帰還困難区域の山火事 鎮火の見通し立たず
東京電力福島第一原発の事故で帰還困難区域となっている福島県浪江町の山林の火事は、4日で発生から6日目となりましたが、鎮火の見通しが立たず、消防や自衛隊などは5日も消火活動を続けることにしています。福島県によりますと、周辺の放射線量に目立った変化はないということです。


上の画像で分かりますが、煙の発生源が地上より高いところにある場合は、上空を煙が流れれば谷底には煙が届くのに時間がかかります。しかし、いったん地上に降りた煙が風によって横に押されると、谷に沿って流れるので逃げ場がありません。









火災発見は2017/4/29の午後です。左側は山火事発生前、真ん中は5/4、右側は現在、十万山の近くで線量率が上がっています。

2017/5/6の夕方になって大熊町の西部は雨が降ったようですが、量的にはわずかだった模様。

次の画像の中央部分がもわーとしているのは、やはり煙ですね。

浪江の山火事 8日目延焼続く(福島県)
浪江町の山林火災はきょうも懸命な消火活動が続いているが鎮火には至っていない。
先月29日に浪江町の帰還困難区域にある「十万山」で発生した山林火災は現在も延焼範囲が広がり続けていてこれまでに50ヘクタール以上を焼いている。
きょうも600人体制で空と地上から懸命な消火活動が行われた。

Afghan MP: ISIL Members Trapped in Nangarhar Battlefield Rescued by US

TEHRAN (FNA)- A senior Afghan legislator disclosed that the US forces have attacked the Taliban in Nangarhar province and rescued the ISIL terrorists after the latter were trapped in the battlefield.

"A large number of ISIL members were surrounded by the Taliban in Masjed Sefid region of the town of Chaprhar but the US military men hurried to help them with warplanes and rescued them," Zaher Qadir said on Saturday.

He said that after clashes erupted between the Taliban and the ISIL, the US planes, carrying special forces, flew over the region and pounded the Taliban and rescued the besieged ISIL members.

Stressing that the Taliban and the ISIL are both enemies of the Afghan people, Qadir said that the US is openly inclined towards reinvigorating the ISIL.

Afghan officials have identified Nangarhar, located along the Pakistan border, as ISIL’s primary stronghold in the region.

ISIL is primarily active in the Achin, Kot, Nazyan, and Chaprhar districts of Nangarhar.

In 2015, the United Nations reported that Chaprhar and Achin are among “the main opium poppy cultivated districts in Nangarhar province”.

Opium cultivation and production throughout Nangarhar increased the following year, placing the province among the top five most opium producing regions in Afghanistan, the world’s top supplier of opium and its deadly heroin derivative.

Regional officials maintain that drug production in Afghanistan has undergone a 40-fold increase since the US-led invasion of the country in 2001.

While Afghanistan produced only 185 tons of opium per year under the Taliban, according to the UN statistics, since the US-led invasion, drug production has surged to 3,400 tons annually. In 2007, the opium trade reached an estimated all-time production high of 8,200 tons.

Afghan and western officials blame Washington and NATO for the change, saying that allies have "overlooked" the drug problem since invading the country more than 16 years ago.

Russian FM: Decisions on Syria De-Escalation Zones Related to US Initiatives

TEHRAN (FNA)- Russian Foreign Minister Sergey Lavrov said Saturday that Decisions on the de-escalation zones in Syria adopted at the talks in Astana are related to Washington’s initiatives on putting an end to violence in Syria put forward at the beginning of this year.

"The United States proposed at the beginning of this year, with a view to creating conditions to ensure safety of civilian population, to stop violence in those regions where fierce fighting was underway between government and armed opposition forces," Russia’s top diplomat told the MIR TV network.

"It is not by chance that the United States welcomed the results of the meeting in Astana, specifically, an agreement on setting up de-escalation zones," he added.

