China rejects coal shipments from North Korea
A fleet of North Korean cargo ships laden with coal is returning to their home port of Nampo after China ordered its trading companies to refuse the shipments, Reuters reports quoting shipping data.
This appears to show China is committed to the ban on imports of North Korean coal after Pyongyang carried out globally criticized missile tests. Coal is the crucial export product of the isolated state, especially the deliveries of the type used for steel making - coking coal.

China Calls for Peaceful Resolution of North Korea Tensions
TEHRAN (FNA)- Chinese President Xi Jinping told US President Donald Trump to resolve ongoing tensions with North Korea peacefully.

According to China’s Foreign Ministry spokesman Lu Kang, Xi and Trump discussed the situation on the Korean Peninsula in a phone call initiated by the US president on Wednesday, presstv reported.

“China insists on realizing the denuclearization of the peninsula... and is willing to maintain communication and coordination with the American side over the issue on the peninsula,” Xi told Trump during the conversation.

The White House has not released details on the phone conversation.

Last week, the Chinese and American leaders met in the United States, where Trump reportedly called on China to increase pressure on Pyongyang.

In a tweet on Tuesday, Trump said that if China refused to help, “we will solve the problem without them!”

The US has dispatched a strike group, including an aircraft carrier, to the Korean Peninsula amid rising tensions with North Korea. The Carl Vinson strike group also comprises two destroyers and submarines.

North Korea’s rapidly developing missile and military nuclear programs have unnerved Washington. The presence of US forces in the region and repeated threats of military action by Washington have on the other hand angered the North.

Meanwhile, an article on the Chinese Global Times newspaper warned Pyongyang in an editorial to “hit the brakes for peace.” It called on the North to halt any plans for nuclear and missile activities “for its own security.”

“Pyongyang can continue its tough stance; however, for its own security, it should at least halt provocative nuclear and missile activities. Pyongyang should avoid making mistakes at this time,” the article read.

Angered by the deployment of the US strike group, North Korea has warned to attack US mainland with an atomic bomb. Trump has said Pyongyang “is looking for trouble.”

Putin vows to prevent ‘color revolutions’ for Russia and its Eurasian allies

Russia will not allow external forces to destabilize its internal politics through protests and violence, and will protect its allies from this threat, President Vladimir Putin said in a televised interview.

“We know various theories that are being implemented in various parts of the world and lead to serious instability in these regions. Of course we must not allow anything of this sort and we will by all means take appropriate actions in Russia and support our partners in the CSTO,” Putin told the Mir TV channel.

The CSTO is a military bloc that started its work in 2002. Currently CSTO unites six ex-Soviet nations – Armenia, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan and Russia.

Change of political regime through orchestrated street protests rather than lawful democratic procedures is known as ‘color revolution’ because organizers of the first such events coined catchy and visibly non-violent names for them, for example the 2003 Rose Revolution in Georgia and 2004 Orange Revolution in Ukraine.

Senior Russian officials have repeatedly named color revolutions as the primary threat to international security and balance of power.

Putin has previously called color revolutions the main tool used by destructive forces in the geopolitical struggle.

“In the modern world, extremism is used as a geopolitical tool for redistribution of spheres of interest. We can see the tragic consequences of the wave of the so-called color revolutions, the shock experienced by people in the countries that went through the irresponsible experiments of hidden, or sometimes brute and direct interference with their lives,” he said in late 2015.

In mid-2015, Russian Defense Ministry ordered a major research of the color revolutions stating its goal as prevention of the situations that Russia faced in 1991 and 1993.

Also in 2015, the head of Russia’s Security Council, Nikolay Patrushev, promised to develop a detailed plan of action aimed at preventing color revolutions or any other attempts of forceful change of lawfully elected authorities through mass street protest. He said the council had prepared a list of proposed measures that could negate the possible threat, including some steps against “network protest activities” and propaganda work against the “romantic revolutionary stereotype.”

