strike on North Korea
TEHRAN (FNA)- Republican Sen. Dan Sullivan announced that Congress needs to approve any preemptive strike against North Korea following President Donald Trump’s threat to hit the country “with fire and fury.”
In an interview with Fox News's "The Story," Sullivan said, "[I]f one of the military options that the administration is looking at is a preemptive war on the Korean peninsula launched by the United States, that would require the authorization of Congress."
"Article I of the US Constitution is very clear about that," he added.
However, he stressed that Trump would have more leeway to responsd if the North attacks first.
"Obviously, as the commander in chief, the president can react to attacks on the country in a way that he has broader authority on that. I was mentioning the discussions of a preemptive war on the peninsula, that clearly goes in the realm of the authorization of Congress," he said.

US Secretary of State on North Korea Threat: Americans Should Sleep Well at Night
TEHRAN (FNA)- US Secretary of State Rex Tillerson announced that North Korea poses no “imminent threat” to the US and “Americans should sleep well at night.”
Secretary of State Tillerson spoke to reporters before landing at a US airbase in Guam, which Pyongyang earlier vowed to hit with a medium-range ballistic missile, RT reported.
“What the President is doing is sending a strong message to North Korea in language that Kim Jong-un would understand, because he doesn’t seem to understand diplomatic language,” Tillerson said.
“I think the President just wanted to be clear to the North Korean regime on the US’ unquestionable ability to defend itself... and its allies,” he added.
“Americans should sleep well at night,” he stressed.

N. Korea ponders striking US base in Guam after Trump threatens Pyongyang with ‘fire & fury’
Pyongyang said that it has been working on a plan to launch a medium-range ballistic missile at a US airbase in Guam. This comes after US bombers flew over the Korean Peninsula with Korean and Japanese warplanes.
Denouncing the flyover by the US bombers as an “actual nuclear drill” that is “driving the regional situation to an extreme pitch,” a North Korean military spokesman said in a statement released on Wednesday by KCNA news agency that Pyongyang is “carefully examining the operation plan for making an enveloping fire at the areas around Guam with medium-to-long-range ballistic rocket Hwasong-12.”
Regarding the circumstances under which the plan would be implemented, the official said that upon a thorough review by the military, it would “soon” be presented to the reclusive Kim Jong-un, to be put into practice at “any moment” he decides to.
The spokesman went on to say that the US is “daydreaming” by sticking to the belief that “its mainland is an invulnerable Heavenly kingdom,” and urged the US to immediately halt “reckless military provocations against the state” of North Korea, promising “to make an unavoidable military choice” otherwise.
The bellicose statements come after the US Pacific Air Forces [PACAF] confirmed on Tuesday that its two B-1B bombers “joined their counterpart from the Republic of Korea and Japanese air forces” for a 10-hour mission on Monday.
On Twitter, PACAF posted images of the aircraft taking part in the mission with the caption “ready to #fighttonight.”
US President Donald Trump added fuel to the fire on Tuesday, cautioning North Korea against making any more threats to the US.
If the North Korean government continues with their threats, Trump promised that they “will be met with fire, fury and frankly power, the likes of which the world has never seen before.”
The tensions between the US and North Korea were exacerbated by the adoption of a new round of sanctions by the UN Security Council last week. Apart from trading verbal punches, both parties are flexing military muscle as well.
In response to two test-fires of intercontinental ballistic missiles (ICBM) by North Korea last month, the US and South Korea repeatedly fired surface-to-surface missiles into neutral waters close to North Korea.
In one of the latest shows of force, the US military test-launched a Minuteman III ICBM missile in response to the latest missile test by the North.
Russia and China have repeatedly called for a political solution to the long-standing crisis, and the renewal of the ‘six-party talks.’ Moscow and Beijing are opposed to any further missile launches carried out by North Korea, while they also call on the US to halt military drills in the region.
Responding to the rhetoric from Pyongyang, Guam representative in Congress Madeleine Bordallo said that people in Guam are increasingly expressing concerns over the mounting tensions.
“We take it all very seriously, particularly the people of Guam. I was getting calls a few years ago, whether people thought they should move off the island,” she told CNN in an interview late Tuesday.
She added that she recently discussed the issue with US Secretary of Defense James Mattis and Navy commanders.
“They always tell me: ‘Madeleine, don’t worry about it. We’re going to keep Guam safe. We’re going to take good care of Guam.”
Governor Eddie Calvo said in a video message on Wednesday that Guam was prepared to withstand “any eventuality.”
“Guam is American soil… We are not just a military installation,” Calvo said, adding that he received reassurances from the White House and the military and is going to meet with Guam’s senior military and emergency responders.

Reports: North Korea Loads Anti-Ship Cruise Missiles on Patrol Boat
TEHRAN (FNA)- Media reports said North Korea had loaded two Stormpetel missiles on a patrol boat at Toejo Dong at the Eastern coast of the country several days ago, near the area where the US East Coast Fleet’s headquarters is located.

This points to a possible missile test in near future, the officials said, as cited by the media, adding that the last time such deployment happened in North Korea was in 2014, RIA Novosti reported.