The memorandum on setting de-escalation zones was signed in Astana on Thursday by Russia’s chief negotiator, Russian Presidential Envoy on the Syrian Settlement Alexander Lavrentiev, Deputy Undersecretary for the Middle East and Africa at the Turkish Foreign Ministry Sedat Onal and Iranian Deputy Foreign Minister for Arab-African Affairs, Hossein Jaberi Ansari.

The de-escalation zones will be set up in four regions of Syria, namely, in the Idlib province and some parts of the neighboring provinces (Aleppo, Lattakia and Hama), the area North of Homs, the suburb of Damascus East Ghouta and some provinces in Syria’s Southern parts - Dara'a and Quneitra. Safe zones will be established at the borders of the areas where checkpoints for the passage of civilians and humanitarian aid and ceasefire monitoring points will be installed.

A ban on military operations, including aviation flights, will be imposed in the de-escalation zones as of May 6. Russia, Iran and Turkey have agreed to take all necessary steps to fight against terrorism both in these areas and beyond.

The countries acting as ceasefire guarantors will set up a joint working group on de-escalation ten days after signing the memorandum. It will deal with defining the boundaries of the de-escalation zones and safe zones, among other issues. The maps of the designated areas will be drafted by May 27.

The memorandum is to be in force for six months with the possibility of automatic extension for the same period. According to Lavrentiev, the document could become indefinite.

Iraq PM: No US Combat Troops to Stay in Iraq after ISIL

TEHRAN (FNA)- Iraq's Prime Minister said no US combat troops will stay in Iraq after the fight against ISIL is concluded.

Haider al-Abadi remarks came in a statement Friday morning following a report by The Associated Press that talks are ongoing between Iraq and the US on maintaining American forces in Iraq, the Daily Star reported.

Al-Abadi says the American troops will be advisers who will help Iraq's security forces maintain "full readiness" for any "future security challenges."

Iraqi forces are struggling to retake the last remaining Mosul neighborhoods ISIL holds in the city's Western half, but even after a territorial victory, Iraqi and US-led coalition officials have warned of the potential for ISIL to carry our insurgent attacks in government held territory.

Official: 348 Militants Killed in Afghan Forces Operations in Past One Week

TEHRAN (FNA)- At least three hundred and forty eight insurgents including dozens of ISIL militants were killed during the operations of the Afghan security forces in the past one week, the country's ministry of defense said.

Gen. Dawlat Waziri, spokesman for the Ministry of Defense, told reporters in Kabul that the Afghan National Defense and Security Forces (ANDSF) conducted 20 planned operations and 21 Special Operations during the time period, Khaama Press reported.

He said the militants also sustained casualties during the airstrikes and night operations.

According to Gen. Waziri, at least 348 militants including two commanders of the Taliban group and 103 ISIL militants were killed and at least 188 others were wounded.

Gen. Waziri further added that 82 insurgents were also arrested during the operations.

The anti-government armed militant groups including the Taliban insurgents and ISIL loyalists have not commented regarding the report so far.

The Afghan forces are currently conducting counter-terrorism operations under the name of Khalid operations to root out terrorist groups from across the country.

The operations against the ISIL affiliates are being conducted under the name of Hamza operations, mainly targeting the insurgents in the restive districts of Nangarhar province.

Deal on safe zones in Syria to come into effect 21:00 GMT on May 5 – Russian MoD

Speaking to journalists on Friday, Deputy Defense Minister Aleksandr Fomin said the deal brings hope for a more comprehensive cessation of hostilities in Syria.

“It was supported by all principal players, including the UN, the US administration, Saudi Arabia and other nations, so there is a certain degree of guarantee that the memorandum will be implemented,” he said.

“It is coming into force tomorrow, or rather at midnight Moscow time, on May 6.”

The memorandum designates four areas in Syria as safe zones, where armed groups opposing the Syrian government and not supporting a jihadist agenda would be protected from attacks. They are expected not to allow terrorist groups use them as safe havens.

The zones are set in provinces of Idlib, Latakia and Homs, as well as parts of Aleppo.

