国民健康保険料に引き上げの動き

大阪府は、国民健康保険料を府内で統一する方針を固めた。現状では市町村ごとにばらつきがある保険料を統一し、住民負担を公平化するのが狙いで、来年4月の導入を目指す。府の現段階の試算では、統一により1人当たりの保険料は43市町村のうち37市町村で上がるため、調整が難航する可能性もある。

 統一化は大阪のほか、滋賀などでも検討している。

 保険料は現行制度では、市町村ごとに医療費の総額を算出し、交付金などを差し引いた分を加入者の所得などに応じて徴収している。2015年度は19市町村が赤字で、全市町村の累積赤字額は約250億円に上る。保険料負担を抑えるため、一般会計からの法定外繰り入れで圧縮している自治体も多い。

 新制度では、府内全域の医療費総額から統一保険料を算出。財源の透明化を図るため繰り入れも認めない方針で、住民の負担感が増す自治体も出てくる。

 また、収納率の向上など自助努力で保険料を抑えていた自治体などから反発の声が上がる可能性もあり、緩和措置を検討する。現在、府内全体の1人当たりの平均保険料は年間12万2516円で、自治体間で9万円〜16万円台とばらつきがある。新制度では13万2687円に上がる見通し。

 府は10年に当時の橋下徹知事が統一化を宣言したが、「現行法の枠内では困難」としていったん撤回。18年度から財政運営が市町村から都道府県に移管されることから、具体的な検討を始めた。今後、国の交付金なども盛り込んだ試算を重ねる予定で、最終的な保険料算定は来年1月ごろを見込む。【武内彩】

Source: Astana Talks Participants Agree on Several Documents on Syria
TEHRAN (FNA)- A source in one of the delegations participating in Astana talks on Syria said several documents the Astana meeting's agenda have been agreed upon.

The source elaborated that "there is more than one document," however he did not pointed to further details on the document, agreed by the participants in the Astana talks, TASS reported.

According to earlier reports, the parties planned to agree on a final statement and a statement on setting up a joint group for monitoring the ceasefire.

Earlier, UN Special Envoy for Syria Staffan de Mistura said Thursday that Russia, Iran and Turkey could bring big changes to the conflict in Syria if they helped stabilize the ceasefire regime.

Speaking with Russian Defense Minister Sergei Shoigu, de Mistura also thanked Russia for its efforts to resolve the situation in Syria and noted the reduction in violence. According to him, the talks in Astana on Syria are very important, and more can be done in Geneva.

Sputnik also reported that De Mistura presented to Shoigu a humanitarian roadmap on Syria and called for creation of a reliable mechanism to ensure ceasefire.

Syrian Government Holds Direct Talks with Opposition Groups in Astana
TEHRAN (FNA)- Syrian government officials sat face-to-face with Syrian opposition groups for the second time in three weeks in Astana, Kazakhstan, as diplomats step up their efforts to reconcile the two sides ahead of UN-brokered peace talks in Geneva.

Thursday's meeting is aimed at shoring up a ceasefire before the government meets with representatives of the opposition groups in Geneva on Feb. 23, for talks aimed at reaching a broader political settlement, Star Tribune reported.

Meanwhile Syrian pro-government forces and thier allies were clashing with militant groups in the Dara'a Province in Southern Syria. Local sources confirmed that an al-Qaida-linked militant group attacked government forces Sunday, shattering an extended spell of calm in the contested region.

There have been repeated violations of the ceasefire by the militant groups since it went into effect on Dec. 30.

Astana Talks Nearing Completion, Some Unresolved Issues Remain
TEHRAN (FNA)- A source participating in the the Astana talks on Syria said this round of negotiations are about to be completed, but a number of unsettled issues still remain.

Th source said the comments as a meeting of Russian delegation and Syrian opposition is underway, Sputnik reported.

"The meeting of the Russian delegation and Syrian opposition is not finished, a number of unsettled issues remain," the source said.

Earlier in the day, bilateral meetings of delegations to the Syria peace talks have started in Astana ahead of the plenary session, scheduled for 4 p.m. local time.