On Saturday, the UN Security Council unanimously adopted Resolution 2371, tightening sanctions against North Korea after the latter’s recent missile tests.

The new restrictions target coal, iron, iron ore, lead and seafood imports from North Korea to UN member states.

The UNSC members, including Pyongyang’s traditional allies, Beijing and Moscow, voted 15-0 for a partial ban on exports aimed at slashing Pyongyang’s $3 billion foreign revenue by a third.

The sanctions ban all exports of coal, iron and iron ore, lead and lead ore, as well as fish and seafood from the country. They also block North Korea from increasing the number of workers it sends abroad, and prevents new joint ventures with Pyongyang or increasing investments in current ventures.

North Korea has been under UN sanctions over its missile and nuclear development programs since 2006. The sanctions have, however, failed to dissuade the country from pursuing its ballistic missile and nuclear programs.

Pyongyang has announced that it needs to continue developing its missile force as a deterrent against the US and its regional allies’ aggression and expansionism.

Lavrov: North Korea Issue Possible to Be Resolved through Sensible Approach
TEHRAN (FNA)- Russian Foreign Minister Sergey Lavrov said on Tuesday that Moscow believes that a suitable solution to the North Korean issue could be found if all parties, including the United States, South Korea and Japan, exercised a reasonable approach.

"We expect that through reasonable approach of all actors, including the United States, South Korea and Japan, we could find a decision that would satisfy all parties," Lavrov told reporters, Sputnik reported.

SNSの匿名性などか弱いものです

ブログやツイッターでおだてられ、誘導されて情報の拡散に利用される怖さの記事のアクセスが予想以上に多くなっています。

読むのがなかなか大変ですが、リンク先は一通り目を通してください。肝心の週刊金曜日の記事とブログ記事がないのですが、リンク先で事実関係はわかります。

事件の構図を理解するのもそう難しくないでしょう。管理人の理解のあらましを書きます。以下敬称略。

任意的な運動参加集団の中で、ある女性Aがジャーナリスト男性Bに接近、AがBを自宅に招きAがBに抱きつかれたりする。

女性Aがジャーナリスト男性Bに対して損害賠償請求訴訟を起す。週刊金曜日がこれを記事にする。

ブロガーCの仲間の一人DがおそらくはAの依頼によりこの訴訟事件をブログで取り上げる話をCに持ち込む。Cは他の仲間とも話しをしてこの件をブログで取り上げる。

この訴訟事件の記事が載った週刊金曜日発売前日、記事見本の画像がCに送られ、Cがブロクに掲載、2017/7/14、記事公開。記事見本の画像をCに送ったのはAと推定される。週刊金曜日は記事見本を取材先のAに渡したと述べている。

Cがブログ記事を準備している間にグループチャットに誘われる。チャットの参加者が次々に増える。Cはこの話に疑念を抱き始める。

週刊金曜日が雑誌発売前にCのブログ記事に記事画像が掲載されていることに気付き、Cに画像の削除を求める。

2017/7/15、週刊金曜日2016年7月15日号発売。同日18時頃、Aのツイッターのアカウント名などがCのブログ記事に掲載されていることが判明。

雑誌発売後本件記事を巡り、SNSで第三者の立場でどんなやり取りがあったかは、管理人は把握していない。

Cと見られる人からの発信と見られるブログ記事作成・公開の経緯が公表される。

Bの誠実な対応が強調されているし、公開のタイミングも悪くない。

Aは、ツイッターアカウントが公表されてしまった。ブログ記事での拡散を発意したことからも、もともとの事件について不審な印象が出てきてしまった。

Cが一番の被害者だろう。元記事を削除しBに謝罪しなければならなくなった。

この事件の背後には、特定のグループがいることは確実だ。Bの社会的信用の毀損を狙ったものだ。訴訟の中でAが、Bに対し、損害賠償請求や謝罪の要求のみならず、「Bのtwitterアカウントを削除し、今後ともtwitterで発言しないこと、女性の権利問題に関する言論活動を今後しないこと」との和解条件を付している。

教訓は多い。

@ 「Bは本件当日がAとの初対面だったが、従前からネット上では親交があった。当日会って話をするうち、次第にAに好意を抱き、かつ、Aも自分に好意を抱いてくれていると誤解してしまったとのことだ」とある。ネットでいくら付き合いがあっても、リアルで会うのは別。相手の手にも触ってはならない。

A ブログやツイッターで自分に関係のない話、初めて聞く話、しかも個人の名前が出てくるようなストーリーを安易に信じて公表してはならない。事実でなければもちろんのこと、事実であっても名誉毀損で訴えられる。

B Cはブログのアクセス獲得、知名度向上の願望に引きずられて記事を書いてしまった面があるようだ。一発記事で一時アクセスが増えてもそれは続かない。むしろ信用を落とす恐れのほうが大きい。

C 面白そうな話が持ち込まれても飛びついてはならない。うまい話には裏がある。驚くような話が来たら、メールなりなんでもすべて記録に残しておく。メールならそのメールを開けた状態でスクリーンショットを取り保存する。