Fomin said the implementation of the deal may allow the war in Syria to finally stop. He added that the memorandum has provisions for including more territories into the safe zones.

The official said Defense Minister Sergey Shoigu has contacted his counterparts in several nations to ensure that the safe zones deal works.

“The Russian minister has held working sessions with defense ministers of Iran, Turkey, Syria and Israel,” he said, adding that respective intelligence services and foreign ministries have been contributing to the de-escalation effort as well.

He added that contacts with the leaders of armed opposition groups helped convince them to support the de-escalation.

“The position of the United States, which welcomed the steps towards reducing the level of violence in Syria, improving the humanitarian situation and creating the environment for resolving the conflict, has played a positive role,” Fomin noted.

US-led coalition warplanes banned from Syria safe zones – Russian envoy
The four safe zones to be established in Syria will be closed for flights by US-led coalition warplanes, said the Russian envoy to the Astana peace talks, where the zones were agreed upon.

“As for [the coalition] actions in the de-escalation zones, starting from now those zones are closed for their flights,” Aleksandr Levrentyev told journalists in the Kazakh capital.

He added that the flight ban was not part of the memorandum establishing the safe zones, but assured the coalition would not fly over them.

“As guarantors we will be tracking all actions in that direction,” he remarked. “Absolutely no flights, especially by the international coalition, are allowed. With or without prior notification. The issue is closed.”

He added that the US-led coalition would continue airstrikes near Raqqa, the Syrian stronghold of Islamic State (IS, formerly ISIS/ISIL), near some towns near the Euphrates River and close to the city of Deir ez-Zor.

The Russian Foreign Ministry was less definitive on the alleged ban of US warplanes, stating that “these issues are being discussed at the military level.”

On Thursday, a memorandum was signed in Astana establishing four “safe zones” in Syria, where so-called “moderate opposition” fighters are expected to stay safe from airstrikes and keep jihadist groups out. The zones are set in provinces of Idlib, Latakia and Homs, as well as parts of Aleppo.

Russia, Iran and Turkey serve as guarantors of the arrangement, which carries hopes of deescalating violence in the war-torn country.

The move was cheered by the United Nations and welcomed with reservations by Washington.

Safe zones in Syria come into force: Here’s what we know about them

The Russian-proposed safe zones in Syria – where no fighting between the government and opposition is allowed – came into force at 21:00 GMT May 5. RT sums up what’s already known about the initiative aimed at resolving the conflict in the country.

The safe or de-escalation zones in Syria are described as a temporary measure which will be enforced for the next six months with the possibility of extending it for another six.

The safe zones were agreed by the guarantor-states – Russia, Iran and Turkey – during negotiations in the Kazakh capital, Astana Thursday. All parties expressed hope that the initiative will lead the way for the settlement of the conflict.

The document, which was penned in English, was published by the Russian Foreign Ministry on Saturday morning.

4 zones
The four safe zones are established in Syria’s Idlib Governorate and parts of neighboring Latakia, Aleppo and Hama provinces; in the northern part of Homs province; in the Damascus neighborhood of Eastern Ghouta, and in parts of southern Deraa and Quneitra provinces bordering Jordan.

Syrian government forces and the armed opposition will be prevented from fighting each other and carrying out airstrikes within the safe zones by means of security buffers, checkpoints and observation posts controlled by the guarantor states.

Russia, Iran and Turkey agreed to prepare maps that will separate the areas controlled by the so-called “moderate opposition” from the territories held by the jihadists and provide precise safe zone demarcation by June 4.

Airspace over safe zones
Russian Aerospace Forces have already, on May 1 paused their airstrikes in the areas demarcated as safe zones, Russia’s Defense Ministry said.

The airspace over the safe zones may also be closed for the planes of the US-led coalition, with Russia’s Foreign Ministry saying the issue is being negotiated between the Russian and American militaries.

Fighting terrorists
Around 42,000 opposition fighters currently remain on the territory of the four security zones, with the majority of the militants located in Idlib (14,500) and near the Jordanian border (15,000), according to Russian estimates.