As the talks began, Sergey Lavrov said it is vital to avoid more airstrikes on Syria, adding that Russia favors joint action to solve the crisis. He also said Russia has repeatedly stated that it wants constructive dialogue with the US on the Syrian crisis.

Russia believes it “ultimately important to prevent any risks of any more of such actions in the future,” Lavrov said referring to the recent US strike on a Syrian base. He also called it an “unlawful attack” against Syria.

Lavrov still said that Tillerson’s visit to Moscow is important from the perspective of creating a broad anti-terrorist front.

“It [the visit] provides an opportunity, as President [Vladimir] Putin and President [Donald] Trump agreed, to frankly and honestly try to clarify the prospects of our cooperation on all the issues, and first of all, the formation of a broad anti-terrorist front,” he said.

Tillerson said he’s looking forward to having an open, candid, and frank exchange of views to better define the relationship between Moscow and Washington. According to the US secretary of state, Wednesday’s meeting comes at a moment when it’s important for the countries to find areas of common interest.

“Our meetings today come at an important moment in our [Russian-US] relationship so that we can further clarify areas of common objectives, areas of common interests, even if our tactical approaches may be different,” Tillerson said.

According to an official statement on the secretary of state’s website, Tillerson will meet Lavrov and other Russian officials to discuss “Ukraine, counterterrorism efforts, bilateral relations and other issues, including the DPRK [North Korea] and Syria.”

“This trip is part of our effort to maintain direct lines of communication with senior Russian officials and to ensure US views are clearly conveyed, including on next steps in Minsk implementation,” the statement added.

The Russian Foreign Ministry said that the upcoming talks between Tillerson and Lavrov are hoped to “stabilize and normalize” the relations between the two countries.

“We would like to understand whether Washington intends to resume practical cooperation with Russia in the fight against terrorism, including in Syria,” the statement said, adding that the recent US missile strike on Syria’s Shayrat Airbase was “an act of aggression against a sovereign state committed in violation of international law.”

The ministry hopes that Washington will agree to an “objective investigation,” with the involvement of the Organization for the Prohibition of Chemical Weapons (OPCW), into “the chemical poisoning” of Syrians at Khan Sheikhoun on April 4.

“The West has accused the Syrian Government without good reason, although it is a fact that the Jabhat al-Nusra terrorists, who are operating in this area, manufactured chemical bombs,” it added.

President Vladimir Putin’s spokesperson, Dmitry Peskov, hinted that Tillerson may meet the Russian leader.

“As for the meeting, you know that talks between the Russian foreign minister and the [US] secretary of state are underway. If, during the day, they consider reporting the results of these negotiations to the head of state [Putin], we will inform you accordingly... There is a certain likelihood,” Peskov told reporters.

On Wednesday, the UN Security Council is scheduled to vote on a resolution that would launch an international inquiry into the Idlib incident. The resolution, which has been proposed by the US, Britain, and France, condemns the attack and calls upon the Syrian government to cooperate with the investigation.

ロシアはシリアから手を引け! さあどうするプーチン

主に英国の政治家が米国の忖度でプーチンはアサドと手を切れ、さもないさらに厳しい経済制裁を加えると発言していましたが、経済制裁の上乗せはG7の中でも賛同が少なかったようですし、ドイツはアサドの残留を認める発言をしています。米国の一方的主義にも異論を述べています。

2017/4/11〜12の予定でティラーソンがモスクワを訪問していますが、それに先立ってホワイトハウスの報道官が、米国はシリアの不安定化を欲していると述べてしまいました。

まあ、それは分かりきったことですが、なかなか正面切っては言えない話のはずです。

トランプの経験不足と(かっとなる)気質が彼の行動を予測困難にしているとの観察も出ています。

米国の空爆は目標にマトモに当たらない? とんでもないところに着弾している?