D 嫌がらせのメールやコメントが来たら、それもすべて記録しておく。「西日本で高みの見物」とかのコメント、記事内容に対する嫌がらせのコメントはすべて保存しておく。

上の件で分かるように、週刊金曜日はステルスマーケッティングをしたのではないかとの疑いが出た。

釈明のためにも、また裁判となった時のためにも、異例なやり取りの記録はすべて残しておく。TEXTで残せばたいした量にはならない。そして、この事件のように仕掛けた側が馬脚を現すのを待つ。

E 君子危うきに近寄らず。ネットで冒険しても特になることは一つもない。

F 最後に一番大事なこと。ネットに重要な情報が載っていることはもちろんある。だが、ネットでそういう情報を探し回って時間を費やすなら、昼寝に使ったほうがよほど有益だ。

Turkey Stops Financing Syrian Dissidents Coalition
TEHRAN (FNA)- Officials in Ankara have reportedly halted their financial support for Syria's National Coalition (Syria's dissidents), an Arab media outlet disclosed.

The Arabic-language Ray al-Youm quoted sources in the National Coalition disclosing that Turkey has not made its monthly payment of $320,000 to the dissidents.

In the meantime, Secretary-General of Syria's National Coalition Nazir al-Hakim disclosed that the monthly salaries of 15 coalition staffers have decreased.

Turkey last week denounced a US Special Envoy remarks that Ankara supports al-Qaeda in Syria, accusing Washington of backing Kurdish terrorists in the Arab state.

Brett McGurk, the US special envoy for the so-called global coalition against ISIL, reportedly said that Syria's Idlib was turned into a “safe zone for al-Qaeda terrorists on the Turkish border” and asked “Why and how” the deputy of al-Qaeda leader, Ayman al-Zawahiri, could get to Idlib.

The high-ranking American official, speaking at Middle East Institute on July 29 said it was not appropriate for its NATO-member ally “to send tens of thousands of weapons and turn their faces to the other side as foreign fighters enter this area.”

McGurk's speeches at the Washington-based think tank were slammed by Huseyin Muftuoglu, spokesperson of the Turkish Foreign Ministry, as "provocative".

“Our reaction to the statements of Brett McGurk, in which he associated Turkey with the presence of terrorist organizations in Idlib was brought to Mr. McGurk’s attention at a high-level démarche and his statements, which could be characterized as provocative, were protested,” Foreign Ministry Spokesperson said in a written statement on July 30.

“In addition, Mr. McGurk was reminded of both the fact that the root causes enabling terrorist organizations to find foothold in Syria and Iraq could only be eradicated only if the deeds and actions of all relevant actors do not contradict one another, and our expectation that the Syria-based terrorist organization PYD/YPG [Democratic Union Party/People’s Protection Units] is not supported for whatever the reason may be,” Muftuoglu said.

Turkish Foreign Ministry Deputy Undersecretary Sedat Onal conveyed Turkey’ unease and asked the US envoy to “correct” his statements if he did not aim any provocation, a Foreign Ministry official told Hürriyet Daily News on condition of anonymity.

Onal warned the envoy that these kinds of statements could harm the grounds of cooperation between the US and Turkey at a time when the US administration is seeking cooperation with Ankara for the post-ISIL period in Syria, said the official.

The Turkish diplomat told McGurk that the US first had to face the fact that they support a terrorist organization in Syria and present the members of the YPG as heroes before implying Turkey supports terror.

Syria has been gripped by militancy since March 2011, when a section of the opposition in the country took up arms against President Bashar al-Assad. A vast mix of foreign terrorists soon blended with the armed opposition, joining the fight against the Syrian government.

米国がフィリッピンのISIS空爆を検討?

Report: US Mulling Airstrikes against ISIL Militants in Philippines
TEHRAN (FNA)- Media reports said Washington is mulling to launch a military operation that would allow the US Army to conduct airstrikes against ISIL positions in the Philippines.

The plan to start the operation, according to two defense officials, is currently being considered by the US Department of Defense, may be announced later in the day, Sputnik reported.

The NBC new channel also noted that the airstrikes are likely to be carried out by drones.

In the event the plan is approved, US servicemen will be authorized to attack militants who threaten US allies in the region, which include the Philippine Armed Forces that fight ISIL threat on the ground.

The broadcaster cited Pentagon spokesman Capt. Jeff Davis as saying that Washington and Manila has been sharing intelligence for quite some time, and that the Philippines has for 15 years been hosting US servicemen who support the state in its counterterrorism efforts.

In late July, the United States supplied the Philippines with two new Cessna 208B Grand Caravan intelligence, surveillance and reconnaissance (ISR) aircraft, 1,040 rocket motors and 992 rockets to fight against terror. In addition, Manila is expected to receive 250 rocket-propelled grenade launchers from Washington.

On May 25, Filipino President Rodrigo Duterte declared martial law on the southern island of Mindanao, which is often subjected to attacks by Daesh-linked terror groups. Marawi has remained the primary hotspot ever since the Maute group attempted to storm the city.