The establishment of safe zones doesn’t mean that the fight against Islamic State, Jabhat al-Nusra and other terrorist groups will stop in the country. On the contrary, the move will allow Syria to free additional forces to tackle the jihadists, Russia’s Defense Ministry said.

The Syrian government supported the implementation of the safe zones in the country and confirmed its commitment to fighting terrorism.

Opposition compliance under question
There’s no certainty over the opposition’s compliance with the initiative as the representatives of the militants walked out from the signing ceremony in Astana, claiming, they won’t accept Iran as a guarantor state.

International reaction
The United Nations has welcomed the establishment of the safe zones, with UN Secretary General, Antonio Guterres, expressing hope that it’ll improve the lives of the population and UN Special Envoy for Syria, Staffan de Mistura, hailing the initiative as a step in the right direction.

Russia’s President Vladimir Putin said on Wednesday that he understood from a phone call with his US counterpart Donald Trump, that the US administration supports the idea of safe zones in Syria. The State Department said it appreciated “the efforts of Turkey and the Russian Federation to pursue this agreement and have encouraged the Syrian opposition to participate actively in the discussions”. It, however, expressed concerns over Iran’s participation in the initiative.

‘War will see Japan under radioactive clouds before any country’ – N. Korean state media

If the Korean Peninsula standoff evolved into an armed conflict, Japan would be the first to suffer from the fallout – both political and nuclear – North Korean state media said, warning Tokyo against any hostile actions.

“In case of a nuclear war on the peninsula, Japan that houses logistic bases, launching bases and sortie bases of the U.S. forces will be put under radioactive clouds before any country,” state-run Rodong Sinmun newspaper said on Wednesday.

The newspaper reminded Tokyo of its previous experience involving nuclear weapons, stating that the country would become the number one target for a North Korean strike as it housed US forces and would be “put under radioactive clouds before any country.”

“If Japan is truly concerned about its interests, it has to make due efforts for the peaceful settlement of the Korean peninsula issue,” the commentary reads.

“As the first country in the world that suffered A-bomb disaster, Japan knows better than others how terrible the nuclear disaster is.”

日本政府は、極東アジアで唯一、朝鮮半島の緊張緩和に反する言動を続けています。

日本の総理が北朝鮮のミサイルはサリンを搭載できる可能性があると述べています。

今回の北朝鮮を巡る緊張の高まりは、北朝鮮と米国双方による irritating によるものですが、米国は韓国国内の反対を押し切って韓国にTHAADミサイル配備を実行するために米国が意図的に朝鮮半島の緊張を高めている面が多分にあります。

巡航ミサイルの導入までも目論み考え始めています。巡航ミサイルは、ロシアがISISの基地を破壊するためにカスピ海や地中海の艦船から、米国がシリアの空軍基地を破壊するために地中海の艦船から発射しています。攻撃用の武器です。

日本人の中には、THAADミサイル配備に反対する人もいます。多くの国民は北朝鮮の危機が外交的、平和的な手段で解決されることを望んでいるのに、日本の政府は異なるようです。

巡航ミサイル導入を本格検討 政府、北朝鮮脅威に対処
 政府は北朝鮮による相次ぐ弾道ミサイル発射や核開発継続を受け、日米同盟の対処能力を強化するため、巡航ミサイルの将来的な導入に向けた本格検討に入った。北朝鮮の脅威は新たな段階になったとして、発射拠点を巡航ミサイルなどにより破壊する「敵基地攻撃能力」の保有を目指す。早ければ、来年度予算案に調査費などを計上したい意向だ。政府関係者が5日、明らかにした。
 敵基地攻撃を目的とした装備を持つことは、「専守防衛」という日本の防衛の基本方針から逸脱しかねないとの懸念が根強い。政府、与党内にも慎重論がある。安倍政権は「反撃能力」と位置付ける方針だが、野党からの反発は必至だ。
