Diplomat: US Hinders Probe into Alleged Khan Sheikhoun Chemical Weapons Attack
TEHRAN (FNA)- A Russian diplomat said that the United States desperately prevents international personnel from visiting al-Sha'irat air base in Syria’s Homs to investigate the Khan Sheikhoun alleged chemical weapons attack despite the Syrian government’s invitation and its willingness to guarantee the safety of the trip.

Director of the Russian Foreign Ministry’s Non-Proliferation and Arms Control Department Mikhail Ulyanov affirmed stressed that the recent allegations by the United States that it has intelligence information about dropping a sarin bomb near Khan Sheikhoun raise serious doubts, Novosti reported.

“The US version regarding an aerial bomb being dropped from a Syrian air force plane raises serious doubts,” Ulyanov said.

“Elementary logic suggests that Washington should have insisted on an urgent visit to Shayrat by the UN and OPCW specialists in order to incriminate Damascus on an international level of violating the Convention on the Prohibition of Chemical Weapons,” he noted, adding that the United States attacked the site three days after the April 4 chemical incident.

“But no, the United States desperately prevents international personnel from visiting the air base despite the Syrian government’s invitation and its willingness to guarantee the safety of the trip,” he said.

Commenting on footage allegedly filmed by the opposition at the site of the April 4 incident in Idleb province and was taken by Washington as possible evidence of a chemical attack in the town, Ulyanov said that in many of these pictures and video clips no pieces or parts of aerial bombs can be seen, but what can be seen clearly in the crater of the explosion is a metal tube, which suggests that the ammunition that was stuffed with sarin was detonated on the ground by those armed groups that control the area of Khan Sheikhoun.

“Such a high degree of readiness to respond, and not in a metropolis but in a small provincial town with a population of 40,000, suggests that the ‘rescuers’ were on the scene before it happened,” he said.

“References to the presence of irrefutable proof in the American intelligence community, which remain unpresented, do not have any credibility, especially since the memory of the confusion surrounding the ‘weapons of mass destruction of Saddam Hussein’ is still fresh,” he noted.

Moscow: White Helmets Participate in Smear Campaign Against Syria Government
TEHRAN (FNA)- Russian Foreign Ministry Spokeswoman Maria Zakharova said the White Helmets NGO is involved in a defamation campaign targeting the Syrian government.

"In general, we consider the White Helmets to be yet another element of a large-scale information campaign aimed at defamation of the Syrian authorities," Zakharova said at a briefing, RIA Novosti reported.

The spokeswoman stressed that the media was using the White Helmets' materials without first verifying the content.

"During the combat operations in Aleppo, the White Helmets showed videos with numerous victims, who, according to them, suffered during airstrikes of the Syrian Air Force and the Russian Air Force. However, shelling and strikes themselves were not recorded in any films," Zakharova noted.

White Helmets is a Syrian humanitarian organization that claims to have saved tens of thousands of lives. The activists of the organization are often depicted saving people from under debris and providing first aid to civilians in war-torn Syria. However, a number of videos emerged revealing that rescue operations were staged, with the "victims" wearing make-up and given instructions for what to say. The rescue workers were allegedly seen in some videos carrying arms and in military uniform.

The Swedish Doctors for Human Rights (SWEDHR) NGO issued a report in March, stating that the "lifesaving" procedures shown in the videos published by the White Helmets are incorrect, fake and "ultimately performed on dead children."

Report: 150 Saudi Intelligence Officers Joined ISIL in Mosul Battle
A report published by Qatari al-Sharq newspaper revealed that 150 Saudi intelligence agents were fighting alongside ISIL members in Mosul, and working hard to extend the battle, Al Manar reported.

The paper added that Iraqi government forces confiscated important documents certifying Saudi intelligence officers’ assistance to ISIL terrorists once they liberated Mosul from the clutches of them.

Meanwhile, Iraqi security forces have found a large number of Daesh militants, who were hiding in tunnels dug beneath the Old City of Mosul.

Pictures published on a number of social networking websites show Iraqi security personnel standing by as ISIL terrorists walk out of the rubble of destroyed buildings.

Lavrov: Shortsighted Policies of US, EU in Many Ways Provoked Ukrainian Crisis
TEHRAN (FNA)- Russia's Foreign Minister Sergey Lavrov said certain actions of Western countries have led to "dividing lines" in Europe, and "have largely provoked" the Ukrainian crisis.

Since the end of the Cold War, Moscow has been hoping for international peace and cooperation, but certain decisions and actions of its Western partners have divided the Europe, Lavrov said, RT reported.

In the early 1990s, “the US and its allies decided to pronounce themselves winners [in the Cold War] and refused to cooperate on creating equal and undivided security, having instead chosen to move dividing lines closer to Russia's borders,” Lavrov said Thursday, speaking at the ‘Russia and the EU in a changing world’ conference in Berlin.

This policy was realized both through expansion of NATO and through an EU program called ‘The Eastern Partnership’ (EaP), the minister explained, saying that countries in the Eastern Europe were forced to make a choice either to support Russia or the West.

“The largely-provoked-from-the-outside Ukrainian crisis has become the direct consequence of such shortsighted policy of Washington and Brussels,” Lavrov said.

Fulfillment of the Minsk agreements to resolve the conflict in Ukraine could contribute to de-escalation of tensions on the European continent, Lavrov said, adding that so far, Kiev’s eagerness to stay true to its obligations within the peace deal is “doubtful.”

“We hope that Germany and France, as partners within the Normandy format, as well as the US who have a special influence on the Kiev establishment, will use their means to change the situation.”

The Russian minister added that Moscow wishes Ukraine to be “a normal democratic state,” but at the moment the power in Kiev “is largely in the hands of radicals, who do not comply with anyone, including with their commander-in-chief.”