ロシア国防省のステートメントには、 the combat efficiency of the strike as “quite poor.”と書かれています。

地中海のクレタ島の近くの艦船から発射された巡航ミサイル59発のうち23発しか攻撃目標のShayrat Air Baseに着弾しなかったのです。

“According to our sources, only 23 of them reached the Syrian airbase,”  

過半の36発がどこかに行ってしまった。巡航ミサイルは攻撃目標への航路や緯度経度高度をインプットされており、精密な攻撃ができるところが売り物です。価格も高い。

それがこの命中精度では!!!

クレタ島から攻撃目標の空軍基地までは約1000km、鹿児島市からどこかの半島の付け根付近まで約1000kmです。この距離を飛んだら命中率が半分以下。

おいおい、巡航ミサイルよどこへ行く?

米軍の空爆は極めて粗雑ではないかと書いてきましたが、間違いありませんね。シリア、イラクでの空爆がまるでシリア、イラクの民間人を狙っているかのように見えるのですが、シリア、イラクの市民を殺すことを意に介さないということのほかに、攻撃の精度がきわめて低いということもありそうです。

原因はインテリジェンスの不足ではないかと思っていましたが、米軍の装備は陳腐化、老朽化が見られるといいます。兵士の士気も低いとなると。

TEHRAN (FNA)- The Pentagon claims that the highly-accurate satellite guided missiles, launched from two ships in the Mediterranean sea, hit every target with pinpoint precision, but residents of Shayrat village near the targeted airfield in Homs province disclosed that the US attack killed and wounded civilians and destroyed or severely damaged their homes.

One of the residents said the US attack caused casualties among civilians in Shayrat and the nearby villages in Homs province and damaged homes.

Another resident added that the strike caused the panic of children and civilians and massive damage in this village and the other surrounding villages, broken glass and shop facades.

米国は、民間人も狙っていたんでしょうね。シャイラート空軍基地周辺の村人も毒ガス攻撃を手伝った? 相変わらず米軍とその同盟の飛行機が民間人を殺し続けています。米国はテロリスト国家です。

トマホークが攻撃目標のShayrat Air Baseの周辺の村を破壊し、犠牲者を出したことをRTが伝えています。飛行場の端から2kmも離れています。

米国は、この空軍基地から飛び立った戦闘機が毒ガス弾攻撃をしたとしています。そしてこの基地に毒ガス弾が保管されているはずだと本気で考えたのでしょうか。武器保管庫を破壊し、周辺の村にミサイルを落として村人が屋外に飛び出せば、流れてきた毒ガスで人が死ぬ。まさか、そんなこと考えていませんよね。



Residents of a village located near the Shayrat airfield in Homs had stray Tomahawks raining on them as US warships were firing at the base in response to the alleged chemical attack in Idlib. The locals told RT’s Ruptly agency of the horrors they experienced.

Villagers were the majority of victims of the US strike on the Shayrat Airbase on April 6, portrayed as retaliation against the Bashar Assad government, according to the governor of Homs Talal al-Barazi. A total of 14 people including nine innocent civilians were killed in the US missile attack.

36発がどこに行ったかですが、数発は空軍基地から2kmほど離れた村に落ちています。最初から狙ったのならこれも国際法違反。

考えられるのは、@59発が水増しではないかということ。広い軍事基地の滑走路をデコボコにして使えなくするには59発集中投下もありえますが、滑走路の被害は少なくシリア空軍はすぐ使用を再開しています。
1発7千万円ほどするそうです。41億円もかけてやる作戦かという気もします。
A 1000kmも飛ばないで途中で落ちたものがある。
B 攻撃目標近くまで飛んだが何キロも目標を逸れたものが少なくない。
クレーターの跡を見るとそれほど大きくありません。空軍基地の周りは畑や砂漠ですから、後日発見されるものもあるでしょう。
米軍としては、戦争屋にはいっぱい撃ったことにしたい、しかしやりすぎれば国際的な批判もありうるというところで、ここでも得意のフェイクを使ったのではないでしょうか。

Volleys of cruise missiles make good TV pictures, but according to the Defense Ministry, it makes little sense to launch all these pin-point strike tools at a relatively small target area of just one air field. Konashenkov noted that given the fact that all targets were located in close proximity to each other, the US could have been just as cost-effective dropping these expensive Tomahawk missiles from air balloons.
“Therefore, if 59 Tomahawk cruise missiles were not launched from hundreds of miles away, but instead dropped on Shayrat in one pile from air balloons, the effectiveness of such a 'strike' would be equal in cost (over $100mn) and strike accuracy,” the general said.

Why should US taxpayers care about Ukraine conflict? – Tillerson to French FM

US Secretary of State Rex Tillerson has expressed doubt that the Ukrainian conflict is a point of interest for US taxpayers, his French counterpart Jean-Marc Ayrault has said, Reuters reports.

According to Ayrault, Tillerson openly questioned why American taxpayers should be concerned about the situation in Ukraine. The US official gave his opinion during the G7 foreign ministers’ meeting in Lucca, Italy, on Tuesday.

The French FM told reporters that his answer to the US top diplomat was: "It is in the interests of the US taxpayers to have a Europe that is secure and is strong politically and economically ... You don't want a weak Europe, broken into bits and feeble.”

Ayrault didn’t specify if Tillerson, who flew to Russia right after the Italian meeting, responded to his comment.

According to Russia's RIA news agency, when questioned about the exchange, State Department spokesman Mark Toner stated that he had no knowledge of it, and that Washington remained committed to supporting Kiev, and the ongoing peace process.

In its closing communique earlier this week, the G7 stated that the Minsk deal, reached between the warring sides in Ukraine in 2015, hasn’t been implemented in full.

The Western powers claimed that Moscow wasn’t doing enough to settle the conflict, saying that “Russia's behavior is not consistent with the rules-based international order.”

“We remain united in using a wide array of foreign policy tools, including restrictive measures and sanctions, with the goal of persuading Russia to return to a path of shared respect of those principles,” the G7 statement read.

Moscow has repeatedly stated that Kiev is not fulfilling its obligations by violating the agreed ceasefire.

Around 10,000 people have died in eastern Ukraine since the military conflict broke out in Ukraine in spring 2014.

Back then, the new government in Kiev sent troops to Donbass to quell the population, which rejected an earlier coup in the capital.

During the conflict, Kiev and its Western backers have accused Russia of supporting the self-defense forces in eastern Ukraine.

Despite Moscow denying the accusations, the US imposed a wave of sanctions against Russia, with the EU following in American tracks shortly afterwards.

On Tuesday, British Foreign Secretary Boris Johnson urged more restrictions against Russia, this time over the Syrian issue, but his call was rejected by the G7 ministers.

よく読むと、米国と一緒になって北朝鮮と中国に圧力をかけようとしていることが分かります。別に北朝鮮で英国を引き込むような戦争が始まる必然性はありません。

緊張高まる朝鮮半島 核施設破壊が接近か?

米国は北朝鮮を色々威嚇し、中国に対しても貿易問題や人権問題などと取引するでしょう。すぐにはないでしょうが、このような施設破壊は不意打ちが効果的です。そのような軍事行動を知ったら狼狽することなく適切に行動できるよう考えておきましょう。

首相 北朝鮮情勢「いかなる事態でも国民守り抜く」
安倍総理大臣は、自民党の役員会で北朝鮮情勢について米中首脳会談を受けた中国の対応に注目していくとしたうえで、「いかなる事態になっても国民の生活と平和な暮らしを断固として守り抜く決意だ」と述べました。
この中で、安倍総理大臣は9日にアメリカのトランプ大統領と電話会談を行ったことを報告し、「北朝鮮がミサイルの発射など危険な挑発行為を繰り返す中で、トランプ大統領からはすべての選択肢がテーブルの上にあるという言葉もあった」と述べました。
そのうえで、安倍総理大臣は「今後、米中首脳会談を受けた中国の対応に注目していくが、いかなる事態になっても国民の生活と平和な暮らしを断固として守り抜く決意だ」と述べました。
また、安倍総理大臣はシリアのアサド政権に対するアメリカ軍の軍事行動について、「化学兵器の拡散・使用を絶対に許さないというアメリカの決意を日本は支持すると伝えた」と述べました。
このあと、二階幹事長は記者会見し、「われわれは安倍総理大臣の決断を支持する以外に方法はない。ただ、『なるほど』という情報が届けられているわけではないので、今後、政府にしっかりとした報告を求めたい」と述べました。