“We want to see Ukraine a stable country, where all minorities, including linguistic, religious and ethnic, live freely and exercise rights provided by international conventions,” he said.

Having discarded the idea of a multipolar world and chosen to act in its own interests, “the elite of the Western world have been pursuing the policy to politically and economically contain Russia.” At the same time, old security threats have not disappeared, but new ones emerged, Lavrov said, adding that the world is still dealing with these threats.

“Numbers of dissatisfied and deprived have grown both in national and global scales, which against the backdrop of many unresolved issues fuels extremist moods.”

An “unprecedented growth of the terrorist threat” has been provoked by Western policies not only on the European continent, but also in the Middle East and North Africa, Lavrov said. He added that a number of countries in that region, including Iraq, Libya and Syria “were plunged into a deep crisis.”

The minister also criticized Western sanctions against Russia, saying he has to “remind that introducing sanctions is the prerogative right of UN Security Council, used purely in the interests of maintaining international peace and security.”

However, the West had decided to force restrictions against Moscow, making many people in Europe “victims of geopolitical games.”

“We will not engage in talks on some conditions of lifting of sanctions,” Lavrov said. He added that “it's not in Russians’ character to hold grudges against anyone, so if and when the EU recognizes the importance of getting back to normal relations with Russia,” Moscow will not refuse to cooperate.

Saudi Arabia funding terrorist-breeding mosques – ex-UK ambassador to Riyadh

Saudi Arabia has been funding mosques across Europe that are encouraging terrorism through extremists ideologies, the former UK ambassador to Saudi Arabia has said.

Sir William Patey claimed that even though the Gulf State – which is the UK’s biggest trade and security ally in the Middle East – does not directly fund terrorism, it still finances religious institutions which radicalize individuals, becoming the breeding ground of terrorists.

“It is unhealthy and we need to do something about it,” he said, according to the Guardian.

“The Saudis [have] not quite appreciated the impact their funding of a certain brand of Islam is having in the countries in which they do it – it is not just Britain and Europe.

“That is a dialogue we need to have. They are not funding terrorism.

“They are funding something else, which may down the road lead to individuals being radicalised and becoming fodder for terrorism.”

Patey, who was the UK ambassador to Riyadh from 2006 to 2010 and previously head of the Foreign Office Middle East desk, called for “a grown up dialogue with the Gulf about what we think,” adding that even if it is not the Saudi regime funding terrorists directly, there are individuals within the country who may defy the government.

The former ambassador’s comments are likely to stir controversy as they come a day after the government refused to publish a Home Office-commissioned report of foreign funding of extremist organizations and individuals in the UK.

Home Secretary Amber Rudd said the already much-delayed report – commissioned by former Prime Minister David Cameron – will be permanently kept from the public eye amid “national security concerns.”

The report found that while most funding of extremists in Britain comes from UK-based individual donors, some donations come from abroad.

The decision to not publish the report has caused an outcry and intensified allegations that the government is delaying publishing the report, which was ready six months ago, in order to save diplomatic ties with Saudi Arabia – a country largely expected to be named in the paper as financing extremists in Britain.

Liberal Democrat leader Tim Farron hit back at the decision to not disclose all details of the report and accused the government of putting its diplomatic ties above Britain’s values.

“We cannot tackle the root causes of terrorism in the UK without full disclosure of the states and institutions that fund extremism in our country.

“Instead of supporting the perpetrators of these vile ideologies, the government should be naming and shaming them - including so-called allies like Saudi Arabia and Qatar if need be,” he said, according to Business Insider.

“It seems like the government, yet again, is putting our so-called friendship with Saudi Arabia above our values. This shoddy decision is the latest in a long line where we have put profit over principle.”

Donations from British public funding Islamist extremism, govt report finds

Islamic extremists are receiving hundreds of thousands of pounds a year from UK-based individuals, some of whom are donating unwittingly, a government report has revealed.
UK Home Secretary Amber Rudd said the most common source of support for Islamist extremist organizations is from small, anonymous public donations. The support has helped to fund preachers with deeply conservative views of Islam who operate in Islamic institutions in the UK.

“In some cases, these organizations receive hundreds of thousands of pounds a year. This is the main source of their income,” she said.

Rudd added that some donors may not know or support the organizations’ full agenda. Some groups are posing as charities to solicit donations from unwitting British Muslims who give because of the emphasis their faith puts on charity, she says.

“Some Islamic organizations of extremist concern portray themselves as charities to increase their credibility and to take advantage of Islam’s emphasis on charity.

“Some are purposefully vague about their activities and their charitable status.”

Rudd is refusing to publish the full report on the nature, scale, and origin of funding for Islamist extremism in the UK because of “national security reasons” and the personal information it contains. Instead, she has issued a written parliamentary statement outlining its main findings.

The report was finished six months ago, and it is thought its publication had been further delayed over government fears diplomatic links with principal Middle East ally Saudi Arabia would be at stake if it had been implicated in the foreign financing of UK radical groups.

UK Prime Minister Theresa May, who visited the kingdom in April, was previously accused of “kowtowing” by suppressing the report.

The decision not to publish the full report has been attacked by political opponents, including Shadow Home Secretary Diane Abbott, who said the “public has a right to know.”

Abbott said there was a “strong suspicion” the report was being “suppressed to protect this government’s trade and diplomatic priorities, including in relation to Saudi Arabia.”

Green Party co-leader Caroline Lucas said the decision was “completely unacceptable,” while Liberal Democrat leader Tim Farron called on the government to “name and shame” known culprits.

The report was commissioned by then-Prime Minister David Cameron in November 2015.