Russian General Staff Warns Against New US Missile Strikes on Syria

TEHRAN (FNA)- Moscow warned against new US missile strikes on Syria, chief of the Russian General Staff's Main Operational Directorate Col. Gen. Sergei Rudskoi said at a news briefing on Tuesday.

"Militants are delivering toxic chemicals in Khan Sheikhoun, the Jira airport, East Ghouta and to the West of Aleppo," the Russian General Staff said, Sputnik reported.

"The aim of these actions is to forge another pretext for accusing the Syrian government of using chemical weapons and for triggering new US strikes."

"We warn against such inadmissible steps," the general staff said, adding that the Russian military is to demand a thorough investigation of the alleged chemical attack by Syrian aviation on the city of Khan Sheikhoun.

Human Rights Official: Khan Sheikhoun Chemical Attack Orchestrated by Israel

TEHRAN (FNA)- International Human Rights Commission's Coordinator for Middle-East Haitham Abu Saeed blamed Israel for the recent chemical attack on Khan Sheikhoun in the Syrian province of Idlib.

"Israel directed the Khan Sheikhoun scenario," Abu Saeed said.

Noting that the terrorists, including Zahran Aloush, the commander of Jaysh al-Islam terrorist group affiliated to the Islamic Front, were aware of the chemical attack and its type and materials from before, he said under the conditions that the political developments are moving ahead to the benefit of Bashar al-Assad, the terrorists implemented plots to return everything to the past.

Abu Saeed also referred to the recent downing of an Israeli fighter jet by the Syrian air defense units, and said Tel Aviv never thought about it in its military calculations and it called on the US and other western states to help it and then orchestrated the Khan Sheikhoun incident.

Merkel Calls on Trump to Cooperate with Russia on Syria

TEHRAN (FNA)- German Chancellor Angela Merkel called on US President Donald Trump in a phone conversation to continue the Syrian settlement under the UN auspices and cooperate with Russia, German government spokesman Steffen Seibert said.

"The Chancellor stressed that after the clear reaction of the US towards the awful incident with the usage of chemical weapons there is the need to do everything to continue political settlement under the UN auspices," Seibert said, TASS reported.

"At the same time, cooperation with Russia has special importance for launching transitional political process," he said.

Seibert said the goal of these efforts is to "have a peaceful and stable Syria without President Bashar Assad at the helm."

Besides Syria, Merkel and Trump discussed North Korea’s nuclear program, he added.

The White House’s press service said earlier that the US president also held a phone conversation with British Prime Minister Theresa May. May and Merkel backed the US action and agreed with Trump "on the importance of holding Syrian President Bashar al-Assad accountable," the statement said.

Syria UN Envoy: Israel Provides Air Support to ISIL in Palmyra

TEHRAN (FNA)- The Syrian Permanent Representative to the UN told the Security Council that Israel provided air support to the ISIL terror group fighting the Syrian Army in Palmyra.

“Israel provided air support to ISIL with airstrikes in Palmyra,” Bashar al-Jafari told the audience during the Security Council session on Syria, Al Masdar reported.

Jafari made his remarks during a UN Security Council session held to discuss a draft resolution submitted by the US, Britain and France on the use of Chemical weapons in Khan Sheikhoun in Idlib province.

Jafari was apparently alluding to the Israeli airstrikes that were conducted near the T-4 Military Airport late last month, this attack provoked a direct response from the Syria Air Defense.

In addition to aiding ISIL, Jafari also accused Israel of providing medical relief and air support to Al-Qaeda in Syria.

Later in the session, Russia vetoed a draft resolution submitted by UK, France and the US to UNSC about claims of using chemical weapons in Khan Sheikhoun.

Bolivia opposed the draft resolution, three other member states, among them China, abstained, while 10 countries voted in favor of it.

The Syrian envoy also said that the US administration is pushing the terrorist war on Syria towards dangerous levels through moving from a stage of proxy aggression into that on its own behalf through direct military action.

He said that the US administration has felt that the terrorist groups had begun to retreat, so it committed its aggression on al-Shayrat air base.

Jafari said it seems that Britain’s decision to leave the EU pushes it to seek to a new role through an extremist discourse which reminds us of the criminal role of former British prime minister Tony Blair who led Britain into the invasion and occupation of Iraq 14 years ago after fabricating the lie about Iraq’s weapons of mass destruction, a war to which the Iraqi people continue to pay the cost till this day.

イドリブの毒ガス事件の舞台裏には大変な問題があるようだ

この記事で筆者が述べようとしていることの要点は次のとおりです。
1 テロリストの側がシリア政府軍の攻撃による人的被害だと主張している画像が多数出回っています。参照12
2 これらの画像の中には単なる演技だと観られるものもありますが、子供の苦しむ画像や遺体と見られる画像も多く、そこに写っている子供の数は相当数に上ります。
3 イドリブの毒ガス弾による被害として最近流れた画像では、子供が裸にされて水をかけられています。まだ4月の初めです。
4 筆者はこのような画像に登場する子供は、撮影の過程で大変な試練にあっており、既に亡くなっている子供もいるでしょうし、これらの過程で命を落とす子供も少なくないのではないかと危惧しています。
5 テロリストは、戦闘地域で子供をさらい、あるいは首を切り落とす残虐行為を行っています。
6 テロリストは、米国がシリアを爆撃する材料、口実を提供しています。
7 米国は、「イドリブでの毒ガス弾による攻撃」について、現地での公正な検証なしにそれを理由としてシリア空軍基地を爆撃しました。
8 米国は、市民に対する毒ガス攻撃があればシリアをさらにミサイル攻撃するとしています。

米軍発表の事件現場を示す地図にはHospital Underground とあります。米軍はこの場所で毒ガス弾攻撃が行われたことをどうやって知ったのでしょう。テロリスト側からしか情報が得られないはずです。




洞窟内に作られた病院とされていますが、消火栓並みの太い水道管が引かれています。

子供の遺体が保管されている場所とは異なるように見えますが、遺体保管場所は分かりません。

Military Source Warns of False Media Operation against Syrian Gov't

TEHRAN (FNA)- The Russian news sources reported that a number of fake video clips are being produced in Khan Sheikhoun town in Idlib province to raise new chemical attack allegations against the Syrian government.

The Arabic section of Russia's Sputnik news agency quoted rusvesna.su news as reporting that a Syrian military source has warned that based on reliable intel, the video clips are being prepared in collaboration with the White Helmets (officially known as Syria Civil Defense, is a volunteer organization that currently operates in certain parts of rebel-controlled areas in Syria) who play the role of medical personnel.

According to the source, some civilians also play the role of victims of a chemical attack.

The source added that the western newspapers would soon enter the scene to raise new allegations against Bashar al-Assad government, claiming that he is fighting civilians instead of campaign against terrorism.

Swedish Doctors for Human Rights (SWEDHR), a non governmental research organization, disclosed earlier this month that White Helmets are risking civilian lives, rather than rescuing them, for false flag operations against the Syrian government.

Swedish Doctors For Human Rights analyzed videos, the rescue operation by White Helmets after an alleged attack by Syrian government forces, and found that the life-saving procedures seen in the film are incorrect – in fact life-threatening – or simply fake.
